A
lcoutim council has failed to sell its Guadiana River Hotel within the 60 day window, and now is offering the property for lease with an option to buy. The hotel has been closed for years and mayor Osvaldo dos Santos Gonçalves said that as the business had failed to sell at an asking price of €1,3 million, the council now is happy to lease it with the bonus of offering permission to extend the property on land currently occupied by a tennis court. This extension could add up to 20 rooms which with the current 32 could make the business viable; investors currently judge this is not the case. The hotel in Alcoutim was built in the 80s by the council and leased to the Fernando Barata Hotel Group.

With a total area of 7,920m2, the hotel is about a kilometer from the centre of the town on the banks of the Guadiana river. "Alcoutim is an area with high tourist potential and where hotels are scarce. Companies already engaged in the hotel business with the financial muscle to lease the property are welcome to apply." The terms and conditions are on the council’s website www.cm-alcoutim. pt and plans are available at the town hall. One big plus point is the pending approval for a 200-megawatt photovoltaic power plant to be installed on 800 hectares in nearby Martinlongo and Vaqueiros. The hotel easily could serve an influx of construction workers while it gets going.
Tavira announces extensive roadworks
xtensive roadworks in Tavira started on Wednesday (February 10) on Avenida Zeca Afonso and Rua Jorge Corvo, and will continue over several other local roads until April. Costing €213,000, the work is designed to “improve road traffic and safety”. Information on where and when diversions will be in place can be found at www.cm-tavira.pt

Police confiscate twotonne shipment of hashish in Tavira
A
two-tonne shipment of hashish was seized by PJ police in Tavira in the early hours of Wednesday morning (February 24). The drugs were shipped in on a boat by three men and left inside a parked truck on the banks of the Gilão River. The plan was likely to smuggle the drugs into Spain, said the PJ. The boat crew and two others linked to the same drug dealing network were arrested.
Olhão installs lighting at outdoor gym

ED lighting is to be installed at Olhão’s outdoor gym this month to make it “safer” to be used at night. The gym, boasting several fitness machines, is located on the town’s riverside. The choice of LED lights is due to the fact they consume “less energy and money”, says the council.

'Festa das Tochas Floridas' Easter Flower Festival, São Bras
S
pend your Easter (“Pascoa” in Portuguese) experiencing a traditional Portuguese village religious event. The Festa das Tochas Floridas (Festival of Flower Torches) takes place on Easter Sunday to celebrate the Christian belief of the resurrection. This unique celebration is an annual event in the Algarvian community of São Bras de Alportel. Get to São Bras early and walk through the city center to see the streets adorned with a carpet of fresh flowers. At 11:00 the Resurrection Procession begins. Men carry beautifully crafted tall “torches” of flowers along a route that ends at the Igreja Matriz. Throughout the procession, the men sing a chorus of “Ressuscitou como disse! Aleluia! Aleluia! Aleluia!”, which means “Risen, as he said. Hallelujah! Hallelujah! Hallelujah!”
The day’s events for 27 March 2016 follow: 09:30 – Opening of streets in assessing the carpet of flowers 10:00 – Opening of the Meeting Flavors in Largo St. Sebastian 10:00 – Opening of the Crafts Exhibition outside the Igreja Matriz 10:00 – Mass of Resurrection at Igreja Matriz 11:00 – Resurrection Procession with the Flowered Torches 13:00 – Eucharist at Igreja Matriz 15:30 – Cultural Afternoon at Igreja Matriz Crafts show and booths selling regional sweets and snacks take place throughout the afternoon. ositioned on the edge of the beautiful Ria Formosa national Park, Santa Luzia is a pretty, traditional fishing village famous for Octopus fishing. Bruno Neto has undertaken extensive renovations of a charming old building near to the main church in the heart of the village and created the chic and cool Tasqhina Bruno, bistro bar. Bruno explained that his family had holidayed from Lisbon for many years in their additional home in nearby Pedras d’el Rei. He has always loved the area and after moving to Germany in 2007 to study hotel management, he met his wife and decided to return with his family in 2014. After a year of hard work Bruno completed the restoration of the building (previously a 1950’s bar and later a storage area for the nearby store. Bruno has a passion for collecting antique and vintage items and this hobby has been brought into the stylish and funky feel to the fashionable interior, from the old radio players and singer sewing machine tables. The wonderful aroma of fresh herbs meets you as you enter Bruno’s “Tapas and Gins”, speciality bistro. Bruno opened in 2015 with colleague Vanda, who is from Santa Luzia and together they can prepare a special menu of

They already have many local and foreign clients who return for the tremendous choice of mouth watering drinks, such as gin strawberry, ginger gin, martini, vodkas, wine, beer and special sangria. The Guadiana River flows east to west through Spain and south through Portugal, then forms the Spanish-Portuguese border. It flows into the Gulf of C谩diz, part of the Atlantic Ocean, between Vila Real de Santo Ant贸nio (Portugal) and Ayamonte (Spain). CHILLI BOY PIRI-PIRI Made locally in Tavira, meet Viv and Avril Thomas, the people behind the Piri - Piri taking the Algarve by storm.
B
efore retiring a few years ago, Viv Thomas was an international glamour photographer, working for magazines around the world such as Penthouse, Hustler, High Society and many more. His company also produced Adult Movies for the likes of Playboy TV and Hustler TV, not to mention his own brand of movies, working 7 days a week, all year round. When he retired it soon became obvious that he was going to need something to do to keep him occupied. “Over the years, friends and family had been onto me about marketing my Piri Piri Oil and writing a cookbook, so I thought, why not keep myself busy doing something that I truly love, firstly cooking and

experimenting with spicy oils and sauces.” Viv explained that his keen interest and passion for Piri Piri and Chillies dates back to his many years living in Swaziland. Sandwiched between South Africa and Mozambique he lived there for 17 years and has now lived permanently in Portugal for 10 years. His cooking has been greatly influenced by the Portuguese but it was in Swaziland that a very good friend “Manuel”, an ex-Mozambican and restaurant owner where Viv often helped out in the kitchen or assisted behind the bar where he developed his love for Piri Piri Chicken. Manuel’s LM Prawns (butter flied with garlic butter and Piri Piri), was a speciality and this is what got Viv’s interest in Piri Piri oils and sauces. He then
went on to experiment for over 20 years, finally establishing the “Chilli Boy Piri Piri” Brand. With the encouragement of friends and family he has impressively published his first cookery book, “Chilliboys Kitchen” and has his 2nd planned “I’m no chef but I can cook”. Initially Viv and his charming wife Avril had produced their own chilli oil products and supplied local businesses but decided to officially start “Chilliboy”. The name came about from Viv’s passion for Rugby. It came from a South African player called Chilliboy Rapalella. he winter period is almost over. Spring is just around the corner, always a wonderful time of the year. It also means the annual spring clean is upon us, which is especially important for those who want to sell their property. A well presented and maintained house sells quicker and is more likely to achieve a higher price. If you are not living here or are unable to do this your self, there are companies who can assist you with this. If there is ever a time to present your property at its best, it is now as the market continues to improve. The increase in the transaction volume of sales in 2015 is continuing in 2016 and property prices are rising. On average the value of a property appreciated by 5% last year. We see this trend continue this year. Now that the market has turned the average price of a property can quickly rebound further, leaving would be buyers with the feeling that they are missing the market. During the crisis the attitude of many would be buyers was one of wait and see, rent first and buy later. This worked well in a declining market. However, with property prices rising again today’s buyers are keen to proceed quickly and the eagerness of some is almost tangible and reminiscent of the years 2004 and 2005.

If you are currently trying to sell your home, there is a good chance that it has been on the market for some time. Although there is less supply, buyers still have ample choice so make sure your property stands out. In addition to the spring clean and the removal of all clutter, take a good, hard look at the outside of your property. We all know curb appeal is important. Tidy up the gardens where needed, paint/repair the fence, remove old building materials and clutter. The outside wood work should be in good condition and if this is not the case, I’m afraid you should get it repaired and repainted. Try to spruce up the garden the day prior to the viewing. Explore the exciting colours of the Algarves spring flower
he Algarve’s marquis has a rich flora, typically that of Mediterranean and Southern European species containing some of the most colourful plant communities, which are fully adapted to surviving the long, hot dry summers. Like the heathlands of northern Europe, they are dominated by evergreen shrubs, though these are of a very different type to those found on the heaths. Many areas of the marquis reflect man’s interference with nature. Occurring naturally on the edges of the evergreen forest and the coast, but they can be seen as the first stage of degeneration from forest to bare ground. The marquis vegetation is made up with geophytes and bulborous plants, which rest below ground during the hot summers, to the annuals that flower in the spring, setting seeds for the future generations and dense twiggy shrubs with small, leathery and often aromatic leaves. The intense sunshine builds up the levels of essential oils in the plants and on a hot summers day the air may be heavy with their scent. Most species are found in the coastal regions or the Barrocal with the Northern regions of the marquis having much less interest. One species found in the Northern region providing large areas of cover is the Cistus ladanifer which can grow to 1.5m high with large white flowers, but like many of the Cistus species, only holds its flowers for a few days, although it has had in the past a commercial value with the sap being used in the perfume industry and the wood being used as a fuel to fire outdoor ovens in bread making. When it comes to ground flora in the Northern region, it is scarce in species compared to the more coastal regions, but Erica species such as Erica australis and Erica arborea along with lavender including the green lavender, Lavandula viridiscan, the crocus like Romulea bulbocodium and the champagne orchid, Orchis morio. The Barrocal in contrast has a rich flora and a large number of the region's 20 orchids can be seen here, but these flower in March

and April so you need to explore early to see them. For those interested in these wonderful plants I have included a list of some of the species which is in the order they are known to flower. Ophrys fusca Orchis lactea Aceras anthropophorium Ophrys bombyliflora O. vemixia O. lutea Orchis mascula O. italica O. morio Anacamptis pyramidalis Neotinea maculate Cephalanthera longifolia Ophrys scolopax O. apifera Serapius lingua S. parviflora Epipoctis helleborine The spring flora has a vast array of species to be seen, some of which are native to Portugal whilst others have been introduced. The range of colours is fantastic, from the white of Cistus monspeliensis through the yellows of the Anemone palmate and the Tulipa sylvestris ssp australis to the purples of the scabiosa atropurpurea, Gladiolus illyricus, Lavandula steochas ssp luisieri and the fratllaria lusitanica, the reds of the corn poppies, Papaver rhoeas and the electric blue of the Scilla peruviana. Mixing these with the trio of narcissus in white and yellows you can appreciate the wonders spring flowers bring to the Algarve.

You need to review your estate planning after a move to Portugal, and plan to ensure that the people you want to benefit, benefit, and to

INHERITANCE TAX Stamp duty - Portugal’s version of inheritance tax – only applies to assets in Portugal and close relatives are exempt. If you remain a UK domicile, as most British expatriates do, your worldwide estate is liable to UK inheritance tax. You need to plan now to minimise the tax liability for your heirs. least 50% of an estate must pass to the spouse, ascendants or descendants, but for foreigners, under Portugal’s civil code, the law of nationality of an individual applies concerning succession. Note that under the new EU succession regulation the default position is now that the law of your country of habitual residence applies. However you can override this by choosing the succession law of your country of nationality instead. Importantly, this has to be stated in your will or similar document. RIGHT MONEY, RIGHT HANDS, RIGHT TIME Think carefully about how you want your assets distributed on your death: how much to whom, when and with how much control in the hands of the beneficiaries. For example: • You may want your children to receive their inheritance towards the end of their working life so they can use the funds for a comfortable, worry-free retirement. • You may be worried about the prospect of divorce and prefer to defer their inheritance. • You may want to help your grandchildren pay their college fees, with them receiving the balance when they are financially mature, perhaps around the time they will be buying their first property. You want solutions that make the inheritance process as easy and cost effective for your heirs as possible. And even if you are able to put some capital aside now for these situations, you still need to think about that tax-efficient income for your own retirement. Cross-border tax and estate
planning is always complex. It is a specialist area and you need advice from an experienced wealth manager who understands the intricacies of tax law in both Portugal and the UK. hose watching the GBP/EUR exchange rate over the past few months have probably noticed a rollercoaster of highs and lows. Last November, the interbank rate for £1 was sitting at €1.43. 12 weeks later, the pound was struggling to stay at €1.28, with forecasts predicting short term doom and gloom. So what is the cause of such instability and why is the pound at its lowest level since late 2014? Brexit Anxiety – The date is now set for the 23rd June 2016 for the UK referendum. In early March, attention will be focused on the European Central Bank’s monetary policy meeting. An extension of the controversial intervention could indicate the market is not improving as much as financial markets would like, in which case, we might see a slight weakening of the euro once again. With a global market slowdown, falling
prices of commodities, seemingly bottomless oil prices, refugees straining resources and the American presidential election, even the experts are finding it difficult to predict the future. 11 questions about the IMI
T
he first installment of the IMI 2015, which are due in April 2016 will start to arrive in the post boxes this month. This year the good news is that 20% of the municipalities, have lowered this tax and the vast majority (78%) as decided to keep the same rate as last year. Let’s try to clarify some of the questions you may have concerning this property tax. WHAT IS THE IMI? IMI (Imposto Municipal sobre Imóveis - Municipal Property Tax) is a tax on the taxable value of immovable property in Portugal. This tax came into force in 2003, replacing the Council Tax, and reverts to the respective municipalities. WHO PAYS IMI? The taxpayer is the property owner as of 31st December of the previous year. This means that if you bought your property at the end of 2015, you will pay the IMI for the full year. Likewise, if you sold your property at the beginning of 2016, you will still need to pay the IMI this year, as it’s always related to the previous year. HOW TO CALCULATE THE IMI? IMI is calculated based on the Tax Asset Value (VPT) attributed to the property to which is applied a rate set

annually by the municipality (VPT x IMI rate). The way the VPT is calculated varies. The VPT is calculated on the basis of various factors such as the construction value per square meter gross floor area, location, quality and comfort and property age, updated every three years. WHAT IS THE TAXABLE VALUE? The taxable value of buildings is its value determined by assessment according to the rules of the IMI Code. This value is registered in the land register. WHO DETERMINES THE IMI RATES? The municipalities decide each year, which tax to apply in their council. This needs to be between 0.3 and 0.5% for buildings and 0.8% for plots (rustic property). Properties with tax domicile in "offshore" are taxed at 7.5%, regardless of the type of property. Properties that may have not yet been revalued, also pay a bit more: between 0.5% and 0.8%. HOW LONG IS THE PAYMENT OF IMI? IMI is paid annually through a single billing document in April, if the tax is up to 250 euros. If the value is between 250 and 500 euros, you can pay in two installments, in April and November. If

the amount exceeds 500 euros, you can pay in three times (April, July and November). WHAT ARE THE CONSEQUENCES OF NOT PAYING THE IMI ON TIME? If you do not pay within the period specified in the collection document, you will pay interest on arrears. If the non-payment persists your property can be seized. WHERE CAN THE IMI BE PAID? IMI can be paid at the Tax Office, Post Office, in any ATM machine or through internet banking. WHO IS ENTITLED TO EXEMPTION IN 2016? Exemptions from the property tax include owners whose annual income on IRS in the previous year does not exceed 15 295 euros, provided that the book value of the property does not exceed 66,500 euros. Also, if you bought your main residence and if the tax value of the property does not exceed 125.00€ and your yearly income does not exceed 153k, you can apply for a 3 year IMI exemption. These exemptions are recognized by the head of the local tax office for a period of three years. AM I ENTITLED TO A DISCOUNT IN THE IMI DUE

THE NUMBER OF CHILDREN? From 2016 the municipality may offer a family discount, based in the number of children. It’s determined by each council and the maximum discounts are: 10%, 15% and 20%, for one, two or three (ore more) children. I AM PAYING TOO MUCH IMI, CAN I REDUCE MY IMI BILL? It may be possible to revalue your property and reduce your tax liability. We have successfully submitted requests to the local tax departments to reduce the tax values of our clients’ properties, thereby saving many on the IMI property tax bills. However please note that any reassessment only takes effect on the following year, as you will only pay IMI for 2015, in 2016. The 3-1 home win over V.Guimarães ‘B’ was a result of a brace of goals from Ghanaian striker Said either side of a Galassi penalty. A 1-0 defeat at Deportivo Aves was
no disgrace in atrocious conditions, with torrential rain turning the playing surface into a quagmire. Back to Olhã o and another Galassi spotkick salvaged a point against Varzim in a scrappy 1-1 draw that did little to enthuse a poor midweek crowd. The trip to the Aveiro region, to play bottom club UD Oliveirense, was memorable for the award of a an extremely dubious penalty by referee Bruno Paixão who has waved the yellow card on over a hundred
occasions this season and given twelve players their marching orders. This time it was Oliveirense defender Sergio who left for an early bath after appearing to legitimately tackle González Prado. Once again Galassi successfully despatched the penalty kick. Five minutes later González Prado added a second. The importance of learning how putts break This month's tip from resident professional at Monte Rei Golf and Country Club Bradley Dye.
I
s there such a thing as a straight putt? Every green around the world will have slopes on them due to natural terrain and course design that will influence the break on the putting surface. Most golfers will only ever practice straight putts, either in practice or a warm-up for a round. Being able to read greens is an important part of the game, but also practicing breaking putts is as important. A simple drill which can help you learn how to practice breaking putts is called “Around the world” where you place 4 balls around a hole in a circle at a certain distance
away and putt each one. Start at a 3ft radius and work your way out to stroke longer putts. Once you have holed all 4 putts at a certain distance in a row you can move back to a longer distance. Distances can be moved from 3ft to 6ft then 10ft.
