How much tax can you save living in Portugal? Portugal is a very tax-efficient place to live in – more so than many other European countries – if you have an in-depth understanding of the tax regime. There are many tax benefits even if you cannot benefit from nonhabitual resident status.

Portuguese paid out €42 billion in taxes last year

he Algarve has been chosen by the International Yacht Training course provider for a training centre between Faro and Olhão. The provider aims to offer sailing and motor yacht courses that are approved by the Maritime Coastguard Agency UK to the RYA International Certificate of Competence level that allows sailors to navigate in any ocean. This initiative is a partnership between the Algarve Cruising Centre in Olhão and the Association for the Study and Conservation of Oceans, and has Ricardo Barradas as the manager – a regular trainer at the Clube Internacional da Marina de Vilamoura. According to Barradas, this new school and training centre could increase the Algarve’s international appeal, putting the region on

the map as one of the main destinations for advanced nautical training. Barradas said this agreement represents a qualitative leap in the training that is given in Portugal, since the focus on the practical component presents an alternative, but above all, a complement to the training that is already given in the country." There is a plan to expand this type of training through partnerships with other entities, such as the University of the Algarve and other relevant bodies in the region, says Ricardo Barradas. "The Algarve region has significant potential for nautical activities and there are many products yet to be explored such as advanced courses and even scientific tourism, but we need to innovate and invest," added Barradas.

rom a country of only 10.5 million people, Portugal’s government managed to extract more than €42 billion in taxes last year, nearly €2 billion more than in 2016. According to figures published by the Directorate General of the Budget (DGO), direct taxes such as income tax and the tax on company profits, totalled €18.33 billion, up half a billion on 2016. The directorate, led by Manuela Proença, reported that the increase in direct taxes is mainly due to more companies paying more tax, just as well as the income tax take was unchanged at €12.2 billion. The council tax ‘additional contribution’ raised an extra €129 million in its first year but the reticence of the energy sector to pay their ‘extraordinary contribution’ taxes and a lower contribution from the banking sector had to be made up from somewhere. The answer has been indirect taxes where the State raised 23.85 billion, €1.35 billion more than in 2016. This 6% increase was explained by the increase in VAT revenue to 15.97 billion (€894 million more than in 2016). Tax on booze and the new ‘sugar tax’ on sweetened drinks grew 44.2% but Portugal’s smokers were a big disappointment with tax revenue down €70 million. No worries for the Finance Minister as the money kept rolling in from taxes on fuel, €3.36 billion and tax on new vehicle sales.

Magnesium & your Health

M

Duarte Arrais, Fisioclube, Fuzeta

agnesium is essential for the proper functioning of the body because all organs of the body need mineral, especially the heart, kidneys and muscles, and much of the magnesium we consume is stored in the bones. Hence the importance of this mineral to make the bones strong and resistant. As only 1% of our body's magnesium is in the blood, a blood test is not enough to diagnose the deficiency of the mineral. So it is quite possible that your body may be deficient in magnesium and you may not know it, which is why magnesium deficiency has been dubbed "invisible deficiency." The main way to assimilate magnesium is by feeding. Probably 80% of our population is not getting enough magnesium and may be deficient in magnesium. The daily amount of magnesium recommended for women is 310-320 milligrams and for men it is 400420 milligrams. But there are those who advocate, a dose a little higher than the recommended standard, to strengthen and help the body function properly. The main symptoms of magnesium deficiency are: loss of appetite, constipation, headache, dizziness and dizziness, nausea, weakness and constant tiredness, chest pressure and difficulty swallowing, feeling "knotty" in the throat, tremors, insomnia. If the deficiency is severe, symptoms will also be more severe: frequent cramps, photophobia (light sensitivity), blurred vision, swelling and tingling in the extremities, convulsions, mood swings, hallucinations and delirium, abnormal

8

heart rhythm, cartilage degeneration. A good way to know if you are taking in enough magnesium is the "bowel test": you know when you have too much magnesium when the stools become "loose," soft. Constipation can therefore be one of many ways of manifesting magnesium deficiency. For a long time, it was believed that magnesium was only needed for the heart and bones. Today, however, it is already known that this concept is wrong. Magnesium participates in about 350 enzymatic reactions required for life! Unfortunately, his power has been underestimated over time. Just to have an idea of the importance of magnesium, it is now known that it is useful for: detoxifying the body and avoiding damages caused by environmental pollution, harmful chemicals and heavy metals; Leave muscles and nerves ready; Improve the quality of sleep and rest; activating adenosine triphosphate (ATP), which supplies energy to the body; relieve general ailments, especially those of the joints, facilitate digestion of proteins, carbohydrates and fats, give strength and flexibility to muscles, help balance nerves, prevent prostate problems, prevent diabetes: studies have shown that a higher dose of Magnesium significantly reduced the risk of developing type 2 diabetes and also decreased progression in pre-diabetic patients; decrease the risk of fractures; reduce the risk of cancer, especially colon and rectum; alkalize the body; reduce convulsions. Ways to increase magnesium levels: a good way to increase magnesium in the body is to consume green foods. Opt for organic foods because fertilizers and herbicides prevent the

absorption of magnesium. In addition, always consume a good amount of raw foods, because when they are highly processed or cooked, the magnesium decreases. Vitamin D facilitates the absorption of magnesium in the body. Avoid alcoholic beverages, because alcohol impairs the absorption of vitamin D and, consequently, of magnesium. Excessive sugar consumption also negatively interferes with the absorption of magnesium. The same goes for caffeine. Discover some natural sources of magnesium: seaweed, fish, green leafy foods, banana, apricot, peach and plum fruits, pure cocoa and dark chocolate, grains and seeds such as pumpkin, sesame, sunflower, lentil and pea, cereals Such as oats and brown rice, walnuts, almonds and hazelnuts, wheat germ, avocado, potatoes, pumpkin, brewer's yeast. Even while consuming these foods, we still run the risk of being short of magnesium. So, how to solve magnesium deficiency? Through supplements, properly advised, since balancing the levels of this mineral in the body is not easy. Magnesium works in conjunction with calcium, vitamin D and vitamin K2. If too much calcium and little magnesium are consumed, for example, a serious heart problem can develop. The secret is in the correct intake of each substance, and there is mutual support by which they balance and function properly. The best magnesium supplements, ie those with the best absorption, are magnesium glycerophosphate. Visit Fisioclube Holistic Therapy Center, where we can improve your quality of life and well-being.

Ricardo joined the team and as no.2 chef Wilson returned to serving. The two became friends, both respecting the way the other worked. It wasn't long before an opportunity came up that was too good to miss. The premises that is now 'Sushi d'Arte' became vacant. Property expert Robert Bijker reports from Land and Houses Algarve on the still buoyant property market

W

hen it comes to the desirability of property, it is all about location, location, location. But for property prices in general, liquidity, liquidity, liquidity is just as important. This does not refer to how easy it is to trade in and out of property, but liquidity in the financial system. Money supply can either stimulate or slow down demand. A rising tide lifts all boats. The abundance of cheap and easy money from a loose monetary policy has benefited economic growth and employment. It also inflates prices of financial assets and could potentially lead to another economic bubble. With ultra low interest rates investors in search of a higher yield are accumulating riskier asset classes such as junk bonds and other exotic investments. The property market is also benefiting from this. Yields in real estate are out stripping other assets such as bonds, giving a boost to the industry. Not only does a buy to let property generate a higher annual return but it can also be of use for family holidays. Over time there can be upside potential from price appreciation, which is something a saving account doesn’t offer. Over the years the ECB has been very accommodative and the outlook is that this will remain the same in 2018 and possibly beyond, until the ECB sees signs that the economic recovery is on a more solid footing with core inflation near their 2% target. The current

www.eastalgarvemag.com

Property

strength of the Euro makes it harder to meet the 2% inflation target and may fuel arguments for a prolongation of ECB stimulus. However, the global economy is experiencing a synchronised pick-up in growth. There are signs that we are entering into a normal economic cycle with increased consumption leading to more corporate investment and trade rather than being finance driven. This reduces the need for stimulus. There will come a time that the ECB will reduce – and eventually end – the quantitative easing program. As long as the normalization of monetary policy is achieved in an orderly fashion we do not see an interruption in the current recovery of property prices in the Algarve. With the financial system being flush with liquidity, it is normal that some of the money finds its way into financial assets. The recovery in house prices in Portugal is just one example. However, with property prices of existing homes still below the previous peak, the market is far from being overheated. As a result, real estate continues to be popular for both permanent living and investment. The total number of visitors

to the Algarve continued to increase in 2017 and surpassed the all time high recorded in 2016. This is mainly due to the continuous popularity of the destination as well as the influx of hundreds of thousands ´newcomers´ from other holiday destinations in countries that are currently facing turmoil. We expect 2018 to be no different. For those interested in a buy to let property, rental income from short term holiday letting is taxed under the simplified regime. 65% of rental income is automatically considered as an expense and therefore exempt from income tax. In other words, you are only taxed on 35% of your invoiced rental income. There is a flat tax rate of 25% percent, which results in a final rate of 8.75% of total rental income. Rental income from long term letting continues to be taxed at 28%. Contact us for more information about the new rental law, investment opportunities and assistance with your property search. Our multilingual associates have all lived in the Algarve for many years and are experts at walking you through each step of the buying and selling process.

Growing Grape

VINES 34

www.eastalgarvemag.com

Gardens

Grapes are often ignored in home gardens, and yet are one of the most widely produced fruit in the world as well as beautifully ornamental plants. We have plenty of vines in our own garden.

G

rape vines not only produce sweet and versatile fruits, they add an element of drama to a garden or landscape. They are vigorous growers, and with the proper pruning, they will produce fruit with ease and can last longer than 30 years. There are three different types of grapes: American (V. labrusca), European (V. viniferia), Muscadine (V. rotundifolia). American grapes are the most coldhardy, while European grapes, usually more for wine than the table, do well in warm, dry, Mediterranean weather. Hybrids are available. Thick skinned Muscadines thrive in our warm climate

www.eastalgarvemag.com

Make sure you purchase grape vines from a reputable nursery, or the markets have good vine plants. Vigorous, 1-year-old plants are best. Smaller, sometimes weaker, 1-year-old plants are often held over by the nursery to grow another year and are then sold as 2-year-old stock. PLANTING Plant dormant, bare-root grape vines in the early spring. Construct a trellis, arch or pagoda before planting. Grape vines will need to be trained to some sort of support to grow upward. This will also cut the risk of disease. Most grape varieties are self-fertile. To be sure, ask when you are buying vines if you will need more than one plant for pollination. Before planting grapevines, soak their

roots in water for two or three hours. Select a site south facing with full sun. If you don’t have a spot with full sun, make sure it at least gets morning sun. A small amount of afternoon shade won’t hurt. Your soil needs to be deep, well-drained, and loose. You also need good air circulation. Space vines 6 to 10 feet apart (16 feet for some varieties.) For each vine, dig a planting hole 12 inches deep and 12 inches wide. Fill with 4 inches of topsoil. Trim off broken roots and set the vine into the hole slightly deeper than it grew in the nursery. Cover the roots with 6 inches of soil and tamp down. Fill with the remaining soil, but don’t tamp this down. Prune the top back to two or three

35

Gardens

buds at planting time. Water at the time of planting. CARE In the first couple of years, the vine should not be allowed to produce fruit. It needs to strengthen its root system before it can support the extra weight of fruit. Pruning is important. Not only would vines run rampant without control, but canes will only produce fruit once. Prune annually when vines are dormant, in March or April. This is before the buds start to swell, but when winter damage is apparent. Don’t be afraid to remove at least 90 percent of the previous season’s growth. This will ensure a higher quality product. Remember, the more you prune, the more grapes you will have. In the first year, cut back all buds except for 2 or 3. Then, select a couple of strong canes and cut back the rest. Make sure the remaining canes are fastened to the support. In the second year, prune back all canes. Leave a couple of buds on each of the arms. Remove flower clusters as they form. Do not fertilize in the first year unless you have problem soil. Fertilize lightly in the second year of growth. Use mulch to keep an even amount of moisture around

36

the vines. A mesh net is useful in keeping birds away from budding fruit. HARVEST/STORAGE If grapes aren’t ripening, pinch back some of the foliage to let in more sunlight.

Grapes will not continue ripening once picked from the vine. Test a few to see if they are to your liking before harvesting, usually in late summer or early autumn. Grapes are ripe and ready to harvest when they are rich in colour, juicy, full-flavoured, easily crushed but not shrivelled, and plump. They should be tightly attached to the stems. Sample different grapes from different clusters, and the taste should be between sweet and tart. Grapes can be stored for up to six weeks in the cold store, but grapes can absorb the odours of other fruits and vegetables, so keep them separate. Use cardboard boxes or crates lined with clean, dry straw. Separate bunches with straw or sawdust. Check often for spoilage. Or make some vino; I know which I would prefer. Seedless grape varieties will produce smaller grapes. ‘Edelweiss’: Hardy, early white variety. Table and wine ‘Reliance’: seedless, pink table grape. ‘Seibel’: Hybrid, wine grape. Cold hardy. ‘Swenson Red’: Hardy, red table grape. ‘Magnolia’: White Muscadine wine grape. Sweet. ‘Valiant’: Eating grape hardy. Making homemade Vino is very satisfying, when you grow from garden to glass.

New Social Security rules applicable to sole traders

T

here is news for sole traders, also commonly known as workers on green receipts. The new social security regime has already been published, but new rules will only take effect on January 1st, 2019. One of the key changes has to do with the fact that the rates to be applied to green receipts consider the average quarterly income, instead of the yearly income. This means that in the first declaration, under the new rules in January of next year, this will be based on the income of the last quarter of 2018. Does this mean that I will be paying more or less? Well each case is different. In relation to the rate of discounts for Social Security, this drops from 29.6% to 21.4%, being applied to 70% of the average income of the last three months. And there's a particularity: workers will be able to adjust their income up to 25% up or down. So, in case you stop working on green receipts or suddenly reduced your income, you don’t need to wait one year to apply for a reduction, this can be done each quarter. But the opposite is also valid, in case your income increases. In the case of self-employed persons with organized accounts, the relevant income must correspond to the value of the taxable profit calculated in the

previous year, with a minimum limit of 1.5 IAS, even if the taxpayer may opt for the quarterly scheme. Currently, these people also deduct taxable income (from 1.5 IAS), but only if it is lower than what results from the general rules. Other novelties relate to the sickness and unemployment allowance The sick allowance will now be applied from the 11th day, not 31st, and the unemployment benefit for workers considered to be economically dependent (of the contracting entities) is now requiring 360 days of discount instead of 720. What will be the minimum amount to pay each month? The new rules provide for a minimum contribution of € 20, also applicable in cases where the employee decides to lower the relevant income. This is still the amount that should be paid in the months when there is no income, which will allow workers to continue to accumulate social protection rights. In the current law, the minimum contribution exceeds 62 euros even in the months without gains, applying to workers of reduced income who are placed in a sort of 'step zero'. When is the declaration made? Green receipts that are not exempt from contribution must report income from services, production and sale of goods quarterly. But the bill also points to the

tlm:+351 281 029 059 email: info@allfinancematters.com

40

declaration of other values necessary to the determination of the relevant income, in terms still to regulate. The declaration is made until the last day of April, July, October, and January, regarding the income obtained in the previous three months. The tax base is then constant for three months, corresponding to one third of the relevant income for the quarter. The first quarterly statement takes place in January 2019, with reference to the incomes of October, November and December of 2018. Therefore, until the end of this year the current incidence base, communicated to independent workers in November of this year, still applies. should be maintained until October 31, 2018 (with its discount the following month), but there will not be a new contributory repositioning under the current rules. In the future, self-employed workers will also have to declare or confirm the values of the previous year in January, and in this case the obligation extends also to those who are not exempt from contributing. None of these obligations apply to workers whose relevant income is determined on the basis of taxable income. When is the contribution paid? The payment of contributions of selfemployed workers will be made between

web: www.allfinancematters.com

www.eastalgarvemag.com

Closer to you! the 10th and 20th of the month following the month to which it respects - now, the deadline extends for the first 20 days of the month. What changes in the exemptions? Those who accumulate employment and independent work may only be exempt from contributions by green receipts if they have a relevant income of less than four IAS. This threshold will correspond to around 1,716 euros in 2018 (the amount will be updated annually), which implies an overall yield of around 2,450 euros. The remaining exemptions that already exist for those who accumulate pension activity are to maintain. The law also provides that, after 12 months to pay for the minimum value of 20 euros, the worker becomes exempt from contributions. This rule replaces another, which today determines the exemption of discounts after 12 months to discount for a relevant income lower than six IAS (2,573 euros in 2018). And for companies, what changes? The projected changes increase the rate due by so-called "contracting entities" and also extend this concept. Today, contracting entities are legal persons and natural persons with business activity responsible for 80% or more of the annual value of the self-employed activity. In the future, the percentage drops to 50%. And if these companies are now subject to a rate of 5% on the total of services provided to them by that person, in the future the contribution rises to 7% - in the case of economic dependence between 50 and 80% - or 10% when economic dependence exceeds 80%. This means that contracting sole traders, to avoid employing them with full benefits, will be now more expensive than in 2017. These changes take effect as early as 2018 to apply to the payment made by companies in 2019. Local Lodging excluded from Social Security contributions The law already lists a group of tax payers that are excluded from the selfemployed regime, now also specifically excludes leases activities (including for housing). In the case of income from electricity production, there are also changes in the wording. There are many other alterations that may affect your situation with the social security and it may come as a surprise to you in 2019. If you have any other questions, please feel free to contact us; tax planning is critical and you and your company, cannot afford surprises. Pass by our office to discuss your personal situation and avoid any surprises.

Have you had “the talk” yet? Long time friends and writers for the East Algarve magazine Janet and Mark introduce their new venture; Associação Animals Lost Paradise Found NIF:514597682

N

o, not the birds and bees talk with your preteen ... the one with your parents or other aging family members to discuss their finances, health, and longer-term wishes and desires. I’m lucky because my parents and I have always been pretty open about money matters. But for many people, it can be hard to get parents to open up about such topics. Still, it may be one of the most important conversations you’ll ever have. (And if you have siblings, they should be in on it, too.) To better explain why, I’ll give you a hypothetical case study below... Sally, Tim, and Howard were siblings who lived in different parts of the country. Their parents, Mary and Jeff, were in their mid-50s and looking forward to an early retirement. Mary was a school teacher for 25 years and Jeff was an engineer with a local government agency. Between pensions and overall thriftiness, a comfortable and secure retirement seemed a sure thing. Fast-forward 10 years - Jeff is playing a round of golf with his buddies. He’s walking up to a green, clinches his chest, and collapses. He’s had a stroke. After a week in the hospital, Jeff is discharged but requires in-home nursing care. His wife Mary was at a loss. Jeff

42

had handled the family’s finances. She hadn’t even written a check in years. Toss in dealing with Jeff’s nurses and home care aides eight hours a day, and it was overwhelming. Bad enough, right? Then the other shoe dropped. A neighbor found Mary unconscious in the kitchen. After getting her to the hospital, she called Sally to give her the bad news. Sally called her brothers. With Jeff needing full-time custodial care and Mary in the hospital, someone had to travel to their parents’ house to figure out what was going on. Neither brother would lend a hand. Both said jobs and other responsibilities prevented them from helping. And since Sally only worked part time for a little extra spending money, they said she should be the one to drop everything. First, she visited her mom in the hospital. The doctor said her mom had suffered a severe concussion, was still unconscious, and might need aroundthe-clock care. Then he asked if Mary had a living will and a healthcare power of attorney. “I don’t know,” Sally said. Next, Sally went to see her father. A nurse and the neighbor were there. The nurse told her that Jeff was slowly getting dementia and recommended that he be moved to a long-term care facility. Meanwhile, she’d make arrangements

for an aide to spend the night. Sally called her brothers to discuss the situation. “Whatever you think is best,” they both replied. Now she had to make some tough decisions. The nurse helped her find a decent longterm care facility for Jeff. But before he could be admitted, the business office wanted to know how they were going to pay for it. And did she have the authority to make financial and healthcare decisions for her father? They told her that Medicare wouldn’t pay, but perhaps her father qualified for Medicaid. They also asked: Does he have a long-term care insurance policy? Does he have investments that could be used? While at the nursing home, Sally called her brothers to ask if they knew. “I don’t know,” was their joint response. “But do whatever you need to do.” Sally returned to her parents’ home and dug through files in her father’s desk. She spent several hours sorting brokerage statements, bank statements, credit card statements, correspondence, and insurance policies going back 10 years. She concluded that her parents had more than 100 holdings with five brokerage firms. There were no long-term care policies. Nor could she find paperwork indicating any type of power of attorney, wills, or even correspondence with a lawyer.

www.eastalgarvemag.com

The nursing home business office recommended that Sally get an elder care attorney. The lawyer got the ball rolling by drafting powers of attorney that would give Sally the authority to make health and financial decisions for her parents. He prepared wills making Sally the executor of their estates. He then rushed them through the court in 48 hours. Jeff and Mary were moved to the longterm care facility where they shared a room. And it was determined that they’d have to pay out of pocket for their care. Sally was tasked with dealing with medical and nursing home personnel, attorneys, and real estate agents. Traveling from another state took an enormous amount of time away from her family. Eventually, Jeff and Mary’s home was sold and their assets were consolidated into one account holding a money market fund and two ETFs. The story doesn’t end there… Fast-forward three more years… Jeff dies peacefully while asleep. And Mary does the same six weeks later. Their brokerage account had been jointly held with right of survivorship. So when Jeff died, it went to Mary. And when Mary died, it was to be divided evenly amongst the three children. But when it came to splitting the account,

www.eastalgarvemag.com

one of the brothers pointed out that Sally had been getting compensated while handling their parents’ affairs. Therefore, she shouldn’t receive a full third. The other brother agreed. Sally objected, saying that she was only reimbursed for flights she had to take. Not for her time, lost wages, or other expenses she incurred. The brothers wouldn’t budge. Sally didn’t have the energy to fight them. So she agreed to pay half of the reimbursed travel expenses. And the family has been divided ever since. This is a hypothetical case, of course. The exact documents needed and court process would vary among states and one’s net worth. But I know plenty of REAL-LIFE stories that ended up even worse than this one. So to make sure something similar doesn’t happen to your family, below are four things to include in your “talk.” First, ask about finances… Preferably BEFORE anyone even retires, ask: · What investments do you have and how are they owned? · Do you have an emergency fund — money market account, saving account — that you can get at quickly? · Where are important documents kept? · Who is your attorney, accountant,

insurance agent, and so on? · Do you have debt, such as a mortgage, auto loans, or credit card balances? · Is there a safe deposit box or anything else we need to know about? Second, how is their health? Are there chronic issues you’re not aware of? And what are their plans/wishes if their health deteriorates? Third, assess options and formulate a plan. What home health care options are available in their area? Is a long-term care insurance policy a practical solution? Are there other family members who would help with care? Consider all the possibilities and permutations as best you can. Fourth, get any advice before it’s needed. Regardless of your parents’ net worth and health, if they don’t’ have an attorney, find one who specializes in eldercare issues like advance directives. It’s a whole lot easier to work out who will do what if your parents can’t make critical decisions. While it’s not necessary easy or pleasant, helping family members or other people in your life prepare for retirement by having “the talk” might well be the most valuable thing you can possibly do. What next for UK expatriates?

n March 29th, 2017, the United Kingdom put into action the withdrawal notice under Article 50 of The Treaty of Lisbon. This set into motion an unbinding agreement between the United Kingdom and EU. With this, all the existing legislation will be copied over to the UK domestic law, and from there UK parliament can “amend, repeal and improve” individual laws where they deem necessary. Until all is settled with the Brexit talks, the UK is still under the watchful eye of the EU law. This means that the free movement of capital within the EU is still relevant for now. This leaves a question unanswered until the UK finally leaves the EU; what does it mean for expatriates who still have a significant financial hold in the UK? The government currently receives £776.4 billion per annum in tax revenues from its residents. However, there is a significant risk that once the UK leaves the EU, the annual trend of productivity growth will plummet. This has the potential to culminate in a hefty hit to the tax revenues. After this hit, the government will need to find somewhere else to regain its losses. The UK housing market over the last 10 years has seen a large tax increase. The government receives £14 billion in stamp duty taxes and £10 billion in capital gains. In April 2015, the government introduced the Capital Gains Tax for non-residents. Previously non-resident properties that had been sold were exempt from capital gains so long as the seller had been a non-resident for at least five years. As of 6th April 2015, if a non-UK resident sells a UK property they will be liable to UK capital gains tax in any gains they made. The rate of tax will be the same as for UK residents. However, the UK government announced that, from April 2019 a further UK tax charge will be put in place on gains made on direct and certain indirect disposal of UK real estate by individuals that are not residents in the UK. Kevin Nicholson, head of tax at PwC, the professional services firm, described the proposal as a “major change in direction [that] could undermine the attractiveness of investment in UK infrastructure at a time when it’s needed most”. The

44

government has predicted the charge would raise about £500 million by 2024, although that figure is expected to increase sharply as it applies to growing number of sales. While not surprising, considering the current direction the UK tax treatment has taken in recent years, this is still a significant change in the UK tax landscape. Steve Wheeler, Partner at Moore Stephens, said, “The reality is that foreign investors have numerous options of where to invest their funds. As the UK leaves the EU, it should give investors every possible reason to choose the UK. This move by the chancellor may do the opposite.” Pensions have been another area that has taken a large hit from UK taxes, seen by many as a “Cash Cow” that they can milk for all its worth. UK pensions have been a cause for concern for a while now. No longer are they the gold-plated safety nets they were, rather weights sinking further into financial uncertainty. Since 2006 many people have begun transferring their pensions into QROPS for better protection of their savings. The government soon realised they were losing approximately £60 million per annum in missing tax because of QROPS.

Since then, to combat this loss, the UK government has made numerous revisions to pension transfer rules and delisted thousands of QROPS from various jurisdictions. Where HMRC deems its rules have been broken, it can charge a 55% tax penalty on the transfer amount, even if you moved funds before the rules were changed. There is a further worry that once the UK leaves the EU it will allow the HMRC to increase taxes on pensions being transferred out of the UK into the EU. Just as it had previously been with residents transferring their pension outside of the EEA incurring a 25% tax. With Brexit on the horizon, it seems more and more likely that those expatriates who already reside abroad, or are looking to move away from the UK, will no longer be able to have a strong financial hold in the UK without receiving an ever-increasing tax bill. This could have a large impact on many who were once in a stable position. While Brexit is still in the transitional phase, it might be a worth researching what may happen to your pension and home, especially if you want to move abroad. There is no harm asking the winner of ‘Best European Expatriate Financial Consultancy Award 2017’ for a free consultancy meeting.

A crucial game will be the home fixture against Oriental (Lisbon) on the 18th February at the José Arcanjo Stadium, Olhão (behind McDonalds on the EN125) kick-off 3.00pm. Olhanense suffered their first league defeat of the season back in October when the Lisbon outfit won 2-1 in the capital. Ideal keeper Imerson the wrong way

back, Farense won their next two Campeonato Portugal league games, including a 3-1 win at Moncrapachense, to make it fifteen victories in seventeen games and barring a sudden collapse they should win the league. An

interesting battle will take place in midMarch when Farense travel to archrivals Olhanense who will be looking to overturn the 4-1 defeat they suffered in Novermber.

NEW UEFA NATIONS LEAGUE

he UEFA Nations League has been introduced in an effort to reduce the number of meaningless friendlies in the international calendar. The fiftyfive UEFA member nations have been divided into four 'Leagues' based on their UEFA ranking. Each 'League' is sub-divided into three or four groups of either three or four nations. Each nation will play each other home and away in September, October and November 2018. The winners of each group advance to the finals in June of next year. There is also promotion and relegation between the 'Leagues' and the Nations League is also connected to qualifying for Euro 2020. Four Euro 2020 places will be decided through play-offs with the teams coming from the Nations League group winners. League A, which is the top league, consists of the Netherlands, France, Germany, Iceland, Switzerland, Belgium, Poland, Italy, Portugal, Croatia, England and Spain. Wales, Northern Ireland and the Republic of Ireland are in League B whilst Scotland are in League C. Gibraltar are joined by FYR Macedonia, Armenia and Liechtenstein in Group 4 of League D. In League A, Portugal, Poland and Italy form a sub-group whilst England have been drawn against Spain and Croatia. In League B, Wales and Republic of Ireland were paired together, along with Denmark, meaning that former Manchester United team-mates Ryan Giggs and Roy Keane will face each other on the touchline.

ligning correctly is as important as the golf swing. Having the correct fundamentals is going to set you up to hit more consistent shots and hit it closer to your desired target. One of the most common mistakes within amateur golf on a flat lie is to set up their feet and shoulders parallel to the intended target which is going to align the clubface, if square to their body alignment, to the right of the target for a right handed golfer. This is meaning they will pull the shot back on line or the shot will finish to the right of the target, if hit straight. A simple drill to set up square to the target and eliminate this mistake on a flat lie within practice is to use two clubs
