Bathers rescued from tricky currents on Algarve beach

Olhão mini crime-wave 'round up the usual suspects' coins which was returned to its owner. Also stolen were bank notes, watches and other gold items. The suspect, a 47-year-old local man, was tracked down and surrounded by police. He decided to escape over Olhão’s iconic rooftops and fell from a second floor into the street, ending up in Faro hospital with fractures. Deciding he did not need medical care after all, the accused discharged himself after having had X-rays in a valiant effort by medical staff to to locate his brain. Local police often know those responsible and are adept at tracking down local miscreants whose methods rely on the cover of darkness and suficient alcohol for some 'Dutch courage.' As in many mini-crime waves, it is a known few that are responsible for a high percentage of the crimes committed.

lhão’s mini crime-wave continues with several incidents reported in the past two weeks. The ferry service ticket office was broken into and €1,500 in cash, rolls of blank tickets and some personal property was stolen, a total of €8,000. The commander of the port of Olhão, Pedro Nunes Ferreira, said that three suspects have been identified and he is awaiting fingerprint evidence to be matched. The Maritime Police managed to get back 80% of the tickets that had been abandoned in the vicinity. Then a popular tobacconist-newsagent in the historic centre of the city had its doors forced open in the early hours. Cigarettes, tobacco and lottery tickets were stolen. Next, a thief pinched a €12,000 collection of valuable gold and silver

hree bathers in their 30s had to be rescued from strong undercurrents on Barril beach in Tavira last month after they were sucked out of their depth. The swimmers were rescued by lifeguards on jet-skis. According to reports dozens of similar rescues have been carried out in recent days on beaches in Tavira and Vila Real de Santo António, which due to rough seas have recently, frequently been sporting red and yellow flags. Ignoring flag warnings or lifeguards’ instructions on beaches can incur fines of between €30 and €100. Meanwhile, in related news, a French woman on holiday in Portugal had to be evacuated by the coastguard from the renowned Marinha Beach in Lagoa after injuring her knee. She was taken from the beach by boat to the Ferragudo coastguard station. The incident happened on the busy beach at around lunchtime on Monday, which was a bank holiday. The 38-year-old woman was met in Ferragudo by an ambulance which transported her to Portimão hospital. Maritime police and Lagoa firefighters were also at the beach to provide assistance. The woman is understood to have fractured her kneecap.

PIRIFORMIS SYNDROME

P

Duarte Arrais from Fisioclube Fuzeta tells us about Piriformis Sysdrome - the false Sciatica.

iriformis syndrome causes pain in the buttock which may radiate down the leg. It is due to the sciatic nerve being impinged by a tight piriformis muscle deep in the buttocks. SYMPTOMS Tenderness or pain in the buttock muscle. The pain may radiate down the back of the leg into the hamstring muscles and sometimes even the calf muscles. It is common for pain to initially be confused with a hamstring strain or hamstring origin tendinopathy. However there will be no area in the hamstrings which is tender to touch. Reduced range of motion of the hip joint, especially into internal hip rotation is often seen. ANATOMY The piriformis muscle is one of the small muscles deep in the buttocks that rotates the leg outwards. It runs from the sacrum bone at the bottom of the spine and attaches to the thigh bone or femur roughly near the outside crease of the buttocks. The sciatic nerve runs very close to this muscle and in around 10% of the population it passes straight through the muscles fibers. If the

piriformis muscle becomes tight it can compress the sciatic nerve and cause pain which can radiate down the leg, commonly known as sciatic pain. It has been suggested that this condition would be better referred to as piriformis impingement due to the impingement of the sciatic nerve. A common cause of piriformis syndrome is tight adductor muscles on the inside of the thigh. This means the abductors on the outside cannot work properly and so put more strain on the piriformis muscle. PIRIFORMIS SYNDROME TREATMENT Treatment consists of two phases. First reducing pain by relaxing the

muscle through heat, electrotherapy, massage and stretching then when pain allows strengthening exercises to help prevent the injury recurring whilst gradually returning to full training levels. EXERCISES Piriformis stretching exercises for the piriformis muscle and other external rotators of the hip should be done as well as adductor muscle stretches. When pain allows exercises to strengthen the piriformis muscle can be done which should help prevent the injury returning. PIRIFORMIS MASSAGE Sports massage may be beneficial in releasing the tension in the piriformis muscle. Specific techniques to get deep into the tight muscle can help relax muscle spasm and increase blood flow to the tissues. A muscle energy technique a therapist may apply involves repeatedly contracting and relaxing the muscle whilst it is being stretched by rotating the femur bone inwards. en (Dário Silva), is a street artist who's work can be seen all around the vibrant working town of Olhão. Exemplary architecture and multi cultural roots from a diverse community makes Olhão a place where people are free to express themselves without too many legal reproductions, although at the age of sixteen the then young man caused

some controversy with the police and the local council who, at the time, outlawed his work. For many years Sen has worked with the community and become somewhat of an icon, encouraging and supporting local charities such as a the underprivileged local young men's club whose parents are unable to care for them. He offers workshops and help to renew confidence and structure to

their lives. Sen's works, paintings and larger murals are characterized mainly by tangles of spiky shapes that erupt in all directions, with vertiginous movements of vibrant colors as well as the influence of comic figures. The gallery, located in the center of Olhão is one of a kind and represents Sen’s work to date in an informal and relaxed, hip studio which opened on the 26th June this year. Together with other collaborators the area represents art for both mind and body. The imaginative paintings have caught the eye of world wide artists and visitors and Sen has displayed his work In many exhibitions and has been invited to show his work next

year in Amsterdam. With an emphasis on the community the gallery can arrange charity evenings for your chosen cause and exclusively Sen can ornate your home or business with a commissioned work of your choice, painting or mural he offers a unique and artistic one off result. ith an area of 1,700 hectares, eight times the size of Monaco, Vilamoura is also one of the Algarve’s largest leisure developments and one of Portugal’s most important travel destinations. Well known to the European jet set, Vilamoura has five championship golf courses, including the Portuguese Masters course, an international equestrian centre, an internationally recognized tennis academy, numerous and varied water sport facilities, 25.7km´s of cycle paths, a vibrant mix of restaurants, lounges, bars, fashionable nightclubs, a casino and of course the giant marina which can berth up to 875 yachts. One of the advantages for beach lovers living or holidaying in or around Vilamoura is that there are numerous accesses to the magnificent golden beaches with nearly all having parking facilities immediately adjacent to the beaches. In autumn 2015 American equity firm Lone Star Funds announced a massive €1 billion development project representing one of the largest real estate developments in Portugal and providing strong backing for the Portuguese economy and the Algarve region. The new plan has promised around 700,000 square metres of development to the west of Vilamoura Marina, and the building of some 5,000 residential and holiday properties. The plan for Vilamoura will see the resort greatly improved with the marina increasing space for up to 1,000 vessels including giant super yachts turning it into one of the leading holiday destinations in Europe. Lone Star Funds development has started to drive thousands of direct and indirect jobs in construction, services, retail, etc., and will continue to do so over the coming five to seven years. WHO CREATED PERMACULTURE? Permaculture was created in the 1970's by Bill Mollison, an Australian ecologist and University of Tasmania professor. He had spent many years out in nature as a wildlife biologist observing how natural systems work and became very distressed at the destruction that he saw going on around him. WHAT IS A PERMACULTURIST? Permaculture is a system of agricultural and social design principles centered around simulating or directly utilizing the patterns and features observed in natural ecosystems. WHAT IS A PERMACULTURE FOOD GARDEN? The permaculture garden is also part of an overall lifestyle of care. You will see: Focus on closing the nutrient and water loop by using waste, and reducing the dependence on inputs. Creation of healthier soil and diversity of produce. Responsibility for waste. The Permaculture garden is a lot more than an organic garden. Intelligent design uses free, sustainable energies and resources. It is energywise and collaborative to minimise the impact of a site on the surrounding environment. A good design has great potential. It can connect neighbours. The permaculture garden is also part of an overall lifestyle of care. You will see: • Focus on closing the nutrient and water loop by using waste, and reducing the dependence on inputs. • Creation of healthier soil and diversity of produce. • Responsibility for waste. There is an aim to eliminate waste. • i.e. no excess nitrogen nor weed seed, released. • Variety keeps residents engaged and excited about growing their food. • Imitating nature by conserving the soil and water, and genetic capital. There is an intensive use of space. Plants are allowed to set seed and are inter-planted for pest control. You are unlikely to see food plants in rows. The permaculture site will look more like a food-forest with some open glades full of herbs and perennials. • Optimisation of natural energies, e.g. wind, dust, leaves, bird droppings. • Nutritious food and habitat for people AND native animals and birds. • Dependence on observation. Permaculture design is a mixed

technology. Bill Mollison (co-founder of permaculture movement) said that permaculture, like a bicycle, it is adaptable and has great potential but is only as good as the user. • Minimal risk. If we fail at permaculture, nature simply takes over. The soil will continue to heal, the forests grow and someone else can step in to rebuild our efforts. • Permaculture uses organic gardening and farming practices but it goes beyond. It integrates the garden and home to create a lifestyle that impacts less on the environment. There is a significant difference between closed and open food-production systems. In a truly closed system (one in vacuum or in space) energy is not lost it is simply transferred from one being or element to another. In a permaculture system, (which can never be fully closed), energy is ideally used by one element effectively and passed on for the benefit of the next before it leaves the system. Organic Farming promotes the use of natural fertilisers, making use of the natural carbon cycle so that waste from plants becomes the food (fertiliser) of another. In organic farming however, as with ALL farming,

minerals are being lost from the farm every time a truck load of produce is carted to market. The Ideal permaculture farm brings production of food closer to consumers and the consumer’s wastes back into the cycle. It also reduces the energy wasted in transporting the foods

by producing the foods where the people are. In permaculture, the people contribute in their daily life toward the production of their food and other needs. Fostering A Culture of Community Recycling This is not usually due to an intentional use of pesticides, but often due to the use of a by-product that would otherwise be wasted. We could use old shoes as pots for plants, an old truck tyre/ tire to hold the edges of a pond. Sometimes the choices are difficult and we have to do a quick cost/benefit analysis. For example: We can use recycled oil (to make fire starters) and the oil cans (to make simple worm-farm towers) from a non-certified organic restaurant who sometimes uses leaves and fruits from our garden. This ‘trade’ stimu Permaculture has two core ethics: Care Of the Planet and Care Of People. Between these ethics is a balancing tool – the aim for fair share. Do not let our fear of barbarians imprison us, break our real-life social connections and destroy our society. Ignore the old rules of competition and build and find new strength through collaboration. Many strong models have enjoyed collaboration. Open Doors by offering support. The permaculture movement is a confident, mature and growing movement. There is a rich display of productive food forests worldwide. Find ways to help the creators of these food forests to open their doors by offering support for open days like International Permaculture Day in May. Most permaculture pioneers have built their permaculture systems on their own, they have had very few workers, very little money (which is

great because we know that if they can do it alone, we can all replicate the model) and have a lot of passion. Make the effort to get to know these elders and perhaps they will mentor you. Multiple Functions for each element of your social design – in the same way a hat can be quickly used as a basket to hold fruit, we can create social tools that perform many functions. An informal meeting can enable exchange of ideas, goods, recycling waste, sharing library books, a smile and encouragement. Multiple elements for each function. If the function is to simply collect fruit, we can then find more than just the hat, we can use a coat or a rug or an apron. Another example of this concept can be applied to the typical ‘meeting’ space. Not everyone who is a valuable team member can meet in the same way, not everyone has time or patience to sit in a meeting. When we make an effort to write down the minutes/ideas and wishes we suddenly enrich the experience – we allow our aspirations to travel the world, through time and through history. Others can contribute when they are able.

Tax-Free Opportunities Await You In Portugal

Y

ou could enjoy a decade of generous tax breaks by moving to Portugal. The ‘non-habitual resident’ (NHR) scheme offers new residents special tax benefits for their first ten years. Besides offering a flat 20% income tax rate if you are employed in a ‘high value’ profession, you could receive foreign income – like pensions – tax-free and pay no Portuguese tax on gains from UK property. YOU COULD BENEFIT IF YOU: have not been a tax resident in Portugal for the previous five years and meet the terms of Portuguese residency – currently this includes spending more than 182 days a year or having your main home here registered as a non-habitual resident with the Portuguese tax authorities. Although Brexit may eventually affect residency rules, tax treatment should stay the same as the UK/ Portugal double tax treaty works independently of the EU. So even post-Brexit, Britons can continue to both apply and benefit from the NHR scheme. TAX-FREE FOREIGN INCOME If you are a non-habitual resident, most foreign-source income and gains are tax-free for the first ten years. This includes pensions, rental income, capital gains on real estate (but not shares), interest, dividends or any non-Portuguese employment income. This applies only if the income is taxable in the country of origin, for example, under the UK/ Portugal double tax treaty. Take UK dividends; they are not taxed in Portugal because under the treaty they are taxable in Britain. This applies even though in practice

they may not actually be taxed in the UK. Your UK-source pension income, on the other hand, is tax-free in the UK under the tax treaty (apart from government service pensions), and also tax-free in Portugal under non-habitual residency rules. In these examples, you could end up paying no tax – in either country – on UK income. OTHER TAX BENEFITS IN PORTUGAL Even if you do not qualify for nonhabitual residence, Portugal offers very attractive tax benefits for UK expatriates. Portuguese taxes are relatively low and, unlike Spain or France, there is no wealth tax. Inheritance tax is also softer – it only affects Portuguese assets, does not apply to spouses and children and is 10% for others. Portugal also offers opportunities to enjoy extremely favourable tax treatment on your investments. If you qualify for non-habitual residence, you could combine these structures with the regime rules. For example, you could sell a UK property or draw your pension tax-free in Portugal and reinvest elsewhere to take advantage of taxefficient opportunities. Ultimately, the best course of action for you will depend on your individual circumstances and aims. While the NHR scheme offers significant benefits, like any tax regime it is also highly complex. You should seek professional, personalised advice – covering both tax and financial planning for Portugal – for tailor-made recommendations to meet your objectives. The tax rates, scope and reliefs

Things You Should Know About Capital Gains Tax

A

capital gain occurs when you sell something for more than you spent to acquire it. This happens a lot with investments, but it applies to personal property too. Are you planning to sell your home? Find out what tax you will have to pay and how to reduce this liability. You can’t hide from the tax department Any property transaction performed in Portugal must be reported to the Tax Authorities by the notary that executes the deed. This means that when you declare the sale on your tax return, the tax authorities already know of it, so if you fail to include this on your declaration, the taxman will be after you. It’s mandatory to file a tax return every time you sell a Portuguese property Irrespective of your tax domicile, if you sold a property located in Portugal, this means that you need to declare it in your tax return in Portugal. Regardless if there was a gain or not, it’s mandatory to make this declaration, which happens normally in May of the year following

to the sale. Declaring the sale doesn’t mean you need to pay tax You only pay tax, if you had a gain on the transaction. So if you sell something for more than the purchase price, then the difference is a capital gain and that is reported on your taxes. Please note that the value you paid for the property needs to be adjusted, according to the inflation coefficient, applicable to the year of purchase. This means that the purchase value will increase for the capital gains calculation. Also, some expenses will be included in the tax return and deducted from any gain obtained.

You only pay tax, if you had a gain on the transaction. So if you sell something for more than the purchase price, then the difference is a capital gain and that is reported on your taxes.

In which cases your sale is tax exempt It is possible to be exempt from tax in certain situations. For example if the property was acquired prior to 1989, it’s not liable to any CGT. Nevertheless, taxpayers will still have to declare these operations. But this is not the only tax exemption on capital gains from the sale of a property. The law provides, for example, that if you use the full amount of the sale of a property to buy another home (only applicable to tax residents and only in the sale of their primary residence), to build a home or purchase of land intended for the construction, you don’t pay tax on capital gains. Please note that this reinvestment of the gains, needs to happen within 36 months and can be done in any EU country. Expenses allowed to deduct your capital gains From the sale of your property you can deduct, the costs incurred with the purchase operation and sale of the property (eg IMT and registers on the purchase, real estate commission on the sale, etc). Taxpayers can also deduct costs incurred in property

Making Life Easier over the past five years, such as property refurbishments or other money spent to increase the value of the asset, including the cost of the energy certification. Residents vs Non-residents individual ownership If you are non-resident for tax purposes, the tax applicable to your capital gain, will be 28%. If however you are resident, the tax will be levied only on 50% of the gain and you will be taxed according to the tax bracket applicable to your overall income. However, if you are resident and this is your primary residence, gains can be rolled over if you buy another main residence. How does the reinvestment work? If you are resident and this is your primary residence, you can reinvest the proceedings of the sale on another purchase within the EU. This needs to be done on a purchase made between 24 months prior and 36 months after the sale. If the reinvestment in the new property is lower than the total sale, than the tax will be calculated pro-rata. Please note that if you declare on your tax return that you wish to reinvest the proceeding of the sale and then fail to do so, or reinvest a lower amount, the tax will be reassessed and you will pay interest. Even if they do not plan to sell your home for now, it is important that you keep all supporting charges and make sure this invoices include your name and fiscal number and very important: the correct address of the property. The repayment of mortgage loans, incurred to purchase the property, will also be taken into consideration, when calculating the tax return. It’s important that you plan ahead, as you can’t afford any tax surprises. Please feel free to visit us for a friendly chat and ask us for a capital gain tax simulation on your property. Alcatraz Band Covering the Algarve and Spain, the very animated Alcatraz band are the perfect entertainment for Bars, weddings and private functions.

he band Alcatraz was formed about 6 months ago and consists of three members of the same family; Gordon Hannell (lead and bass guitar) Chris Hannell (lead and bass guitar) Thomas Hannell (drums) and George Allen (lead vocals). Frontman George says "I was asked by the guys did i fancy getting together for a bit of a jam. The first song we sang was the classic rock and roll hit Johnny b Good. We nailed it and it went from there". The band play live music from

five decades from artist's such as the Rolling Stones, The Beatles and The Temptations, through to Oasis, Cold Play and Snow Patrol. The band just don't play music, they are true entertainers. The guys make the point of making each performance very visual and energetic, something people will remember and feel uplifted by. The greatest compliment they've had so far is that their video of the cover version of Dire Straits' Money for Nothing was sent to the band themselves. ACTION AT THE ALGARVE STADIUM

T

here’s plenty of international football action at the Algarve Stadium in the coming months. Gibraltar start their first ever World Cup qualifying campaign on Tuesday 6th September. On Monday 10th October Belgium will be Gibraltar’s next opponents in Faro. The stadium, built for the EURO 2004 finals, will also host the Portuguese League Cup (Taça da Liga) semi-finals and finals over five days at the end of January 2017. Current champions Benfica have won the trophy in six of the last seven seasons and the last time the final was played at Estádio Algarve in 2010 they beat FC Porto 3-0. Unfortunately any chance that SC Portimonense and SC Olhanense had of progressing in the competition evaporated in the first round when they both lost at home.

t was a case of slowing the pace as record numbers turned up for the weekly sessions at Olhão and Tavira in August. Soccer Olhanense Strollers SOS (incorporating the Tavira Old Floundering Footballers TOFFS) welcomed their fiftieth summer visitor. Simon Rudd from Bishop Auckland, County Durham was presented with a commemorative bottle of wine to mark the occasion. On the 6th/7th October three teams will be competing for the Algarve Walking Football Cup at Browns Sports and Leisure Club, Vilamoura. egulars and holidaymakers contested some friendly sports rivalry under a scorching sun at the monthly FootGolf Challenge at Colina Verde Golf and Sports Resort, Maragota near Moncarapacho. Newcomers did equally as well as those more familiar with the nine hole FootGolf course where players have to get a football into a large hole situated just off each green. Overall winner was Colm Herron with a score of one over, for the par-35 course. His young daughter Scarlett took the Ladies Award with a very creditable 43. itting wedges the right distance is one of the toughest aspects of the game for amateur golfers. The most common mistake is making a full backswing, no matter how long the actual shot is, and trying to apply the right amount of speed at impact. Using a three-swing system, gives you the ability to hit more consistent shots and you can cover a variety of different distances with multiple clubs. To start with having the correct wedges is key, having evenly spaced gaps can help with consistency and also not having large gaps throughout the bag. There are a number of good wedge combinations. The most popular to go for is 52°, 56°, 60°. Having the smaller gaps gives you more shot variations, giving different trajectories, ball flights and

quarter pitch swing, the club should create an “L” shape with the arms and club. Having a mirror image on the backswing to the follow-through is essential. Picture three is showing the full pitch swing, it is essential that you don’t over swing in this stage. This swinging with an even tempo allows you to produce different distances without any guesswork on the downswing.
