VRSA offers shopping discounts on ‘White Sundays’
A
new initiative will see shops in Vila Real de Santo António’s historic centre offering discounts on the last Sunday of every month. The scheme entitled ‘White Sunday’ is inspired by the American ‘Black Friday’ sales idea. Mayor Luís Gomes sees it as a “unique opportunity to promote the town and its historic centre as it will have a beneficial snowball effect on the economy”.
6
He added the plan has Spanish tourists in mind - as the town is popular for weekend excursions – and complements the town’s bid for UNESCO recognition. VRSA’s first ‘White Sunday’ was held on January 30 and hopes were for “around 1,500 people”. White props will be used to identify the shops taking part. Opening hours will run from 10.30am to 6pm.
São Brás introduces disabled-friendly pavements
A
network of pavements specially designed for people with disabilities and mobility problems was officially launched in São Brás on Wednesday morning (January 6). Running 5kms along many of the town’s major roads, the €317,000 network links to the sports centre, local schools, Jardim da Verbena, Parque da Vila and Praça da República. “The network has made many areas in the town centre more accessible to people with mobility problems, making it safer and more comfortable for them,” said the council, adding that the project is “an important step towards creating a truly inclusive municipality, where everyone can live with equal opportunities, dignity and quality of life”. Ana Sofia Antunes, Portugal’s new Secretary of State for People with Disabilities, attended the ceremony and also considered it a “defining moment” to make São Brás “barrierfree”. “(The network) is vital for disabled people but also fundamental for everyone else, as anyone may face (mobility) problems in their life, even if temporarily,” the secretary of state, who is blind, added. Jorge Botelho, mayor of Tavira and president of the Algarve Municipalities Association (AMAL), also attended the network’s inauguration.

nforgettable political satire” is what organisers promise for this year’s carnival festivities in Loulé - to be held on February 6, 7 and 9 along the town’s Avenida José da Costa Mealha. Entitled ‘The Great Shipwreck’, the event’s theme will be “piracy” and feature 14 floats and around 700 papier-mâché figures depicting António Costa, Catarina Martins, Jerónimo de Sousa and president Marcelo Rebelo de Sousa and Maria de Belém. Football star Cristiano Ronaldo and Portugal manager Fernando Santos will also be ‘leading’ their own floats, as well as Captain Passos ‘Hook’ Coelho, “who for four years was the terror of the sea and is now adrift”. The carnival parade will also feature samba dancing inspired by Brazilian Carnaval traditions. Anyone interested in dressing up for the occasion can rent a costume

from the ‘Loja de Carnaval’ on Praça da República starting January 22. Local schools will be hosting their own parade on February 5, with around 3,000 children expected to take part. Loulé’s carnival festivities are said to be “the oldest in Portugal” and will this year celebrate their 110th anniversary. Tickets to the event cost €2, with part of the proceeds going to local charities. Also enjoy the festivities in São Brás, Av. da Liberdade, February 7, 15h00.

Joint Disorders of the jaw Duarte Arrais explains the symptoms and causes of Temporomandibular Joint Disorders (TMD, TMJ)
Y
our temporomandibular joint is a hinge that connects your jaw to the temporal bones of your skull, which are in front of each ear. It lets you move your jaw up and down and side to side, so you can talk, chew, and yawn. Problems with your jaw and the muscles in your face that control it are known as temporomandibular
disorders (TMD). But you may hear it wrongly called TMJ, after the joint. WHAT CAUSES TMD? We don’t know what causes TMD. Dentists believe symptoms arise from problems with the muscles of your jaw or with the parts of the joint itself. Injury to your jaw, the joint, or the muscles of your head and neck like a heavy blow or whiplash, can lead to TMD. Other causes include:
Grinding or clenching your teeth, which puts a lot of pressure on the joint. Movement of the soft cushion or disc between the ball and socket of the joint. Arthritis in the joint. Stress, which can cause you to tighten facial and jaw muscles or clench the teeth. WHAT ARE THE SYMPTOMS?

TMD often causes severe pain and discomfort. It can be temporary or last many years. It might affect one or both sides of your face. More women than men have it, and it’s most common among people between the ages of 20 and 40. Common symptoms include: Pain or tenderness in your face, jaw joint area, neck and shoulders, and in or around the ear when you chew, speak, or open your mouth wide Problems when you try to open your mouth wide. Jaws that get "stuck" or "lock" in the open- or closed-mouth position Clicking, popping, or grating sounds in the jaw joint when you open or close your mouth or chew. This may or may not be painful. A tired feeling in your face. Trouble chewing or a sudden uncomfortable bite -- as if the upper and lower teeth are not fitting together properly. Swelling on the side of your face. You may also have toothaches, headaches, neck aches, dizziness, earaches, hearing problems, upper shoulder pain, and ringing in the ears (tinnitus). Carnival
CARN The festive season of Carnival starts this month with celebrations throughout Portugal. Here's your guide through some of the country’s traditions and most popular celebrations.
12
www.eastalgarvemag.com
NIV AL T
Carnival
he popular Portuguese saying “É Carnaval, ninguém leva a mal!”. , which roughly means “It’s Carnival, nobody will be offended!“, expresses the feeling of unrestrained freedom that takes over the country during the festive season of Carnival. Nowadays Carnival in Portugal is usually associated with street celebrations and parties, with costumes and bright colours, with parades where revellers in skimpy costumes with feathers and sequins dance to the sound of the exotic rhythms of Brazilian samba. Yet pockets of traditional Portuguese celebrations still survive across the country, where political satire rules the street parades, and where the influence of Brazil’s exuberant traditions are kept to a minimum. Carnival takes place in the week before Lent – the penitential preparation for Easter, representing the forty days Jesus Christ fasted in the desert. Lent is associated with the idea of sacrifice and repentance, such as fasting or giving up on something, and has thus been traditionally preceded by a week of over-indulgence and celebration that culminates in Mardi Gras, or Fat Tuesday. However, the hypothesis of a pagan source is nowadays admitted by several scholars, as the Roman celebrations of Saturnalia and Bacchanalia may have been adapted to the Christian celebrations that followed. The earliest record of the celebration of Carnival comes from medieval Italy, where the Carnival in Venice became the most sophisticated and well known of the region’s celebrations in the run-up to Lent. With its origins in the 13th century, the celebrations soon became associated with the use of masks, which enabled revellers to hide their identity while indulging in unrestricted behaviour. The use of these distinctive and refined Venetian masks is still a reference today, distinguishing it from other Carnival celebrations around the world.
www.eastalgarvemag.com
13
As for Portugal, celebrations have been heavily influenced by the Brazilian Carnival over the last few decades – and more specifically by the samba parades held in Rio de Janeiro. The country has, however, a long tradition in celebrating the festive season that dates back to pagan times. In fact, most of Portugal’s celebrations still reflect this influence to some degree, as the foliões – as revellers are known in Portugal – dress up in their costumes and pour into the streets. The city of Torres Vedras is commonly viewed as having the
14
most ‘traditional of all Carnivals’ in Portugal. Apart from its parade floats (known in Portugal as carros alegóricos – allegorical cars), which commonly depict satirical scenes of a political and social nature, the torriense Carnival is known for its matrafonas - men masqueraded as women -, and its cabeçudos – figures parading with giant-sized heads made from paper pulp -, and is very popular. You can expect thousands of revellers getting well into the spirit of things and joining the celebrations, wearing all sorts of costumes and disguises. This
Carnival even has a Real Confraria, a confraternity created specifically to organise the Carnival of Torres Vedras and promote several initiatives for the advancement of Carnival culture. Leaving Torres Vedras behind, there are other curious Carnival traditions in the country which are worthy of interest. One of these is the ancient tradition of the Caretos, celebrated in the small village of Podence, near Bragança, in the northern region of Trás-os-Montes. Commonly held as having its roots in Celtic times, with links to agrarian fertility cults, the
www.eastalgarvemag.com
tradition is based on the figures of the caretos – young men who parade through the village wearing masks and dressed in striped, multilayered woollen suits made of differentcoloured fringes in red, white and green. They wear belts with rattles around their waists and carry a stick or a cudgel which they brandish while running amok through the village, scaring the other villagers while playfully targeting the young maidens. Another peculiar tradition can be seen in the northern city of Ovar, where Carnival celebrations in
www.eastalgarvemag.com
the 1950s developed into what became known as the “Carnaval sujo” (dirty Carnival). This was a feast of excess, which involved an all-out battle between the town’s revellers who spent one hour (kept by the church bells and the fire station klaxon) literally bombing each other from cars and trucks with dirt, liquids, powders – from flour to pigments and coal – and all sorts of other stuff. The result was a big mess that littered the centre of town and caused a great number of injuries. The excessive nature of the celebration eventually led to its
suppression, and the local Carnival then took a turn towards a more organised event featuring parades and floats and people in costumes during Domingo Gordo (literally Fat Sunday – Shrove Sunday) and Terça-feira Gorda (Fat Tuesday – Shrove Tuesday or Mardi Gras). In more recent years the Ovar Carnival has been permeated by Brazilian influences, with samba parades, but it still features its “Noite Mágica” (or Magic Night), on Monday evening, where people crowd the streets in their disguises and join a playful parade.

For anyone lucky enough to have played the course, there is no doubt it is worthy of this fabulous accolade, set in a location that could win a separate award for natural beauty. Albano Manuel Ribeiro Lourenรงo is their recently appointed Michelin star chef. We met with him to get an insight into his fabulous vision for the Grill and Vistas restaurants. The modest Albano is from Coimbra, Portugal. He told us the story of how his career began from meeting his then girlfriend (now wife), who went to Faro to study cookery. He followed his heart, and also studied cookery to be with her. Through following the love of his life, he also fell in love with cooking.

This month local author and artist Yives Gowb introduces his numbers and word puzzle. Why not give it a go and let us know how you get on. (Answers upside down at the end of the story).

have always found numbers interesting and while attending an evening pottery course in 1963 I met a chap who came out with a number puzzle which had appeared in an A level exam from the late fifties or early sixties. It was as follows:Question:- Below is an adding sum in which you change the letters into numbers of 0 to 9. To help you do this, you are given that S=3. So we also know R=6 and D standing out on its own, can only =1. Therefore our sum so far looks like this: CROSS + ROADS DANGER

Now we have numbers left to use of; 02578 & 9. Using simple arithmetic one can work out the rest of the numbers. I found this very interesting and years later, around 1978, I decided to compose some of my own. Having approached a leading newspaper on another subject and had the response to call in any time I was passing, I took the opportunity to do so. So I drove up to London from Somerset and found the Sun newspaper offices. There was the usual man with black cap plus large raincoat and I told him I had an appointment with the Features Editor. He went into his cubical and phoned upstairs, asked my name and after a mumbled conversation, beckoned me to the phone. It was the Editors secretary, "Hello", she said, "but I do not seem to have your name on the appointment list for today". Well I explained that he told

me to call in when passing. "When was this?" she asked. "Three years ago" I said. "THREE YEARS AGO" she replied at the top of her voice. "Yes, but living down in Somerset I do not pass this way very often". She replied "He's out". "HE'S OUT" I said as loud as I could. So I moved on to another newspaper in Fleet Street and at 'Sketch', met the top crossword expert in England at the time. I showed him my puzzles but unfortunately his level of arithmetic was zero. He explained that people working in newspapers were very good at words, but not numbers. I got his point, plus on top of this I was told that the Editor of the Times did not even like having a crossword puzzle in the paper. Add the fact that there were no number puzzles in newspapers, I decided that they were before their time. So it was not until four years ago I came to the conclusion that I should publish my own book of puzzles; 'SECOND DIMENSION, logic & lateral thinking puzzles.

n a surprise move the Bank of Japan has moved its key interest rate into negative territory for the first time in history. It has now joined the European Central Bank as well as the central banks of Switzerland, Sweden and Denmark who all have negative interest rate policies in place to fight deflationary pressures. As the global economic outlook is weakening, the market is expecting the ECB to announce further measures in their next February meeting. Interest rates are here to stay low for longer which is good news for borrowers but bad news for people with savings and pensions. Low interest rates are positive for property prices as it increases the affordability ratio for people who need a mortgage to purchase a property. In Portugal most mortgages are based on a floating rate, with 3 or 6 months Euribor as the benchmark with a margin (spread) for the banks. Coming out of the financial crisis the spread that banks charged were high at around 3.5 to 4%. At this time of writing this article it is possible to get a floating or fixed rate mortgage with a spread of 1.5%. (This is still twice as high as before the crisis started in 2008). Should you choose a floating rate mortgage based on 3 and 6 months Euribor, both currently have negative interest rates of approximately minus 0.17 and minus 0.096. In other words, a floating rate mortgage based on 3 months Euribor would cost you for the 1st 3 months 1,33% (spread 1.5 + -0.17). The new 3 month Euribor rate will be fixed at the end of the period. It is highly unusual to have negative interest rates, but then again we are living in uncertain times. For people who need a mortgage (or already have one) it may be of interest to take advantage of the current low interest rate environment we are
www.eastalgarvemag.com
Property in by choosing (or changing to) a fixed rate mortgage. As we all know it is difficult to make predictions, especially when it is about the future. No one knows where interest rates may be in two years time. However, with interest rates near zero the risk is to the upside. A fixed rate mortgage could protect you from rising rates. Not many banks in Portugal offer clients the choice between a fixed or floating rate mortgages. This has resulted in millions of people currently having a floating rate mortgage. This has worked well during a period of falling interest rates but could be damaging when rates start to rise again. To put this in perspective, a 5 year fixed rate mortgage would carry an interest rate of 1.58%* which offers peace of mind versus a floating rate mortgage of 1.33% with no protection against interest rate fluctuations (* based on the official 5 year Euro swap rate of the 29th of January 2016, the benchmark banks use for this type of mortgage. For those of you with a Reuters terminal, you can monitor price changes on Reuters ISDAFIX2). The price for peace of mind has never been cheaper at 25 basis points. In northern Europe it is common that you can choose to have a 5, 10 or even 20 year fixed mortgage. Not in Portugal, 5 year is the maximum. Why are banks not doing more to promote fixed rate mortgages? This is a matter of ´boys will be boys, banks will be banks`. Banks always make the same mistakes, only the circumstances change. In the past banks have made costly mistakes by lending money for a long period of time at a fixed rate, while borrowing (funding) short term. A bank can borrow the money for the whole period which is more expensive and eliminates interest rate risk but is less profitable. If a bank borrows money for a short period, it will cost them less and they will make more money. They can continue borrowing short term on an ongoing basis. However, this leaves them fully exposed to adverse interest rate movements and if not managed correctly can cost the bank dearly. And that is exact what has happened in the past all over Europe. Highly qualified professionals at treasury desks of various banks got it wrong while trying to maximize profits for the bank. Contrary to fixed rate mortgages, changes in interest rates with a floating rate mortgage are
www.eastalgarvemag.com
simply passed on to the homeowner while the profit margin (spread) for the bank remains the same. It may seem logical that Portuguese banks opted to promote floating rate mortgages, but it really is not. There is no logic in assuming that millions of households with very little financial knowledge would be better suited to manage fluctuations in interest rates than highly qualified professionals at a bank who do this for a living. When interest rates do go up again this may leave thousands of people exposed and at risk of not being able to fulfil their monthly mortgage obligation resulting in bad loan provisions and losses for banks. This is exactly what the banks thought they could avoid by passing on the interest rate risk to the homeowner. However if banks would proactively approach their clients to offer the possibility to switch from a floating rate to a fixed rate mortgage, they would not only provide a good service to the homeowner but also lower the risk of a potential default should rates go up. Should you be interested in changing the type of your mortgage (or to lower the spread on your mortgage), it is advisable to shop around a
bit. Ask several banks to make a simulation for you as there is a good chance that your current mortgage provider will not give you the best rate. Some banks offer to pay the expenses you incur when changing mortgage provider. If you have questions and/or need assistance with arranging quotations, contact us to make an appointment, free of charge and no obligations. However, we would be very pleased if you would consider using our services to help you finding the right property to buy or to assist you in selling, now or in the future. Camellia in the Algarve 32

ven with the hot summer temperatures here in Portugal we can still enjoy the winter flowers of the Camellia in our gardens. The more familiar is the very showy Camellia japonicas. These are prized not only for their lovely winter flowers, but also for their glossy, evergreen leaves. Camellias are useful as foundation plantings, specimen plants, flowering hedges, or tub and container plantings. Choosing the right Camellia for your situation is the most important step in successfully growing any Camellia. Factors to consider include suitability to your particular climate, flower, form, blooming season, and the actual growth habit of the plant. Plants that bloom from January through February are recommended for warmer weather areas, and November through December or March through April blooming varieties are recommended for cooler weather areas. HISTORY Camellia japonica has appeared in paintings and porcelain in China since the 11th century. Early paintings of the plant are usually of the single red flowering type. However, a single white flowering plant is shown in the scroll of the Four Magpies of the Song Dynasty. The camellia was first brought to the West in 1692 by Engelbert Kaempfer, Chief Surgeon to the Dutch East India Company. He brought details of over 30 varieties back from Asia. Camellias were introduced into Europe during the 18th century and had already been cultivated in the Orient for thousands of years. Robert James of Essex, England, is thought to have brought back the first live camellia to England in 1739. On his return from Dejima, Carl Peter Thunberg made a short trip to London where he made the acquaintance of Sir Joseph Banks. Thunberg donated to Kew Botanic Gardens four specimens of Camellia japonica. One of these was supposedly given in 1780 to the botanical garden of Pillnitz Castle near Dresden in Germany where it currently measures 8.9 metres (29 feet) in height and 11 metres (36 feet) in diameter. The oldest trees of Camellia japonica in Europe can be found in Campobello (Portugal), Caserta (Italian) und Pillnitz (Germany). All of them were probably planted at the end of the 18th century. CULTIVARS Camellia japonica is valued for its flowers, which can be single, semi-double flowered or double flowered. There are more than 2,000 cultivars developed from C. japonica. The shade of the flowers can vary from red to pink to white; they sometimes have multi-coloured stripes or
33
Gardens
specks. Cultivars include 'Elegans' with large pink flowers which often have white streaks, 'Guilio Nuccio' with red to pinkish petals and yellow stamens, 'Mathotiana Alba' with pure white flowers, and the light crimson semi-double-flowered 'The Czar'. C. japonica 'Alba Plena' is nicknamed the “Bourbon Camellia”. Captain Connor of the East India man, brought the flower to England in 1792. The flowers are pure white and about 3 to 4 inches across. It blooms earlier than most cultivated camellias, in the early winter or spring, and can flower for 4 to 5 months. The zig-zag camellia or C. japonica 'Unryu' has different zig-zag branching patterns. “Unryu” means “dragon in the clouds” in Japanese; the Japanese believe it looks like a dragon climbing up to the sky. Another type of rare camellia is called the fishtail camellia or C. japonica 'Kingyo-tsubaki'. The tips of the leaves of this plant resemble a fish's tail. PLANTING Camellias can be planted at any time of the year, provided they are given proper care, but are usually
34
planted in autumn or spring. They are shallow-rooted plants that will not do well if planted too deeply or mulched too heavily. One good way of planting a new Camellia is to dig a hole, leaving an un-dug area in the middle to rest the plant on. This prevents settling which could cause the plant to sink too low into the soil. Do not add organic matter to the soil at planting time - just fill the hole back in with the excavated dirt. Being slow growers, Camellias are slow to become established, so care should be taken to eliminate competition from tree roots and weeds during this establishment phase. Most Camellias do their best in partial shade. Placement in a northern or western configuration usually works better than in a southern or easternfacing position, as protection from strong morning sun helps the plant withstand the colder weather better. Leaf scald or leaf yellowing can occur when not enough shade is provided. Water once a week while the plant is becoming established, and once established; soak once per week during dry spells. Camellias prefer a slightly acid soil, and periodic applications of an acidic plant food
will usually be appreciated. A thin layer of mulch to conserve soil moisture is also recommended. PRUNING Camellias typically need minimal pruning. Necessary grooming and shaping should be done in late winter or very early spring after blooming. Pruning in late summer or fall removes flower buds, but selective removal of undesirable branches can be done to retain a neat shape. Shearing should be avoided because it destroys the natural plant form and results in a dense layer of foliage that blocks light from the interior branches. PROPAGATION. The most common and easiest methods of propagating camellias are by cuttings and air layering. Rooting plants from cuttings ensures that plants retain the characteristics of the parent plant. Cuttings are usually taken in July from hardened spring growth. Air layering is a simple propagation method that allows one to produce a good-sized, "true to type" plant in a short amount of time. A ring of bark is removed from a pencil-sized stem, and moist sphagnum moss is wrapped around the wound. Roots

grow into the moss and the rooted stem can be cut from the mother plant and then potted to allow for further root growth. Once they are well rooted in the container, they can then be planted into the landscape. Air layers should be started in April and will be ready by August. Grafting is used to propagate varieties that have desirable characteristics, such as exceptional flowering, but a weak root system. Grafting permits the union of the desired top (scion) with a vigorous root system (root stock) to yield a superior plant. Seed propagation results in tremendous seedling variation with a high percentage of undesirable seedlings. Seeds should be collected as soon as they are ripe (July–September) and placed in flats or pots. Germination can be expected in 2–4 months if the seed coat is broken or scarified before sowing. Rose Beetle Pantomorus cervinus, the mealybugs Planococcus citri and Pseudococcus longispinus, the weevils Otiorhyncus salcatus and Otiorhyncus ovatus, and the tea scale Fiorinia theae. Some physiological diseases include salt injury which results from high levels of salt in soil; chlorosis which is thought to be caused lack of certain elements in the soil; bud drop which causes loss or decay of buds, and can be caused by overwatering, high temperatures, or pot-bound roots. Other diseases are oedema and sunburn. Not much is known about viral diseases in C. japonica. The subject of growing camellias is vast and can be very confusing for the novice gardener, but I have tried to give you a good starting point for you to decide whether or not you might like to add a camellia or two to you garden, and remember even in the smallest of gardens you can still grow a camellia in a pot so you can enjoy the flowers of the camellia over winter.

Estate planning Many expatriates have been affected by the Portugal law to tax distributions from trusts and other fiduciary structures. It came into effect in January 2015 and the changes are significant. However, trusts can still have a role to play in estate planning, depending on your family circumstances. UK inheritance tax continues to affect most UK nationals so you need to plan for this. You may need to consider Portuguese stamp duty (inheritance tax) too. You should also establish the best way to leave assets to your heirs to achieve your wishes. Pensions Deciding what to do with your pension fund is of fundamental importance. There are more choices than ever for UK pensions. You need to understand all your
options and the tax implications in Portugal, before you can make the correct decision for your objectives. Whether it is investments, tax or pension planning, seek specialist advice to ensure you do what works best for your personal situation. Use an adviser who can guide you on all these aspects and provide holistic solutions. anuary didn’t fair well for the GBP; with talks of whether to stay in the EU gathering pace, and Mark Carney implying the UK will not raise interest rates until 2017. We saw levels below 1.30, which for those selling Euro’s to purchase pounds was a welcomed relief. The US dollar faired well after the interest rate rise at the end of last year, seeing it becoming stronger against both the GBP and EURO. If you have US dollars that need transferring, now could be a good time to think about it. When we see levels and volatility like this, it is important to speak with your currency broker to help protect you against the market fluctuations. We have many products in place to suit
individual needs. In fact, a new product Premier FX has launched offers a safe and easy way to make purchases abroad at favorable exchange rates. Keep up to date with our Finance expert, chartered accountant Ricardo Chaves from All Finance Matters.
IRS: 6 dates you need to put in your diary for 2016
T
his year, when you are delivering the IRS for the year 2015, it will be much different than in the previous years. With the new IRS laws, the way the Portuguese tax authorities’ deal with this tax changed and even the delivery dates of the income statement are now different from previous years. So many changes in one year may cause some confusion. to keep you organized, we have listed some key dates that you need to meet to avoid losing any tax deductions and to avoid paying any fines. FEBRUARY 15 Each taxpayer has until the 15th of February to query, report and verify invoices. To do this you should access the E-Factura portal and access to your personal page, where you should verify that all your invoices have been properly communicated. If you find any failure, or any invoice is not recorded, you can add these invoices to your file. It’s also important to check in which category your invoices are recorded. Please note that it’s necessary to move your invoices into the appropriate section (ie health, education, etc) otherwise the
38
deduction will not be accepted. These procedures need to be performed for each household expenditure holder, including dependents. 1 TO MARCH 15 Between the 1st and 15th of March, you need to check your page and if you feel the information is not correct, you can contest the calculations made by the Tax Authorities. In other words, your tax deductions will be summarized here, under family general expenses, healthcare expenses, training and education expenses, charges with property for permanent residence, VAT invoices and costs with foster homes; if your total invoices are not consistent with the totals shown in the portal, you have a two week window to contest it. Please note that it’s necessary to check this for each holder. MARCH 15 TO APRIL 15 Contrary to what happened in previous years, when there were different deadlines for taxpayers to hand over the tax return via online or on paper, from 2016 there are only two deadlines to deliver the income tax. Between March 15 and April 15, all those who had employment income,
or receiving pensions should deliver the tax return, regardless of the form they use to do it. APRIL 16 TO MAY 15 Those who receive income from self-employment (sole traders), even those who have made just a single sale, have to deliver the respective tax return from the 16th of April to the 15th of May. This also applies to those that received rental income, or those that are resident and received income from foreign source. JULY 31 If you have tax to receive, the settlement must be made by 31st of July. This is the deadline for the Tax Authorities to refund you. AUGUST 31 If however you have to pay tax, you should make the payment no later than the last day of August, providing you have delivered the tax return within the time limits. Last but not least, please remember that if you do not deliver your IRS on time, you may lose all tax deductions allowed. In the past this would only apply to those having tax debts by the last day of the previous year, but the new IRS laws, includes the loss

of all tax deductions, in case of late delivery. This may also apply to your IMI – Council Tax exemption, which may be affected if you fail to meet date for delivery of your IRS: There are many other alterations that may affect your IRS and it may come as a surprise that filing a correct tax return in Portugal can save you money. Submitting a tax declaration does not necessarily mean that you pay tax, but may avoid you paying fines for non-compliance and offer you peace of mind. If you have any other questions, please feel free to contact us; tax planning is critical and you and your company cannot afford surprises. Pass by our office to discuss your personal situation and avoid any late submission fines.

Monumentos Welcome to the 'colourful' world of Marco Conceicao, creator of Monumentos.

hose of us who live here are rarely amazed by what we are fortunate to see out and about on our travels, and we are well aware of the warm hearted welcoming Portuguese people. This month we came across the unique and eccentric Marco Conceição. He has a keen interest in Portuguese culture, history, historical events, religious figures, legends, myths, superstitions and sayings. This together with his love for carving and sculpture making has created a wealth of unusual figures made from

wood (including reclaimed railway sleepers), clay, stone, metal and ceramic. He began his works back in 2007. His inspiration comes from a variety of events, ranging from the Battle of Independence of Portugal and Spain, to the legend of Floripes in Olhão. Marco can commission any piece of work you would like, so it is possible to have your very own “dragon” or a sculpture of the wife or hubby (joke), in fact, what ever is special or relevant to your taste. Situated in Maragota, between Olhão and Tavira, next to Hotel
Colina Verde, you can see the tower and sculptures from the road as you pass by. Marco plans to expand into nearby land, creating a rooftop cafe and a mini village, but for now he makes everyone who visits his small museum of art and farm machinery feel very welcome. We are very grateful to Marco and his family for his friendly welcome and hope you are able to stop by and visit soon, there are no official opening times, just pop in, Portuguese speaking is, of course helpful but not completely necessary.

Leandro Borges volleys home his first goal against Benfica
Where to now? All the latest sports news from Chris Wright.
S
ome thirty Olhanense supporters enjoyed a four day trip to the Azores and stayed in Ponte Delgada on the hauntingly beautiful São Miguel, the largest of the nine islands of the archipelago situated 1,360kms west of continental Portugal and some 1,925kms southeast of Newfoundland. The group celebrated the New Year in mid Atlantic but there were to be no celebrations on the pitch as the ‘rubronegros’ conceded the only goal of the game five minutes from time direct from a free-kick. The following week involved a mere three hour journey north to the superb Benfica Caixa Futebol Campus in Seixal, in the district of Setubal. Benfica ‘B’ took the lead midway through the firsthalf and things looked bleak minutes later when Olhanense keeper, and former Benfica hero, Moreira was sent-off for handling the ball outside his area. On came former youth team keeper Leo to make his first team debut just two days after his seventeenth birthday. Amazingly the visitors rattled in three goals in a nine minute spell towards the end of the first-half. Two goals from Leandro Borges, either side of a Galassi
46
penalty, were enough to secure victory despite Benfica pulling a goal back late in the game. Leo made two fine saves in stoppage time to ensure that the ten men recorded a famous 3-2 win. A trip to the far north ended with a 1-1 draw at Penafiel. Galassi scored after half-an-hour and Coubronne was sent-off minutes later but the ten men held on until the 97th minute when the home side levelled with the last kick of the game! As the January transfer window closed there was still concern amongst supporters as to the future of the club. It had been known for some time that the 80% ownership of the SAD (sports limited liability) was up for grabs as the Italian consortium endeavoured to find a buyer. With four players recently offloaded and no acquisitions, the squad was down to the bare bones. In fact, in the 1-0 defeat at home to Famalicão only one goalkeeper, rookie Leo, was available with first choice Moreira serving a suspension. Manager Cristiano Bacci has kept his team in mid-table despite the problems off the field. In February Olhanense has home games against V.Guimarães ‘B’ (7th); Varzim (Wednesday 17th) and Sporting Lisbon ‘B’ (27th).

The project cost 320,000 euros with the Olhão municipal council contributing 250,000 euros and the parish councils of Moncarapacho and Fuseta 60,000euros.

Sport WALKING FOOTBALL TAKES OFF IN TAVIRA
T
avira Municipal Stadium is a new venue for Walking Football for the over 50s. This is the fourth venue to operate this increasingly popular sport and despite the wet weather the organisers were delighted with the response. Though based on association football, the key difference in the rules is that if a player runs then they concede a free kick to the other side. This restriction, together with a ban on slide tackles, is aimed both at avoiding injuries and facilitating the playing of the sport by those who maybe physically disadvantaged. The manner in which the sport is played promotes cardiovascular fitness whilst producing the least stress on the body. It also assists participants maintain an active lifestyle. Sessions take place every Monday from 9.30 to 11.30am. For information on similar groups in Olhão, Vilamoura (Browns Sports & Leisure Centre) and Lagos email: Christopher.wright@hotmail.co.uk

CHINA SPONSORSHIP DEAL
he Portuguese Segunda Liga will next season be sponsored by Chinese multinational LED lamp manufacturer Ledman, to the tune of €6m with each team receiving some 300,000euros. The initial deal included the proviso that the top ten teams would each include a player with a ‘minimum usage rate’ from the sponsor’s native country. This demand was soon dropped as the players union argued that it would be a move away from a merit-based selection and that such a demand would also be illegal. The newly branded Ledman LigaPro becomes the first major European league to be sponsored by a Chinese company.

The importance of understanding different lies
This month's tip from resident professional at Monte Rei Golf and Country Club Bradley Dye.
N
ot all golf courses around the world are flat, and being able to adapt to different lies is a key part of the golf game. Not being able to play the variety of shots will result in higher scores. When it comes to uneven ground or a sloped lie, golfers tend to keep their routine and swing the same. This is a mistake! When playing a down slope, it’s vital to take the slope into consideration and make the necessary adjustments. Don’t fight the slope! A good routine for effectively playing down hill shots is:
1
Reducing club selection, as at impact the clubface will de-loft, resulting in a low trajectory. The total carry distance of the ball may be less, but the total distance will generally increase. Choosing the correct club is essential.

Stand wider for extra stability to maintain balance. Lean with the slope to achieve the same spine angle as you would have on a flat lie.
