News “Disney-like” amusement park planned for Algarve
W
What is needed is something similar to Disney, but with a size that is proportionate to the Algarve,” he told the website. “We have many associates linked to this area and we are studying how we can bring this kind of activity here,” he added. Pereira and many other business people travelled from France to spend a few days in Faro and visit several locations such as the University of the Algarve, where they found a “very interesting ecosystem linked to technology”. In fact, the president of the business chamber said he would speak highly of the Algarve at an upcoming forum that will be held in Paris
in June and which will be attended by around 1,000 French and Portuguese companies. Says Pereira, “the Algarve has many competitive advantages, starting with the fact that everyone speaks English which isn’t the case in France.” The climate and beaches are other attractive factors. “Companies are becoming more and more interested in Portugal. It’s true that the focus has been mostly on Lisbon and Porto, but the Algarve has to communicate and promote what it has to offer in this regard”
Ria Formosa water quality to improve greatly as new ETAR opens
ater quality in the Ria Formosa will improve “significantly” thanks to the new ETAR water treatment plant that opened last week in Sítio da Garganta, 2.5km east of Faro. Attending the inauguration, environment minister João Matos Fernandes said: “Sewage will no longer be released into the Ria Formosa without previously being treated.” The ETAR Intermunicipal de Faro-Olhão will also bring an end to the foul smells that the two previous plants (in Faro and Olhão) were known for and which had “a negative impact on nearby businesses, including
hotels, as well as the lives of local residents”. For years, shell fishermen and environmentalists complained about the Ria’s contaminated waters. The previous plants were also considered too small and unprepared to handle the wastewater of a rapidly growing population. The works also included the renovation of seven pumping stations in Olhão and Faro. The new water treatment plant cost €21 million and will serve around 115,000 people in Faro, Olhão and São Brás de Alportel. A solar power station is also due to be built near the ETAR in order to power it. Regional water authority Águas do Algarve
also stressed the beauty and natural diversity of the surrounding lagoons, home to a variety of bird species which, it says, were unperturbed by the construction of the plant. The minister concluded by saying that the opening of the waste water treatment plant was the last step of a €44 million investment plan in the region led by water authority Águas de Portugal which also included the opening of Portimão’s new ETAR in Companheira. Olhão mayor António Pina said it was a “very happy day for Olhão and the Algarve” while Faro council also said it was “very satisfied” to finally see the ETAR open officially.

he French-Portuguese Chamber of Commerce has revealed plans to build a year-long amusement park in the Algarve, “similar to Disney’s theme parks”. The idea is to promote year-round tourism and give holidaymakers even more reasons to visit the Algarve outside the summer season. The project was discussed at the chamber’s yearly gala event in Faro. Carlos Vinhas Pereira, president of the chamber, told Sulinformação news website that “the Algarve is lacking economic activity during the winter. We have to have the capacity to attract people during the low season,” he said, explaining that the idea of a new amusement park fits right into this goal. “It is true that there are many theme parks in the Algarve, but they are all water-based.

Deborah Power
D
Beth Jackson caught up with the delightful Deborah Power, a world renowned scientist living locally in Olhão
eborah Power is an internationally distinguished scientist, and editor in chief of a highly respected science journal. She was head-hunted by the Chinese to help establish university laboratories in Shanghai Ocean University, China, and is Professor of Biotechnology at the Universidade do Algarve, Faro, a quick drive from Olhão, where she lives with her husband, another eminent scientist, Adelino Canario. Despite her accolades Deborah is easy company, with a generous sense of humour and an uproarious laugh. Beth: You met Adelino in England, didn’t you? Deb: Yes, I met him in 1988 at the Directorate of Fisheries in Lowestoft, MAFF (Ministry of Agriculture Fisheries and Food) as it was then. He was carrying out his PhD thesis on fish. I was the first woman to be hired as a higher scientific officer (HSO) in that division, which put some noses out of joint, because several men also applied for the position! (laugh) Beth: Then you started learning Portuguese on a Walkman…. Deb: Yes (laugh) but the tapes were rubbish! It was either “Maid, shut the curtains.” Or “Can I have another gin and tonic?” I learned by diffusion. When I first came here, to Portugal, there were no supermarkets. You had to talk. Beth: So, how soon after you began Portuguese were you teaching in Faro University? Deb: I moved here in January 1990.

Adelino had returned at the end of 1989 on completion of his PhD in the UK. There was no question of me living here in Portugal without working. They said the first two years would be the worst. It was a killer. I had a teaching assistant, Dulce Estêvão, she was a great friend. She and I worked together planning the classes; I would outline what we had to do in English and she would prepare the Portuguese version and deliver the lectures. Dulce is still in the Universidade do Algarve; I was able to help her with her MSc thesis work, and then after a break to have twins, through her PhD, and now she is a professor at the University. (Deborah’s own professors, Pat Ingleton and Elsbeth Fyffe, remained strong friends with her through the years, often coming to work with her at the Universidade do Agarve; this is an indication of the strength of their friendship and scientific collaboration. Deborah, in turn would go to England to work in the Hallamshire hospital and help them with practical issues like moving house! Lily and Pat Scholes rented a room to Deborah in Lowestoft, the house from which she was married. Lily and Pat became firm friends with Deborah and Adelino and they moved to Olhão, where they became part of the expanding Canario family. Pat passed away, but the rest of the Scholes family have now moved to Olhão to be near their mother.) Beth: You were researching calcium, the skeleton and osteoporosis when you first arrived, weren’t you? Deb: In some ways I still am! My interests at the moment include regeneration of
bony tissue and damage repair. Fish are a great resource and potential model for human diseases and zebrafish and sticklebacks are popular. For example: in the case of the stickleback the marine species have an abundant supply of calcium from the seawater while the freshwater species does not, and there are distinct differences in their bone structure because of it. Beth: What advice would you give to me as a woman (about osteoporosis)? Deb: Women are more susceptible to osteoporosis because they lose oestrogen at the menopause, and they are less efficient at retaining calcium. There are different factors, genetics, lifestyle, food and exercise that affect osteoporosis so it is important to check your bone density as you age and maintain a healthy lifestyle with plenty of exercise eg. walking and swimming. The bones need to “bear weight“ to keep the bones healthy. Astronauts that live for some time under zero gravity in space develop fragile bones with low density and when they return to earth they have to be careful to avoid fracture, until their bones return to normal. (So, let’s work out in the garden, girls, grow healthy vegetables, and haul them into the kitchen!) Deborah’s feet hardly touch the ground these days, her expertise is in demand world-wide, in various responsibilities and functions and she participates in a host of research projects, but the Ria Formosa holds her attention because of its unique resources and biodiversity. With so much to say…. Deb: We will have to have a follow up!

7 benefits of Apple Cider Vinegar
Start off the new year with a health kick... why not give Apple Cider Vinegar try?

Detoxification Being rich in natural minerals, vitamins and enzymes makes apple cider vinegar a great addition to any detox. Add a cup of apple cider vinegar and a cup of Epsom salts to a hot bath to draw toxins out through the skin and help jumpstart the cleansing process. This can also help relieve joint pain as well as skin conditions like eczema and acne. To get rid of warts Try this for a home wart removal remedy: Soak a cotton ball with apple cider vinegar and attach it to the wart site with a bandaid. Leave overnight. Repeat each night until the wart disappears. Helps ward off sickness Apple cider vinegar devotees claim that this miracle elixir is one of the main reasons they are able to ward of common illnesses. This can most likely be chalked up to ACV's unique blend of vitamins, minerals and enzymes. It also possesses

antimicrobial and antiseptic properties. For soft and shiny hair Acetic acid, the main ingredient in ACV, will remove build up from styling products and conditioners and strengthen the hair shaft, leaving you with soft, shiny strands. It will also balance hair's pH level, kill bacteria, and is a cure for dandruff. Dilute 1/3 cup ACV in 4 cups of water and pour over your hair after shampooing. Leave it in for a few seconds before rinsing your hair using cold water to seal the hair shaft and create more shine. Because vinegar is acidic, using the rinse daily is not advised. And no, your hair won’t stink like vinegar – the smell will go away after your hair dries. How to take it orally… Add 1-3 teaspoons of apple cider vinegar to a glass of warm or cool water before each meal. You can also add it to hot water with a little honey and drink it as a tea. Apple cider vinegar is also great as a salad dressing when mixed with flaxseed oil and honey. It’s important to buy an apple cider vinegar that is organic and unfiltered so that all of its nutritional value is in tact.

RIO TINTO, HUELVA Rising out of the midst of the surrounding greenery, the giant opencast mines of Rio Tinto a ninety minute drive into Spain - creates a surreal, almost lunar landscape.
T
he removal of layer upon layer of soil and rock, in the search for iron ore, copper, silver and a host of other mineral ores, has tinted this part of the world in hues of dusty pink, brown, yellow, red and grey. The Minas de Rio Tinto, according to myth, are the fabled mines of King Solomon with a section of the area still known as Cerro Salomรณn. Tales of the Iberian Peninsula's mineral wealth drew Phoenician merchants to its shores, followed by a succession of Greek, Carthaginian and Roman invasions. The Rio Tinto mines were worked so intensively by the Romans

they were among the most prized rewards in Iberia. The mines were rediscovered in 1556 but it was not until 1724 the mines were reopened. Rio Tinto is, however, more than an isolated cavity on the earth's surface. Its growth has consumed not only mountains and valleys but even entire villages, whose populations had to be resettled in specially built towns nearby. The Rio Tinto river which flows through the region has become a landscape within a landscape. The unearthed minerals give the soil and waters of the region shades of blue, green, yellow, red, brown and it is not unusual to see bright orange or green streams trickling past. Even as
far as Niebla, roughly fifty kilometres to the south-east, the waters of the Rio Tinto still flow past the town's ancient fortified walls in an eerie trickle of bloodred. The mines were bought at auction in 1873 by a British syndicate led by the Hugh Matheson company. The bid specified that Spain permanently relinquish any right to claim royalties on the mine's production. At the end of the 1880s, control of the company was passed to the Rothschild family who greatly increased the scale of its mining operations. The constructing of a railway to the coast at Huelva followed as Rio Tinto became one of the most important sources of copper and sulphur

in the world. Mining carried on non-stop except on Queen Victoria’s birthday, the only day of the year when production ceased. The company created a purpose-built village for British employees known as the 'colonia inglesa', the British style houses, neatly trimmed gardens, tennis lawns and social club of Bella Vista can still be visited. This 'British' village in the middle of the Andalusian countryside also features a Presbyterian Church. The football pitch and golf course were among the first on the European continent, and the half-timbered bungalows built for company employees at Punta Umbria, on the Huelva coast, are the forerunners of the modern Costas. thirty years ago a demonstration by the local people against the bad air caused by the mineral productions saw troops marching from Malaga who then opened fire on the demonstrators resulting in a large number of fatalities. Local poet and writer Juan Cobos Wilkins's bestselling novel El Corazon de la Tierra (The Heart of the Earth), based on the story of a popular uprising at the mines in 1888, was made into an Anglo-Spanish film and released ten years ago. The "Parque Minero Riotinto" was created in 1992 and comprises a museum, a typical Victorian mining engineers house, a guided visit to the mines, and a train ride on the mining railway alongside the river. A visit to the
Mining Park provides a complete overview of how mining transformed this region. A trip on the mine's old commercial line in a refurbished mine train is highly recommended. The diesel train covers 22kms but if you visit on the first Sunday of the month between November and April, the train is pulled by an original steam locomotive but only covers an 11kms circuit. The engine, which dates from 1875, is the oldest working steam engine in Spain. It is recommended that you pre-book if you want to enjoy this fascinating steam experience. Silky-coated dogs such as Afghan Hounds, Cockers and Maltese also need constant brushing to keep tangles from forming and with the double-coated dogs they need to be worked in small sections at a time to achieve a glossy finished look. irstly we would like to wish all readers a very Happy New Year. With the arrival of 2019, it appears as if the hot topic of conversation is yet again Brexit. At the time of writing this article, Prime Minister Theresa May has just won a vote of confidence within the Conservative party but the much talked about Parliamentary vote on the controversial Brexit deal has yet to take place. Unfortunately, it has become evident that Theresa May’s Conservative government has proven to be incapable of favourable bargaining the UK´s withdrawal as they are in a position of weakness - the interests of one country pitted against those of a union of 27. After 30 months and multiple negotiations, instead of improving its relationship with the EU, we have a withdrawal deal that looks likely not to be passed by Parliament. Whether the final outcome in this incredibly complicated saga is a soft Brexit or a hard Brexit, the question we are continuously being asked by property buyers and vendors alike; is what impact is Brexit having on the Portuguese property market? The truth is it is impossible to predict but the biggest problem we are continually being faced with is the uncertainty of it all. Whatever the outcome, once it takes hold, confidence will grow as buyers and vendors can take decisions based on fact rather than speculation. There have been some voices of concern about expats living in Portugal suddenly being left adrift when the UK crashes out, and being made to return home. While technically this isn’t impossible, it is extremely unlikely. Close relations between the two countries are older than the Magna Carta. In school from an early age, Portuguese children learn that in the 12th century many of the crusaders who helped the country gain independence from Castile and Leon

Property were English. The alliance between the two countries was formalised in 1386 in the Treaty of Windsor and reaffirmed in 1661. The alliance is still valid today and is commonly considered the oldest in the world. There are approximately 200,000 Portuguese nationals living in the UK and roughly 50,000 British living in Portugal, and whilst being an old friend doesn’t necessarily guarantee co-operation in light of a hard Brexit, common sense should dictate that reciprocated agreements can be implemented quickly and smoothly. Of course there are additional steps that can be taken in order to protect expats in light of Brexit and there are numerous companies that can offer good advice on the various options such as Blevins Franks www. blevinsfranks.com. It is important to point out that many British happily own homes and second residences in numerous non EU countries such as the USA, Turkey, Switzerland, South Africa, Barbados, Jamaica, etc. In terms of the effect that Brexit will have on the property market in the immediate aftermath, demand may be slightly subdued in some areas in the short-term, but this will simply offer opportunity to buy. With fewer buyers around, there’s less competition and more scope to negotiate on price. Whilst the complexities and uncertainties surrounding Brexit are perceived as the main issue to tackle for the expat
community when deciding to buy or sell a Portuguese property, the currencies are playing a far more important role than many give credence to. Currency fluctuations are nothing new and by definition they go up and down. Holding out to buy a property or sell a property when the exchange rate is working in your favour isn’t an exact science. While Brexit has undoubtedly weakened the pound, property prices outside the non-exclusive resorts in the Algarve still remain good value compared to other popular holiday destinations within Europe. The pull of the Algarve as a destination to live is still as strong as ever and those in a position to able to buy should be encouraged to take the plunge. Even within the shadow of Brexit, 2018 has been another good year with a high volume of sales across all price ranges. Buying a good value new house or holiday home in the Algarve in 2019 will still be possible, but it is important that buyers do not pay over inflated prices on property. As a buyer always seek the advice and expertise of a local and long established real estate agent otherwise you could be the one that pays well over market value for a property. There have definitely been times when property choices were greater and prices were lower but if you are selective about the property agency you use and the opportunities

E
arly December brought a great festive atmosphere outside the entrance to the old market in Loulé. Giant Santas stood either side of the main entrance as well as a charismatic crowd of Harley Davidson owners, fans and visitors all absorbed in the band performing for everyone at the start of the Harley owners Christmas Party. The live band performed rock and roll for a few hours getting the party well under way and were surrounded by the lively crowd and a thrilling sound of various comings and goings of the Harley Davidson motorcycles. The electric atmosphere was coupled with around thirty Harley Davison bikes from new to old and all quite stunning in their own right. The group meets every Saturday at the entrance to the old market with organizer Palhó Madeira. The charismatic Palhó, has organized events and regular meetings for the group for 25 years and the group are from all around Europe as well as Loule. They welcome visitors every Saturday with any level of interest in the magnificent machines, from pre war to the contemporary the iconic bikes all left together for their Christmas lunch at a local restaurant. W
hether you plan on "borrowing ideas" or plan on creating your own landscaping design, you should have at the very least a basic understanding of the principles of landscape design. This doesn't mean that you have to apply every principle to every part of your plan. But just having an understanding of these principles will help you generate ideas and increase your creativity. Great landscaping lies in the eyes of its creator. So, while the principles of landscape design are great guidelines to follow, don't feel like they're the "have to rules" of landscaping. Abstract and creativity are allowed. The Principles of Landscape Design Unity should be one of your main goals in your design. It may be better understood and applied as consistency and repetition. Repetition creates unity by repeating alike elements like plants, plant groups, or decor throughout the landscape. Consistency creates unity in the sense that some or all of the different elements of the landscape fit together to create a whole. Unity can be achieved by the consistency of character

of elements in the design. By character, I mean the height, size, texture, color schemes, etc. of different elements. A good example would be in the use of landscaping rocks and accent boulders. If you've ever seen a landscape design that had one large white round boulder here and another large red square granite boulder there and so on, then you've seen that unity wasn't created by this particular element. This is just one example but the principle applies to all other elements such as groups of plants and materials. A simple way to create unity in your landscape is by creating themes. And one of the simplest ways to create themes is by using a little garden decor. Creating a theme garden is easier when it's related to something you're interested in or have a passion for. If you're into butterflies for instance, you could create a theme using plants that attract butterflies as well as using statues, ornaments, and other decor that are related to butterflies. Unity should be expressed through at least one element in your landscape and preferably more. Using elements to express a main idea through consistent style and a specific theme is what creates harmony.

Simplicity is actually one of the principles in design and art. It's one of the best guidelines you can follow as a beginner or do it yourselfer. Just keep things simple to begin with. You can do more later. Simplicity in planting, for instance, would be to pick two or three colors and repeat them throughout the garden or landscape. Keeping decor to a minimum and within a specific theme as well as keeping hard landscapes such as boulders consistent is also practicing simplicity. Balance in design is just as the word implies. A sense of equality. There are basically two types of balance in landscape design. Symmetrical and Asymmetrical. Symmetrical balance is where there are more or less equally spaced matching elements of the garden design. With a garden equally divided, both sides could share all or part of the same shape, form, plant height, plant groupings, colors, bed shapes, theme, etc. You may remember creating something like this when you were a kid in art class at school. Where you take a piece of paper, splash paint on it, fold it in half, unfold it, and then it magically creates an interesting symmetrical design. So

symmetrical balance or design is somewhat of, a mirror image or reflection. Asymmetrical balance on the other hand is one of the principles of landscape design that's a little more complex. While textures, forms, colors, etc. may remain constant to create some unity, shapes and hard landscapes may be more random. This form of balance often has separate or different themes with each having an equal but different type of attraction. Asymmetrical may be better understood as actually being unbalanced, abstract, or free form while still creating unity and balance through the repetition of some elements. A good example of this would be where bed shapes or paths differ on both sides of the landscape dividing line while still sharing some of the same elements and plants. One side could be curved with a sense of flow while the other side is straight, direct, hard, and completely opposite. Again, unity and balance will be created through other elements. Contrast can be very interesting and this type of form can create a neat contrast. Flowing lines are pleasing to the eye but the

bold contrast of a curve combined with a straight line can be very interesting. Asymmetrical balance isn't dependant on the shape of your garden. It can be but generally it's not. An example might be where one side of the garden is mostly large shade trees while the other side is predominately a lower growing flower garden or even a mix of both examples. Like I stated earlier, the landscaping can be abstract while still maintaining unity through other elements such as rocks, plants, and decor. Contrast and harmony can also be achieved using plants. Fine foliage verses coarser foliage, round leaves verses spiked leaves as well as color compliments and contrasts. Plant height, color, and texture may be varied from one area to the next but each area should stay consistent within its own theme. You'll hear me talk about "themes" a lot. Many successful doit-yourself designs follow a basic theme to achieve most of the principles of landscape design described on this page. The proper use of plants or garden decor or a mix of both is a simple way to achieve themes. Colour adds the dimension of real life and interest to the landscape. Bright colours like reds, yellows and oranges seem to advance toward you and can actually make an object seem closer to you. Cool colours like greens, blues, and pastels seem to move away from you and can make an object seem farther from you. Grays, blacks, and whites are considered neutral colours and are best used in the background with bright colours in the foreground. However, to increase depth in a landscape, you can use

dark and coarse textured plants in the foreground and use fine textured and light coloured plants in the background. Colours can also be used to direct your attention to a specific area of the garden. A bright display among cooler colours would naturally catch the eye. Natural transition can be applied to avoid radical or abrupt changes in your landscape design. Transition is basically gradual change. It can best be illustrated in terms of plant height or color but can also be applied to all elements in the landscape including but not limited to textures, foliage shape or size, and the size and shape of different elements. In other words, transition can be achieved
by the gradual, ascending or descending, arrangement of different elements with varying textures, forms, colors, or sizes. An example of a good transition would be a stair step effect from large trees to medium trees to shrubs to bedding plants. This example is where a little knowledge of proper plant selection would come in handy. Transition is one of the principles of landscape design that can be used to "create illusions" in the landscape. For example a transition from taller to shorter plants can give a sense of depth and distance (like in a painting), making the garden seem larger than it really is. A transition from shorter to taller plants could be used to frame a focal point to make it stand out and seem closer than it really is. Line is of the more structural principles of landscape design. It can mostly be related to the way beds, walkways, and entryways move and flow. Straight lines are forceful and direct while curvy lines have a more natural, gentle, flowing effect. Proportion simply refers to the size of elements in relation to each other. Of all the principles of landscape design, this one is quite obvious but still requires a little thought and planning. Most of the elements in landscape design can be intentionally planned to meet the proper proportions. For instance if you are creating a small courtyard garden, an enormous seven foot garden statue placed in the center would be way out of proportion and a little tacky to say the least. Or a small four foot waterfall and pond placed in the center of a large open yard would get lost in the expanse. Don't misunderstand this to mean that if you have a large yard you can't have smaller features or garden decor. Proportion is relative and elements can be scaled to fit by creating different rooms in the garden. The goal is to create a pleasing relationship among the three dimensions of length, breadth, and depth or height. Also, special consideration and study should be given to proper plant selection to avoid using plants that are out of proportion. Just remember it is your garden and your inspiration should come through in the design, but remember the basics and everything should work out fine.

IRS: five dates you need to put in your diary for 2019
T
his year, before you submit your IRS for the year 2018, you need to perform some tasks as per the new habits acquired in the previous years: validating invoices, registering them, and appending information are examples of procedures that have become part of the routine of any taxpayer. Your role is important in determining your IRS deductions, therefore, check the tax calendar, to make sure you don’t lose any deduction or pay any fines. February 25th Each taxpayer has until the 15th of February to query, report and verify invoices. To do this, you should access the e-Factura portal and access to your personal page, where you should verify that all your invoices have been properly communicated. If you find any failure, or any invoice is not recorded, you can add these invoices to your file. It’s also important to check in which category your invoices are recorded. Please note that it’s necessary to move your invoices into the appropriate section (ie health, education, etc) otherwise the deduction will not be accepted. These procedures need to be performed for each household expenditure holder, including dependents. March 31st Between the 1st and 31st of March, you need to check your page and if
you feel the information is not correct, you can contest the calculations made by the Tax Authorities. In other words, your tax deductions will be summarized here, under family general expenses, healthcare expenses, training and education expenses, charges with property for permanent residence, invoices VAT and costs with foster homes; if your total invoices is not consistent with the totals shown in the portal, you have this two-week window to contest it. Please note that it’s necessary to check this for each holder. From April 1 to June 30th This year you can submit your IRS tax declaration for 2018, from the 1st of April, until the end of June. This means that all declarations can be submitted during these three months, irrespective of your income category (employment income, pension income, self-employment income, rentals, etc.) Please note that Non-Habitual Residents, even if they’re income is only pensions, and tax exempt, still need to submit the yearly tax return in Portugal. July 31st If you have tax to receive, the settlement must be made by 31st of July. This is the deadline for the Tax Authorities to refund you. August, 31st If, however, you have to pay tax, you

should make the payment no later than the last day of August, providing you have delivered the tax return within the time limits. If the tax return was submitted after the deadline, payment may be made until 31st of December (fines and interest will apply). Last but not least, please remember that if you do not deliver your IRS on time, or if you fail to meet some of the deadlines above you may lose some or all your tax deductions. Late delivery of your IRS may also cancel your IMI (Council Tax) exemption. There are many other alterations that may affect your IRS and it may come as a surprise that filing a correct tax return in Portugal can save you money. Submitting a tax declaration does not necessarily mean that you pay tax but may avoid you paying fines for noncompliance and offer you peace of mind. And please remember that irrespective of your tax residency, if you have earned income from Portuguese source you need to submit the IRS tax return. No Tax Is Ever Popular, But This One Attracts Particular Venom.
omiciles and inheritance tax are routinely seen as an atrocious snare by the government that stops people from disposing of their wealth as they see fit. Over the last year more than £5 billion was collected from the inheritance tax alone. For expatriates, your local inheritance tax can be even trickier to understand in regards to your position in line with the UK’s Inheritance Tax, but with rates of 40% and above it pays to understand your situation and options. Even if you have been living abroad for many years, it is still highly likely you are considered to be UK–domiciled, which brings you into the battlefront of inheritance tax. The UK Inheritance Tax Department will stick their jagged little fingernails into anything that could suggest you have intentions to return to the UK. Take for example the famous legal case of Richard Burton, the silver screen celebrity of the 50s ,60s and 70s. Born in Wales but he lived for many years in the USA before moving to Switzerland, where he finally ended his days. Hearing of Richard Burton’s death, the UK tax authorities wasted little time and made an inheritance claim on the grounds that Burton had never been able to relinquish his UK domicile. It is important to point out that Burton didn’t own any assets or derive any income from the UK and thought he’d be able to legitimately avoid UK inheritance tax by dying in Switzerland. However, many years previously, Burton had bought burial plots for himself and his ex-wife in Pontrhydyfen, Wales. This enabled the UK taxman to claim that Burton had always intended to return to the UK and was therefore deemed UKdomiciled. It is likely that his defence lawyer would have argued that this return would have only been after his death but the UK Revenue won the case and £2.4m had to be paid to the Exchequer. While it isn’t impossible to adopt a domicile in a country of your choice, you will have to eliminate all ties with the UK; domicile law is extremely sticky and

complex. Everyone is born with a domicile; this is usually related to your country of birth. However, there are exceptions and contestable situations, such as an individual born in the UK to nonBritish parents. It is possible to lose this domicile of birth if you qualify for domicile elsewhere. Essentially, you would need to disinvest yourself of all UK based assets, property and financial interests. Thereafter you would establish yourself as a permanent resident in the country you are living in and intend to see out your days. The qualifying period is generally based on not contributing to the UK tax system for 3 consecutive tax years immediately before death and not being a UK resident for 17 of the previous 20 years. Further complications arise for expats when they have assets based in the UK, or outside of the country they reside in. It is important to note that UK pensions held by someone who dies before reaching age 75 are free of inheritance tax; after that date, they do become taxable to their beneficiaries in the form of income tax. Rates vary from 45% to 55% depending on how benefits are taken and the tax position of the beneficiary. The next complication comes when we are dealing with different principles of taxation. Most European countries apply Napoleonic laws of ‘succession’. In a nutshell, this means succession taxes are borne by the beneficiary after the distribution is made. UK Inheritance Tax Legislation is based on Anglo-Saxon laws where tax is paid by the estate prior to distribution. Conflicting situations such as these are commonplace in the international arena, making planning difficult and legislation open to question. Beneficiaries might move to a new country after a plan has been put in place, thus rendering the strategy ineffective. Even with what may appear to be the most effective strategy at any given point in time, your domicile and how it affects inheritance tax and succession planning is a changing landscape. Governments
change legislation, individual’s circumstances are fluid and conflicts can arise between different country tax codes. The first step towards optimizing your plan is, of course, to speak to a financial adviser. We at deVere Portugal are happy to help and offer a free consultation. One thing you'll discover as you create more quilts is that fabrics needn't 'match' but at first, working within a controlled colour palette can get you off to an easy start, and fabric manufacturers offer a few helpful methods to simplify search and selection. Find Colour Ideas in Fabric Selvages Find a multicoloured fabric you love, and if you're at a fabric store or quilt shop, take a look at its selvage edges. Selvages are the tightly bound edges that run along the fabric's lengthwise grain, and they often provide useful information. See all of those little dots stamped on selvages in the photo? They're the colours used within each fabric. The dots help you compare and select fabrics, especially when you browse fabrics that weren't all produced by the same manufacturer. Selvages often include other details, too, such as the name of the textile company, the fabric designer, and the name of the design group. Those details might help you locate fabric later. Pin a trimmed selvage to leftover yardage rather than tossing the edge into the trash. Selvage edges aren't typically included in our patchwork, but some quilters have made stunning quilts by collecting interesting selvage edges and sewing them together. Choose Quilting Fabrics from a Coordinated Group Many quilting fabrics are produced in coordinating groups, and most

manufacturers also provide 'blender,' fabrics that are often tone on tones in a wide range of colours that work with their own fabrics and fabrics from other manufacturers. Coordinated fabrics can be a good starting point for a quilt, but keep a few things in mind when making selections. * Does the collection offer a variety of print scales? How will the print scales work with the size of patches in your pattern? Large, multi-colour prints may look very different from patch-to-patch when cut into small pieces. * Does the collection include contrasting fabrics, or do they all blend together? It's sometimes necessary to pull in one or more light or dark fabrics to improve contrast when working with a collection. * Manufacturers sell collections in precut bundles, too, but you may still encounter issues with print size and low contrast. * Quilt shops sometimes bundle or arrange fabrics in groups they feel work nicely when combined. Quilt shop staff members are always happy to offer suggestions. * It's a little more difficult to see true colours when ordering online. Talk to a customer service representative if you have questions. More Fabric Advice for Beginning Quilters * All fabric is an investment. Buy 100-percent quilting cottons of good quality. You'll spend lots of time making a quilt and you want the finished piece to be durable. Poor quality fabrics will shorten the life of your projects. * Your first inclination might be to purchase lots of fabrics in your favourite colours. There's nothing wrong with focusing on your favourites but try not to narrow your selections so much that other colours are missing from your collection. * Be careful not to focus entirely on a
specific type of fabric, such as florals. Include many styles if you want to diversify your stash. * Be sure to pick up fabrics of all colour values, from deeply coloured cottons to the very lightest shades. When used together the differences will add definition to the design elements in your quilts. * Consider colour warmth, too. Choose a range of colours from cool to hot (covered here in previous articles). * Buy plenty of tone-on-tone fabrics — fabrics that appear to be solid from a distance, but are actually subtle prints in different shades or values of the same colour. Tone-on-tone fabrics are wonderful replacements for solids, since they add both colour and visual texture. * Try to include all sorts of shapes in your printed quilting fabrics, from angular geometrics to circles and arcs. * Buy prints of varying scales, from teeny-tiny upwards. * Examine your stash periodically. Ask yourself what's missing? List gaps in your coverage and try to find fill-ins each time you shop. Update your list as needed. * Branch out. Buy colours you don't necessarily like — at some point you will need them, even if only in small amounts. Which Quilt Pattern Should I Choose First? Beginning quilters are usually happiest with their first quilts when they choose patterns that are easy to sew. If you aren't comfortable when selection quilting fabrics, keep it simple by choosing a pattern that doesn't require lots of different fabrics. Sometimes quilters don't like their first quilts, and that usually occurs because they are aware of every little 'mistake.' Don't obsess over mechanical perfection. Have fun and sew with love... that's true perfection.

Chris Wright welcomed everyone and presented commemorative embroidered polo shirts as inaugural members of 'Club 50:80', to the two actively involved Over 80s - Gordon Linford (referee) and David Trueman (player). Jeff Denman, Roy McCrudden and Paul Shawe were presented with symbolic tokens in appreciation of their efforts in collecting subs and maintenance of balls and kit. As well as the presentation of the prestigious Zimmer Awards the gathering were entertained to a hilarious ‘Hall of Fame’ routine delivered by George Allen and Jonathan Syed. The evening concluded with Mike DJ Bristow providing a musical extravaganza to help the more athletic members dance the night away. tournaments and playing golf. Viv, what was your motivation behind writing the book? Viv: My friends and family and their enthusiasm for my food. They were forever asking me for my recipes or telling me to make a record of the dishes that I produced because basically everything I devised was off the top of my head, with a pinch of this and a dash of that. I never really knew exactly what I put into a dish, so I started keeping notes. I’m not a Chef but I can Cook isn’t just an ordinary cookbook. I believe people can relate to it. It’s not just “here are the ingredients and here’s the method of how to put the dish together”. This book goes behind the scenes – to where and how the recipes came about – the passion, the love and the joy of cooking them. Each recipe has a heart and a soul that’s has a history of being handed down the family generations. Also, if you want to add something special to make the recipe your own – go ahead. There are no rules, no parameters. Likewise, if a recipe contains something you don’t enjoy, like coriander, for example, substitute it with parsley. None of the recipes are black and white. Have fun and be adventurous. How long did it take you to produce it? Viv: Around two years. And how do you feel now that it’s finished? Viv: Terribly excited and very relieved
that I managed to pull it off. I must admit that half way through I started doubting that I would finish it. There just seemed to be so many recipes that I still needed and I didn’t know if I had the energy to find them. But I’d chirped a lot about writing the book and being the next best author to everyone, so I couldn’t stop and end up with egg on my face. Anyway, it’s not my nature to give up. I know many people who have wonderful ideas but no notion of how to make that concept work. Determination is the difference between success and failure. Blood, sweat and tears. But this was more a project of love. What do you enjoy about cooking? Avril (jokingly): It gives him something to do so he doesn’t argue with me. Viv: It’s my relaxation time and a good excuse to drink wine. Also, the satisfaction if it’s right and the pleasure it gives my friends is amazing. Avril, some authors become notoriously crotchety when working on a project; what was Viv like as a budding author? Avril: Surprisingly fabulous. I had a live-in chef that was wonderful, but it also gave Viv something to concentrate on once he’d retired, which can be quite a fraught time. It was fun styling the photographs and great being the taster – however, I always felt I had to compliment his food, because if I said otherwise, he’d almost be shocked that I would dare criticise it (laughs). But it was fun.

Viv: Prior to selling my business, I was dabbling in making notes. Then I officially retired on a Friday, the last day in June. The next morning I woke up, made a cup of coffee and walked out onto my terrace and thought “now what am I going to do”? So I started cooking in earnest, writing down recipes, measuring things – sometimes I forgot to measure ingredients, so had to go back and redo the dish – taking photographs and so forth. The project took on a whole new reality then. What is your next project? Viv: I am already half way through writing and photographing my next book that focusses on spicy, hot food. The idea stems from our new company – chilliboy. com – that manufactures a range of peri peri condiments. The motivation is to teach people that chilli food that’s prepared correctly can be really tasty, not just hot and disastrous and burn your mouth to bits. Have you had any disasters in the kitchen?

Viv: Yes, but I don’t like to remember them! Avril: Actually, he nearly “killed” his poor brother Glenn once. A bottle of Chilli Boy chilli oil had been inadvertently left out in the sun and lost its red colour and looked like an olive oil. As it’s packaged in the same bottle as our olive oil, Agi, our housekeeper, put it away with the other olive oils. Glenn was visiting from South Africa and Viv decided to make an oxtail, using the oil quite liberally. The dish was incredibly hot, and although Glenn cannot tolerate hot food, he soldiered on, resulting in a serious bout of stomach cramps that night. We really couldn’t work out why the oxtail was hot. Viv loves hot food so had given his serving an extra dash of Piri Piri oil before even tasting it, making it almost inedible. The mystery was finally solved the next day when I made a beautiful salad and dressed it in what I thought was a lovely fresh olive oil and balsamic vinegar. We had to throw it out. Just a tad too much hot stuff!
he Chilliboy Charity golf challenge is in aid of the Pawsitive Dogs Algarve project started by dog behaviourist and assistance dog trainer, Karin Holmström Forster in conjunction with ACAI - Alertalegria Associacâo de Cães de Assistência Internacional; www.caesassistenciainternacional.com Karin and two dogs began their training in August 2017 in Devon, England, with Alan Brooks, one of the most experienced British guide dog trainers, with several articles and books edited, and a former Guide Dog UK regional manager. During her stay in England Karin had the opportunity to witness the difference in the integration of the visually impaired in Portugal and in the UK. Every day Karin saw 3 to 4 visually impaired people in their daily routines with the support of their white stick, guide dogs or human guides. Karin explains that “towns have audible crossings and crossings with texture to help a blind to feel with his feet where he should cross the road" and also adds that the government "supports the medical expenses as well as help with equipment for the blind to be able to live as normal as a visually able" and summarizes that “being blind does not mean staying at home”. With the skills and experience acquired in her training with Alan Brooks, Pawsitive Dogs Algarve has now started the Pawsitive Guide Dog Training Program in the Algarve region in conjunction with ACAI. Pawsitive Dogs train the dogs and ACAI register them for the Portuguese users. In Karin’s words “having worked all my life with people in health and rehabilitation, then lately dogs and their owners, I feel the way I can best give back to society is giving independence and a friend to someone who otherwise may never be able to leave home on her or his own”. Karin intends to train 6 to 8 dogs each year, and in order to do so she seeks partners who can support Pawsitive Dogs Algarve and help make a unique project in the region become a reality. A project with a huge impact on the lives of many visually impaired people in the region and in southern Portugal. A puppy's first year excluding purchase, including training, food, tests etc is expected to be 5000euros. The actual guide-dog training starts when they are around 1 year depending on their maturity. Before then they will learn not only good behaviour but skills, assistance and medical alerts e.g. retrieving objects, open a zip and take off shoes and socks and they already do scent recognition and target training. Total cost of a Guide Dog in Portugal is 17,500euros, but we look to raise 9,625euros for one guide dog. Combination dogs, need more training and more skills their total cost is of course higher we need to raise 14,625euros for them each to cover all expenses.
