Welcome...

EastAlgarve M

... to your July issue. What better way to spend the long hot summer days than messing about on the water? This month we caught up with Sandra from Eolis kite and wind surf school in Cabanas who took my son Jesse out to experience stand up paddle boarding for the first time. We also meet Sofia, owner of 'The Food Factory', a restaurant in Tavira serving home-cooked organic food. We were lucky enough to try a few dishes from her menu... delicious! Recently renovated in Fuseta is Mรณ de Cima, a tide mill which is now a Tapas Bar. We enjoyed a great Mojito and watched the sun set. Regular features include Janet O'Shaughnessy's gardening article which is all about sea-side gardening, along with Sport from Chris Wright and all the latest finance news. We hope you enjoy this issue, and as ever, please feel free to email us your comments or suggestions to info@eastalgarvemag.com Editor

News 4x4 flys off Guadiana bridge

A

Spanish registered 4x4 skidded and flipped over the side of the Guadiana International Bridge, hitting the ground in the Castro Marim Marshland Reserve i.e. on the Portuguese side. One of the occupants managed to get out of the Mitsubishi before it became airborne at around 11:00 in the morning: all were female Spanish nationals between 20 and 30-years-old. Two were transported to Faro Hospital by helicopter. The third was taken to Huelva hospital in Spain.

T

avira council decided in 2014 to designate certain areas of the city for urban renewal, a tactic that has paid off well, attracting private real estate investment in excess of €3 million at a cost to the council of well under €100,000. The creation of an Urban Renewal Area in downtown Tavira allowed the council to obtain EU funds to repair parts of the historic center and as well as attract the private investment. Mayor Jorge Botelho said that after the creation of the ARU in 2014, the council applied for EU funds of around €1 million to sort out the roads, church facades and to tart up the historic center. Due to these changes, Botelho says the

area has attracted private individuals who have bought property, €3 million in total. "We made an assessment of the work needed in the early years for the ARU: €1 million of public investment, which was used to fix the streets and the squares, etc.," said the mayor, noting that "investment from the private sector was a big surprise because with incentives of around €70,000, "it was possible to attract about €3 million of investment." Botelho said that Tavira has been painted, fixed up, the churches and museums attended to all of which has given a fresh look to the historic center." The council also has been keeping its many churches open all year as

a way to attract more visitors and to help ensure Tavira is recognised for its cultural offering. The mayor pointed out that people are buying in the city centre now that it looks smarter and that increasingly, there are fewer houses in the historic center that need fixing up and many others have been bought by private developers who have not started work yet. Now that the centre is done, Botelho wants to extend the paint job to other areas of the city and see if private money again will follow. Jorge Botelho said that the third phase of redevelopment will be along the riverfront to connect to the city center to the Quatro Águas area.

Health

Sciatica All you need to know about Sciatica, from Fisioclub Fuseta

W

hat is sciatica and the sciatic nerve? The sciatic nerve is the longest and largest nerve in the body; it measures three-quarters of an inch in diameter. It originates in the sacral plexus; a network of nerves in the low back (lumbosacral spine). The lumbosacral spine refers to the lumbar spine and the sacrum combined. The sciatic nerve and its nerve branches enable movement and feeling (motor and sensory functions) in the thigh, knee, calf, ankle, foot, and toes. Sciatica Symptoms If the sciatic nerve is injured or becomes inflamed, it causes symptoms called sciatica, which can cause intense pain along any part of the sciatic nerve pathway, from the buttocks to the toes. These symptoms can also be called lumbar radiculopathy, so you may hear your doctor use that term. If the nerve is compressed, caused by conditions such as a herniated disc or spinal stenosis, symptoms may include a loss of reflexes, weakness and numbness besides severe pain. Sciatic nerve pain can make everyday activities such as walking, sitting and standing difficult. What Is the Sciatic Nerve? Where Is It? The sciatic nerve starts in your low back, which is called your lumbar spine. The nerve roots are at the L4 and L5 vertebrae (the 'L' means

8

lumbar, and the numbers indicate the level of the vertebra—where it is in your back). The sciatic nerve also travels through your pelvic region (sacrum). In most people, the sciatic nerve runs under the piriformis muscle, which moves your thigh side to side. From there, the sciatic nerve descends through the buttocks and the back of the thighs. Behind your knee, smaller nerves branch out from the sciatic nerve and travel down to your feet. Your sciatic nerve is part of a complex structure: your body's nervous system. That system is responsible for transmitting pain and sensation to other parts of your body. So, when something presses on a nerve, you'll feel it, and it won't feel good. With sciatica, something in your low back—a herniated disc, for example—compresses the sciatic nerve, which then transmits pain down your legs. The sciatic nerve exits the sacrum (pelvic area) through a nerve passageway called the sciatic foramen. At the upper part of the sciatic nerve, two branches form; the articular and muscular branches. The articular branch goes to the hip joint. The muscular branch serves the leg flexor muscles (muscles that enable movement). Other complex nerve structures are involved—the peroneal nerves and tibial nerves. The peroneal nerves originate from the nerve roots at the fourth and fifth lumbar spine (L4-L5) and first and second levels of the sacrum (S1-2). After the peroneal nerves leave the pelvis, they travel down the front and side of the leg, and along the outer side of the knee, to the foot. The tibial nerves originate from the nerve roots at L4-5 and S1-3. The tibial nerves pass in front of the knee and downward into the foot (heel, sole, toes). If your sciatic nerve is compressed, it can cause pain along these pathways; that is how sciatic pain

can "spread" or radiate to another part of your body. FREQUENTLY ASKED QUESTIONS ABOUT SCIATICA What is sciatica? Sciatica is a medical term used to describe symptoms—the shooting pain, tingling, and numbness—caused by a low back condition. You may also hear it referred to as lumbar radiculopathy. What's causing my pain? Your sciatic nerve pain can be caused by a bulging disc or a herniated disc, degenerative disc disease, piriformis syndrome, pregnancy, spinal stenosis, a spinal tumor or spinal infection, spondylolisthesis, or trauma. Any one of those conditions can put pressure on the sciatic nerve or related nerve roots in your lower back. That pressure is what causes your pain and other symptoms. Will I need surgery? Most patients with lumbar radiculopathy respond well to non-surgical treatments, so spine surgery is seldom needed to treat it. However, there are situations when you may want to go ahead with spine surgery: * You have bowel or bladder dysfunction. This is rare, but it may occur with spinal cord compression. * You have spinal stenosis, and your doctor feels that surgery is the best way to treat it. * You are experiencing other neurologic dysfunctions, such as severe leg weakness. * Your symptoms become severe and/or non-surgical treatment is no longer effective. The Fisioclube have conservative therapies to treat most people with this problem. Techniques to decompress (such as osteopathy and global postural re-education, and flection-distraction bed) and decrease inflammation the sciatic nerve (homeopathic mesotherapy, neural therapy) have demonstrated a great effectiveness. TAPAS @ THE

TIDE

R

ight in the heart of the magnificent Ria Formosa, Fuzeta now has its very own recently renovated tide mill. Dating back to the 1920’s a family dream to revamp the building has now been completed and it proudly opened its doors on 12th June 2016. An incredible 10-year renovation project has seen the mill brought back to working life as well as five beautifully appointed rooms for guests to stay (Hotel Moinho das Marés), as well as an inviting tapas bar (Mó de Cima) serving traditional snacks. It is a an idyllic retreat for birdwatchers and anyone interested in traditional culture.

10

Once a residence for salt-pan workers, it is in a peaceful setting, surrounded by walking trails and flamingos and a delightful place to either stay, have a bite to eat or a drink from the terrace, right on the estuary. Margarida Gomes and her family run the simple, exquisite guest house and tapas bar which was formerly owned by her grandfather, Jose Guerreiro. After falling into neglect in the 1990s the family had been planning to renovate it almost ever since but bureaucracy had been a key reason the project had taken so long. “Authorities were very concerned that we would not keep the mill’s original features, but we promised to only

MILL renovate it using traditional techniques, said Margarida. The mill’s main room has been turned into the modern tapas bar and is decorated with the original features as well as the impressive genuine working mill. You can see the stone turn and the tide gate open as the tide comes in. From both the main building and the outside terrace there are amazing views of the Ria Formosa and the glorious mountains in the distance. High tide and the sunsets are quite breathtaking. The tapas bar offers a variety of daily specials as well as a selection of fish dishes, salmon and prawns with garlic PIRI, PIRI, or cornbread with fillets of mackerel to name just a few.

Having only just been advertised, Margarida explained that they have already attracted a lot of attention with both local people and visitors alike and they have been extremely busy. Peace and tranquillity, a truly fabulous spot to while away lunch time or dinner, watch the tide come in and the Flamingos (who appear regularly) or take in the wonderful sunset over the mountains. We wish Margarida and the team much, well earned continued success. Telephone number 913 092 612 or see their facebook page 'Mo de Cima'. Open from 10am till 11pm

O

riginally from Cascais, Sofia’s grandmother had a farm in Luz de Tavira where she enjoyed her holidays as a child. Since then it has always been her dream to have her own restaurant here. Sofia’s working career has always been in the catering and restaurant business. From Jamie Oliver’s restaurant ’15’ in London, to event catering in Lisbon, food and people are her passions. The life-changing ‘Eureka’ moment came when she realised that life was becoming all work and no play! After a brief search on the Internet she found the then empty restaurant. She left Lisbon with her nine year old daughter Carlota and their dog, to begin a new and exciting chapter of their lives in Tavira.

The name ‘The Food factory’ came as a bit of a joke, the name suggests fast food but in fact the reality couldn’t be more different. Everything is home made using organic and locally produced products, even the colourful fabrics in the decoration are from ‘Rosa Amor’, a beautiful gift shop in Tavira. Sofia’s principles are quite simple. She cooks what she likes to eat. She prepares all of the food herself, and her restaurant is her home. When

16

you eat there you eat with her. Sofia enjoys interacting with clients, who often become friends. There are many restaurants in Tavira that use local ingredients, The Food Factory however does so in a different way... Sofia’s way: Portuguese with a modern twist. The Food Factory’s Menu has the basics which stay the same (including Gluten free pasta), other dishes change according to seasons. The menu is flexible, anything can

be mixed and matched according to your taste. Sofia has created a restaurant where everyone is welcome. Comments on Trip advisor suggest that she’s got all the ingredients right to make a success out of her passion. We wish her all the best and hope you can visit her soon. You'll find The Food Factory on the road into Tavira from the Plaza Shopping centre, on the right just past the S.O.S. Center.

Great fun for all ages; Stand Up Paddling in Cabanas.

S

tand up paddle surfing and stand up paddle boarding (SUP) originated in Hawaii as an offshoot of surfing. Unlike traditional surfing where the rider is sitting until a wave comes, stand up paddle boarders maintain an upright stance on their boards and use a paddle to propel themselves through the water. Eolis Kite and Wind Surf School in Cabanas was established in 2004 by Sandra Santos. From Lisbon she has always had a passion for the sea, the wind and nature. The school promotes healthy sports, fully complying with all the current safety rules and respects all of the the surrounding nature.

18

Her enthusiasm and fun personality will ensure a wonderful experience on the beautiful calming, protected lagoon on the Rio Formosa. Sandra's passion and expertise has ensured that the school has grown to now offer SUP (stand up paddle) experiences for a few hours, kite and buggy surfing as well as lessons to become a qualified instructor. The school runs from the 980 feet area on the stunning Cabanas Island with all safety issues taken care of: life guards, rescue boat, Eolis cottage, and all with instructors certified by IKO and in first aid and RCP. Meeting at the Eolis shop in the center of Cabanas, within just a minutes walk and you will find yourself at the waters edge. Learning to paddle board is very easy,

after some basic instructions from the experts you will be ready to start. Once on the water you learn very quickly how to balance on the surprisingly wide, stable boards and can glide down to the beach area at Cacelha Velha, one of the most beautiful places along the coast. The instructor will also be your private guide and make your experience unique whilst you take in the environment, the fauna and birds as well as the underwater life from the shallow areas. If you've felt confident enough with your guide you can hire a board and take yourself off on your own adventure. For all ages and abilities the SUP is a great way to spend a few hours in the amazing, calm waterways. Given the recommendations from some of their visitors

Sandra and her team will ensure a memorable day for everyone. “Top class instruction and professionalism.” “Fantastic day” “I couldn't recommend these guys more... s residents and holiday makers from the rest of Europe will all testify, there is nowhere better in Europe than the Algarve in summer! Miles of golden beaches and a warm inviting sea, empty Championship golf courses, stunning walks though the nature reserves, busy restaurants serving the very best and freshest fish washed down with a chilled glass of local white wine and of course the glorious daily sunshine. By investing in a property in the Algarve, this could be your daily routine.....but with Brexit taking place, is it the right time to be buying a property? Algarve property prices since the end of 2008 had been continually realigning themselves but since early 2014 they settled at what is deemed to be much more accurate and realistic values. It is no secret that the prices reduced by approximately 30 - 40 % compared to the listing prices of 2008. The panic sales and the undervalued property sales that were prevalent up to about 2 years ago have been sold and as such the foundations for stability are re-established. Compared to leaving your money in the bank, the Algarve´s appeal as a good investment for property purchases is well founded. The healthier Euro countries are continuing to create a demand for Algarve properties that we haven’t seen for many years. The quantity of sales transactions has been consistently improving during the course of the last 2 years as the urge to buy property in Portugal grows. Now that the UK has decided to leave the EU, no one can be sure of the long term

Gardens

Your complete guide to gardening by the sea, by Janet O'Shaughnessy

I

Seaside

f you’re lucky enough to live on or near the beach, you’ll want great seaside plants and flowers to show off in your great location. Choosing seaside plants and flowers is not difficult, once you learn what to look for when picking out plants for a seaside garden. CHOOSING PLANTS FOR A SEASIDE GARDEN Many seaside landscape areas are in a full sun location, and shrubs and trees for coastal usage have to be tolerant of sea spray. High winds are common at the beach and soil is sandy, meaning water retention can be a problem with plants for a seaside

34

garden. There are many plants for a seaside garden that tolerate these elements. Plants are categorized as having low, medium and high salt and sea spray tolerance. Learn how to choose a seaside plant and learn which plants for a seaside garden offer the best performance. The best seaside garden plants tolerate hot coastal sun, extreme winds and sandy soil. Following are some of the most commonly used seaside plants and flowers: TREES AND SHRUBS FOR COAST Yaupon holly (Ilex vomitoria) Wax myrtle (Myrica cerifera) Shrubs are widely used on the

ocean-facing side of beach gardens, having a high salt tolerance. Both tolerate full sun to light shade, and both are long-lived specimens that get tall enough, 10 to 20 feet, to form a barrier or privacy hedge. Larger trees with a high salt tolerance include Eastern red cedar (Juniperus virginiana) Southern magnolia (Magnolia grandiflora). Combine these with highly salt tolerant grasses, Maiden grass (Miscanthus sinensis) Muhly grass (Muhlenbergia capillaries)

www.eastalgarvemag.com

gardening These grow well in the well-draining, sandy soil found in beach areas. These are some, but by no means all, of the best seaside garden plants for the garden with no barrier to the ocean. MODERATE AND LOW TOLERANT SEASIDE PLANTS Beach gardens that have a barrier, such as a home, fence or windbreak, between them and the ocean can use moderate or low tolerance salt spray plants. Seaside plants and flowers with moderate salt tolerance are: Dianthus (Dianthus gratianopolitanus)

www.eastalgarvemag.com

Crinum lilies (Crinum species and hybrids) Turkscap lilies (Malvaviscus drummondii) Other flowering plants with medium salt tolerance include: Mexican heather (Cuphea hyssopifolia) Seashore mallow (Kosteletzkya virginica) Purple heart (Setcreasia pallida) When you are shopping for seaside plants and flowers, have a garden plan and check your plant’s salt tolerance before purchase. Even plants with a low salt tolerance can be plants for a seaside garden by

following the steps below: Mulch after planting. Work in compost to improve soil and help with water retention. Man-made fences offer some protection from the salty spray. Use overhead irrigation often to remove salt from foliage. VEGETABLE GARDEN BY THE SEA One of the biggest challenges when trying to grow a coastal garden is the salt level in soil. Most plants have little tolerance to high levels of salt, which acts upon them much like salt on a slug. The sodium draws moisture out of the plant and it can burn roots. However, it is possible to have a lush, productive

35

Gardens

veggie garden by sea if you choose tolerant varieties and amend your soil with plenty of organic matter. You should also protect the plants from salt spray with a cloche, row cover or hedge of tolerant plants. Seaside vegetables grow just as well as those inland with a little planning and effort. RAISED SEASIDE VEGETABLE GARDEN One foolproof method of growing vegetables on coast areas with high levels of salt is to make a raised bed. Raised beds warm up faster than ground level soil and are easy to cover to protect from salt spray. Fill the bed with purchased garden soil amended with compost. This will start out low in salt, providing a more hospitable environment for baby vegetable plants. Seaside vegetables are no different in care from those grown elsewhere. Situate the bed in full sun and provide adequate water for fruiting and vegetable production. Watch for pests and keep the bed covered with a row cover. GROWING VEGETABLES ON COAST SOILS If you are determined to plant in your existing soil, dig down at least 9 inches and work in compost. This increases drainage and nutrient levels. Then water deeply prior to planting to help leach any of the

36

trapped salt down deeper into the earth. Provide fresh water for at least a week before planting young plants to help the salt percolate down to a level where it cannot damage the roots. Also, choose plants that do well in your zone. In order to give your baby plants a good chance of survival, choose varieties noted for some salt tolerance. Corn will not perform well at all where coastal spray and winds bring in salty brine.

MANY OF THE COOL SEASON VEGETABLES. Brassicas grow splendidly in a veggie garden by the sea. Salt Tolerant Vegetable Plants having very high levels of tolerance and grow rapidly if given good care include: Beets Kale Asparagus Spinach Plants that have medium tolerance include the following: Potatoes Tomatoes Peas Lettuce Broccoli Cabbage Some squash Place these plants in amended raised beds and you will be eating a rich harvest in no time. Avoid plants like Radish Celery Beans These types of veggies are not suited for the seaside vegetable garden. Choosing plants that have a high likelihood of success will increase your chances of a beautiful veggie garden by sea climates. Take advantage of the moist air, cooler temperatures but mild climate of most coastal zones. This creates an extended season of growing for many types of vegetables. Janet O'shaughnessy

Tax Havens And Portugal – Are You Paying More Tax?

M

any British expatriates hold assets or buy funds domiciled in the UK’s offshore centres. However, if you are resident in Portugal, you are probably paying more tax than you need to. Portugal publishes an official Ministerial Order, or ‘blacklist’, of countries, territories and regions that are ‘tax havens’. It contains

The scheme can provide substantial potential tax advantages for the first 10 years of tax residence! over 80 jurisdictions, including all the Channel Islands, Isle of Man and Gibraltar. INVESTMENT INCOME AND GAINS The Portuguese tax regime imposes higher taxes on investment income and gains paid or made available to Portugal residents by entities that do not have a permanent establishment in Portugal and are domiciled in a blacklisted jurisdiction. The income and gains on investment assets, such as bank accounts, funds and bonds, held or domiciled in one of the listed jurisdictions are taxed at 35% compared to the usual 28% fixed rate. If you own funds in the UK offshore centres you may wish to consider more tax-efficient options for your savings and investments. Seek advice on what arrangements which are advantageous and compliant in Portugal. NON-HABITUAL RESIDENT REGIME Many people are attracted to

38

Portugal because of its NonHabitual Resident regime. If you are eligible, the scheme can provide substantial potential tax advantages for the first 10 years of tax residence, relating to employment, pension and investment income. Under the scheme, dividends and interest from overseas investment income are exempt from tax in Portugal, provided the income: may be taxed in the state of source under a double tax treaty, or may be taxed under the terms of the Organisation for Economic Cooperation and Development (OECD) Model Tax Convention and is not regarded as arising from a Portugal source. Note, however, that this excludes income generated in one of the blacklisted tax havens, so if you are eligible for the regime you may wish to review your investment holdings. STAMP TAX ON HIGH END PROPERTIES Residential properties valued at €1 million or more are subject to a stamp duty tax of 1%. But when the owner is resident in one of the blacklisted jurisdictions, the stamp duty rate is 7.5%. This also applies when a company based in one of the listed tax havens owns the property. EXCHANGE OF INFORMATION It is also important to remember that offshore centres like the Channel Islands, Isle of Man and Gibraltar have signed up to the automatic exchange of information scheme on overseas financial assets for tax purposes. So you need to make sure your affairs are in order. Ask a specialist wealth manager to assess your current holdings and

provide options for improved tax efficiency. The tax rates, scope and reliefs may change. Any statements concerning taxation are based upon our understanding of current taxation laws and practices which are subject to change. Tax information has been summarised; an individual must take personalised advice. Managing your International payments

he long awaited AND talked about UK referendum has been and gone; did you get the outcome you were hoping for? With the UK voting to exit the EU, we initially saw the GBP weaken. This is due to the uncertainly of what ‘Brexit’ means and how it will effect the UK economy and trade relations worldwide. The interbank rate for GBP/EUR got up to 1.31 the night of the referendum, with markets and the book makers both thinking it was going to be a remain vote.. This wasn’t meant to be, as when the news came out we saw the GBP fall against both the EUR and USD. Good news for those buying sterling!

The next three months will be volatile with David Cameron resigning in October, and having talks with the EU in the meantime. There are many outcomes to what this referendum means. So as ‘normality’ resumes for the UK market, we will see the normal fluctuations from economic data releases. Things to watch out for in July are: European central bank non-monetary policy meeting, the Bank of England minutes, European central bank rate decision and the US Federal monetary policy statement at the back end of the month. To discuss any of your options over the coming months, whether you are buying or selling and would like to

Brexit: how this may affect you and your business

F

ollowing the announcement that the UK has voted to leave the EU, some clients have showed their concern about how this may affect their future as property or business owners in Portugal. First of all it’s important to reiterate that nothing will change immediately, the process of UK leaving the EU may take up to two years, or more, so in the meantime nothing will be different for those UK nationals living or owning business or property in Portugal. I have a holiday home, what are the implications of this? From the tax point of view, for those that are second home owners, there is almost no difference between the EU citizens and non EU citizens. The only difference is that all non EU citizens need to appoint a fiscal representative, so this may be the case in the future for those that are UK residents and hold or want to have a Portuguese fiscal number. What will be the changes on taxation? Portugal and UK have a double tax convention in place since 1968.

40

This is not foreseen to change in the near future or to be affected by the result of this referendum. So if you are resident in Portugal, you will continue to be obliged to declare in Portugal, all your income. If however you are non-resident, you should only declare in Portugal, any income you may have from Portuguese source and this applies obviously to your property lets. The tax to pay, for non-residents in Portugal is the same irrespective if you are a EU citizen or not, and this also applies obviously to your property rates (IMI). What about the Capital gains tax from property sales? The only possible impact will be on the reinvestment possibility. At the moment all full time residents can reinvest the proceedings of the sale of their primary residency, in order to avoid or minimize the payment of capital gain tax. This reinvestment can be made in any EU country, up to two years after the sale of their primary residence in Portugal has occurred. This means that if the UK effectively leaves the EU, anyone selling their primary residency here,

to return to the UK, may no longer use that purchase to offset against capital gains if and after UK leaving EU. For those that have a second home and are non-residents there will be no difference. I live in Portugal full time and have a business here, what will happen now? Those that live and or work in Portugal, should firstly make sure they are correctly registered as residents. It’s important to highlight that from the tax point of view, the address you have at the tax office, determines if you are resident or not. So it’s important if you do live and work here permanently, to make sure that you are correctly registered, integrated in the health system, etc. If you live permanently in Portugal, but haven’t officially registered your presence yet, maybe now is the time to register and why not to opt for the Non Habitual Residence status? This is a special regime that allows you to become tax resident in Portugal, with several tax exemptions and benefits. What about the social security

As mentioned earlier, the result of this referendum won’t have any immediate consequences to your status. So if you own a business in Portugal and benefit from any social security exemption due to the fact that you already make social security payments in the UK, the situation remains the same. The question whether this situation may change in the future, will remain with no answer at this stage as is still too early to find that out. Will it be any issues in transferring my pension to Portugal and will this have an impact on the tax I pay in Portugal? As mentioned above, you only declare your UK income in Portugal if you are a resident. If you are nonresident, you will only declare the income from Portuguese source. So in case you live in Portugal and receive a UK pension, please be aware that you are taxed on what you earn and not what you remit to this country. So the decision of transferring more or less money is yours and won’t make any changes to your current tax situation.

Again if you live in Portugal and receive a UK State pension, you will still declare this in Portugal and continue to be tax exempt here, as the double tax agreement between Portugal and UK, is still in place. Will it be any consequences in terms of inheritance tax? At present inheritance tax between spouses or direct line (children, grandchildren, parents grandparents etc.) is exempt in Portugal, i.e. zero. Other inheritors will pay 10% inheritance tax. It’s important that you know that what determines this, is the location of the asset and not the fact that you are resident or not. So any assets you have in Portugal are covered by this, but your assets in another country, will have to refer to that tax jurisdiction. Also, the fact that the inheritor belongs or not to the EU, doesn’t have any implications. Last but not least, those that own a business in Portugal and are worried about the exchange rate and how this may affect the number of UK tourists in Portugal, please note that the influx of tourists in Portugal has grown considerably over the last 3

years and this has been boosted by the increase from several different nationalities, such as the French, Belgium, Spanish, German, etc. These tourists visit Portugal because it is a beautiful country with over 300 days of sun per year. There are no news that this will change after the referendum. Please feel free to contact us to discuss your personal situation, to find whether you meet the criteria to qualify as a non-habitual resident (NHR) or what is your capital gains liability, in case you decide to sell your property.

FOREST FIRES

I

t's the time of the year when those living in wooded areas dread the thought of a forest fire. Here are some tips to prepare your home in case of a fire, what to do during a fire, and what to do after one! BE PREPARED for a wildland fire: • Create defensible space to separate your home from flammable vegetation and materials (min 100ft). • Adhere to all local fire and building codes and weed abatement ordinances. • Keep all trees and shrub limbs trimmed so they do not come into contact with electrical wires or overhang your chimney. • Prune all lower branches 8 feet from the ground. • Keep trees adjacent to buildings free of dead or dying branches. • Stack firewood away from your home and other buildings. (Keep clearance around your piles). • Keep roof surfaces clear of pine needles, leaves and debris. • Clean chimneys twice a year. • Keep rain gutters clear of debris. • Use approved fire resistant materials when building, renovating or retrofitting structures. • Install electrical lines underground if possible. • Be sure your house numbers show

44

Be prepared!

clearly from the street, both day and night. • Store combustible or flammable materials in approved containers. • Store all important papers in a fireproof container or keep copies at another location. • Make evacuation plans with family members and close neighbours. Include several options with an outside meeting place and contact person. Practice regularly. • Keep battery operated radios and flashlights with additional fresh batteries on hand. DURING a wildland fire: • Turn on a battery operated radio to get latest emergency information. • If you have a ladder, prop it against the house so you and firefighters have access to roof. • If hoses and adequate water are available set them up. Fill buckets with water. • Remove combustible materials from the area surrounding your house. (Lawnchairs, tables, etc.) • Turn a light on in each room for visibility in case of smoke. • Close all doors and windows, but do not lock them. • Open or take down flammable drape and curtains. • Close all venetian blinds and non-

flammable window coverings. • Move upholstered furniture away from windows and sliding glass doors. • Be ready to evacuate all family members and pets when requested to do so. • Turn off air conditioning/air circulation systems. • Detach electrical garage doors. Back in your car and leave the keys in the ignition. • Secure your pets if possible. AFTER a wildland fire: • Check with fire officials before attempting to return to your home. • Use caution when re-entering a burned area - flare-ups can occur. • Check grounds for hot spots smoldering stumps and vegetation. • Check the roof and exterior areas for sparks and embers. • Check the attic and throughout the house for hidden burning sparks and embers. • Continue to check for problem areas for several days. • Contact 112 if any danger is perceived. • If burning outside your home was extensive, watch for soil erosion. • Consult local experts on the best way to restore and replant your land with fire safe landscaping.

THE ITALIAN JOB!

F

All the latest local sports news from Chris Wright.

ormer Italian World Cup finals referee Luigi Agnolin, who took control of Olhanense SAD (limited liability sports company) back in April, has come good on his promise to move the club forward. A professionally installed new playing surface, featuring high quality turf and using the latest technology, has replaced the substandard pitch at the José Acanjo Stadium, Olhão; several seasons ago the team had to play a number of home games at the Algarve Stadium, Faro. In addition manager Cristiano Bacci has signed a new two year contract. Finishing last season with three straight wins, the Segunda Liga side climbed to a creditable seventh place having lost only two of their last seventeen games. The affable Bacci has also been

46

named ‘Best coach in the Segunda Liga’ by goalpoint.pt, a website that specialises in information processing and statistical analysis in professional sport. Fortyone coaches came under the microscope during the season with the 41 year-old Italian being the only non-Portuguese! Another massive step forward has been announced with the unveiling of plans for a

500,000euros training centre in Quelfes just north of the town. The club successfully applied for funds from the Portuguese Football Federation (FPF) and has the support of the Câmara Municipal de Olhão. The new facility will include a full size synthetic astro-turf pitch, two smaller training pitches, gymnasium and medical centre. Another Italian connection could reap dividends for Olhanense. Five years ago central defender Jardel Cristiano Bacci moved from Olhanense to Benfica. The young Brazilian has had an outstanding season as the Eagles won their second consecutive title. Lazio are rumoured to be on the verge of signing Jardel for a reported €6.5m plus bonuses and with a ten percent sell on clause in his contract it could be a good pay day for the Algarve side.

Reading the Green This month's Tip from Monte Rei Golf

G

olfers of all abilities under read putts with between eighty to ninety percent missing below the hole. Dave Pelz (Phil Mickelson´s short game coach) defines ´True Break´ as “the distance from the edge of the hole to the point at which the extended starting line (Aimline) reaches the putt distance”. In other words, the distance from the hole the ball is to be started on for the ball to curve into the hole. Speed influences how much and when the ball will break. A ball hit too firmly will break later than a ball struck hole high. Therefore,

48

it is critical to assess not only the amount of true break needed but also the speed the putt is required to be struck. Why not try when you arrive at the green rather going straight to your ball. Walk on the other side of the hole to your ball to assess the contours of the green. As you walk to your ball being aware of other players lines, walk on the low side of the putt to give you an idea of the how steep the slope is and to give you the opportunity to assess if it is uphill or downhill. Always repair your pitch mark and mark your ball before finally looking from behind your ball to the hole. This will increase the

number of putts made, reduce the number of those dreaded three putts and effectively cancel out the time spent tapping in the two or three feet putts. When practising a good drill is ´The String Drill´. Tie a ten foot piece of string to two pencils, place one pencil in the ground and the other at the aim point adjacent to the hole, or behind if it is a straight putt. Strike the ball towards this point ensuring the ball starts down the line of the string before it starts to break towards the hole.
