he Algarve’s tourism businesses are rejoicing after a record number if the region's beaches have been awarded Blue Flag status. The Blue Flag Association announced that in 2014, 300 awards were given to Portugal for its beaches, rivers and marinas with the Algarve way ahead for the first time with 82 beaches receiving the accolade, up 13 on last year albeit mainly due to Lagoa and Castro Marim councils joining in the scheme after their stubborn hiatus in recent years left suspicions among tourists that their beaches were not fit for holiday fun.

team of 20 travel agents and local journalists are to be taken on a trip round the Faro area of the Algarve to rediscover the region’s secrets as part of a project being carried out by the Algarve Tourism Board. The ‘Rediscover the Secrets of the Algarve’ project will see the group of professionals explore São Brás on 29 April, but the actual itinerary is being kept under wraps to create an element of surprise, which will hopefully in turn be conveyed to potential tourists and visitors.

he poll was conducted online by readers of the prestigious magazine who chose Portugal for its combination of culture, cuisine, fine wines, beaches, golf courses, history, and especially for the Portuguese hosts who were described as an affable, open and "very sincere" people. Portugal also was considered to have a "striking variety" of landscapes. This is the second time that Portugal has been selected for this award. In this 6th competition, Portugal vied with Spain, USA, Italy, Mexico, and Switzerland winning the 'Best Country' section. The award was presented in Madrid to the President of Turismo de Portugal, João Cotrim de Figueiredo who stressed the importance of the award "This award reinforces the visibility of Portugal as a tourist destination of excellence and distinct from Spain, a leading international market that in 2013 generated more than 3 million nights and over €1 billion in revenue. I also emphasise with a degree of pride the fact that the unique qualities of the Portuguese people in contact with tourists was marked highly and motivates many to return. This is one of the aspects that contributed largely to Portugal getting this award."

Health

Sciat ica Health advice from Duarte Arrais, Fisioclube Fuzeta.

W

hat is sciatica and the sciatic nerve? The sciatic nerve is the longest and largest nerve in the body; measuring three-quarters of an inch in diameter. It originates in the sacral plexus; a network of nerves in the low back (lumbosacral spine). The lumbosacral spine refers to the lumbar spine and the sacrum combined. The sciatic nerve and its nerve branches enable movement and feeling in the thigh, knee, calf, ankle, foot, and toes. The sciatic nerve and the lumbosacral spine is pictured above. Sciatica Symptoms If the sciatic nerve is injured or becomes inflamed, it causes symptoms called sciatica, which can cause intense pain along any part of the sciatic nerve pathway, from the buttocks to the toes. These symptoms can also be called lumbar radiculopathy, so you may hear your doctor use that term. If the nerve is compressed, caused by conditions such as a herniated disc or spinal stenosis, symptoms may include a loss of reflexes, weakness and numbness besides severe pain. Sciatic nerve pain can make everyday activities such as walking, sitting and standing difficult. What Is the Sciatic Nerve? Where Is It? The sciatic nerve starts in your low back, which is called your lumbar spine. The nerve roots are at the L4 and L5 vertebrae (the 'L' means lumbar, and the numbers indicate the level of the vertebra—where it is in your back). The sciatic nerve also travels through your pelvic region (sacrum). In most people, the sciatic nerve runs under the piriformis muscle, which moves your thigh side to side. From there, the sciatic nerve

8

descends through the buttocks and the back of the thighs. Behind your knee, smaller nerves branch out from the sciatic nerve and travel down to your feet. Your sciatic nerve is part of a complex structure: your body's nervous system, responsible for transmitting pain and sensation to other parts of your body. So, when something presses on a nerve, you'll feel it, and it won't feel good. With sciatica, something in your lower back—a herniated disc, for example—compresses the sciatic nerve, which then transmits pain down your legs. The sciatic nerve exits the sacrum (pelvic area) through a nerve passageway called the sciatic foramen. At the upper part of the sciatic nerve, two branches form; the articular and muscular branches. The articular branch goes to the hip joint. The muscular branch serves the leg flexor muscles (muscles that enable movement). Other complex nerve structures are involved—the peroneal nerves and tibial nerves. The peroneal nerves originate from the nerve roots at the fourth and fifth lumbar spine (L4-L5) and first and second levels of the sacrum (S1-2). After the peroneal nerves leave the pelvis, they travel down the front and side of the leg, and along the outer side of the knee, to the foot. The tibial nerves originate from the nerve roots at L4-5 and S1-3. The tibial nerves pass in front of the knee and downward into the foot (heel, sole, toes). If your sciatic nerve is compressed, it can cause pain along these pathways; that is how sciatic pain can "spread" or radiate to another part of your body. FAQ's about Sciatica What is sciatica? Sciatica is a

medical term used to describe symptoms — the shooting pain, tingling, and numbness — caused by a low back condition. You may also hear it referred to as lumbar radiculopathy. What's causing my pain? Your sciatic nerve pain can be caused by a bulging disc or a herniated disc, degenerative disc disease, piriformis syndrome, pregnancy, spinal stenosis, a spinal tumor or spinal infection, spondylolisthesis, or trauma. Any one of those conditions can put pressure on the sciatic nerve or related nerve roots in your low back. That pressure is what causes your pain and other symptoms. Will I need surgery? Most patients with lumbar radiculopathy respond well to non-surgical treatments, so spine surgery is seldom needed to treat it. However, there are situations when you may want to go ahead with spine surgery: • You have bowel or bladder disfunction. This is rare, but it may occur with spinal cord compression. • You have spinal stenosis, and your doctor feels that surgery is the best way to treat it. • You are experiencing other neurologic dysfunctions, such as severe leg weakness. • Your symptoms become severe and/or non-surgical treatment is no longer effective. The fisioclube offers conservative therapies for treating most people with this problem. Techniques to decompress (osteopathy and global postural re-education) and desinflamar the sciatic nerve (neural therapy homeopatica Mesotherapy) have demonstrated great effectiveness. Don't suffer anymore, we can improve your quality of life. Visit us! Fisioclube, Fuseta

We often see the fully loaded articulated lorries carrying the recently cut cork from local producers and Novacortica, who’s family’s involvement dates back to 1935, are now offering guided tours of their factory, approved by the Tourism board and in conjunction with the camera municipal. This month we had planned to feature a story on how the cork is produced, but our tour and seminar, so expertly and enthusiastically delivered, was so informative that we would have needed a complete magazine to fill you in on all the facts. We were very warmly welcomed by Gianluca Pereyra, who is in charge of the company's tourism department,

and who conducts the tours. He explained the basics behind how the tree is from the Oak family and needs to mature to an age of 25 years before the bark can be used for production. The tree is then cut after two consecutive 9 year periods before it produces a high quality cork. From there on, the process is repeated only every 9 years for each tree, which actually helps the tree to live longer. The tour involves an interesting insight into how Novacortica produce the numerous grades of cork discs and granuals which go into making not only cork stoppers, but a huge variety of products from building insulation to designer handbags. We were taken around the factory and shown the various stages of the process, from delivery to packaging. The company was originally founded in 1986 and is a member of APCOR, the Portuguese Cork Association which was created to represent and promote the Portuguese Cork Industry. It is an employers' association,

of national scope, founded in 1956 and based in the north of Portugal, in Santa Maria de Lamas, a town just over half an hour from Oporto, the second largest city in the country. Only the companies that operate in the fields of production, commerce or export of cork products can join the association. In 2011, Sandra Correia, granddaughter of the founder of Novacortica was named “Best Entrepreneur of Europe,” awarded by the European Parliament and European Council of Women Entrepreneurs. Pelcor soon became an iconic and international Portuguese brand, one called upon to help represent Portugal. As such, Pelcor has created custom merchandise for the NATO Summit in Lisbon (2010), President Barack Obama, Secretary of State Hillary Clinton, and German Chancellor Angela Merkel.

The tour also includes a visit to their shop Pelcor based in São Brás. There you will find an incredible range of exclusive items all made from cork from the factory. We would thoroughly recommend you pay them a visit to fully understand the history, environmental and commercial aspects of cork production, which is vast. Many thanks to Gianluca, we thoroughly enjoyed his tour, it was very informative, interesting and a pleasure to meet him and see the factory. To book, contact in advance to get the most out of the tour. Being a working factory they have very specific schedules. pened late 2013, the Zip-Line ride over the Guadiana River connecting the Spanish village of Sanlúcar de Guadiana with Alcoutim, in Portugal is a privately funded project by Englishman David Jarman. It is the world’s first – and only – ‘cross-border’ zipline which crosses 720 metres over the Guadiana River, 50 feet above sea level, connecting the two countries. Included in the €15 price tag, you will be transported by 4×4 to the departure platform, rising from the crest of the stunning environment, from just under Sanlúcar’s 17th-century hilltop fort. You are then sent on an unforgettable trip across the river, from Spain to Portugal, descending at speeds between 70 – 80 kph, literally 'flying' through time (you gain an hour due to the time difference between the two countries). So where did the idea of setting up the world’s first international Zip-Line ride come from? “Two villages in two countries, separated by a river 150 metres wide, a

Zip-Line just seemed obvious to me,” says Jarman. “It seemed like a great way to unite both places, since a bridge had been talked about for many years, but was never realized. Plus, I love a challenge!” From Portugal, the best way to get to the Zip-Line is by car to Alcoutim. There is a small ferry to take foot passengers accross the river (only €1 each) to a jetty in Spain. Only a few minutes walk towards the small beach is Limitezero's booking office, part of a lovely wooden Spanish bar. The Zip-Line can only be described as an adrenalin hit, with breathtakingly-incredible views and timetravel, all in one unique and exhilarating experience! Contact: info@limitezero.com, Tel. 0034 670 31 39 33 or see www.limitezero.com/en. Please note that The MINIMUM AGE (established by Law) for the use of Zip Lines is 14 YEARS OLD. The Zip Line is recommended for people weighing between 25 kg and 110 kg.

Tavira's misplaced English Chef

Local Chef launches his recipe book, sharing delicious dishes, with a twist of Portuguese.

W

e met up with Joe Devine a week and a half after his first, self published recipe book was launched, titled "A year's cooking in the Algarve". Joe has been living in Tavira since June 2012, originally intending to stay for only 3 months, after being offered a job at the popular restaurant Aquasul in Tavira. Having gathered over 100 recipes in the last 5 years Joe had been thinking of putting his own slice of pie into the world of recipe books. His career started in Guilford England, at a catering college, after which Joe went to Holland, working in Amsterdam for 22 years as a chef in a catering company and later a cookery school. During this time he had also written recipes for publication in other books. At this time, in terms of culinary culture, he took inspiration from France, Italy and Asia. Joe's book is in no way a Portuguese cookery book, however his dishes have obviously become more Portuguese. It is written with the intention to be easy to follow, with a simple, clean layout and a touch of humour. Joe says; "If you follow the recipe, anyone can make any of the dishes". All the ingredients are available locally. The book also features beautiful photos, not only of the delicious food, but of the of the stunning East Algarve region, taken by photograper Ana Paula Carvalho. Currently "A year's cooking in the Algarve" is available from Restaurant Aquasul, Casa Das Portas and Pessoas Cafe, all in Tavira, and soon, further across the Algarve. For details email Joe at devine.culinair@gmail.com or see his website www.misplacedchef.com

2 large aubergines 2 large tomatoes, deseeded and diced approx 1 cm 2 onions, peeled and diced approx 1 cm 3 cloves of garlic, peeled and finely chopped 1/2 tsp of all spice berries, finely crushed 2 tbsp of blanched almonds, roughly chopped 2 tbsp of raisins 2 tbsp of red wine vinegar 75 ml of extra virgin olive oil 1 tbsp of granulated sugar A good handful of flat leaf parsley, roughly chopped • Preheat the oven to 180°C/350°F/Gas Mark 4. Cut the aubergines lengthways in half and place them in an oven dish, cut-side up. • In a bowl mix the remaining ingredients, season with salt and freshly ground black pepper and spoon over the aubergines. • Cover the dish with aluminium foil and bake for 45 minutes, remove the aluminium foil and bake for a further 15 minutes. Eat immediately, or allow to cool before refrigerating until use.

ast April the Portugal News ran a news story on the front page about the taxman to target illegal rentals. Portugal is under pressure from the Troika to conduct the inspection of 400.000 properties with unlicensed holiday lets being a priority. The tax authority has admitted that over 300 million Euros in undeclared rentals is being lost each year. In a rigorous crackdown on undeclared rental income it is expected that tax inspectors will be hitting the streets this summer with a view to establish whether a holiday home is duly licensed and registered with the tax department. High on the list are popular coastline resorts. In addition, they also seem to be targeting long lets such as student apartments in university cities which indicate all type of rental property to be under scrutiny. One can only wonder what took them so long, after all the Trioka has been in town for a number of years. Is this a classic example of when a story hits the news – in this case the frontline - it is already discounted? Is it worth to take the risk? With regard to rental income from your property in Portugal, there are possibilities to lower your tax burden while still being in compliance with the law. If you are the owner of a property and have rented it out in 2013, you should already have filled your tax return in Portugal in the 1st quarter of 2014. On all income earned in Portugal, tax must be paid. Rental income is no different. If you are a resident, the rental income is added to your worldwide income and charged at a progressive rate. As a non-resident you pay a flat rate of 28% (was previously 16,5%) of rental income after deductible items. Some of the more important deductible items are IMI (council tax), building insurance (excluding content) and condominium fees. This applies to long term rentals. Portugal has established double taxation treaties with most countries in Europe and the tax you pay here

translates into a tax credit when you file your annual income return in your home country. Many homeowners who rent out their property on a short term basis (short term holiday lets) mistakenly file their tax return under the above regime. This originates back to the days when it was not possible to obtain a rental license (Licença de Alojamento Local) for reasons beyond the control of the owner, even though it was obliged by law. This changed with amendments made in 2008 which at the same time simplified the registration requirements. Regardless of paying your taxes, in order to rent out your property on a short term holiday letting basis you need to have a rental license (Licença de Alojamento Local). Once you have this license you can register the letting of the property at the local finance department as an activity. This regime allows you to deduct 80% of gross income as operating expenses without having to proof (invoices) these expenses. The balance is taxable at 25%, effectively reducing your overall tax rate to 5% of gross rental income. Your tax assessment in Portugal is final, according to double taxation

treaties throughout the European Union. In other words, you do not have to report this income again in our tax filing in your home country. As with most cash strapped governments, Portugal needs to widen its tax net to replenish the state’s depleted coffers. Austerity measures implemented in 2012 and 2013 will be followed by additional austerity measures in 2014, but this will not be enough to bring down the deficit. Expect the government to clampdown on tax evasion more than ever before, they have already hired hundreds of new tax inspectors with more to follow. At Happy Homes Algarve we specialise in providing full property management services for home owners from all around the world. If you rent out your property and are not sure if you are in compliance with Portuguese tax laws and/or would like to our discuss services for your property contact us, we would be delighted to explore how can assist you. After 11 years of exclusive outdoor furniture, candles and accessory brands, as well as becoming sole agent and distributor of The Big Green Egg in Portugal, Lindy Velas, headed by Linda Dubbelt Disse will now operate out of Curiosa. Dealership and distribution rights now pass over to Curiosa owners Harm and Wanda Crawford Tor. Curiosa, coined by customers as the ‘orange shop’, has cultivated exceptional brand recognition thanks to its bright orange storefront and corporate identity. Over its eight years in existence Curiosa has grown and developed, evolving into a shop known for carrying a large inventory of quality furniture for every part of the home. Throughout this evolution it has always stuck to a core philosophy, where good taste and innovative product sourcing methods ensure exceptional value and high quality. Like an Aladdin’s cave, Curiosa keeps stock levels high. Thanks to cavernous warehouse facilities onsite, the many products on display are available to take away or to be delivered immediately. waiting times normally associated with furniture purchase, just what you want, when you want it. The store itself features a series of spacious showrooms, covering a total area of 2500 sqm. In front of the shop, under a rippling canopy of geometric shade sails, – Curiosa stocks and fits Nesling and Umbrosa sails –, a wide selection of outdoor furniture sets, to suit all tastes and pockets. From the simple charm of wooden Adirondack chairs or the sculptural beauty of SaVeri™ micro-cement tables and benches, to endless configurations of comfortable outdoor lounge sets, coffee tables, chairs, parasols and awnings, Curiosa caters for all your exterior living and decoration needs. Moving deeper into the labyrinth of showrooms, an impressive range of teak furniture, including stunning tables, sourced from the manufacturer in the Far East to ensure affordable costs, in dimensions from as small as 70cmx70cm to an enormous 5mx1.20m. The final showroom features the company’s bed range, handpicked with comfort and orthopaedic solutions in mind. Curiosa’s aim is to provide its customers with a good night’s sleep and to banish any thought of back or neck pain and chronic fatigue. New arrivals for August include an ingenious bed featuring an electric ‘pull-back’ reclining system, from the luxurious Caresse. Curiosa’s many brands and

products, often unique in Portugal, and those which result from the merger with Lindy Velas, such as Borek, Garden Art, B7, Gloster and Glatz. In addition, to an extensive collection of candles and wind lights, the assortment is joined by the company’s bespoke carpentry and construction services. Clients can order custom made furniture and even outdoor kitchen configurations. The alfresco cooking theme takes on even greater importance when considering Curiosa’s newly acquired distribution rights in Portugal for The Big Green Egg, supported by Linda, the region’s expert in this unique product. Joining a brand new showroom featuring the entire Big Green Egg range, and the many accessories available, Curiosa has designed a flexible outdoor kitchen concept especially to include this ingenious piece of cooking equipment. Wanda, whose obvious good taste results from years of experience on the New York fashion scene, will be visiting all the major furniture and design fairs in Europe this autumn. Their goal is to add further quality products to Curiosa’s already sizeable range. Month 5 - O quinto mês - a quinta Red alert roundabouts

A

The fifth in our series following David Holland's experiences learning Portuguese as an Expat.

look at the ordinal numbers this month, led, in a roundabout way, to the discovery that Portuguese place names can be useful aids in the learning process. Religious festivals are known by some of the higher ordinals such as sexagésimo and septuagésimo (60th and 70th.) The familiar word ‘quinta’ translates as farm or estate as well as denoting fifth. A number of us live in places designated as ‘Quinta da ..’ There is a link. It is not by chance that a residential area such as Quinta da Barra is so named rather than Sexta (sixth) or even Sétimo (seventh) da Barra! The word ‘quinta’ derives from the olden days in Portugal when occupiers of land were bound to pay one fifth of the income from their farm or vineyard to the powers that were, whether Monarch or state. Words associated with place names abound locally; Quinta do Lago (lake,) do Vale (valley,) do Barril (barrel, cask,) da Pégada (footprint.) Monte Gordo near the crossing to Spain literally translates to ‘stout mount’ or ‘fat hill,’ and Vale do Lobo to Valley of the Wolf. Close to Tavira lies the town of Manta Rota; I had wrongly assumed

Rota referred to the colour red, not to the word ‘torn:’ (roto/rota being the irregular past participle of ‘romper’ to tear!) One explanation is that local fishermen in the past would use worn-out or torn blankets to keep out the cold when waiting on the beach before going to sea. Hence the name Manta Rota, ‘Torn Blanket.’ Translation of the word ‘red ‘ is not as straightforward as it may appear. English uses the word, ‘red,’ in many contexts. The Portuguese language reserves ‘tinto’ exclusively for its red wine. It would be incorrect to refer to the stop signal on traffic-lights (semáforos) as ‘tinto.’ This red is ‘vermelho.’ Whilst a red signal/light may also be denoted as ‘um sinal vermelho’ or ‘uma luz vermelha’ this would not apply to the socalled ‘red light’ areas in the English speaking world whose Portuguese equivalent is the more formal ‘zona de meretrício!’ Finally ‘encarnado’ is said to be a more refined way of describing full blooded red but ‘ruivo’ is strictly for redheads. By contrast the Portuguese for green, ‘verde,’ may apply to both traffic-lights and wine. In the case of the former to the traffic signal ‘GO’ and in the case of wine to the

well-known ‘vinho verde.’ Originally produced in the Minho area in the north-west of Portugal, it is made from unripened grapes and should be served young and chilled. Whilst labelled ‘green wine,’ rosé and red (tinto) versions are produced as well as the more popular white (branco). Some of the best Portuguese wines come from the Dão region and the renowned fortified wine Porto with its many vintages and blends is produced in the upper Douro valley. Man’s ingenuity with the grape ‘uva’ seems to know no bounds. We are well provided for in Portugal. On a finishing note to month 5, I had noticed how cleverly Rotundas (roundabouts) are themed in Portugal, as at the entrance to Faro Airport with the figures looking up to the heavens. Locally too, are good examples of the art including the Rotundas da Vela (Sail) and da Nora Velha (Old Mill-Wheel {Nora of Arabic origin.}) As a bye-product some useful new word associations may be picked up at the named rotundas. A case in point, from the Rotunda da Vela, barco a vela: sailing boat; vela also means candle: clip on ‘de ignição’ and you have a sparking-plug. Easy learning! David Holland.

The Productive Vegetable Garden

I

Planning and planting are the keys to a successful harvest.

have been asked on many occasions about plant spacing for the vegetable garden, so I have decided to write this month’s article on planning and planting vegetables. After choosing a garden site, the next step is to plan the arrangement of crops in the garden. First consider each of the points listed below. Then sketch a map of your garden area showing the location of each vegetable, the

www.eastalgarvemag.com

spacing between rows, and the approximate dates for each planting. Size of garden The size of your garden depends on the space available, the quantity of vegetables you will need, and the amount of work and time you desire to spend. Make the garden just large enough so that it will be interesting and fun for the whole family. Don't make it become a burden. Kinds of vegetable

Choose vegetables that you and your family enjoy. Make sure, though, that they can be grown successfully in your area. Some crops utilize space better than others. These vegetables can be produced efficiently in a small garden: Snap beans, Leaf lettuce, Spinach, Beets, Onions, Swiss chard, Broccoli Peas (followed by other crops), Tomatoes, Cabbage, Turnips, Carrots, Radishes

33

Gardens Another consideration in selecting crops is whether they taste noticeably better when they are fresh from the garden. Sweet corn is an outstanding example of this. Although it requires more space than the vegetables listed above, it is often chosen because of its high quality when fresh from the garden. Other highly perishable crops that taste best immediately after harvest are peas and asparagus. Growing seasons and growth characteristics Group the various vegetables according to their growing seasons and growth characteristics. Perennial crops, such as asparagus, rhubarb, and berries, which will be in one location for more than one season, should be planted along one side of your garden. Arrange early plantings on one side, probably near the perennials. Group early- or quick-maturing vegetables together so that after harvesting the space may be used for later plantings. To avoid shading, plant tall crops to the north or west of shorter crops. Spacing between rows Proper spacing between rows is important to allow for growth of plants, ease of cultivation, and efficient use of space. Recommended spacings are given below. If you have farm equipment

and plenty of space, make your rows long and wide enough apart so that you can use your farm tractor and cultivator, thus avoiding much handweeding. Successive plantings are desirable if you wish to have a continuous fresh supply of certain vegetables. Don't plant too much of a crop at any one time. Two or three small plantings of leaf lettuce and radishes may be made a week to 10 days apart in early spring, with an additional one made in the fall. Onion sets for green onions may be planted every two weeks until you have used up all your sets. At least two plantings of carrots, beets, and cabbage should be made - one early in the spring for summer use, another later on for fall storage. Several plantings of sweet corn and snap beans should be made throughout the season. Certain later crops can be planted in the

Any of the early-harvested crops, such as leaf lettuce, spinach, radishes, green onions, and peas, can be followed by beans, beets, carrots, cabbage, sweet corn, late spinach, late leaf lettuce, and turnips. Rotating crops from year to year is necessary to prevent diseases that overwinter in the soil. Do not grow the same vegetable or related vegetables in or near the same location more often than once in three years. Rotate crops from one side of the garden to the other. Erosion If your garden is on a hill, plant the rows across the slope rather than up and down. Non Habitual Residency Status

T

he non habitual resident (“NHR”) taxation regime came into force in Portugal in 2009 and is proving very successful at attracting individuals of independent means, pensioners and certain skilled professionals to establish residency in Portugal for tax purposes, while not being subject to any minimum or maximum stay requirements. In addition to the non-existence in Portugal of wealth tax, or of inheritance/ gift tax for close relatives, the NHR regime essentially grants qualifying individuals the possibility of becoming tax residents of a white-listed jurisdiction whilst legally avoiding or minimising income tax on certain categories of income and capital gains for a minimum period of 10 years. A major feature of the NHR regime lies in its interaction with the double tax conventions signed by Portugal or with the OECD model tax convention in the absence of one. In effect, most double tax conventions (of which Portugal signed 68) grant the possibility to tax most categories of income to the country of source of such income, although in practice, so as to attract foreign investment, many countries will not make use of that possibility to tax non-residents.

Since most such categories will not be taxed in Portugal in the hands of a NHR because they may be taxed abroad, in practice most foreignsource income types will be zero taxed in such hands. Taking the UK/Portugal convention as an example, if you are a resident of Portugal but receive dividends from the UK, then the UK has the power to tax them under article 10, although it does not if the recipient is not a UK resident. On the other hand, Portugal will not tax such dividends in the hands of a NHR either, because the UK may tax them under the convention. This way, the non-habitual resident of Portugal may receive dividends from UK sources completely free of tax. Under the NHR regime, the following categories of foreign-source income and capital gains (except if sourced from a blacklisted tax haven which has not signed a double taxconvention with Portugal) will be generally exempt from income tax in Portugal since they may generally be taxed in the source country, even though they will not often be taxed in the hands of non residents in the latter country either: • Profits derived from eligible occupations.

• Royalties and associated income. • Dividends, interest and real estate income. • Capital gains from the alienation of real estate (including shares deriving more than 50% of their value from real estate) and of ships or aircraft operated in international traffic Capital gains from the alienation of movable property (other than shares deriving more than 50% of their value from real estate or ships/aircraft operated in international traffic) will be tax exempt if the relevant double tax convention states that they may be taxed in the source country, but this is not the case with the OECD model or with the generality of the conventions, and therefore some basic tax planning may be required. It should be noted that several countries often deemed “offshore tax havens” do have double tax conventions with Portugal and are therefore white-listed for the purposes of the NHR regime. In addition, all EU member states are white-listed, even though several such states may in many ways be used as “offshore tax havens”, especially by non-residents from that country. Occupational pensions will be tax exempt in Portugal as long as they

may not be deemed sourced from Portugal. Foreign-source income from employment (including fees of directors and entertainers or sportsmen) will not be taxed in Portugal if it is taxed (at whatever rate) in the source country. Portuguese-source income depends on whether or not it is derived from eligible occupations, will be taxed as follows: • Employment income (including fees of directors and entertainers/ sportsmen), business or selfemployment profits and royalties (including payments for know-how), if derived from eligible occupations will be subject to a 20% flat rate; • Other Portuguese-source income will be taxed at the normal rates applicable to regular resident taxpayers; • A surcharge of 3.5% applies to the slice of the total taxable income (whether subject to progressive or

www.eastalgarvemag.com

flat rates) which exceeds for each taxpayer the minimum guaranteed wage of EUR 6,790 p.a. In conclusion, in order to maximise the advantages of the NHR regime it has to be taken into account not only the Portuguese tax law, but also the tax law of the source country of the income, as well as the double tax conventions applicable to the foreign-source income and advantages to receive as a NHR. Please feel free to contact us to discuss your personal situation and see whether you meet the criteria to qualify as a non-habitual resident (NHR). Altough the granting of NHR status is not automatic, it will not be refused if all the legally applicable criteria are met. Wood burner style & technology advances Part 2. High efficiency insert type models with mounting options to offer free standing versions.

W

hen one of our P o r t u g u e s e manufacturers with an extensive range of wood burning products embarked upon a new product development to meet with the tightening emission regulations coming into force across Europe, the first definition of the equipment specification was to provide: An insert type wood burning fire available in 3 sizes complete with fan assisted convection, to be set into a traditional style fireplace, with a maximum vision of glass and flames and minimal visible metalwork. The challenge was a tough one as achieving class 1 combustion in a large box type wood burner with a wide flame front required new burning technology to be implemented, but still at a competitive price level! The design was to utilise innovative materials, have both ecological and economic operation and a class 1 level of efficiency. This definition was progressively enlarged to encompass the firebox unit mounted into an aesthetically pleasing outer case with either a simple fuel storage box below or mounted onto a pedestal foot type base.

40

The products meet with all of the originally specified parameters providing: • Low consumption of wood - less than 2.2Kg/h on the largest model. • Secondary air combustion firing (using previously heated air) producing very low CO2 emissions (less than 0.3%). • High heating output efficiency of more than 75%. • Hot air convection regulator, to support the distribution of hot air. • Connection of the fireplace to an outside air intake if required. • Automatic smoke outlet regulation device. • Precise control of primary and secondary air inlets. • Extremely effective glass cleaning system giving the best possible view of the fire. • Optional remote fan control system. • Optional digital fan controller, with 5 pre-programmed positions. The result of the effort expended by the team is a product available in 3 sizes and all available in 3 different looks with simple clean lines, as detailed in the pictures. THE EAGLE HAS LANDED!

British fans including young Jude & Luke Rowley (front with scarves) meet Olhanense players. RIGHT: Charity Golf sponsors (L to R) George Allen, Mark Tarry and Steve Connors with Norman Whiteside (2nd from left). BELOW: Olhanense 102nd Anniversary Dinner. (L to R) Vicki Bawden, Ricardo, Irene Bridges & Christine Wright.

All the latest local sports news from Chris Wright.

O

ver 64,000 Benfica fans packed into the Stadium of Light in anticipation of seeing their heroes crowned as champions as they entertained bottom club Olhanense. Even the eagle that flies around the stadium before every home game soared higher and dipped its wings in homage as it completed an extra couple of circuits to the delight of the crowd. Olhanense, fighting for their Premiera Liga survival, proved to be stubborn opponents as they held the score at 0-0 until shortly after the break. But early in the second-half Lima pounced twice to settle the issue. Firstly Belec saved well from Nico Gaitan but Lima reacted quickly and slotted the ball home. Minutes later and the Brazilian front man raced free down the right. Belec should have had a comfortable save but allowed the ball to slip through his legs and over the line. The ensuing party around Lisbon's famous Marquês de Pombal statue - the traditional celebration site for the triumphs of the city's football clubs - continued well into the night. Benfica have proved to be the best team in Portugal this year and rightfully reclaimed the title they last won in 2010. As for Sporting, they

secured second spot and qualification for next season's UEFA Champions League group stage with a 1-0 win at Belenenses. FC Porto 3-0 win against Rio Ave secured third spot which means they will have to negotiate the preliminary round of the Champions League qualification. Estoril Praia in fourth and Nacional a place further back also ensured European football next term, with a draw and win respectively clinching access to the UEFA Europa League. EXPAT GROUP SUPPORT YOUTH The Olhanense Expat Supporters Group, who now have 300+ members throughout Europe continue to provide a link between expat fans in the Algarve, visiting football fans from overseas and holidaymakers interested in this historic club. The Expat Group, as part of their continuing support for the youth section, recently presented the club with thirty footballs for the aspiring youngsters who start at the age of eight.. VicePresident Manuel Teixeira spoke highly of the significant contribution that the expat group have made to the club over the past five years. “We have a very good working relationship with the expat community and their support and commitment means a great deal to us.”

The fans were also given a guided tour of the stadium and trophy room but the highlight of the day was when manager Giuseppe Galderisi invited the group on to the pitch to meet the players as they prepared for the big match with Benfica. 102nd ANNIVERSARY DINNER Sporting Clube Olhanense celebrated its birthday at the Marina Hotel, Olhão where a hundred guests gave a warm reception to former Portugal international goalkeeper Ricardo when he received the Player of the Year award. The affable custodian he made seventy-seven appearances for his country and saved a number of penalties in shoot-outs against England - had a season at Leicester City where he developed a passion for golf and he now enjoys, as he said, “some of the best golf courses in Europe.” Also at the Dinner was Irene Bridges, President of Springfield Bowls Club in Ealing, West London, who was celebrating her 88th birthday the same day. Her daughter Christine Wright said, “Mum has had a wonderful time at the Pedras da Rainha Bowls Club at Cabanas but the highlight was meeting Ricardo who was so charming and the President of Olhanense Isidoro Sousa who toasted her in champagne.”

RED DEVIL HELPS YOUNG SAILORS

party of fifteen Chelsea Pensioners recently enjoyed a week at the Pedras da Rainha Nature Sports & Beach Resort, Cabanas. Colonel Mark Baker was full of praise for David Reilly of Algarve Bowls who organised the visit. The oldest members of the group were 87

year-olds Arthur Haste (Coldstream Guards) and Alec Murray (Black Watch). A week previously Cardonald Bowling Club from Glasgow, who have been coming to The Algarve for several years, organised a ‘Cowboys and Indians’ fancy dress day as well as visiting Sevilla and the local area.

N

orman Whiteside, the youngest player ever to have played in the FIFA World Cup Finals, enthralled guests at the Beira Rio Restaurant in Tavira, with the story of his life as a football legend at Old Trafford. After thirty years he remains the youngest player to score in a FA Cup Final and the youngest player to score a senior goal for Manchester United. A particularly poignant moment was when he related how he heard Manchester United wanted to sign him. As a schoolboy he was a member of a school group from Belfast who visited the USA where he and his classmates met President Jimmy Carter in the Oval Office, a rare and extraordinary occasion for children from a disadvantaged background. On leaving the White House he received the news that was to completely change his life. The Golf Tournament, at the Quinta do Vale Golf Club was won by Tony Toner who had flown over from London especially for the event. Over €400 was raised to help disadvantaged youngsters experience sailing at the Clube Náutico de Tavira. Joint sponsors of the event, George Allen (The Hair Studio, Conceição de Tavira), Mark Tarry (Haven Overseas Property Solutions, Conceição de Tavira) and Steve Connors (Tavira Discount Warehouse) were thanked for their support which enabled the event to take place.
