A

n earthquake off the Algarve coast, measuring 4.4 on the Richter Scale, has been felt on land this evening. A tweet sent out by meteorological institute IPMA asking if citizens had felt the tremor received dozens of replies to the affirmative, from locations stretching from Portimão to Faro. The epicentre was 82kms south of Olhão, at a depth of 12 kms.

he Government has extended the post-payment period for electronic tolls from the current 5 to 15 working days, in order to facilitate “the timely realisation of payments by users.” “The increase in the deadline will improve one of the most limiting aspects of the current post-payment regime, facilitating the timely realisation of payments by users”, reads the decree signed by the Secretary of State for Infrastructure, Jorge Delgado, which is expected to come into effect some time in February 2022. Under the terms of the amendment to the law , “in road infrastructures that only have an electronic toll collection system, vehicle owners may pay post-payment tolls, in cash or equivalent means at an ECP (toll collection entity), within 15 working days after passing a vehicle detection point”. Due to the complexity of the toll system and the lack of information, many motorists currently end up not making payments on time and being faced with fines, so the extension of this post-payment period may go some way to help.

Algarve resident is awarded an MBE

evin Moseley, the creator and Managing Director of SwimFin has been selected for the Member of the British Empire award for services to International trade and his 40+ years in the aquatic industry, including his charity work. "I am absolutely thrilled to be nominated and to receive an MBE. Its only right I share this recognition with the amazing Team SwimFin and every one, National and International, past and present who, collectively have made the business what it is today. Also to everyone who has played a role in my aquatic journey over the last 40+ years and to those who

have shown support on a personal and business level. Thank you!" Kevin started out by assisting at his local RLSS club around the age of 14. Progressing to life guard, then onto teaching swimming for the local authority. In the Mid 80's he set out alone to become one of the first recognised private swim schools in the UK. He would employ local swimming teachers at a number of pools, teaching 1000's of children and adults, including SEN and Disabilities. He amassed various and diverse qualifications in teaching, coaching and tutoring. His company would incorporate training the police, armed forces, airline staff and he would work closely with the medical profession to assist patients for a multitude of reasons. Kevin sold the business when SwimFin started demanding more of his time. Interestingly, Kevin was laughed off BBC2's Dragons' Den in 2006 by Theo Paphitis and Duncan Bannatyne, after pitching his child's buoyancy aid, Swimfin. But, with the backing of

his wife Nicky, the couple went on to remortgage their home and cash in their life savings to raise a total of £200,000 for the new business. He registered worldwide patents and started Swimfin Ltd from the garage of their home in Burscough, Lancashire, with one other employee. In its first year of trading, Swimfin became an international sensation with orders flooding in from 47 countries and sales topping 70,000. Since then the business has gone from strength to strength. "We have never lost our vision and always strive to push forward. Helping to teach the International population to swim is a monumental task. I am extremely proud that SwimFin is able to make a difference in a FUN and PRACTICAL way, helping to save lives on a daily basis. Thank you to the 100's of 1000's of teachers, coaches, parents and kids who also play a part in this award. Teaching is my passion, I was born to teach, I love it. I still teach when I can, or when I'm needed." Congratulations Kevin!

A beautifully restored Private car collection, in São Brás de Alportel

E

ach time I drove past the Museum in São Brás de Alportel, I would see what I thought was a furniture shop, split in two, with classic cars on one side, and furniture on the other. I'd always promised myself I'd stop and have a look through the window... one day. Last month it happened. We parked the car outside the museum and walked back to the 'furniture' shop. With our noses pressed up against the window, we could see eight beautifully restored cars... all from different era's. A sign on the door said the entrance was around the corner, so we took ourselves round to a large doorway with a sign above for 'Fábrica Móveis Beirão'. A nervous peek inside revealed a large warehouse and wood yard. By chance, a member of the family who owns the premises was leaving the building. We asked about the cars and were introduced to Miguel, another family member. He gladly led us through a warren of warehouses and workshops, into the back door of the furniture shop. Miguel explained that the family business was originally a furniture factory producing furniture for most of the restaurants in the Algarve. The car restoration was just a hobby for Miguel and his father Fernando,

which began in the late 80's with the family's Austin 10 from the 1940's. The second was a Willys army jeep found by Fernando in a military 'graveyard'. In 1995 he rebuilt the Alfa Romeo Giulietta Spider which when they originally bought it, it was rotten, filled with fiberglass, and needed a completely new front end. Parts are sourced from connections and friends from all over the world. The engine, wheels and instrument panel for the HupMobile were all collected by a friend in Washington, U.S.A., the engine came all the way from Canada. This was done in exchange for threaded hub caps, which he collected. The private collection of cars are used regularly and kept in great shape. They are taken to rallies and are also available for events such as weddings. Each has its own story and the family are very happy to show people around their beautifully restored cars. Visit the shop at R. Dr. José Dias Sancho, São Brás de Alportel. This really was a super find, a little hidden gem in a 'furniture shop'. Over the next few issues we will be showing each car in more detail in a special series.

History in the 'Baking' The story of how a family from Essex in the U.K. came to open the first ever Domino's Pizza Restaurant in the Algarve

L

ock-down in the U.K. spelt bad news for business. One family in particular took this as an opportunity to fulfill a lifetime ambition; to start a new life in the sun. Meet father Kes, mother Vanessa and daughters Summer and Sky. On the 4th of July, 2020, as soon as the first lock-down was lifted, the family drove to the Algarve and rented a home for a year in Estoi. The plan was to settle down, enjoy family life in the sun and see what opportunities arose. Before long the young family began to miss certain things. Although there are an abundance of amazing Portuguese restaurants offering outstanding food, nothing could fulfill the desire for good old comforting food, and for this particular family it was Domino's pizza. Seeing there were no Domino's Pizza restaurants in the Algarve, and not one to do things by half, Kes

looked into the possibility of opening their own establishment. Realising this was a viable option, the next step was to find the right location. Daughter Summer told us that The Domino's brand is like an extension of the family. They were an enormous help in starting the business and in fact were instrumental in finding the perfect premises for them. Ria Shopping outlet in Olhão is on the high street (EN125) and the restaurant is in a very prominent position at the entrance of the centre which also provides excellent free parking

for customers. Once the premises were secured, the next step was the five week intensive training in Lisbon. Part of the agreement with Domino's is that owners must work in the restaurants. It was decided that Kes and Summer would be managers, next was to find their trustworthy assistants. Soon after arriving in Portugal, Summer wanted to learn the Portuguese language. She asked the family gardener if he knew of anyone who could teach her, and he suggested a friend Soraia. Lessons went well and a new friendship began. Very soon Soraia was asked if she would become the restaurant manager, which she happily accepted. Pedro, another friend of the family was also recruited and the five week intensive training began. Only 18 months after leaving the U.K. the family opened the doors to the first Domino's Pizza restaurant in the Algarve, quite an incredible achievement! The family currently employs over twenty staff, and started with seven delivery bikes (which was suggested to be too

many to start with), but now this has already increased to ten. A little-known fact is that the unique tomato sauce is a Portuguese recipe. The dough is produced in Lisbon and tossed and stretched on site and fresh produce is delivered to the restaurant three times per week. The menu is surprisingly diverse and, as well as Pizza's, includes Chicken Wings, Calzone, various Salads and a large selection of desserts including Brownies, Cinnabites, Choco Pie and Apple Pie. Ben & Jerry's Ice Cream is also a firm favourite. Delivery is free within an 8 mile radius, this is to ensure that your food is delivered at the optimum temperature and quality. Coming soon for summer will be the new outdoor terrace, where you can enjoy your meal in the sunshine. The restaurant also has daily offers; Tuesdays are buy one get one free, and if you order using their App you get an amazing 40% off. ARTIST OF THE MONTH: ANDRÉS MORENO

A

ndrés Moreno was born in Ayamonte (Huelva) in 1983. He studied Arts in the University of Tenerife, a land that influenced his art, and ended his studies in Granada where he finally got his bachelor in Drawing in 2007. He has combined all his studies and projects with his life, appearing in all kinds of painting competitions, participating in exhibitions, thus seeking his own style. Many are the works selected in different national galleries, many collaborations in group exhibitions in the province.

Andrés Moreno presents us with a style and expressive force in his contemporary painting, which has its basis on abstraction, the line is very predominant in his work, the combination of the material itself together with its wide chromatic palette and the presence of new elements provoke a surprising result, without leaving both viewers and critics indifferent. His theme is inspired by his experiences, travels, emotions, the environment that surrounds him, in his day-to-day life. There are several series presented by the author, thus reflecting his own artistic evolution from the beginning.

he pace of rising interest rates is increasing due to Eurozone inflation hitting a new record of 5% in December, according to the release of the latest data. Rising interest rates mean higher monthly payments for homeowners with a mortgage. As rates are still relatively low it could make sense to refinance your current mortgage. There can be various reasons to refinance: - Lower interest rates mean lower monthly repayments - Capitalising on the current low rates by choosing a long dated fixed mortgage period which offers financial certainty, stability and peace of mind - Choosing a different type of mortgage and/ or extending/shortening the repayment period Who wouldn’t want that, a lower interest rate and to pay less? The longer ago the mortgage was taken out, the greater the difference between the interest you pay and the interest you could get. In addition, the spread (the margin the banks charge which is part of the interest you pay) is likely to be lower now than in the past. In the past, spreads have been above 2%, whereas current spreads are between 0.9% (low LTV) to 1.25% / 1.65% (medium/high LTV). It is well worth considering as a mortgage covers a long period of time thus the potential cost savings can be tremendous. However, refinancing your mortgage is not for free. There could be a penalty of 0.5 to 2% of the outstanding value of the loan depending if you have a floating rate or a fixed rate mortgage. Additionally, there may also be onetime off costs, for example notary or property evaluation (in case you change provider). When you refinance, keep in mind the difference in penalty costs of future early repayment. If your personal circumstances change, e.g. you are thinking of moving in the near future or, less pleasant, your relationship could end up in a divorce, then it may not be a good idea to commit to a fixed rate mortgage. Also, it may well be possible that you are comfortable with your current monthly repayment and that you do not need to worry about your financial situation. If this is the case, you can refinance and shorten the length of your mortgage. In

this way your monthly payment stays the same, but the repayment of capital is higher while the interest component decreases. As interest rates are rising you can see the hand of the ECB in the short rates of 6 to 12 months, as they have hardly changed. This is artificial and without the ECB, these rates would be higher. Currently 6 – 12 month Euribor and 5 to 10 year swap rates are respectively -0.52 /-0.47 / 0.12 / 0.40 versus respectively -0.50 / -0.48 / -0.25 / 0.13, 8 months ago. From the lows a year and a half ago, the interest on a 10 year fixed mortgage has risen by 1%. It is always difficult to time the market, but those who refinanced a year ago are now looking smart. Many homeowners have a floating rate mortgage which at the moment carries a negative interest rate of approx. -0.52% due to central bank intervention, which worked well for several years. But this will not last forever. When it ends, rates could move back up to 0.5 – 1%. On an annual basis this increases the cost of a Euro 150.000 mortgage by Euro 1470 to 2220, or Euro 122.50 to 185 per month. We do not know what the future holds, but if inflation stays high for the coming years, short term rates may move up further as the ECB will try to rein in inflation. Under this scenario 2 to 2.5 is not an unrealistic level as it has been there (and above) in the past and would make a serious dent to disposable income. The conversion of interest rate on government bonds from countries in the Eurozone is likely to reverse as the markets begin to anticipate the unwinding of the ultra-loose monetary policy

by the ECB (which compressed bond yields) and the focus shifts to financial budgets and variations in debt to GDP levels of the individual countries. This means that bond yields of Southern European countries will go up, but as floating rate mortgages are based on 6-12 months Euribor and fixed rate mortgages are based on European interest rate swaps of 5, 10, 15 and 20 years, they will be less affected. This is one of the benefits of having a common currency, as in Portugal’s case going back to the Escudo would mean much higher interest rates and who needs that? A treasure hunters trove, this is how we would like to depict this reclamation yard

H

aving received a tip from a local architect, António Pereira, we decided to go exploring. The reclamation yard is seated on a hill, along the way up, the paths are lined with a plethora of goods and all for sale. From old tiles and building prefacings, to antique basins and enormous decorative pots which were once used as vats to store olive oil in the days of old. We look around and are convinced every single item we see has a story and one that will continue when the right person discovers it and sees its value. We speak to the owner Gilberto Cipriano, who started his business over 25 years ago

and knows where to locate every single item in his yard. He tells us that he frequently gets requests from clients for specific items, often the search finds him up in the far North or deep in the interior of Portugal. His search often takes hime to old chrurches, olive presses and wine makers. You can find this incredible place, full of surprises near Quelfes, just off of the N398 going north from Olhão. WALKING FOOTBALL WITHOUT THE BUMPS & BRUISES! By Chris Wright www.eastalgarvemag.com

e have all become accustomed to social distancing, but East Algarve Walking Football has taken the concept a step further. Total non-contact walking football is primarily aimed at the 65+ age group, although it is open to anyone with mobility issues or is recovering from injury. Mindful that some older players cannot afford to take risks with their ageing bodies, the introduction of a fresh variant of the popular sport will be totally non-contact with no tackling and players keeping a distance of at least 2 metres from the opponent with the ball. A two metres zone extending outwards from the goal area for defenders only, will ensure that attacking players keep their distance when bearing down on goal. Chris Wright, who introduced Walking Football to Portugal eight years ago, said, “we have a number of players in their late 70s and early 80s who want to continue playing, but are acutely aware that they need to protect their bodies from the knocks that can occur in normal walking football.” The sessions, which are open to both male and female players, take place every Friday from 9.30am to 11.00am at the astro-turf pitch adjoining the José Arcanjo Stadium, Olhão (behind McDonalds on the EN125). Come and give it a try; the first session is free and thereafter 3 euros a week. The 3-touch rule will also apply and means that this noncontact version of Walking Football will appeal to those who wish to maintain their links with the ‘beautiful game’ without the fear of physical contact. FOUND US...

... and we weren't even looking! Hank and Carina's story of how they came to live in and love Olhão

elcome to our monthly column celebrating Olhão. After exploring Portugal top to bottom from Braga to Tavira, enjoying so many coastal and inland locations in our RV, we decided Olhão was the place to buy our home to celebrate our “golden years”. Olhão was not on our radar at first. In fact, the discovery of Eastern Algarve was a pleasant surprise with the scale of development so much less than areas to the west. A chance winter rental introduced us to Olhão, a place we quickly found attractive for many reasons. “Walkability” is, above all, a main highlight and each month I will introduce you to places only steps away from our front door. We hope you will enjoy our column! Follow THAT Flounder! We just did that. At least we think we did. Here’s how this all started. One recent sunny day, as we enjoyed riding to Culatra, Carina snapped this image of a fishing vessel alongside our ferry. We wondered…. could we somehow follow the fish from the water to our plate in Olhão? So, the next day I started to ask around at the harbour located on the eastern side of Olhão, armed only with the name of the boat, “Vila do Mar”. Some friendly guys working on nets dockside declared Culatra as the home port for the vessel! That led to another sunny Sunday ferry ride (1.90 Euros each way...a bargain), back to that offshore Ria Formosa island where I hoped I could locate both the boat and it’s owner. Sure enough, there it was, just a minute walk from the ferry landing. Lucky for me, a gentleman named Marc was fixing something on the boat AND he spoke enough English for us to communicate.

Marc suggested I walk across the island to find Jorge, the owner of the boat, who on his one day off, was at home fixing his nets. Culatra is an island where most people know each other. A local woman responded to my request to find Jorge by leading me pretty much all the way there. Obrigado! Angelique, the owner’s teenage son, offered his experience learning English in school to help me communicate with his dad. More good luck.

It turned out Jorge Manuel Carvalho Lopes, 58, has been working these waters for 47 years. The Vila do Mar has been his floating workplace for 35 of those years. He suggested I could meet them the next day as they returned back to Olhão to deliver their catch to the auction house where the day’s bounty from all the local fishing boats eventually finds its way to plates all over Olhão. Sure enough, at 2:30 that next afternoon, I watched the Vila do Mar motor into the harbour and pull up to the loading dock. The trays loaded with a variety of creatures were lifted out and flounder (the translation from English is Linguado), was part of that assortment as you can see in the lower right tray. (I didn’t know what a flounder actually looked like until now either.) After the catch was brought into the large auction house, I watched the electronic bidding take place with each kind of fish being displayed as the loaded trays rolled along the conveyor. Next stop, an Olhão

restaurant menu! Here now (below) is the evidence of our happy gastronomic finale to this adventure. Sabores da Ria Sabores da Ria is located in the square just across the street from the twin Mercado buildings. Alexandre Jose Monteiro de Sousa has been operating at this location since 2007. This Olhão restaurant is where we enjoyed both fried and grilled flounder among a busy lunch crowd. Okay, full disclosure, we cannot 100% claim the actual flounder we enjoyed during our meal there was pictured anywhere in the story above. However, we do hope you now know a bit more about how the seafood our town is famous for arrives onto your local Olhão restaurant dinner (or lunch) plate! Enjoy

Mosaics of OlhAo

Piecing together a new life in the East Algarve, here is the story of how this amazing mosaic shop in Olhão came to be

O

lhão is rich in lore and art, it has a charm to it that captivates and draws you in and compels you to stay, this is what the owners of Lavandas e Maravilhas tell us. Daria chose Olhão as a holiday destination when Anael was highly pregnant, and specifically for its mild, out of season climate and because everything needed was within 'waddling' distance. Before the holiday was over, they felt and knew it was to be their new home. Back in France, Daria, a Parisian, worked for the Comédie-Française theatre as an administrator. Anael, originally from the Ukraine also held an administrative role. The need to self express was always present and for many years the couple had a shared love for Mosaic making. Dario was taught the ins and outs by his mother at an early age and until their visit to Olhão it had been perfect as merely a hobby, satisfying the need to create with the hands. Little did they know all of this would change after their visit to Olhão. A fire was lit, the secure desk jobs were no longer enough, France no longer suited them and what was always a hobby would become their livelihood. Within two months, Dario went back to Olhão to buy an apartment. Soon after, and with a newborn baby, they would quit their jobs, sell their belongings and set up a Mosaic shop in the centre of Olhão. Plans to open in March 2020 were delayed until 04 May, as Covid struck. The new entrepreneurs were working so hard to open, they didn’t know

about the pandemic until the shop keeper opposite told them of the restrictions and lockdown. When you enter their shop, it is clear the pieces have been made with passion, not only for Mosaic, but also for Olhão, the Algarve and Portugal. Many of the pieces contain tiles from the old houses, salvaged from skips, refashioned into art and in this way continue to decorate the houses of the Algarve and Portugal. Each Mosaic has a personal touch, so personal sometimes that they are hidden and deliberately put out of direct sight, waiting to be bought by a special 'deserving' person. A year into their venture, requests for customised work is increasing and the drive to do and be more increases too. Board and games parties are organised once a month, together with salsa, belly dancing, pilates, yoga classes making this atelier a fun social space. Not so, Tavira resident Christine Wright who in December was top of the class at Gymnasium Tavira having racked up 44 sessions of Pilates, BumbumUp+Abs, Pump, TRX and Step during the month. Christine’s aspiration of a sporting career started in her early teens when she represented London at the English Schools National Swimming Championships. She had hoped to become a Wren by following in her father’s footsteps who served in the Royal Navy during WW2. But in those days Wrens didn’t put to sea, so she set her sights on becoming a PE teacher. A two year spell in Hertfordshire was followed by 32 years at Eastbrook School in Dagenham, East London, where Christine rose to Head of Physical Education. Among the many thousand pupils she taught were footballers Tony Adams (Arsenal FC & England captain) and Paul Konchesky (West Ham, Fulham, Leicester and England). Christine and her husband retired to Tavira 17 years ago and she soon became a regular at the municipal pool where she loved powering her way through 50 lengths several times a week. Remarkably, all this has been achieved despite having had two replacement shoulders and a new hip courtesy of the marvellous Portuguese SNS (national health service).

INTERNATIONAL RETIREMENT TRUSTS International Retirement Trusts for Portuguese Residents – Simple, easy to administer and hassle-free.

I

n our previous article, we touched briefly on International Retirement Trusts and I would like to expand on this, in particular the benefits for Portuguese residents (NHR or ordinarily resident). These structures continue to provide significant tax benefits even after the 10 year NHR window has expired. They are ideal structures for Portuguese residents who wish to consolidate assets offshore, either by cash or existing assets and investments. There are no restrictions on access of capital. They should not be confused with QROPS and are funded by private after tax wealth with no restrictions or limitations. An increasing number of specialist offshore trustees are now offering offshore domiciled International Retirement Trusts. These pension trusts are attractive alternatives to discretionary trusts for investors who wish to secure their long term financial future specifically for retirement planning purposes. They are ideal structures for Portuguese Non Habitual Residents who wish to consolidate assets offshore, either by cash or existing assets and investments. There are no restrictions on access of capital. It may be of interest to know that offshore trusts are being taxed by the Portuguese Tax and Customers Authority (Autoridade Tributária e Aduaneira). Under the Portuguese Income Tax code rules, the amount paid or made available to tax residents in Portugal by trusts will be deemed as investment income and subject to taxation at 28% or 35% if the income derives from territories listed as tax havens. It is for this reason that our structures are established as regulated pension funds under pension legislation and not under trust legislation. The Pension plans are backed up by a robust piece of Pension legislation through Malta for growth and Guernsey for income (taxed as an annuity in Portugal) and offer retirement planning opportunities to investors who are looking to secure their long-term financial future. They are flexible and structured to meet the requirements of each individual investor. You are able to contribute to your retirement trust in various ways. You can transfer cash or existing investments in-specie. The

Plans can hold many assets and these can vary from investment portfolios, currency deposits, private company shares, property, collective investments and many other types of investments. The Pension Trustees will appoint a regulated financial advisor (St James Global) to look after the beneficiaries interests and a selection of investment managers to look after the investments, if required. The trustees will issue a flexible annuity contract to ensure that the Portuguese fiscal requirements are met and all income is paid by way of annuity. You are able to appoint your own Investment Manager (s) on a discretionary or advisory capacity. There are a number of options available when the investors want to take benefits for income in retirement. The key characteristic is the flexibility which enables the investors to receive benefits both prior to and during retirement. The investors retain control of the level of benefit taken. Regular income withdrawal options are available and can be amended if required. Adhoc withdrawals are also available to supplement income or provide capital when needed should regular income not be required. In terms of reporting, St James Global will visit clients on a regular quarterly basis to ensure that the investments are compatible with clients requirements and market conditions on an ongoing basis. On-line access to the structure and underlying investments is available. International Retirement Trusts provide an effective way to consolidate assets held in one’s individual name (or joint names) in different jurisdictions under one appropriate retirement structure. One should be mindful that by holding offshore assets in your own individual name, your beneficiaries are exposed to potential inheritance tax and there could also be estate duties and probate in each jurisdiction in which assets are situated. Moreover, the administration of your estate after your death (international probate) is a lengthy and costly process. Because of the costs of court involvement in the probate process and the potential for involvement of lawyers who collect fees from the estate of the deceased, we recommend that our clients move their assets out of their own name to avoid the complicated and often messy task

of distributing the assets of your estate upon your passing. International probate can cost up to 3% of the assets in each Country. Capital gains deserve careful consideration. The tax is treated differently according to whether it originates from the disposal of immovable or movable property. While capital gains from the alienation of real estate may, under the double taxation treaty, be taxed in the country in which the property is located and will therefore be exempt in Portugal, capital gains from the alienation of other types of property (notably securities) are taxable only in the beneficiary's country of residence. As such, capital gains from the sale of securities will be subject to tax in Portugal, currently at a flat rate of 28%. (up to 35% if from a blacklisted jurisdiction) This is likely to increase in the future. Looking at inheritance tax, even after living in Portugal for years, you could still be considered domiciled in your country of birth by the relevant Revenue and Customs. This could result in significant taxes being paid on your world-wide assets. Domicile law is extremely complex and once again, consolidating world-wide assets into a retirement trust is a compliant solution and one that will not fall foul of anti-avoidance rules. It is also important to understand how Portuguese succession rules apply to your personal objectives. Portugal’s succession law imposes ‘forced heirship’. If you are a Portuguese resident, this means that a fixed portion of your estate will automatically pass onto your direct family. This affects not just Portuguese property, but potentially other assets if a will is not in place. Once again, it is possible to override this rule by holding the assets in a retirement trust with a simple letter of wishes in place. IRS PERSONAL INCOME TAX 2021, WHAT YOU NEED TO KNOW...

T

he IRS delivery time begins on the 1st of April and will run until the 30th of June. So now it’s that time of the year, when we need to clarify some of the questions you may have concerning this important task. In which form can I submit my IRS tax return in Portugal? All IRS tax declarations are exclusively submitted on-line, so if you don’t have a password yet to access the tax portal, it’s important to request one per each taxpayer. As the tax website is only in Portuguese this may be a difficult task, if you don’t understand the language, ask your accountant to get this for you. When do I need to submit my IRS tax return in Portugal? All IRS tax returns, independently of the type of income earned, need to be submitted from the 1st of April until the 30th of June. What is the period covered in my Portuguese IRS tax return? The tax year in Portugal is the same as the civil year, so you declare the income from 1st of January 2021, until 31st of December 2021. Who needs to fill an IRS tax return in Portugal? All the tax residents need to submit and to declare their worldwide income in Portugal. The non-residents that earned income from Portuguese sources also need to submit the IRS tax return. There are exceptions for residents that have earned only salaries or pensions, from a Portuguese source lower than 8.500€ per year, and when there wasn’t any tax deducted on source, and or in case they received alimony income up to 4.104€. Also, if you earned income from category B (sole trader) from a unique transaction (ato isolado) and this income is lower than 1.755,24€. Do I fill a joint return with my partner or one each? The general rule is that married couples are taxed separately, and the personal income tax due will be assessed individually. However, both married couples and living together couples have the option to be taxed jointly. It’s important to ask your accountant to simulate the two scenarios and see what is

more advantageous to you. What happens if I forget to file a return or do it incorrectly? It’s important to be aware that the fines for non-compliance with the dates can be very high. Fines can go from 37.50€ to 112,50€ for a delay of 30 days. However, depending on the type of misconduct, mainly fraud, fines go from 375€ to 22.500€. I'm a non-resident, do I need to submit a return? First of all, are you sure that you are nonresident? Do you have a fiscal representative? If not, where do you receive your IMI council tax bills? If you receive them at your property in Portugal, then most likely you are resident for tax purposes in Portugal. If you are a nonresident, then you will only submit an IRS return in Portugal, if you have income from a Portuguese source (this includes property rental or property sale even if you haven’t made a capital gain). I sold my property in Portugal last year, but I’m a non-resident. Do I need to submit a tax declaration? All property transactions in Portugal need to be declared, irrespective of your residency or if you made a gain or not. I arrived in Portugal last year, do I need to submit a return? I don’t have my residency card yet and am still waiting for the SEF appointment. In the first year of residency, you need to submit a tax return for the period you were in Portugal (from … to 31-12-2021). The same happens to all those that stopped being Portuguese residents in 2020, they need to submit a tax return from 01-01-2021 until the date they left. However, if you have not yet gotten your residency permit, then you are not yet a tax resident as you can only apply for tax residency, once you have the residency permit. What happens if I must submit tax returns in more than one country and the information is not ready before the end of June? If for any reason you don’t have all the information required to submit the tax return in Portugal by the end of June, you may submit a request in the tax portal, to allow you to submit the tax return until the end of

December of the current year. When do I need to pay my IRS? After submitting your tax return the tax authorities will validate your declaration and you will receive a tax bill in July or August by post, giving you 30 days to pay. Please note that if you intend to be away during the warmer months and don’t have a fiscal representative to receive your bills, you will incur monthly interest charges and penalties, if paying out of date. Some suggestions to make your IRS this year a stress-free task: We strongly advise our customers to prepare everything beforehand, in order to complete this process smoothly: PASSWORD: Make sure you and your partner have a password to access the Tax Portal. If you do not have one, request a new one immediately; COPY OF ID AND NIF: for you, your partner and any dependents you may have; DECLARATIONS OF INCOME: gather the statements of income and withholding taxes; BANK ACCOUNT: your IBAN will be necessary to include on your IRS return and will make any tax refund much quicker. This also includes the IBANs from any foreign bank accounts opened in your name. CGT: if you have sold a property in 2021, make copies of the deeds (for purchase and for sale) and gather invoices for the real estate commission and home improvements in the last 12 years. These can be deducted against any capital gain tax. Remember if you have a resident status but your income was earned abroad, you have to deliver along with the tax return the ‘J’ Annex which discriminates the values received​​ abroad. There are taxation agreements in place between Portugal and several countries to avoid double taxation, so the impact this will have on your IRS will depend on several factors. If you are registered as a non-habitual resident, don’t forget you will need to fill in the Annex L and also include the IBAN information on all your bank accounts abroad. very year, swathes of Britons decide to move overseas to spend their retirement in places with better weather, more investment opportunities, and less stringent tax laws. 2022 seems to be no different thus far, even since the Brexit legislation came into full effect in January of last year. There have been changes to visa schemes for British nationals looking to relocate, but many EU countries are still keen on welcoming British expats. Specifically, Spain and Portugal are very much continuing to encourage immigration. (These countries have made changes to their non-lucrative and passive income visas. It is imperative you understand how you will meet the new criteria before relocating.) What to consider before moving The most important decision when making such a significant life change is to determine where to move. There are various places across Europe that would be suitable for retirement, but some may be more ideal than others depending on one’s financial circumstances and, of course, their own particular preferences.

When choosing a country to move to, some of the top factors one may want to consider are: • The cost of living. Housing will likely be your biggest expense, but the cost of groceries, healthcare, taxes, etc. will all contribute to one’s regular expenses. • Do you want to live in a small town, coastal city, or metropolis? Choosing what type of town or city you will relocate to depends on what you are looking for in your retirement. If you have spent most of your life in and amongst the hustle and bustle of London, you may want a more relaxed life by the sea. Contrastingly, if you have previously lived somewhat of a quiet life, you may desire more opportunities for cultural experiences and entertainment. This is all dependent on the individual. • What is the climate like? For many, the weather is the most important factor. By the time Britons reach old age, they are often tired of the gloomy weather and want to settle somewhere with more sun. Therefore, the rainier cities in Europe may not be a viable option for such a demographic. • Do the residents have a similar mindset to you? If it is important to you that your interests and values align with those of the residents in the place you retire, then it would be beneficial to learn not just about the cultural and political atmosphere of the place, but also about the lifestyles of those who inhabit it. What European country should I retire to? Spain, Portugal, Malta, and France have all made International Living’s top 10 countries that were rated as the best places to retire in 2022. There is an entire world out there, but it was these four that were marked as being top contenders for a comfortable retirement. This is not only because of their sun-soaked seasons, but also because there are many areas throughout the countries that are both beautiful and affordable. Spain Spain’s popularity as a retirement destination is growing consistently. Recently, the population of people born in another country reached record levels. Amongst the English-speaking world, it is a popular location because there are many pockets of English-

speaking communities throughout the country. Some other benefits are the cost of living is average to low depending on your lifestyle, quality healthcare is offered (both public and private), and their property prices are reasonable (with coastal areas being more expensive, naturally). Portugal What many take away upon visiting Portugal is how kind the people are. In addition to a welcoming atmosphere, the country is very accessible to English speakers. Many Portuguese speak some English, as it is taught in schools, and Portuguese language classes are free for immigrants. Of course, the healthcare, beaches, and low cost of living are also major draws for retirees. Malta Malta is not only an ideal holiday destination, but it is also a great place to both live in and retire to. In fact, it is estimated that 15% of the population is comprised of expats. English is widely spoken in Malta, making it easier for English-speakers to adapt. Additionally, it is so beautiful that one would perhaps assume the cost of living on this small, picturesque island would be costly. On the contrary, actually— Malta is quite an affordable place to live. France When one thinks of France, the mind perhaps goes straight to Paris (although the wine and exceptional cuisine are likely a close second). However, if one were to take the more populated areas like Paris and Lyon off their list, France has quite a few affordable metropolitan areas and coastal cities that may be attractive to retirees. In addition to this, the World Health Organisation ranked France number one for healthcare systems in the world. auve dew, waterhole over the fields, Miyuki´s grandfather stood up to greet the wind. By his side, Miyuki was trying to imitate him, shouting words that were not understood. Falling to the floor mumbling: “- Grandfather, it's very difficult for me!” Silent, with a smile on his lips, grandfather started dancing slowly to the wind. His arms drew curves in the sky, while Miyuki was fascinated by the movement and became more resilient in the face of her difficulty speaking. Miyuki spent the last two years living through a pandemic crisis. The Covid-19 consequences are real to children's development. It accentuated the difficulties in relationships with adults and peers, as well as the regression in linguistics, they've spent more time alone and in front of screens, with few opportunities for stimulation or interaction. Children like Miyuki, started being more vulnerable and individualistic, not knowing how to play, not interacting properly and how to relate with others. Humans are social beings! It's essential to stimulate language, as well as relational and emotional skills, from an early age. It's important to stimulate resilience so they can adapt, transform and overcome difficulties. In this article I'll focus on two aspects of language – orality and phonology. Language translates into understanding the world and the way we use this ability to express ourselves whether using speech or not. It allows each individual to represent and express life experiences, thoughts, necessities and doubts, in addition to being indispensable in the process of acquisition, production and knowledge transmission. Language is more than speech, it is one of the components, oral-verbal. There are verbal, non-oral and the non-verbal components. Here we can include writing, body movements, gestures, facial expressions and voice melody. Language is developed and enhanced over a lifetime, especially in early developmental ages, when children have a higher ability to acquire and learn new skills. For this to happen in a harmonious and proper way, in a manner to allow children to interact, express and from there to acquire new

MIYUKI knowledge, language needs to be stimulated. This process happens in a very natural way during children's interaction with peers and adults around them, provided that this interaction meets the basic requirements as: to have good communication models; to have communication opportunities; to have necessity for communication. Knowing this, Miyuki´s grandfather looked for a speech therapist. Knowing that with adequate follow-up and stimulation, Miyuki would be able to communicate in a more functional way. He knew that learning using body movements, and in a room with a lot of opportunities to engage in play, Miyuki would enhance her resilience and start communicating better without so much frustration. And so, it happened! Miyuki, with the help of our Speech Therapist, improved her interaction level; enlarged expression skills; increased communication autonomy; increased satisfaction in communicate; got a better adequacy to the world around her, interlocutors and contexts; - school results improved; as did her will for learning, her levels of confidence and selfesteem which will persist in her life. Here are some strategies and activities that Miyuki´s grandfather used to help Miyuki. We guarantee it will help other parents, educators and teachers in order to stimulate phonology and orality, as well as relational and emotional skills, thus filling the gaps resulting from the pandemic. PHONOLOGY: *Syllabic segmentation: split words into syllables; *Associate symbols to sounds; *Visual stimulus: to show the tongue position, lips and cheeks in an exaggerated way; *Auditory stimulus: associate onomatopoeias; *Kinesthetic stimulus: to feel the strength of the lips, vibration of the neck, to divide words into syllables and touch them with each syllable produced; *Play with rhymes; *Sing and listen to English music; ORALITY: *The adult should always and as much possible, be on the children’s levels so it can allow visual contact, and to visualise the speech model; *Be certain the child is looking at you when you speak; *Give the right model: formulate requests and sentences with correct and simple structures, using wide movements

with the mouth, tongue and cheeks; *Adequate verbal communication with nonverbal communication; *Ask one question at a time with simple information; *Comment more than you ask; *Avoid excessive correction of speech; *Be the narrator and do a parallel speech: narrate the child's actions; *Show interest: follow the conversation topics of the child and their play. RELATIONAL SKILLS: *Make-believe play; *Active listening and a non-violent communication; *Mime games and interpretation of videos without sound; *Roleplay and theatre; *Board Games; *Read and tell stories with proper intonation; *Promote conversational moments, dialogues and routines exploration. Currently Associação SER Igual is developing a project called SER 100%+. It consists of a laboratory to develop Expressive and Comprehensive language; Reading skills; Communicational skills and Socialisation skills. We are helping children between 4 to 10 years old with diagnosis of Autism, Dyslexia, Intellectual Deficit, ADHD, Language delays and other difficulties. SER Igual is managing to implement this project with the support of the bank BPI “Fundação La Caixa” till April 2022, in an application won in the previous year. Many attempts to sit me down in groups, listen to guided meditation tracks and trying on my own have failed miserably. I remember being thrown out of a group once because I couldn’t stop laughing at the ridiculousness of the situation I found myself in and could fully understand the leader of the group being cross with me. We hear from some amazing health gurus and learn all kinds of strategies to keep our immune system in tip top condition, and even how to reverse some serious

health conditions and diseases. During a subsequent conversation to thank one of our speakers, I suddenly had a realisation that we had both struggled with meditation. This speaker used to meditate but now allows his life to flow and go wherever it goes. I’ve never cracked mediation – or so I thought. A few years ago, I was told that there are many forms of meditation and it’s not necessarily about sitting on a hilltop somewhere cross legged saying ooohhhmmmm with fingers and hands perfectly positioned, although that strategy does work for some people. I prefer the term referred to in the Wikipedia description of meditation, which is “.. a practice where an individual uses a technique – such as mindfulness, or focusing the mind on a particular object, thought, or activity – to train attention and awareness, and achieve a mentally clear and emotionally calm and stable state”. We meditate when we do the gardening, go for a walk, clean the house, sew, knit, play an

instrument and generally have our mind (in a mindfulness state). This form of meditation is called ‘active’ meditating. In this state we are thinking about the thing we are doing and are in the moment. We are at peace. We are mindful of what we are doing. So, happy me, no need to try and people please anymore. No need to ‘try’ and meditate. I’ve been doing it for years – in fact I’m quite a master at meditation which, in turn, has enabled me to become a master manifester. More on manifesting in another article. Oh, and the bit about medication – for some people, medication works too. Do your research then use whatever strategy speaks to you.
