Olhão businesses exempt from taxes until completion of riverside roadworks
B
usinesses located on Olhão’s Avenida 5 de Outubro are exempt from paying municipal public occupation taxes until the ongoing renovations on the road are completed. The news was revealed by the local council in a statement released last month. The decision follows worries voiced by ACRAL, the Algarve retailers’ association, which stressed that the entire road pavement had been removed and that vehicles could not drive or park in the area, keeping shoppers away from local businesses. Retailers were adamant that the work should have been carried out in stages. In a bid to make up for the losses, the council decided to move forward with this tax exemption for affected businesses. The work is expected to be completed by the end of May.
Castro Marim fixes rundown fort wall
C
astro Marim council has announced the start of works to repair the wall of Castro Marim’s São Sebastião fort. The project, with an estimated cost of around €170,000, aims to stop the wall’s progressive degradation and collapse, and is part of a larger investment that has already started in other parts of the wall. Community funding will cover 70% of the
costs as the project is backed by the CRESC Algarve 2020 programme. In a statement, the council says the goal is to “preserve the authenticity and integrity” of one of the town’s most historic landmarks. It also adds that the project has been “rubber stamped” by the Ministry of Culture and that the works will be supervised by an archaeologist.

s of last month, 17 of the 19 national central banks in the eurozone will no longer be issuing €500 banknotes. Those notes in circulation will be collected and destroyed but, if you are lucky enough to have some, they will retain their value for an unlimited period. The €500 note will continue to be issued in Austria and Germany until April 26, this year for "logistical reasons," and "in order to ensure a smooth transition," according to the European Central Bank's rather odd explanation. The notes often are referred to as, "Bin Ladens" - the banknote everybody knows exists but few, other than criminals, ever see. €1 million in notes of €500 weigh only two kilogrammes, ideal for drug networks to transfer large amounts of cash in small packages. The Bank of Portugal, as other central banks, will be collecting the notes and making sure they are destroyed along with those already held in stock. Existing €500 banknotes remain legal tender and can continue to be used as a means of payment or savings and foreign exchange agencies and other commercial entities may continue legally to re-circulate the note. In May 2016, the European Central Bank decided to discontinue the production of €500 notes, due to fears that this note was being used to "facilitate illicit activities."

Hepatitis Zero Charity Golf competition to help the Rotary club fight for global eradication of Hepatitis
T
he Rotary Club de Tavira (RCT) became aware of this project through a fellow Brazilian Rotary member Fred Mesquita who is traveling the world with the goal of publicizing the project in order to raise awareness in the community and Rotary Clubs of the problem of viral hepatitis. After passing through Portugal, visiting some Rotary clubs, among them the RCT the RCT embraced the project and the first event was held with the organization of a Supportive Dinner held at Benamor Golf in August 2018. The amount raised was destined for the purchase of kits for the screening of the disease, at the PAN Africa Week to be held in more than 54 countries in Africa during the month of July 2019. The Rotary Club Tavira, participated in the event on the 6th Mediterranean Diet Fair in Tavira, where Germano de Sousa Laboratories collaborated. Onsite technical experts were present to raise awareness among visitors and the general community of the disease and presented vouchers for the disease screening tests. The campaign was a great success. Fred, acting as ambassador of the Rotarian Action Group (RAG) for the World Hepatitis Zero Eradication Project will take about 4 years to travel 5 continents covering more than 180 thousand kilometers. Viral hepatitis, one of the biggest health problems in the world, kills 2 times more than AIDS and prevention can eradicate the disease. Around the world there are over 400 million people with hepatitis B and C,

the World Health Organization (WHO) estimates that only 5% of the carriers are diagnosed. More than 80% of cases of liver, cirrhosis and cancer diseases and even organ transplants are a consequence of hepatitis B and C and hepatitis C can be fatal if not diagnosed early, in the case of hepatitis A and B, there is a vaccine that can prevent and treat symptoms. The WHO campaign and its expedition is supported by the Rotary Action Group for the Eradication of Hepatitis, one of the new action groups approved by Rotary International, which was recently presented in the PAN-African eradication at the Rotary African Summit in Marrakesh this year. The founder of the campaign was Humberto Silva, who felt in his own skin the experience of being a carrier of the disease – the silent killer. A 53-year-old Brazilian, he discovered that he was infected with the virus by chance with routine examinations and from that moment the struggle began and he idealized the project and his campaign. The competition at Benamor golf will serve to raise funds for the PAN-African Week, which will be held in Africa from the 20th July until the 28th of 2019, with tests in 54 countries in Africa. The minimum contribution is $600, which will serve to acquire six hundred tests, and with this action we can save lives and the more donations we make the more lives we can save. About Us The Rotary community movement has created the Rotarian Action Group (RAG) to engage all our Rotary friends in
eradicating viral hepatitis worldwide. Our goals are: ● Disseminate information about the disease. ● Raise funds for mass testing for hepatitis C virus. ● Carry out awareness campaigns. ● Eliminate the virus on a global scale. The RAG was developed from a project in Brazil, Hepatitis Zero, which was designed by Humberto Silva, a former hepatitis C carrier, and aims to be the largest eradication campaign in the world. The mission is to ensure the identification of those who have viruses and treat them properly after they have been properly diagnosed. About Hepatitis Viral hepatitis is a threat to everyone and needs to be considered top priority, and is so dangerous because it is a silent killer, many people do not have clear and discernible symptoms and as a result are not diagnosed and may continue to spread the virus to others. Only about 9% of people with hepatitis B and 20% of people with hepatitis C are diagnosed, therefore very few diagnosed people receive the treatment they need. Without treatment, the virus can lead to cirrhosis, liver cancer and other life-threatening complications. Hepatitis has caused around 1.34 million deaths worldwide up untill 2015, according to the World Health Organization. This mortality rate is similar to that of tuberculosis and higher than that of HIV today, and is currently increasing. It is believed that 257 million people are living with hepatitis B and 71 million people with hepatitis C globally.

The good news is that more than 95% of people with hepatitis C can be cured completely within a period of two to three months, however for them to be targeted for proper treatment, these people need to be found. It is important that the diagnosis happens before the symptoms manifest, because at this stage the liver has already suffered damage that may be irreversible, leading to liver cancer and even death. Most common forms of hepatitis are The fecal–oral route where the transmission of a disease where pathogens in fecal particles pass from one person to the mouth of another person. Main causes of fecal–oral disease transmission include lack of adequate sanitation, and poor hygiene practices. (virus A and E) Transmission of blood through unprotected sex and sharing of syringes, needles, razors and other sharp objects (viruses B, C and D). Transmission of blood from mother to child during pregnancy, childbirth and breastfeeding (virus B, C and D). Hepatitis Zero Week - Africa 2019 We are proud to announce one of the most important steps so far in the fight for hepatitis eradication: Zero Hepatitis Week - Africa, July 2019. Zero Hepatitis Week - Africa is a major team effort involving action in all the countries. 54 countries of Africa simultaneously. Half a million free tests will be performed on the population to detect the virus. It will be the largest campaign ever seen on the African continent for the eradication of hepatitis. Hepatitis Zero Week - America 2019 This campaign will hopefully have all countries in the continent to test and treat hepatitis C, from Argentina, Patagonia to Alaska in the USA. We are donating 1.5 million rapid hepatitis C tests to the municipalities of São Paulo and there is a prevalence of 1% of infected among the population. An important detail is that 90% of those who are infected are not aware of this and the disease is silently spreading through their bodies. Thus, the rapid test, which is very similar to the diabetes test, is an essential tool and saves lives. The Rotarian Hepatitis Eradication Group has conducted more than 1 million tests and found 10,000 infected. Hepatitis C (which spreads through exposure to the blood of an infected person) is already cured, with a simple two-pill treatment per day for three months. To win this fight and avoid millions of deaths each year, we need to engage as many people as possible in various parts of the world. Together, we can eradicate viral hepatitis globally. rofessional dog grooming is a great way of keeping your furry friend looking and smelling fantastic, but there’s far more to it than that. Indeed, serious side effects can occur when we neglect to groom our pets. These can adversely affect their health and even their behaviour. In general terms, a clean pet tends to be a happy pet. No hair in the eyes, clean fur and skin, clipped nails and clean teeth all make for a pet that is comfortable and well behaved. Long and unkept hair can be the cause of discomfort and skin related issues. Hair hanging over your pet’s eyes can restrict its vision altering the pet’s capabilities and behaviour. When long hair is not brushed and washed regularly, pets often suffer matting which can load your pet with unnecessary extra weight. Matting of the hair can be painful and cause many skin conditions. Severe matting restricts blood flow, pulling tightly on a pet’s skin and making a simple pat and walk painful. In some cases, matting can be so severe that it restricts body movement leading to deformity. Overgrown nails can be very painful, with long nails growing into the paw pads and causing infection. Long nails can cause your pet’s toes to bend and create a walking disfigurement. Double coating from irregular brushing leads to extra coating, causing your pet to suffer heat stress, which is obviously not good in this climate. Grass seeds will not be easily detected unless you and/or your groomer are really hands on. Undetected grass seeds can lead to abscesses and severe infection. It is not unheard of for a pet to lose an eye from an undetected grass seed. Fleas, ticks and mites are some of the most common

parasites that can be fatal to your pet. They thrive on dirty and untreated bodies. Dental disease can lead to bad breath, teeth loss, and reduced appetite. In extreme cases, if left untreated, it can cause damage to your pet’s heart, liver and kidneys. All of these issues can be detrimental to your pet’s wellbeing, due to the discomfort and pain they can cause. By having your pet professionally groomed on a regular basis, and brushing them between grooming’s, you can optimise your pet’s physical and mental health. ur real estate company gets new enquiries from foreign and Portuguese customers for the long term renting of houses and apartments on a weekly basis. Demand overwhelms supply. This situation is not reserved just for the Algarve but also in other regions within Portugal. Property rentals of one year or longer are not only difficult to find, they also tend to be expensive. What are the reasons for this dilemma? ● In the past Portuguese law was heavily weighted in favour of tenants and this acted as a discouragement to newer investors fearing that as landlords, they would have difficulty being able to remove non-paying tenants. ● Portugal has become increasingly trendy particularly during the course of the last 2-3 years. An increasing number of foreigners as well as the younger generation of Portuguese prefer to rent rather than to buy. Even though mortgage financing is available to many of the new generation, they desire flexibility and mobility and do not like to be fixed in one location. ● Many owners prefer the short-rental market as they also want to be able to stay in the property during their own holidays. Vacation rentals have become popular and are financially attractive, particularly in in the last 3 to 4 years, so there are fewer long-term rentals available and those that are available can sometimes be prohibitively expensive. ● More so than ever, tenants demand quality. By investing heavily in the refurbishments of a property, landlords are looking for a higher return on their investments which naturally means prices are going up. Long term tenants are very price driven whereas holiday rentals tend to be more flexible. ● The tax landlords pay for renting to

Property tourists is lower than renting long term. The effective tax rate in the simplified tax regime for short term let for a nonresident property owner is 8.75 % versus a flat rate of 28% for long term rentals. ● As a result of the lack of long term rental properties potential tenants are having to offer several months rent in advance in order to secure properties. In addition, salaries in Portugal are not particularly high meaning people are spending more than 60% of the average salary just on rent. The Portuguese government has started to take notice of this situation and has been looking at ways to improve the property rental market. While these improvements will not solve the issues overnight, they are a helpful start. Some of the most important changes currently being implemented in rental policies are: ● Assisting tenants by protecting the duration of the contracts. The Portuguese Parliament has recently approved a procedure proposed by the Socialist Party (PS), which provides for a minimum duration of one year for housing rental. Contracts, which are signed for a shorter period now will have a minimum period of one year and if nothing is communicated to the contrary, they will automatically renew themselves for another three years. The new law will also make sure that during the first three years of the rental contract, the owner can not oppose the renewal if he does not need the house for himself or for his children. ● There have also been changes in the Alojamento Local (AL) law, which regulates the short-term rental of properties (holiday lets): Councils may create contention zones, within which they can control the number of properties within the AL scheme. Councils now have powers to close down AL properties if they are incorrectly registered or operating over capacity. Condominiums will have reinforced powers to approve certain new regulations; they can also set an additional contribution payment over the normal instalments and the obligation for the owner of an extra liability insurance. The purpose of the new rules can also help long-term tenants in avoiding unfair rent rises. ● A new tax law, which reduces income tax for single persons with homes for long term rent foresees a reduction in the current IRS income tax rate from 28% to 26% for a rental contract of two years or more, while for five-year contracts the reduction in taxes will be from 28% in 2018 to 23% for the following years. For 10-year contracts the reduced tax rate will be set at 14% whilst 20-year contracts will be set at 10%. ● The government intends to reward property owners that sign long-term lease contracts. For landlords who can guarantee that new built properties will be used for affordable renting for

a minimum period of 25 years with maximum rents to be defined by the government the new law will provide additional tax incentives. All these implemented changes can help to make the current situation on the rental market more sustainable. If you are interest in renting a property for long term please consider professional advice from your lawyer before you commit to signing a contract. Some tip’s before renting a property: ● Sign all the pages of the contract and read the rental contract from top to bottom. ● Everything needs to be done in writing, don´t accept verbal agreements. ● Ask if your landlord or property manager lives nearby; this can help to sort out problems easier and quicker. ● Check the condition of the rental property and if there are defects be sure to put them in writing to the landlord. ● Never pay rent in advance until you have visited your new home or have signed the contract. ● The contract should specify who is responsible for eventual repair costs and therefore, who needs to pay. ● Property owners are allowed to receive up to five advances on the rent: three related to the monthly rent and two more as a refundable deposit.

A
ntonio Pereira is a Portuguese architect with a breadth of design experience in Europe, the Middle East and Portugal. He returned to the Algarve in 2000 to work for the Camara at VR St Antonio, later becoming self employed. His projects have been many and varied and he invites you to a talk where he will share his knowledge and passion for architecture through the ages. Conference Overview: European cultural, political and religious events have all influenced architecture through the ages. The facias of buildings have changed significantly and, in turn impacted on history by creating various movements, some of which are well

known (eg Baroque, Gothic) and others less well known (eg Modernist, Futurist) The changes in force come from the different uses of materials, ideas and techniques. The evidence spans over a wide number of centuries, right until the modern-day ecological movement which has resulted in a major revolution in the way architecture and styles of construction have been developed during the last century. Architecture reflects needs, anxieties, ways of life, philosophies, techniques and social/ cultural dynamics within each society and with its own idiosyncrasies! Although, one can see that simple solutions for simple problems also are part of the architectural world. Architecture is just a thrilling phenomenon
– it can go from big to small all in the same building! And I invite you to join me and learn how architecture has influenced all that we are in the modern day world. The conference on the 22nd of February 2019 will give a comprehensive history of Architecture through the ages. The evolution of architecture will be explained via a fast trip of the Centuries and will include movements of the Gothic, Baroque, Classic Arts & Crafts right through to High-tech and Ecological eras. aspi (Women Against State Pension Inequality) is encouraging British expat women living in Portugal, born in the 1950’s to join Waspi International. The Group is fighting for compensation in light of late or, in some cases, no notification of State Pension Age increases. The Campaign Group that represents 3.8million British 1950’s born women, in the UK and Overseas. The 1995 Pension Act legislated for the (SPA) for women to rise from 60 to 65 over the period between April 2010 and 2020, a timetable then accelerated by the Pensions Act 2011. However, the women impacted by this acceleration were not properly notified of the change by the UK Government resulting in many women finding themselves in extremely difficult financial circumstances. The Waspi Campaign continues to gain significant momentum with support of cross party MP’s. There have been 7 debates in Parliament, protests and TV and Press exposure. Recently, the UN’s Special Rapporteur Philip Alston, visiting the UK said ‘As was made clear to me in a number of submissions and through powerful testimony, a group of women born in the 1950’s have been particularly impacted by an abrupt and poorly phased change in the State Pension Age of women from 60 to 66. The impact of the changes to pensionable age is such as to severely penalise those who happen to be on the cusp of retirement and who had wellfounded expectations of entering the next phase of their lives’

The Waspi International Campaign is a ‘virtual’ group of 1950’s women utilising social media to actively campaign to achieve fair transitional arrangements and compensation for all women born in the 1950’s affected by the changes. Waspi is asking for a ‘bridging’ pension to provide an income until women reach their new State Pension Age, not means tested, and compensation for the financial losses for those women who have already reached their State Pension Age. Waspi is determined that the grave injustice to this specific group of women will be rectified. ith The new year upon us I thought it a good idea to start looking at vegetable gardening, but before we take a more in depth look at what we can grow in our gardens, I felt it best to first start with the basic guidelines to organic gardening and how we all can put something back into our plots, no matter what size of garden you may have. Most people know that organic gardeners do not use chemical sprays or fertilizers. However, organic gardening does not mean doing nothing! Plants will always need some form of feeding and protecting from pest and diseases. Organic gardening is a holistic growing technique which encourages a naturally fertile soil and strong healthy plants. This reduces the need to fertilize and spray them. Organic gardening has many advantages, such as: ● Organic gardens are vibrant with life-organic methods encourage beneficial wildlife. ● Food crops have an undeniably better flavour, are more nutritious, and contain no chemical residues. ● Plants become sturdy, strong growing and naturally resistant to pest and disease. ● Organic methods cause the minimum of environmental impact.

● The structure and natural fertility of your soil are enhanced. Organic methods encourage re-use of materials, so there is less waste. ● You can have your own resident task force of natural predators living on site ready to attack any pests if you provide them with all year round refuges such as log piles and compost heaps. Dead foliage and flower heads lefty over winter on perennials will shelter ladybirds for instance, whose larvae feed on aphids. Soil Managing the soil is the very foundation of organic gardening. The idea is to feed the soil more than to feed the plants, and the key ingredient is garden compost from the compost heap. This is added regularly to all parts of the garden (dug in or as mulch) to create a soil which is easy to work, well drained yet moisture retentive when needed, and rich in microscopic fungi and creatures which manufacture plant nutrients. To keep a constant supply of compost available, organic gardeners keep at least 2 compost heaps or bins on the go at any one time, filling up one whilst using the other. Compost can be made from all soft, raw fruit and vegetable kitchen waste, plus any suitable garden waste. (See how to build your own compost bin below).

Fertilizers A balanced, compost rich soil with good crop rotation, in the case of vegetables, will give excellent overall results. However, to give an extra boost, for example to encourage flowers, fruit or leaf production, a number of fertilizers are acceptable. Certain nutrient-rich leaves can also be dug in to rot down and release their goodness into the soil. Comfrey leaves are very high in potassium for flowers and fruit. Green manures are varieties of quick-growing seed which are dug in to release their nutrients when they are several inches high. When growing plants in containers or tubs it will be difficult to avoid using some form of extra feed, because the soil management principle cannot be used effectively in an enclosed, artificial environment. For bedding plants, herbs and strawberries, Maxicrop's liquid seaweed extract is good. Other liquid feeds can be made by fermenting the leaves of comfrey or rotted farmyard manure in a non metallic container of water. Suggested products for organic gardening: ● Peat or coir-a soil conditioner or basis for home potting compost ● Ground limestone-organic form of garden lime. Good for calcium to raise soil p.H. and to lighten heavy clay soils.

Good when planting. ● Fish and Bone - for fruit, flowers and roots. ● Calcified seaweed/seaweed meal - excellent broad spectrum granular fertilizer with trace elements and growth stimulant effect. ● Dried blood - for leafy growth and to speed up compost heaps. ● Pelleted chicken or poultry manure. ● Bagged farmyard manures. Weed Control Prevent weeds taking over by hand weeding, hoeing, burning or mulching. Mulches either prevent weeds from emerging or suffocate them once they are there. Many substances can be used, depending on how ornamental you want it to look - chipped bark, gravel pebbles, slate, broken clay tiles, leafmould, grass mowings, cardboard, black plastic or tarpaulin are examples. The weed wand will burn off weeds using heat. For areas that are just to be planted with shrubs or ground cover plants, you can lay landscape fabric first and plant through this. Landscape fabric allows rainfall through whilst suppressing weeds. An ornamental mulch on top will conceal it.

Cut a 1.875cm deep and 8.75cm wide section out of each end for a total of 32 lap cuts. If using handsaw and chisel, cut 1.875cm down at the 8.75cm line at A in diagram below. Then cut a deep groove into the end of the board at B in the diagram. Place a thick wood chisel in the end of grove and split the wood with a hammer to the 8.75cm cut. Pests and diseases Working with and not against nature, and prevention are the two basic principles. Like humans, plants have certain natural immunity to attack by disease and pest. This immunity will be highest when the plant is vigorous and happy with its situation. If it is under stress in any way, the plant immunity falls, and it may succumb to attack. For optimum disease resistance, consider the following: ● Plant the right plant for the right place ● Choose disease resistant varieties ● Use only balanced, organic fertilizers ● Rotate your planting of vegetables ● Ensure plants are well watered and fed during growing seasons. ● Use companion planting ● Encourage natural predators to your garden ● Practise good husbandry Making Your own Wood and Wire Compost Bin This portable bin provides a convenient way to compost yard materials. It fits well in small spaces and may be used either as a holding bin or as a portable turning unit. To turn the pile, harvest finished compost or build a new pile, simply undo the latches, pull the sides apart and move it. When turning the pile, transfer the existing composting materials into the empty bin at its new location. Cost: Less than 50 Euros to build using new materials, less if recycled materials are used. If using a radial alarm saw, circular saw or table saw, set blade depth to 1.875cm and make multiple passes until the whole 8.75cm section is removed. Make four 90cm square frames from the lap jointed 5x10cm. Put enough construction adhesive to fill the gaps when the lap joints are screwed together. Fasten each joint with five screws. Cut the hardware cloth with tin snips into four 90cm square sections. Bend the edges of the mesh back over 2.5cm for strength. Lay one onto each of the four frames. Center and tack each corner with a poultry wire staple. Hammer a staple every 10cm along all four edges of the mesh. Try to tension the mesh so it will not sag when filled with compost. Connect each pair of frames together with two hinges, so the wire is on the inside of the bin. Then put the hook and eye gate latches on the other ends so that the sections latch together. Now your compost bin is complete and ready for use! In next months article I will continue this idea of organic gardening and start with the Vegetable plot. What are your UK pension options in Portugal today?
M
embers of defined contribution’ or ‘money purchase’ pensions can usually do the following from age 55: • Take the whole fund as cash – 25% will be tax-free in the UK. • Make cash withdrawals when you want – a quarter is free of UK tax each time. • Take regular income through ‘flexible drawdown’. • Take a regular income for life through an ‘annuity’. Expatriates can also transfer UK pension funds to an EU-based Qualifying Recognised Overseas Pension Scheme (QROPS) tax-free. QROPS advantages include more estate planning flexibility, the ability to take income in euros or sterling, and protection from future UK taxation. However, QROPS benefits and rules vary between providers and jurisdictions. There is also a 25% UK tax charge on transfers to QROPS outside the EEA (European Economic Area). Many believe the UK government may tax EU/EEA transfers after Brexit, so if you are considering transferring, act now. First, take specialist advice to establish if transferring is suitable for you. With ‘defined benefit’ or ‘final salary’ pensions, your employer guarantees a proportion of your salary for the whole of retirement. While you cannot usually withdraw cash, you can transfer benefits to a defined contribution scheme or QROPS. Traditionally, this has been considered less beneficial
than drawing a guaranteed pension for life. However, some providers have been offering higher than usual ‘transfer values’. Sensibly reinvested, a high one-off sum could provide a retirement income that exceeds the original annual payment, but you must fully understand the consequences before giving up lifetime benefits. Taxation While 25% of cash withdrawals can be taken tax-free in the UK, if you are Portuguese resident they are usually taxable here, as is other UK pension income, at the progressive Portuguese income tax rates of 14.5% to 48%. If you qualify for non-habitual residency (NHR), however, you can receive UK pension income tax-free as long as it can be proven to be income (e.g. taken over a period of at least ten years – note that this is a new requirement under recent legislation). For the best results and to avoid an unexpected tax bill, take specialist, cross-border advice. Making your pensions last If you choose to take your benefits as cash, ensure you have a reliable plan to fund the long-term that matches your personal circumstances and goals. To avoid pension scams, make sure any company you deal with is regulated with the UK Financial Conduct Authority (FCA). Remember: unprotected investments risk losing your money with no compensation. Even amongst regulated providers, check for quality. Your adviser should take account of your needs, objectives, personal circumstances and risk
appetite to find the best solution for you and your family. Take care to explore your options now – before Brexit potentially changes the landscape – to establish your best approach for a prosperous retirement in Portugal. ver the last months we have received many questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers. If you also have some questions regarding tax in Portugal, please feel free to send it to us. I am a Non-Habitual Resident and my income is only made of pensions; every time I go to the shops in Portugal, they ask me if I want an invoice with my NIF, what should I say? The fact that you are offered these invoices, is because there is a tax incentive to ask for invoice, which applies to some Taxpayers. However, as you are NHR your pensions are tax exempt in Portugal, so as you won’t pay any IRS in Portugal, you cannot either deduct any expenses. Deductions are a tax rebate, so if there is no tax to pay, there can be no discount or refund. It’s also not possible to deduct expenses in excess of the tax payable. Nevertheless, please make sure that your NIF is mentioned in all purchases related to your property (refurbishments, maintenance, new air con, new kitchen appliances, etc) as these may be used to offset against your Capital Gain Tax, when you sell your property. What are the main deductions I can make on my IRS tax bill? First it’s cucial that you provide your tax identification number (NIF)

(all other sectors not mentioned above). Our father passed away last year and me and my brother, who live in Ireland, inherited his property in Portugal, which we are now selling. Can you explain how to calculate the capital gains on the sale of this property in Portugal? Which expenses can we offset, can we deduct all refurbishments made by my father over the years? If you and your brother are nonresident for tax purposes, the tax applicable to your capital gain, will be 28 percent. If you are non-resident and EU national, it’s possible to opt for the same rules of the residents and be taxed just on half of the gain. In this case as both of you are selling, each one will have to submit a tax declaration in Portugal. This will be done in the year subsequent to the sale. If you sell for 400.000€, each one will declare 200.000€ as the sale price. The purchase price will be the Tax Value of the Property (VPT) on the date your father passed away. In terms of deductions, only invoices registered with your fiscal numbers will be accepted. So, I’m afraid that you can only use the real estate commission invoice, to diminish the gain. Unfortunately, the invoices paid by your father (on his name), cannot be included. Contact us, if you want an estimate of how much tax we can save you, by opting for the EU residency taxation. When you became NHR, this is valid for 10 years (in your case 2018-2027). Providing you keep your residency status and don’t change your tax address, becoming nonresident, you continue being a NonHabitual Resident and benefiting from this regime until 2027. There is no need to re-apply each year, the only tax obligation is to submit your IRS tax declaration, with your income. Even in the cases where a taxpayer decides to move abroad, it’s possible to return to Portugal and still use the Non-Habitual Residency in the years that are left. For instance, if you decide to emigrate in 2020 and return to Portugal in 2023, although you lose the years you were abroad, you can use the NHR for the years 2023-2027. Q I am renting my property to a couple of Dutch citizens, do I need to communicate this fact to SEF? No. The communications to SEF, only apply to those renting properties in Alojamento Local (Local Lodging). Please remember that in the case of AL, it’s mandatory to register the dates of check in and check out and details of all foreigner guests, regardless of whether they are EU citizens or not. hroughout the year The Golfe Clube de Tavira raises money for local charities during their numerous tournaments and events. We were invited by club captain Nick Everott to join them on their annual presentation day tournament, lunch and prize giving. Needless to say, a great time was had by everyone and once again a huge sum of money was handed over to very worthy causes. We were also joined by Vicente Domingos from Grupo PortInsurance who are sponsoring some of the events at Golfe Clube de Tavira this year. How to Make a T-Shirt Quilt Make a T-shirt quilt and turn a batch of unused (but much-loved) shirts into permanent memories.
T
here are no special patterns for T-shirt quilts—they can be as basic or as intricate as you wish. Every quilt is unique and although specific T-shirt quilt patterns aren't necessary, it is true that assembly techniques are just a bit different for this type of project. Examine the shirts you plan to use and ask yourself a few questions before you begin to make the quilt. ● How large are the T-shirts? ● How many shirts are available? ● Will all panels be cut the same size? Many quilters sewed panels of different sizes together in somewhat of a jigsawpuzzle type layout. ● How large should the quilt be? Do you have enough shirts to make a quilt that size without adding other design elements? ● Do you want to use sashing between the T-shirt panels? Sashing, with or without cornerstones, helps separate the shirts and increases size. Borders can be added to increase size, too. Use a Stabilizer with Stretchy Fabrics T-shirts are much easier to work with when fusible interfacing is used to stabilize the stretchy fabric. Many brands are available but look for a non-woven fusible interfacing, such as Pellon Quilter's Grid 820. Your local quilt or fabric shop may have a nonwoven version that's less expensive, and available by the yard. Ask what they keep on hand for T-shirt quilts. Be sure the interfacing comes with easy to understand instructions. Stabilizer Pros and Cons A stabilizer is recommended but not everyone preps shirts with interfacing before sewing them into a quilt. ● The benefits of not using a stabilizer—a softer quilt top that's easier to hand quilt.

● The drawbacks—fabric that's more difficult to cut and sew accurately, and panels that may stretch over time if not secured to the batting and backing with fairly close quilting stitches. You may also experience puckering as the stretchy fabric folds onto itself during machine quilting. First, Cut the Shirts Apart 1 Wash and dry the T-shirts. 2 Use a pair of sharp scissors to remove the front panel, cutting near the side seams in order to leave as much fabric as possible—you'll trim back later. 3 Cut off the sleeves and connecting seams. 4 Cut below the neck banding, too, and remove any hemmed area along the bottom of the shirt. Don't remove too much excess fabric yet—oversize panels are good to have. 5 After trimming, you'll likely have a somewhat rectangular panel. 6 Do the same to the back of the shirt if its image will be used in the quilt. 7 Cut all of the available shirts. Cut the T-Shirt Panels Interfacing is fused to oversize panels, which are then trimmed back to the correct unfinished size. ● T-shirt quilts are typically assembled with a 1/2" seam allowance, which is pressed open to reduce bulk. That means you should add 1" to the finished width and height of a panel to determine its unfinished size (the size to cut after fusing). ● Images can be centred within each panel or they can be offset - which would best suit your design? Make that decision before trimming any panel. ● Determine the cutting size for panels and then trim them to be somewhat larger, so that, when interfacing is fused to their backs, the final cuts will be along tightly-fused edges. For instance, if your T-shirt panels will
finish at 12" x 12", leave the panel at about 14" x 14", and then trim back to 13" x 13" after fusing. ● A large square rotary ruler makes centring the design and cutting the panel a breeze. Make rigid templates of the sizes required if you do not have the rotary cutting equipment. A window template has an opening that allows you to easily mark both the cutting and sewing line while centring the image within the panel's finished dimensions. ● Remember to make the first cut larger than the panel's unfinished size, as explained above. Finish the Quilt After the quilt top is complete, finishing the quilt is really no different than finishing any other quilting project, although it's easier to machine quilt a T-shirt project than to quilt it by hand. 1 Use a 1/2" seam allowance to sew panels in each row or column together. 2 Press seam allowances open and then join the rows or columns, matching intersections where seams meet if necessary, for the design. 3 Square up edges if necessary. Outer panels may seem a tiny bit off if you apply binding with a 1/4" wide seam allowance because cutting dimensions allowed a larger seam. The small difference probably won't be noticeable, but use a 1/2" seam to bind if you wish. If mitering corners and using a 1/2" seam allowance, stop and mitre 1/2" before you reach each corner—not 1/4" before the corner. You could also carefully remove the extra 1/4" seam allowance that encircles the quilt, and then sew the binding on with a 1/4" seam. On the Saturday twenty-four teams start the fourth stage of the tour in Albufeira and 198.3kms later, having passed through Alcoutim and Castro Marim, will arrive at the finish in Av Zeca Afonso, Tavira near the Municipal Sports Hall & Swimming Pool. The following day, Sunday, the action starts Faro in and ends in Malhão via São Brás de Alportel after 173.5kms of gruelling cycling. nly their second away win; 2-1 at 1st Dezembro; heralded a promising start to the new year for Olhanense fans. A fourth consecutive victory, this time at home to Moura 3-1, moved the team up to fifth place as excitement built that they really could make the play-offs. The run of good results came to a shuddering halt with a 2-1 home defeat, the first of the season, to lowly Pinhalnovense followed by a 2-2 draw at the Algarve Stadium against Louletano. There is still room for hope as
new signings Tiago Jogo (ex.Felgueiras), Elisson Santos (ex.Gafanha) and Filipe Brigues (ex.GD Chaves) have yet to be fully integrated into the squad. his year, to make the game faster, some rules have been changed or simplified. It's a good idea to take some time to read them, as it could give you an advantage on the course. One of them is that you can leave the flagstick in the hole when your ball is on the green, although the player must decide this before making the stroke. When you watch golf on television you can see that most of the tour players leave the flagstick in the

hole, especially with long putts, but also some will do it with the short ones too. It is true that when your ball has a lot of speed and you hit the pin in the middle, the ball will drop into the hole. If you have problems with short putts, leave the pin in and stroke it firm straight to the pin, but first practice this on the putting green. My advice is: outside 3 meters, pin in the hole, inside 3 meters, take it out. Bart van der Wind
