Tavira mayor succeeds Correia as president of AMAL

T

he mayor of Tavira, the socialist party’s Jorge Botelho, was today elected to chair the Intermunicipal Community Algarve (AMAL), succeeding the former mayor of Faro Macario Correia. The socialist party now dominates the Algarve’s councils after success in the municipal elections of September 29th. The Socialist party claims that with the removal of PSD from office, the Socialists will have an opportunity to make some changes by putting pressure on the government over the Algarve’s various problems. The Algarve needs to make some radical changes to re-establish itself after the fiasco of the A22 tolls that

put off many Spanish tourists and day trippers. For example, Tavira could lead the way by removing the license fee for live music. This would encourage more venues to offer entertainment, as one of the world’s leading holiday destinations should. AMAL should also question the right of the government to act on behalf of the music industry by collecting their royalties. Industry lobbyists have “persuaded” the government to force these payments, yet they are grossly unfair to low-wage economies like Portugal. We are happy to pay our fair share, but why not index it to the average wage in the country vs the USA average wage?

All change in São Brás

he picturesque town of São Brás de Alportel is about to get a spanking new main square and general urban face-lift. São Brás council has awarded construction company José de Sousa Barra & Filhos Lda a €135,000 contract to renew the Praça da República. The municipality says it considers the work “essential” for creating a more dynamic local economy. Praça da República is located in the town’s centre. After the work, it will be equipped with an 85-lot parking area, a parking area for bicycles, a variety

of green areas and pedestrian paths, and also a leisure space with bars. “The renovation of this square is a follow-up to all the renovation and modernisation work that the municipality has developed to improve infrastructures that contribute to the wellbeing of our local residents,” the municipality declared in a press release. The council also revealed that renovation work would go ahead at Largo de São Sebastião and Avenida da Liberdade and that a new park, Parque das Amendoeiras, will soon be created.

Tavira drug boss caught red handed

A

police swoop on a family home in Tavira has uncovered a complex drug laboratory believed to have been one of the “principle supply points” for cannabis in the area. GNR officers raiding the home of a couple in their 30s also discovered the family’s two children “living in contact” with the drugs on a daily basis and the case has thus been reported to child protection services as well. The family’s laboratory involved a number of rooms in the house where cannabis leaves were set out to dry while a greenhouse on a surrounding plot of land was used to grow the plants. The surprise swoop netted 3,000 individual doses of cannabis as well as an assortment of equipment used to prepare the drug for consumption. A statement from GNR regional command said the father of the family was “very knowledgeable” in the preparation of the drugs - even in technical issues like the extraction of resin, so it is likely that hashish had also been produced on the premises. The husband and wife team will now be tried by Tavira court.

T

his month we welcome back our makeover special, courtesy of George from 'The Hair Studio' in Conceição, and our enthusiastic model Elaine Walker. Elaine originally from Mansfield in the U.K now lives in Castro Marim and works as a part time Dog Groomer. She felt that her hair had become a little tired and lifeless and didn’t really know what she could do to bring back some life without doing anything too radical.

George explained that Elaine’s hair was an all over white colour so he used a warm mid natural blonde base colour and to add volume brought in a bleached area to the front section, with low volume peroxide. George took just 45 minutes to create Elaine's new look. His aim was to create texture and add volume to the top and graduate the back and sides, but also make sure the style was easy enough for the client to re-create. “As well as a first rate cut,

it is very important not to make a colour too dark, a common mistake people make when they do a home colour” he explained. Now Elaine has a stylish new look and is absolutely thrilled with the result. “George has worked a miracle and I feel so much younger with a new lease of life”. Flu Naturally

he flu does not have to be inevitable for you or your family and can be avoided naturally by strengthening your immune system. Here are some ideas how to give yourself that boost. Taste the rainbow. Eating a wide variety of fresh, wholesome foods packed with powerful vitamins and minerals is the first step to ensuring a strong immune system. Vitamins A, B6, C and E and the minerals zinc, iron, copper and selenium are critical for maintaining strength and immunity. Make sure that your diet consists of a rainbow of fruits and vegetables to ensure that you are getting all of the necessary nutrients. Supplementing your diet with a daily multivitamin will fill the gaps where your diet falls short and should be an essential part of your health regime. During cold and flu season, increase your dosage of vitamin C for added virus fighting benefits. Should you still become sick, studies have shown that the powerful antioxidants in vitamin C can reduce both the symptoms and duration of the flu. Garlic please! Certain foods can give you an extra boost and should be factored into your regular eating habits. Garlic is known for its antibacterial, antiviral and antifungal properties and can prevent infections from taking hold and spreading. A daily serving of two raw garlic cloves will provide you with the bulbous herb's healthy benefits. Tip: To avoid offensive garlic breath, cut the cloves into smaller pieces and then swallow them with water or herbal tea. Follow with a sprig of parsley. A mushroom a day! Mushrooms have been found to increase production and activity of white blood cells, improving your chances of fighting off infection. Both shiitake and maitake mushrooms provide the biggest immunity boost. Have a tea party! Jump-start your immune system each morning with a fresh pot of black tea. While

the healthy properties in black tea have been known for centuries, a recent study confirmed its healing effects. The study found that people who drank five cups of black tea a day for two weeks had 10 times higher levels of the cold- and virus-fighting chemical interferon than those who did not drink tea. Researchers suspect that green tea has the same effect. Run! Exercising for 30 to 60 minutes daily can give your immune system the extra kick that it needs. A study found that people who walked regularly for 12 weeks had half the number of colds and sore throats as people who were less active. Exercise is also a great way to reduce stress and its harmful effects on the immune system. It has been estimated that 90 percent of illness and disease is stress related. But don’t overdo it! Too much exercise can have the opposite effect on your immune system. Exercising for more than 90 minutes a day could make you more susceptible to the flu virus. Sleep Getting a good night’s sleep is essential for the immune system to recharge itself. An overly fatigued body doesn’t have the necessary strength to fight off infections. With eight hours a night of solid sleep, your body will be ready to face a new day and ward off pesky invaders. Lather Up! A strong immune system should be able to combat the flu virus, but washing your hands frequently can increase your health odds even more. Use warm water and soap and avoid touching your mouth, nose and eyes to prevent the virus from entering your system. Avoid the flu shot! According to Dr. J. Anthony Morris, the former Chief Vaccine Control Officer at the FDA, "There is no evidence that any influenza vaccine, thus far developed, is effective in preventing or mitigating any attack of influenza." When you also consider the toxic mixture of chemicals found in the flu vaccine, the decision becomes a no-brainer. Among the vaccine’s ingredients are such toxins as

There are large dogs and a wonderful array of small dogs. Then there are the tiny, toy breeds which are supremely popular today. However, if you're looking to own one of the most exotic, amazing looking canines in the world, you need to check out the superb Komondor. The Komondor is a true herding dog, they were used to protect flocks from predators. They are often believed to originate from Hungary, however recent evidence has come to light that strongly suggests that the komondor was the guard dog used by Sumerian shepherds in the TigrisEuphrates valley 7,000 to 8,000 years ago. The names of these dogs have been found on Sumerian clay tablets. They boast wonderfully calm natures and tend to work things out for themselves if they are backed into a difficult situation, making them extremely clever creatures. In Hungary they are still prized as a breed that's valuable at protecting flocks of sheep from wolves and other predators. The breed has an amazing coat that resembles more a mop than fur, but this gives a Komondor loads of protection if ever they are attacked by wolves – leaving attackers with a mouthful of closely matted fur and saving the dog from any serious injuries. By nature, Komondors are protective characters and can

be a little aggressive at times which means they are not the perfect choice for first time dog owners. However, they are the perfect dog for anyone who has loads of time to spend with their pets because Komondors love to have loads of attention, they adore interacting with their owners showing an incredible amount of loyalty towards them. The breed has to be one of the world's most spectacular looking dogs with their distinctive white matted coat that resembles dreadlocks, giving them such a great appeal, so reminiscent of the animated dog in the Magic Roundabout called Dougal. They tend to have white coats although there are some dogs with slightly darker shades too. These dreadlocks usually reach ground by the time the dog reaches the age of five or six. Under this amazing coat around their faces, are two very cute black eyes and a black shiny nose! Gorgeous Little Fluffy Puppies At birth Komondor pups have a baby coat that's soft and fluffy but at around a year old, this all starts to change and the fluff begins to start matting, eventually turning into spectacular dreadlocks which sometimes need to be untangled, although the breed should never be brushed or combed out. Komondors boast a grey coloured skin which can be seen in the parting along their backs where their coat naturally falls down onto each flank. A mature dog's coat can weigh in at several kilos and it covers them

One of the oldest breeds known to man, faithful and loyal to the end, are now being bred in the East Algarve. from head to tail in a really charming way. Many people when they first see a Komondor think their owners have plaited them up not realising this is the naturally matted coat the breed boasts. Temperaments These gorgeous looking Hungarian herding dogs have quite unique temperaments. They're assertive and very protective by nature, hence they make such great guards for flocks of sheep. Their coats are a great camouflage when they are protecting sheep too, they're pretty hard to spot in a herd. They are extremely intelligent dogs and have a tendency to “think” for themselves which means they are not a great choice if you are a first time dog owner. However, people who have owned a Komondor for a while, can vouch for their total devotion to their owners watching every move they make. Grooming a Komondor When it comes to grooming, Komondors are relatively “low maintenance” because as previously mentioned, their coats don't need brushing or combing out at all. They just need to be kept an eye on and untangled from time to time. They should not be bathed too often either as this takes out all of the natural oils found in the coat which weakens it. However, when a Komondor does get wet or is given a bath, it takes forever for them to dry out – you need to count anything from 24 to 48 hours for their coats to fully dry out which means it's not a good idea to get them wet

when the weather is too cold. The All Important Training As with most larger breeds of dog, it's essential for a Komondor to be well trained and socialised from an early age for them to be more manageable. It is also crucial for a pup to bond with owners so the bond becomes so strong it is virtually unbreakable. Rare Dogs to Find Komondors are hard to find in other areas of the world apart from their native Hungary. With this said, the breed is gaining notoriety all over the globe because of its stunning looks and lovely, loyal nature. Health Problems Komondors Tend to Suffer From As with some other larger breeds of dogs, the Komondor does tend to suffer from hip dysplasia, which is a degenerative disease that needs to be kept an eye on. Because of the breed boasts such a thick matted coat, it is crucial to keep a watch out for fleas and to treat the dog as soon as you notice there may be a problem. The other thing that tends to be an issue because of the matted coat, is that lots of things get tangled up in it and this includes grass seeds. These need to be removed to avoid any further problems. For such a large dog, Komondors have long lifespans and reach the ripe old age of 12 years old and more if they are well cared for. arch 1996 saw the beginnings of Tavira's Islamic museum, and much of the credit for the findings and subsequent development of the museum lies with archaeologists Professor Manuel Maia and Maria Maia. After a decade of painstaking work the project has cost more than two million euros which has been funded by the E.U, Tavira Town Hall and other national funds. The town hall bought the land and building which now houses the tourist office on the ground floor then brought in experts in archaeology and architecture who have carried out works on the remaining original Islamic wall that would have been part of the main fortress.

The museum documents the significance of the medieval Islamic period in Tavira through a set of findings from various archaeological excavations carried out across the city in recent years. One of the most iconic and remarkable findings is the Vase of Tavira. All artefacts have been discovered from excavations carried out across the city and many date back to the 12th century. Visitors are recommended to watch a short video on the ground floor, before entering the museum on the first floor. This is in Portuguese, with English subtitles and describes life in Tavira during the times of the Moorish occupation. A part of these

incredible excavations can be seen on the hill up towards the Church of Santa Maria (the main church set on the top of the hill next to the clock tower) which used to be the main Mosque before the Moors surrendered Tavira to the Portuguese Christians. The exhibition displays many fascinating items collected, cleaned and re-constituted with loving care and although the exhibition is in Portuguese the museum can provide an English translation, please ask when you enter. The museum with its varied, interesting pieces, all found in Tavira and the local area, have been installed by the

town hall to bring residents closer to their heritage and to be of interest to our valued visitors from around the world. The Islamic history of Tavira will remain a permanent exhibition for visitors and the town hall hopes to create a Phoenician centre in the future. T

he Church of Santa Maria do Castelo is located in the parish of Santa Maria, and is the main church in Tavira. It sits impressively on the top of the hill and can be seen from pretty much from every vantage point in Tavira. Built in the 13th century on the site of a Moorish mosque it was rebuilt after the earthquake of 1755 by an Italian neo-classicist. The Church boasts a well a preserved Gothic facade and is a beautiful building from both the front main door, facing the gardens and the marvellous Pousada of Tavira (Convento Da Graça) and the rear, the clock face near to the walled gardens of the castle. Inside is housed the tomb of Dom Paio Peres Correia, a prominent medieval Portuguese Christian conqueror,

together with the seven knights. They were killed during the Moorish ambush and their death is associated with the conquest of Tavira. Paio Peres was was born in 1205, in Monte de Fralães, a parish of Barcelos in Portugal, and from 1228 he conducted a military campain against the Moors in the region of the Alentejo. He then went south to the Algarve conquering Alcoutim, Ayamonte, Cacela and Tavira. We thoroughly recommend a visit whether you live here or are on holiday to appreciate the history and beauty of the church itself and the views of Tavira. f you are considering selling your property or already have your property on the market, it is important to have the documents of your property up to date. Rules and regulations can change over time and it is therefore important to be aware of changes or pending changes. Here is an overview of documents you will need: • Habitation / Utilisation license of your property (Licença de Utilização). Properties built before 1951 are exempt. • Non-certified copy of the Land Registry (Certidão do Registo Predial). • Tax registration document of the property (Caderneta Predial). • The property’s technical report (Ficha Técnica de Habitacão). Only needed if your property was built after the 31st of March 2004. • Borehole license from the Ministry of Environment (Ministério do Ambiente). Only needed if your have a borehole. • Energy Efficiency Certificate (Certificado Energético). When listing your property with an agency, you will need to provide copies of these documents. At the deed you will need to present the following original documents: Licença de Utilização, Ficha Técnica de Habitacão, Certidão de Teor do Registo Predial (not older than 6 months), Certificado Energético. Regarding the energy efficiency certificate, there has been a recent change in legislation. Introduced in 2009 by law, it was sufficient to arrange the certificate some time before the deed. In practice vendors waited until a prospective buyer signed the promissory contract.

However, the law was changed in August 2013 and from the 1st of December you need to have this certificate in place in order to market your property. Non-compliance can render a fine for both the homeowner and the estate agency. Organising this may cause problems as not all owners reside in Portugal on a permanent basis. Furthermore, it seems a daunting task to organise a certificate for all properties before the 1st of December. Even though the cost is relatively low at approx. 250 to 400 Euros depending on the size of the property, some vendors will struggle to cough up the money in advance of the sale. This is not a small group, just think of the large quantity of newly built but unsold properties of builders and developers. In addition, some local residents have financial constraints due to austerity and unemployment. One wonders how the banks are going to deal with this in light of all the properties they have on there books due to foreclosures. They are not only the owner of the foreclosed properties but often have their in-house (licensed) real estate department to market these properties. Can they be fined twice? Furthermore the president of APEMIP has made an appeal to ADENE (Energy Agency) to not enforce the law in its current form, citing the serious consequences this new law may have for estate agencies and real estate in general. Eng. Filipe Vascolcelos, director of ADENE, was quoted saying that while being conscious of the problems that the enforcement of the new legislation could have on the real estate sector but without doubting the legitimacy

For those who have not heard before of the energy certificate, this is an EU directive from Brussels to introduce and harmonise energy efficiency standards for newly built properties, resale and letting (long term). It has a similar rating system as for electrical household appliances (A, B, C, D, E, F, G) with A being the highest (most energy efficient) to G being the lowest (least energy efficient). To summarize, it is highly recommended to have all the necessary and updated documentation in place. It is not the first time nor will it be the last time that the sale of a property falls through for missing documentation or incorrect documentation. Satellite TV update After many aborted attempts the New Astra 2e satellite was launched on the 30th September.

ky and Freesat programming will be moving their transmission to this satellite once it has been thoroughly tested in its final orbit. You will retain all Sky channels but all BBC, ITV and channel 4 will disappear, all these channels are moving to UK a spot beam which means the signal will

not reach most of Europe. Why are SKY switching off BBC/ ITV etc? SKY are not, they have no control over this decision whatsoever (for once we can’t blame the Murdochs) Why are the BBC doing this? The BBC official blog states that by using a spot beam they are increasing the signal strength to its UK customers

and it’s an unfortunate circumstance that the rest of Europe (meaning us) will get a weaker or no signal. What channels will I lose? Based on current available information it seems highly likely that you will lose all BBC, ITV and Channel 4 channels. You should still retain all sky owned and operated channels. When will I lose the channels? It usually takes 4/6 weeks from launch to a satellite going live. It is highly unlikely that there will be any warning about the switch of. One day we will switch on and the channels will have disappeared with the dreaded message, no satellite signal please contact your supplier. This happened when we lost Channel 5 on December 12th last year, there was no warning. Why aren’t SKY channels going to spot beam? It's highly unlikely SKY would ever change to a UK spot beam as they would lose tens of thousands of European subscribers costing millions of pounds. What about Gibraltar? A common misconception has arisen saying the BBC cannot do this as Gibraltar will also be effected. Unfortunately they will be effected exactly the same, there are no separate rules for Gibraltar. How can I get BBC/ITV etc? The only viable solution is to get a TV via internet package, this will get you back all the channels you are going to lose. This is commonly called IPTV. You will need an internet connection (landline or dongle) with unlimited download and a minimum speed of 3Mb Where do I get TV via internet? There are lots of suppliers on the internet; however we advise that you use a local reputable company before parting with your money. Do I have to change or remove my sky box if I get TV via internet? No, you use the 2 systems together. You will continue to get sky sports/ movies etc. etc. on your sky box. Geoff Sweet

Ingredients: • 1 tbsp olive oil • 500g/1lb 1oz boneless pork shoulder, cubed • 1 large onion, finely sliced • 50g/1¾oz pancetta, cut into chunks • 6 cloves garlic, sliced • 1 large green pepper, sliced • 1 tsp smoked paprika • 1 bay leaf • 1 tsp thyme • 400g/14oz tomatoes, peeled and chopped • 75g/2½oz tomato purée • 225ml/8fl oz white wine • 150g/5¼oz spicy chorizo, skin removed and cut into chunks • 300g/10oz small fresh clams • handful of fresh parsley, chopped • handful of fresh coriander, chopped • rice, to serve Preparation method: Heat the olive oil in a casserole dish. Add the pork and fry until browned on all sides. Once browned, remove the pork and set aside. Add the onion, pancetta, garlic, green pepper, paprika, bay leaf and thyme, and fry until the onions have softened. Add the tomatoes, tomato purée and wine, mix well, and bring to the boil. Reduce the heat and return the pork to the pan with the chorizo. Cover and simmer for 50 minutes. Finally, just before serving, add the clams and parsley, mixing well, and cook for a further five minutes or until the clams have opened. Discard any that don't open. Mix a sprinkling of parsley and coriander with the rice. Serve with the stew spooned over the top and garnished with coriander.

Christmas Poinsettia (Euphorbia pulcherrima) Euphorbia pulcherrima is a shrub or small tree, typically reaching a height of 0.6 to 4 m (2 to 16 ft). The plant bears dark green leaves that measure 7 to 16 cm (3 to 6 inches) in length. The colored bracts—which are most often flaming red but can be orange, pale green, cream, pink, white or marbled—are actually leaves. The colors come from photoperiodism, meaning that they require darkness for 12 hours at a time to change color. At the same time, the plants need a lot of light during the day for the brightest colour. Because of their groupings and

colors, laymen often think the bracts are the flower petals of the plant. In fact, the flowers are grouped within the small yellow structures found in the center of each leaf bunch, and they are called cyathia. The species is native to Mexico. It is found in the wild in deciduous tropical forest at moderate elevations from southern Sinaloa down the entire Pacific coast of Mexico to Cuipas and Guatemala. Poinsettias are popular Christmas decorations in homes, churches, offices, and elsewhere across North America. They are available in large numbers from grocery, drug, and hardware stores. In the United

States, December 12 is National Poinsettia Day. In areas outside its natural environment, it is commonly grown as an indoor plant where it prefers good morning sun, then shade in the hotter part of the day. However, it is widely grown and very popular in subtropical climates. As this is a subtropical plant, it will likely perish if the night-time temperature falls below 10 °°C (50 °°F) so is not suitable for planting in the ground in cooler climates. Likewise, daytime temperatures in excess of 21 °C (70 °°F) tend to shorten the lifespan of the plant. The poinsettia can be difficult to

induce to reflower after the initial display when purchased. The plant requires a period of uninterrupted long, dark nights for around two months in autumn in order to develop flowers. Incidental light at night during this time will hamper flower production. When watering it is important to allow the plant to drain out any excess water. Having a poinsettia sit in water can do harm to the plant as it prefers moist soil to direct water. The Christmas Cactus Christmas Cactus have been kept as a holiday houseplant since the 1800's. By this we mean a potting soil that has more peat moss in it than anything else. Lighting Christmas cactus will do best in bright indirect light. Placing the plant near any window... or below a skylight should do nicely. For those of you with light meters this equates to 1500 to 2500 foot candles. Long term direct sunshine can stunt the plants growth and burn the leaves. If you put your plant outdoors for

the summer... be sure to place it in a shady location. Temperature Christmas Cactus are quite tolerant to temperature. They will survive in temps as low as 35 degrees and as high as 100 degrees... both of which we don't recommend. Normal house temperatures of 65 to 80 degrees is perfect. Watering and Fertilizing Christmas Cactus are not a true cactus... which rarely need watered. Christmas Cactus fit closer to the category of a houseplant. When the soil is dry to the touch... its time to water. Christmas Cactus don't require

is approximately equal to darkness... the plant knows its time to grow buds. The secondary trigger that most hobbyists miss is temperature. Chilling the plant at 50 to 60 degrees for a week or two should cause the plant to start setting buds. The Christmas rose (Hellborus niger) These evergreen perennials grow 12 to 15 inches tall and have shiny, dark green leathery leaves. Each flower stalk bears a single 2 to 4 inch white bloom Although these plants from southern Europe and Asia are durable and easy to grow, a few steps must be taken to ensure that these plants will flourish. Unfortunately, the roots of the Christmas Rose are poisonous. They should be planted in partial shade or preferably under deciduous trees, which allows them to receive sunlight in winter. Be sure

to provide s o m e protection from strong winter winds! They require deep, fertile, well draining but moist soil. The soil should be neutral or slightly alkaline. Set the plants about 12-15 inches apart into the garden in early spring. The soil should be generously enriched with peat moss, leaf mold, or compost before planting. Christmas roses have a deep growing root system, so the roots should be planted downward, rather than spread out below the soil surface, and the crown of the plant should be an inch below the soil surface. Apply a one inch layer of mulch around the plant. Every spring remove old, tattered foliage and feed the plants with a balanced water soluble fertilizer.

Either cut the phylloclades at the joint with scissors, a sharp knife, or pinch with your thumbnail and index finger. Pruning helps the plant to branch out which should increase your bud count the following season. It also helps to promote new root growth. Re-flowering your Christmas Cactus Christmas Cactus are what they call thermo-photoperiodic. In short this means bud set is triggered by a combination of day length and temperature. When day length

nother month, another set of highs and lows for the Pound against the Euro. From a bright start at 1.1950 the Pound fell to a low of 1.1715 and is struggling to get back towards 1.18 at the end of October. The signs of economic recovery in the UK have continued; unemployment figures have fallen slightly, retail sales have increased a little and borrowing figures have reduced, but this has not been reflected in the exchange rate. Every time there has been good news from the UK the Eurozone has fought back with similar reports, especially with positive news about the Spanish economy, thus Sterling has not made any significant gains. What does the short-term future hold? Should you transfer your funds now or wait for the rate to rise? The market view is that it is unlikely that Sterling can recover to the levels it enjoyed at the end of September during the remainder of 2013 so securing the best rate or deal you can now may be advisable.

he Portuguese Government has published a law on the 31st of October which allows companies and individuals to pay their tax and social security debts, without any penalties or interest. This payment however has to be made until the 20th of December 2013. To better explain how this new law may help you or your company, the tax department created several examples which may help to better understand this law and answer the most common questions. 1 What is the name of this law? The new system of debt settlement was approved by Law number 151A of 31st October 2013. 2 What is the duration of this outstanding debts settlement scheme? This exceptional regularization scheme applies to payments of tax debts or Security Social debts, who are in arrears and are made between 1st of November 2013 and 20th December 2013 (inclusive). 3 What are the conditions to take advantage of this scheme? To be able to pay the debts without penalties, the following conditions must be satisfied: i) Payment (total or partial) of debt

before December 20, 2013; ii) Payment must be made at the initiative of the taxpayers; iii) Taxes in arrears must be from Finanças or Social Security; iv) The statutory period for collection has finished on the 31st of August 2013; v) For debts whose existence is not known (ie need to be reported first) reporting shall be performed by 15th of November 2013. 4 What debts covered by this exceptional regularization scheme? a) Debts marked by Tax Authorities (based on declarations and tax returns made by the taxpayer or based on inspection procedures), whose payment was actually required on 31st of August 2013; b) Debts undetected by the Tax Authorities, which the voluntary payment endend by the 31st of August 2013, considering that the taxpayer had complied with all its tax and legal obligations. Excluded from this scheme are debts relating to customs duties or any other revenue collected by the Tax Office, but not taxes, such as tolls debts, university fees (tuitions), insurance fees, etc. The scheme also includes social security debts

that are still in enforced collection at the Tax offices. 5 The scheme only applies to tax debts under executive process? The scheme applies not only to tax debts under execution, but also those which process hasn’t started but which deadline for payment was completed by the 31st of August 2013. 6 What are the benefits of this scheme? The payments made under the scheme provide the right to waive or reduce payment of fees and fines, as follows: i) Costs associated with debt: such as compensatory interest, interest, justice/court fees and costs associated with the legal process; ii) Fines: which can be reduced and or waived. 7 How to join this scheme? You do not need any formal application to join the scheme. The system automatically applies to all payments made, as long as they are paid between 01-11-2013 and 2012-2013. 8 What obligations should I meet to benefit from this scheme? In the case of debts that are within their period for voluntary payment after notification, you just need to

As for the tax debts that are subject to prior liquidation of the AT (ie for instance IRS or IMI) the debtor should submit first their respective declarations (for example, the IRS Mod 3 or Mod 1 IMI) until November 15, 2013. Then the payment of tax without any other penalties may be made by 20th December of 2013. In cases where the settlement is undertaken by the contributor (such as, for example, the VAT or IRC Corporate Tax), the debtor must submit the declaration and proceed to their payment of the tax until 20th of December 2013. 9 What are the benefits if you make a partial payment? If you are not able to proceed with the full payment and wish to make

a partial payment of principal, you will benefit from a waiver of interest, default interest and fees in the proportion of the amount of capital paid. For example: if the payment is 70% of the outstanding principal, the reduction will be 70% of the interest and costs owed. 10 What is considered as a payment initiated by the taxpayer? For purposes of these rules, the application is considered to be made on the initiative of the taxpayer, by the following acts: • Full payment is voluntary; • Partial payments; • Payment of outstanding installments; • Voluntary payments made by third parties; • Compensations required by the

taxpayer. The law also includes debts of third parties that inherited the debt (such as directors of companies for instance that inherited the debt from a company). The law does not consider as voluntary payments those coercive payments made by the taxpayer, such as those resulting from acts of seizure, or auction sale, or any others organized by the tax authorities. There are many other implications and questions about this law, but it’s important for you to be aware of the current opportunity to settle your tax debts without penalties or interest. e are now at the time of year when many people are closing down their villa in preparation for holidays overseas. For villa managers it is still a busy time reminding owners to ensure all the steps are taken in preparing for absence such as utilities, storage of food, cleaning and of course security in preparation for the time when the villa is unoccupied. Associação Safe Communities Algarve working with Rachel Robinson, owner of Smartavillas. com in Tavira offers advice to owners in preparing for this period especially as it is also a time in the rural areas when often there is an increase in property crime. Firstly it is important to create the impression that a property is occupied when in fact it is not. The majority of burglars do not want to be confronted by occupants for obvious reasons. Ways to create this

impression are to use timers on lights and even radios, which can be set at variable times over an extended period. Use 7 day timers rather than 24 hour ones so that times can be varied. It is a good idea to keep a list of any electronic items in the property and any other valuables. Photograph them and make a record of model and serial numbers so you have a record if they are stolen. This helps with insurance claims and may help police recover the items. It is important to ensure that the post box is emptied regularly as this is the main way burglars know if a property is unoccupied. This is where having a helpful neighbour can be beneficial. A visit to your home just two to three times a week, drawing curtains and moving a car in a driveway are good ways of creating a “lived in impression” as well as checking everything is OK. Of course you can return the favour when they are away.

If the house is unoccupied over a longer period, then register it as an empty property though the GNR or PSP websites or by visiting your local police station and completing a simple pro-forma. If your house is registered with the GNR Safe Residence Program inform them that you will be absent and your contact details whilst away. If your house is alarmed inform your alarm company of your absence and whom and what number to contact in an emergency. Lastly a good property Management Company will offer a fortnightly or monthly airing and venting service which should include a full Checking of Property, Security and General Conditions. Two years previously the big centreforward scored Portugal’s goal in the 1-1 with England at Wembley Stadium and fans will be hoping some of his goal scoring magic can be transferred to the Olhanense forwards who have found goals hard to come by. After being introduced to the nation’s TV and press Paulo Alves said, "I'm very ambitious and it will not be for lack of hard work if we do not succeed”. He went on to say, "the group has many young players with potential, some of whom have little experience in our league so it will take a lot of creative work to get the best out of them. There is a wide diversity of nationalities but we will use the common languages of

French and Italian but mainly English to ensure everyone is on the same wavelength.” The game with Arouca saw the league debut of keeper Vid Belec, on loan from Inter Milan, and new signing Danish international centre-back, Kroldrup who was outstanding at the heart of the defence. There would appear to be little chance of the team returning to Olhão in the foreseeable future and the lack of communications between the Olhanense SAD (limited sports company) and local supporters is creating a schism between the various factions. Italian entrepreneur Igor Campedelli who heads up the Olhanense SAD consortium which is financed by British investors said, “There is no specific reason for the change except that we want to improve the results and style of play”. With the score tied at 2-2, after extra-time, it was the home side that stepped up to slot home all five penalties to win 5-3. Spain took the lead in the first-half but Portugal, roared on by the enthusiastic crowd, levelled the match through Ricardinho near the end. The following night the two teams met again in Loulé where Spain ran out 3-1 winners. Futsal is one of the most popular sports in Portugal with a professional league dominated by Benfica and Sporting Lisbon. Spain were FIFA Futsal World Cup champions in 2000 and 2004. DECISION TIME FOR PORTUGAL While England qualified automatically for the World Cup Finals in Brazil next year, Portugal will have to overcome Sweden in the play-offs if they are to join them. D

uring a round of golf you will no doubt be required to play a variety of shots from a variety of slopes with the ball occasionally finishing above or below your feet making shot selection difficult. By understanding how these uneven lies are likely to affect the flight of the ball will enable you to make the necessary adjustments in aim and club selection to produce the most accurate results. When playing a shot with the ball above your feet, the ball will generally move from right to left through the air for a right handed player. The more severe the slope the more the ball is likely to curve. It is also likely fly a little lower and be more difficult to create any spin. To compensate for this, these tips will help you play a ball above your feet more consistently and with better results. • The ball will not fly as far in the air however due to the additional roll after it has landed take one club less than you would normally from that distance. • Your aim should be adjusted to the right of initial target, the amount is dependent on the club used and gradient of the slope, this will allow for the tendency for the ball to fly left of your aim line. • Grip the club lower down the grip for more overall control and make it easier to maintain a normal posture. • Widen your stance slightly to improve your balance. • Place the ball further back in the stance at a point opposite the centre of the chest roughly midway between the feet.
