News Political war opens up in Castro de Marim as mayor’s river beach project gets resounding veto closer to the village, and Amaral has to wake-up to the political reality that he is no longer able to pull the strings. Amaral, nonetheless, insists he had popular backing for the beach and has the people behind him, even though their dreams may now be going up in smoke. As a former mayor of Alcoutim, he created a river beach which is now attracting holidaymakers and tourists like bees to a honeypot, he said. The root of this conflict is the fact that the former doctor and regular hospital volunteer won last October’s municipal elections at all. He told local journalists this week that PS opponents thought victory was ‘in the bag’ for them. Then, as soon as he started calling meetings, he “noticed that there was an understanding” at play. “The majority of my powers have been removed”, he explained. “Now, I am even unable to licence a simple ‘baile’ (festival) or sports contest. Everything has to go to a council meeting where everything is transformed into a proposal that has to be discussed and voted upon”. The result: administrative services are blocked, meetings have to take place every week, “instead of lasting 15- 20
minutes they last five to six hours, and council staff are all exhausted”. Odeleite’s river beach is just one of the projects Amaral is seeing slip through his fingers. According to reports, the ‘blockade’ he faces could see up to €7 million in funding simply evaporate. But he’s not giving up, he says: “There is a lot of irrationality here. The PS were convinced they would win the elections… of course they were in shock (when they didn’t)... while the wound remains open, they create all this havoc”. But he believes his opponents will see the “plot” is leading nowhere. “I am the oldest mayor in the country and I have a lot of experience”, he told the press conference he called this week. “I am going to get through all this and win the battle. The people of Castro Marim elected me to be their mayor for four years, and that is my objective”.

ll is not at all well in Castro Marim - one of the Algarve’s most farflung municipalities, a stone’s throw from Spain and something of the region’s poor cousin when it comes to tourism. Mayor Francisco Amaral is full of plans, and has been banking on making use of up to €7 million in EU funding to promote them. But he’s finding the going exceedingly tough, bearing in mind he is effectively outnumbered by members of the opposition. Amaral is (right-wing) PSD and has the back up of his deputy Filomena Sintra: there are two PS councillors across the table from them at every turn, helped along by a former PSD-turnedindependent and former mayor himself José Estevens. The situation has brought council business to its knees, Amaral tells journalists. A case of “administrative asphyxia” that is in no way benefitting the people of Castro Marim. Opponents say otherwise, considering the latest plan to bite dust - the construction of a beach on the Odeleite river - ‘out of touch’. Explains PS councillor Célia Brito, the borough’s socialists never liked the location chosen, preferring something

Ankle Sprain A
Most of us have experienced the painful ankle sprain, Duarte Arrais tells us how we should treat this common injury.
nkle sprains are the most common injury in sports and physical activity. All ankle injuries involve the lateral ankle ligaments. There is strong evidence suggesting you increase risk of re-spraining your ankle two fold within the first year of spraining your ankle. With high incidence of ankle sprains and the associated economic burden/negative chronic consequences, this calls for preventitive measures. Ligaments are passive structures and are meant to keep joints from moving excessively. When a ligament is sprained, proprioception is often impaired, which may result in instability due to damage of the mechanoreceptors within the ligaments. Without intervention the primary re-injury window is over a 1-2 year period post injury until the individual is back as baseline. Ankle sprains come in different catagories: grade 1 (mild), grade 2 (moderate/partial tear), and grade 3 (severe/complete tear). It is very important to see a local skilled physical therapist to make an activity specific rehab program with proper parameters and to know when it’s appropriate to progress/regress exercises based on tissue health. Optimal rehabilitation will decrease the time to reach baseline and has shown to reduce recurrence of ankle sprains by approximately 50%. Plantarflexion and inversion is the most common position that individuals fall into when they sprain their ankle. The ATFL (anterior talofibular ligament) is the first ligament that is stressed in this position and is thus the most common ankle ligament to be strained. The ATFL is arguably the most commonly
8
sprained ligament in the body. Stabilizing the ankle joint will strengthen your body’s natural intrinsic brace, engaging and utilizing your own muscles. There is some evidence out there that suggests new shoes, bracing, and taping will help prevent ankle injuries. However, Neuromuscular/proprioceptive/ balance training has been shown to be the most effective in preventing ankle injuries. The peroneals are weak after an ankle sprain because the mechanism of injury into inversion induces overstretching of the passive structures such ligaments as well as the active structures such as muscles (e.g. the peroneals – the muscles on the lateral side of your lower leg). When these muscles get overstretched—just like any other structure—they become weakened. The goals for any acute ankle sprain rehab program should include decreased swelling, pain, and initial inflammatory response, while making sure to not be overly aggressive to prevent secondary inflammation. It is very important to start physiotherapy in the first five days after sprain, and the following therapeutic techniques should be applied: anti-inflammatory therapies, electrotherapy, immobilization with functional ligatures, cryotherapy (ice application) and rest. This inflammatory phase, can last between one to two weeks, depending on the severity of the sprain. During the rehabilitation phase, therapies are performed for bone realignment, muscle strengthening, prioproceptive training and techniques to avoid fibroses / adhesions in the affected ligaments. After the rehabilitation period, a total
body realignment treatment should be done to avoid sequelae of the defense mechanisms created by the body. The proper type of training will improve your joint’s proprioception and reaction time, which will translate into improved postural stability. uis Fernando Bonança Andrade, has fulfilled a dream of thirty years and created the magnificent photography exhibition, right in the centre of the beautiful, historic town of Tavira. A stones throw from the River Gilao, Luis together with his sister Maria and sons Miguel and Vitor opened the permanent exhibition on the 24 November 2017. It was Luis’s grandfather who started the family business together with his 7 brothers, amazingly all photographers over 120 years ago. This was the inspiration for Luis to pursue his career. He studied Photography and Film Making as well as Journalism and spent many years serving in the army in Angola where he was a correspondent and the official photographer and film maker. The Andrade family’s history in photography

has seen the business move locations over the years but always in Tavira and now proudly houses an incredible amount of archived documents, as well as giving visitors an excellent insight into not only the history of the Town, but also the ways in which photography technology has evolved since his grandfather’s passion began. At the entrance the main photograph of Luis’s grandfather dates back to 1905 when he was a young man. The modern, bright space has been professionally built spanning the large entrance to the 1st floor where you will find restored antique pieces and explanatory cabinets giving an in depth, but simple, professional guide to photography dating back to the 19th century. The exhibition also houses the different studio equipment, comparing 50 years in science as well

as amazing photographs which include an English world war 2 plane which landed at Barril beach, the 1974 Liberation Day march at the monument in the heart of the town, as well as the infamous Floods to name just a very few. Every occasion is accounted for with photos, documentation and newspaper cuttings. This is a very special museum of photography, not only as it is years of a family's most personal and interesting exhibits but also because of the extent of the archives, documented so skillfully and informatively. The 'hidden' cupboard houses an incredible amount

of negatives from over the years and the attention to detail and information is profound. The Andrade family have p r o u d l y published a book on the history of Tavira, and their talented family through the decades and warmly invite visitors to the exhibition, which costs just 5 euros. An informative, must see in Tavira. It was a pleasure to meet Luis and the family and visit their wonderful exhibition. aro is the capital and best known city of our breathtaking Algarve region. The city’s neoclassical Arco da Vila is on the site of a gate that was part of the original Moorish wall and the monumental archway leads to the old town, with its narrow cobbled streets. Nearby you will find Faro Cathedral which was built in the 13th century as well as The Municipal Museum, in a 16th-century convent which displays prehistoric and medieval artifacts, plus religious art. The impressive Renaissance cathedral was bombed during World War II and is know as Bishops Palace The city is on the edge of the Ria Formosa Natural Park, an important wetland with lagoons and mudflats. The park’s shores are protected from the sea by several barrier islands, among them, the uninhabited Barreta Island with its fine sandy, undeveloped beaches and to the east, the salt pans of Tavira Island attract flamingos, spoonbills and

Pork Vindaloo
One of the recipes in this compilation to best illustrate Portugal’s influence on foreign cuisine and vice versa, Vindalho de Porco, or Pork Vindaloo, as many would better know it, comes from the former Portuguese colony of Goa. Back in the times of the Discoveries, Portuguese sailors are said to have introduced a garlic and vinegar seasoning (vinha de alhos) to the region, which was then adapted to its current form by the locals to incorporate chilli and a blend of spices. INGREDIENTS • 1 kg boneless pork shoulder or pork leg, cut into bite size pieces • 2 onions, finely chopped • 5 garlic cloves, crushed • 2 tomatoes, finely chopped • 2 bay leaves • 10 fresh curry leaves • 1 tablespoon brown mustard seeds • oil for frying For the Vindalho marinade • 5 garlic cloves • 2 large cardamom pods • 8 cloves • 20 peppercorns • 2 tablespoons vinegar • 5 teaspoons Kashmiri chilli powder (this gives a nice colour but not the heat) • 1 tablespoon cumin seeds, toasted • 2 teaspoons turmeric • 1 green chilli pepper, finely chopped • 2 teaspoons mustard seeds, toasted • 3 cm fresh ginger, finely chopped
22
METHOD Using a mortar and pestle, make a paste of all the marinade ingredients. Place in a bowl and coat the pork. Leave to marinate for 8 to 48 hours (the longer the better). Fry the curry leaves with the mustard seeds in the oil. When the mustard seeds begin to pop, add the chopped onions with the garlic. Fry for about 10 minutes, until they become soft and translucent. Stir regularly so the spices don’t burn. Add the tomatoes and the bay leaves. Add the pork with the marinade and add enough water to cover. Leave to simmer for about 1 hour until the pork is very tender and the oil rises to the top. Serve with white rice.

Preparing your home to sell, by Paul Grennhalgh from Land & Houses Algarve
O
nc e again it is the start of a New Year and historically the period when many homeowners in the Algarve decide now is the time to sell. It is also the time of year that we encourage our existing vendors to take a moment to look for ways to improve the presentation of their property. First impressions are crucial to anybody who is looking to buy a new home and that is why it is your job to ensure that your property is looking fresh and clean. You do not need to be a DIY expert or a top interior designer to make a real difference to your home. By simply taking the time to put a little effort into the presentation, you can vastly improve the perception of your property and beat the current competition in the market. Your property is usually just one in a very long list of properties a buyer will see, so it’s crucial that they see it in the best possible light. The more desirable your property appears, the better your sale price is likely to be. THESE TOP TIPS SHOULD HELP PREPARE YOUR HOME FOR A VIEWING: Clean, clean, clean. Preferably before every viewing but we appreciate this may not be practical. If you are away for any period of time it is important that you consider hiring a cleaning service to stop by every week to
www.eastalgarvemag.com
Property
keep the property fresh. Just like a used car, a property that appears clean and well-cared for is more valuable than one that appears to have been neglected. Banish smells. These include pets, left out pet food, full bins, cigarette smoke, cigar smoke, fried bacon, dirty clothes……the list goes on. We live in a country with fantastic weather, so take advantage of this and open all windows and doors to air the property thoroughly before any viewing as bad smells often turns buyers away. The smell of fresh bread. If you enjoy baking at home remember that one of the most popular smells to walk in on and sure to make your home stand out amongst the others is the smell of fresh baked bread or biscuits. Clear out the clutter. You want buyers to focus on how spacious your property is and not how messy it looks. Remove the shoes from the entrance hall, clear out the magazine rack, empty the waste paper baskets or clear out anything else that distracts viewers from focusing on your property. Keep the décor simple. To help buyers imagine themselves in your property, remove any nonconventional art or other décor that might put people off. A Ria Formosa landscape painting? Perfect. Your Del Boy style fluorescent green bedding? Well you might want to switch that for plain beige covers for the viewings. Neutralizing the property. Irrespective of how much you love your eye catching maroon coloured dining room, it could turn off a good portion of your buyers. So repaint your rooms in neutral and light colours. Remember that you are trying to present your property and appeal to the masses and not the few. The curse of personal objects. Simply remove any unnecessary items out of view by storing them in cupboards or drawers or by having a proper clear out. It is important to hide the family photographs and other items which personalise your property. The potential buyer needs
www.eastalgarvemag.com
to imagine themselves living in the property and if it is littered full of personal objects then they will find it more difficult to do. Closet spaces. Storage space is a huge selling point, and if your closets are full to bursting, buyers will think you don’t have enough of it. Invest in boxes and other solutions that will help you make your personal property more organized. Again we reiterate the need to de-clutter by removing extra items you don’t need. Bright light, bright light. Open up all shutters, blinds and curtains to let in natural light and add floor or table lamps to areas that have poor lighting. Increase the sense of space with mirrors and leave all internal doors open. A bright room looks bigger and much more inviting. Bring in the plants and flowers. Potted plants or flowers in vases can help lift even the most stubborn rooms. Plants and flowers bring in energy and life to empty areas within the room. Banish bulky furniture. Your furniture should match and also fit the scale of each room. Remove any oversized or extra items that could make your rooms appear smaller than they really are. In smaller bedrooms maximize the space by using single beds. Finish Odd Jobs. Taking time to repair a leaking tap in the kitchen, replace a broken terrace tile or varnish the wooden pergola are examples of some of the ways, as owners, you can improve the chance of selling your property. Even the easiest and inexpensive tasks such as replacing light bulbs will help in the presentation of a property. Pay attention to the bathrooms. Again declutter as much as possible and clear the vanity units, bath borders and sills. Leave out scented candles and plants whilst making sure bathmats and towels are clean or new and matching. Always, always close the lid on the toilet. Mini renovations. Little changes can make a real difference in the overall perception of a room. If the kitchen is a little outdated, paint the cupboards
(neutral of course) and replace the handles. Get new and matching lamp shades for the living room. If the furniture in the children´s play room has taken some punishment then throw some slipcovers over it. Give each room an identity. The spare room you’ve been using as an office and a guest room and a storage area will not appeal to buyers unless you show them how they can use it themselves. So set it out as either an office or guest room and clearly define its use. Outdoor space. Don’t spend all your time focusing on the internal aspect of your property. Buyers looking to buy in the Algarve want that perfect outdoor space. Create an ambiance both for day and night that compliments the patio or terrace and that demonstrates real understanding how best to utilize the space. And finally… On a viewing, please let us do our jobs. Remember it is always better if the vendor steps out of the property when the agent arrives with the potential buyer. Purchasers are rarely honest about a property in front of the owners and as agents we need them to be open with us so we can address and solve any issues that arise. I love a colourful pretty garden with heady scents, but realistically here is not always possible. These are just a few ideas for a low maintenance minimalist garden
T
he minimalist garden is clean and simple with just a few well chosen and perfectly placed sculptures providing visual interest. It's an idea that can be scaled down to even the smallest of gardens. As any garden enthusiast, and he or she will tell you it's possible to enjoy a beautiful garden even if you can’t devote a lot of time and effort to it. Luckily, there are a lot of low-maintenance plants to choose from, and you can still create dramatic effects without resorting to expensive landscaping. By using a few simple techniques you can keep your garden looking vibrant and attractive. Choose plants that are pest- and disease-resistant, cut down on weeding by using, weed matting and mulches. Select drought-tolerant plants where possible, and maintain more demanding types with automatic irrigation. Grow permanent, colourful evergreens and longflowering perennials; select those that do not need support or deadheading. Some shrubs do not require pruning, while others may only need one or two simple cuts per

year. Consider replacing a lawn with a gravel garden. Adding easy care design features, such as a pebble fountain, helps to keep the garden interesting during the winter months. Line your floors and walkways with gravel, tiles or decking wood for an attractive surface that needs minimal upkeep. KEY ELEMENTS FOR LOW MAINTENANCE GARDENS Colourful evergreens: Evergreen shrubs, herbs, and grasses have longer lasting displays, and many are equally colourful and attractive. Drought-proof containers: A row of architectural cacti or succulents can have a dramatic effect. Use automatic irrigation, in the pots in warm weather. Raised beds: Easy care raised beds can be filled with alpines, herbs, compact perennials, or even a pond. You can garden at a comfortable height with no bending,

and they can also be used for casual seating. Living carpets: Species adapted to
long periods without rain, such as alpines and succulents, are often tough in other ways. Many can withstand harmful insects and don’t require regular feeding or pruning. Decorative ground cover: Adding colourful pebbles or aggregate on top of a weedsuppressing membrane is an attractive solution to weeds and is striking combined with creative planting. Hard landscaping: Create clean lines and surfaces with natural stone or paving. Bricks can be laid in patterns or as edging. Mix materials: try cobblestones with decking, or sandstone with brick. Ornamental features: Display sculptures or specimen plants or use large, empty containers for architectural effects or as part of a colour theme. Furniture can be used as a focal point. Adding a paving feature, such as a mosaic or circular patio insert can add interest to any garden. Simple lighting: Use solar lights—there is a beautiful range of easy-to-install products available.

Keep up to date with our Finance expert, chartered accountant Ricardo Chaves from All Finance Matters.
IRS: six dates you need to put in your diary for 2018
T
his year, before you submit your IRS for the year 2017, you need to perform some tasks as per the new habits acquired in the previous year: validating invoices, registering them, and appending information are examples of procedures that have become part of the routine of any taxpayer. Your role is important in determining your IRS deductions, therefore check the tax calendar, to make sure you don’t lose any deduction or pay any fines. FEBRUARY 15 Each taxpayer has until the 15th of February to query, report and verify invoices. To do this you should access the e-Factura portal and access to your personal page, where you should verify that all of your invoices have been properly communicated. If you find any failure, or any invoice is not recorded, you can add these invoices to your file. It’s also important to check in which category your invoices are recorded. Please note that it’s necessary to move your invoices into the appropriate section (ie health, education, etc) otherwise the deduction will not be
accepted. These procedures need to submit the tax return. Closer to you! Last but not least, please remember that if you do not deliver your IRS on time, or if you fail to meet some of the deadlines above you may lose some or all your tax deductions. Late delivery of your IRS may also cancel your IMI (Council Tax) exemption. There are many other alterations that may affect your IRS and it may come as a surprise that filing a correct tax return in Portugal can save you money. Submitting a tax declaration does not necessarily mean that you pay tax, but may avoid you paying fines for noncompliance and offer you peace of mind. If you have any other questions, please feel free to contact us; tax planning is critical and you and your company, cannot afford surprises. Pass by our office to discuss your personal situation and avoid any late submission fines.

e bought a field some time back as we were looking for a piece of land to make our home. We found a lovely place near Alcoutim East Algarve. It is beautiful, in the middle of nowhere, but only 2km from civilisation. Upon our arrival we were met by two dogs that appeared to have been left. We named them Scamp and Lady. They had a shelter in an old car and a bathtub of water there was also some food on the floor. They were very nervous but after a little time and biscuit they became friendly. Scamp took the biscuit and broke it in half for lady. Friday the 11th July 2014 we signed the deeds for our field. A great day, we came home and celebrated with the dogs including Lady and Scamp, telling them that we had a bought the field and that eventually they would be able to run about freely. Our goals are simple; we want to ensure our association helps in the saving and re-homing of animals in the Alcoutim area here in the East Algarve. We want to help in the treatment and sterilisation of cats and
www.eastalgarvemag.com
dogs to ensure the population numbers don’t keep on increasing. This can only be achieved with the continued support of donations, sponsorship and fundraising in the community. Although we are just an Acorn at present, with the support from others we hope that one day we will stand as tall as a mighty Oak. Currently the association has 12 dogs and 40 cats living onsite, which have all been rescued and now are part of the family. We want to give all the animals that come to the association the feeling of being wanted and loved, no matter if they are just passing through or staying a little longer. Everybody gets the same care and respect that all animals deserve. The website is designed to show you the visitor how we need help and how you can assist in a variety of ways. Although always very useful, we don't only require money. We always need cat and dog food, volunteers to help with fund raising events for the animals which will make a world of difference. YEAR ENDS WITH THREE VICTORIES

All the latest local sports news from Chris Wright.
lhanense's new boss Nilton Terroso has wasted no time in making his presence felt with a brand of open attacking football not seen at the José Arcanjo Stadium for many a long day. A hard fought 2-1 victory against Armacenenses on the astro-turf pitch at the Municipal Stadium in Armação de Pêra was followed by two exciting home performances. Second placed Casa Pia (Lisbon) arrived on the Algarve coast with an impressive record but were blown out of the water in the first six minutes! With just sixty seconds on the clock Rodrigo Parreira was felled in the box and Galassi duly despatched the spot-kick. There was a buzz still echoing around the main stand when minutes later the Casa Pia defence was breached again as Mochine Nader broke clear and centred for Léléco to stroke the ball home. Five minutes after the break Olhanense added

a third goal as Rodrigo Parreira curled in a peach of a shot from some twenty metres. There was still time for Olhanense keeper Cléber Santana to save a penalty and keep the score at 3-0. Seven days later, the last game before the festive break, resulted in an almost identical performance against Olímpico do Montijo. This time it took a quarter-of-an-hour to score the first two goals and once again it was Galassi who scored the opener from the penalty spot after ten minutes. Rodrigo Parreira added the second and Ruben Fidalgo nodded home the third shortly after the interval. With twenty minutes to go the visitors reduced the arrears but the home side were good value for their 3-1 win. Olhanense moved up to fourth place, still eight points behind leaders SC Farense but within sight of the crucial second spot in the Campeonato Portugal Division E.
FARENSE IN QUARTER-FINALS
fter victories against Estrela FC, Amora, Estoril Praia (Primeira Liga) and Leixões (Segunda Liga) in the Portugal Cup, SC Farense travelled to the Azores where they overcame SC Praiense with Fabrício scoring the only goal of the game. The Faro team, under the leadership of former Olhanense skipper Rui Duarte, will travel to play the winners of the CaldasSc/Académica game. It would be a brave man to bet against Farense reaching the semi-finals where they would play the winners of the Rio Ave v. CD Aves game.

Well over a hundred players, officials and their partners were joined by special guests from SC Olhanense, Clive Jewell (British Viceconsul) and Lorraine & Clive Burke from the Hairy Lemon Pool Bar & Kitchen, Tavira Conceição who recently presented the club with several sets of kit and training bibs. As crackers were pulled and paper hats donned, Jonathan Syed highlighted the club’s achievements and commemorative lapel badges – featuring seven gold stars signifying seven consecutive tournament victories - were presented
to players and officials. Cheques were presented to the Portuguese Cancer League (Portuguesa Contra o Cancro) for 1200€ and SC Olhanense junior football section 640€. A Special Achievement Award recognising the club’s ‘inclusivity and diversity’ was presented to Sue Charles. British Vice-consul Clive Jewell, who played in the first ever international walking football match between Soccer Olhanense Strollers and Cove Rapidly Ageing Pensioners (Hampshire)
three years ago, remarked on the club’s phenomenal success and how the camaraderie and social interaction within such groups was so invaluable. Chris Wright presented the inaugural President’s Award to Jonathan Syed in recognition of his outstanding contribution to the success of East Algarve Walking Football. Entertainment was provided by Jon Berrill with his Musical Bingo and a fitting climax saw DJ Mike Bristow get everyone on their feet to dance the night away. As spokesperson Andy Smith was heard to say, “if we put this amount of effort into our walking football games we’d be world champions!” www.walkingfootballalgarve.com

Practice Putting
H
appy new year! I wish you all a great 2018, in good health, a lot of golf in the sun and a lower handicap. To lower your handicap you can start with taking less putts. A better aim will help you to make more putts. Therefore you have to exercise your eyes. A good result with putting depends on (a lot) of the signals your eyes give to your brain. Because you are staying on the side of the putting line your eyes can blow your mind about the real line. A clubface, that looks from this position perfectly aimed straight to the hole, is in fact mostly one degree closed or open. With a 5 meter putt, you will miss the hole for sure! A simple exercise takes care that reality and perception are not separated: • Look for a straight, flat 3-meter putt at the putting green. • With two tees make a goal a little wider than the ball at one meter. • Stay at the ball and check your perception. • Ideal will be to see a straight line directly through the gate to the hole. •Hit some balls in the hole. When this help you, mostly a line at your ball will help to putt your putter square behind the ball. Have a good practice and when you need some help book a lesson at the putting green. Bart
