The regeneration of Tavira's Quatro Aguas area is close to completion and in our opinion, looks fabulous. We hope you enjoy our photographs of the new look and find time to visit there this summer. We also feature the charity golf tournament organised by Viv Thomas at Benamor Golf, which raised an amazing 3,500 Euros for charity. A
new driver’s licence system comes into effect on June 1st with all drivers starting off with 12 points in credit. Points will be deducted for serious driving offences - two points, and very serious offences - four points. The new scheme apply only to holders of Portuguese licences held by nationals and foreigners. If a driver gets down to just four points in credit, an obligatory road safety course will be necessary and has to be booked within ten days, but if the points drop to just two, drivers will have to retake their driving test. If the total number of points drops to zero, the driver will have his or her license suspended for two years. There is a six point limit for offences committed on the same day, but this limit does not apply to drink drivers
who will have the proverbial book thrown at them with no maximum daily limit applying. The bonus part of the scheme gives drivers with three years of trouble free motoring a credit of three points, only to a maximum ceiling of 15 points. Offences committed before the points scheme starts will be processed under the old rules. To tighten up on vehicles exceeding the speed limits on Portugal’s roads, Secretary of State for Internal Affairs Jorge Gomes announced today that radar speed traps will be fully functional “in the first quarter of next year.” He also admitted that there will only be 50 radar speed trap systems in the entire country with the first of 30 new ones being installed as from this September. As for the current row over a ten month gap in processing road traffic fines in
a system that anyway ‘lets off’ drivers from paying around 200,000 fines per year, Gomes commented, “We are going to make some alterations to reduce the processing.” In fact the road safety authority ANSR has a backlog of over a million fines to process due partly to the ten month hiatus to April this year caused by a change of external processing contractor and the need for the Court of Auditors to rubber stamp the new contract. As for the new points system, a study by Direct Insurance revealed that 72% of respondents were aware of the new points based system that starts on June 1st but were not able to state the main details. BOMBEIROS TO THE RESCUE To be held for the first time in São Brás de Alportel, the National Rescue Championships are open to the public and will take place on June 10th, 11th and 12th. Each team consisting of six people will previously have competed in heats. On the days of the championship the 20 finalists will be put through their paces to show they can successfully deal with an emergency. Simulating a variety of situations the annual competition assesses the skills of firemen, ambulance crews and paramedics. Specifically each team is given 20 minutes to react to an unexpected emergency or accident. They are scrutinized by a panel of judges appointed by the National Rescue Association. Standing behind barriers members of the public can watch as complex situations and injuries are dealt with and resolved. It
is a fascinating process to witness how calm and meticulous training are put into practice to speedily deal with a potential life or death crisis. Using a set of strict criterion the winning team is awarded a trophy. Portugal has a reputation to live up to as last year’s world champions was a crew from Lisbon. Additionally members of the Algarve Photography Group, based at São Brás Museum, have been invited to record the event. Turning the tables on the photographers, the Bombeiros are to be given the opportunity of judging the pictures and awarding one photograph with the winning prize. Carolyn Kain

rom the access road, all the way down to the Ferry pier, Quatro Augas has now been transformed into a modern piece of art with new street furniture, lighting and decked areas. Still to come is the improved informative and educational signage. The estimated cost of the project was 2,301,664.52 euros (+ VAT), financed through the capital of Polis Litoral Ria Formosa and Community funding. Six months past the promised completion date, at least it's ready for the summer, and we think it's been well worth the wait!

uropean household savings have continued to rise since the debt crisis started in 2008, underscoring the cautious attitude consumers have adopted in times of uncertainty. The question on everyone’s lips, from politicians to analysts, is what they are going to do with it? This was the question asked often in 2013 and 2014. Now we know. Part of these savings have been put to work in Portuguese real estate as transaction volume has steadily increased since then as well as prices. Historic low and in some cases negative interest rates are also behind this move. The upward price bias in real estate is not only a phenomenon in Portugal but also elsewhere in Northern Europe, although programs like the Golden Visa and especially the NHR (NonHabitual Resident) have also proved to be successful in attracting foreign buyers. From the peak in 2008 to the trough in 2014 prices have fallen by 40%. With sales often conducted near or below replacement value, it makes good financial sense to purchase a property for the medium (3 – 5 years) to long term (10 years or more). There were many properties for sale that could generate a total return on investment (rental income + capital appreciation) of 10% 14% per annum. Savvy buyers realised the opportunity which lead to increased demand. On average prices increased by 5% in 2015 as expected and we are well on our way to further price appreciation of 7 to 9 percent in 2016, as was our assumption in our market outlook which we make in December of

each calendar year. At Land & Houses Algarve we often address this question by assessing the opportunities available to investors and end users who are keen to invest capital. At the time it seemed strange to talk about opportunities when the economy of Portugal was in a deep recession, but there were many bargains to be found in all types of property through out the Algarve. The volume of property transactions hit bottom in 2011 but the year 2012 saw a significant increase which has continued into 2016 year to date. Even during this period punters have been achieving good returns by buying low, renovate and sell properties. For buy to let investors the total return over 2016 is well on its way to reach 12 – 16 % depending on the location and type of property. Having said this, the market is far from being overheated and is only recuperating some lost ground. With prices rising for the second consecutive year and based on our assumption of 9% price appreciation, we are still 31% below the market peak of 2008. In addition, we are seeing more building activity but believe this to be easily absorbed by the market. We are living in uncertain times with negative interest rates and the Brexit vote later this month. But the truth is that there are still good quality properties on the market at attractive price levels. With current interest rates on savings being historically low – with a negative yield after tax and inflation – property in the Algarve is a good alternative asset class to invest in. he Lily flower symbolizes purity and refined beauty. Based on the color or type, the Lily flower can convey different meanings. There are many kinds of flowers which have been called "Lilies" but many of these so-called Lilies such as the day-lily, water-lily, and arum-lily, actually belong to other groups of flowering plants.

Plants in the Liliales grow from bulbs or corms, both of which will store food over the winter or during the dry season. Unlike other Liliales, these vines produce their flowers in spherical clusters called Umbels, as in Bomarea. True Lilies are composed of fleshy scales without a protective outer coating. True Lilies are never dormant. Other Uses of Lilies The oil extracted from lilies has healing and softening properties. Especially, when the lily fragrance oil is mixed with that of calendula, it works wonderfully for very sensitive skin.

Lily oils can be used for massage, in a bath, after a bath, for babies, dry cuticles and elbows, as a facial moisturizer, under-eye oil and hot-oil treatment. History buffs will be pleased to note that lilies have been gracing gardens in various parts of the word for over 3,000 years. That's a long time. While some lily varieties haven’t been around that long, they do spring from genetic pools that originate when many of the world's peoples were still nomadic hunters and gathers. As you experiment with new types of lilies, take pride in knowing that you are part of a tradition that stretches back to almost 1000 B.C.

Outdoor Beds Find a location where the soil drains well. If there are still water puddles 5-6 hours after a hard rain, scout out another site. Or amend the soil with the addition of organic material to raise the level 2"3" to improve the drainage. Peat moss, compost, ground bark or decomposed manure all work well and are widely available. Lilies prefer soils with average richness and moisture; they will not thrive in wet soils. Site your lilies where they'll receive full day sun or bright filtered light in regions where the sun is especially strong.

Dig holes and plant the lilies 6-7" deep and about 6" apart. Plant the bulbs with the flat side down and the garlic-like cloves facing up. After planting, water generously to settle to soil around the bulbs. Root and top growth will develop quickly and you'll likely see sprouts in a few weeks. Speed of growth is dependent on soil and air temperature; the warmer the temperature, the faster the growth. provide supplemental water, as needed in the spring and summer; about 1" per week is a good general estimate. The soil can be allowed to dry out in the late autumn and winter when the lilies are dormant. Keep in mind that occasional deep waterings are better than frequent lighter drinks. Flowers develop during the summer, feel free to cut for bouquets. The generally accepted rule of thumb is to cut no more than one third of the stem. This ensures that there will be sufficient foliage left to nourish the bulb for next year's show. After blooming has finished for the season leave the foliage in place; don’t cut it off. The leaves will gather sunlight, create food through photosynthesis and strengthen the bulb

for the future. Water as needed. Leaves and stalks may be removed when they yellow. Your lilies will rest for a few months before beginning the next growing cycle in spring. Pots and Tubs Fill your containers with good quality, well-drained soil. Almost any commercially available potting medium will work fine. Make
sure there are adequate drainage holes; lily bulbs must never sit in waterlogged soil or they will rot. Keep in mind the mature size of the varieties you have chosen and plan your container sizes accordingly. Site your lilies where they'll receive full day sun or bright filtered light in regions where the sun is especially strong. Dig holes and plant the lilies 6-7" deep and about 5-6" apart. ou may have put a lot of thought into your wealth management in the past, to ensure it will provide you with the retirement lifestyle you were aiming for. There comes a time, though, when you need to consider multi-generational wealth management. How will your wealth be passed down to your children, grandchildren and other chosen heirs? How will they handle your legacy? Will it help give them longterm financial security?
As well as considering how your heirs may use any inheritance, you also have to think about what they will actually receive – and how much will go to the taxman! Complex family situations need particular consideration; for example, if you remarried and have stepchildren, or children from both marriages. The Portuguese equivalent of inheritance tax is stamp duty. It only applies to assets located in the country and the rate for everyone is 10%. advantages of living in Portugal, there is no guarantee that it will stay this way. Some months back it was reported that the new socialist government was looking at introducing an inheritance tax on worldwide estates in excess of €1 million. Many British expatriates in Portugal also face UK inheritance tax, which is determined by domicile rather than residence. Wealthier families can receive considerable tax bills. If your estate is liable, you need to establish how you can legitimately protect your loved ones from paying too much. Remember, if you are leaving your heirs savings and investments, they will start to pay tax on the income and gains as soon as they receive the funds. So you need to make sure arrangements for holding your investment capital are tax-efficient for them. It is also wise to review how these investments will be passed on to your heirs as you do not want it to be a drawnout, costly process. Writing a will is just one aspect of estate planning – and you may need two: one for your Portugal assets and one for UK assets. If you are looking to gift with control, and reduce taxation, you need to use other arrangements as well. Finally, do not forget your own needs. You may want the best for your heirs, but you and your spouse will want to benefit from your wealth in the meantime. There are compliant opportunities available in Portugal that allow you do all of the above, while also providing significant tax advantages. une has arrived, and the heat is on… not just here, but for the ‘Brexit’ vote! We receive many inquiries about how the referendum is affecting rates, and what it could mean for the pound after 23 June. The closer we get, the more likely we will see more movement in exchange rates. Every new “stay” or “leave” headline creates a rate movement. Opinion polls in the UK suggest sentiment is 50/50. The UK Chamber of Commerce have conducted a national poll on Brexit with its members. The results are: 50% “stay”, 35% “leave” and 15% undecided. The International Monetary Fund Director Christine Lagarde says she doesn’t believe there is anything
positive to come from a Brexit, and the Bank of England Governor Mark Carney warns that it could trigger a recession. Those on the opposing side call these comments “scaremongering”. So what will the results mean in regards to exchange rates? This depends on if you are buying or selling GBP. The consensus among currency experts is that if the UK stay in the EU the rate for GBP/EUR will go up. We could get above 1.30. Everyone agrees that if the vote is a “no”, the rate will go down, and we could be below 1.20. As for the 24 June, if the result is a “yes” and the GBP goes up, will the pound stay strong? Not necessarily. After the initial rise, markets could start selling off sterling, which will make it move
downwards. If the “no’ vote prevails, after an initial downturn, the markets may buy sterling; after which, we could see it get stronger. Confusing? Somewhat. But we will watch the markets. They take polls into consideration, and could have already factored in the vote, even though they are second guessing the outcome. Move to Portugal and pay no tax on your pension
I
f you are planning to move to Portugal, or at least thinking about it we have good news. The non habitual resident (“NHR”) taxation regime; a scheme for new residents that can provide substantial tax benefits, so much that you may discover that Portugal is a tax haven for you. The non habitual resident (“NHR”) taxation regime came into force in Portugal in 2009 and is proving very successful at attracting individuals of independent means, pensioners and certain skilled professionals to establish residency in Portugal for tax purposes, while not being subject to any minimum or maximum stay requirements. In addition to the non-existence in Portugal of wealth tax, or of inheritance/gift tax for close relatives, the NHR regime essentially grants qualifying individuals the possibility of becoming tax residents of a white-listed jurisdiction whilst legally avoiding or minimising income tax on certain categories of income and capital gains for a minimum period of 10 years. A major feature of the NHR regime

lies in its interaction with the double tax conventions signed by Portugal or with the OECD model tax convention in the absence of one. In effect, most double tax conventions (of which Portugal signed 71) grant the possibility to tax most categories of income to the country of source of such income, although in practice, so as to attract foreign investment, many countries will not make use of that possibility to tax non-residents. Since most such categories will not be taxed in Portugal in the hands of a NHR because they may be taxed abroad, in practice most foreignsource income types will be zero taxed in such hands. Under the NHR regime, the following categories of foreign-source income and capital gains (except if sourced from a blacklisted tax haven which has not signed a double tax convention with Portugal) will be generally exempt from income tax in Portugal since they may generally be taxed in the source country, even though they will not often be taxed in the hands of non residents in the latter country either: • Profits derived from eligible
occupations • Royalties and associated income • Dividends, interest and real estate income • Capital gains from the alienation of real estate (including shares deriving more than 50% of their value from real estate) and of ships or aircraft operated in international traffic Capital gains from the alienation of movable property (other than shares deriving more than 50% of their value from real estate or ships/aircraft operated in international traffic) will be tax exempt if the relevant double tax convention states that they may be taxed in the source country, but this is not the case with the OECD model or with the generality of the conventions, and therefore some basic tax planning may be required. It should be noted that several countries often deemed “offshore tax havens” do have double tax conventions with Portugal and are therefore white-listed for the purposes of the NHR regime. In addition, all EU member states are white-listed, even though several such states may in many ways be

used as “offshore tax havens”, especially by non-residents from that country. Occupational pensions will be tax exempt in Portugal as long as they may not be deemed sourced from Portugal. Foreign-source income from employment (including fees of directors and entertainers or sportsmen) will not be taxed in Portugal if it is taxed (at whatever rate) in the source country. Portuguese-source income depends on whether or not it is derived from eligible occupations, will be taxed as follows: • Employment income (including fees of directors and entertainers/ sportsmen), business or selfemployment profits and royalties (including payments for knowhow), if derived from eligible occupations will be subject to a 20% flat rate; • Other Portuguese-source income will be taxed at the normal rates applicable to regular resident taxpayers; • A surcharge of 3.5% applies to the slice of the total taxable income (whether subject to progressive or flat rates) which exceeds for each taxpayer the minimum guaranteed wage of EUR 5,786 p.m. In conclusion, in order to maximise the advantages of the NHR regime it has to be taken into account not only the Portuguese tax law, but also the tax law of the source country of the income, as well as the double tax conventions applicable to the foreign-source income and advantages to receive as a NHR. Please feel free to contact us to discuss your personal situation and see whether you meet the criteria to qualify as a non-habitual resident (NHR). Although the granting of NHR status is not automatic, it will not be refused if all the legally applicable criteria are met. CHILLI BOY GOLF HITS THE Chilli Boys second Annual Charity event proves a great success with Roger Brandão not the only winner!
he Benamor Golf Course, Tavira was the idyllic setting for the second Chilli Boy Golf Challenge in aid of the Algarve Oncology Association. Chilli Boy is the Algarve’s premier piri-piri gourmet producer so it was appropriate that boss Viv Thomas should team up with restaurateurs and business people in the catering industry from all areas of the Algarve to stage a fantastic fundraising day in support of such an important medical cause. The Algarve Oncology Association now screens thousands of women throughout the region with its mobile Breast Cancer Screening Unit. Viv

Thomas was delighted to be able to present a cheque for 2320 euros to Maria de Lurdes Santos Pereira from the Associação Oncológica Do Algarve. Viv went on to convey his thanks to the large team of helpers who had made the day possible including Libertário Teixeira, Paulo Pingo, Quinta da Lapa Wines and the Benamor Golf Course. Gill Hyslop of Restaurante a Fonte in Cabanas tempted the taste buds of players and friends with a wide selection of snacks based on Chilli Boy products before the assembled gathering enjoyed lunch followed by the presentations. Overall winner was Roger Brandão (gross score 34)
whilst a count back rule had to be enforced to determine the net score winner Fernando Braga (on thirtynine), 2nd José Encarnação and 3rd David McBride. last minute goal by Murilo secured a third consecutive win for SC Olhanense as they overcame a resilient Santa Clara (Azores) to finish the season in seventh place; their highest ranking of the season. A fortnight earlier a dramatic 3-2 win at home to promotion chasing Freamunde saw Olhanense take a two goal lead before the visitors lost their cool and had two players sentoff including their goalkeeper for kicking the ball at the referee! Next came a 2-0 win at Leixões who are now embroiled in a Judicial Police investigation into online betting and match fixing activities under the banner of operation ‘Jogo Duplo’. Eight players from Segunda Liga clubs Oliveirense and Oriental (Lisbon) were arrested whilst Carlos Oliveira (President of Leixões)

and Nuno Silva (Director of sport at Leixões) were also taken into custody. SC Farense had two points deducted for playing an ineligible player against Benfica ‘B’ back in March which proved crucial as the Faro based club ended up being relegated to non-league football. SC Farense president, António Barão believes his team will escape relegation and stated, "the available data points to the practice of unlawful acts of extreme gravity and the clubs involved, as well as their agents, must be exemplarily punished". António Barão went on to stress that, “we have more than enough reasons to believe that, given the match-fixing, we will not go down and the league may find it difficult to ratify the championship, in the face of what is now known.” Olhanense has already started major renovation work on
their pitch in the hope of making a serious challenge for promotion next season. Virga, Coubronne, Lourenço and captain Materazzi are believed to have signed new contracts for next season although manager Cristiano Bacci has yet to make a decision about his future. The young amiable coach, who was plucked from the obscurity of fourth tier Italian football eighteen months ago, has several other offers on the table. One player definitely leaving Olhanense is keeper Moreira. After an outstanding season between the sticks, the 34 year-old former Benfica and Portugal international has been signed by Primeira Liga out Estoril Praia. With fifteen clean sheets and the second best defensive record in the Segunda Liga there was no doubt that the popular keeper would attract attention from top flight clubs.
