so-called “Guadiana Solution” has been proposed as a way to help fight against the effects of the drought the Algarve has suffered over the past few months. This short term solution, alongside a handful of longer term solutions to tackle this issue, have stemmed from the cycle of debates on the availability and use of water promoted by the University of Algarve and the association Algfuturo over the past month. Between the 28th of December and the 25th of January the individuals behind the campaign brought discussions on the topic to Tavira, Faro, Silves, and Lagos. In the end, according to Algfuturo, an environmental think-tank, it was concluded that, in the short term, the Guadiana river could be used as a water supply following an infrastructure project that would take approximately a year and a half, and that is seen by those responsible at the organization as the most

ideal solution. Algfuturo submitted the so-called “Guadiana Solution”, a “fundamental short-term objective”, for the appreciation of “recognized specialist” António Carmona Rodrigues, former Mayor of Lisbon, to pass on to the appropriate political figures. So far Mr. Carmona Rodrigues has endorsed tbe Guadiana as a source of reinforcement for the Algarve’s water reservoirs. According to Algfuturo, “the solution consists of capturing water on the right bank of the Guadiana, next to Pomarão, in its national section, with a pipeline to carry the water to the Odeleite reservoir, which will make it possible to increase the availability of water in the leeward and windward through the existing pipeline”. The association claims that this reinforcement of the Odeleite reservoir could be “of the order of 30 to 60,000,000 m3 of water per year.”

The necessary pipeline has an estimated cost of €20 to €25 million. “The solution is very advantageous in relation to others, because it is faster, cheaper and can be made compatible in the future with other solutions, namely with the Foupana dam construction which is being promoted by AMAL”. The think-tank highlight that "immediate effects" would be noticed if the solution was chosen, an attribute that they deem to be necessary to begin "with the fight against network losses and savings in consumption on all fronts: domestic, agriculture, tourism, public spaces, swimming pools, etc.". Other solutions pointed out by the association, in this case in the medium and long term, are "desalination plants, improved wastewater reuse, the construction of the Foupana dam, and a larger array of medium and small dams at spread out locations".

A helping hand from Tavira Golf

T

hroughout the year The Golfe Clube de Tavira raises money for local charities during their numerous tournaments and events. We were invited by club captain Alexandre Ferreira Figueiredo to join them on their annual presentation day tournament, lunch and prize giving. Needless to say, a great time was had by everyone and once again a huge sum of money was handed over to very worthy causes. Alexandre would like to say "Thank you to all the committee and all the members, local businesses, the East Algarve Magazine, surrounding golf courses for their auction donations, and members and friends generosity in supporting the Charity Day this year. I was very pleased to present a total of 6,700€ to the charities on Presentation Day 18th January 2020 of which 5,200€ donated to Porta Amiga and 1.500€ donated to GATO".

Grooming your dog T

‘How often should I have my dog groomed?’ is a question we’re often asked.

here is of course no ‘one fits all’ answer as it’s dependant on the dog, their breed, age, and temperament. Also, before answering this question it’s worth considering what’s involved in a professional groom, and the needs of the dog and their HOOMAN owner. A groom typically consists of brushing, bathing and drying, followed by trimming and/or another brushing, which is sometimes known as ‘de-shedding’. Professional groomers will also trim dogs over the eyes, at the tips of the ears, and on the bottoms of their feet, clearing out any unwelcome debris from paws and pads. They will cut nails to a comfortable length, which is especially important as long nails can be painful. At the Spotted Dog, we also provide teeth cleaning, as an additional service. Dental hygiene being a really important aspect of a dog’s healthcare. There are a number of factors to consider when it comes to frequency of grooming and high amongst them is the nature of a dog’s coat. With short-haired dogs for example, we normally suggest they are groomed every six to eight weeks, albeit it is sometimes beneficial to have them groomed more frequently. Indeed, it can be surprising how much dead hair can be removed via a professional groom, something which can be a big problem for our furry friends, particularly in this warm Algarvian climate. Double-coated dogs such as the German Shepherd and those with guard coats tend to shed seasonally, so it’s particularly important to keep on top of their grooming via regular brushing to remove the dead undercoat

8

before it ends up all over your floor, and causes problems for your dog. In extreme cases matting has to be shaved which is far from ideal as it can damage your dog’s coat and leave it prone to sun exposure. Silky-coated dogs such as Cavaliers usually have a single coat that grows continuously and should be trimmed every four to six weeks. Curly and wavy coats, such as those of a Portuguese Water Dog, are the most likely to mat and usually require grooming every six weeks or so. Another really important factor to consider is how often the dog is brushed at home. Regular brushing will help limit shedding and keep your dog free of mats and so nice and comfortable. It also provides an opportunity for you to check for any lumps and bumps, and allow your dog to become accustomed to being brushed and washed, thereby making a professional groom a more pleasurable experience. It has a lovely upside too, in that regular brushing helps to build and maintain a loving a relationship between dog and HOOMAN. Finally, it’s worth considering that not every groom needs to be a ‘full groom’. For example, here at The Spotted Dog we provide puppy introduction sessions to help your young dog become accustomed to being bathed and brushed. We also provide bathing services and light trims, along with the aforementioned teeth cleaning with our very own canine specific banana flavoured toothpaste! More information on the benefits of professional dog grooming is available on our website at www.thespotteddog.net/

All about Therapy Linda Finch from Happy Mind Therapy introduces Cognitive behaviour psychotherapy (CBP)

H

ello again East Algarve readers. Well, January has rained and blustered away and I’m hoping for a more settled and prettier February. The month of Almond blossom and of course love (for all our lovely valentines). I hope you found my first introductory post to be informative. Over the next few months I plan to talk about the four main types of talking psychotherapy. Now, you may be asking yourself ‘what is a talking psychotherapy?’ Well please read on. The four most successful talking psychotherapies include disciplines of:● Cognitive behaviour psychotherapy (CBP) ● Mindfulness psychotherapy ● Interpersonal psychotherapy ● General psychotherapy You might now be asking, ‘well, what do these psychotherapies help with?’ Now for a little blurb, let’s start with the most wellknown talking psychotherapy. Cognitive and Behaviour Psychotherapy (CBP). CBP is widely accepted as the gold standard psychotherapy, its backed by NICE (National Institute of Care and Excellence in the UK) and is based on sound research. CBP is the best treatment for many everyday psychological problems, for example anxiety, depression, panic attacks, phobia’s, OCD, post-traumatic stress, disordered eating patterns, sleep problems and many more common conditions.

CBP is suitable across the age range from young people (12 years) to adults. The aim of CBP is to help you identify unhelpful thinking patterns and behaviours that are adversely influencing your emotional wellbeing. Unlike some of the other talking treatments, CBP is a time limited psychotherapy. A course of CBP can be from 8 to 20 sessions and is generally completed over 6-8 months. The main focus of CBP is on a person’s "here and now" problems and difficulties. CBP looks for ways to improve your mental well-being in the present and this allows you to move forward with your life-goals. CBP can help you to make sense of overwhelming problems, by breaking these problems down into smaller ‘chunks’. This makes it easier to see why they are connected and how they are affecting you. The CBP process starts with focusing on a ‘problematic' situation; ie having a panic attack in the supermarket or not socialising with friends because of a very low mood. CBP then moves on to identify the related thoughts, emotions, physical feelings and behaviours that can follow on from the ‘problem’ situation (ie having a panic attack in the supermarket). Once the ‘discovery’ components have been uncovered by Socratic (in-depth and focused) discussions, your CBP therapist will introduce you to a range of management strategies. With practice and time this newly discovered information and focused strategies will help you shape the changes you are looking to make.

At the end of a course of CBP you will be equipped to move forward and once again enjoy life. In future editions, I plan to talk about the other three talking psychotherapies. My aim is to help de-mystify and give a clearer understanding of why they may suit your current circumstances. Until next month, Wishing you all a Happy February. Don’t forget to enjoy the "Festa das Amendoeiras em Flor" (the beautiful almond tree blossom festival). Kindest thoughts, Linda

A Thread to the Past Beth Jackson meets the owners of a typical Portuguese haberdashery store in the center of Tavira

O

n arriving at “Casa De Malhas”, the haberdashery opposite the old market, I told Joao and Aurea Fernandes that I had two objectives. Having established that I wanted to buy thread (linha) and not firewood (lenha) I then asked if I could interview them about the models, perched on the top shelves of their shop, which I had so often admired. In a flash, Joao brought a collection of photographs he had taken, which helped me understand that the models had been mere parts of scenes Joao had created. They explained in unison: Fernandes: They were made for the Dia de Stº Joao; the day of Tavira. We started decorating our window in June, 1988, and we did it for eight years. On the days we unveiled our display there would be a queue of people wanting to see what we had made. This was through the years when Joaquim Fialho Anastacio and Jacinto Rodrigues were the presidents of Tavira. The Camera (town council) supported it. They gave us a certificate. Beth: What, like a prize? Fernandes: No, they gave it to everyone

14

who participated. Beth: Did many people do it? Fernandes: Everybody did! At that time the centre of Tavira served the local people. We were shops which sold clothes and shoes and household goods. Ordinary shops. Then for the Dia de Stº Joao we would all dress our windows. One year I made the scene of the “Câmara” I had to cut away the back of the window to be able to fit the model into it! Back in those days, before the bus station, the buses would park in front of the “Câmara”… We used little toys and figures to build the scene. Beth: And the trees? Fernandes: We’d use little branches which looked like trees. Beth: It’s interesting that you made a model of the Roman Bridge in 1989… that was the year of the flood wasn’t it? Fernandes: Yes, the flood which broke the bridge. Before then it was a road bridge. Cars would have to wait on either side for the other one to cross! It was the main highway for a long time. Beth: I hadn’t remembered that it had wrought iron in between the turrets. Fernandes: Yes, the Câmara kept the

model, and after a while it was also destroyed; but I still have a little part of an iron fence which imitated that. Beth: So what models have survived? Fernandes: The “Câmara”, the “Tropa” (Barracks) and the Railway Station. Beth: Those are the ones here, in the shop; and what others did you make? Fernandes: The first was just a beach scene, but there were others of the bandstand, the primary school, the fire station, the church of Stª Maria, and the old market…and we used to always have a “quadrade” (a four line poem”) to match with the theme. Like: Irão certamente gostar, Trabalho com tanto graça, Que o S. Joao nos trouxe, Parece mesmo a nossa praça. If you visit the Casa De Malhas, you will easily be able to see the joyfully innocent replicas of the aforementioned buildings, and if the shop is quiet I am sure they would gladly show you the photographs they shared with me. But do please have the sensitivity to buy a little something so that you might give as well as receive. I hope it does indeed bring you as much pleasure as it brought to me.

Drone Ranger

Meet Tiago Gonรงalves, drone Pilot and photographer. We think his work is simply stunning, plus it's now available to buy in print

T

iago is from Tavira, and his interest in photography started at a young age having always loved the cinematic view of things. His passion increased in 2010 with the developemnet of smartphones and the increasing number of apps such as Instagram. More and more people started sharing their images and with that you could see other peoples' perspectives too. It was at that time his brother-in-law lent him a regular camera, but even now he says he prefers the smartphone camera, not because of the quality but because

16

of the time. It is much faster to take, edit a photo and share it than using an actual camera. When Tiago first saw footage taken from a drone and what this type of drone could actually do he simply had to have one. A few months later (back on November 2018) he bought his first drone. From there he started to take some photos of places and nature and it was so different because of the perpective and the colours viewed from above. One Chistmas he printed one for his parents as a gift. Tiago says 'After that I realized I had something different and I started to take more pictures, I

created my page and I started to sell my drone photos to other people. My drone is the DJI Mavic Air, it was always my choice since the beggining because the image quality is perfect (4K) and it's the size of a hand so i can take it anywhere' You will find Tiago in small local fairs selling his photos as he enjoys the contact with clients, and can talk a little bit more about his work. You can see more at www.skyframe.shop and his Instagram is @_skyframe_ and facebook is skyframe. To contact Tiago direct call 961 199 267 or email tgoncalves27@gmail.com.

fter a long period of economic and real estate crisis, the European property market has been astonishingly strong over the last few years. International investors are optimistic about the property market outlook for 2020, which likely leads to further price appreciation in several countries like Germany, Holland….and also Portugal. How things can change. About 10 years ago nearly everyone was predicting the end of Europe but since about 2014 property prices have risen constantly. Economic growth and tax benefits make Portugal nowadays one of the best places for commercial and residential investment. The westernmost country in Europe has long been a well-kept secret, but today it is much more than a place to visit. Portugal, which is in the meantime globalized, is one of the most desirable places to live and invest in, offering stable returns in a very safe environment. From successful start-ups to large established international companies… today you find them all in Portugal, while worldclass education and excellent quality of life appeal to thousands of foreign families. In the last few years Portugal has won consecutive international awards and is now also ranking as best place to retire in 2020. Everything indicates that sales dynamics will remain high. Real estate properties in Portugal allow investors to make money in both the short term and long run as property demand continues to exceed supply for permanent living as well as investment. We can tell by the large number of new developments that the supply shortage is being addressed. Real estate prices are expected to increase over the next couple of years as Portugal consolidates it's status as a mature European market. Commercial and residential real estate in Europe seem to be actually quite expensive. So how is it possible that several countries in Europe including Portugal still continue to attract so many foreign investors, while experiencing moderate economic growth with low inflation? One of the reasons is the monetary policy of the European Central Bank (ECB). The ECB

Property

still continues with a loose monetary policy and is keeping interest rates low. Low bond yields are forcing investors to look for alternative investments with higher returns and real estate seems to offer this. Although property prices are high it still generates a net rental income of a few percent. Compared to (near) zero interest offered on bonds and saving accounts it remains attractive. However outsize returns on investment is for many investors not the most important matter. A safe and stable environment as well as capital preservation is just as important. From the perspective of a foreign buyer property in Portugal is still good value for money, therefore growing interest among investors worldwide comes as no real surprise. However, there is a great variation in property prices between different regions throughout Portugal due to supply and demand. Some emerging economies are experiencing a productivity slowdown and growth in emerging market economies has been falling behind expectations for a number of years now. Leave aside China and India, emerging markets have been growing more slowly than developed economies since 2015. Investors from emerging markets are turning to Europe for diversification and good, stable returns. Investment expenditure collapsed in Europe a decade ago, those same investors are now investing in Europe. They are convinced real estate also in Portugal is equivalent to a secured bond, especially if you buy in prime locations in

www.eastalgarvemag.com

Lisbon, Porto and the Algarve. They do know there is still potential for an even better economy and higher inflation, which could positively influence the investment as property is regarded as inflation proof. That´s why real estate in developed markets performed well, something that is likely to continue. Interest rates are still very low and the outlook for the coming years is that they will remain low. If interest rates were to rise in the future, the cost of borrowing could be fixed for a certain period of time. It is also reasonable to assume that some taxes, charges and costs will rise in Portugal. After the financial crisis construction capacity saw a sharp decrease. With increased demand for newly built property, the cost of labour and construction materials are increasing. Despite the higher costs investors have not been discouraged. Given the above mentioned aspects and current circumstances, it is hard to escape the conclusion that buying real estate in Portugal in 2020 is still a clever decision and that we still have a couple of years to go until things may correct, unless it comes to social/political issues or threat of international instability. Bear in mind: People who lost money in real estate are often those who bought at the peak of the market and sold at the wrong time. In general property should be seen as a medium to long term investment. It takes a savvy buyer to be able to flip property at a profit in a short period of time.

Besides these promising prospects, it is still an excellent idea to consult a professional real estate agency that can guide you along the way. You have a better chance of achieving your goal with an experienced agent who can advise you about the right price of a property. After all, if your input price is too high you will struggle to make a decent return on your investment. RESTAURANT

ÁLVARO DE CAMPOS This well known restaurant located in the centre of Tavira has recently changed their menu and also now offer a much larger selection of fine wines

M

aura Santos is the owner of Restaurant Álvaro de Campos. When the restaurant first opened, the main idea was not just to be a regular restaurant, but a place of culture. This lead to the name Álvaro de Campos, who is one of the best known Portuguese poet Fernando Pessoa’s pseudonyms, from Tavira. Maura's mother opened a restaurant accompanied by her daughter from a young age, during which time she became very familiar with her mother's cooking style. At the age of 19 Maura moved to Porto and two years later she had the opportunity to manage two restaurants. After managing

30

them for a while she took a jewellery course, which helped her further develop her creativity that would later influence her in the presentation of her dishes. When Maura returned to Tavira she wanted to go back to work in restaurants, but this time with her own restaurant. She and her husband went in search of a place in Tavira in a good location. This is when they found the space that is now known as Restaurant Álvaro de Campos. They were delighted with their new find as it has a patio at the back of the restaurant that provides a lot of natural light. The architecture has been fully restored, 20 years ago it was a drugstore so it was a very well-known place.

When the restaurant was first opened Portugal was in the midst of a severe financial crisis, due to this it was decided that the establishment would be a cafe/ restaurant for both tourists and residents, offering very simple cuisine and traditional recipes, with sandwiches and toasties, etc. Over time they developed more cultural projects such as Fado and photo exhibitions, which was very popular with their customers, but they were often asked for more elaborate dishes. Maura decided that this was the way forward and after 2 years the restaurant was closed for a slight remodelling to give the kitchen more character; a creative kitchen that would surprise, not only in flavour but also in the

"Fantastic experience and a huge surprise in the choice of the dish, excellent space and excellent service" presentation with colour, texture and use of micro vegetables, whilst maintaining the traditional Mediterranean feel. The restaurant provides a homely feel, which customers enjoy, ensuring they return with friends. The changes brought great success, and restaurant Álvaro de Campos was very well known in Tavira. For personal reasons Maura had to leave the restaurant in 2019 but it was kept open by another chef and manager. In early 2019 she took the year off to rest and reinvent herself. She and her Husband often travel abroad, they have learned a lot about many different cultures and also tasted new things. They have always felt that gastronomy makes you travel, and a well-prepared dish with a very old recipe

www.eastalgarvemag.com

can make you feel like you’ve travelled back in time. Returning to Tavira again in December 2019 with fresh ideas such as Petiscaria, giving customers the chance to try various traditional dishes, and also the charcuterie (prepared meats) with handmade products manufactured by her cousin, such as black pork sausages and hams. They also have artisanal cheese from the region of São Brás and Alentejo and the fish and seafood are from the region of the Ria Formosa in Olhão and Tavira. Maura is always looking for local and artisanal products. They also offer vegetarian and vegan products, such as broad beans with chorizo, vegan style and beet bruschetta with mushrooms and pine nuts. Some of their most popular dishes include

shrimp, vegan dishes, cod flakes with broa, bread, beef steak and sea bass fillet with rice and clams. Wines are of particular interest, which includes an exclusive selection from all regions, and exclusive grape varieties such as João Clara Negra Mole. There is artisanal draft beer from the São Brás region, and they are looking to develop an exclusive beer from Álvaro de Campos. We hope you are tempted to visit this wonderful historical restaurant. They are located opposite the main Post office in Tavira. If you do, be sure to say you read about them in the East Algarve magazine. Air Art Tavira

Sarah Morgan along with Karen Oliveira has started Air art Tavira, a wonderful place in the center of Tavira (opposite Vila Gale Hotel), where you can meet new friends, learn to paint and enjoy wine and Tapas!

S

arah, originally from the Elephant and Castle in the UK worked as an IT professional, setting up new routes to market for software manufacturers. She loved getting to travel and meet people, and although it was a great career, could be highly stressful. Sarah always had a bit of wanderlust and has lived in America and Greece in her youth. Sarah knew she had at least one more country to experience in life, and it was during a trip to Lisbon for the first time 6 years ago she knew Portugal was to be her next adventure. After spending 2 years exploring the Algarve she came to Tavira and fell in Love. Four years ago Sarah bought a holiday home here and spent most of her spare time coming to enjoy the town, sea and lifestyle. Sarah says "It occurred to me quickly that I could swap a very full on career to have a slower pace of life in this beautiful town, so I handed in my notice and got in my car around 18 months ago and took a road trip to Paradise!" "After a year of great food and wine, I found myself not only getting too fat but in need of something to do. I realised Portugal has a lot of opportunities if you want it". Meeting Karen from Tavira d'Artes, they were both inspired to find some more Art and

38

culture. Tavira is town full of culture and art, but finding art classes was not easy. The more they talked to friends about this the more they realised a regular class would go down well here. They started with MacramÊ which was a great success and then moved on to still life with Portuguese doors, sardines and flora. They added a Friday afternoon experience with Abstract, hosted by one of the Algarve’s most experience artists Lottie Klink (see www.taviradartes.com) Both the art classes have been a great success, most of the guests are now regulars and have formed some great friendships, so they have now added a 3rd class on Thursday for a regular still life class. Artists are welcome to come as often or as little as you want .. just simply pre-book! Each lesson is 3 hours long and all the equipment including a canvas to take home is supplied, along with local wine and Portuguese tapas. You can book the regular classes by Air Art Tavira on Facebook (air-art-tavira) or via Airbnb in Experiences, Tavira. Mention East Algarve Magazine they will offer you a discount. Happy painting!

EAST ALGARVE CLEAN UP This wonderful group led by Daniel Fox is growing by the week. Why not join them for an afternoon and make a real difference

T

he East Algarve Cleanup volunteering group was originally set up by Daniel Fox who has been in Tavira for over 3 years now. The initiative started back in July 2019 with the first event originally being arranged with the help of his mother on Cabanas Island on Monday 29th July 2019. After a short summer break we have grown from strength to strength. At the time of going to press, the volunteers will have completed 30 cleanup events across the East Algarve. Predominantly based in and around Tavira, the group have also ventured slightly further afield to the likes of Pinheiro, Santa Luzia and VRS Antonio, gaining more and more volunteers as we go along. Local locations covered include the Tavira Mercado, the skate park (both sides of the river), the area behind Pingo Doce in town, the Gran Plaza, Mato Santo Espirito as well as Conceicao and Cabanas. Although publicity has been a slight struggle - with Facebook the main media outlet for publicity - the group now boasts around 1200 friends. Since the start of the new year we have successfully run two events per week with the turnout ranging from anything from 8 up to 20 keen volunteers armed with litter pickers and smiles (maybe they are looking forward to our cafe get together after each event) One day to remember was World Cleanup Day where we joined allegiances with Centro Ciencia Viva de Tavira on Saturday 21st September 2019 and collected over 150kg of waste along Praia dos Tesos. All that waste saved from entering the ocean. We are so proud. The group is forever looking for more volunteers. All we generally advise, is to bring a pair of gloves and/or a litter picker and a couple of refuse sacks although our core members generally have a supply to give out on the day.

40

The events are not only great for the health of our beaches and ocean but also of great value to the community and the local areas. Tavira Verde do amazing work in such a well used area and we are glad to rally to support them as we collect and bag up individual items. We usually end up with at least 25 bags. That's a lot of litter picking! But the litter's not the only reason why people come along. It's also good exercise and a brilliant social activity with everyone sharing the same selfless vision. Daniel does the majority of the advertising work on Facebook so for any further info please contact him via the Facebook site or via email. facebook.com/eastalgarve.cleanup.5 East Algarve Cleanup | Facebook East Algarve Cleanup is on Facebook. Join Facebook to connect with East Algarve Cleanup and others you may know. Facebook gives people the power to share and makes the world more open and connected. facebook.com Daniel said, "I remember the first event well on Cabanas Island originally I was panicking about how many volunteers would turn up and then when word got about I was worried that there was no litter to pick up (which is only a good thing) as the local council really do look after their beaches especially in the summer time. However, as time has gone by, we have sourced many new locations where we have managed to make a significant impact. I have been so impressed by all the support I have received and the brilliant people I have met along the way as we continue to grow and grow. Even with me currently being back in the UK, we have maintained 2 events per week since the start of 2020 and I am just so grateful that so many wonderful people

share the same passion as I do and are willing to give something back to the community! The EA Team should all be really proud of themselves and personally, I cannot wait to get back out there again! I have met so many new people, who I now call my friends so please come and join in the fun and give something back to this wonderful part of the Algarve!” Janet Louise, based in the Algarve who joined the group from day one, assisting Daniel with the planning of events said, “Since its inception, there has been a diverse mixture of volunteers from all ages, nationalities, from local residents to holiday makers or simply people just passing through. We all however have one goal in mind: to take care of our community, keep it clean, safe and enjoyable for everyone who lives in or visits the East Algarve. The added bonus is fitness, fun and a friendly catch up for a well-deserved coffee at the end.” Julia Shuff commented “As rewarding as it is to clean these areas, I feel education with the masses would help, the roads are littered with plastic bottles! And it just would be good to get a bit more assistance from Tavira Verde” Volunteer and keen blogger Fran Traynor, who assisted writing the article - commented further, "I agree with Daniel and Julia regarding Tavira Verde. I am an ocean lover and I feel like every week we rescue it a little bit more. I go as often as I can and love making a difference. I keep coming back for that and for the lovely people I meet, it is a great way to get out and socialise." The EA Team’s aspirations for the future.... Well we really hope we can get more involved with the local council, gain as much publicity as possible through new relationships as possible while still getting as many new volunteers as we can. And who knows.... maybe we can arrange an event slightly further afield, perhaps the other side of Faro!!" Events currently take place on Thursdays 15.00 - 16.30 and Sundays 10.00 - 11.30 and people come as little or as often as they wish. Locations are generally confirmed a few days before the event and all can be found on our Facebook page. Please send us a friend request if you have not done so already and we look forward to welcoming you on board soon! “PLEASE SHARE AND WE WILL SEE YOU THERE!”

and the transfer is settled in the same way as a spot transaction. This automated service monitors the market 24/7 so you can take advantage of overnight spikes in the exchange rate therefore you’re not restricted to normal office hours to use this service. OCO Order (One-Cancels-the-Other) A one-cancels-the-other order (OCO) is a pair of orders stipulating that if one order executes, then the other order is automatically cancelled. This service allows you to set a limit order at the exchange rate you would ideally like to achieve, while at the same time setting a lower level exchange rate you do not want to fall below (sometimes referred to as a ‘stop’ order). The purpose of this service is to try and capture a spike in the exchange rates while the market is on an upward trend but with built in protection that should the market drop, your exchange rate won’t fall below your agreed lower limit. When either the limit or the stop rate is achieved the transaction is fulfilled. For example, todays rate is €1.19 but you want to achieve a rate of €1.20. You would set the limit order at €1.20 but you also know you cannot afford to go under €1.17, therefore you set the ‘stop’ order at €1.17. This means if the rate spikes up, the limit order is purchased at €1.20, but if the rate suddenly falls it will be purchased at €1.17. Stay informed and looked after Make sure you stay up to date with regular updates on exchange rates and movements in the market. It’s easier to decide when the time is right to transfer your money when you’re well informed. But you don’t have to decide on your own. Readers Q&A

ach month we receive different questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers. If you also have some questions regarding tax in Portugal, please feel free to send it to us. We are NHR in Portugal since 2014 but we need to change our Tax Residence. In order to renounce tax residence in Portugal, what are the formalities to be completed? How quickly can they be achieved? Is our physical presence essential for formalities? In order to change your tax residency, it’s necessary that you provide a utility bill or bank statement with your name and foreign address. This document and your passport needs to be presented at the local tax office who will change your tax records. It’s possible for us to do this on your behalf, providing we have a power of attorney. Please note that you should also cancel your EU residency certificate, which was obtained at the local council. Normally to do this, it’s necessary that you are present. As you are currently NHR until 31-12-2023, this means that if you return to Portugal before this date, you will still be entitled to the NHR scheme for the remaining time. For instance, if you return to Portugal and become resident in 2022, you would still benefit from this scheme, in 2022 and 2023. My mum is moving to Portugal this year. Is there a benefit to applying for residency before Brexit potentially on 31/01/20? How long after applying for residency can she bring a car in tax free?

Q

Q

Currently the information we have is that with or without a deal, there will be an interim period until the end of 2020 and the residency process will continue the same for UK residents. If the UK leaves the EU with a deal and you are resident in Portugal before the end of the implementation period, you will be able to stay. It’s likely that there will be changes to the residency registration process after Brexit, we will let you know once we have the full information. With reference to the car she can be exempt of tax, if the car is imported within the first six months of her residency. The car must be in her name for at least 6 months before moving to Portugal, she must have lived in the country the car is from for at least 6 months. These are the documents needed: Proof of residency (a paper from the city hall or equivalent from the country you have been living in); The car’s documentation (all you have on the car that identifies your car and you as the owner); Proof that you have been living in the said country (receipts from supermarkets, restaurants, house payments, etc.) I own a property in Portugal with a bank mortgage. If I decide to rent the property, can the bank increase the interest rate? What about the IMI (council tax) exemption, will I lose this? According to a new law that started in February 2019, the banks can no longer change your interest rate just because you decided to rent the property. Even if the deed says the opposite, it’s no longer possible to change the rate, however there are two important requirements: the rental contract needs to make reference to the mortgage and the tenant needs to pay the rent to the bank account where the landlord pays the mortgage instalments. In what refers to the IMI council tax exemption, this will stop as the exemption is granted based

on permanent residency. If the house is no longer your permanent residency, you will have to pay the IMI. You will be able to deduct the IMI council tax, when declaring the rentals to the tax authorities for the income tax. I have an imported car and the road tax (IUC) has always been very high. The tax authorities have recently informed that they will change their calculations, following the EU courts sanctions. How can I be refunded? What should I do? The tax office will automatically change the car tax. This IUC amendment applies to cars imported or admitted to Portugal on or after 1 July 2007; and first registered in a Member State of the European Union or the European Economic Area prior to 1 July 2007. With respect to taxpayers who have requested or will request a review of their situation, the tax authorities have agreed to comply with the EU Court's interpretation for those vehicles to be taxed in IUC category A. To update the vehicle registration and apply the new tax the taxpayers should do the following: a) For vehicles imported from the EU or European Economic Area after 01-01-2018, and having only a previous registration, the tax authorities have the necessary information and there will be no need to update the registration of these vehicles; b) For vehicles imported between from 01-072007 and 01-01-2018, at the time of paying the IUC tax, the taxpayer must confirm the date of the first registration of this car in the European Union or the European Economic Area. This information will be registered through the tax portal, in a specific functionality that will be made available soon. Please feel free to send us the questions you may have to ricardo@allfinance.pt. We will select some of these to be published.

This is known as ‘passporting’ and is super important for the UK, as Financial Services make up a huge percentage of the country’s GDP. However, no country has yet to achieve equivalency in all 26 areas the EU has requirements for. In conclusion - If the July 1 st date is kept, it will be a good indicator for how the Brexit transition period is going. You may know family members, friends or acquaintances who have concerns about their financial future based on the outcome. Understandable, given the uncertainty it has caused. Many whom I have spoken with reacted early asking the difficult questions that in turn, allowed them to make a few short-term but necessary changes which ultimately paid off with their peace of mind restored. From my experience, acting ahead of time habitually creates an environment of better decision making in the long run. On the bright side of Brexit, it has brought about new and exciting challenges our way. It has enabled us as a company to prepare, implement and advise using rather unique and exciting ways in which our clients can invest their money. So, rather than waiting for the bong of a clock to signal how we move forward, we should take comfort in the knowledge that we still have the ability and individual responsibility to make these important decisions for ourselves without the knowledge of what the future holds. Which applies to any situation life throws at us. I guess you could call it a revival of the ‘stiff upper lip.’ - Hoorah! Aljustrelense keeper Fabio Reis saves Hassan's penalty

G

NERVY TIMES AT OLHANENSE

oing into the last game of January against Aljustrelense Mineiro, SC Olhanense had drawn four of their last six games and slipped to second place in the Campeonato Portugal Division D behind Real SC (Lisbon). Manager Bruno Ribeiro rested keeper Rodrigo Moura and skipper Leleco whilst Rafael Floro had moved on to play for top flight Lithuanian side FK Panevezys. Whilst Olhanense had almost total control of the game against Aljustrelense, Hassan even managed to miss a first-half penalty, they were unable to break the deadlock until fifteen minutes from time when substitute Djamanca got down to the byline and squared ball for Hassan to guide home. In the final moments Hassan added a second to take Olhanense one point clear at the top-of-the-table. As the magazine went to print Olhanense were facing their biggest test to date against Real SC in Lisbon. On the 9th February fourth place Louletano DC, the only league team to beat Olhanense this season, make the short journey from Loulé to the José Arcanjo Stadium, Olhão (behind McDonalds on the EN125) kickoff 3.00pm. A week later - on Sunday 16th - Olhanense make a slightly longer trip to play CF Esperança at the Lagos Estádio Municipal with an evening kickoff at 7.00pm. Finally Olhanense end a tough month with the visit of relegation threatened Sintra on the 23rd February Olhanense (white) 2 - 0 Oriental Lisbon (maroon) t 3.00pm

Club weight Worried about your weight? So are your golf clubs!

W

hilst many of us (me included) are looking to shed a few kilos this spring your golf clubs are a very different beast. Sure some sets of clubs would perform better for you if they were a little lighter but its also very true that some sets would find the target more often if they were a little heavier. It’s a very personal thing to you the golfer, and there is no set correlation between your size, physique, or strength and the weight of the clubs you should be using. It’s all down to your own individual swing. Many golfers, when they consider checking out if their game would improve after a fitting session, they become fearful. They worry that they will need to spend hundreds of euros on new clubs, and so do nothing. They continue to play with ill fitting clubs. At Clubtec that’s very rarely the case. Much of my work involves identifying that a low cost weight or balance adjustment to existing clubs is enough to transform performance. Sometimes additional effective adjustments are needed to make your existing clubs a true fit but in most cases the

total cost doesn’t break the bank. Sure there are clients that need more ( some need much more) and Clubtec uses all of the latest technology to best fit that golfer into new hand built clubs. Frequency matching, spine aligning, shaft profiling, and the use of a launch monitor are all part and parcel of what’s available and Clubtec is the most advanced fitting and club building facility along the Eastern and Spanish Algarve. I’m keen though to reassure the majority of recreational golfers out there.......fear not!..... having your clubs checked comes with the possibility that some minor tweaks to the weight and balance could make a big difference to your golf game ......and need not cost the earth. The vast majority of amateur golfers are mid to high handicappers with simple needs and the fitting process for those golfers should meet those needs in a quick, simple and cost effective manner. Let me explain. Some golfers might be well advised to change the flex of their shafts but with many golfers the overall weight and balance of the club becomes

the most critical factor. This is easy and cheap to both test and rectify. It can smooth out your swing, gain distance, and improve accuracy. All golfers would benefit from their complete set of clubs ascending in total weight ( club by club) in a uniform way.....this creates balance and feel through the set. This coupled with setting the swingweights correctly ( the feeling of head weight) can transform how your clubs feel and perform. The size of the golf grip is critical. It effects both the balance and total weight of the club and effects how you use your hands in the golf swing. It’s your only contact with the club....get this right and you’ll feel the difference. Aside from club weight, swingweight, balance and shaft flex, the length of the shaft you play with each club is the next very critical factor. Regular toe and heel contact across the club face can be easily rectified by adjusting the shaft length. A quick cost effective solution with your current equipment. So give me a call and see if I can help! Full breakfast and chips anyone?
