...to your February issue. Warm sunny days, leading to freezing cold evenings; a recipe for a cold! If you were one of the many unlucky ones to have caught a cold or the Flu last month, I sympathise with you, not a lot of fun is it? In this issue I am pleased to introduce Ricardo Chaves, our new regular finance contributer based in Tavira. To sum Ricardo up; Quality service, always with a smile! It's a pleasure to have him on board. We also have a new writer; Amanda Gleaves meets a local designer and photographer, some High fliers, and spends a day with the Salvation Army in São Brás, meeting both volunteers and a few of the many people they help. Amanda also gives you our Portuguese Recipe of the Month, Pastéis de Bacalhau. Golf professional Keith Ashdown brings us some fun golf facts, and Mark O'Shaughnessy some top tips for the best lawn. Have a great month. Editor

News Tavira golf club donates!

T

he Golf club of Tavira presented the Associação G.A.T.O. with a cheque for €1500, and the Associação UMA PORTA AMIGA a cheque for €4500. The presentation took place at Benamor Golf after a charity tournament. Look out for further information on these charities in the next few months when we visit them to find out more details about these important charities.

Tavira’s fishing community in jeopardy

T

raditional fishing communities of Tavira, Santa Luzia and Cabanas are in danger of extinction due to excessive bureaucracy, the silting up of Ria Formosa, Rio Gilão and the breakwater and the fact that work on Tavira fishing port has been “frozen”, due to the financial crisis. The alert comes from the Left Bloc’s Algarve representative in parliament Cecília Honório, following a meeting she had recently with the local fishermen’s association. Construction of a fishing port in Tavira, promised for more than 15 years, has hit a new stumbling block as the Secretary of State for the Sea has said that there are no funds available to build it.

L

Tavira riverside area to be landscaped

andscaping work on the riverside area - the left bank of the River Sequa near the Beira Rio Restaurant - from the railway bridge towards the town centre is planned to start this year. The work will include footpaths, leisure areas, bike lane, sixty-six parking bays and green spaces. The contract, valued at just under €600,000 of which the EU is contributing over half, has been awarded to Vibeiras Sociedade Comercial Plant SA. The work is scheduled to last nine months. This is part of an ongoing scheme which includes a large new car park near the swimming pool where the monthly market used to be held, a new footbridge over the river by the Old Market and demolition of the ‘temporary bridge’ that was erected after the Roman Bridge collapsed in the flood of 3rd December 1989 when two arches and a breakwater were washed away. It is envisaged that when all the work is completed the centre of Tavira will become a traffic free zone.

Photo epilation I

Duart Arrais from Fisioclube Fuseta introduces a hair removal system that lasts up to 3 years.

n our contemporary dynamic world, appearance plays an important role. Men and women care a lot about how they look and it’s very important to find ways of making our lives easier. Unwanted hair on our body has always been a concern and the methods of removal were painful and were short term. In spite of a wide choice of methods and means currently available for hair removal, not many of them can provide the appropriate long term effect. Today photo epilation is the most efficient and safe method that provides unwanted hair removal for a long time. However, it should be noted that many of us still do not trust optical hair removal because of various myths and misconceptions connected with this method. The number of sessions needed to complete your treatment varies, but the point is that optical hair removal affects only hair that is in the active growth phase (anagen); meanwhile the amount of such hair on the body at any given time does not exceed 30%. That is why it is necessary to carry out several sessions to impact the remaining hair in the growth phase. If you succeed in treating all hair follicles in the growth phase, hair will not grow on this body part any more. However it should be noted that there are a number of ‘sleeping’ hair follicles that may ‘wake up’ someday, therefore the appearance of some hair cannot be excluded. You shouldn’t trust advertising promising optical hair removal once

8

and for all. Usually to attain the desirable smooth skin effect you will need from 6 to 12 treatment sessions (depending on your overall hormonal background, hair type and structure and individual peculiarities). Optical hair removal works better and faster in dark and strong hair with a light skin type. It works as well in lighter hair, but it will take more time to see the results. Dark skin cannot be treated because it has high melanin levels and white hair cannot be treated because of the opposite – lack of melanin. The principle of optical hair removal devices is based on the absorption of light by hair pigment (melanin). Heat energy generated in this process directly impacts hair follicles and destroys them without any damage to the surrounding tissues. Photo epilation is absolutely safe and painless. Many people think this method is very painful and it is not true, you only feel a little sting similar to a needle touch and nothing more. As distinguished from the other hair removal methods, photo epilation does not cause any skin irritation, allergic reactions or ingrown hair. Optical hair removal is not an expensive treatment anymore, as sessions cost from 10€ to 28€ per. According to most conservative calculations, the use of photo epilation systems work out more cost effective than professional wax depilation taking into account that the effect of a photo epilation course lasts on average from 1 to 3 years,.

In an age when violence and mass murders by people under the influence of mind-altering drugs is increasing, a new medical manual will increase the number of mental states that are regarded as a mental illness, Gareth Bullock.

T

Grief and anxiety are not mental illnesses

he forthcoming edition of an American psychiatric manual will increase the number of people in the general population diagnosed with a mental illness - but what they need is help and understanding, not labels and medication. Many people experience a profound and long-lasting grieving process following the death of a loved one. Many soldiers returning from conflict suffer from trauma. Many of us are shy and anxious in social situations or unmotivated and pessimistic if we're unemployed or dislike our jobs. For a few of us, our experiences of abuse or failure lead us to feel that life is not worth living. We need to recognise these human truths and we need to offer help. But we should not regard these human experiences as symptoms of a mental illness. Psychiatric diagnoses are not only scientifically invalid, they are harmful too. The language of illness implies that the roots of such emotional distress lie in abnormalities in our brain and biology, usually known as "chemical imbalances". This leads us to be blind to the social and psychological causes of distress. More importantly, we tend to prescribe medical solutions - antidepressants and anti-psychotic medication - despite significant side-effects and poor evidence of their effectiveness. An extremely influential American psychiatric manual used by clinicians

www.eastalgarvemag.com

and researchers to diagnose and classify mental disorders has been updated for publication in May 2013. But this latest edition of the American Psychiatric Association's Diagnostic and Statistical Manual, or DSM-5, will only make a bad situation worse because it will lower many diagnostic thresholds and increase the number of people in the general population seen as having a mental illness. The new diagnosis of "disruptive mood dysregulation disorder" will turn childhood temper tantrums into symptoms of a mental illness. Normal grief will become "major depressive disorder", meaning people will turn to diagnosis and prescription as a response to bereavement. The criteria for "generalised anxiety disorder" will be significantly relaxed, making the worries of everyday life into targets for medical treatment Lower diagnostic thresholds will see more diagnoses of "adult attention deficit disorder", which could lead to widespread prescription of stimulant drugs. A wide range of unfortunate human behaviours, the subject of many new year's resolutions, will become mental illnesses - excessive eating will become "binge eating disorder", and the category of "behavioural addictions" will widen significantly to include such "disorders" as "internet addiction" and "sex addiction". Stigma of diagnosis In current mental-health systems, diagnosis is often seen as necessary

for accessing services. However, it also sets the scene for the misuse and overuse of medical interventions such as anti-psychotic and antidepressant drugs, which have worrying long-term side-effects. Scientific evidence strongly suggests distressing experiences result not from "faulty brains", but from complex interactions between biological, but more importantly, social and psychological factors. But diagnosis and the language of biological illness obscure the causal role of factors such as abuse, poverty and social deprivation. The result is often further stigma, discrimination and social exclusion. Therapeutic approach There are humane and effective alternatives to traditional psychiatric diagnoses. It is relatively straightforward to generate a simple list of problems that can be reliably and validly defined. There is no reason to assume that these phenomena cluster into diagnostic categories or are the consequences of underlying illnesses. We can then use medical and psychological science to understand how problems might have originated, and recommend therapeutic solutions. This approach would yield all the benefits of the current diagnosis-and-treatment approach without its many inadequacies and dangers. Gareth Bullock, The Bowen Tecnique, Every body is better with Bowen.

Makeover BEFORE

Once again we welcome George Allen from the Hair Studio in Conceção Cabanas and this month’s hair model, Lyn.

Makeover of the month

W

e welcome back George from The Hair Studio in Conceicao De Tavira and Lyn who kindly agreed to be the first make-over of the year, having come to live in Portugal last August. Lyn’s base colour was given more depth with a darker, natural mid blonde colour as the original root colour had become a golden blonde with bleached ends which had been over processed and is not

very good, especially for fine hair. George explained, by taking away any gold, yellow tones he then took approximately 2 inch slices of hair and wrapped them in foil to create a more sculptured effect and with a special conditioning treatment, this also preserved the original bleach blonde in just a 40 minute process. He then created a simple but effective textured cut to take out some weight from the back and after blow drying, he finished the cut to

the ends. Before the make-over Lyn had mostly worn her hair tied back, now given shape and depth, she is able to do both and has the important shape back. Lyn was delighted with the process as George had explained the whole process to her, making her feel very much at ease and reassured and she is now absolutely thrilled that she can now achieve the salon look at home. Many thanks to George and Lyn.

Internet or Satellite TV?

S

atellites have been providing television signals for a number of years. Over fifty in fact. Telstar beamed the first trans-Atlantic TV pictures from 1962. The receiving dish was 160ft diameter! Of course technology has move on leaps and bounds since then, and it's pretty much taken for granted now that you can pick up dozens, if not hundreds of TV channels at home, with your own dish and receiver. But, as technology moves on, so do business issues. This apparent 'ease' with which we can all pick up TV programmes is causing concern with the programme makers and broadcasters which, as was explained last month, is why 'we' (viewers out of the British Isles) are going to be losing many of the free channels we currently enjoy. Nothing much has changed since last month's report, so for the moment we just have to wait and see. Q. What about internet TV? A. Most of us are used to receiving TV via an antenna of some description- conventional TV aerial

www.eastalgarvemag.com

or satellite dish. But as technology improves, broadcasters are increasingly pushing IPTV- television via the internet. For local content (i.e. Portuguese TV) this system generally works well, but it requires a phone line with internet connection and is all subscription-based. Not cheap, and perhaps not ideal for a holiday home. If you do have internet TV, problems arise as soon as you try to access programmes from a different country. Internet servers 'know' where you are, so if the BBC for example doesn't want you to access their content from overseas, they'll block all requests from foreign IP addresses. Of course, as with so many things on the internet, there are ways around this - like fooling their servers into thinking you are in the UK. This appears to work for some, but all too often the internet speed isn't up to the job and pictures freeze up or go all blocky - far from ideal. So we keep looking for a better alternative. In the meantime, enjoy what you've got while it's here. More news as and when it happens. © TrevorTronix.com

Lisá Tamiris

A dedicated creator of fashion L

isá Tamiris is a photographer and a fashion designer from Faro and describes herself as being an artist with a creative spirit. Through her work she hopes to invoke the concept of creativity, innovation and the element of surprise. The 25 year old designer displays an equal balance of confidence and modesty as she tells me about her passion, straight away one can see that this is a young lady who knows what she wants. Born and raised in the beautiful Santa Barbara hills, it is not surprising that since a young age Lisá lived in a world of her own. She would often daydream and let her imagination run away with her and would end up creating the very things she imagined and dreamed of; or as Lisá put it “I would capture moments recorded in my memory" She told all began around ten years ago with a school project. Lisá decided that she would like to do hers on the recycling of clothes. This aroused her initial interest for fashion and she was excited at the fact that she could transform small details from her imagination into something real. She began to discover femininity and the innate beauty of woman; she discovered ways to enhance that beauty, making final touches that would be unique and exclusive for every woman. Her creativity is very spontaneous. As this self taught creativity and passion started to develop, Lisá worked on more designs and transformed them onto paper. She used herself as a model and experimented with different poses as a means of discovering the female

form, but to make her dream become more of a convincing reality, Lisá knew that she would have to learn the more technical side and perfect this God given talent. She decided to study Visual Arts and in 2009 received her diploma in Photography and Fashion at the Escola Técnica de Imagem e Comunicação in Lisbon (Technical School of Image and Communication) In 2010 she studied the Modelling Industry in the Oporto Academy of Art. Lisá works to enhance the human figure in every aspect, from clothing to production, and photography and as any other fashion designer she works from her studio. Most of her pieces are made by hand and this not only makes them unique but it also makes each piece a work of art in itself. Every year a new collection is created based on a theme and a Fashion Show is held to present them all under her own label ‘Lisá Tamiris’. Over the years Lisá has explored different styles, from the most classic

www.eastalgarvemag.com

and daring refined dresses for special occasions to more casual wear, better defined as ‘beachwear’. At present ‘beachwear’ seems to be where Lisá feels more inspired, and is working towards something original, as much so for her, as for those who wish to acquire a more casual style, yet at the same time something which enhances the female figure. In 2011 Lisá’s first production of Bikinis was launched; it was an immediate success and very sought after. Since then Lisá developed and explored this line more intensely with the aim of producing swimwear which is both different and exclusive. In 2012 another collection was launched but this time of crocheted tops and dresses called ‘Flor de Praia’ (Beach Flower). This collection has many original and hand made details. Also in 2012 a new collection of bikinis was launched called SungaDela, Bikinis with colourful patterns and shapely design which are particularly liked by the younger generation because of their styles, daring shapes and versatility. They

are the perfect combination to be used with ‘Flor de Praia’ and coconut bags. Lisá is involved in all phases of her creations, from designing and creating, to production, photography and edition. She even organises her own Fashion Shows, photo sessions and fashion editorials. She is very dedicated to what she does and does it with passion and love. All fruit of her personal gift and talent, which she has developed by learning with others and with her own experiences, which have enriched her both professionally and personally. Such a combination of talents makes for a meticulous all round production from start to finish. She even does some of the modelling for her catalogues. When Lisá finds the time she likes to surf and is one of the only female skateboarders I have ever seen. I wish this very inspired and impressive young lady all the best for the future. F

ounded in 1996 by Miguel de Barros, it is now in the capable hands of Spanish pilot and operations manager, Iñigo Guelbenzu Renom. Iñigo has been the operations manager at HTA for 9 years and leads a team of 5 pilots in total, two of whom have military training. Marlene spent 11 years in the air force and is licensed to fly helicopters, planes and gliders. Paulo was in the air force for 10 years and is a licensed helicopter pilot, he too decided to leave the air force and work as a civilian. Every six months the pilots have to undergo tests, emergency training exercises and are periodically evaluated to make sure that their performance is perfect. The fleet of 6 brightly painted red, yellow and blue helicopters are the only fleet in Portugal with all their fleet the same colour. The multipurpose, AS350 and AS355 helicopters can be piloted by one or two pilots and can transport up to 5 passengers, and with 850 horse power engines, they have a cruise speed of 226 m per hour. To go to Portimão and back takes an hour, and to get to Lisbon can take an hour or more

16

depending on the meteorological conditions. In the hotter weather flights can take longer due to the density of the air. They can fly up to 3 hours at a time and use up to 540 litres of Jet fuel per 3 hour flight. The fuel is stored in loco in a tank containing 6 to 8 thousand litres of Jet fuel. The helicopter blades are made of compound deposits and are light enough to pick up! Helicopters are extremely versatile and apart from transportation of passengers there are also other many other tasks they can undertake. The placing of electric power lines and poles is just one example of the precision which these crafts can perform, not to mention the piloting skills. On one occasion they were called out to transport and install water tanks through holes in a roof by carefully placing them through the opening. This again calls for extreme precision. The helicopters can transport up to 1200 kilos of external cargo. During the hot season they are contracted by the local councils for fire surveillance and the transportation of water to assist in the extinguishing of forest fires. In the winter months maintenance

and repairs are carried out. All this is undertaken at the heliport by experienced mechanics, one of them female. Ana is one of the only female aviation mechanics in Portugal. In April they are hoping to open the first piloting school in the Algarve as soon as the legislation changes and all the new rules and regulations are defined, they will go ahead as planned. There are also plans to extend the landing port; the addition of an illuminated landing port to aid night flights and also the construction of a new hanger. HTA have an affiliat, ‘Filmes do Ar’ (Films from the Air) which is involved in both aerial photography and film. Last year they covered the

Portuguese Volta de Portugal and the Spanish one too. Other events include rallies, news reports and even aerial filming. Passenger transportation services can be provided to and from the Airport, to hotels and even to private houses, provided they have a heliport. Some like to arrive at the golf course in style and those who like to see the Algarve from a different perspective can take the tourist flights. There are also baptism flights for groups mainly consisting of those who have never flown before. So if you feel like flying high, now you know where to go. Focus on The An Army for Salvation

I

n 1865 William Booth was in the East End of London, preaching to crowds of people in the streets. Outside 'The Blind Beggar' public house, some missioners heard him speaking and were so impressed by his preaching that they invited him to lead a series of meetings they were holding in a large tent. Booth soon realised he had found his destiny, and later in 1865 he and his wife Catherine opened ‘The Christian Revival Society’ in the East End of London. The name The Salvation Army developed from an incident in May 1878. William Booth was dictating a letter to his secretary George Scott Railton and said, “We are a volunteer army.” Bramwell Booth heard his father and said, “Volunteer, I’m no volunteer, I’m a regular!” Railton was instructed to cross out the word “volunteer” and

18

substitute the word “salvation”. The Salvation Army was modelled after the military, with its own flag (or colours) and its own music, often with Christian words to popular and folkloric tunes sung in the pubs. Booth and the other soldiers in “God’s Army” would wear the Army’s own uniform, ‘putting on the armour,’ for meetings and ministry work. He became the “General” and his other ministers were given appropriate ranks as “officers”. Other members became “soldiers”. General is the title of the international leader of The Salvation Army, Luis, 31 and Filipa Viriato, 33, have been the team leaders in São Brás since December 2011, they are quite determined to make a difference within the community and have many plans for the coming months. We went to speak to them.

I asked Luis and Filipa how they first got involved in the Salvation Army and they both had an interesting story to tell. Filipa first got involved when she was about 5 years old. Her mother often attended the meetings and brought Filipa along with her but by the time she was in her teens Filipa lost all interest and like many young people was more attracted to nightlife and drinking. However at around 18 she was asked to do some translation work for some seminars by a Salvation Army friend. As Filipa read and translated she began to realise that her true vocation was with the Church after all, she was literally transformed, from one day to the next, and got more actively involved as a cadet. She later became a 2 Star Captain and official corps leader of the Algarve. Luis grew up in a rough Lisbon

Salvation Army

neighbourhood and for a time played in the Salvation Army band, but he left when he was round about 11 years old. That was when he got involved with the wrong people; he took drugs and became a gang member. He was however, one of the more fortunate ones, he managed to get out after a visit from a member of the Salvation Army and a little orientation, he began to realise that this was no life and decided to go back to the church. So he knows first hand about urban problems related to lack of recreational spaces, and more importantly, a little ‘orientation’. He began to practice sport, pole vaulting, and was hoping to become professional but he felt drawn toward the problems and necessities of the youths and even though his parents did not understand his reasons, he chose to minister with the Church

www.eastalgarvemag.com

and at the age 18 he became a pastor and ended up working in the area where he had grown up. To those who knew him before, he was living proof of the ministry. This was around about the same time he met Filipa. He too became a 2 Star Captain Filipa explained that the Church should represent a spiritual holding and has to be moved by love, action and presence. With those things in mind caring for the community is a priority and by doing this the traditional vision of the Church is transformed into much more than just a place of worship on Sundays, it is a help centre for those in need. With the recent crises in Portugal and especially the rising unemployment in the Algarve, more and more families are seeking help from the Salvation Army. Families who before

sponsored by

did not struggle financially, are now unable to buy school meals for their children and some cannot even provide meals at home everyday. These people feel embarrassed and asking for help does not come easy. With the Salvation Army they know that discretion is above all. They are also provided with a little psychological support in the fact that they know they have somebody they can talk to about these problems and will not be judged or criticised. Every Tuesday and Thursday, fresh soup is made which is then distributed to those in need within the area of São Brás de Alportel. Much of the ingredients are provided for by the local shops and supermarkets, and donations, these ingredients are washed and frozen so that they are always ready for any extra soup which may be

Focus on The

needed. Last year when the fires raged in the mountains, they got a call on the Sunday morning asking for 150 soups for the hungry firefighters; they put their hands to work and had the soup distributed by the afternoon. We thought that it could be interesting to go on a soup run and see first hand just what it involves. When we arrived, Maria and Raquel had just tackled a huge amount of vegetables and the 30 litre pan of piping hot soup sat on the stove waiting to be divided between the strategically placed Tupperware tubs on the chest Freezer. We were shown the bags of tangerines and bread which were also to be distributed with the soup.

20

The soups were carefully poured into the Tupperware containers and everything was placed into the van ready to go. We set off on a strategically planned itinerary starting in São Brás and circling around Machados, Vilarinhos, Gralheira and Bico alto. Each time we made a drop off, Luis and the other volunteers were received well and humble smiles were exchanged. It was nice to see that those receiving seemed to feel that there was still a little hope, still somebody who cares enough to leave their house on a cold Thursday and Tuesday evening and go and distribute food to those who need it. The small modest church sits approximately 70 people and has a

congregation of 55 made up of mostly families and is growing in popularity. Filipa said that they hope to organise an English speaking congregation, they are both fluent in English so the language would not be a problem, and they also want to increase the activities in and around the church. They already have a music school. The musical instruments sit beneath a simple wooden cross on the wall and behind an equally simple pulpit. They also want to organise camping trips and outdoor activities: one of their main goals is to organise a ‘Youth Centre’. A place where youths can get together, watch films, participate in activities and discussions, and also to learn a little about the tools of life, as Luis put it

“We don’t want to give them fish, we want to give them a fishing rod” Other ideas they would like to launch are ‘Babysong a very popular Nordic practice which unlike the usual mother toddler group parents are encouraged to participate in activities with their toddler using music and play to stimulate them, and Home Ministry, for those who would rather learn about God from the comfort of their own home. The Salvation Army are constantly in need of clothes, imperishable foods and donations. If you would like to become a volunteer or would like to know more abot the Salvation Army in São Brás you are more than welcome. Rua 25 de Abril nº. 19/1º EQ

At the end of the 19th century, Staff-Captain Mary Murray was sent by William Booth to support British troops serving in the Boer War in South Africa. Then, in 1901, this same officer was given the task of establishing the Naval and Military League, the forerunner of the Red Shield Services. The Crest: The oldest official emblem of The Salvation Army is the crest. In 1878 Captain W.H. Ebdon suggested a crest, and in 1879 it

e all have to pay taxes, whether you like it or not. Some just pay less than others without having to break the law. It is a well known fact that many SME’s (small and medium-sized enterprises) in Europe pay a higher percentage of turnover to the finance department than the average multinational. Unlike a multinational, SME’s do not have the means to buy the best advice to reduce their overall tax burden. It is all about how you structure a business activity. The same is true for income derived from short term holiday letting. Many owners are unaware, but you do have a choice if you are interested in reducing your tax burden in a legal manner by registering as a business. Until recently, most non-residents report rental income both in Portugal and their home country. Portugal has with many countries a double taxation treaty in place, resulting in a tax credit in your home jurisdiction. Non-residents pay a flat rate of 16.5% (was previously 15%) of rental income after deductible items. The government is considering to revise this rate to 28,5% this year. An alternative is to register your rental activity as a business under the ‘simplified regime’. This regime allows you to deduct 80% of gross income as operating expenses without having to proof (invoices) these expenses. The balance is

taxable at 25%, effectively reducing your overall tax rate to 5% of gross rental income. Your tax assessment in Portugal is final, according to double taxation treaties throughout the European Union. In other words, you do not have to report this income again in our tax filing in your home country. In addition to registering your activity with the Portuguese tax authority, online or at your local tax office, you must also register at the local social security department. All businesses have to pay social security. However, you only start to contribute from the 1st month of the second year of operation. Also, as you are most likely already registered and paying social security back home you are exempt. All businesses are required to issue invoices, which is done electronically via the internet and reported to the tax authorities. very month we are going to publish traditional Portuguese recipes, focusing inicialy on the ones we all know. This month we are going to learn how to make Pastéis de Bacalhau also known as Croquetes de Bacalhau, if you do not like codfish you can substitute it for Tuna or Salmon.

Pastéis de Bacalhau

(Dried Codfish and Potato croquettes)

Ingredients: • Dried Codfish, pre-soaked, 400g Flaked. • 5 Medium sized potatoes • 4 eggs • 1 Onion (optional) • Parsley • Nutmeg • 2-3 Lemons, Lettuce (to garnish) • Salt and Pepper • Frying oil Makes about 20 Rinse the cod well, remove the skin and any bones or tough parts; cut into fillets and put them in a pan, almost covering them with cold water. Add a teacup full of milk, a few whole peppercorns and a slice of lemon. Bring to the boil and immediately remove and drain the fillets. Rinse the potatoes, boil them then peel them while still hot; mash them with a potato masher (or put them in a mixer) and put the mashed potatoes into a bowl. Mix the finely flaked cod into the potatoes together with the peeled onion chopped with a sprig of parsley, a pinch of grated nutmeg, a tiny pinch of salt and a pinch of pepper. Pour in the well beaten eggs; gently mix all the ingredients by hand or with a hand mixer to obtain a smooth, stiff consistency. Divide the mixture into balls and shape them into croquettes. Traditionally this is

30

done with two spoons. Take a ball of mixture on the spoon (about the size of a large walnut) and use the other spoon to mould the croquette into a traditional triangular croquette, might take a few attempts to master this, but don’t give up!. Then fry them in plenty of HOT oil, about 5 at a time. Serve them decorated with a sprig of Parsley over a bed of lettuce

surrounded with the wedges of Lemon. You may opt after a first try to alter your ingredients; some people prefer more ratio of potato to Cod, you may not want to use so many eggs. I usually make these from left over cod. Next month’s recipe: Tarte de Natas

Top 10 tips for

Spring lawn care F

Although some of us won’t need to do all these top 10 tips, even if you only carry out a few you will benefit from a greener lawn in the summer

irst the bad news: if you neglect spring lawn care (and related concerns pertaining to your mower), you could end up paying for it the rest of the year. Now the good news: spring lawn care doesn't entail nearly the amount of work that you'll have to invest in mowing alone throughout the summer months. In fact, most of you will need to implement only about half of the following ten tips for spring lawn care, depending upon your own unique circumstances. Furthermore, I point out in a few instances below that the task in question is better performed as part of your fall lawn care, if you can wait that long. Spring Lawn Care Tip #1: Raking Raking will be your first task of spring lawn care. Okay, I can hear the groans coming from all lands near and far, wherever grassy carpets are cultivated: "But we already raked leaves in the fall!" Sorry, but raking is for more than just removing leaves: it's for controlling thatch, too. A thatch build-up of more than 1cm is considered excessive. Thatch is the reason why I recommend that, when you rake leaves in the fall, you make the effort to rake deeply. Don't just skim the surface, so as to remove the leaves. A deep raking will remove thatch, too, allowing you to kill two birds with one stone. Even if you followed this advice in fall, I still recommend a spring raking: it will remove grass blades that died over the winter -- dead blades that are just waiting to become thatch! But there's often another good reason for a spring raking. As you survey your lawn in spring, see if there are any matted patches, in which the grass blades are all stuck

34

together. This can be caused by a disease known as "snow mold." New grass may have difficulty penetrating these matted patches. But a light raking will be sufficient to solve this problem. Just when you should perform any of these spring lawn care tasks will depend upon the climate of your own region. But Mother Nature provides palpable cues in some cases. For instance, when you're pretty sure the snow season (if you have one) is over in your region, begin raking. Applying pre-emergent herbicides (see Tip #6) should be done sometime between the time the local forsythia bushes stop blooming and the time the local lilac bushes begin blooming. Spring Lawn Care Tip #2: Check for Compaction If your lawn is subjected to high levels of traffic year after year, it may eventually start to show signs of decline. In such cases, your lawn is probably suffering from compaction. For instance, the presence of moss plants signals compaction (among other things). Lawn aeration is the remedy for compaction. The good news is that lawn aerators can be rented at your local rental center. The bad news is that the experts recommend postponing lawn aeration until fall. But if, during your "spring lawn checkup," you become aware of compaction, at least you can plan on setting aside some time in the fall to take care of it. Spring Lawn Care Tip #3: Liming Besides compaction, the presence of moss plants also signals acidity. But grass likes a neutral soil pH. You can solve this problem by liming your soil. But don't expect a quick fix: the effects of liming are slow to take place.

But first you need a soil sample to determine the extent of your soil's acidity. This can be done with the aid of a soil testing kit which can be purchased from a garden centre or online. Apply the lime using a lawn spreader. But if your lawn has been doing fine and shows no signs of suffering from acidity, don't apply lime. Liming is only a corrective measure, not a preventive measure. A soil that is too alkaline will also cause your lawn problems, so too much lime is as bad as not enough. Spring Lawn Care Tip #4: Over seeding Is your lawn riddled with bare patches due to dog spots, heavy traffic or neglect? If so, you may need to apply grass seed to fill in those bare patches. This solution is known as "over seeding lawns." Apply a slow-release nitrogen fertilizer when you over seed. Five weeks after the grass germinates, apply a quick-release nitrogen fertilizer. However, spring isn't the very best time for over seeding lawns. Fall is the preferred time, when the new grass won't have to compete with crabgrass, which is killed off by autumn frosts. So postpone over seeding until fall, unless your situation is dire. Spring Lawn Care Tip #5: Fertilizing Lawns can be fertilized organically by using compost and mulching mowers. But for those who prefer chemical fertilizers, Scotts provides a lawn fertilizing schedule. Many experts, however, recommend a lighter feeding in spring and a heavier one in late fall for cool-season grasses. Too much fertilizer in spring can lead to disease and weed problems. And if you have, indeed, already fertilized in late fall, your lawn is still "digesting" that fertilizer in spring. In addition to the above tasks of spring lawn care, don't forget weed control and making sure your mower is

ready for the mowing season. These two subjects are covered on For those who prefer weed-free lawns, spring grass care is as much about weed prevention as it is about fostering healthy lawn growth. Novices to spring grass care are often surprised to learn that not all lawn weeds are battled in the same manner. Depending upon whether a weed is an annual or a perennial, you will use a pre-emergent herbicide or a post-emergent herbicide against it. Spring Grass Care Tip #6: Applying Pre-emergent Herbicides If you know that you have a problem with the annual weed, crabgrass, then fertilization in spring should go hand in hand with the application of pre-emergent herbicides. As their name suggests, pre-emergent herbicides address weed control not "after the fact," but before their seedlings can even emerge. Pre-emergent herbicides accomplish this by forming something of a "shield" that inhibits seed germination. Don't undertake the core aeration task discussed on Page 1 after applying pre-emergent herbicides: to do so would be to "puncture" this shield, thereby decreasing its effectiveness. Crabgrass begins its assault on lawns in spring, when its seeds germinate. In fact, my suggestion on Page 1 that over seeding be carried out in autumn, rather than spring, is based in part on the threat posed by a spring crabgrass invasion. "So why not just begin by killing the crabgrass first with a pre-emergent herbicide?" perhaps you ask. Well, the trouble is that most pre-emergent herbicides work against not only weed seeds, but grass seeds, as well! You can appreciate the dilemma here. Over seeding is incompatible with the application of most pre-emergent

35

Finance herbicides. Yet, faced with competition from crabgrass in spring, you may find it difficult to establish your new grass. So while it's still possible to over seed in spring, it's simply easier to do so in fall. There will be no competition from crabgrass then, because the fall frosts kill off crabgrass. If you must over seed in the spring, look for a product called, "Tupersan." Unlike other pre-emergent herbicides, Tupersan will not damage germinating lawn grass seed. But if you're committed to staying away from chemicals altogether in your spring grass care, postpone over seeding till fall. Spring Grass Care Tip #7: Applying Post-emergent Herbicides, Or Pulling Weeds Keep an eye out for the emergence of the perennial weed, dandelion during the spring season, unless you find the presence of their cheerful yellow flowers in your lawn desirable. At the very least, you'll want to snap off their flower stems before they produce seed. If you're more ambitious, you can dig them out by the roots. Spraying dandelion weeds with post-emergent herbicides is more effective in fall than in spring. If you do choose to spray, select an herbicide for broadleaf weeds. If you prefer weed control without chemicals and have consistently practiced organic landscaping, you can harvest these "weeds" as dandelion greens and eat them!

Is it time to review your financial planning?

D

By Bill Blevins, Financial Correspondent, Blevins Franks

o you already have a considered, strategic wealth management plan in place? This is a good time to stop and review your investments, pensions and tax planning to evaluate if they are ready for what 2013 may have to bring, and if they are designed with a long-term view to preserving your wealth and meeting your objectives. For the most effective results, and certainty that you have considered everything and have the most up to date information to hand, discuss your current financial planning, objectives and circumstances with a professional wealth manager like Blevins Franks which specialises in providing wealth management and tax planning advice to expatriates. Tax planning One of the key trends over recent years is tax rises. Taxpayers across Europe, including here in Portugal, are paying more and more tax. Are you sure that your assets are structured in the most tax efficient manner for Portugal, and that your tax planning takes all the latest tax changes into account?

www.eastalgarvemag.com

At the same time, if you are a British expatriate you should consider what you can do to reduce the UK inheritance tax liabilities for your heirs. Probate can be a lengthy process, especially when you have assets in different countries. You may be able to make life easier for your heirs by using financial arrangements whereby the assets are passed directly to your beneficiaries. Governments across Europe have been clamping down on tax evasion, so it is essential to only use arrangements that are fully compliant. Savings and investments Successful investment is about managing risk versus return and having a well thought out portfolio strategy specifically based on your personal circumstances, needs and objectives. Consider the following: Did you buy your current investments according to a strategic overall plan, or have you bought shares and funds here and there over the years? If the latter, it is time for an overall review. Your portfolio may be riskier than you realise, and riskier than it need be to meet your objec-

tives. Are you confident that you have adequate diversification and the right balance between assets? Is your portfolio specifically targeted to your needs? If you require income, do you own assets which produce a natural income so that you do not have to withdraw capital? Have any of your circumstances changed over the last year or so? What matters are after tax returns. Ideally tax planning and investment planning should be tackled together. The two are inextricably linked and you want to find a wealth manager who can provide both investment expertise and tax expertise. Blevins Franks, for example, have specialised in providing integrated tax and wealth management to British expatriate for decades, and would review all your current financial planning, along with your needs and objectives, and recommend the best way forward for you for 2013 and beyond. any people are unsure about the changes that the Portuguese 2013 Budget will produce in their tax returns and how this may affect their lives, and or their companies. I will try to explain some of the changes, although it is complicated to do so in such a short text. I cannot give you any good news, as the tax rates have increased in various circumstances for both companies and individuals, but please don’t shoot the messenger. To start: The new invoicing system has created a lot of panic in certain businesses. In fact as per the law, "The issue of invoices will be mandatory for all transfers of goods and services, regardless of the quality of the purchaser or recipient of goods and services, even if they do not request it, whatever the sector of activity". This means that those days where you used to go to a coffee shop, and other places and receive a paper that stated "not valid as an invoice" are over. However, to make things simpler for certain business-

Portuguese Budget 2013, how it may affect you?

es, the law allows for a simplified invoice to be issued, where you don’t need to put the fiscal number, and or name of the end customer. This applies to the supply of goods and services up to 100€ and to the retail or street vendor invoices, up to a 1.000€. Please note that the government allows you to deduct at the year end, up to 250€ made from 5% of the VAT you collect in invoices from Hairdressers, Restaurant (or accommodation) and Car maintenance or repairs. This means that every time you require an invoice from one of these businesses with your Fiscal Number inserted, you are entitled to a tax deduction of 5% of the VAT you are paying, and this will be automatically inserted on your IRS at year end. Re the invoicing, any businesses will have to inform the tax authorities on a monthly basis, of the invoices they’ve produced. This is mandatory and starts in February, with reference to January which implied that some of these companies had to up-

date their software version, so that it complies with the Tax Authorities regulations. In what refers to IRS, please note that rental income (category F) of non-residents that is now applicable is 28%. However, if you are nonresident and renting your property in Portugal, we may have a more taxeffective solution to suit you. Please also note the changes to tax retentions, as when you are renting a property to a company, the retention is now 25% and no longer 21.5%. The same applies to sole traders. Last but not least, please be aware that it’s now mandatory to all companies, that in 2012 had over 10.000€ in money transactions in or out of Portugal, to communicate any external transaction to the bank of Portugal from now on. This is done via the Bank of Portugal portal and will start in April, with reference to JanuaryMarch, and then on a monthly basis. There are many other changes to the tax and if you would like to discuss your particular circumstances, please do not hesitate to contact us.

Every dog has its day!

B

obby is a very friendly golden Portuguese Waterdog and anybody who lives in Sáo Brás will know him. They might have seen him wondering around the restaurants hoping for a morsel of food with his best ‘feed me’ expression or just happily trotting along the familiar streets. However the last six months he is nowhere to be seen. So what happened to Bobby? Bobby’s owner moved to Faro and sold her apartment, but as Bobby was ‘getting on a bit’ and was so set in his ways, wondering around the village at his leisure, she decided that whoever bought the apartment would have to take Bobby as part of

40

the deal. It was so, the new apartment owner also became Bobby’s new owner, and neither of them seemed to mind. Bobby adapted well and was good company for his new elderly owner. He was still free to wonder around the village and go home when he felt the urge for his bed and a bit of creature comfort. Sadly however in August of last year Bobby’s new owner passed away after a prolonged illness and the family had to sort out a home for him in the short time they were in Portugal. It was proving to be more difficult than they had originally thought and there was talk of him being put down. As soon as somebody got wind of this, photos

were posted to facebook and the word spread that this poor old dog was destined to be put down, and it was not long before the ‘Canil’ in Goldra swiftly sent somebody to collect him. He was not happy at the ‘Canil’ and stopped eating, they were worried that he might be pining and were unsure what to do. Then suddenly out of the blue due to all the facebook coverage, his previous owner heard about Bobby’s plight and she decided that life might not be so bad for Bobby in Faro after all and she went and collected him. The reunion was an emotional one and both dog and owner were reunited again. Bobby is a very lucky dog!

Olhanense battle against adversity

A

All the latest local sports news from Chris Wright.

fter just twelve months in charge Sérgio Conceição left Premier Liga outfit Olhanense in the New Year to be replaced by Manuel Cajuda. Conceição, after taking the team to a top-half finish at the end of last season, had a public falling out with President Isidoro Sousa over the recruitment of new players and although the two patched up their differences it seemed inevitable that the volatile young manager would soon be on his way. Olhão born Cajuda, who started his managerial career at Olhanense, has also managed Maritimo, V.Guimarães and SC Braga where he led them to fourth place in the UEFA Cup in 1997 & 2001. He was also responsible for discovering young talent such as Tiago (Atletico Madrid & formerly Chelsea), Danny (Zenith), Quim (SC Braga) and André Almeida (Benfica). PLAYER SHORTAGE HITS HARD Conceição’s last game in charge was the totally unexpected 1-0 win at fifth placed Rio Ave where on-loan €10m Manchester United striker Bebé made his debut for the home side. With only fifteen players to choose from. Babanco, David Silva and Djaniny were with the Cape Verde squad who have been a revelation at the Africa Cup of Nations Finals taking place in South Africa. Luis Felipe and Mauricio were still recovering from injury while Rui Sampaio, Fernandez & Vítor Vinha have left the club at the start of the transfer window. Targino scored the

42

all important goal and keeper Bracali was in sparkling form. Skipper Rui Duarte was dismissed for two very harsh yellow cards and with nine minutes remaining Vasco Fernandes received a straight red. Down to nine men, the visitors held on to notch up their fourth successive away at Rio Ave since promotion back in 2009. Defeats at Marítimo (Madeira) 0-1 and home to Sporting Lisbon 0-2 pushed Olhanense close to the relegation zone. With a mounting injury list and suspensions, four youth team players were drafted into the first squad and 36 year-old Djalmir was tempted out of retirement to help the cash strapped club. One ray of sunshine was the signing of Tiago Terroso from PSFC Chernomorets Burgas (Bulgaria) on a two year contract. The tenacious midfielder made his debut as Olhanense again defied the odds with a fighting comeback at Estoril. 3-1 down shortly after the break the visitors snatched a point with goals from Mauricio and a Rui Duarte penalty. February will be a tough month with a trip to FC Porto and Madeira to take on Nacional. It will be party time in Olhão on the 17th February at 4.00pm when nearest rivals V.Setubál, a mere 190kms away, are the visitors. There is a great bond of friendship between the two fishing communities and a BBQ for supporters of both teams will take place in the area of the marina from midday. PRESIDENT LOOKS TO STRENGTHEN OLHANENSE Olhanense President Isidoro

Sousa has suggested that serious consideration should be given to establishing the club as a Sociedade Desportiva de Futebol, S.A.D., a publicly traded company listed on the Euronext Lisbon stock exchange,. New investment is desperately needed with Saudi Arabia and China businesses rumoured to be interested. 100 YEARS OF HISTORY Sporting Clube Olhanense celebrated its centenary last April and a glossy publication - ‘Honra e Glória’ -charting the rise of the Algarve’s top sporting club has hit the streets. With a foreword by Aníbal Cavaco Silva, President of Portugal, the book contains many early photographs and its 280 pages chronicle historic moments and records dating back to 1912. Although the book is in Portuguese there are several pages in English as a tribute to the involvement of the expat members who follow the club. NANI HAILS CAPE VERDE The small archipelago of islands off the coast of Africa caused a shock when they qualified for the Africa Cup of Nations. The three Olhanense players - Babanco, David Silva and Djaniny - were instrumental in helping the minnows reach the quarter-finals with a 2-1 victory over Angola. Manchester United’s Portuguese international Nani, who was born on the islands said, “"Congratulations to Cape Verde for their victory over Angola and in particular to my cousin Charlie who played the full 90 minutes.”

Olhão Câmara said young Faria had excelled as no other Portuguese has ever done in the competition. “This is an historic moment that fills all of us in Olhão and the Algarve with great pride.” The rally began on the 5th January in the Peruvian capital of Lima and continued through Peru, Argentina and Chile. Ruben Faria has become one of the world’s leading riders since he won his first stage in 2006 at Portimão.

uring the formative years as tour pros, both Sandy Lyle and Nick Faldo played in Africa on what used to be known as the ‘Safari Circuit’. Playing together in the Kenyan Open, Lyle found he was being dazzled by the strong African sunlight reflecting off the top edge of his putter as he was putting on the 2nd green. To solve the problem Sandy fixed a strip of adhesive tape to the top of his putter, unknowingly violating the rule regarding changing the playing characteristics of a club during the round. Faldo did not notice the

It is claimed that golf was played at Blackheath as early as 1608 but the written evidence dates the club from 1787.

former double Olympic record holder in the 1932 games, Babe Zaharias was also a formidable golfer, playing in the 1947 British Ladies Championship at Gullane, East Lothian, she amazed the gallery with her powerful hitting, when asked what she did when she wanted extra distance, Babe smiled and said “Honey, I just loosen my girdle a trifle.” When she eventually turned professional Zaharias went on to win numerous events, including two backto-back U.S. Women’s Opens. Sadly she died in 1956 from cancer, but not before she was voted The Greatest Female Athlete of the half-century.

tape until the pair had reached the 6th green, when he asked Lyle about it Sandy explained what he had done and nothing more was said. However, when they reached the 9th without informing Lyle, Faldo reported what had happened and Lyle was subsequently disqualified, this understandably upset Lyle and it would be a long time before Nick Faldo was reinstated on Sandy’s xmas card list. As a result of that incident the rules of golf were changed to allow players to protect themselves from the sun’s glare.

If Only Tony

hen Tony Jacklin arrived at St. Andrews to play in the 1970 Open Championship, he was very much a man at the top of his form. Having won the championship of the previous year at Royal Lytham, Jacklin then followed this by recording an historic victory in the U.S. Open in June the following year. Some felt that Jacklin might have been “burned out” as a result of winning in America, but he showed no signs of waning form, scorching to the turn in 29 strokes. The way he was playing there was every chance he would break 60. That was until the golfing gods deemed otherwise. Playing the 14th hole, the heavy black clouds suddenly opened and there

was a torrential downpour. Then just as he was in the process of hitting his second shot from the middle of the 14th fairway, Jacklin’s concentration was broken by a long cry of ‘fore’ from the gallery. The resulting shot flew off to the right and Jacklin’s ball finished lodged deep in a bush. Moments later, play was suspended and when Jacklin resumed his round the following day the magic had suddenly left him. Tony, to his credit, battled on to return a highly credible round of 67, but what score might he have returned, had the golfing gods not turned against him on that incredible afternoon. Good golfing, Keith
