Car Hire Fuel Con... Warning I

Olhão market classed as public interest monument

lhão Town Hall considered the classification of the municipal market as a Monument of Public Interest (MIP) as a ‘prize’ for the city, recognising the building’s “architectural and historic importance.” The two buildings that comprise the market, located along the city’s riverside area, near the Ria Formosa, were put forward to receive the classification from the National Cultural Heritage Authority, after proposals from the local town hall and the regional cultural authority. The decision to classify the municipal market as an MIP was announced in the government gazette Diário da República on 11 October, and included a 30 day consultation period during which interested parties could give their opinions on the project and the special protection zone created around the build-

ings. “This is the recognition of the architectural and historic importance of cities’ icons, the markets. The town hall decided to transform and improve the markets, in one of the first big investments we made in the city, and this is the recognition of that new strategy and that objective,” Olhão ViceMayor António Pina told Lusa News Agency. “This is one more prize that Olhão wins,” said Mr. Pina, adding that the “market is 100 years old and has a unique architecture.” Around €2.5 million was spent in 1998 to restore the building, which included funds from the European Regional Development Fund (FEDER). The work undertaken in 1998 preserved the project’s original identity, and its original uses as a fish, vegetable and meat market.

notice a fuel policy, that I consider a con, being levied by some car hire companies may be spreading. This is the practice of hiring out the vehicle with a full tank of fuel then requiring it back with an empty tank, with no refund for any fuel remaining. Most normal companies hand over the car with a given amount of fuel and expect it back with the same amount, fair enough. But the new practice is nothing short of a con trick. This summer both my son and some friends arrived at the Faro airport hire desk, of a certain Spanish company, to be asked for a €90.00 payment for a full tank of fuel, and told it was required back empty. (They were travelling from Faro to Manta Rota, 65kms and back plus a bit of holiday driving, never enough to use a tank of fuel). But, if they did not make the payment they would not be given a car. In one case the family was left standing at the airport at 10.30pm, the ‘gold’ plated ‘car’ company refusing to hand over the car. (Given they were small cars I question a €90.00 requirement for fuel, about 60 litres or 13 gallons in a Fiesta type car, but this is just salt in the wound). Having just booked a car myself, through a different company, I noticed a similar policy of full to empty, on hires over 5 days. I would recommend all readers warn relatives or friends hiring cars to double check the small print on fuel policy whoever they hire from. If, like me, you hire via the internet check the sites cancellation policy. I have taken to hiring from a site that offers a full refund if a cancellation is made within 7 days. I can then book hoping to get a company that has an honest policy, but if not cancel and rebook and keep trying until I do get what I want. But you do need to check the fuel policy as soon as your hire voucher appears, or you may miss out and be conned out of a substantial amount of money. John Norwood, Manta Rota

hen flu season strikes, your kids could be right in the line of fire. Children are usually the first in a community to get sick with influenza. They’re also more likely than adults to catch the flu when they’re exposed. And they’re usually the ones most to blame for circulating the virus. Children play closely together and they’re still learning hygiene, they can easily spread germs from person to person. The flu can make your little one feel pretty lousy, with its typical symptoms of fever, aches and pains, coughing and fatigue. Children with flu can suffer additional complaints like stomach pain, earaches and even convulsions. Want to prevent your kids from catching the flu? Here are six steps that can help. Get the flu shot The number-one advice is immunize your child against influenza. This is your best bet in keeping your child flu-free: In healthy kids the flu shot is up to 90 percent effective. If your child is under age nine and it’s her first time getting the flu shot, she should have a second dose in four weeks. Teach your child hand hygiene Handwashing is another proven method of stemming the spread of germs. But it’s important to teach your kid how to wash properly: we’re talking soap and scrubbing, people. A few finger flicks under running water won’t do it. Get your child in the habit of washing before he eats, after the bathroom, and whenever his hands are dirty. Hand sanitizer is helpful, but young children need to be watched carefully to make sure they rub their hands until they’re dry.

Otherwise, they may be swallowing alcohol ingredients the next time they put their hands in their mouths. Stay away from sick people Your child is more likely to catch the flu in crowded places. You may not be able to keep her out of school or daycare. But if you can avoid malls, performance halls and even public transport, you’ll reduce her odds of picking up flu germs. Don’t allow close contact between your child and someone you know is sick. If they do have the flu, then keep them at home also to prevent spreading on to others. Don’t be a carrier Kids can often catch the flu from their carrier parents. If you already have one child who’s sick, you can unwittingly pass germs to another child just by doing your regular mom or dad duties: wiping noses, holding hands, changing diapers or preparing food. Try to keep the risk to a minimum by washing your hands frequently. Use household disinfectant to clean any surfaces like taps, door handles or toys that you or the flu-infested family member may have touched. Humidify your home There’s a lot of scientific evidence that the flu virus survives best in low-humidity environments. That’s one of the reasons why it spreads in winter, when the moisture level in our indoor air is down. Now a new study at the Harvard School of Public Health suggests that humidifiers in the home may help to kill off the flu virus. More research is needed, but the study gives an ideal target range of 40 to 60 percent relative humidity. Encourage exercise If you want to help your child fight off the flu, make sure he gets regular exercise. That’s something

that may slide in winter months, when kids aren’t outdoors as often. But moderate physical activity has been shown to boost the immune system. The healthier you are, the better able you are to deal with anything that comes up, including the influenza virus. Look for opportunities for indoor activity, like swimming or gymnastics but whenever possible be outside walking and playing. Gareth Bullock

The influence of electromagnetic waves on human health.

o you use your mobile phone to wake up? Do you have some appliance in your bedroom like mobile phone, cordless home-phone, laptop or notebook, Wi-Fi, television, electric alarm clock or radio? Did you know that any of them is likely to disturb some of your important brain and body functions? It can also happen when you simply step on an uneven surface, or step down at an angle. The ligaments of the ankle hold the ankle bones and joint in position. They protect the ankle joint from abnormal movements. A ligament is an elastic structure. Ligaments usually stretch within their limits, and then go back to their normal positions. When a ligament is forced to stretch beyond its normal range, a sprain occurs. A severe sprain causes actual tearing of the elastic fibers. Causes: Ankle sprains happen when the foot twists, rolls or turns beyond its normal motions. A great force is transmitted upon landing. You can sprain your ankle if the foot is planted unevenly on a surface, beyond the normal force of stepping. This causes the ligaments to stretch beyond their normal range in an abnormal position. Symptoms: The sharp pain that is felt immediately after the accident or sudden movement responsible for the injury, is aggravated by the movement of the foot. The pain intensity may decrease after a few hours, and as

the joint becomes inflamed, pain reappears sometimes more intense than earlier. Bruises, caused by vascular injury and the consequent bleeding caused by lesions at the level of ligaments may appear in the area. The amount of pain depends on the amount of stretching and tearing of the ligament. Instability occurs when there has been complete tearing of the ligament or a complete dislocation of the ankle joint. Diagnosis See your doctor to diagnose a sprained ankle. He or she may order X-rays to make sure you don't have a broken bone in the ankle or foot. A broken bone can have similar symptoms of pain and swelling. The injured ligament may feel tender. If there is no broken bone, the doctor may be able to tell you the grade of your ankle sprain based upon the amount of swelling, pain and bruising. The physical exam may be painful. The doctor may need to move your ankle in various ways to see which ligament has been hurt or torn. If there is a complete tear of the ligaments, the ankle may become unstable after the initial injury phase passes. If this occurs, it is possible that the injury may also cause damage to the ankle joint surface itself. The doctor may order an MRI

(magnetic resonance imaging) scan if he or she suspects a very severe injury to the ligaments, injury to the joint surface, a small bone chip or other problem. The MRI can make sure the diagnosis is correct. The MRI may be ordered after the period of swelling and bruising resolves. Treatment For a simple sprain, or if you can’t get immediate treatment, use R.I.C.E (rest, ice, compression and elevation): • Rest your ankle by not walking on it. • Ice should be immediately applied. It keeps the swelling down. It can be used for 20 minutes to 30 minutes, three or four times daily. Combine ice with wrapping to decrease swelling, pain and dysfunction. • Compression dressings, bandages or ace-wraps immobilize and support the injured ankle. • Elevate your ankle above your heart level for 48 hours. Prevention The best way to prevent ankle sprains is to maintain good strength, muscle balance and flexibility. • Warm-up before doing exercises and vigorous activities • Pay attention to walking, running or working surfaces • Wear good shoes • Pay attention to your body's warning signs to slow down when you feel pain or fatigue Duarte Arrais, Fisioclub Fuzeta

’ve been very lucky in life when it comes to flying. So far I’ve never been on a plane that’s crashed and I’m one of those fortunate people that falls asleep within 10 minutes of sitting down, and I wake up when my wife nudges me that we’re about to land. So, as you can imagine - I’m fairly at ease about flying. At least I was, until I came across an article entitled ‘Rules of the Air’ which I was told has been circulated by British Airways training staff to their trainee pilots. I have no way of knowing if that is true or not, but just on the off chance that it is, I am considering spending my cash with Richard Branson in future. So, what makes me so wary? Read them for yourselves and see what you think! ‘Rules of the Air’ Every take off is optional. Every landing is mandatory. If you push the stick forward, the houses get bigger. If you pull the stick back, they get smaller. That is, unless you keep pulling the stick all the way back, then they get bigger again. Flying isn’t dangerous - It’s the crashing! It is always better to be down here wishing you were up there, than up there wishing you were down here. The only time you have too much fuel is when you are on fire. The propeller is just a big fan in front of the plane used to keep the pilot cool. When it stops, you can actually watch the pilot sweating. When in doubt, hold on to your altitude. No one has ever collided with the sky. A ‘good’ landing is one from which you can walk away. A ‘great’ landing is one after which we can use the plane again.

Learn from the mistakes of others. It’s unlikely you’ll live long enough to make all of them yourself. You know you’ve landed with the wheels up if it takes full power just to taxi to the ramp. The probability of survival is inversely proportional to the angle of arrival. Large angle of arrival equals small probability of survival and vice versa. Never let an aircraft take you somewhere your brain didn’t get to five minutes earlier. Stay out of clouds. The silver lining everyone keeps talking about might be another plane going in the opposite direction. Reliable sources also report that mountains have been known to hide out in clouds. The mark of a good pilot is to always try to keep the number of landings you make identical to the number of take-offs you’ve made. There are three simple rules for making a smooth landing. Unfortunately no one in this company knows what they are. You start with a bag full of luck and an empty bag of experience. The trick is to fill the bag of experience before you empty the bag of luck.

Be warned - Helicopters cannot fly. They are just so ugly the earth repels them. If all you can see out of the windscreen is ground that’s going round and round and all you can hear is screaming from the passenger compartment, then things are not all as they should be. In the ongoing battle between objects made of aluminium going hundreds of miles per hour and the ground going zero miles per hour - the ground has yet to lose. Good judgement comes from experience. Unfortunately, the experience usually comes from bad judgement. It’s always a good idea to keep the pointy end going forward as much as possible. Remember that gravity is not just a good idea. It’s the law, and it’s not subject to appeal. The three most useless things to a pilot are the altitude above you, the runway behind you and a tenth of a second ago. ast Midlands Airport, in the UK, has an initiative called depARTures to allow local artists to display their work within the Departure Lounges at the airport for a period of three months. Tanya Clare sent a number of photographs to the airport for consideration and was fortunate enough to have her submission accepted. Her installation is currently exhibiting until 29th November, so do take a look if you’re passing through the airport. Tanya and her husband, Norman, purchased a holiday home in Tavira nearly nine years ago when Tanya’s parents moved to a small village near Tavira. They love the area and Tanya plans on producing several more collections of photographs on the Eastern Algarve. One of her favourite spots is the anchor graveyard at Praia de Barril, near Santa Luzia, just a few kilometres down the road from Tavira. Although Tanya currently works in the IT industry, she has always loved photography and intends to become a full-time professional within the next couple of years. Tanya’s first

memories of photography were all of her father, taking black and white photographs with an old German Franka model that had belonged to his father. Her passion was born and she demanded a camera of her own. A Kodak Instamatic for her 8 or 9th birthday was the first camera she owned, and she later acquired that old Franka when her father upgraded to a Canon SLR. About four years ago Tanya decided to take her photography a step further in a move towards becoming professional. She has attended numerous training courses and had private tuition with professional photographers in pursuit of this goal, and is now actively taking on paid projects. To date, Tanya has undertaken informal wedding and christening photography, landscapes and travel, and has started to specialise in pet photography – combining her love of animals with her love of photography. Tanya has also recently added studio photography to her portfolio. The East Midlands Airport display is a collection of photographs taken by Tanya on her travels to Portugal with

David Thomas introduces himself and Safe Communities Algarve!

moved to the Algarve in 2005 having spent some 31 years with the Hong Kong Police. Although this was supposed to be retirement I found myself working as a consultant for INTERPOL in France which was to last for some four years. In 2010 I was privileged to work as a short term consultant for the United Nations office on Drugs and Crime (UNODC) in an area known as the Golden Triangle. Not the one in Algarve, but rather the Greater Mekong Sub region in the far east. In my career I have probably visited some 30-40 countries dealing with various policing issues. What this has taught me is that policing and crime are very different depending on where one lives. In Portugal many foreign residents did not have a great deal of awareness of the way the police operate and this was often perceived, quite wrongly, as falling behind the standards that they are used in their home countries or where they were before moving here. Likewise the police themselves were generally not aware of the culture of

foreigners. In late 2009 there was an upsurge in serious crime, mainly targeted against foreign residents in the Loulé area. This was unexpected and with little engagement between the police and the foreign community it was clear that greater community involvement was needed. In early 2010 the Safe Residents Program (SRP) was formed by the GNR Loulé which was aimed at improving the response to emergencies for residents living in the rural areas. This program was quickly developed and had the desired effect in not only reducing response times to emergencies but providing reassurance to the public. I became involved in helping the GNR promote this program and worked closely with the GNR and community reps in its development. Today the SRP has over 3000 households in the Algarve and is being expanded throughout the country. Portugal is different to many countries in that the public rely almost entirely on the police to provide crime prevention. There were no community organizations

in crime prevention support as one would find say in the UK, Australia, France, Germany, The Netherlands and Canada to name but a few. There was no Neighbourhood Watch scheme or organizations such as “Crimestoppers” etc. In late 2011 I met with the Commander of the GNR for the Algarve Region and floated the idea of filling this vacuum by forming a website that would work with the GNR in promoting crime prevention. I am pleased to say this was fully supported. My sincere thanks to Coronel Francisco Sousa. The name “Safe Communities Algarve” was chosen as it reflects the work that the government was already taking to help keep the Algarve a safe place to live, and also because the word “communities” enshrines both residents and visitors. It also acknowledges that the Algarve is a safe place to live and the aim there is to maintain this for the future. Basically Safe Communities Algarve was formed as an on-line platform providing a “one stop shop” of information and access to

services available to all members in the community in the region on the subject of crime prevention. Aims The overall aim of Safe Communities Algarve is to “Promote safer communities, enhance security awareness and reduce the risk of becoming a victim of crime”. More specifically, it works closely with the police, other authorities and the security industry in order to: • Assist the authorities provide crime prevention advice to residents and visitors to the Algarve. • Help the authorities communicate details of the Secure Residents Program, how to join the scheme and where to obtain information. • Provide a forum of experience and expertise to support and compliment the work of the police. • Encourage active support of the police effort to promote crime prevention and safe communities. Safe Communities Algarve was publicly launched at a forum in Albufeira organized by the British Consul Clive Jewell in October

2011, in the presence of the British Ambassador to Portugal Jill Gallard. I am grateful that she enthusiastically supported it and has done so ever since. Shortly after this the Dutch Ambassador also gave his full support. At the start the main contents of the website were downloads of crime prevention material mainly prepared by myself. Since then it has expanded considerably and now incorporates some 13 features and services. These range from uploaded crime prevention material provided by the GNR and PSP; its own radio feature Crimecheck on Kissfm; an on-line crime reporting in English linked to the Ministry of Affairs portal; “My GNR” an interactive feature designed to promote public enagagement with the GNR and the reporting of suspicious activities; missing persons; links in 11 different languages and much more. The website is gradually being translated into Portuguese and some parts are in Spanish. Interest in crime prevention and public

awareness of their role in preventing crime has grown considerably over the last two years. This is illustrated by the fact that over the last 3 months some 360 people have attended the four seminars organized by Safe Communities Algarve in conjunction with the GNR, PSP, British Consulate, Night Guard Service, municipal councils and APAV. More are planned in the future including the Eastern Algarve. Another illustration of the interest is that in August 2012 the website received some 87,000 hits! Much more is planned for the future and by the time people read this article we will have formed as “Associção safe Communities Algarve” the first nonprofit making Association dedicated to crime prevention in Portugal. I hope therefore that residents do visit Safe Communities Algarve at its website www.safecommunitiesalgarve.com. We have just launched a Facebook page at www.facebook.com/ scalgarve which is where details of events can be found as well as other information.

Similarly if you cater for the middle income family market, there’s no need to put Persian rugs in the children’s bedroom. It really pays to know your customers. Lounge/Sitting Room What do you do at the end of the day when the suns gone down, enjoy a drink together, watch a film or read your favourite book, this is what your clients will do. It may be tempting to buy cheap wicker furniture or futons rather than proper sofas but don’t do it. While people do not like to see a room filled with unnecessary furniture think beyond basics, people like occasional tables to put their gin and tonic on, and console tables to throw their keys on, this shows you have thought about your client and in return they will treat your home with the respect it deserves. Bedrooms You and your guests spend more time in the bedroom than anywhere else in the house. So it’s important to get it right. The best rule of thumb is yourself, if the beds aren’t

comfortable enough for you, they’re not good enough for your guests. Again think beyond basics, where can people put their clothes, do their hair and make-up, occasional chairs and dressing tables don’t have to cost the earth but can make a big difference to the look of the room When you have furnished the property spend time in your holiday home before you have any guests then you will then realise what might be missing, it could be little things such as towel rails in the bathroom or a whisk in the kitchen, remember if you notice the small details so will your clients. Finally when it’s all done don’t forget to market the property properly with great photos. Ensure rooms are clean, tidy, uncluttered, and choose a time of day when there is plenty of natural light in the room. Don’t forget those all important blue skies! A traveller wants to see what they are going to get for their money. Moving shrubs and trees

Your borders are full and your plants are jostling for position. It’s time to be bold and create some space by moving a plant or two

When is the best time of year to move trees and shrubs? Generally, autumn is the best time for moving plants. However, most evergreen shrubs and trees should only be moved when their roots are active; early October or March is best. If you move them late in autumn and the following winter is very cold, dry, or both, then evergreens will be in danger of desiccation and water stress. This is because they retain almost all of their foliage. If evergreens are transplanted during the milder, moister times of the year, then the roots are capable of starting to grow again straight away, while the tops are not in active growth. Deciduous trees and shrubs are less fussy than evergreens. They can be moved any time between November/ March. When shouldn’t I move my plants? Do not move plants if the ground is frozen. Also, if your soil is

heavy, your borders are full and your plants are jostling for position. It’s time to be bold and create some space by moving a plant or two or gets waterlogged in winter, wait until spring to move them. My shrub is too big. Should it be pruned or moved? If your plant is taking up a valuable sunny spot, but would do just as well in a more shaded position, move it. You can use the new space for a different, and perhaps more interesting, shrub. How likely is it that the move will be a success? Moving trees and shrubs is not as risky a business as you may think. A Gardening survey found that 70% of readers’ shrubs flourished after moving, while only 10% did poorly. More than four out of five small trees and conifers also did well. How do I know how far the roots of the plant I’m moving will spread?

Tree roots generally spread to about a quarter of their height. The roots of shrubs are usually about the same width as the spread of the older, thicker branches. How deep will the roots be? This depends partly on the kind of soil you have. Roots grow deepest in sandy soil; dig down to about 60cm to get beneath them. Dig to 30cm in clay and 45cm in loam. Plants on thin, chalky soils won’t have many roots growing below 20cm. Bear in mind that a 45cm-deep root ball measuring 90cm across could weigh close to a tonne, so recruit some help! How many roots should I try to save in the move? All plants absorb water only through their extremely fine, hairlike roots. When moving a plant, don’t worry about cutting through some woody roots, but save as many of the delicate, fibrous ones as you can. Any disturbance will break them, so be as gentle as possible.

Gardening Step-by-step to moving shrubs and trees If the soil around the plant to be moved is dry, give it a good soaking the day before lifting. This will make your job a lot easier. Dig out a new hole for the plant you are moving. It should be about twice the estimated width of the root ball and the same depth. Heap the soil to one side on a plastic sheet. If a stake is required, position this now. Using a spade make a slit around the estimated width of the root ball and use this as a guide to dig out a trench around the root ball. Cut off any horizontal roots you come across, using secateurs or a saw if your spade won’t go through them easily. If the plant you are moving is a small shrub, it should be possible just to push the spade under its root ball at an angle of 45° all the way round, then tunnel underneath. Get the spade right under the roots and slide a piece of heavy-duty polythene or sacking underneath. Use a plank to slide the plant out of its old hole, pulling by the plastic or sacking. If the root ball is too heavy to get into a wheelbarrow, either drag it to the new site or tie two stout poles to a strong rope, passed diagonally both ways under the root ball. The plant can then be carried in a stretcher-like fashion by two people. Replant at exactly the same depth as the plant was in its previous position. Planting too deep can kill trees and shrubs. Fill in the hole, firming with your foot as you go. Make sure all spaces between the roots are filled. Attach to the stake if one is being used. Water in the plant, and keep it well watered for the first two seasons while it settles in.

Do I need a stake? Tall trees and large evergreens may need to be staked when replanted in a new position. The Forestry Commission advises one short stake, no more than a third the overall height of the tree or shrub. A short stake is enough to hold the roots firm, but allows the tree to flex in the wind and gain strength in the appropriate part of the trunk. A tree’s stem only thickens in response to the natural bending that occurs as it moves in the wind. If it is held rigid, by a long stake for example, it will not get the stimulus to thicken. Trees with stakes that are too tall are often narrower near the ground than they are above the top tie. If the stake breaks or is removed from trees like this, even after several years, the tree may fall over. The stake should be put in place before the tree itself. After planting, tie the tree to the top of the stake and use a spacer to prevent the tree from rubbing against it. You should check regularly that the tie is not tight or restricting growth. Stakes should only be needed for two or three seasons.

What about aftercare? Keep newly moved plants very well watered for the first couple of months after moving. If the roots or the soil around the plant become dry then it will lose water, even if it has no leaves. Root-pruning With large plants, particularly those with thick, widely spaced roots (eg buddleia, ceanothus, cherries, leyland cypress, pines, pyracantha and robinia), it’s worth root-pruning them a year before they’re moved. Dig out a trench, as if you were going to move the plant, and cut back the roots. Fill the trench with a mixture of soil and peat or composted bark, plus a few handfuls of bonemeal. Leave the plant for a year to allow it to form new roots nearer the trunk. Water the trench as necessary to keep it moist and remember when it’s time to move the tree that the new root ball will extend to the outside diameter of the trench. If you want to root-prune large trees, more than 5m high, divide the trench into six segments and cut back the roots from every other one in the autumn; tackle the rest in spring.

Your domicile status and liability to UK inheritance tax

ne of the most financially damaging taxes facing wealthier British families is UK inheritance tax. Living overseas, in this case Portugal, does not automatically protect you from inheritance tax since liability does not rest on residence or even nationality, but on domicile. Anyone who is UK domiciled or deemed UK domiciled is liable to

inheritance tax on their worldwide assets. The current threshold is £325,000 per individual or £650,000 for spouses/civil partners. The tax rate is 40%. Transfers between spouses are exempt (except between a domiciled and non-domiciled spouse). Assets situated in another country may also be liable to tax there, although in most cases the UK would give credit for the tax paid overseas,

as is the case with Portugal. Under UK law you can only ever have one domicile at a time and can never be without one. Your place of domicile does not have to be the country where you have your closest personal association. You can live in Portugal for many years and remain a UK domicile. homeland. Changing your domicile is seen as very serious step in the UK. There are three types of domicile under English law: domicile of origin; domicile of dependence (applies to women married before 1974, children and mentally disordered persons) and domicile of choice. To acquire a domicile of choice you must be physically present and a tax resident in your new country, in this case Portugal, and have formed the intention of living here permanently, not foreseeing any reason to return to the UK, such as widowhood or illness. You need to sever as many ties as possible with the UK. It takes at least three years to shed UK domicile for inheritance tax purposes. You will be deemed domiciled in the UK for inheritance tax if you were UK domiciled at any time in the previous three years, or were resident in the UK for any part of at least 17 of the last 20 years. Although the link to domicile of origin

can be removed, it is not destroyed and can be instantly reinstated. Inheritance tax is often described as a "voluntary tax” since tax planning devices are available to mitigate or avoid it. There are a number of ways in which your domicile status can be satisfactorily tested, but professional guidance is required. If you get it wrong your heirs could receive an unexpected tax bill. No profit, no tax. VAT (IVA) is a sinister tax in that it is levied on the company’s turnover; every penny of its income, whether it makes a profit or not. What is the answer? I don’t know. Why did Portugal not face this problem before? They simply printed their way out of trouble, paying social services and government bills with newly printed Escudos. This eventually led to inflation, and people’s savings were worth less over time, but the economy limped on. Whilst locked in the Euro Mechanism, Portugal cannot print money (Euros). So previously, the entrepreneur invested his savings, created jobs and made a profit. The government

printed money to pay its bills, thus reducing the entrepreneur’s savings as inflation eroded it. But he did have some profit and savings! Can you see the difference? If Portugal goes back to the Escudo, they will be able to print money, relieving us of the VAT burden, allowing us to earn and save (some) money to reinvest and create job opportunities. We have to live with the inflation. With the current situation, VAT is bankrupting our companies, there are no savings to invest, and we all share in the perpetual austerity measures. Our banks are under pressure, while the International Primary Dealing Banks are flooded with freshly printed US$. Why do we let them have sole right to printing their way out of debt? This situation is so funny it has brought tears to my eyes, not, however, tears of joy! Let’s be prepared to leave the Euro mechanism and flourish.

n this difficult economic climate everyone wants to maximise their benefit from the money they have available to spend and it is sometimes difficult to consider high efficiency and reliability, with long working life as selection criteria when spending on home heating appliances, but like in most things, it is true that you get what you pay for! The wood burning stove manufacturing companies, like private individuals, need to remain solvent and they are attacking the problem in a number of ways in their efforts to remain in profit and in business! Those companies who supply products for the low specification, low efficiency and low cost market (generally but not exclusively as seen in the large chain DIY outlets) seek ways to reduce the price of their products by cost cutting in the materials used to make the products and by the use of cheaper labour. In the case of a wood burner this may be done by the use of thinner and lower grade steel or cast iron for the casing, the use of thinner glass in the door, lower grade thermal linings inside and if a fan assisted model, cheap, low output and noisier fans than previously used. These quality reductions are often disguised by the products being produced in radically different shapes and sizes from their predecessors or by the addition of adornments or unnecessary embellishments like fancy handles to give a supposed “sexy” look. In the middle to upper end of the wood burner market where we operate, the story starts off the same but the solutions adopted by the manufacturers concentrate on the production of a better product for the same or slightly reduced price achieved by the use of improved design, better manufacturing techniques and the use of lower cost but better alternative materials! Examples of products that meet this improvement criterion are detailed below: Product type – insert wood burner with high efficiency fan assisted convection The manufacturer determined that the quality of the product could be maintained but the manufacturing cost and hence the selling price could be reduced by the adoption of a slight design modification and change in the assembly technique with the use of a new high tech material inside the box. The result has seen a reduction in selling price making the product more competitive in a wider segment of the market, with a bigger sales volume

he Algarve’s only Premier Liga team has resembled Jekyll and Hyde with their performances of late. A stunning 4-4 draw at highly rated SC Braga and a 3rd round Portugal Cup win were sandwiched between inept showings against Nacional and Moreirense. With the pitch at the José Arcanjo Stadium, Olhão undergoing extensive remedial work, Olhanense continued to play their home games at the Algarve Stadium. Nacional (Madeira) travelled the thousand kilometres to the Algarve and nicked all three points with a stoppage time goal to condemn Olhanense supporters to more despair. A soft own goal by Mauricio was cancelled out early in the second-half when Abdi blasted home a Luis Felipe cross. It was then all Olhanense as they pressed for the winner. Djaniny missed a golden opportunity before the Madeiran side recorded their first win of the

season when the Venezuelan Mario Rondon made it 2-1. With no time remaining Olhanense could only reflect on what might have been. A week later and the supporters could only hope for a miracle as the visit to Braga loomed. ‘Os Arsenalistas’ were on a roll with victories over Rio Ave, V.Guimarães and an impressive 2-0 win at Galatasaray (Turkey) in the UEFA Champions League. Sérgio Conceição’s side had clearly paid little attention to the form book, as they took the lead through Abdi after just

Ivanildo intercepted Hugo Viana’s casual pass and charged towards goal before letting fly from long range. A slight deflection off Douglão left the Braga goalkeeper with no chance. Ten minutes later and Sérgio Conceição’s side increased their lead. Babanco delivered a low ball in from the left wing and Ivanildo made it 3-1. Douglão pulled a goal back for Braga shortly after the restart but their pursuit of the points left them acutely exposed at the back. Olhanense’s counter-attacking master class continued to trouble the home side and a searing run from Babanco left Abdi clear through on goal only to be denied by an excellent stop from Beto. But Olhanense were in seventh heaven when the rebound ricocheted off

CUP VICTORY Olhanense recorded a comfortable win in the 3rd round of the Portugal Cup (equivalent of the FA Cup) over non-league 1° de Dezembro (Sintra). The home side rested several players including Babanco, David Silva & Djaniny. Goals from captain Rui Duarte, Jander - a thunderbolt from thirty metres - and Yontcha were enough to ease the team into the 4th round which is scheduled to be played on the 18th November. RETURN TO OLHÃO Olhanense returned to their home ground after an absence of two months for the clash with fellow strugglers Moreirense. This was the worst performance by Sérgio Conceição’s

side since he took over in January and only two penalties, converted by Rui Duarte, salvaged a point in the 2-2 draw. Could the continuing saga of the possible departure of the young coach be responsible for the inept performance? AEK Athens wanted the former Portugal international but were not prepared to meet the €250,000 compensation demanded by Olhanense. Subsequent press speculation has linked Conceição with the vacancy at UEFA Champions League side Cluj (Romania). SENSATIONAL CAPE VERDE VICTORY Olhanense players - Babanco, Djaniny and David Silva - helped create history for the tiny Cape Verde Islands when they eliminated Cameroon from the Africa Cup of Nations. The small archipelago of islands, off the west coast of Africa, gained their independence from Portugal in 1975 and has a population of just 500,000. Cape Verde had won the first tie 2-0, including a goal from Olhanense's Djaniny, and although they lost the second leg 2-1, their 3-2 aggregate win guaranteed a first appearance in the finals, which take place in South Africa next January. Cameroon are one of the top African nations having won the Africa Cup of Nations on four occasions and even reaching the quarter-finals of the World Cup in 1990 when 38 year-old Roger Milla was their goal scoring star. Just ten years ago Cape Verde, the ‘Tubaroes Azul' (Blue Sharks), beat Mauritania 2-0 at home to record their first win in a competitive international and are

now ranked 51st in the world. Famous players who could have played for Cape Verde include Cristiano Ronaldo, whose grandmother was Cape Verdian, former Barcelona and Manchester United star Henrick Larsson whose father Francisco Rocha was also born on the islands, whilst Carlos Almeida da Cunha, best known as the Manchester United player Nani, was born there but his family moved to Portugal when he was a child. Gelson Fernandes was born in the capital Praia but moved to Switzerland when young where he represented his new country in the 2010 World Cup. Gelson, who currently plays for Udinese (Italy) also played for Manchester City and St. Etienne (France). The latest line-up of the Cape Verde national team includes a number of internationally acclaimed players. Odysseu Guy Ramos, currently plays in the Netherlands for RKC Waalwijk, Toni Varela plays for Sparta Rotterdam, Ryan Mendes da Graça plays for Le Havre in France, while in SpainValdo plays for Levante and Valter for CD Alcala. BENFICA PRESIDENT REELECTED Thousands of Benfica fans in the Algarve have recently voted in the club’s presidential elections. Present incumbent Luís Filipe Vieira was overwhelmingly returned to office with 83% of the vote to become the longest serving President, he was first elected in 2003, in the 108 year history of the illustrious club. utting without ever looking up to see where the ball has gone is a remarkably tell tale-drill. It gives you an accurate indication of your natural feel for weight. With roughly ten balls, aim to a hole free area. Take one ball at a time and try to stroke it to a point about 8 metres away. Don’t look up between putts, just roll the next ball towards you and repeat your stroke. Try to keep everything the same, the line, rhythm and strength. The idea is to finish up with the balls as tightly grouped as possible. Only after the last ball is on its way may you look up. With putts of that length you should be able to throw an imaginary ring (about 75cm in diameter) around all the balls (see picture). Keep practising until you succeed then move on to a longer distance. For every (1.5m) you add to the length of the putt, the diameter of your target area should increase by (15cm). The exercise is better than the usual (blind-fold drill, putting with your eyes shut), since you can still concentrate on your stroke, and your ball striking is more consistent, both your touch and putting stroke improve together.
