We also visited the Art & Image Studio, who have worked with famous stars such as Linda McCartney and David Bailey, and who now present unique pieces of artwork and sculptures from local artists at their spacious gallery in Tavira. Ayamonte Water park
T
he Junta de Andalucia have approved this morning in a council meeting their support for the Ayamonte Water park and funding of 2.36 million euros for the 8.77 million euro project. The Mayor of Ayamonte Antonio Rodríguez Castillo said that the people of Ayamonte can expect to see machinery on the plot of land where the water park is to be built before the end of the year. The water park which is being developed by the Company Ayamonte Water Park SL will bring 81 new jobs to Ayamonte, 49 during the construction. The water park which will be located just behind the old Martinsa Fadesa showrooms is set on a plot of 97,760 square metres.

Tavira council gains environmental award
avira was one of 32 municipalities in Portugal that reached the standard required to receive an ECO XXI award handed out by the Blue Flag Association of Europe. Tavira exceeded the goals set in 2013 and won a flag, a medal and a diploma of good practice for its work
towards sustainability at a local level, particularly relating to environmental quality, eco-awareness and education. To apply for the ECO XXI awards a municipality must provide information on 21 indicators about the actions, activities and sustainability policies implemented over the past year.The
applications are evaluated by juries with members selected from 30 institutions and an ECO XXI flag is awarded to all municipalities where their overall scores are over 50%. Tavira scored 61.7% this year and no doubt will fly its new flag with pride.

Lesson one; The Rule of Thirds
T
his series of articles is intended to give some simple pointers to help lift your pictures to the next level. The purpose is to give an awareness of different compositional techniques. It is all about the picture rather than the camera. Probably the most important and popular guideline in photography is the Rule of Thirds. Imaginary lines are drawn dividing the scene into thirds vertically and horizontally. Simply position the important parts of the scene at either the point where these lines intersect, or along the lines. The Rule of Thirds applies to portraits just as much as landscapes. To help you with this, many digital cameras will have these gridlines that can be displayed on the viewing screen or view finder. Scroll through your camera options and turn on. There is not enough space in this column to discuss in detail why it works, but essentially by placing objects on the thirds it draws your eye into the picture. So by using the rule it will help you avoid ‘errors’ such as putting the subject in the dead centre or placing the horizon right across in the middle effectively cutting the picture in two. After a little practice you will find this becomes second nature and the Rule of Thirds tends not to become too obvious in your pictures yet it will always be present. Try it. See how you get on. n the aftermath of the rumpus and upset caused by a misguided journalist, Chef Noelia takes on the role of East Algarve Culinary ambassador and armed with batterie de cuisine is going to take the capital by storm. "It seems that the Algarvians like to boast about their antipathy". "Some places would give a great spot for a casting of a pirate film". "They don't know how to welcome people". "They are idle". "They are indolent". These harsh and misdirected words were addressed to "Os Algarvios" last month in an overstated Expresso newspaper article written by controversial and outspoken journalist Henrique Raposo. His derogatory tone gave rise to a huge
wave of indignation on facebook and other social networks.His accusation went on to accuse the region of always having been "disconnected from the rest of the country"and "only having joined Portugal from the late 1960´s". If O Senhor Raposo feels so inclined he could partake of dinner in the Terrace restaurant of Hotel Tivoli, in Lisbon, between the 8th and 19th October. Perhaps he might not only eat his words but also what is served to him on his plate by Algarvian culinary sweetheart Chef Noélia. For 12 days the capital will play host to The Restaurant Noélia e Jeronimo.This North/ South initiative will demonstrate the rise in interest of regional cuisine, and
it is now the turn of the Algarve to take a standpoint against this criticism and to show what it can do.Regional dishes such as a canja of conquilhas, octopus fritters or fillets of John Dory and other Noélia favourites will be served. The charm of the Ria Formosa will be transported for 12 days to the Avenida de Liberdade by the talented and creative hands of Chef Noelia. Lisbon diners will quickly understand the huge success she has achieved in The Algarve, causing long queues to form during the busiest months of the year to wait for a table.The unanimous accolade of approval she has received in The Algarve will prove itself again in the capital.

W
riting articles about Real Estate related topics for the East Algarve Magazine on a monthly basis, we try to bring something new across to you every time. Whether the articles involve a market update, tax related topics or aim at giving guidance when it comes to buying or selling a property, our intention is to inform you in the best way possible. Frankly, we all know that “hear-say” can be far more influential than any article, blog or printed media. Especially when it comes to property, it seems that lately there is a lot of incorrect property information arising from “hear-say” in the Eastern Algarve. Neighbor A spreads information to neighbor B, who shares this with a friend C, who speaks with friend D. In the the end this incorrect information or rumor is believed by many people to be true. Let us define it as a myth, a property myth. Over the past years, there have been various important property myths which I came across when listing properties on almost a weekly basis. And these myths are persistent. Almost as persistent as most men seem to be when it comes to the idea of putting down the toilet seat.

Property The capital gains tax myth I have met many clients, who reside full time in the Algarve and consider themselves to be a resident in Portugal. As a result they expect to be able to re-invest the proceeds from the sale of their Portuguese property without having to pay capital gain tax, into another property in the EU, as long as they will register this new property as their first habitation. As they reinvest the capital they believe to be exempt of gains tax. This is not fully correct and causes, when I come to list properties, quite a shock for vendors. You must be aware that you are only considered to be a resident in Portugal when you are more than 187 days per annum in Portugal and
if you declare your global income in Portugal. It is not sufficient being registered only with your first habitation in Portugal. You must be a tax paying resident, e.g. make an annual tax filing even if you end up having nothing to pay. Unless you are a tax paying resident, you will be obliged to pay the full 28% of capital gains tax after deductable items and inflation correction. Furthermore, even when you sell your property without any gains, you are obliged to make your tax declaration (called IRS in Portugal) in the year following the sale of your property. Myth: Rooms used for habitation Various the properties that we list do offer a large attic space, a garage or above ground basement. Some owners decide to use these spaces as additional bedrooms. This is fine for personal use using for friends and/or family, but it is not possible to register them as such. If you rent out your property for short term holiday letting you will need a rental license by law, which triggers an inspection
from the council and can cause a problem. For example: a basement, although divided into two divisions in use as two separate bedrooms, will remain a basement. You cannot register them as two additional bedrooms. Therefore adverts such as “T2 + 2” villa make legally no sense. Clearly, there are plenty of other property myths around in the Algarve, but since there are more articles to be written in the future, let us call it a day here. Just one more thing: if your neighbor has built a pool, it does not automatically mean that you can build one too. But this is yet another myth to be revealed. raditional Moon Planting is an ancient agricultural practice that has been used by farmers for several thousand years. It is based on the synodic period of the Moon from one New Moon to the next, an average period of 29.5 days. Over time, farmers observed that all aspects of farming were affected by the interaction of the gravitational forces between the Sun, the Moon and Earth. These are the same gravitational forces that affect ocean tides around the world. Because the Moon is closer to Earth, its effects are more noticeable. Scientists have more recently confirmed that variations in sap flow and biological functions in plants, and subtle changes in Earth’s electromagnetic fields, correspond to the Moon’s gravitational pull. After comparing the various methods of Moon Planting over the past ten years, I came to the conclusion that the traditional method, although the simplest, works best for us and is still used by many farmers and gardeners around the world. The basic rules, or
principles, are described below. The Lunation Cycle Each lunar month the Moon passes through four phases – New Moon, First Quarter, Full Moon and Last Quarter. The number of days between each change of phase can vary from 6 3/4 to 8. Adjustments will have to be made for Daylight Saving when it applies. 1. Avoid sowing, planting or taking cuttings from 12 hours before to 12 hours after the exact change of moon phase. The twelve hours immediately before and after the exact change of each phase is not a good time for sowing, planting, or taking cuttings. We have found that the increase or decrease of unfavourable energy is gradual and it will not have an obvious effect if you run an hour or so into this period when you have a lot of sowing or planting to do. While this is not a good period for sowing or planting, this time can be used to prepare beds, compost heaps, apply mulch, etc. THE WAXING MOON During the New Moon and First Quarter phases, the Moon is waxing
or increasing in light. In these two phases, sap flow increases in the above ground parts of plants, and these are the most suitable phases for sowing and transplanting annuals (and biennials). Flowering annuals, grains, melons and spring onions do well if planted in either phase but, generally, New Moon phase is best for leafy annuals and First Quarter is best for fruiting annuals. Liquid fertilisers will take effect more quickly if applied during the waxing phases. Shrubs and trees can be pruned in First Quarter phase when you want to produce new growth quickly, such as pruning spring-flowering shrubs or summer pruning of roses. When pruned while sap flow is high, sap is quickly diverted to the lateral shoots. When sap flow is low, regrowth is slower and dieback is more likely to occur in some plants. The same principle applies to lawns. If you want to encourage fast re-growth, mow during the waxing phases. First Quarter phase is also good for grafting and budding because these require a high sap flow for successful results. 2. NEW MOON PHASE – the best

time to sow or transplant leafy annuals, and flowering annuals, grains and melons. Also sow annual grasses, green manures, and apply liquid fertilisers. Mow lawns to encourage growth. This is the second best phase to sow or transplant fruiting annuals. 3. FIRST QUARTER PHASE – the best time to sow or transplant fruiting annuals, and flowering annuals, grains and melons. Also sow annual grasses, and green manures and apply liquid fertilisers. Prune to encourage growth and deadhead roses and flowering annuals. Carry out grafting and budding. Mow lawns to encourage growth. This is the second best phase to sow or transplant leafy annuals and flowering annuals. THE WANING MOON During the Full Moon and Last Quarter phases the Moon wanes or decreases in light and sap flow in plants is more concentrated in the root area. As sap flow gradually slows during these two phases, Full Moon phase is best for sowing and planting because germination is lower, and re-growth slower, during Last Quarter phase. Because sap flow is lower in the foliage part of plants, crops or seed harvested for storage or drying are less likely to rot if harvested during the Moon’s waning period. Full Moon phase is best for the sowing and planting of both root crops and perennials (plants that live longer than two years). All trees, shrubs, vines (including fruit trees and vines), globe artichokes, asparagus, rhubarb, strawberries, herbaceous perennials, bulbs and lawn grasses are perennials. The reason that these plants are planted (or sown) in the root vegetable phase is that perennials have a different type of root system to leafy and flowering annuals. Roots of perennial plants have, like root vegetables and garlic, the ability to store carbohydrates and nutrients through periods of dormancy, and this type of root system is important for the longevity

of perennials. Because Full Moon phase favours root growth, this is also an excellent phase for taking cuttings, or for aerial layering, because root growth must form to support new foliage growth. This is also the best phase for dividing plants for the same reason. Prune dormant plants during Full Moon phase. Last Quarter phase is best for cutting back rampant shrubs and vines, – re-growth will be less vigorous. 4. FULL MOON PHASE – the best time to sow or plant out root crops and all fruiting and decorative perennials. Also sow lawns or lay turf, harvest for storage, take cuttings, divide plants, prune dormant plants and apply solid fertilisers. Mow lawns to slow growth. 5. LAST QUARTER PHASE – no sowing or planting during this phase. This is a good phase for attending to your soil; weeding, applying mulch, making compost, preparing manure teas, applying solid fertilisers and digging or ploughing, if necessary Prune to restrain growth, and mow lawns to
slow growth during this phase. Fertile and Barren Days These are a further refinement that has been added to moon planting principles through the ages. Fertile days, i.e. when the Moon is in the fertile signs of Cancer, Scorpio and Pisces, or the semi-fertile days of Taurus, Libra and Capricorn, are considered to be of extra help for sowing, grafting, taking cuttings, pruning to encourage growth and planting bare-rooted perennials. Barren days, i.e. when the Moon is in the barren signs of Aries, Leo or Sagittarius, or the semi-barren signs Gemini, Virgo or Aquarius are considered to be of extra help for weeding or harvesting crops for storage. If digging is unavoidable outside Last Quarter phase, it is best to do it on barren days. WATERING YOUR GARDEN Some moon planting guides will tell you to only water on barren days, while other guides will tell you to only water on fertile days. After keeping rain records for many years, I’ve noticed that Mother Nature does not comply with either of these rules. The truth is that you should water your plants when they need it. Move to Portugal and pay zero tax on your salary or pension
I
f you are planning to move to Portugal, or at least thinking about it I have good news: the non habitual resident (“NHR”) taxation regime, a scheme for new residents that can provide substantial tax benefits, so much that you may discover that Portugal is a tax haven for you. The NHR came into force in Portugal in 2009 and is proving very successful at attracting individuals of independent means, pensioners and certain skilled professionals to establish residency in Portugal for tax purposes, while not being subject to any minimum or maximum stay requirements. A major feature of the NHR regime lies in its interaction with the double tax conventions signed by Portugal or with the OECD model tax convention in the absence of one. In effect, most double tax conventions (of which Portugal signed 68) grant the possibility to tax most categories of income to the country of source of such income, although in practice, so as to attract foreign investment, many countries will not make use of that possibility to tax non-residents.
Since most such categories will not be taxed in Portugal in the hands of the NHR because they may be taxed abroad, in practice most foreignsource income types will be zero taxed in such hands. Taking the UK/Portugal convention as an example, if you are a resident of Portugal but receive dividends from the UK, then the UK has the power to tax them under article 10, although it does not if the recipient is not a UK resident. On the other hand, Portugal will not tax such dividends in the hands of a NHR either, because the UK may tax them under the convention. This way, the non-habitual resident of Portugal may receive dividends from UK sources completely free of tax. Under the NHR regime, the following categories of foreign-source income and capital gains (except if sourced from a blacklisted tax haven which has not signed a double taxconvention with Portugal) will be generally exempt from income tax in Portugal since they may generally be taxed in the source country, even though they will not often be taxed in the hands of non residents in the
latter country either: • Profits derived from eligible occupations • Royalties and associated income Dividends, interest and real estate income Capital gains from the alienation of real estate (including shares deriving more than 50% of their value from real estate) and of ships or aircraft operated in international traffic It should be noted that several countries often deemed “offshore tax havens” do have double tax conventions with Portugal and are therefore white-listed for the purposes of the NHR regime. In addition, all EU member states are white-listed, even though several such states may in many ways be used as “offshore tax havens”, especially by non-residents from that country. Occupational pensions will be tax exempt in Portugal as long as they may not be deemed sourced from Portugal. Foreign-source income from employment (including fees of directors and entertainers or sportsmen) will not be taxed in

History Chris Wright gives us an account of the most decorated Portuguese soldier of World War I
One in a million A níbal Augusto Milhais known as “Soldado Milhões” (a soldier worth a million others), was the most decorated Portuguese soldier of World War I and the only Portuguese soldier awarded the highest national honour, the Military Order of the Tower and of the Sword, on the battlefield instead of the usual public ceremony in Lisbon. Milhais was a farmer, born on the 9th July 1895, in the small village of Valongo, a parish of Murça, in the north of Portugal. At the age of 20 he was drafted into the army and two years later he joined the Portuguese Expeditionary Corps bound for Europe. Posted to France in late 1917 he was to see action in the infamous Battle of the Lys (the British knew it as the Fourth Battle of Ypres, the Third Battle of Flanders and even Operation Georgette). The battle started with a heavy artillery barrage from the Germans, including the intensive use of lethal gas. The German Sixth Army deployed eight divisions (about 100,000 men) and against this force, the Portuguese had just 20,000 soldiers and eighty-eight guns. As a result, the Second Division was annihilated. The Portuguese lost 327 officers and 7,098 soldiers - about a third

of its effective fighting capacity. Milhais found himself in the midst of the battle, covering the withdrawal of Portuguese and Scottish soldiers. Within a few hours 1,938 men were killed, 5,198 wounded and about 7,000 taken prisoners. When the German Army attacked his division, Milhais stood up with his Lewis machine gun and defeated, almost single-handed, two German assaults by laying down intense fire and leaving hundreds of Germans dead. He managed to cover the retreat of Portuguese and Scots alike despite coming under heavy attack himself. He fired in all directions and stayed at his post until he ran out of ammunition. His heroic actions managed to convince the Germans that they were up against a fortified unit rather than just a single Portuguese soldier with a machine gun. Finally, the Germans decided to go around and Milhais found himself alone in the rear of the enemy lines where he stayed for three days almost without food or water. On the third day, Milhais, still carrying his Lewis, rescued a Scottish major from a swamp and the two reached Allied lines. Milhais, being a modest man, kept his exploits quiet and it was only through the officer he had saved, reporting the
story to the British HQ that his deeds become known. A few months later, Milhais again held back the Germans, standing alone with his Lewis gun and allowing a Belgian unit to retreat safely. Both the British observers present and the Belgian commander included his action in their reports. Milhais was awarded the highest distinction of the Portuguese: the Order of the Sword and Tower together with the French Légion d'Honneur, which were delivered on the battlefield in front of 15,000 allied soldiers. But the story does not end there. In 1919, he returned home to Portugal and married Teresa de Jesus and had nine children with her. The Portuguese economy was near bankruptcy and Milhais faced difficulties in providing for his family. The government promised help but, instead of an allowance, they named the village, where he was born, after him calling it Valongo de Milhais. Unable to provide for his family he emigrated to Brazil in 1928 where the Portuguese community received him as a hero. When the the Brazilians became aware of his plight they raised money to send him home with adequate funds to provide for his family. When he arrived back in Portugal the population showed such disgust for his poor treatment, by the government and the military, that he henceforth received a small state pension until his death in 1970. A permanent exhibition remembering his achievements can be seen in the Military Museum in Porto. A statue in his honour was erected in his hometown as a national tribute to a remarkable soldier.

C Olhanense continue to confound their fans as they settle down to life in the Segunda Liga (2nd Division). An exciting 3-3 away draw at Covilhã was followed up by a comprehensive three goal home victory over Marítimo ‘B’. The next fixtures against island teams were not so productive as Olhanense underperformed in a drab 0-0 against Santa Clara in the Azores and then lost at home to União de Madeira by the only goal of the game. There were more positive signs of revival with an impressive first-half showing against Oriental in east Lisbon. Six gilt edge chances went begging but goals from midfielder Semedo - his fourth of the season - and a debut goal from the hard working Bazzoffia settled the issue. The Italian was part of a record transfer deal involving the sale of Brazilian midfielder Lucas Souza to Parma. €700,000 in staged payments plus the transfer outright of Bazzoffia and the loan of Mastriani were a big boost to the club. In an emotional message to fans Lucas Souza said, "it was a privilege to wear the shirt
of Olhanense and now I'm rooting for them to return to the Primeira Liga which it deserves and which it should never have left. I made some very happy and true friendships and my sincere thanks to all the people of Olhão. God bless the life of each and everyone of you." A TRULY FRIENDLY EXPERIENCE Four expat fans of Olhanense - Vicki & Larry Bawden, Brian Caldwell and Chris Wright - made the five hour road trip to Covilhã to support their team. Leaving at dawn, they negotiated their way up-country along the near deserted roads between Mertola, Beja, Evora, Elvas, Portalegre, Castelo Branco and on to Covilhã and the Serra da Estrela. Covilhã were playing their first game at the picturesque Santos Pinto Stadium after refurbishments had been approved by the licensing authorities. The taxi driver who took the fans up through the winding cobbled streets, to the stadium, was full of praise for his local team, “the altitude and the high termpo of our team will cause you problems,” he said with a friendly smile. “I’ll be waiting
outside the ground to take you back to your hotel afterwards irrespective of the result!”. First it was a case of purchasing tickets which was satisfactorily accomplished. Then much to their surprise, the Olhanense kit man Antonio Santos searched out the intrepid travellers and presented them with complimentary tickets. Explaining that they had already bought tickets he took their stubs and proceeded to get a refund for the full amount which paid for dinner later that evening! An exciting game (3-3), a forest fire in close proximity, friendly banter with the locals and the thanks of the Olhanense team at the final whistle made this a very special day. After an excellent meal at a recommended local restaurant the proprietor insisted on giving the fans a lift back to their hotel. As Chris Wright said, “this is what supporting your football team is all about, friendship, camaraderie and being part of the community.” The Covilhã Four extend a special ‘thank you’ to the people of Covilhã and SC Olhanense for making their away trip such a memorable occasion.

Some three thousand participants set off to walk 100kms in twenty-four hours from Putney to Henley. Jeff had been in strict training for six months but had no idea how much this gruelling feat would take out of him. A long time resident of Moncarapacho, he said, “This was the most demanding event I have ever taken part in. Towards the end my feet were hurting, calves and

Sport Upset gibraltar fans threaten revolt

major row has erupted over the treatment of Gibraltar supporters, with some claiming they were virtually stripsearched by security staff before their landmark qualifying opener against Poland at the Algarve Stadium, Faro. Gibraltar lost their first ever competitive international 7-0 against a strong Polish side that bagged four goals in ten second-half minutes to see off the team of part-timers from The Rock. The Gibraltar Football Association is considering alternative venues, including London, for qualifying games with Georgia, Germany, Republic of Ireland and Scotland. One female fan said, “I was utterly disgusted by the way the Portuguese security treated us. I was searched from head to bottom, even my breasts and my buttocks were touched.” UEFA considered it a high-risk fixture because of the hardcore Polish fans. Gibraltar are prepared to play their matches in England – where they know they would have a strong fan base – and they could maximise their revenues if UEFA would agree to the switch. Gibraltar head of security, Louis Wink, has stated that a large number of the eight hundred travelling fans have complained, particularly about the degrading manner which the Portuguese security officers conducted searches on supporters entering the stadium. Wink saw for himself how children, women and even a gentleman in a wheelchair were physically and intimately searched saying, that he himself was disgusted and completely overawed with anger in not being able to put a stop to it. He added that he was actively engaged in negotiations with an alternative security company of repute, to take over the stadiums security duties for Gibraltar’s next home match with Georgia on the 14th October.

Walking football: a great success

rom Messines de Baixo in the west to Faz Fato in the east twenty-six mature footballers converged on Olhão for Portugal’s first ever official Walking Football session. The players, all over fifty and some well into their seventies, donned football shirts and shorts, laced-up trainers, massaged muscles and prepared to make history. After an introduction and warm-up routine the serious action got underway. There was an initial urge to break into a jog or run but as the games proceeded players began to adapt to the new concept. The new activity, which has been heavily featured on British TV via a Barclays Bank advertisement, is thought to be a first for Portugal. The third generation astro-turf pitch
at the SC Olhanense Stadium was kind on elderly knee and ankle joints and apart from a few aching muscles no damage was done! The benefits include improved cardiovascular fitness, joint mobility, co-ordination and proprioception. Sessions will continue every Thursday morning from 9.30am to 10.30am Plans are in hand for the group from Farnborough (Hampshire), featured in the Barclays TV advert, to visit Olhão early next year for the first ever international Walking Football challenge match. ictured below left is about the worst sort of grip to have. The shaft will almost certainly slip in the hands during the shot as the hands are unable to whip the club-head through. They can only be used to push the ball; once a whip is attempted the hands cannot hold on. Frequently a smothered shot results, and so those using it in trying to get some results, use a 3 wood instead of a driver from the tee. If your grip is like this, my advice is - change it!
