Welcome...

...to your June issue. It's beach time, and with that in mind, this month we Focus on Ilha de Tavira. June is the ideal month to visit this wonderful island, not so hot that the sand burns your feet, and still relatively quiet. All of the restaurants are now open, and you can get there from the center of town now that the second ferry is running. We also introduce the Center Algarve, a holiday site for children and young people with special needs, nearing completion in Moncarapacho. We bring you an update on Carolyn from Estrelas massage and beauty team, along with our regular features. Finally, I'd like to say thank you to everyone who came along to our first Comedy night at Pink Flamingo bar. We had a full house and collected €80 for Center Algarve. None of this would have been possible without our comedians; Chris Wright, EtchyBoy and the hilarious Danny Maverick, who all performed free of charge, a huge thanks to them! Have a great month. Alcoutim beach awarded Blue Flag

Source: www.algarveresident.com

much coveted Blue Flag is to be awarded to Alcoutim’s river beach Pego Fundo for its environmental quality and services, as well as a prize for being easily accessed and a “beach for everyone”. Pego Fundo is considered one of the municipality’s most appealing locations due to its natural beauty and vast offer of infra-structures and services, which range from a beach bar and handicap-friendly showers, bathroom and parking lot, to a picnic area, a geriatric park, a volleyball field and an area reserved for sporting activities. In addition, the Alcoutim local authority has purchased a plot of land which borders the river beach in order to expand its bathing area.

company is to advance with the mining of gold and silver in Alcoutim and Castro Marim, near the Rio Guadiana, in an area of 576 km² . According to a public notice in the «Diário da República», the company Bolt Resources PTY obtained the rights to mining and research of the various precious minerals. The research will cover part of the Alentejo municipality of Mértola. The deadline for protesting this decision is currently in course. Six years ago, investigators from the Universidade do Algarve had already discovered microscopic gold particles in the sediments of the Guadiana estuary. Another mining company showed some interest in searching for these minerals in Monchique, but they gave up the idea last February.

Drug bust in Moncarapacho

A

sophisticated drugs-running operation in Moncarapacho, which was producing cannabis as well as printing counterfeit €20 notes, has been stamped out by the GNR police. Illegal firearms and state-of-theart equipment for the growing and refinement of the drugs were apprehended during a search of three

houses in the municipal district of Olhão. A total of four Portuguese citizens suspected of having carried out a series of burglaries and thefts were identified and one arrested during the course of the GNR investigation which started about two months ago. The police search revealed 15 cannabis plants plus 848 grams of dried leaf cannabis, and a variety of

equipment used in the production of the drugs was also seized. A printing press used to produce fake €20 banknotes along with firearms, a crossbow, sophisticated video equipment and map guides were also found during the search, along with a number of counterfeit notes. The accused men are aged between 20 and 25 and now face legal action.

Quantum Therapy

A new vision for health and wellbeing, your new way to rebalance your body and your mind.

T

he modern lifestyle and daily demands have been increasing the body’s overall stress reactions, affecting our health and wellbeing. Effects of excess stress have been scientifically proved and well documented in a wide range of medical publications, which showed that stress can be a factor in any disease, as it alters biochemistry and neurological functioning, and can weaken the immune system, the digestive tract and affect emotionally. The stress excess is, very often, the primary cause of a disease and can have many factors in its origin, such as: mental and emotional causes, trauma, allergies, hereditary causes, unhealthy living patterns; therefore, the increase of stress management can ease the progress of a disease state. The Quantum Therapy, through INDIGO Biofeedback System, is a completely non-invasive and gentle therapy, and this powerful stress management support system allows relaxation and increases the ability of the body to recover its balanced state, when it is entrained to the healthier patterns of a relaxed state; this process of self-regeneration often happens naturally. This is a technological therapy which analyzes and harmonizes energetically all stress factors that may cause diseases and problems, retraining the body to achieve its perfect balance and restore your health. The sessions are relaxing, soothing and beneficial and everyone can benefit from biofeedback. This therapy uses electro-dermal

8

sensors to measure Galvanic Skin Resistance (GSR), also referred to as Electro-Dermal Response (EDR). GSR measures mild electrical impulses on the surface of our skin, which change due to moisture. The moisture of the skin changes according to the body’s degree of stress and/or relaxation. There is a direct relationship between sympathetic nervous activity and emotional stress. GSR is so sensitive it can even measure fluctuations in emotional states. The sensors comfortably read electrical impulses from the body and send the information to the computer which acts as a monitoring device, also giving information about the specific areas of the body and the mind that are most in need of stress reduction, re-education and balance. These signals are sent to measure and record electro-physiological reactions of a multitude of items, to re-educate certain muscles, nerves or organs, and can retrain areas of the body and mind to healthier patterns. The quantum therapy provides a great help in many problems, such as: stress reduction, release of tension and nervousness; anxiety, depression, insomnia and sleep problems, improves the emotional balance, giving a better mental state. In cases of chronic fatigue, it helps to relieve pain, such as headaches (migraines), muscular tension and pain, circulatory problems, rebalances hormonal disturbances, weight loss, quitting smoking, and improved health and well-being. Retirement Planning:

Happy Days!

With all the talk and concern about dwindling retirement funds and our shaky economy, many retirees and soon-to-beretired people are concerned about the financial aspects of retirement planning. But what about retirement living? In other words, what would you like to do with the rest of your life?

F

inancial issues aside, there's a lot you can do to make retirement living a great time of life. I see many clients who are struggling with the reality of who does what and how to cope with the sudden amount of time they have on their hands. Time with their partners. Lack of space and purpose. I feel strongly that everyone should go through a training period of time of how to cope with what is about to happen. Here are just a few retirement living tips which many will have thought about, but many haven't. Retirement living is about more than money. Financial planners tell us to start thinking about retirement living decades before we're ready to retire, and it's good to make a retirement planning checklist about five years before your retirement date. While you're thinking about how much money you'll need in retirement, think about what you want your life to look like, and how you want to feel. Make life plans. It's important to plan for the non-financial aspect of retirement living by considering what will make you happy. Maybe you’ll climb Mt. Kilimanjaro, go dog sledding in Alaska, make time to

www.eastalgarvemag.com

write that novel you've been thinking about, or even continue to work part-time. Make a life plan and tick off your experiences as you move ahead. Find a purpose. When making your retirement living plan, look for things you can do on an ongoing basis that bring you joy and add structure to your life. This can include travel, hobbies or even training for a new career. Keep your mind sharp. "Use it or lose it" applies to your brain. If you feel the need to replace the intellectual stimulation you found at work, try learning a foreign language or a musical instrument, or join a book club. How about checking out local courses or classes, from mosaic workshops to free Portuguese lessons at local schools, yoga or painting? Volunteer. Getting involved in your community is a great way to give back, and it's a wonderful opportunity to interact with people and make new friends. Walk the dogs at the local dogs home, collect clothes for the local charity shop, get your friends together and do a clearing the route walk and pick up all the litter on the walk to the beach. You may not educate the people

9

Health who dropped it, but you sure will get satisfaction from doing it. Develop new friendships. A measurement of whether people are successful at retirement living is the strength of their social network— that includes family and friends. Check out groups that help you meet new people or join community or religious organisations that have members who share your interests. It's possible to meet people and make new friends even if it's difficult to get around. Did you know that friendship helps to increase longevity? Ask your spouse or partner. If you live with someone or have a close partner, retirement living becomes a shared experience. It's important to make time for you and your partner to both share your dreams—you might be pleasantly surprised to learn that your partner wants to join you on that Mt. Kilimanjaro climb, and he or she may have ideas you'll enjoy. Time apart. All of a sudden you will be spending 24/7 with your spouse. This can cause tremendous strain on your relationship because for the last 40 years maybe you have been involved in work and only really spent holidays and weekends with your partner. Suddenly you are both together and not leading your

staff, but should be supporting the loved one. Retirement is hopefully a long time together, enjoying what you have worked so hard for, so you really need to prepare. Spending time apart is important to create space and interests which will give you things to talk about. Define roles. Yes, this really makes it a lot easier. Pink jobs, blue jobs, split the chores up and define roles so little things do not become big problems. Increase your financial stability. If you can’t afford to retire yet, what about partial retirement? This can include working part-time in your current job or finding a retirement job that's new and interesting—and will also help you earn money. Keep your spirits up. The life changes that come with retirement living can be challenging, but your attitude plays a big part in whether you'll find happiness in retirement living or not. Check in with yourself to assess your mood; if you feel sad or hopeless it's important to see your doctor or a professional counsellor. Learn the signs of and senior depression (or ask a friend or family member to assess your mood) and don't be afraid to ask for help. Remain healthy. A lean horse for a long race. With increasing life spans, retirement living can be a long race,

y friends Wally and Margaret first came to the Algarve for the winter quite a few years ago. Both were retired, Wally from `The Print´ and Margaret from Nursing. Then about five years ago, as I was meeting them at Faro airport, I was given the disturbing news that Wally had prostate cancer. He had been diagnosed just a week before his annual trip to his winter quarters. When Wally told his doctor that he was due to come here, his doctor told him to come and enjoy himself. Wally's cancer had spread too far, and it was beyond viable treatment. Sadly Wally died some eighteen months later. Not of his cancer, but from a series of strokes. Margaret has continued to come here for the winter since loosing Wally, and had badgered me to get tested for prostate cancer on many occasions. I always insisted that I had no symptoms and therefore rather took her suggestions with a pinch of salt. However, one day I went into a pharmacy to get my heart pills (I had a heart attack in 1996.) and they were offering P.S.A.(Prostate Specific Antigens) blood tests. So in order to placate Margaret I took the test and the results showed a raised P.S.A. level. To cut a long story short, after various tests and a biopsy, I was diagnosed with prostate cancer just before last Christmas. My cancer was caught fairly early and therefore it was treatable. The Urologist explained the various options available to me and left me to think things over before making a decision on the route I would like to take, as the different treatments have their own side effects. I went on to the internet for any information that would give me help in my decision. I found the Macmillan website particularly helpful, and also there are many others with much wisdom to offer on the subject. The next appointment with my Urologist was ´make your mind up time` and we both agreed that Radiotherapy was the one for me. There is no surgery or chemotherapy involved and less side effects. I was referred to the Unidade de Radioterapia do Algarve in Faro, where I was to be treated. On my first appointment the Oncologist discussed my condition and treatment and explained the side effects to me, also I learned from him that until the advent of the P.S.A. blood test, prostate cancer had gone largely undetected until on many occasions, an autopsy was performed. Also I had a M.R.I. scan. My treatment was to start the following Monday with daily attendances Monday to Friday for 8 weeks. Each session of treatment only takes about 10 minutes or so, and is in the form of external radiation. The staff at the clinic are absolutely marvelous they work extremely hard and there are all sorts of cancers treated there. The one thing that has come across to me is that there were no symptoms attached to my prostate cancer. There are around 37,000 men in the U.K. diagnosed with the disease every year, and it is a killer. In 2010 over 10,700 men died of the disease in the U.K. It is the second highest cause of cancer in men after lung cancer. It can affect men of all ages. So if you do nothing else after reading this article... Have a P.S.A. test. Malcolm

Introducing Centre Algarve; a totally new concept

place F

ive years ago Essex businessman Andy Mahoney had a vision to establish a centre for children and young people with special needs to enjoy a holiday abroad with their families. In just under three years a large run down quinta near Moncarapacho has been transformed and is nearing completion and all this is mainly thanks to hundreds of volunteers. Centre Algarve will become Europe’s premier specialist holiday centre catering solely for special needs and handicapped children. Andy Mahoney is Managing Director of 24x7Ltd, a company that transports daily a thousand people with special needs to and from schools and specialist centres throughout the East of England. Digging deep into his pocket and with financial support from his company, Andy established the 24x7 Special Needs Holiday Trust Charity which now oversees the development of this exciting project. Belinda & Tom Willis manage the centre and have welcomed volunteers from all corners of the globe including Bulgaria, Germany, Australia, Romania, Ukraine, Netherlands, USA, Ireland and the UK. There are some amazing

16

stories including that of Sue Pedlar who appropriately cycled from Oxford to help; Bronwyn Evans from Melbourne, Australia, who spent ten days volunteering during her six month tour of Europe and Iv Dimitrov from Bulgaria who joined for a year after seeing the centre on the internet. Sam Smith, who runs her own local gardening company - www.tree-frog-gardening.com has redesigned the gardens and is returning them to their former splendour. Andrew Bull, from Germany, has installed the latest surveillance equipment to ensure the security and safety of everyone at the centre. Andy Mahoney, who is the driving force behind the project and travels from Stansted most weekends, said, “Many companies, charities and other organisations have now acknowledged that we are creating a unique centre here in the heart of the Algarve. Their generosity and that of many individuals and fund raising groups both here and worldwide will help to ensure that the dream becomes a reality. A great deal of thought and planning has gone into the project and Centre Algarve will feature sensory gardens, tranquil areas, a small zoo with fun safe animals, education

areas, soft play area, outdoor play area, raised planting areas, picnic spots, swimming pool with hoists, shallow pool for young children and specialist disabled bedrooms with adjoining hygiene rooms and ceiling hoists. More help is needed for that final push to get over the finishing line and as Andy says, "When the first children arrive and feed the ducks, smell the flowers and herbs, play in a safe environment or marvel at seeing the exotic birds, we will all savour that very special moment." T

avira Island (Ilha de Tavira) is found south of the magical city and is part of the beautiful Ria Formosa Natural Reserve. The wonderful island is the closest beach to the historical town of Tavira. With ferry boats now leaving every hour from the main town, a visit there is simply a must. The island is 11 km long and varies between 1m and 150m in width. With its supervised, long sandy

18

beach and its blue flag status (proof of its environmental quality and superiority), it is considered to be one of the best beaches in the Algarve, and also includes areas where naturism can be practised. (Feathered bird watchers can keep a look out for the many species including the flamingos.) It is the busiest beach in the area, attracting all ages, but the vast space never leaves it feeling too crowded.

Access to the island requires crossing the Ria Formosa, taking a ferry from either 4 Aguas pier, where there are parking areas, or alternatively take the ferry boat from town next to the old fishing boats at Rua Pires Padinha, opposite the Pink Flamingo Bar. The crossing takes less than 10 minutes from the town centre, and only a few from 4 Aguas. You can also us a water taxi, which costs â‚Ź18 each way into town.

Once on the peaceful island a path will take you along the short walk past the many charming restaurants, and also the Sunshine Bar, where you will receive a friendly welcome from Annie, Sergio and Alece. Enjoy a cold drink, cocktail or light snack in the sunshine with views out to the sea. The Island includes a Camping Park, which makes the place one of the most popular tourism destiny's for Camping lovers. With a capacity

www.eastalgarvemag.com

of 1550 users and 35,000m2, the Park is the main source of accommodation. The camping area is covered by pine trees, so shade can be taken advantage of in the heat of the summer. Surveillance cameras and security guards ensure safety. In addition there are a number of cottages that can be rented. There are a small number of houses, built circa 1943. The building of new houses is not allowed, and the

existing ones can't be sold. They are however, available to rent. This beach exudes the wonderful Mediterranean culture for both young and old. It is lively with space to breath and enjoy the multiple activities that are on offer. During the summer months the Xiri bar has a DJ playing in the afternoons. Drink prices are very reasonable, you can soak up the sun and enjoy the party atmosphere.

uropean household savings have continued to rise since the debt crisis started in 2008, underscoring the cautious attitude consumers have adopted in times of uncertainty. The question on everyone’s lips, from politicians to analysts, is "what sre they are going to do with it?" At Land & Houses Algarve we address this question by assessing the opportunities available to investors and end users who are keen to invest capital. It may seem strange to talk about opportunities when the economy of Portugal is in recession, but there are bargains to be found in all type of property throughout the Algarve. Whereas the volume of property transactions hit bottom in 2011, the year 2012 saw a significant increase which continued into 2013 year to date. Even in the current weak market there are punters achieving good returns by buying low, renovating and selling properties. On a positive note, higher transaction volumes usually precede a recovery in property prices. Vendors of property have found it hard to sell their property the past couple of years, even with price reductions. Whether the reason to

sell is a change in life style, divorce, financial or health, there comes a moment in time that you need to reassess your options. For instance, is it still worth it to sell your property when buyers expect vendors to accept offers well below an asking price, even if the asking price has been reduced several times? If you are a vendor, the only person who can answer this question is you. But you have options to choose from. You can decide to lower your asking price (again) or stay with the current asking price and simply wait for a buyer. You can also take your property off the market and come back when the market has improved. On the other hand you may have another investment opportunity to recuperate the loss on your sale. If not, you may want to reconsider and calculate how many years of savings you will need to cover your loss from selling. If you do not like the outcome then consider renting out your property on either a long or short term basis. Depending on your agreement with the tenant and/ or your property management agent, you can also decide to keep your house on the market to sell. At least you are getting paid to wait until a buyer comes along.

www.eastalgarvemag.com

For short term holiday letting you will need a rental license for your property. This used to be complicated but nowadays it is a straight forward process. Although this initially means you need to spend money, it can make your home more attractive to a buyer who is interested in generating income from the property. We are living in uncertain times and it is unwise to predict the future. But the truth is that there are many good quality properties on the market at price levels not seen for a long time. With current interest rates on savings being historically low – with a negative yield after tax and inflation – property in the Algarve is a good alternative asset class to invest in. Torta de Amêndoa (Almond Roll)

T

his was one of the first things I ever made in Portugal. My Mother-in-law did give me the recipe, but I lost it! So I searched the internet and came across this one. When made to perfection (which I only managed once in my lifetime) the eggs separate into creamy sweet syrup! You will need • 9 eggs. • 300g of sugar. • 200g of ground almonds. • Grated skin of one lemon. • 1 soup spoon of plain flour. • 1 roasting tin 35x23 cm greased with butter, lined with grease proof paper and greased again. • Sugar to coat.

1 2 3

Break the eggs into a bowl. Add the sugar & beat until creamy and fluffy. With a spoon, mix in the grated lemon peel, flour and ground almond. After mixing well, place in the baking tray. Place in pre-heated oven at 190 degrees and let it bake for 15 to 20 minutes. When it is browning on the top it should be ready, so take it out the oven. Turn it out of the tray onto a clean cloth sprinkled with sugar. Carefully role up the cake as tightly as possible. Before taking it out of the cloth let it sit for a while, and then take it out and place it on a tray or rectangular plate. Once cooled it is ready to eat! It is actually quite easy to make and looks quite impressive. Bom apetite!

Gardens

Wisteria

These are a plant that all gardens should have for their floral displays in spring.

A

good-looking wisteria vine is an awesome site in any garden. The resulting waterfall of cascading colour encourages every gardener to at least have-a-go at growing one. Here we show you how to get the best from your chosen wisteria plant, from purchasing to pruning these amazing early-season climbers. The pendulous flowers of wisteria may be white, pink, lilac-blue or purplish-blue. Related to the pea family, wisterias are hardy, vigorous twining vines for gardens or house walls which receive a lot of summer sunshine. The two most commonly grown varieties are Wisteria sinensis from China and Wisteria floribunda from Japan. Wisteria tend to be at their best around late-April to mid-May. Before you purchase Wisteria A good general rule I use for all types of climber, is to NEVER purchase a plant which shows NO SIGN of having produced buds. There are non-flowering ‘runts’ in the plant world and they cost you the customer just as much as a flowering plant – so take a minute and be sure your plant is capable of flowering by checking to see if it has flowered before or is capable of flowering. The sight of flower buds is all the proof you need to be certain. Wisteria Site Requirements Their vigour demands a location that

34

will provide as much bright sunlight as possible in deep soil for their extensive roots. They will adapt to most soils, but prefer those which are slightly acidic, that can retain their nutrients and which do not drown their roots every winter. Most plants arrive in a six-inch pot and I would recommend providing a hole 2 x 2 x 2ft to give those roots the best start. Don’t leave the sides looking like a steel box if you have a heavy soil, use a fork to crumble them and make it easier for those soft young root tips to pierce the surrounding soil wall and continue further. Then empty a large bag of fresh, moist (not wet), crumbly (aids aeration and drainage) compost in the hole. It’s the easiest method and your new plant, which will almost certainly have ‘rotating roots’ won’t believe it’s good fortune. ‘Tease away’ the roots from the existing root ball to encourage the roots to explore. Don’t be afraid to be a little ‘brutal’ about this, because if you do leave the main root stems alone they will continue to grow in a circle. This will ultimately be bad for your plant and its flowering because such roots will exhaust all the soil nutrient from around the base of your plant and not go searching further afield for the nutrient and water that any healthy, fast-growing climbing vine craves for.

Wisteria Support Climbers always take me three times as long to plant than any other new addition to my garden and they should also take you a similar amount. It’s all due to untangling the top growth and then tying them to their support. Do not skimp this, get it right first time and it will save both you and your plant a lot of heart ache. Once established wisterias are very heavy and well able to snap thin wires and force weak supports right out of the wall. If you are proposing a timber frame, ensure it is pressure treated and substantial. 2×2 timber is OK, for a while, but what do you think will happen after ten years and that once superlooking frame is looking rather sad? How are you going to strengthen it without damaging your precious wisteria plant that’s entwined all around it? Far better to begin with have a substantial frame, with good strong galvanised wire – even though it may look oversized initially. Establishing the main Wisteria framework The easiest method is to train the main stem vertically and encourage branches to left and right, so they run along your lateral wire supports. When nature produces a branch where no wire exists, cut it off. Or, lead the new off shoot to join the lateral support just above it and not

attempt to turn it back on itself in order to reach any lateral support beneath it. The Key: – Stressing the fundamentals Wisterias are very vigorous and if permitted, will waste terrific energy to achieve their natural growth in all directions. You have to harness that energy and redirect it into greater flower production. I believe most wisteria are not pruned often enough. To me, there is no point bemoaning poor flower production during April/May, then watching the plant waste energy during the summer producing great long stems over eight/ten feet in length which will have to be cut later anyway. A far better solution is to prevent all that wasted growing effort by pruning more frequently. During the summer months I will often prune a wisteria every 12/14 days or so to prevent energy being expended upon unnecessary stems. When I make those summer cuts I will prune the stem so there are just 5 or 6 buds remaining. Later, during my mild winter I will cut back those shortened stems to just three buds. But if your winters regularly go below -10C I would retain those 5 or 6 buds until the worst is over – just in case

www.eastalgarvemag.com

Luz de Tavira

you lose 3 buds to the cold. In my experience cultivating wisteria this way will not only accelerate the spread of your plant along its intended routes but will also produce a thick mass of buds in springtime. Moving your wisteria? The short answer is best not to, because with their extensive root system wisterias do not transplant well if they have been planted for more than two years following purchase. If you must, then excavate as big a root ball as you can lift. If you have prepared the hole as recommended above this shouldn’t be too difficult, but if possible it would be better to plant another wisteria in your new location. Poor flowering Wisteria? One of the gardeners’ greatest frustrations is having a wisteria, or indeed any other exotic flowering climber, which fails to perform as intended. There are several possible reasons for a wisteria failing to bloom, check each one out and see which applies to your situation. • Immature plant. Some wisterias do take longer to reach flowering maturity. They produce plenty of buds but a young plant will simply not have the resources to draw upon necessary to produce flowers.

To Tavira Look out for the Yellow flags

(This makes regular summer pruning as described above all the more important). • If a plant does not receive sufficiently bright sunlight for long enough it will not flower or flower poorly. • Excessive nitrogen in a fertiliser will be evidenced by excessive stem and leaf growth, use one with a greater proportion of potash to encourage flower growth. • Flower buds can be killed off by harsh winters. Adjust the number of buds retained during your seasonal summer pruning to compensate for your local conditions. • Avoid any heavy pruning during the winter and spring. You will notice from reading my advice that the heaviest pruning is done when the plant is most active and at its strongest in order it has time to properly seal its wounds. If pruning is done too late when the plant is ‘winding down’ for the winter it will not repair itself in time and will be left open to possible infection. These basic rules regarding Wisterias will ensure that should you decide to add one of these majestic plants to your garden, in time they will give you displays of flowers that bring a mass of colour to whatever area you choose to plant.

Should the wealthy pay more tax?

By Gavin Scott, Senior Partner, Blevins Franks

xpatriates living in Europe could potentially be hit for even more taxes in future. Germany’s council of economic experts, senior advisers to the government, has proposed that if and where more bailout funding is needed, better off households in that country will have to contribute towards the cost. This would be through the imposition of a wealth tax on properties and other assets. So, if Portugal needs more economic support in future, wealthier households could have to contribute to the funds. German economists argue that richer home owners in Spain, Portugal and Greece have not paid their fair share towards rescuing the beleaguered Euro, and that Germany has paid too much. They believe there is enough wealth held in property and private assets in the southern European states to cover their bailout costs. Professor Bofinger, one of Chancellor Angela Merkel’s chief advisers, believes that it would be better to tax less transient assets, like property. He told Der Speigel magazine that, instead of taxing cash, EU governments should target property and other less mobile assets. “For example, over the next 10 years, the rich should give up a portion of their assets,” he said. A tax on property could potentially hit those who own holiday homes here, and not just residents. Wealthier residents may be forgiven for thinking they already pay enough

38

tax. Tax rates have been climbing over recent years. The top rate of income tax now hits 56.5% in Portugal when you add in the two surtaxes. Tax on investment income has also increased and is currently 28% (35% if in a tax haven, including Isle of Man and Channel Islands). We have warned for some time that the Euro crisis is a significant threat to wealth preservation because it has led to the imposition of higher and higher taxes on capital and wealth, particularly for wealthier families. And now private capital may be targeted even more, this time to directly contribute towards bailout costs or funds to save a failing economy. Tax authorities are also demanding higher levels of disclosure, attacking offshore tax havens and closing many tax exemptions. To preserve your wealth you need to seek professional advice on the most tax efficient ways to hold your assets – many expatriates pay much more tax than they need to. As tax planning has become much more complex, expert advice is essential to ensure that you get it right, that it is based on the latest tax law and forward looking, and that is fully legitimate. Speak to a firm like Blevins Franks which has specialised in effective tax planning for British expatriates for decades. The tax rates, scope and reliefs may change. law was published in September 2009 offering tax benefits to nonhabitual residents. This tax regimen applies to all individuals that for fiscal purposes haven’t lived in Portugal over the last five years and are willing to transfer their residency. For this purpose are considered Non-Habitual Residents, all those that live in Portugal no more than 183 days per year (either sequentially or not). This includes as well, all those that are in this situation and were wrongly registered as residents, as long as they have not in any of the previous five years, been taxed as such in Portugal. This scheme appears to be more attractive in Portugal, than other similar schemes implemented in other European jurisdictions such as Netherlands, UK, Spain, France, amongst others. Under this scheme the non habitual resident acquires the right to be taxed as such for a period of 10 consecutive years, which under certain circumstances can be

renewable at the end of this period. The non-habitual residents benefit from a more favourable treatment on IRS, as follows: a) Flat tax rate of 20% for income earned in Portugal either as sole trader or employment contract, on any of the following activities: Architects, engineers, geologists, Plastic artists, actors, musicians, auditors, tax consultants, doctors, dentists, teachers, psychologists, and many other professional services. b) Total exemption from any income earned abroad although this is dependent on certain requirements which normally depend on the payment on source. This tax scheme was made as an attempt to attract more foreign investment and qualified professionals. It seems a very attractive tax scheme especially for those with higher income and or interested in buying property in Portugal. However it is still not simple to register under this regime on the Tax

George Osborne comes out fighting on benefits Treasury figures published alongside Mr Osborne’s speech show that 'stay at home' mothers in a family of four do not benefit as much as the same household with two working parents. Those with working mothers are four times better off. Mr Osborne will come out fighting after a weekend of criticism about benefits cuts from Labour, leading church groups and prominent figures on the Left. He will stress that tax and benefit changes introduced this month have left nine out of 10 working households, 14 million families, better off by nearly £300 a year.

Artificial Reefs With the news that three more war-ships are to be sunk off the Algarve's coast, here are some of the benefits of artificial reefs from marine consultant and Project Coordinator of Weymouth and Portland Wreck to Reef, Neville Copperthwaite.

Source: www.scubadiving.com

I

t might seem as though man-made artificial reefs are a new fad, but they’ve been around for hundreds of years. The Japanese introduced artificial reefs in the 1600s to improve fish stocks. Canada, the U.S., New Zealand and Australia have been purposely sinking ships as diver and angling attractions for dozens of years. More recently Portugal developed a reef system consisting of large concrete cubes, which they use as a restocking tool to enhance their inshore fishery. Concrete reef balls, developed by the Reef Ball Foundation in Georgia, have pioneered natural reef restoration in 56 countries worldwide. In India, villagers make triangular concrete structures utilizing the very sand from their beaches and then sink them to redress the damage done by commercial trawling. The list goes on. You can see that the usefulness of artificial reefs is many and varied, and the reasons for creating them range from economic to social enterprise to environmental repair. In Plymouth, England, the scuttling of HMS Scylla as an artificial reef has brought with it an annual increase of £1.1 million (roughly $1.8 million US) within the local economy and has reinvigorated

40

the local dive industry. In real terms, it means people get to keep their jobs and new ones are created, enabling coastal communities to stay together and thrive. By and large, academic research shows that, under specific circumstances –– if the structure is heavy enough and cleaned before being sunk –– the biodiversity of an area will increase dramatically for two reasons: Artificial reefs provide shelter as well as a hard substrate for marine life to colonize and thrive. The latter point is an especially interesting aspect of artificial reefs: To watch the evolution of colonization on a “clean” ship illustrates nature’s tenacity. Here in England many artificial reefs –– ships that were sunk during World War II –– are disintegrating. These ships were not cleaned when they sank, and yet without exception they’ve become havens for marine life. While I wouldn’t advocate the sinking of unclean vessels, this is an important piece of evidence demonstrating that nature overcomes, capitalizes and benefits even on these “unintended” artificial reefs. The eventual loss of these wrecks will result in a reduction of marine habitat, and our seas will be

the poorer for it, as will the pursuit of diving. At Wreck to Reef we’re attempting to redress the loss of habitat by pioneering a new concept in artificial reefs. We propose to sink ships as diver attractions and surround them with smaller reef material such as locally crushed and graded stone –– to prevent tidal scour on the wrecks and to restock with juvenile lobsters for the local fishery, and all of it surrounded by reef balls. A variation of this template could be used anywhere to suit local conditions and needs. What’s more, as a social enterprise project there’s nothing like an artificial reef to catalyze people. While the positive argument for the practical benefits of artificial reefs isn’t so difficult to present, the philosophical case is –– either you believe that a featureless seabed should be left to nature or you don’t. Remember, though, that we already unbalance nature by fishing the seas, and while we might restrict and manage fishing, we will never stop. Artificial reefs are one of the few proactive tools currently employed within the marine environment to give nature a helping hand.

DRAMATIC FINALE!

W

All the latest local sports news from Chris Wright.

ith just one league win in fourteen games it was no surprise when manager Manuel Cajuda was shown the door by SC Olhanense. What was a surprise, was the appointment of former Olhanense player Bruno Saraiva. The 38 year-old had taken Moncarapachense to third place in the First Division of the AF Algarve League, to the semi-final of the Algarve Cup and had previously impressed as a coach at the prestigious Almancil International Youth academy. With no experience at senior level, and just three games to keep the team in the top flight, this was a huge gamble by the Algarve’s only Premier League team. The first test was a home game against Rio Ave knowing that nothing less than a win would give Olhanense any hope of maintaining their Premiera Liga status. The players showed positive commitment and passion to record only their third home win of the season and the first for six months! The penultimate game was away at

42

Sporting where a 70th minute goal by Capel settled the issue in favour of the Lisbon side. So to the last game of the season with five teams - V.Setúbal, Gil Vicente, Olhanense Moreirense and Beira-Mar - battling to avoid the drop, the Premiera Liga relegation battle moved towards its most exciting climax for many years. Before the game a motorcycle cavalcade and large group of fans with drums and banners accompanied the Olhanense coach on its last kilometre to the José Arcanjo Stadium, Olhão. Five thousand fans packed into the stadium knowing that a point would be sufficient if Benfica beat Moreirense and Beira-Mar failed to beat Sporting. At half-time the unimaginable looked possible as Moreirense were leading Benfica at the Stadium of Light. The two biggest cheers of the secondhalf were when news filtered through that Benfica had, firstly, equalised and then taken the lead with ten minutes to go. 0-0 might be enough but at the final whistle there was a nervous wait until confirmation came through that

Benica had won 3-1 with a stoppage time penalty. The fans then invaded the pitch and mobbed the players and manager Bruno Saraiva whose three game tenure had kept the team in the top flight with four valuable points. BENFICA LOSE OUT ON THREE FRONTS Pipped at the post by FC Porto for the League Championship, Benfica travelled to Amsterdam for the UEFA Europa League Final against Chelsea. It was in the same city that Benfica won the European Cup Final 5-3 against Real Madrid fifty-one years ago. In an absorbing contest Fernando Torres gave Chelsea the lead, against the run of play, before Óscar Cardozo equalised from the penalty spot. Although Frank Lampard hit the bar for Chelsea, the game seemed set for extra-time - until Ivanovic's late, late strike. After seeing the Primeira Liga and Europa League titles slip through their grasp Jorge Jesus' Benfica suffered more heartbreak when they lost 2-1 to Vitória Guimarães in the final of the Taça de Portugal.

EMILY-JANE TAKES TOP AWARD Olhanense celebrated its 101st Anniversary with a Gala Dinner at the Real Marina Hotel, Olhão recently. The two hundred guests included Guest of Honour Mário Figueiredo, President of the Portuguese League for Professional Football. Butoque resident Emily-Jane Richardson, was presented with the prestigious Supporter of the Year Award. Emily and husband Neil, both keen Southampton fans, went to their first Olhanense game five years ago at Boavista (Porto), the year that Jorge Costa took the Algarve side into the Premiera Liga. "We were hooked from the start and have followed the team all over Portugal and even to Madeira," said an emotional Emily-Jane who has organised the away travel for expat fans for several seasons When Olhanense Expat Supporters Group coordinator Chris Wright was asked if the group could organise the club shop on match days he knew that Emily and friend Vicki Bawden would be ideal. Chris Wright said, "Emily has worked extremely hard and is highly respected by officials, players and our many Portuguese friends." SC FARENSE ON THE WAY BACK Ten years ago relegation and mounting debts sent Faro into freefall resulting in a new beginning at football’s lowest level possible, the Algarve district league second tier, at the start of the 2005/06 season. Last month over 10,000 fans packed into the dilapidated Sao Luis Stadium to cheer on the teams’ third consecutive promotion. Farense beat Leiria 2-1 to ensure a return to the Liga de Honra, just one league below the Premiera Liga.

A

n incredible 5-5 draw with West Bromwich Albion was a fitting finale to the managerial career of Sir Alexander Chapman "Alex" Ferguson, CBE who is rightly regarded as one of the most admired and respected managers in the history of the game. He has won numerous awards and holds many records including winning Manager of the Year most times in British football history. In 2008, he became the third British manager to win the European Cup on more than one occasion and during his twenty-six years at the club, he won thirty-eight trophies, including thirteen Premier League and two UEFA Champions League titles. Sir Alex never lets other managers get the better of him, he was the

king of mind games and no-one has ever matched up to him, no-one that is, until José Mourinho came along. Arguably Sir Alex’s best signings was Cristiano Ronaldo from Sporting Lisbon for €15million in 2003 and then sold to Real Madrid for €96million six years later. Ronaldo made Ferguson's second Champions League title win happen, and for the trophies and €81m profit in transfer fees he earned the club, his signing must rank as one of the best ever made by a football club. Transversely Sir Alex’s worst signing must be Bébé from Vitória Guimarães for €9million in 2010. He made just seven appearances before being loaned out to Portuguese Premiera Liga team Rio Ave where he struggles to get a game and in the recent fixture against Olhanense made little impact when he replaced Vilas Boas with quarter-of-an-hour to go. Bébé is the son of Cape Verdean immigrants and was the fourth player of Cape Verdean descent to join Manchester United; the others being Portuguese international winger Nani, French international left-back Patrice Evra and former Swedish international Henrik Larsson.
