Ikea to open in Loulé
Plans have recently been approved for major development in Olhão. With a budget of €54million, starting in 2010, a large portion of the investment is designated for education, which includes a new primary school in Chasfa, expanding the Moncarapacho school site to include a new multipurpose football sports pavilion, and modernisation of the Olhão School. There will also be urban regeneration of the historic waterfront, using money from EU funds, improvements to the fishing port, and new centres for innovation and development will be added along with an art centre.

Regarding your “Cynics corner” article in the December issue, I and other English friends here, after conversation do not agree or fail to understand how this situation comes about in the first place. When any “club” is joined rules and regulations have to be adhered to. I could write pages about this, but suffice it to say, after 18 months including no less than 35, yes, 35 visits to Vila Real, Monte Gordo, Cacela, Tavira, Loule and Faro, I finally received documentation, through the agent in Faro. If the Portuguese are not prepared to submit to European rules they should either get out or be thrown out. Yours sincerely, George Ps. I could have matriculated in France for 60 euros. Dear George, Some fairly strong language there. We are residing in a Socialist country and our intention with that article was to point out that there is a rational explanation. Can you put forward a solution to the scenario we outlined that does not strip the savings of the citizens by flooding the country with cheap imports? They will eventually have to fight Brussels or comply with this law, but they are supporting the population by resisting EU intervention, something that Gordon Brown would never do for us. To balance the argument, we were quoted €12,000 to matriculate a 1995 vehicle that cost us €7,000 three years ago. Reaching a magnitude of 6.3 on the Richter scale, it was felt in Portugal, Spain and some parts of Morocco. There have been no reported injuries or material damage in the Algarve. Faro’s Centre for Rescue Operations is to receive a computerised simulator that will allow for the most efficient placing on the ground of authorities and rescue workers in case of an earthquake. The software incorporates data on the regionincluding the level of occupation, road networks, infrastructures and inhabitants according to time of year, among other variables. With real data – the epicentre, intensity and time of quake occurrence – and within a few minutes of the information being processed, a map can be presented of the most critical areas, with estimates on damage/ casualties.
S wedish furniture chain Ikea have confirmed that they will be opening a new store in Loulé. With an investment of around 200 million euros, the store will use an area of 40 hectares, and create 3000 local jobs. Loulé is one of six proposed new stores, in an expansion plan expected to cost more than 660 million euros.

Tessa Kiros believes that food is the essence of any country’s people - a quilt that is patchworked together with their language, culture and songs. To someone without a hear ing problem, this seems ri diculous. If one can hear, why can’t one understand? Don’t hearing and understanding automat ically go together? The answer to this question is “No.” One can hear without understanding, if the hearing loss has been present for some time, or if only some frequencies of sound are being heard. This type of situa tion can be very frustrating, both for the person experiencing the hearing loss and for those who are trying to communicate with that person. Of ten the person experiencing the loss becomes tired of asking others to re peat what they say, and stops even trying to understand. People speak ing to this person may think that he or she is ignoring them! Nothing can be done to “cure” this condition. The question is, can any thing help in this situation? Yes. Hearing instruments can amplify the sounds that have not been reaching the brain to make it easier to under stand. A proper fitting is crucial for this benefit: every hearing loss is dif ferent. The results of a hearing instru ment fitting will vary from person to person, depending on how much the ability to understand has diminished. When a hearing instrument amplifies sound enough to get it to the brain, the brain must “relearn” how to un derstand the sounds. In the case of a longstanding loss, some of this understanding ability, what hearing professionals term “speech discrim ination,” may be permanently lost. In a case such as this, the hearing aids will improve understanding to a degree, but more importantly, will help slow down the process of fur ther loss. One of the critical factors in correcting a hearing loss is to do it as soon as possible. Hearing loss is a subtle process, and often is not recognized by the person experienc ing it. The Ria Formosa lagoon is a system of barrier islands that connect with the sea through 6 inlets. Five of these inlets were naturally made and the 6th is an artificial inlet that was opened to facilitate access to Faro’s Theport. scenery changes dramatically, particularly with spring tide, from the extensive mudflats exposed at low tide to a continously stretching watery landscape just six hours later. This constant exchange provides the Ria Formosa with the clean, oxygen-rich Atlantic water for which it is famous – and this applies equally to the fish world. SEA SALT This unprocessed seasalt comes from small traditional crystallizer ponds. Sun drying keeps the natural moisture and the sea water’s minerals. Before packaging, Marisol Sal Tradicional is carefully ground coarse or fine according to the customer’s needs. The salt marshes, sandbanks, dunes and estuaries of the Ria form an internationally important breeding, wintering and staging area for numerous species of waterbirds, and many migrating birds stop over here on their passage south. Oystercatchers, Egrets, Ibis, Cranes and even Flamingos can frequently be seen wading through the mudflats.
From the days of antiquity up until the last century, the Algarve has been home to a flourishing Tuna fish industry. The fish was caught in enormous fixed nets, introduced by the Phoenicians and known later as ‘armações de atum’. Within the Ria Formosa system, different and sometimes antagonistic uses may be found. Part of the system is a Natural Park but Ria Formosa also plays an important role in the region’s economy. Beyond the tourist use, the system also supports other economic activities like seafood farms (including grooved carpet shell harvesting) and the port of TheFaro.Ria Formosa designated Natural Park is over 170 km2 and a stopping place for hundreds of different birds during the spring and autumn migratory periods. The nature trail is 3km long and takes 2 to 3 hours to be completed. It is marked “with red striped wooden poles, and includes stopping points equipped with information panels. The trail features representive aspects of the ecosystems of Ria Formosa: saltmarshes, Salinas, dunes, pine woodlands, traditional agriculture. Amoung the buildings that were restored are a tidal mill, traditional farmhouse and a villa built by Joao Lucio (a locally renowned poet of the beginning of the century), and Roman ruins. The Joao Lucios house was converted for environmental purposes and equipped with an auditorium, library and laboratory. There is also a kennel specializing in the breeding of Portuguese water dogs and their work, but this is temporarily closed. I f you are the owner of a property and have rented it out in 2009, it is time to start preparing your tax return in Portugal. On all income earned in Portugal, tax must be paid. Rental income is no different. If you are a resident, the rental income is added to your worldwide income and charged at a progressive rate. As a non-resident you pay a flat rate of 15% of rental income after deductible items. Some of the more important deductible items are IMI (council tax), building insurance (excluding content) and condominium fees. With the new year upon us I thought it a good idea to start looking at vegetable gardening, but before we take a more in depth look at what we can grow in our gardens, I felt it best to first start with the basic guidelines to organic gardening and how we all can put something back into our plots no matter what size of garden you may have. Most people know that organic gardeners do not use chemical sprays or fertilizers. However, organic gardening does not mean doing nothing! Plants will always need some form of feeding and protecting from pest and diseases. Organic gardening is a holistic growing technique which encourages a naturally fertile soil and strong healthy plants. This reduces the need to fertilize and spray them.

Compost can be made from all soft, raw fruit and vegetable kitchen waste, plus any suitable garden waste. (See how to build your own compost bin below) FERTILIZERS A balanced, compost rich soil with good crop rotation in the case of vegetables will give excellent overall results. However, to give an extra boost, for example to encourage flowers, fruit or leaf production, a number of fertilizers are acceptable. Certain nutrient-rich leaves can also be dug in to rot down and release their goodness into the soil. Comfrey leaves are very high in potassium for flowers and fruit. Green manures are varieties of quick-growing seed which are dug in to release their nutrients when they are several inches high. When growing plants in containers or tubs it will be difficult to avoid using some form of extra feed, because the soil management principle cannot be used effectively in an enclosed artificial environment. For bedding plants, herbs and strawberries, Maxicrop’s liquid seaweed extract is good. Other liquid feeds can be made by fermenting the leaves of comfrey or rotted farmyard manure in a non metallic container of water. Suggested products for organic gardening: • Peat or coir-a soil conditioner or basis for home potting compost.

• Bagged farmyard manures WEED CONTROL Prevent weeds taking over by hand weeding, hoeing, burning or mulching. Mulches either prevent weeds from emerging or suffocate them once they are there. Many substances can be used depending on how ornamental you want it to look-chipped bark, gravel pebbles, slate, broken clay tiles, leaf-mould, grass mowings, cardboard, black plastic or tarpaulin are examples. The weed wand will burn off weeds using heat. For areas that are just to be planted with shrubs or ground cover plants, you can lay landscape fabric first and plant through this. Landscape fabric allows rainfall through whilst suppressing weeds. An ornamental mulch on top will conceal it.

One common question I get asked is “How do I stand if I don’t comply?” You risk getting fined by ASAE (equivalent of the Department of Environmental Health in the UK), who are the authorities delegated by the National board of tourism to enforce the law regarding the tourist

Opposed to what most people assume, all money generated in Portugal has to be declared and taxed in Portugal, regardless of whether you are a resident or a nonresident. If you get caught, Finanças will attribute an estimated income for the last 5 years and tax you on that. In the near future, personal financial information will be linked more and more. For example, through car rental companies it is possible to find out in which villas holidaymakers are staying since they are/will be required to state the address where they are spending their holiday. In a years time there will be a national census. All properties will be visited by an appointed person with a very extensive questionnaire to be filled.

Using a ‘hypocaust’ – whereby hot air / smoke from a furnace was circulated through voids beneath a raised floor – Roman spas and villas enjoyed an ancient form of central Nowadays,heating.
Underfloor heating is the most comfortable & efficient way to heat your home – but the Romans knew it first. not only an affordable luxury for many Algarve homeowners but is becoming a highly energy-efficient means of bringing comfort to a home in the winter season. David Thirlwell, chief engineer with heating and cooling specialists Penguin, explains the basic systems available: “There are two kinds of underfloor heating, which can be defined as ‘wet’, i.e. using hot water through pipes; and ‘dry’, using electrical cables or matting. In both cases the idea is that the heat is stored within the flooring, which then radiates it slowly.”
“The pipework for a water system should be approx 10cms under the surface for optimum heat-storage in the flooring. Therefore you must be prepared to dig into your concrete sub-floor – a substantial job requiring renovation and likely redecoration after. But for new properties, of course, it’s simple to install an underfloor system as part of the construction process.” Water systems require a heat source. They may seem to be incredibly calm and sure of themselvs, but that’s all part of their technique. Without this they would get nowhere. The first lesson about aquiring technique, whatever your job in life, is to be sure that you never put the blame on someone or something else for your own shortcomings. Never blame the golf club for your bad shot, or the state of your bodily health for the lack of your brains. Don’t waste the energy, you need every ounce of it in building up your own technique until you arrive in the envyable position of an occasional bad shot, only emphasising the rest of the game, and all the technique has this in common, whatever the job, whatever the pastime, it’s owner realises the extent of his own limitation.Sometimes I think I am happier today than I have ever been in my life, because after 45 years of earning my living from golf, I have discovered it is better to trim my ambitions to fit my talents, than to try to force my talents to embrace my ambitions. Early in December forty weary Olhanense fans arrived back in Olhão after a five day trip to Madeira. The party, including thirteen British & Irish expats, were welcomed wherever they went with their flags, banners & festive Christmas hats. Staying at the same hotel as the Olhanense team the fans had a chance to meet their heroes and Club President Isodoro Sousa thanked them for their tremendous support. Following a tour of this spectacular island with its rich vista of flora fauna the group enjoyed an evening of traditional folk singing & dancing. On the football front Olhanense suffered another setback to their plans when Ukra, being tracked by Fulham, Blackburn Rovers & Newcastle United, was confined to the hotel with suspected Swine Flu. With the influential Castro also sidelined through suspension the team was well below strength. The match at the Barreiros Stadium, Funchal was played on a pitch that in places was no better than the cattle pastures the fans had seen up in the hills the day before! A 52 defeat but the fans were not too dispirited as they were welcomed at the Marítimo Supporters Club bar - ́sede Esquadrao Maritimistawhere President Francisco Nobrega laid on a BBQ and distributed shirts and scarves to the visiting fans. An impromptu session of Portuguese and British songs helped to tie the knot of friendship whilst plans were made to welcome the Maritimo fans to Olhão in the spring.

It was 1974 that Olhanense last entertained Benfica in a Premier League game and on that occasion a young Jorge Jesus, now manager of Benfica, made his debut for Olhanense on loan from Sporting. 35 years later and Benfica were back in town. Olhanense had the audacity to take an early lead through Carlos Fernandes which prompted a section of the Benfica fans to start ripping up the plastic seats and hurling them at the home supporters. At one stage a flare was thrown into the crowd by the Benefica hooligans. Benfica has apologised to the the club and offered to pay for the damage. This isolated incident is totally alien to the football loving Olhanense fans who normally have a great rapport with visiting fans. Let us hope that the friendship and camaraderie that is an integral part of the cultural football experience will long continue. One would hope that the football authorities will act with the same alacrity as referee Artur Soares Dias did when flourishing his red & yellow cards! Ten players were cautioned and three dismissed.
