Brexit and pension transfers. A window of opportunity? Last year the UK began to impose a 25% tax on transfers to overseas pension schemes, including QROPS. This currently excludes individuals and QROPS where both are resident in a European Economic Area (including Gibraltar) country, but who knows what will happen after Brexit? If you wish to move your pension overseas, it may be better to do so now, under known rules, rather than wait and see what happens. Pension transfers can take months, so don’t risk leaving it too late.

vents that continue to defy logic, efficiency and rational planning continue apace for the EN125 eastern section where the contract for the road’s long awaited upgrade has been refused by the Court of Auditors. Approval of the EN125 upgrade was dependent on a green light from the Court of Auditors after reviewing the contract signed between Infraestructuras de Portugal and the concession holder, Rotas do Algarve Litoral. This knock back from the Court of Auditors has postponed the launch of the intervention fund promised by the Government. Infraestruturas de Portugal will appeal the Court’s decision but lengthy delays are inevitable as the government never has been keen on spending the money. The Ministry for Infrastructure issued a terse statement, "The amendments to the initial contract in the agreement of August 2015

A

have now been rejected by the Court of Auditors." This mess has been caused by a failure to rearrange contracts to enable the work to be undertaken. This lack of political will explains the interminable delays to the road’s full upgrade. The Court of Auditors' approval for the upgrade was needed after Infraestruturas de Portugal took responsibility for the EN125 eastern section from the concession holder that had the contract for the entire EN125. This move was effected but the contracts have not been tidied up to reflect the new arrangement. Somewhere in this legal and procedural mess lurks the convenient reason for the long delay in starting the full upgrade of the eastern section which currently is being patched up with a slim emergency budget of €250,000 to repair the worst sections between Olhão

Four-year digs to discover more about Cacela Velha’s medieval history

four-year project that will involve several archaeological digs taking place until 2022 to discover more about the medieval history of Cacela Velha has been announced by Vila Real de Santo António council. The works started on June 18 and will take place in the Poço Antigo area near the village’s old fortress where an old Islamic quarter is located and where there is believed to have been a link to a port and Christian necropolis. The council says the goal is to look at the existing archaeological remains, mark the areas of occupation and identify any new areas. The initiative is being carried out by the University of the Algarve and Canada’s Simon Fraser University with the support of VRSA council and the Algarve culture board (DRCA). The project is a follow-up to digs that took place between 1997

and Vila Real de Santo António. The Secretary of State for Planning, Guilherme d'Oliveira Martins, said in April that the delay in the EN125 upgrade was due to "the very complex renegotiation of the sub-concession Rotas do Algarve Litoral started by the previous Government, which removed this section of the responsibilities of the sub-concessionaire, which led to an amendment of the contract." The government, while continuing to ‘blame the last lot’ was confident that the major upgrade would start in 2019. This is now out of the window with no start date hazarded by a ministry whose performance defies polite description. Needless to say, the Algarve’s eastern council leaders are apoplectic, pointing out that the Court of Auditors approved the original contract in 2009 so why doesn’t the government just get on with it.

and 2007 in the historic village. Most of the works will be carried out by students from the universities, giving them an opportunity to enjoy some real experience in archaeological digs. Some local high school students are also expected to help. “The goal is to not only consolidate the historical-archaeological information we already have but also to obtain new information that will help us increase our knowledge about the land where the people of Cacela settled, as well as about the communities that lived there throughout the Middle Ages especially between the 10th and 15th centuries,” the council said in a statement. The council also vows to set up a promotional campaign which will spread the news of any noteworthy discoveries, which may even warrant some organised visits to the sites.

Summer time … Get your free Vitamin D NOW!

I

The Algarve Sunshine, not only is it a luxury, but it's healthy too! Duarte Arrais, Fisioclube, Fuzeta n such a beautiful and sunny place like Algarve, it seems odd that hundreds of people have Vitamin D deficiency. Find out the causes and consequences of this health issue and how to

avoid it. What is Vitamin D Vitamins are substances that are needed in small amounts to regulate the metabolism. They belong to the group of liposoluble vitamins (vitamins that are absorbed together with the lipids and transported from the lymphatic system to the liver through the lipoproteins and stored in the tissues). Its particularity as a nutrient is that, unlike the other vitamins, it can be synthesized in the skin by the action of sunlight, which together with circulating in the blood in its active form, leads to it being considered a prohormone and not a true vitamin. Types of Vitamin D There are several types of vitamin D, but the two most important forms are vitamin D2 (ergocalciferol) and vitamin D3 (cholecalciferol). What causes the vitamin D deficiency It seems changes in our daily routine are the main ones responsible for the problem: people work less outdoors, children spend more hours at school or in the home, the elderly are more institutionalized or home-bound, changes to skimpier summer clothing, the aging of the population and people are now eating more meat than fish. The risk of vitamin D deficiency is also greater in people whose vitamin D conversion capacity is reduced as individuals with dark skin (because it

8

contains high levels of melanin pigment) and who have higher vitamin D needs, like children and pregnant women. There is also an inverse relationship between vitamin D levels and body mass index, that is, obesity has a direct association with its deficiency. Other situations are also related to lack of hormone, such as intestinal malabsorption syndromes, use of anticonvulsant drugs, some lymphomas and endocrine diseases such as parathyroid gland disorders. But undoubtedly, the major cause of vitamin D deficiency is insufficient sun exposure. The use of sunscreen with SPF greater than 30 reduces vitamin D production in the skin by more than 95%. The benefits of vitamin D and the consequences of a deficit Most people with vitamin D deficiency do not have specific complaints, unless that deficiency is very marked. In some cases, symptoms such as weakness, excessive sweating or bone malformations may occur. We know that vitamin D plays a role in many tissues and organs, interacting with a host of other molecules and compounds, whose balance seems to be fundamental to maintaining health and preventing numerous diseases: ● It has a direct role to assist in the absorption of calcium and phosphorus in the large intestine, maintaining bone integrity. ● Reduces estrogen levels in menopause helping to avoid osteoporosis. ● Acts on the immune system, acting on the regulation and formation of various immune cells, improving the

body's immune capacity. ● Maintains the production of insulin in the pancreas. Therefore, low serum levels of this vitamin decrease insulin production and raise blood glucose levels. The higher the glucose level the greater the chances of developing insulin resistance and, in the future, diabetes. ● Exerts a protective effect on the heart and vascular system. A low level of Vitamin D causes an increase in blood pressure and a high level has an inhibitory effect on the reninangiotensin system. ● Low levels of vitamin D are also associated with two major forms of human inflammatory bowel disease: Crohn’s disease and ulcerative colitis. Solar exposure For vitamin D synthesis to take place it takes 15 to 30 minutes of daily sun exposure with a UV radiation of 4 to 5 intensity. The good news is that even if an excess of vitamin D is produced in summer, the surplus is stored in the liver and other fatty tissues of the body and can be used on cloudy days to come. Food sources In addition to sun exposure, the intake of calcium-rich foods also contributes to good vitamin D levels. Calcium is mainly present in Algae, cereals, vegetables, dairy products and seeds. So, now that you know all about this wonderful “Sun Vitamin” enjoy the good sunny days freely supercharge your body. What better way to visit the islands of the Ria Formosa than with Tours Ria Formosa on their glass-bottomed boat?

10

L

ast month we were kindly invited by Tours Ria Formosa to join them on their glassbottom boat for a tour visiting 4 of the islands near to OlhĂŁo on the Ria Formosa. The tour includes a visit to the islands of Farol, Culatra, Deserta and Armona. Our guide was the delightful and very knowledgable Esmeralda Costa, a qualified Marine biologist who studied here for her degree in 1988 and decided to make it her permanent home. Esmeralda has learned a lot from the real fishermen living and working in OlhĂŁo and has discovered a number of new species of Rays and Sharks. She can speak English, French, Spanish and Portuguese. The island tours are made on either the glass-bottomed boat or a typical fishing boat. Each island has its own individual character. Culatra is occupied solely by fishermen and their families. It has a church, a school and a few restaurants and bars. Houses have a very eclectic feel and the whole island is alive and working continuously. Deserta is completely different. As the name suggests, it is totally deserted. No bars, cafes or restaurants, just soft white sands with beautiful, crystal clear water. Close your eyes and you'll hear the nothing but the water and birds... total paradise. We were provided with a snorkel and enjoyed a swim in the cool sea and even spotted a Jellyfish. As ever, Esmerelda was there to keep us informed on the types of sea creatures we should look out for. We then hopped back on the boat and left for the island of Armona which couldn't have been more different. Much more touristic with a variety of houses in all shapes and sizes. Houses with gardens that are manicured and there are quite a few more bars and restaurants compared

to Culatra. After a short time there it was back to the dock in Olhão, having had a delightful trip, enjoyed by everyone, young and old. Tours Ria Formosa also offer Dolphin tours, Sea horse habitat visits, private tours for weddings and anniversaries and bespoke tours by request. Their faster boat is used

for the dolphin tours and they are currently awaiting the arrival of a new boat. All tours leave from Olhão but Tours Ria Formosa can arrange transfers. Tours start from only 15 euros and offer great value for money. The 4 Island tour departs at 11.30 and lasts for 5 hours, or 4 o’clock

which lasts 4 hours. There is also an option to visit only two of the Islands. Contact: Marina de Olhão 8700-309 Avenida 5 de Outubro. Tel: 925 906 445 Website: www.toursriaformosa.pt Email: info@toursriaformosa.pt See 'Tours Ria Formosa' on facebook

Cafe Calcinha is a replica of a brazillian coffee shop, brought to Loule by “Prazeres & Reis” in 1928. It is the only example of Brazilian Art Deco interiors in the city of Loulé.

O

riginally called “Cafe Central”, the name was changed to Cafe “Calcinha” the nickname of the owner, Domingos Jose Cavaco. It is a true living testimony of the stories that have made the city’s history. The cafe stood out as a social gathering space, where people discussed national or international politics, football, or the latest local “gossip” and was attended by mostly important people, several generations of Louletanos

ago. Arguably the most important of these individuals, Antonio Aleixo, was a well known poet in his time and now nationally famous. Antonio could not read or write, and so would meet up with literate friends at the café and they would write his poems out for him. After the recent refurbishment of the cafe, a bronze statue of the poet was placed outside amongst the tables, honouring the influential man of the past. Property expert Paul Greenhalgh from Land and Houses Algarve on property investment.

T

he lack of sun in the Algarve this year combined with the low temperatures has made it one of the most prolonged winters in recent memory. With the days already beginning to shorten, one cannot help wondering if summer this year will happen at all. However the poor weather has not had a negative effect on property purchases in the first half of this year. Irrespective of which data analyst you consult, all agree that property sales and property prices throughout Portugal are up. With increased investments from nonPortuguese buyers (with help from the controversial golden visa and NHR schemes) the demand for property on the Algarve is at heights not seen for 25 years. Moreover the average price of property has now surpassed the highs of 2007. The problem being faced now is a real shortage of new listings being brought to the market. According to the INE, the number of licensed buildings and completed apartments on offer is less than half that of 2008 and whilst the council planning departments continue to take an infuriating amount of time to process building applications, it is difficult to see this improving anytime soon. Of course this is a scenario that is influencing price increases, not just in the Algarve, but throughout Portugal. There is a question we are asked frequently ….. “Is it the right time to buy a property?” Well the indications say yes. Property sales in Portugal are showing no signs of slowing down and

www.eastalgarvemag.com

with the rating agency Fitch predicting prices in Portugal will continue to grow in 2018 and 2019, confidence should remain high. Portugal has continued to perform better than the economic forecasters predicted with tourism and exports leading the way with impressive figures year on year. Portuguese banks are once again more willing to offer mortgage loans for the purchase of property and with the low interest rates still being offered, it could be the perfect time to seek a mortgage. It is important to note that even though there has been an increase in purchases and property prices, there is very low exposure to risk because this increase is not being excessively financed by banking credit comparing to the time leading up to the crisis. Buying a new house or a holiday home in the Algarve is still a great possibility, but it is important for the market that buyers do not pay overinflated prices on property. The Algarve is still one of the cheapest places in Southern Europe to buy property and outside of the major resorts, property is still affordable. As a buyer, always seek the advice and expertise of a local and long- established real estate agent, otherwise you could be the one that pays well over market value for a property. Our real estate consultants all live in the Algarve and have on average 15 years experience buying and selling

www.eastalgarvemag.com

property in Portugal. They lived through the boom, bust and beyond and are ideally positioned to provide you with expert advice. There have definitely been times when property choices were greater and prices were lower but if you are selective about the property agency you use and the opportunities that arise then there is nothing that should stop you enjoying owning your very own property in the sun. With more property sales happening than property listings coming in, we are more eager than ever to list quality properties or plots particularly around the areas of Loule, Almancil, Boliqueime, Vilamoura, Carvoeiro and Tavira. If you are considering selling your property or plot and would like to speak with a member of our team then please call us now on 289 301 294 to make an appointment. An afternoon at Tavira T

Fun for all the family... we enjoyed a great afternoon at Tavira Mini-golf

his summer sees the welcome return of Tavira Mini-Golf Park located on the main EN125, just after the big ALDI roundabout. As many of you here know, visitors and residents alike often struggle with entertainment for the whole family in East Algarve (without having to travel to Faro and beyond!) We recently visited the quaint Park on the busy 125 to experience the popular putting pastime again. The first thing that has changed for the better is the addition of some extra fun – including a colourful bouncy castle, a netted trampoline, and even free wifi, board games and darts on the café terrace. “We are making the Mini-golf more about

30

all the family” explained Luciene, the new owner of the site. “It was just a mini-golf course before, so we’re trying to include kids now as well. Even the youngest of children can entertain themselves”. In the office we were invited by Luciene to ‘choose our weapons’. – all the golf clubs are colour co-ordinated so it’s great for organising teams and competitions. Adorned with matching coloured balls and scorecards, we finished up our coffees on the terrace and made our way to first of our 18 holes of mini-golf. It was a surprisingly hot and sticky afternoon and we were a touch concerned at first about getting roasted on the course, however, we soon spotted the refreshing water mist gusting through the warm air

and then felt the lovely cooling sprays hit our skin. What a great touch! There were also quite a few covered pergolas around the course, so staying cool and shaded was not a problem after all. The course was nicely balanced for all ages and skill levels. Quite a few tricky holes for even an experienced minigolfer, but at the same time easier routes are available for kids or first-timers. After 8 victorious holes (I had to let the missus win one) we had a mini pit stop for a cool bottle of fizzy water - well, a Super Bock actually. I caught up with Luciene again who was preparing for a kids’ party later in the day. “Parties have been very popular so far this year” she said while laying out the chairs around

www.eastalgarvemag.com

Mini-Golf Fun ‘Facts’

* Mini-golf pre-dates full golf by 430 years * 6 of the world top 10 golf players played

mini-golf before taking on a big boy’s golf course * The lowest score record is held by a Chinese violinist called Shi Wa Chi Ting with 28 strokes including 7 hole-in-one’s. Her cousin Chi Ting Tu holds second place. * In the UK, there were 3,000 new mini-golf courses in the last 2 years alone * Women are not as good as men at minigolf (just saying!)

Why do Golf Courses have 18 holes?

Courses back in the 18th century had as many as 25 holes (Montrose), however in 1764 the R&A combined a few holes on St Andrews and reduced it from 22 to 18 holes …even though it was actually only 10 holes with 8 being played twice (confusing). After this time, 18 eventually became the norm. Some sources also claim that it was because there are 18 shots of whiskey in a bottle and therefore having run out by the 18th hole, Scottish golfers quit and didn’t complete the rest. Sounds about right.

Quick Questions

* Do I need to be able to play golf?

Mini-Golf Park where we met the lovely owner Luciene. the centre terrace. “Kids love having their birthday party here; there’s lots to do and plenty of space to run around. Mums and Dads appreciate it too because its fully enclosed and they can enjoy a relaxing drink whilst the kids are safe and happy.” On the way back to the 10th tee, I noticed the trampoline was finally vacated. I knew everyone watching would love to see my well-practiced feet-to-knee, knee-to-bum, bum-tofeet routine. It had been a few years but it’s like riding a bike … I guessed; so I climbed in for a bounce. After inventing the Feet-to-knee-to-faceto-back-to-face-to-tummy routine, I decided that mini-golf, darts, and

www.eastalgarvemag.com

beer were more appropriate. All in all, we really enjoyed a few hours at the Tavira Mini-golf park. Everyone was friendly and informal, and families were all happily playing together in the spray-cooled fresh air. There were laughs, music, drinks and ice-creams! As we were leaving, Luciene was giving out certificates to some of the younger kids – another nice touch. I lingered around, optimistically, at the the office door to see if I was going to get a certificate. Instead I was offered a plaster for my grazed nose. Next time I’ll avoid the face bounce on the trampoline. We’ll definitely be back.

No, its just a bit of fun, you will pick it up in a few minutes. * Can we play a second round? Yes, knock yourself out. You can play again as long as there aren’t others waiting * Do I need to Book? Normally no, just pop in when you want. * Do you do refreshments? Yes. Water, juices, beer, wine, some snacks and Ice Creams! * Do you charge extra for any of the other games? Nope. * Can we have a party there? Yes, we regularly have kid’s birthday parties. * When are you open? From 12 mid-day until close. Tuesday to Sunday.

Mini-golf Inaugural Open

We’ll be holding our first Mini-Golf championship on Sat 8th September. There will be 6 teams of 4 players each. It will be a fun day with great prizes including awards for best kids, juniors, grown-ups, and seniors. We’ll post more details on our FB page closer to the time.

People

Patchworker's corner Introducing the wonderful world of Patchwork Quilting. If you're looking for a new hobby that will keep your body and mind active, this could be it!

S

ummer is here and it’s time to get out that sewing machine. It’s too hot to be out and about in the sun like the Mad Dogs and Englishmen, so why not prepare for those doldrums, now? Patchwork Quilting is a skill/ hobby that has strong roots in the USA and has been catching on quickly here, on the other side of the pond and we suggest that it could be a life-altering investment of your time. Here are some of the benefits: Quilting Relieves Stress This is because our brain cells haven't actually evolved to tell the difference between an upcoming appointment with a prospective client or an impending attack from a tiger. The good news is that the repetitive motion of crafts like quilting activates our parasympathetic nervous system. This, in turn, calms our body’s instinct to fight or flight. Quilting Is Better for Your Health than Physical Exercise The Journal of Public Health reports that PQ helps the cognitive, creative and emotional well-being of people especially among the elderly. This is because quilting offers problem solving challenges like math and geometry

32

while building self-confidence. In addition, being around all the bright colors uplifts the spirit and the activity, as we already know, relieves stress. Quilting Makes Happy People A study found out that when quilt makers view their finished product, their brains get saturated with the happy chemicals called dopamine and serotonin. This sense of accomplishment also decreases the stress and anxiety chemicals in the brain. In short, more often than not, quilting makes people happy, contented and accomplished. Quilting Keeps the Doctor Away An entry in the Journal of the American Medical Association shows evidence that quilt making decreases the blood pressure, respiration and heart rate. Harvard neurologist Dr Marie Pasinskis also points out that quilt making calms the brain and results in a sense of wellbeing. It certainly is a great way to keep the doctors away! Quilting Builds Community One of the most amazing benefits of quilting is that almost everywhere you go there are groups and associations, of mixed nationalities, who meet regularly and in person to pursue and practice their love of quilting.

Conclusion Humans are social animals. Friendships and community are essential for keeping us connected and healthy. This has become increasingly challenging with today's sprawling suburbs which tend to distance us from each other and make casual get togethers rare. The problem is further exacerbated by the isolating effects of modern technology that can keep people in their own little digital worlds or at best only connected electronically to acquaintances who remain unseen and unmet in person. My sense is that our local expat communities could certainly use more of this today. However, because quilting needs our problem-solving skills, it also constantly provides us with new challenges and makes our lives more interesting and fulfilling. Lastly, quilting has a built-in reward mechanism because a finished quilt brings satisfaction and a sense of achievement to the quilt maker as well as to friends and family. If you want information on Patchwork Quilting in the area or you want to register your group, please contact Gillian by email: info@quiltbreak.com

Mediterranean Gardens Nine ways to help create and maintain your Mediterranean garden

M

ade famous in the countryside of France, Greece, and Italy, Mediterranean gardens have influenced many gardeners, with their soft colours, gravel walks, brightly patterned tiles, and clipped hedges, informal and droughttolerant plantings. And not to mention the delightful scent offered by the amazing number of Mediterranean plants with scented leaves. Pleasing the eye, lowmaintenance and typically water-wise, the Mediterranean garden look can be easily achieved through 9 key elements. SHADED SEATING AREAS The Mediterranean climate is so agreeable that seating areas are essential.

1 34

They provide a place to unwind on a balmy summer evening or enjoy a coffee with the first rays of sunshine. However, in these sun-baked gardens, shade is vital. Pergolas are decorative structures that are ideal for providing necessary shade. They also make striking features, specifically when attractively covered with perfumed, climbing plants, which scent the evening air when you sit down and relax. Al fresco meals in the garden are a must and pergolas convert seating areas to inviting extensions of the house, adding intimacy and beauty. Great plants to consider for pergolas: Campsis grandiflora (Chinese Trumpet Vine) with glowing orange or red, trumpet-shaped flowers in summer and

fall and oval, toothed leaflets. Humulus lupulus (Golden Hop) with golden leaves and pale green flowers in summer Ipomoea (Morning Glory) with heartshaped leaves and vibrant blue, purple or red, trumpet-shaped flowers Jasminum officinale (Common Jasmine) with abundant clusters of delightfully scented white flowers Paul’s Himalayan Musk- a vigorous climber with long and graceful, trailing branches bearing drooping light green leaves and large sprays of small, soft lilac pink, double flowers. Vitis vinifera ‘Brant’ (Grape) a strong growing vine producing sweet, black grapes. Who could resist cutting

Gardens

luscious grapes while sitting outside on a late summer evening? Wisteria beloved for its pendulous clusters of divinely perfumed flowers in spring. POTS AND CONTAINERS Terra-cotta pots and jars are a famous feature of Mediterranean gardens. Used as focal points or for container gardening, they come in all possible shapes or sizes, from the simple pot, to the large urn or classical garden vases. Select pots with a wide base to ensure they are not blown over. Favour clay pots that will remain cool by evaporation to plastic posts that will absorb the sun’s heat. Remember to regularly water your plants. A potted plant has a smaller reserve of

2

www.eastalgarvemag.com

water than a plant grown in the ground. Add a glazed saucer beneath your pot to hold water on which your plant will happily draw. GRAVEL FLOOR In Mediterranean gardens, where gardeners have long coped with too little water for their plants and gardens or with drought periods, lawns have been considerable reduced or even totally eliminated and replaced with paving or gravel or a combination of both. This considerably reduces water usage, but also has the incredible advantage of being low maintenance and making long-lasting, attractive mulches. WATER FEATURES Water features are a must in

3

4

Mediterranean gardens to cool the air in the heat of summer. The gleam of water also adds a delightful dimension to any garden. A trickle of shallow water and a mister on the hottest days are very attractive. Whether in ornamental ponds, pools or fountains, the sight and sound of water always provides an enjoyable relief from hot, dry summers. Butterflies, bees and birds enjoy water features too! PEBBLES AND COBBLES Cobbles and pebbles can be woven into intricate designs, a lovely Mediterranean technique. These pebble mosaics have a rich history dating back to ancient times. They were used for pavements and were the earliest type of mosaic in all areas of the

5

Gardens

Eastern Mediterranean. They still can be admired in many Mediterranean towns and villages. Use stones of various colours and sizes that you may lay flat or on edge and create your own design, just like the Moors in southern Spain! MEDITERRANEAN TILES Reminiscent of the Moorish mosaic, glazed coloured tiles are very decorative and may be used to decorate walls or patio floors. Bursting with colour, these create lively mosaics and can be used in a wide range of climates to create dramatic colour accents with their rich combinations of pattern and colour. Here they beautifully brighten up the vertical surface of the risers. SUCCULENTS AND DROUGHT-TOLERANT PLANTS While there are different styles of gardens across the Mediterranean region and thousands of plants to be used, those immediately coming to mind belong to the tranquil colour palette of greys, purples and bluegreens. Here is the list of heat-loving and droughttolerant plants, favoured by gardeners and admired by onlookers. It includes a variety of fragrant herbs as scent is important in a Mediterranean garden: Agaves - with their huge rosettes of spiky, fleshy leaves. Artemisia (Wormwood) masses of aromatic, finely cut, silvery foliage Cistus (Rock Rose) - excellent evergreen, fully drought tolerant, with aromatic silver green leaves and large, rose like flowers.

6

7

36

Euphorbia characias (Mediterranean Spurge) statuesque, evergreen perennial which enjoys months of chartreuse flowers Festuca glauca (Blue fescue) - wonderful dwarf ornamental grass, mostly grown for its finely-textured blue green foliage Genista hispanica (Spanish Broom) spiny, gorse-like shrub with abundant clusters of bright yellow, pea-like flowers in late spring and early summer Lavandula (Lavender) - queen of the

Mediterranean garden with its silver foliage and delightfully scented flowers Salvia leucantha (Mexican Bush Sage) - prized for its ornamental and showy purplish and white flower spikes Santolina (Cotton Lavender) - with finetextured foliage and yellow, button-like flowers. Orange and lemon trees also add a Mediterranean touch. However, they will need to be planted in pots and sheltered overwinter unless you live in a Mediterranean climate. CLIPPED HEDGES AND TOPIARY They contribute to the garden’s architectural framework and make an excellent foil. Omnipresent of Mediterranean gardens is the Italian cypress (Cypresses Sempervirens), a very versatile, evergreen tree that adds height and drama, provides an attractive green backdrop all year round and is also ideal for privacy. Clipped box is also currently used for low-growing hedges, providing both structure and basic ornament in all seasons. RAISED BEDS Not only attractive, raised beds are all a fabulous opportunity for creating welldrained sites, an environment Mediterranean plants love. They are also great at breaking the monotony, show plants off to their advantage and make gardening easier (no need to stoop!). These raised beds can be formal or informal, dressed with gravel or mulch and even include larger boulders. Remember these are only some guidelines to help you create your very own Mediterranean garden

very body requires maintenance and every body responds to different forms maintenance, be it gentle massage, deep tissue massage & sports massage or a gentle acupressure point therapy that triggers a natural healing process within the body. Gareth Bullock has been practicing The Bowen Technique here in the Algarve for over 10 years, so something he is doing must be right…. The Bowen Technique has increased in popularity enormously both here, in the UK and across the world. To add to his bow, Gareth is also qualified in Sports Massage Therapy and can work with Remedial & Deep Tissue Massage, Myofacial Release and Neuro Muscular Techniques (NMT) and Muscle Energy Techniques MET’s). All this to say, whatever your body maintenance programme requires, Gareth is sure to be able to help. The Bowen Technique is a very gentle treatment that triggers acupressure points around the body to encourage and stimulate a natural healing process. Very similar to acupuncture, but with no needles, thumbs and fingers are used on very specific points around the body. Less is more with this therapy as the body responds much better to gentle encouragement rather than forceful manipulation. Specific areas are targeted depending on the arising condition and if the body physically can heal itself, it will. The most common and successful conditions Gareth treats with the Bowen Technique are, Back pain, Knee pain, Pelvic misalignment, Shoulder pain, (especially Frozen shoulder which responds incredibly well in his experience), also Hayfever, Migraines and Stress/ Anxiety & Depression. A treatment lasts

40 mins and is very relaxing and the body generally responds in the first 2 days to the treatment. Everybody has had experience with some form of massage during their life and people use massage for many different reasons. Life is complicated and stressful and postural misalignments are commonplace in many people. With this in mind, pain and conditions relating to posture are on the increase. Massage works wonders in releasing these tensions and imbalances in the body, allowing people to perform at their best. You don’t have to be a sportsperson to benefit from a Deep Tissue or Sports Massage. During any massage, areas of tension are found within the muscular system, some causing trigger points and referred pain around the body. Sports massage specialises in finding these areas and with techniques like NMT & MET’s work on elevating these points. So what can massage work well on? Shoulder injuries, neck & back pain, muscle strain or sprain, Achilles tendinosis & Plantar fasciitis, Knee injuries, like runners knee, Sciatica & lower back pain, Whiplash & Carpal tunnel syndrome. The pressure and force used in Sports massage can be varied according to the client, so you don’t have to be scared that it will hurt; it’s more important to find the problems and deal with them accordingly. Gareth is based in Olhao and also mobile, so any treatment can be enjoyed in the comfort of your home, or on location at any sporting event. Please contact on (00351) 912540071 or www. promassageandbowen.com facebook - Pro Sports Massage and The Bowen Technique. Every body is better with Massage and The Bowen Technique.

How to submit a claim for errors in your personal income tax (IRS)?

f you have received the settlement of your IRS and detected any errors made by the Tax Authorities on their calculations, find out what your rights are and how to issue a formal complaint. The submission of IRS tax returns relating to income in 2017 was done in the months of April and May, this year. The tax settlement notes should be received by all tax payers during June and July, but some of tax payers may receive them later, especially in the case of Non-Habitual Residents. If you have received the settlement note and realised that there was an error on the calculation of the final accounts, or if the amount is much different to what you have forecasted, you may file a complaint to the Tax Authorities. But beware: before you decide to submit a claim, is important to check that you have reason to do it. When it concerns errors in withholding taxes, for example in the case where the entities to whom the taxpayer worked did not declare those amounts. If the taxpayer has with him a proof of the actual values of withholding taxes that were held last year, he must submit a complaint and attach the documents that prove the merits of that complaint. It’s also important to pay attention to

your post box, as in some cases the tax authorities demand that you confirm at the tax office or through the portal, some of the expenses declared. This happens mostly in the case of IRS declarations which include the sale of properties or long-term rentals. If for any reason you do not confirm these expenses, they can be erased from your declaration and a new tax bill is sent to your address. Do not forget the legal deadlines If you are going to issue a complaint, do not forget that you must do so within the legal deadlines. In the case of complaints related to the settlement of the IRS, taxpayers may do it within 150 days of notification of the settlement, or up to 120 days after the payment date. An important point: the rules indicate that taxpayers may not have both an internal appeal and ask for judicial review on the same fact. “It cannot be made a complaint when a judicial review has been lodged on the same basis”. This means that first the taxpayers must issue a complaint with the Tax Authorities and wait for the decision. If it is unfavourable and the taxpayer is still not convinced, then he can advance to the hierarchical appeal and/or request a judicial review. Tracking the evolution of the claim? After presenting the administrative claim,

you can track the status and progress of your complaint at the Tax Portal. The system will tell you the process number, the date and details of the tax in question, the tax office where the complaint has been filed and the process situation on a given date. Here are the various stages through which the internal appeal process can pass, according to the information contained in the Tax Web Portal. Initiation: The process was initiated in the service of finance. Instruction: finance services are to instruct the file containing the information required for the decision. Waiting for distribution: The process has not yet been distributed to technical for consideration. Assessment: The process has already been distributed to the technician who is preparing the decision. Referred to the Finance Director: The case was referred to the regional peripheral organ of tax administration, the competent authority for the decision. For Preliminary Hearing: the draft has been prepared pending the exercise of the right to a prior hearing of the complainant. Wait Decision: It has been exercised prior hearing and the new elements

Portugal’s Left Bloc Party, flexibility for 10 consecutive years of which with the communists, supports

the minority Socialist government in parliament. They see the non-habitual residents program as one of the main factors behind rising real estate prices, a party spokeswoman said in an email statement. “When you don’t tax one group of people you end up having to increase the tax burden on another group. That’s unfair,” said also Richard Cabral, a professor of economics. However, expatriates aren’t living a completely tax free life. Cross border double taxation treaties can hit hard if expats are not properly advised. In the UK, CGT (Capital Gains Tax) is a tax on the profit you make when you sell or dispose of any asset. This includes: anything that is over £6000, property, shares (not ISA or PEP) and assets. Living in Portugal, even though you may be deemed a nonresident for income purposes, you are still treated as a temporary non-resident for CGT purposes for 5 whole UK tax years. Gains made during that time are taxed in the year you return to the UK if within the five years. But, if the assets were acquired after you left the UK, then the gains are not subject to UK CGT. When the double tax agreement is taken into account (like Portugal has with the UK) CGT can be completely exempt, but you are taxable in your country of residence. With the case of Portugal they only apply CGT on property and investments. Unlike the UK, Portugal does not tax personal items, inherited/ gifted property or assets. When it comes to cross border taxation it can be very complicated and without expertise it can easily go wrong. Being an expatriate, not only do you have to deal with a foreign tax system but you also need to understand the sticky rules that interact with UK taxes. If you are interested in reducing you tax bill and meeting obligations in the most tax efficient way for your personal situation; get in touch with one of deVere Portugal’s international advisors who specialise in cross border cases. They can help you establish the most suitable approach for your personal situation. Needless to say, the move to Portugal for many is not simply about the money. The beautiful landscape; sunshine for 300 days of the year; the European lifestyle and of course the wonderful golfing resorts all explain why 10,684 foreigners decided to make it their permanent residence in 2017.

The dyslexic Author Friend of the East Algarve magazine publishes on on Amazon Kindle

W

riting has come late in my life as I am very badly dyslexic (in my case word blind) when young. In fact the age of ten and a half, the school authorities decided there was no point in me taking the 11 plus, as I could not even read the word "the". So I spent all my school life in the bottom class. The word dyslexia at that time I believe was not even in the dictionary. On leaving school I went from trainee designer, trainee air steward, lounge waiter (at the Connaught Hotel), trainee instrument maker, filing clerk at BEA, transferred to banking after two weeks (as filed everything by numbers, dyslexia rules ok), then to my utter chagrin

a Milk Analyst. These events from birth until the age of 19 are in the new book I am writing called The first part of "The Secondary Boy" which is semi fiction, I cannot remember all the total details. There are too many events in my life so part 2 & 3 will follow. My first book "Second Dimension" contains 225 number puzzles of words, symbols and shapes to numbers. Some of these were in the East Algarve magazine. These puzzles, although simple arithmetic of adding, subtracting and multiplying, can only be done in your mind and not on a computer. Some have more than one answer which shows how ambiguous things in life can occur or be. Or how another way gives changes in outside

variables. They are more interesting to do than other number puzzles. Six years ago, when I self-published this book, it could not go on Kindle due to font sizes and going backwards and forwards for clues plus answers. Now it is available on Amazon Kindle. My second book "The Second Harvesting " is an alien Sci-fi, based on a species one billion years ahead of us and how their lifestyles have developed, which incorporates ours. As the book cover says "you decide what is fact or fiction". This is also on Amazon Kindle, giving calculations on things that again maybe proved or disproved of past and present. Hope you enjoy either book. Yives Gowb, Artist & Author.

Helping the Animals of the East Algarve

S

tray and unwanted animals in Portugal have always been a problem, but still, even with new legislation about animal welfare and local council initiatives towards helping people sterilize animals, the number on the streets continues to increase. It is for this reason the East Algarve magazine has decided to help with raising funds for a local East Algarve animal sanctuary. The Association Animals Lost Paradise Found is a newly formed association being run by our friends who have worked with the magazine since its beginning, writing the gardening article, but they have always been involved in animal rescue since they moved to Portugal 10 years ago. They are based in the area of Alcoutim and currently have a total of 142 rescued animals at their shelter. Charities are always dependent on support from

Every little helps... if you can spare a few coins you'll be helping this great cause. others through various methods and here is where we have decided to help. We have agreed to try and raise needed funds through the support of the magazine via means of asking people to make a small donation when they pick up their free copy of the magazine. It is obviously not compulsory for you to make a donation, but no matter how small, your money would go a long way in helping the animals. You will be able to make your donations at the magazine collection points in the charity tins with the magazines. The objective is to try and help raise sufficient funds to enable the shelter to not only feed and care for the animals, but also help towards building more animal enclosures. You can, of course, check out the sanctuary at www. associationanimalslostparadisefound. com were you can see all the good they do. We would like to remind you that you

are not obliged to make a donation, but if you should decide to, I know your donation will be appreciated and used to give animals the care needed.

Cristiano Ronaldo Masterclass! All the latest local sports news from Chris Wright.

W

ith the ferry service linking Portimão and Funchal, Madeira due to return this month it is an appropriate time to hail the island’s most famous son. There are not enough superlatives to describe the world’s best footballer who completed his sixth international hattrick when he scored a stunning freekick in the final minutes of Portugal’s exhilarating World Cup game against Spain. Ronaldo helped Portugal win the 2016 European Championship and has led Real Madrid to the last three Champions League titles. The 33-yearold became the oldest player to score a hat-trick in the World Cup and joins Brazil's Pele (1958-70), West Germany's Uwe Seeler (1958-70) and Germany's Miroslav Klose (2002-14) as the only players to score in four World Cups. Maybe Cristiano Ronaldo was reacting to the €18.8m fine and suspended two year jail sentence imposed by the Spanish tax authorities earlier that day and if so he certainly made his point! Even before kick-off Ronaldo appeared

46

to be savouring the occasion. Two of the more than a thousand children who served as player escorts for the World Cup were lucky enough to be standing in front of him while the national anthems played. They both adorably looked up at the soccer superstar and were beyond delighted when he looked back down at them and smiled. Their reactions were absolutely priceless. Cristiano Ronaldo has become the top scorer in European outings by equalling the eighty-four goals by Hungarian Ferenc Puskas. AS he gets older, the maestro has again reinvented himself which is backed-up by some interesting facts that have recently been released by the statisticians. Ronaldo's dribbles attempted per game have gone from 6.26 in 2009-10, to 4.31 in 201314, to 2.35 in 2017-18. Shots from inside the box have gone from 3.33 in his first season to 5.34 now. While shots from outside the box have gone from 4.16 to 1.54. Ronaldo has kept up his scoring rate by evolving into an entirely different nightmare for defenders. Whereas he used to spend the majority of his time outside of the area, he now owns the

box. He saves his energy for when he needs it. The sight of Ronaldo sprinting beyond defenders during counterattacks is not uncommon. The sight of Ronaldo running down the wing with the ball is. Finally, that incredible freekick. Referee Gianluca Rocchi, marked the spot 22.23metres from goal and with exactly eighty-seven minutes and two seconds on the clock Ronaldo had the chance to score his, and the World Cup's fifty-first hat-trick. Rolling up his shorts, totally focussed and with the look of a man who knew exactly where his shot would end up, he hit the ball with pinpoint accuracy at an unbelievable 97.4kms per hour and just 0.82 seconds later the ball had gone around the wall, past a stricken David De Gea and into the back of the net. To cap a memorable day the bust of Cristiano Ronaldo at Madeira Airport, which gained cult popularity, has been replaced.,The sculpture gained worldwide attention when it was installed last year with some ridiculing the poor likeness to Ronaldo. Now it has been replaced there are demands to have the original returned!

OLHANENSE IN CRISIS

OVER A THOUSAND YEARS!

hen Charlie Cousin celebrated his 70th birthday last month he became the fifteenth members of East Algarve Walking Football to notch up ‘three score years and ten’. With a combined age of over a thousand years the septuagenarians, ably assisted by a few younger members, presented Cockney Charlie with a commemorative mug, Millwall T-shirt and restaurant voucher. Charlie was born in Camberwell the year that Britain’s first supermarket opened in London, post-war bread rationing ended and Princess Elizabeth gave birth to Charlie’s namesake! Charlie’s birthday party at the Beira Rio Restaurant, Tavira was attended by over a hundred guests and a raffle raised €240 for the EAWF Olhão Defibrillator Fund.

lthough the professional section of SC Olhanense has been registered with the Portuguese Championship for next season, there is no guarantee that there will be a team available to compete. Given the illness of Luigi Agnolin, Olhanense SAD president, and the apparent insolvency of the professional section, it would appear that the coming campaign will only be viable through the sale of the company or significant sponsorship in the next few weeks. The majority of last season’s squad have moved elsewhere and the loan players have returned to their parent clubs. Fitness trainer Alun Andrews, who joined Nilton Terroso's technical team in Olhão last season, has returned to Wales to work with Wrexham FC. In addition, the coach of the successful youth team, Hélder Rocha will take over the technical leadership of Sambrazense in the 2nd AF Algarve District Division.

The importance of putter fitting

P

utting is 43% of your game, which makes your putter the most important club in the bag. A lot of people have a putter that is too long and then try to compensate. You tend to grip it lower, which changes your natural posture, changes the path and a different balance in the putter. A perfect length putter will stay flat on the ground (to make perfect contact) not at the heel or toe.

48

It also gives you a more natural stance with your eyes above (or just inside) the ball. To properly feel the putter in your hands, grip size matters! If you have big hands a fatter grip will help. With a putter fitting session we can look at the length, lie and grip size of your putter, also at the putter model and your putting stroke. To book a putter fitting session please email: bartsgolf@gmail.com
