Welcome...

EastAlgarve m

...to a super hot August issue. So far this summer we've been blessed by the weather, hot during the day but unusually cool in the evening, great for my sleeping pattern! This month we focus on the wonderful Medieval Festival in Castro Marim, a great day out for all the family and something visitors will love. We meet the charming Wanda Crawford from Curiosa Indoor an Outdoor furniture, and also offer you the chance to raise cash for a mobile breast screening facility in a charity golf tournament organised by the Rotary club at Monte Rei Golf. Local chef Joe Devine gives us a recipe from his book 'A years cooking in the Algarve' and Mark O'Shaughnessy brings us the second part of how to grow herbs. All this, along with our up to the minute finance pages and another great Golfing tip from Keith Ashdown. I hope you enjoy this issue, have a great month. Editor

Work agreed but not approved for EN125 in Eastern Algarve

P

ortuguese road company Estradas de Portugal said last night that the company is expecting to spend €14 million on roadworks on the EN125 between Olhão and Vila Real de Santo António. But the company president did not announce a date for work to start. António Ramalho explained that no work would take place anywhere on the EN125 during the summer, adding that the renovation of the stretch in the Eastern Algarve still needed approval from the Accounts Tribunal and no date for its start had as yet been set aside.

I

n 2014, only two children were born in Alcoutim. This municipality of the Algarve countryside is listed in the last position of the birth rate ranking in Portugal (Continental). Osvaldo Gonçalves, the new Mayor of Alcoutim, offers a 5,000 Euro birth grant for each baby that is born, as a means to help reverse this demographic shortfall. In Alcoutim, currently, over 60% of the population is over 65 years old and per each new-born there is an average of 6 to 7 deaths. Therefore, in 2015, 3,000 Euros will be granted in the first two years of life of the child and another 2,000 in the third year. The financial support, granted in the form of reimbursement, is intended to be used in the purchase of childcare articles in local stores, as well as to cover nursery and education expenses. 20 plots are also foreseen for the construction of low cost housing for families. Furthermore, the Town Council also approved low IMI taxes and declined the IRS tax revenues.

Olhão approves regulation on animal circulation in the public space

T

he Town Council of Olhão approved an "innovative" regulation on animal grazing and their permanence and movement in the public space, which is in force since July 21st. According to the Town Council, is was a clear imperative "to find a concrete solution to the concerns of the Olhão's citizens, regarding the movement and stay of animals, mainly horses, in the public road and spaces", said António Miguel Pina in a statement. Among several other measures, animals grazing in public spaces is now forbidden. It is only allowed in private property and with the written permission of the plot's owner. Anyone can, from now on, denounce any breach of the rules to the authorities, and the infringers may be fined between 50 and 2500 Euros.

Why you

feel PAIN

O

ften we wonder about the origin of the pain we feel. In some cases we could clearly associate the pain with an accident or injury, other times we do not understand exactly why we get certain pains or why we start to feel pain at a particular time. Where did the pain come from? Why we develop tendonitis / arthritis / hernia and why do certain pains come and go? Do all problems result from how we live and what we are currently doing, or is it in our genes? The reality is that the human being is a complex being under the influence of multiple factors. In our daily lives we are subject to numerous "attacks", physically and emotionally. Bad posture maintained for prolonged periods which may overload the musculoskeletal structures and cause misalignments, repeated movements at work or sports that do not give the joints / muscles enough time to rest, untreated injuries to our body, inadequate diet, poor hydration, daily stress, the difficulty in managing personal problems that cause anxiety ... These are, among many others, some of the reasons that may contribute to generate muscle tension / misalignment of the segments / overloads that will be adding day after day in our body. Then why doesn't this cause pain every day? Our nervous system has many receptors constantly detecting the condition of our body. Unconsciously

8

Learn more about your body and the source of pain, how we function and if we can prevent it. Duarte Arrais, Fisioclube Fuzeta.

our body is programmed to work to ensure the important functions that allow the human being to survive: breathing, feeding and reproduction. This explains why we don't notice many smaller agravations which we experience daily. Our defense system tries to solve problems before we feel them, trying to find solution so that the body remains stable and able to function. The body adapts and tries to find defensive positions to relieve the pain. Parts of the body begin to work abnormally to compensate, which helps pain in the short term. However, everything has a cost! Because of these tradeoffs, some areas are overloaded; tensions begins to accumulate in different parts of the body, the expenditure of energy to maintain 'normal' functionality increases. This causes body misalignments, joint, disc and tendon wear. All this happens without you even noticing. Although the body tries to avoid feeling pain, there are times when it can no longer hide it, either because the burden becomes too intense, or because our defenses are weak, the body gives in. Then comes the pain which can appear in numerous ways and in different places. Often it is the accumulation of several factors that can cause an unexplained pain or cause an old pain to come back. Sometimes pain comes and goes after a while, as our body find ways to camouflage it, therefore we do nothing to treat it, causing later problems.

HEREDITY is a factor! We shouldn't discount that hereditary can play a role. Certain tissue weaknesses or physical characteristics are passed down by our ancestors. However, above all, each of us are unique, we are individual and react to every situation and scenario in our own way. ARE THERE WAYS TO INTERVENE AND TO PREVENT PAIN? As we age the years of wear and tear on the joints, muscles and tendons causes areas of the body to lose mobility (hipomobility) and become more rigid. Checking posture and body movement enables us to find out what areas are most misaligned, isolate over stressed areas and determin the root of the pain. Analyzing the body allows not only to understand what could be the cause of a current complaint, but also helps decide the best way of treating it. A physical therapist can provide a full check-up and together with the patient can stop re-occuring pain. Treatment is much more than the relief of pain, it should also be a way to prevent incorrect alignment, restore normal mobility, releasing tension and promoting a more correct posture. It should also be possible to understand the body on its journey over time, and restore your well-being to make you feel better today and in the future. If you are in pain do not hesitate, visit us! Dental cavities Dental advice from We Smile Dental clinic

D

ental cavities is an infection, with bacterial origin, that causes demineralization and destruction of the hard tissues of the teeth. It is a result of the production of acid by bacterial fermentation of food debris accumulated on the tooth surface. The mouth contains a wide variety of oral bacteria, but only a few specific species of bacteria are believed to cause dental caries. Bacteria collected around the teeth and gums are a sticky mass called plaque, which serves as a biofilm. Some sites collect plaque more commonly than others, for example, sites with a low rate of salivary flow (molar fissures). A person experiencing cavities may not be aware of the disease. That's why it's important to have regular dental checkups and cleanings, even when your mouth feels fine. The earliest sign of a new carious lesion is the appearance of a chalky white spot on the surface of the tooth, indicating an area of demineralization of the enamel. There are other signs and symptoms such as toothache, tooth sensitivity, mild to sharp pain when eating or drinking something sweet, hot or cold, visible holes or pits in your teeth, pain when you bite down. There are three things to consider in the treatment of dental cavities: prevention, remineralization and restoration. In prevention, since we can't eliminate

the bacteria in the mouth, limiting the amount and frequency of sugars in our diet is the easiest way to prevent dental cavities. Also, the use of a mouthwash also helps by limiting the number of harmful bacteria in the mouth. Visiting the dentist regularly will help prevent cavities from forming, or catch them when they are small. Remineralization: shallow cavities can be reversed when they are treated with a substance that contains fluoride or calcium. Fluoride makes the enamel more resistant to cavities and can be applied to teeth through fluoride toothpastes, supplements, dental office fluoride treatments and varnishes, and fluoridated water. The amount of fluoride exposure must be carefully controlled though, because high levels can be toxic. In restoration, when a cavity is too large for remineralization, it must be restored. If the cavity is still small, it can be restored with a filling made of composite or silver amalgam. If a large part of the tooth is decayed, it will need to be covered with a crown. If the cavity has extended to the center of the tooth and infected the nerve, a root canal will have to be performed. Sometimes, the cavity infects a majority of the tooth surface and the tooth has to be extracted. Areas where teeth have been extracted can usually be restored with dental implants or bridges Today, cavities remain one of the most common diseases throughout the world. If you're experiencing pain or sensitivity

in your teeth, make an appointment with us as soon as possible. WeSmile Dental clinic, Olhao and Faro. Tel; 289 822 068 / 934 936 176

Loulé gallery welcomes works by England’s ‘foremost sculptor’

T

his summer the ArtCatto gallery in Loulé (Algarve) will be showing works by Philip Jackson, an artist described as “England’s foremost sculptor” and who recently scored a major coup after being commissioned to create a sculpture of Ghandi, to be erected opposite the Houses of Parliament in London in 2015. From 25 July and running for several weeks, ArtCatto’s summer exhibition will showcase works by Jackson, who is one of England’s most commissioned artists, having been contracted by royalty and the British government. His works include the figure of the late Queen Elizabeth, the Queen Mother for her National Monument in The Mall, which was unveiled by HM The Queen in 2009, The RAF Bomber Command in Green Park, London, The Gurkha Monument

12

in Horse Guards Avenue, The Young Mozart in Orange Square, The Chelsea Pensioner outside the Royal Hospital, Chelsea, and the giant figure of Bobby Moore in front of the new Wembley Stadium. The ArtCatto gallery said “there was an exciting buzz at the gallery” when it received the news of Jackson’s commission. It added it is “delighted” and “proud to be representing Philip Jackson in Portugal.” Having worked with him for many years in the UK Gillian Catto, founder of ArtCatto, said that this new Commission of Ghandi alongside all the other major works that Philip has created puts him into the forefront of British sculptors and has strengthened his International reputation. “His personal sculptures which are all small edition numbers sell out

so fast that there are always a lot of disappointed clients. Next year we shall be holding a larger exhibition of his work with some full scale pieces on exhibit as well. I am sure that we will eventually have the small maquette of Ghandi for sale as well!” she said. The memorial will stand in Parliament Square alongside those of Abraham Lincoln and Nelson Mandela. Philip Jackson’s personal creative works will be showing alongside those of five other international artists at the ArtCatto gallery in Loulé. The exhibition will run from 25 July until autumn. ArtCatto, in partnership with The Conrad Algarve, will also be having a major retrospective of Philip Jackson’s work early next year where his larger pieces will also be on display. Medieval Days Castro Marim

www.eastalgarvemag.com

B

etween 28th and 31st of August, the town of Castro Marim will offer all visitors a live history lesson, and for four days and nights the clocks are turned back to the medieval times. The ideal scenario for this the 17th medieval days is the castle of Castro Marim village, a place that has hosted numerous events in the past, and now is receiving the king, queen, knights in shining armour, jesters and minstrels, merchants, monks, and nobles. Evenings bring about a mystical feel from the hustle and bustle of the market with traders peddling their wears, the aromas of the meats cooking on the fires and the

sounds of the street entertainers. Once in the castle, you are in the venue for tournaments with people fighting on horseback and on foot. As the light dissapears the whole atmosphere of the castle is brought even more to life with the sounds of the entertainment and the lights from the fires. One of the great moments in Medieval Days is the banquet nights, bringing together hundreds of diners inside the Old Castle. The banquet delights all those that enjoy the cuisine of the season and their delicacies. In the mysterious light of the torches and the sound of the classical guitar, guests revel in a medieval menu

where there are many delicious entrees, soups, seasonal dishes and irresistible desserts, duly accompanied by wine, stout and cider. The supper was important to our ancestors and the evening is aimed to replicate this moment, which can last until late into the night. It is an evening of relaxation in front of a table filled with delicacies, where meat had a leading role. Meats like Hare, pheasant, lamb, pork and beef, as well as some unique birds of the season, often filled a medieval table and the banquet feast will, like the whole event, take you back to days gone by. The first and last day of this event is marked with a grand parade through the historic streets of the village which involved hundreds of extras. Local people and visitors dress in costumes representing different social classes such as the clergy, nobility, bourgeoisie, and serfs. The town's streets are filled with crowds watching the passing parade, always accompanied by jugglers,

www.eastalgarvemag.com

acrobats, clowns and other entertainers who arouse laughter and enthusiasm from the public, everyone becoming involved on this trip to the medieval world. Another beautiful thing to see is the procession, in which the king accompanies the queen of all, along with the lords and ladies of the court, richly dressed, marched between rows of people in the streets outside the walls. All this is accompanied by the roar of trumpets, tambourines, clarinets and saxophone, and lots of drums, turning the whole street into a carnival. Costumes represent a very important role during this spectacular event. These vary according to the social status of each class and are a real history lesson for our generation, as it allows us to have a better understanding of society, tastes and atmosphere of a bygone era. Medieval days Castro Marim is one of the best events in the East Algarve and even if you are not a history fan, the whole appeal of the 4 days has something for everyone young and old alike, so make a note in your diary.

Portugal has introduced programs to attract foreign buyers of property such as the Golden Visa and the NHR (Non-Habitual Resident) which have proved to be highly successful. The Golden Visa investment scheme has during the 1st 6 months of 2014 already earned Portugal more than the whole of last year. The NHR program is especially interesting for pensioners who basically end up paying zero tax on income changing them from ‘not happy residents’ in their country of origin into very happy Portuguese residents indeed. Depending on the country of origin, tax on pensions can be as high as 60% of income. For example, a foreigner with a pension of Euro 3500 per month (after 50% tax) all of a sudden ends up receiving Euro 7000 per month once the NHR status in Portugal has been obtained. This is valid for 10 years. The contrast with local residents and pensioners could not be bigger, as they have been confronted with rising taxes due to the financial crisis and subsequent austerity measures from the government. Portugal’s NHR program is another fine example of giving away other people’s money. In this case it is the income of other nations who will have to make up for the shortfall. However it is perfectly legal to do so. It is just as legal as 19 out of 20 largest Portuguese companies that have set up an office for tax reasons in places like The Netherlands where they have agreements with the local tax authorities to pay zero tax or only a small percentage of corporate tax. But Brussels is looking into the arrangements that countries like The Netherlands, Ireland and Luxembourg have made with large corporations as these arrangements have drawn criticism across Europe at a time when many governments in Europe have been forced to impose tough austerity measures by cutting basic welfare benefits and increase taxes to cut budget deficits and to bail out failed banks. In 2012 Starbucks U.K. came

www.eastalgarvemag.com

Property under scrutiny for paying royalties to its Dutch division for using the brand name. Despite sales of GBP 3 billion over a period of 14 years it only reported losses in the U.K., as profits were retained and taxed at a very low rate in the Netherlands. In Portugal, Pingo Doce (supermarkets) claimed that the company had to establish an office in the Netherlands to avoid paying tax in Portugal in order to keep the prices down and for consumers to benefit. As legal as the arrangement may be, it distorts the level playing field as small, local supermarkets can not benefit from a similar arrangement. Tax incentives like these are introduced at will by governments and are different from productivity gains and/or a technological breakthrough. Not to mention the fact that small supermarkets do contribute by paying taxes locally. If this unfair competition erodes their turnover it also means less income for the government. Large corporations and their accountancy firms are advocating more transparency about the way they have organised their tax

affairs in order to avoid scrutiny from the general public. There is no point in treating corporations as villains as most people work for them and the shares of these companies are held by individuals (or their pension scheme). The real issue when it comes to tax is fairness. The success of the Golden Visa and NHR programs has also not gone unnoticed by real estate agencies and vendors. The former enjoyed an increase in transaction volume. The latter managed to sell their property, which in many cases had been on the market for several years. Spain now has a similar program like the Golden Visa in place to attract investors, in an effort to emulate Portugal’s success. Will the same happen with the NHS program and other countries start to introduce their own version to attract pensioners? And as the competition increases, how long before they will be offered a ‘sign up’ fee to take up residency in another country? One can speculate about the amount, will it be a few thousand Euros or tens of thousands of Euros? It may seem unreal, however on a more

local level Monchique council has already approved a maximum grant of Euro 5000 to young people who live in the council area or those who are thinking of moving there in order that they renovate old houses. With this measure the council is trying to combat a declining population and stop the degradation of buildings. The idea of Portugal as Europe’s newest tax haven is gaining traction, judged by the growing number of buyers from Scandinavia, France and Belgium. More and more people seem to think this is a fiscal paradise. Is this too good to be true or too true to be good? The Wonder of Curiosa Let curiosity get the better of you, visit Curiosa Indoor and Outdoor furniture for a unique shopping experience.

T

his month I had the absolute pleasure of meeting Wanda Crawford of Curiosa, Indoor and Outdoor furniture, based in Almancil. Wanda, from New York, came to Algarve 14 years ago after a successful, varied career in the United States, ranging from the Fashion industry to the Financial industry, eventually owning her own Insurance agency in Atlanta, Georgia. Upon her return to the U.S. the opportunity arose to sell her business, making it an ideal time to make a permanent move to Portugal. Wanda met and fell in love with her partner who already owned Curiosa (named because customers are always

28

curious to see what new and unique items are available). As the relationship blossomed, so did the business, Wanda's personality shone through and quickly became the face of Curiosa, always greeting clients with a smile, and offering her own unique, personal touch. These are exciting times for Curiosa, opening in August is their brand new sofa showroom. You will find it full of unique, high quality sofa's individually sourced, as are many of the items throughout the shop. Curiosa's slogan is "Your unique experience", which it certainly is! Never have I seen such a hand picked range of beds, dining tables, sofa's and outdoor furniture. You'll also find a huge range of candles, linen, sun shades.

www.eastalgarvemag.com

Wanda will soon be opening her very own Atelier within the Curiosa store. Using her vast knowledge of fashion and decor, Wanda will offer a complete decorating service including hand made curtains, re-uphostering and cushions. Curiosa are also a main dealer for the Big Green Egg, a barbeque/kamado known as the ultimate cooking experience. For more information contact Curiosa on 289 391 373 or www.curiosaportugal.com. At the back of the shop you will find a fully fitted bar in an English/Irish style. This not only provides a great place to entertain, but also shows off another speciality Curiosa has; custom made bars. This along with Concrete Cire kitchens for indoors or outdoor, are a few of the many reason to visit Curiosa, you will not be disappointed. It really was a pleasure to meet Wanda, a very warm, genuine person who naturally makes customers feel so welcome. Thanks so much for taking the time to talk to us.

Local Chef Joe Devine brings us a delicious dish from his book; A years cooking in the Algarve.

Salad of tomatoes, sardines and bread

D

id you know that minutes prior to his first moonwalk, Neil Armstrong ate four helpings of tinned sardines? Scientists were still unsure whether the moon’s surface was made of cheese and could sustain the 3 man, Apollo 11 crew. Anyhow, Armstrong had a lactic allergy and a preference for oily fish. So, if you are an aspiring astronaut or simply want shiny hair and a grasp of mathematics, try this easy and delicious salad. Seriously, it really is good. Serves 4 • 5 thick slices of white bread, diced approx 2 cm • 50 ml of extra virgin olive oil • 2 cloves of garlic, finely chopped • 500 g of ripe tomatoes, diced approx 2 cm • 1 red onion, halved and finely sliced • 3 tbsp capers, rinsed • 3 tins (120 g) of sardines in olive oil • 50 ml red wine vinegar • Good handful of basil leaves • A little extra olive oil • In a large frying pan over a medium heat, fry the diced bread in the 50 ml of olive oil, stirring occasionally until golden brown, approx 5 minutes. Add the garlic, toss to combine and after 30 seconds dump the croutons into a large bowl, allow to cool. • Add the tomatoes, onion, capers, salt, pepper and the sardines including their oil. Drizzle over the vinegar and using a fork combine everything well, the sardines will break into pieces but that’s fine. Lastly, roughly tear two-thirds of the basil leaves and stir through the salad. • Arrange on plates, drizzle with a little extra olive oil and garnish with the remaining basil.

Gardens Better tasting and the cheaper option even with the smallest of space... Part II

T

o complete the article published in Junes issue I have added below another list of herbs you might like to try to grow, all these plants can be grown in any size garden, from a window box to a more specialized herb garden. So whatever your gardening skills, there is something for you to try. DILL; How to grow Aniseed-flavoured dill dislikes having its roots disturbed – sow it where it is to grow, either in the ground or in large containers in a warm sunny site with well-drained soil. Don’t grow dill near fennel, as the two can cross-pollinate resulting in seedlings with muddled flavours. If you can’t provide these conditions, then don’t waste your time – dill won’t thrive in cold, wet areas. Sow little and often in March to April in the garden to give you a supply of fresh leaves all summer. How to care for dill Protect your plants from strong winds and support them with twiggy sticks. How to harvest Pick leaves fresh whenever you need them. If you want to use the seed too, cut off the flower heads, put them in a paper bag and leave in a warm place for a week. The seeds will then fall from the husks and can be stored in an airtight container. Recommended varieties The variety ‘Bouquet’ is shorter than the common form at only 60cm. It

32

runs to seed very quickly, so is ideal if you prefer the flavour of the seed. If you’re growing dill for ornamental effects as well as culinary, go for ‘Tetra’ or ‘Herkules’. TARRAGON With its delicate aniseed taste, this herb is perfect with chicken and fish. It's the main flavouring in Béarnaise sauce How to grow There are two types of tarragon – French and Russian. French tarragon has the superior flavour and much more tender leaves. It doesn’t produce viable seed, so buy French tarragon in spring as established plants from the garden centre. It is fairly slow growing, so you’ll need several plants for a decent crop of leaves. How to care for tarragon Sunshine and well-drained soil are essential. Plant it on its own in a container, as it can easily be swamped by more vigorous plants. Water sparingly and move the container to a cool, frost-free place in winter. How to harvest Cut the top third of the stems for use in the kitchen. Recommended varieties French tarragon (Artemisia dracunculus) with its long, thin, aniseed-flavoured leaves, is definitely the one to choose. LEMON VEBENA; How to grow Lemon verbena is a small, attractive shrub but it loses its leaves in winter.

Because it can’t withstand frost and therefore needs protection throughout the winter, it’s best to keep it as a container plant. You can buy established plants from the garden centre or you can grow your own from cuttings. Take softwood cuttings from new growth in spring or more mature shoots in late summer or early autumn. Push the cuttings into a mix of compost and grit, transferring into larger pots once they’ve rooted. How to care for lemon verbena A warm humid spot in light free draining soil – such as against a sunny wall – is ideal. Prune lightly in spring and remove any dead tips once your plant starts to reshoot – this will encourage new growth. Cut plants back in autumn to keep a compact shape and move them under cover to protect from frosts. How to harvest Pick fresh leaves while the plant is in full growth – they make a refreshing tea and can be used to flavour cakes and ice cream. Drying the leaves concentrates their flavour – store in an airtight container. BAY; How to grow Bay tolerates both sun and shade, and will grow in any soil providing it isn’t too wet. Position in a sheltered spot as the leaves can be scorched by cold winds. Bay is an ideal container plant – it’s only moderately hardy, so growing it in a pot makes for easier winter protection. Buy new plants in late

spring and plant into containers in May. How to care for bay Clip plants into shape if necessary in June to July keeping the plant in a controllable shape. How to harvest Fresh leaves have a stronger flavour than dried ones and, although leaves are available all year round, it’s a good idea to pick and dry some leaves in August for use in winter. Dry the leaves between the pages of an old paperback weighted down under a stack of books. This will stop the leaves from curling as they dry and will therefore make them easier to store. Recommended varieties The normal species of bay (Laurus nobilis) is the only one used for culinary purposes. ROSEMARY; How to grow Rosemary is widely available as established plants in garden centres for planting in spring. For more plants, take cuttings from young shoots in spring or summer. Rosemary can be used as a low hedge. How to care for rosemary Rosemary is slightly tender and needs a sunny, sheltered position in well-drained soil; it does well in chalky soils. If growing it in a

34

container, add some grit to the compost to aid drainage and don’t over water. After flowering in March, trim into shape and feed. How to harvest You can pick leaves from this evergreen all year round. It’s a good idea to dry some leaves at the end of summer if you want to use lots of rosemary over the winter, or add a sprig to olive oil for salad dressings. Recommended varieties The Common rosemary (Rosmarinus officinalis) is the hardiest form and most used in cooking. ‘Miss Jessopp’s Upright’ is a more vigorous and upright variety and makes a good focal point in a herb bed. The Prostratus Group are lowgrowing forms ideal for the top of a wall or rock garden. Corsican rosemary has a more pungent scent. SAGE; How to grow There’s a wide variety of plain green and coloured-leafed sages available in garden centres. Alternatively, take cuttings in late spring or early summer. All varieties will root easily in about four weeks. How to care for sage Sage needs a well-drained fertile soil in a sunny spot. If your soil is a little heavy, dig in some grit before

planting. Alternatively, sage will grow well in a container; again add grit to the compost to improve the drainage. Cut plants back hard in March to about 15cm above ground level to prevent them becoming leggy. If you’ve got an old straggly plant, it’s best to get rid of it and replace it with a new one. How to harvest Fresh leaves can be picked any time before flowering. In theory, you should be able to pick leaves all year round, as sage is evergreen, but the leaves can suffer in cold winters. Harvest in summer and dry for winter use. Mix chopped sage and onions into sausage meat for a great tasting stuffing. Recommended varieties The most commonly used for cooking is sage (Salvia officinalis). Colourful foliage varieties can also be used and look good in the garden. Try ‘Purpurascens’ and ‘Tricolor’. MINT; How to grow Mint grown from seed will rarely be the same as the parent plant, so the only way to get your favourite mint is to buy established plants – garden centres will have a good supply in spring. Or try scrounging a cutting

from a friend – the shoots will root easily in water. All mints are invasive to some degree, spreading via underground stems. This makes them ideal for growing in containers. Mints should be renewed every two to three years to keep them vigorous. Lift the plant in spring, save some of the pale, young, underground stems with lots of buds and replant them. Throw the rest away. How to care for mint Mint prefers moist soil and light sun to shade. Keep it well-watered and remove the flowers to stop itself seeding. Feed with a weak liquid fertiliser. For a supply of fresh mint in winter, take sections of root from the parent plant in October and lay them on the surface of fresh compost in a new pot. Cover lightly with compost, water and place a warm spot or on the kitchen windowsill. Fresh shoots will sprout within a few weeks.

familiar mint with long, pointed leaves and a refreshing flavour. For food, teas and salads choose Moroccan and Tashkent mints. Apple mint has a mild mint flavour and apple-scented, woolly leaves. Pineapple mint has pretty, creamstreaked leaves and can also be used in cooking; and finally black peppermint, which has a strong minty taste, is ideal for flavouring food and for mint tea. I have tried to include all the herbs we use in our kitchen in a variety of different dishes, the list is almost too large to include in these short articles, but the additions I have chosen here for the second part give you a good choice of herbs to grow and use. The idea of this guide is to give you the basics for growing your own herbs, but if you don’t find a particular herb you would like to try then you can always drop me an e-mail and I will attempt to give you the advice needed. Managing your International payments

e are well into the summer months now and being my first summer here I cannot say I’m disappointed, and while we are enjoying the warm weather, we are also enjoying a strong Pound. With many things happening in the news recently I thought I would mention what moves exchange rate. We are all aware that announcements from the Bank of England or the European central bank have an affect, but do we realise the exchange rate can also be affected by geopolitical tension. For example what is happening in Israel or the relationship between the West and Russia, can make the markets nervous. So even though we are seeing a strong pound at the moment, we have to be aware of what is happening all over the world and how this can affect other currencies, which can alter the STG/ EUR. In July the Pound hit a five and a

Save tax on your property

or some property owners, July was not only the month where temperatures rise, it was also the month to pay the second instalment of the IMI Council Tax. For those that own a property in Portugal and pay IMI every year: do you think you are paying too much tax on your property? Do you want to save money on tax? Well the reason we asked these questions, is because it is possible to revaluate your property and reduce your tax liability. We have successfully submitted requests to the local tax departments to reduce the tax values of our clients’ properties, thereby saving many on the IMI property tax bills next year. In fact if your property was revalued under the new CIMI system between 2004 and 20011 and there have not been any alterations to the property since that revaluation, it may be worth asking for a new assessment from the tax department. If you wish to find out whether your property may qualify for a tax discount, please feel free to contact us with more details. We are happy to offer this service to anyone, even if they are not existing clients! We have some examples which prove that homeowners could actually

save, in some cases, more than one hundred euros. For a small fee, we can make a simulation on your behalf and if we verify, by introducing the data contained in your building books, that your case worth’s advancing we can make the necessary procedures to request a revaluation. Please note that all property owners have the right to request a review of their VPT urban building. The property valuation is based on a series of coefficients including location, size, quality of construction, comfort and the age of the property. The legal coefficient for ‘construction cost’ was reduced and many properties are now older than when the last valuation was completed. Consequently it is possible to request an update which in most cases actually reduces the tax value and in turn the IMI taxes due each year. Our Property Tax Assessment provides you with a complete file of documents you would need to produce to a real estate agent or to a potential buyers’ lawyer when you come to sell, including property plans, tax and land registrations, habitation licence and a detailed report on the property explaining any anomalies discovered. Contact us now so we can start preparing and submitting the

application for you, or give us a call on +281 029 059 or visit us for a friendly chat. Ricardo Chaves, All Finance Matters.

Non Habitual Residency Status attracts foreign investors

There are already more than 1,500 individuals registered under the NHR regime and more than 600 applications are presently under analysis. The NHR regime, which is a beneficial Personal Income Tax (PIT) regime, is available to individuals becoming tax residents in Portugal, provided they were not Portuguese tax residents in the previous five years. The status is granted for a period of 10 consecutive years. Under the NHR pensions are tax exempt in Portugal as long as they may not be deemed sourced from Portugal. Also several categories of foreign-source income and capital gains (except if sourced from a blacklisted tax haven which has not signed a double tax-convention with Portugal) will be generally exempt from income tax in Portugal since they may generally be taxed in the source country, even though they will not often be taxed in the hands of non-residents in the latter country either. If you want to find out more and see whether you meet the criteria to qualify as a non-habitual resident (NHR), please feel free to contact us at +351 912 448 103 or ricardo@allfinancematters.com

Demographic trends indicate a continuing increase in this substantial public health problem. Systematic early detection through screening, effective diagnostic pathways and optimal treatment have the ability to substantially lower current breast cancer mortality rates and reduce the burden of this disease in the population. In 2005 the Algarve Oncology Association (AOA) implemented breast cancer screening in the Algarve, in partnership with ARS Algarve (Regional Health Administration) through the funding program SAUDE XXI (Health 2001). Thus far the AOA has done about 70,000 screenings, with a detection rate of malignant tumours around 3%.

The current breast cancer screening programme follows international guidelines and targets women between 50 and 69 years of age, who are screened every 2 years. The AOA have been contracted by the Portuguese Health Department to provide scans in even the most remote rural areas; women who might not be able to come to the regional capital of Faro can therefore have their scans done in their local communities. After 8 years, there is a need to renew the equipment and expand the programme. The latest technology is required to increase the degree of effectiveness in early detection of breast cancer, and to expand the age range to younger women. This need is due to the fact that there is a high incidence of cancer in women between 45 and 49 years, with a higher degree of aggressiveness. This expanded programme could reach potentially 12,000 – 13,000 women. Several Rotary Clubs in the Algarve have joined with the AOA in drafting a major project to help them achieve these objectives. O

lhanense, relegated from the Premiera Liga at the end of last season, have had a troubled summer and start to the new campaign. After several approaches to potential new managers had been rejected it was not until late June that the services of António Conceição were secured. António Conceição steered Moreirense to the 2nd Division championship title last season and his appointment shows that Olhanense are determined to make a serious challenge for a swift return to the top flight. With nineteen players leaving the club the new technical team has been working hard to secure players to fill the gaps. New signings include former FC Porto and Portugal U20 goalkeeper Tiago Maia; former Benfica centre-forward Weldon, defenders Duarte Machado (ex-Belenenses) and Andre Pires (exBraga). The first competitive game of the season involved a 2,000kms trip to the Azores to play Santa Clara in a League Cup ‘first phase’ tie. With several players on the treatment table and international clearance still awaited for others, the club was only able to muster eleven eligible players. The visitors battled all the way but lost 2-1 having been reduced to nine men with Rodrigo António seeing red after 28mins and Duarte Machado in the final minute. There is much work to do before the first league game at home to Leixões on the 9th August. Other home games this month are: Oriental (League Cup) on 20th August and Sporting ‘B’ on 24th August. Season tickets are now on sale and a Special Package is available at €184 which includes a top seat in the Main Stand for twenty-three home games and free club shirt. The ticket is transferable if you are unable to attend.

taged off the coast of Tavira, the Championships saw a record entry with 367 young sailors from sixty-seven countries. Tavira’s town square, Praça de Republic, was a fitting backdrop for both the Opening and Closing Ceremonies. Spain lifted the Nations Trophy for the first time in their history as they celebrated four medals from the eight classes of racing. France came second closely followed by Israel. Great Britain finished a very credible seventh with Portugal in 22nd place. The Bengt Julin Trophy was awarded to South Africa's Brandon Wijtenburg and Todd Fisher who had demonstrated good sportsmanship, respect, graciousness, helpfulness and friendliness to their fellow competitors. ISAF Vice-President Nazli Imre closed the event and handed the ISAF flag over to Langkawi, Malaysia, host venue of the 2015 Championships.

ollowing last month’s article some sixteen people have already signedup to participate in the new initiative for over 50s. A recent study showed that physically active men have a 20-30 percent reduced risk of premature death and 50 percent less chronic disease. But by the age of 55-64, only 32 per cent of men say that they take the recommended half-hour of strenuous exercise five times a week. Thanks to SC Olhanense, the Walking

Football group will be using the new 'third generation' Astroturf five-a-side pitch in Olhão which some of the group tested recently. The rubberised surface is far gentler on the knees and the lower body in general than older types of artificial surfaces. The weekly sessions will commence in mid-September. Remember this!

This months tip from Keith Ashdown, Benamor professional.

A

player with the best timing will drive the ball furthest and straightest, but very few times indeed do even the best players strike the "sweet spot" on the club-face. Thus there is rarely a perfect club-ball contact. As a proof of this, that perfectionist Ben Hogan, when asked how many times, during his 276 record for four rounds in the U.S open in 1948, had he hit a perfect full shot, replied "Not more than a dozen times" - which was only some 10% of all his full shots. That is why when I'm teaching a grumble, one who is never satisfied i recall the statement of Ben's as i explain that golf is a percentage game and that he will hit some bad ones and some not quite good ones. His perfect shots will more than likely be accidents! Now if you say this to a golfer, one who does not know or realise that golf is a difficult game, he will be offended. As the sweet spot on the club, be it on a wood or an iron, is so rarely struck (even on a putter, strange to say) it means that the player with the best and strongest hands will get least deflection of the club-face from a notof-the-centre blow. This corroborates once again my belief that a golfer is no better than his hands and that the quality grips are also ESSENTIAL. The top pro´s find their right clubs by trial and error, by experimenting. It does not spoil a club to get it right, but it might spoil you game if you persevere with a club that is not suitable for you, no matter how good it is - (remember this) Good Golfing, Kieth By the way, Ben Hogans total of 276 for four rounds at a U.S open stood for 19 years, Jack Nicklaus scored 275 in 1967, and even to this day only a handful of players have beaten 276.
