“I’m not eligible for the non-habitual resident regime. Can I still make Portugal a tax-efficient country for me?” Talk to the people who know.

Portugal is a very tax-efficient place to live in – more so than many other European countries – if you have an in-depth understanding of the tax regime, and this does not change with Brexit. There are many tax benefits even if you do not have non-habitual resident status.

Uber expands to cover the entire Algarve

T

he head of transport company, Uber, announced today that from Wednesday July 3rd the geographical coverage of the service will be expanded across the entire Algarve region. Uber operates a full service in Lisbon and Oporto and has been running a service in the Algarve since last summer, covering the busy tourism areas of Faro, Vilamoura and Albufeira. Uber is expecting a 700%-800% increase in booking requests as it goes Algarve-wide from Sagres to Vila Real de Santo António. "People are moving to all parts of the Algarve, which is why we are going to make our presence in the region more solid and more convenient," commented Rui Bento, general director

of Uber in Portugal. Users can opt for inexpensive uberX, or uberXL which s u p p l i e s vehicles that take up to six passengers. As this service is aimed at tourists, a new guide is available as a app which shows beaches and sites of interest, a pilot project which later may be expanded to cover other Portuguese areas. In 2016, more than 750,000 tourists used Uber to travel in Portugal with the app being downloaded a million times with Uber currently supplying 3,000 thousand drivers and cars.

As for the legality, the game continues with Uber continuing to operate while the government scrapes together legislation that will enable Uber to operate alongside the traditional taxi industry whose drivers are under pressure from the cheaper and more convenient upstart. The bill remains stuck in the parliamentary process despite some clarity desperately being needed.

Health

When the mouth is silent, the body speaks.

S

Somatization

ometimes we can not find words to express our pain, and that causes significant changes in our body. We can not explain exactly what is happening to us for others to understand. This inability to make our words coincide with our emotions is known in the field of psychology as alexithymia. Usually this failure is due to a non-existent or deficient family communication system, in fact most of the socalled psychosomatic illnesses are the result of unmet human needs such as listening, empathy and love. To somatize is to turn an emotional pain into a physical pain through the inability to deal with the emotional problem. The physical problem in these cases must be understood and treated as having its origin in a psychological problem that plays an important role: that of communicating to the body what our mind wants to express, but which our voice is not capable of reproducing. The psychological origin and the actual physical symptoms. A psychosomatic disorder has a psychological origin and can manifest itself in real physical symptoms. There are symptoms that hurt, disturb and interfere directly in the life and development of the person. It is not surprising that in mood disorders such as depression, vegetative states, a change in sleep pattern, and many somatic complaints (if it is somatizing the problem). There are several types of depression, some patients adopt an aggressive attitude while others adopt a passive attitude, for example. In both cases, the patient does not speak what he feels or does

8

not communicate properly, and this ends up becoming a psychological disease. Somatization is the price paid for being strong all the time. When we do not communicate, we implicitly assume that we will not be heard, that we do not rely on social strategies to make us understand or that we will be directly rejected. In a world where we are told that being strong is the quality of gold, no one wants to carry iron bars on their feet. Many people do not express their pain because they can not find words for it, or simply because they have been taught that if they speak what they feel they will be very "exposed". This is not only the fault of parents or guardians, but of society in general. We are taught about all sorts of subjects, but nothing about the importance of knowing ourselves emotionally. Suddenly, one day we feel paralyzed. We ask ourselves: where does so much pain come from and why does my body not give clear reasons to explain it? Because the reasons are in the mind, but anesthetized. The result of this idea is very clear: we avoid expressing how we feel and when we perceive, we can not explain why we are feeling bad. We have a retrograde amnesia that prevents us from reaching the root of the problem, why it hurts so much and where it came from. But there is treatment for patients who somatize: the person suffering from a somatization disorder needs medical and psychological assistance. On some occasions people are accused of exagerating or pretending, when in fact, it has nothing to do with it. Unlike a hypochondriac, the person who somatizes is not convinced that he has an illness because he can

not understand what is happening to him. It is almost certain that this patient amplifies his symptoms and has an abnormal focus on himself. For example, a person with high levels of neuroticism may want to have excessive evidence of their symptoms. Therefore, this person may be so focused on their symptoms that they develop an anxiety that consumes them, but the symptoms are there, they are real: headaches, gastrointestinal diseases, chronic persistent fatigue, etc. The patient should be treated holistically, taking into account the psychological characteristics that influence his physical symptoms and evaluating how these physical symptoms aggravate the psychological picture. In many cases, when a psychosomatic illness is not treated properly, it can become chronic, triggering a logical and terrible consequence for the patient. The disease, when chronic, causes avoidance of any social activity that changes routine, believing that this will prevent malaise or that symptoms will be more controlled in a daily routine. Gradually, the patient leaves their life aside. Psychosomatic diseases are real and require a specific treatment adapted to the characteristics of the patient. Once discarded the organic pathologies, professionals should help to understand what the body is meaning, because the mouth silences without giving reason to any specific cause. Spectacular With its beach running from the Guadiana river, stunning views of Spain, Historic castle and unique charm, Alcoutim is a wonderful place to visit!

A

lcoutim is a pretty village on the banks of the Guadiana river, about 40km north of Vila Real de Santo AntĂłnio. As long ago as 2,500BC the region around Alcoutim attracted people because of the deposits of copper, iron and manganese and in Roman times a number of mines were established. The ores were smelted locally and then shipped down the Guadiana to the Mediterranean. Alcoutim became quite an important settlement as it is

10

here that the river becomes tidal and the ships often had to wait for hours for the tides. The remains of a 14th century castle can be seen on the hillside overlooking Alcoutim and now houses a small archaeoligical museum. Similar castle remains can be seen on the hill on the Spanish side of the river, overlooking the village of SĂŁo Lucas do Guadiana. They are visible reminders of the times when Portugal and Castile were at war with each other, and it was in the middle of the river opposite Alcoutim that Kings

Henrique and Fernando I signed a peace treaty. Alcoutim is a hillside town of cobbled streets, small squares and a paved promenade along the river front which is overlooked by a handful of cafes and restaurants. The river is quite narrow at this point and various sailing boats and river craft float gently on the waters, with a backdrop of rolling, green hills. The church near the river front originates from the 16th century, but has been re-built on a number of occasions. Over the porch are the arms of the Marquises of Vila Real and Counts of

Alcoutim. Even if you are not staying in Alcoutim it really is worth driving there, not only to see the town itself, but also to enjoy the unspoilt countryside that you pass through. If you follow the EN122 north from Castro Marim, the first small detour is to the left on the 1132 to the Barragem do Beliche (dam). Go back to the EN122 and continue north until a right turn to Foz de Odeleite (on the 1063). This is where the Ribeira (brook) de Odeleite joins the Guadiana river, the surrounding area is rich in wild flowers and there

are a few houses interspersed with vegetable gardens and fruit trees dotted along the roadside. There are a few moorings along the banks of the river as it gently meanders through the countryside with the rounded, green hills in the background. It is so peaceful and a wonderful area to walk in, and is quite unlike the Algarve that most people know. Carry on through Ă lamo to Laranjeiras and Montinho das Laranjeiras (where the remains of a Roman villa have been uncovered) and finally to Alcoutim. Alcoutim is in a beautiful setting - sitting on the bank of the Guadiana River with rolling, green hills as a backdrop. In the springtime the countryside is full of wild flowers of all colours - a perfect time for long walks. It is so different

12

from the south coast beach resorts and yet only about half an hour's drive away. There are lots of places to explore around Alcoutim a journey along the N124 takes you to Pereiro and Martinlongo, or head northwards on the N122 to the southern Alentejo and the picturesque town of MĂŠrtola (approximately 30km from Alcoutim). It is a quiet riverside town in the Parque Natural do Vale do Guadiana with ruins of a 13th century castle and a church converted from a mosque in the 12th century. South of Alcoutim is the historically important town of Castro Marim - the ruins of it's Moorish castle and 17th century fort were built to defend the Algarve border with Spain and to protect shipping using the Guadiana River.

PROPERTY PROFILE Alcoutim & the Guadiana River – hidden gems by Stewart Smith, Togofor-Homes, Tavira Office

The castle offers panoramic views over the salt pans, Castro Marim Nature Reserve and Spain across the river. Just a few kilometres south of Castro Marim, Vila Real de Santo AntĂłnio sits at the mouth of the Guadiana and the golden, sandy beaches of the Algarve start and go on and on! This Eastern end of the Algarve, bordering the Guadiana, really hasn't seen much in the way of modern development yet and is a wonderful area to visit if you want something a little bit different. A car is essential to get around, but the roads are good and very quiet and it does give you the opportunity to see so much. ar from the coastline, facing the great Rio Guadiana, Alcoutim has the form of a natural amphitheatre overlooking the river, with its brilliant white houses and rolling green hills as a backdrop. This Eastern end of the Algarve, bordering Spain, really hasn't seen much in the way of modern development yet and is a hidden gem, about half an hour's drive from the coast. With few properties on the market, there was and still is less demand than for the coast. However, this is changing because of interest in the Guadiana River and future projects and economic opportunities from the government and EU funding. Plots and properties are starting to creep onto the market and alternative/rural tourism will be an attractive investment in the coming years. Alcoutim prices are currently approximately 50% cheaper than their equivalent 10 mins inland from Tavira town and until now, construction happens at a slower pace due to the small labour force/ population. Resales are also less frequent as some owners, whilst not resident; retain property in the area because of: family ties, vacations, rentals or retirement. However, there are some super opportunities now available, in and around this stunning area with Togofor-Homes Real Estate Agency. Beluska

W

e met up with Beluska and asked more about her background and also her beautiful work. Where are you from? I'm from Conceição de Tavira. Where have you lived? I lived my childhood in the Algarve, I went to Lisbon for a few years, then to France where I finished my studies and stayed until a year ago. So I have a double culture which is very enriching! What and where have you studied? I studied with trade and business management, I also did a year of Fine Arts at night school and 2 years in a private school of drawing and painting, and I also became part of the Artiste de France at that time with Watercolors, I have always been linked to art. When did you start making jewelry? The jewelry happened by chance and also due to the financial crisis. I have a friend in France who is a jewelery maker of precious and semi-precious stones, I went to her a lot to help her and tried to make my creations in the middle of what she did. But not satisfied because I did not want to do the same thing as her, I saw in a store with wooden balls for sale and I started to paint on them, the first works were basic, then I was inspired to paint a picture of Picasso on a ball! I made some necklaces that I wore

14

It's difficult to believe these stunning pieces of jewelry are all hand painted on wood. What's more is that it's all made here in Tavira and noticed people looking at them a lot! At the time (we were still in the financial crisis) I had very little money. I thought I would make necklaces and bracelets to offer my friends for Christmas, I put some pictures on the internet and I started to receive orders. I was contacted by a Show room in Chiado in Lisbon with great fashion names like Toranja shoes, Carlos Gil. I then created The brand Beluska - a name that also appeared to me in the Algarve as synonymous with Bela, Bonita, Bonitinha, "tas Beluska" etc Describes the process of making your jewelry. The jewels are mostly raw wood that I paint, beginning by drawing l then paint with very fine brushes with the help of glasses and a magnifying glass. Each piece is varnished, and then I do the assembly; Necklace, bracelet, ring, jewelry, handbag... I make jewelry for women and also bracelets or key chains for men, but I don't work only with wood, I adapt to the fashion and work with other materials like wool pompoms and even the carob seeds! What inspires your work? After my first work (Picasso, matrioskas etc) I went looking for the path that inspired me the most, Portuguese tradition. While I was in France and because of my job I met many Portuguese from the North of Portugal especially from the Minho, very happy people and even from the country always making pilgrimages

and showing the French the Portuguese culture, acquires with them the taste for traditional là, the Colors of folk groups, traditions ... So I began to develop my work: Lenço dos namorados: Colourful poems and pictures on a white ball. The filigrees of Viana do Castelo and Povoa de Lanhoso: same drawing in the pearls, or wooden plates the hearts in filigree type. From the 'Cock of Barcelos' comes the heart that I also use. The lace (also drawn in jewels). And something we can not forget about all of Lisbon's sidewalks, and of course our beautiful sidewalks! I also have a lot of work in progress! And that was the first work of tradition: the Azulejos with inspiration from the tiles on the front of houses, in the

tiles of the palaces with angels, etc. From the Algarve comes the sea and the fish. Where can people see and buy your work? Currently in Tavira - Cor de Violeta, na Rua 5 de Outubro n° 23, Tavira In S. Bras de Alportel - in the association J.N.C. Community In France Paris - au Nom de la Femme Clermont Ferrand: - Au 10 et Deco - Les Culottées And I have my website: Https://beluskabijoux.wixsite.com/jewels You can also see my work and contacts. anessa Gonçalves is the proprietor of Baú de Barro the exclusive gift atelier in the centre of the beautiful historic town of Tavira. She opened on the 10th May this year and the name, she explained “Comes from Baú, the treasure chest and Barro, is the clay”. After spending time in Lisbon studying advertising, Vanessa went on to work in graphic design and editing in Vilamoura as well as organising events, a very sressful invironment to work in. In contrast, Vanessa decided to return to Tavira and work on a retreat in the countryside using her planning skills in much more relaxed surroundings. Vanessa's parents own the long

established O Manel restaurant in the centre of town and she decided to return to the center of Tavira to help them with the business. Nowadays she enjoys painting, in particular tiles, and has always wanted to create a space for local artists to display their work. Last year the owner of an impressive 19th century building heard about Vanessa's passion through a friend. The building is full of history and had been the towns old grocery store, housing everything needed in daily life. The orignal cabinets have been lightly restored, but essentially they remain unchanged, as does the whole shop. It is now the home of Baú de Barro.

Baú de Barro, now proudly houses impressive sculptures and art pieces, made from wood, glass, metal and clay all of which are hand made by local artists. They have collaborated to form an abundance of gifts and homeware. Made from local products, the artists work is constantly revolving as they create new pieces, using age old traditional methods. Using very different techniques each of the many artist’s work are completely unique. Annette Ralle creates ceramic fish and Ricardo Lopes, who is considered one of the best artists in Portugal displays his amazing ceramic instruments and speakers, he is from the school of art in Lagos and has won many awards for his work.

18

From delicate small ceramic, colourful intricate glassware and impressive wooden sculptures each of the many artists create individual pieces and some have workshops that can be attended locally to see the artist at work. Vanessa plans to introduce locally farmed organic products in the future and new artists are always been sought. It was a pleasure to meet Vanessa and see the impressive artwork. aving been crowned the champions of Europe in the 2016 UEFA European Championship and now having just won the Eurovision Song Contest in front of a television audience of over 200 million people from around the world, there is a feeling of pride in Portugal. This small, unassuming southern European country is going through a period of making rather a lot of noise on the world stage, something that can only be good for the country many of us are lucky enough to call home. In addition to sporting and singing dominance, the Global Peace Index 2017 recently stated that Portugal was now the third most peaceful country in the world and possibly one of the reasons why we are attracting tourists that had been historically holidaying in more high risk areas. By all accounts the tourism industry is once again bracing itself for unprecedented success this year. Combine this with the government’s efforts of putting its promotional energy into developing out-of-season tourism and it is becoming evident why the confidence levels, according to the Tourist Planning and Development Institute (IPDT), are the highest on record. In the space of a year, over 5000 foreigners have officially registered as ‘new residents’ in the Algarve. It’s an indication of just how popular the region has become, says national tabloid Correio da Manhã - adding that the knock-on effect on the property market, particularly in ‘previously less than fashionable locations’, has been dramatic. As we have been writing about for the last few years the Algarve property market is continuing to improve and six months into this year we can confirm that 2017 has

www.eastalgarvemag.com

Property already shown an increase in sales figures unprecedented in recent years. Contrary to predictions and in spite of Brexit, a snap General Election and an ever weakening pound, the British are still leading the way in property purchasers in the Algarve followed closely by the French, Irish, German, Swiss, Dutch and the Scandinavians. Particularly in light of the current political instability within the Euro zone, international diversity amongst investors and home owners is essential if the property market in the Algarve is going to continue this period of sustained growth. We are currently enjoying that rare period in property sales when the market is moving away from being a buyer´s market towards being more of a vendor´s market, giving much improved balance. During this time it is possible to purchase property that is priced competitively and realistically and due to improved levels of confidence, buyers are making much quicker decisions to purchase. Detached villas are still the preferred type of property

buyers are looking for with apartments and townhouses also improving in popularity. Indeed many properties that have been for sale for lengthy periods of time are now beginning to sell and as a result we do expect more and more properties to come onto the market as vendors take advantage of the improving situation which inevitably leads to more price increases. Of course with an improving market, investors are increasingly looking for renovation projects that will give excellent capital return as well as looking for the much larger development projects – a fascinating area within property industry that we are currently finding to be quite lucrative for our investors. As a result of this our property portfolio is changing rapidly and we are urgently looking for quality new listings or renovation property with good investment potential to sell particularly in the key areas in and around Loule, Vilamoura, Boliqueime, Almancil, Tavira and Carvoeiro. If you are considering investing in the Algarve then we urge you to

browse our daily updated website at www.landandhousesalgarve. com featuring some of the very best properties currently for sale in the Algarve. We understand the importance of being able to offer prospective purchasers a concise yet perfectly matched selection of properties to suit all tastes and budgets. The Dark Side of

A

lthough true-black plants are a rarity in nature, there are many dark purples, browns and greens that come close to black and dark plants which are being introduced at an increasing rate. Most gardens are a sea of green with flowers providing colour and foliage offering contrast with different textures. Mixing in plants with dark-coloured foliage can really make a difference in the landscape or containers. Of course plants with purple leaves make a great contrast with plants with lighter foliage, but dramatic designs can be created with all dark-leaved plants for a very unusual effect. Dark foliage shows up best in full sun; dark plants in the shade tend to disappear, so it is best to limit their use in shady spots. Incorporating woody plants with dark foliage can create a nice backdrop for other plants and flowers you wish to stand out, but can also be used as a focal point to highlight other colours in the garden. Purple foliage combines well with any other coloured foliage, including blue, gold and silver, for even more contrast. Putting a plant with dark purple leaves near another with bright green leaves makes the lighter colour really come alive. Variegated plants are more striking beside darker colours. Flowers with strong, saturated colours tend to enhance purple foliage, and hot colours really make a statement against the dark leaves which balance their shocking shades. Pairing dark foliage with pastel flower colours add a degree of sophistication and elegance. There is an enormous range of plants – including annuals, herbaceous perennials, and trees and shrubs for nearly every growing condition – with plants that offer a change from green. Colours range from nearly true black to bright red, and every shade of purple, maroon, and brown in between. ANNUALS Many types of Amaranthus have dark foliage, including ‘Hopi Red Dye’ and ‘Early Splendour’ among others, but most tend to lean more toward the red than purple range of colours. Purple plant of basil (Ocimum basilicum), such as ‘Opal’ or ‘Purple Ruffles’ have purple to black leaves. It tastes good to. Ornamental pepper (Capsicum annuum) such as ’Black Pearl’ and ‘Purple Flash’ have dark foliage and purpleblack fruits. Pennisetum glaucum ‘Purple Majesty’ is a tall ornamental millet with dark purple leaves that offers vertical interest. Beefsteak plant (Perilla frutescens) is an herb in the mint family with ruffled purple with a peppery-basil smell. It can self-sow prolifically if allowed to flower. There are many varieties of castor bean, with ornamental types selected for different leaf colour and plant height. Canna usually have wide, green leaves, but some plants, such as ‘Tropicanna Black’ and ‘Wyoming’ have solid purple leaves. ‘Black Knight’ has black and green leaves with garnet red flowers. ‘Red Wine’ is a dwarf plant with vivid red flowers with dark-burgundy stems and leaves. ‘Phaison’ has variegated leaves that start out intense

purple but become striped with green, yellow, pink, and red. Some varieties of elephant’s ear (Colocasia esculenta) have dark foliage, such as ‘Black Magic’ with matteblack, two-foot long leaves and ‘Illustris’ with 18inch leaves of grey-black highlighted with lime green veins and edges. Hibiscus acetosella ‘Panama Red’, ‘Red Shield’, and others are grown primarily for its striking dark purple-red, serrated leaves rather than its wine coloured flowers. The dahlia ‘Bishop of Llandaff’ has dark mahogany foliage and garnet-red flowers. ‘Fascination’ has dark foliage and lilac semidouble flowers with yellow stamens. Many other plants are offered with dark foliage ranging from brown to purple to black. Several varities of sweet potato vine, Ipomoea batatas, have dark foliage. ‘Blackie’ has heart-shaped, deeply notched ebony leaves, while ‘Midnight Lace’ had sharply lobed, glossy purple-black leaves. Many other plants also have dark

foliage. Oxalis regnelli var. triangularis (often offered as O. triangularis) has purple shamrock-shaped leaves and small pink flowers. It is often sold as

a houseplant, but can be planted in the ground. Pennisetum purpureum ‘Princess Molly’ is a purple-foliaged grass Purple fountain grass (Pennisetum setaceum) forms clumps of deep purple foliage topped by fluffy light-catching seedheads. There are numerous varieties of coleus (Solenostemon) with dark foliage ranging from red to very dark purple, in solid colours or variegated in a variety of patterns. Some examples include ‘Black Lace’, ‘Dark Star’, ‘Fishnet Stockings’, ‘Inky Fingers’, ‘Merlot’, ‘Othello’, ‘Purple Emperor’ or ‘Red Ruffles’. (Strobilanthes dyerianus) has glossy, pointed dark maroon to purple leaves with colourful veining and a silver sheen to the foliage. The tender succulent Aeonium arboreum ‘Schwartzkopf’ or ‘Zwartkop’ has a rosette of glossy leaves so dark purple they appear black. Many plants of the tropical perennial Alternanthera dentate, such as ‘Purple Knight’ are noted for their

A few varieties of culinary sage (Salvia officinalis) have darker foliage.

There are a number of Sedum varieties with purple foliage, including ‘Bertram Anderson’, ‘Matrona’, ‘Morchen’, and ‘Vera Jameson’ Trifolium repens ‘Atropurpureum’ (also called ‘Pentaphyllum’ or Dark Dancer™) has foliage that is three or four-leaved, dark purple-red with a green margin TREES AND SHRUBS Japanese maple, Acer palmatum ‘Bloodgood’ and ‘Emperor II’, have dark maroon foliage in spring and summer that turns crimson in the autumn. Other less hardy plants can be grown as container plants to overwinter in a protected area. Purple Leaf Sand Cherry, Prunus x cisterna, is an upright deciduous shrub that can be trained as a small tree. It has reddish purple foliage that retains good colour throughout the summer. Iris chrysographes, with reddish violet to dark violet flowers. Black Petunias, such as ‘Black Velvet’ and the black and yellow or white ‘Phantom’ and ‘Pinstripe.’ ‘Black Parrot’ and ‘Queen of Night’ are some of the “black” tulips that are really a deep purple. Four myths about the Local Lodging

s the Local Lodging continues to grow and the number of AL Licenses exceed the most optimistic forecasts (currently there are nearly 50.000 rental licenses issued by the Portuguese Tourism Office) several articles have been released by the press which may confuse the property owners. In this article we will try to demystify some of the myths around the Local Lodging activity (AL). MYTH 1 – The condominium may stop my license? In 2016 the press has highlighted a court decision, which apparently determined that a condominium in Porto had won an action against a property owner who had a rental license. However the truth of the matter is that the property owner appealed and won the case, unfortunately this has not been highlighted in the news in the same way… At this time there is no law or court, which has decided that renting a property is against the license of the apartment. In a nutshell: if I buy an apartment and decide to rent it, it does not matter if I rent it

long term or short term, the house is still a house and although I need to be registered at the tax office as Local Lodger to be able to rent it to tourists, I can choose to do the same if I rent long term. MYTH 2 – The Local Lodging is spoiling the city centres? Some years ago, most of the Portuguese city centres looked abandoned and several buildings were either empty or deteriorated. The impact of the AL was critical for the development of most city centres (especially in the bigger cities) and the effect is visible: most of the cities are now refreshed and life has returned to abandoned places. MYTH 3 – If I register my AL activity, do I need to pay Social Security? There are various exemptions that apply in most cases: a) many people are eligible for full Social Security exemption if they already contribute to or are beneficiaries of a National Insurance system anywhere in the EU and beyond; b) those people earning less than €7,217 in Local Lodging income are also fully exempt;

tlm:+351 281 029 059 email: info@allfinancematters.com

40

c) those people who earn more, have contributions based taxable income (35% of gross Local Lodging invoices) and should be eligible for partial reductions from the normal contribution of €124,09. MYTH 4 – When registering my property in the AL, am I liable to capital gain tax? In fact when registering for the AL license, the owner is allocating his property to a business activity. This transformation of usage, from the personal to commercial, may be liable to future capital gains. This sounds scary, however it may not be as bad as it seems and property owners should not be afraid of this. In most cases we’ve analysed the capital gains liability is far better for those that register the property with the AL, than those that haven’t. Please see the example below: Trevor bought an holiday apartment in Portugal for €150,000 and after 10 years, he sold it for €175,000. As a non-resident, he is liable for Capital Gains Tax in Category G at the rate of 28% after deducting allowable expenses and adjusting for inflation. During these ten years, he rented the

web: www.allfinancematters.com

www.eastalgarvemag.com

apartment receiving approximately €5.000 which was taxed at 28%, as he had no rental license (category F). Charles was a friend of Trevor and bought an apartment on the same block, for the same price. He decided to let his apartment to holidaymakers and so registered his activity in the Tax Office as a Sole Trader under Category B. Because Charles uses the apartment for his touristic lettings, he must declare the allocation of the asset at its market value – €150,000 – on his Portuguese tax return in Annex B. Although the asset has now changed use from residential to commercial, there is no transfer of ownership. No Capital Gains Tax arises at this point. Ten years later Charles also decided to sell his apartment for €175.000. Who paid more tax? Firstly during the 10 years they rented their properties receiving circa €5.000 per year, Trevor paid circa €14.000 (28% on category F) while Charles paid €4.375 (8.75% on category B). Charles paid far less tax on his rentals. Secondly when it came to the sale of the apartment, Trevor paid 28% on the net profit, so let’s say another 7.000. But Charles that had allocated his property to the commercial sphere was only charged at 25% in the Simplified Regime based on 95% of the net gain: €5.937,50 Although more complicated, Charles had paid less capital gain tax and far less on the rentals. This tax relief is unlikely to be perceived by most owners, when faced with scary headlines from the press. So although the assignment of your property to your Local Lodging business activity produces a theoretical Capital Gains Tax liability, the reality proves to be of insignificant consequence in most cases. If you have any other questions, please feel free to contact us, we aim our expertise and know-how to work in your benefit, keeping you tax compliant while paying only the legal minimum. All the latest local sports news from Chris Wright.

he Olhanense professional football management recently held a meeting with Sporting Clube Olhanense to discuss a proposal aimed at reducing the costs of leasing the José Arcanjo Stadium to €4000, they currently pay €7500 per month. SC Olhanense president Isidoro Souso countered by saying that the original rent of €14,500 has already been slashed in half. Any further reduction might nullify the club’s ability to meet its creditors payments which could compromise the future of the club. If there is no agreement, the team may have to look outside the local area for training facilities and a home venue. There has been a deluge of

silence which must worry fans as the start of the season fast approaches. Olhanense fans will have a number of local derbies next season with the big battle being against arch-rivals SC Farense; just four kilometres separate the two grounds. In addition there will be short trips to Almancilense, Louletano, Lusitano VRSA and newly promoted Moncarapachense. Further north are Pinhalnovense (Pinhal Novo, Setúbal District) and Castrense (Castro Verde). For the more adventurous a trip to see Olhanense play Sporting de Guadalupe on Graciosa Island, the northernmost of the central group of islands in the Azores, might be in order! It is anticipated that the

Portugal Prio Championship will commence on the 20th August. TOP SCORER SIGNS FOR ESTORIL Panamanian international Jorman Aguilar has signed a three year contract with Primeira Liga outfit Estoril-Praia. Jorman - although only 22 he has already plied his trade in Panama, Slovenia, Croatia, Italy and Portugal - found the net eleven times last season for Olhanense. Sérgio Conceição has been appointed boss at FC Porto. He began his managerial career at Olhanense in January 2012 and took the team to a very respectable eighth place finish in the Premiera Liga but left the club eight months later following disputes with the board.

usitano (Vila Real de Santo António) won the Algarve Cup victory with a 2-1 victory over Quarteirense in a game played at Estádio José Arcanjo in Olhão. Ruizinho gave Lusitano the lead after fourteen minutes but the Quarteira team levelled on the hour mark through José Polo. Despite being reduced to ten-men, Lusitano snatched victory in the final minute when centre-back Alan Bidi headed home.

his drill couldn't be more simple, but it's a very effective way to eliminate two putting and ultimately bring down your score. Take eight tee's and balls and place them one club length away from the hole, in a clock-like pattern (see main pic). The idea is to putt all the balls one after another. If you miss one then you start again until you have successfully putted them all. Each putt, although the same length, will have a different line.
