pen any ex pat orientated publication in the Algarve and, inevitably, the name Chris Wright will jump out at you. Chris has been a voluntary contributor on sporting events for more than a decade and it is this tireless, energy packed attitude of his that has led to his receiving the BEM (British Empire Medal) from Her Majesty the Queen in the New Year Honours for 2019. The actual award took place on the 29th May but Chris and wife, Christine, started their celebrations with the Buckingham Palace Garden Party to follow. To honour this, one of Chris´s sponsors for the award, Mark Fox (“Foxy” of Leeds Rhinos Rugby League fame) and his wife Tanya, decided to open the doors of their newly developed Turismo Rural, Casa Raposa, in Sto Estevao, for an “Alternative” Garden Party here in the Algarve. Over one hundred people of numerous nationalities attended the event, magnificently co-ordinated by Tanya. The weather was superb, the food divine and several speakers congratulated Chris on his achievement. Ex Footballer, now walking footballer, Brian Kilcline (Captain of Coventry when they won the FA cup in 1987) spoke, as did local

Olhanense connections, Miguel Saial (SCO Fans Website Editor) and Jose’ Daniel, Vice President of Sporting Club Olhanense; everyone glowing with praise for a person who has seriously devoted his life to fundraising, charity and the community. Chris´s career with young people started when he became Director of the Essex Boys´ Clubs, the first Regional officer for SE England and subsequently Naional Assistant Director in the UK. Then, on his arrival in the Algarve, supposedly retired, he started a second career setting up the Olhanense Expat Supporters Club, then introducing Walking Football to the area and reporting on sporting events. He is a Patron of the 24x7 Special Needs Holiday Trust which fundraises to send people with Special needs to a purpose built centre in Moncarapacho. He has contributed to and raised funds for Casa Benfica (Tavira) and Olhanense youth football. He has actively aided various animal charities, cats being his chosen favourites. Chris has activated support for the numerous local volunteer fire fighters following the numerous local forest fires - One could go on for ever and ever. “Fitness, Fun and Friendship” is his tag line. He has actively contributed to “the improved health, wellbeing, morale and social

integration of many people of many ages in this country and through his tireless work provided a conduit between ex-pats and the local community. An award well earned. Gaynor Stapleton

The connection we have with dogs has been long acknowledged as one of the strongest bonds around, even if at some point they will inevitably steal a little ‘frango’ off your plate!

t’s a relationship which has developed over thousands of years and even today, certain parts of the world have a different relationship to what many in the western world now regard as a domestic pet. Our history with dogs goes farther back than our history with other domesticated livestock. Evidence has been found that supports dogs and HOOMANS! living together as far back as 13,000 years. Initially, packs of wolves would follow us looking for food scraps. At some point the friendlier wolves approached the HOOMANS! who in turn took them in as companions. The bond was mutually beneficial in that we provided shelter and protection from the elements, and wolves could help bring down prey and provide protection against other animals. Friendly wolves were bred with other friendly wolves, to eventually become dogs. What’s particularly interesting is that dogs evolved alongside us, which might explain why they are able to connect with us on a deeper level than many animals today. Here’s why we think dogs are the best pets ever… · They’re incredibly loyal. It’s no wonder that 40% of dog owners recently admitted they tell their dogs everything. We know we can trust them! · Their positive attitude. Dogs get excited over the simplest things – sticks, a knock at the door, a bird or a cat. No one can be sad with a furry friend around. · They’re great at cuddles. Not much in life that beats a night on the sofa, snuggled up with a glass of wine and your arm round a snoozing pooch.

8

· They make you active – even when you really can’t be bothered to go for a walk, the necessity of ‘walkies’ means you have to get out there. · They do their business outside. Unlike cats, you don’t need to keep a litter box inside when you have a dog, though you will find yourself constantly carrying around poo bags! · They love you back. Scientists have discovered that dogs release the ‘love hormone’ oxytocin. · They’re always happy when you get home. While teenagers might greet you with a grunt, your dog will be positively beside itself with joy! · They help you chat to people. Any dog owner will know that walking your pet is a terrific way to start conversations with fellow animal lovers. · They make you laugh. Whether they’re accidentally doing a backward roll off the sofa or soaking themselves in the sea, dogs will have you laughing at their antics. · Dogs protect you. Out of all the pets, a person is likely to have, dogs are probably the best at protecting the household. After all, it's pretty difficult for a fish to attack an intruder! Here at the Spotted Dog we understand how important your dog is to you, and as owners of two cocker spaniels ourselves, we treat all dogs with loving care and attention. We are always very happy for owners to stay for part or even all of their dog's groom, so you can see what we do and the loving care and attention we provide. In addition to dog grooming we offer day care and overnight boarding, providing your little loved one with love, companionship, and exercise; and you with the peace of mind your best friend is being well looked after.

Ilha de Tavira and now boasts Restaurant A Casa Di Carlo e Franco, the first restaurant on the left as you approach the Main Pier. Umberto and Helga Vatteroni are the owners from near Pisa in Italy. In 2018 they decided to visit Portugal, with the view to possibly buy a home and landed in Lisbon, full of excitement. They picked up a car and drove through the country visiting Silves, Faro and OlhÄ o. After arriving in Tavira and deciding this was where they now planned to stay A fantastic opportunity arose with the restaurant which

had fallen into disrepair. After much needed cleaning and some renovations Casa Di Carlo e Franco opened on the 6th April. Named after both of their fathers, one who loved the sea and the other the mountains and countryside, the location is just divine, with a cooling breeze and a spectacular view. Umberto and Helga have spent many years in the catering business and now offer A delicious menu created by Umberto. Murder Investigation At Large T Beth Jackson meets Jane Page of the amateur dramatic society 'Aperitivo'

he East Algarve annual murder mystery is being performed in June; so I met up with Jane Page, who could be called the heart of “Aperitivo”, our amateur dramatic society. Jane, a tremendously cultured person, maintains elegance and poise as she enters her later years; and her slight lisp reminds me of Tolstoy saying that a defect on a beautiful woman makes her more beautiful. Those who know her will be surprised to learn her working life didn’t start in the arts, but science and technology. Jane: Although I was painting pretty much non-stop…I worked in the Ministry of Agriculture, Food and Fisheries, then I wrote for a series of electronic publications, despite knowing nothing about electronics! But they wanted someone who could put words together nicely, and I could do that. Then my husband Andre (He is English, but his mother was a French romantic! Laugh) went to America. We commuted until I got fed up with that, and he asked if I could help him establish his business there. Beth: That’s when you learned pottery, wasn’t it? Jane: Yes. The move instigated an identity crisis. In England I had been the writer, well known in my field, and in America I was just Andre’s wife. I sorted out the problem by having a day off from working to follow a pottery course in the local college. I also bought a flute and found a music teacher. Beth: Are you still playing? Jane: Yes. When I came here it was a fabulous way of making friends, because you don’t need language or anything else in common. I’ve

14

been able to play with Portuguese, German, Dutch…. I also met someone who gave me a place to put up my kiln, so within six months of moving here I was able to give pottery lessons. Beth: And later you gave lessons in fine art. Jane: Which I still do. But only to friends…or at least people I know will quickly become friends. Beth: And the plays? Jane: They were started by Diane Cantillon Ings. We called the group Aperitivo because our first plays were intros for art exhibitions. We decided that anyone who wanted a part could have one, and it had to be multinational; but of course it is quite difficult to find plays which encompass a variety of nationalities, so now I write them. I find out who wants to be in it and tailor parts for them. I tend to type-cast, but sometimes the actors surprise me by revealing unexpected talents! The plays are in print now, and I am getting royalties. Beth: Congratulations, Jane. It’s no mean feat to get into print these days. How many are in Aperitivo? Jane: Fourteen or fifteen acting and more backstage. Of the first eight originals, five are still in the group! My publishers told me that the average amateur society group is five or six people, with mostly women, so we are doing well. We have lots of fun, and it is a lovely group. There is no bitching or back biting. We are in this together and the actors need to support each other, which they do splendidly. We don’t have a prompt, so they have training on how to get out of problems, or help others who forget their lines. Beth: I’ve been wondering how you manage as a director with your

soft voice. Jane: It’s not always soft! (Laugh) If you said that to the actors they would say “OOOooooh No!” (Laugh) But the important thing is that they are having fun all the way through rehearsals. If you are dealing with unpaid adults it’s best to be funny! Last week I was knocking my head against a wall, literally, shouting “Why are you not in the right place?”. Then everybody’s laughing, and the atmosphere is great. Beth: And it helps them remember… Jane: No, they don’t remember! (laugh) Beth: I suppose having written the plays it is natural for you to direct. Jane: Knowing each part so well has another advantage, I am the substitute for everyone! Consequently I can find myself playing very strange parts! Beth: And “Show time!”? Jane: We have a bit of a party after the first night, and after the last performance we all go out for dinner, when someone gets presented with an “osga” (gecko), not an Oscar! It’s for some-one who has been special in the play, not necessarily the best actor. Beth: Do you know why it’s okay to say “Break a leg” to people going on stage? … It’s because they’re going to have a cast around them. Jane: That’s horrible! (Laugh uproariously) The Portuguese expression is “Muito merde”. I think it goes back to when people would go to the theatre in carriages, and if there was plenty of manure outside it meant that you had a full house. Beth: (laugh) And when it’s over, what will you be doing? Jane: I’m hunting for someone else to play flute with, and I shall get back to writing. I developed the murder mysteries into books for English readers, so I can let myself go in polysyllables, which I love. I’ve written three so far, and I am working on the fourth. The books, on Amazon, are written under the name of Florrie Boleyn, and are in a series called “The Miss Fotheringays Investigate”. Beth: Okay, I googled that and they are easy to find, so I will return. I decided to take a glance at one of your plays and I couldn’t put it down. I found myself laughing out loud. Meanwhile, copious piles of manure to you Jane, and I’ll look out for you on stage. Jane: I'm not in the play unless I have to suddenly stand in for another actor - so just in case, I have my false beard ready!

Hot tubs offer relaxation & much more! Star gazing is not just the preserve of astronomers but also one of the benefits of hot tub use!

S

ubmerged up to your neck in warm, bubbling water, without the encumbrance of artificial lighting and looking at the inky black sky with its millions of stars and planets is a very relaxing way to help you prepare for sleep or just an enjoyable and therapeutic way to bring down your stress levels, overcome anxiety and relax after a busy or stressful day! Washington State University's researchers at the National Aquatic & Sports Medicine Institute, are pursuing the theory that this comes about because hot water immersion, helps balance and improve the operation of subsystems of the autonomic nervous system, the bodies control system that acts largely autonomously to regulate the functioning of cardiac, respiratory, muscle, bone, kidney and neurologic operation!

For those sufferers of joint pain including lower back pain and arthritis the heat of the water in a hot tub can help minimise inflammation and swelling while boosting blood circulation and the buoyancy of the water helps reduce the pressure on limbs and joints as identified by the Arthritis Foundation; it can also help with some circulatory problems, however you should consult your doctor to ensure that it is ok to use the hot tub and likewise anyone suffering from heart problems or high blood pressure should also take medical advice. If you're recovering from a sports-related injury soaking in hot water, starting three or four days after the initial injury, can improve healing, the heat will dilate the blood vessels, promote blood flow, and help sore and tight muscles relax and improved circulation will help eliminate the build up of lactic acid waste, that occurs after some

types of exercise. Heat is also psychologically reassuring which can enhance its analgesic properties. Taking quality family time in the hot tub with children, grandchildren or both is a great opportunity for talking whilst relaxing, as smart phones and tablets are thankfully not yet designed for use in water temperatures in the high thirties, so you enjoy the chance to mingle with your relations, your favourite choice of non alcoholic drink at hand, in plastic glass of course! It should be noted however that infants and toddlers should not use a hot tub at all due to the risk of overheating or dehydration, so the usage should be planned whilst they are sleeping to give the parents some relaxing together time! lea, Fabienne and Jean-Louis are the entrepreneurs behind Y.A.M. Shala, the boutique, Yoga, Art and Massage salon in the centre of historic and beautiful Tavira. From France, Ilea, together with her parents Jean-Louis and Fabienne (who although have been divorced for many years are still good friends), have travelled extensively and settled for some time in New Caledonia, in the Pacific. As a family this is where they were privileged to be “living the island life”. Three years ago, after hearing good things about Portugal, Ilea suggested a visit to the Algarve to explore the coast and Islands, they spent a two week holiday and Jean-Louis fell in love with it and within a month had decided he was going to move, and make the East Algarve his home. Ilea continued her career whilst traveling around the world. Her Mother, Fabienne continued spending equal time in New Caledonia and France but also decided to make Tavira her home last year. Looking for a space to open an art gallery and a place for Therapies, they found the perfect location in the centre of town. Ilea decided to join them as the space was large enough for her to continue her Yoga teaching. A challenge and a new adventure; they are now all working together at Y.A.M. Shala.

18

A bright and welcoming space, you’ll be greeted warmly and can choose from YOGA, ART and MASSAGE. Yoga as been in the family for 3 generations and Ilea’s grandfather used a yoga book every day and was able to perform the head stand almost until he passed away. She has watched her Mother practicing Yoga in her childhood and it was a few years ago that her mother gave her the beloved book belonging to her grandfather. It was in India that Ilea achieved the Yoga Teacher Certification and has been teaching all over the world. She offers GENTLE YOGA, suitable for all levels, which is a restful and calming class, including breathing, gentle, flowing movements with passive and supported poses. This is a perfect class for clients working with an injury or who prefer a softer, gentler approach to yoga. YIN YOGA, is suitable for all levels and invites you to slow down and create space for stillness while nourishing joints, ligaments, tendons and fascia. Yin is yoga at its coolest, deepest, quietest and still moments. This class will have you on the floor most of the time, using as many props needed to create as little effort while holding poses. Poses are held for 2-5 minutes allowing joints and fascia to release. POWER YOGA: This class is a strong, fast-paced class designed to build heat and strength. This practice is a total body

workout that creates longer, leaner muscles and a body with more mobility to improve circulation. Strengthening poses, mostly for the upper body, core, arms and legs, with longer holds and flowing sequences. Next month Ilea will be certified to be a Yoga teacher for children and next year a Yoga therapist. ART : Y.A.M Shala is also an Art Gallery with the works of artists Jean-Louis and Fabienne. They create abstract art with different types of techniques, acrylic paint with brushes, knives and pouring. Jean-Louis almost entered the Beaux Arts in France, but he took the path of corporate business and has held prestigious titles within companies and travelled the globe. His career has been a tremendous success and he had always dreamed of creating his art every day; now he is realizing his dream whilst enjoying life in Tavira.

e frequently receive questions from clients about specific property matters. This time we will answer questions about swimming pools, spas and above ground pools. Although each situation is different it may be of help to you in case you are in the process of buying a property or already own one. I’m looking at buying a property in the countryside without pool. Can I build one when we own the property? To build a pool you need planning permission from the council. Depending on the location, the qualification of the land and the existing construction (total M2) you may or may not be granted permission. In some cases you will not only need permission from the council but also from the CCDR. Qualification of land can vary from urban (most flexible) to the most restricted environmental protected areas and anything in between. To start you can make a formal request (Pedido de informação prévia) at the council. If this request is granted, you need an architect to make the architectural drawings which need to be submitted. Once approved you can collect and pay for the building license. Although many builders build swimming pools, our preference is to use a specialist company that only build pools. Once the pool is built you need to inform town hall. Our agent tells us that it will not be a problem to build a pool after we purchased the property because other properties in the area also have a pool. Is this true or should we be worried? It would be wrong to assume that you will be automatically granted permission to build a pool just because there are some in the area. Rules and regulations have changed over the years and it may well be that the property you are interested in already used the maximum M2 of construction. Although many swimming pools are legal, it would be wrong to assume that just because there is a pool it must be legal. There are still many properties without a license for the swimming pool. We were told that for an above ground pool you do not need planning permission, is this true? The argument is, is it a permanent structure, with connection to water, electricity for filtration etc. That is no longer considered a temporary set up and, as such not legal. Furthermore, they often stand on a concrete slab which is also not allowed. Do I need a license for a spa?

A

Q A Q A

No, you do not need a license for a spa. However, it needs to sit on a terrace (a terrace that is documented in the papers of the property). It is not allowed to put it at the back of the garden on top of a concrete slab.

Q A

I’m looking to buy a property which I will rent out most of the year. Is a swimming pool important? If you are interested in getting rental income from your property it is important to have a swimming pool, especially on a countryside location so guests do not have to go to the beach every day. Properties without a pool rent for less and in general have a lower occupancy rate. For short term holiday letting you will need to apply for an Alojamento Local (A.L.) license. Part of the AL licensing process is that people from the town hall have the right to inspect the property before issuing the license. If you have a pool without a license your property will not pass the AL inspection. The definition of a short term let is a stay of not more than 28 days. On the other hand, for long term lets you do not need a rental license, only an energy certificate for the property. If your property doesn’t have an EC qualification, it is relatively easy to organise. Furthermore, if you have purchased your property recently you already have one, as it is mandatory by law since 2008. Pool tiles or liner, what is the best investment if one plans to resell? Most people prefer pool tiles over pool liner and, as such, I would choose what is appealing to the majority of buyers. Nowadays, there is a great variety of tiles and colours to choose from. The most common colour is light blue, which some may find a bit boring. However, it is a safe choice as it appeals to a broad market. If you have any questions just let us know. Fat Quarters of fabric

Shopping for fabric fat quarters

W

hen you walk into a fabric shop and seek out the quilting section, you will be confronted with dozens, if not hundreds, of bolts of fabric but you don’t have to purchase the entire bolt, you can purchase what we call Fat Quarters. These are not discarded off-cuts, these are specifically cut for our benefit. After all, it is called patchwork because, by definition, we work with patches of material. What Is a Fat Quarter of Fabric? A fat quarter of fabric is a one-fourth yard cut that usually measures 18" x 22". To create a fat quarter, cut a half-yard of fabric, 18" along the fabric's lengthwise grain, then

cut that piece in half at its midpoint. The longest side's dimension sometimes varies because some quilting fabrics are not 44" wide. Fat Quarter Uses A fat quarter makes it easier to cut larger chunks of fabric than would be possible from a regular quarter yard, including strips that are twice as long on the fabric's stable lengthwise grain. A fat quarter offers more versatility, whether it's for patchwork or appliquĂŠ. Quilt shops know that fat quarters are popular, and usually offer a wide assortment of them, stacked up and ready to go. Fat quarters are perfect for sampler quilts, and when you're making a scrap quilt and

buying them is one easy way to begin building your fabric stash. Fat quarters provide enough fabric to make nearly any quilt block in these pattern archives, with leftovers for another project. There are hundreds of ways to cut fat quarters into usable patches for quilts. If you know ahead of time how many patches you need, reduce waste by rotary cutting long strips of fabric first and then cut shapes from the strips. Keep in mind that not all fat quarters measure 18" x 22", and that if you pre-wash the quarters, they will likely shrink a bit, fray, and could become distorted.

was an event that surpassed everyone’s expectations. To mark the 35th anniversary of Spurs 1984 UEFA Cup Final triumph against Anderlecht, members of the winning squad, including goalkeeper Tony Parks, Chris Hughton, Paul Miller, Micky Hazard, Steve Archibald, Mark Falco, Tony Galvin, Gary Mabbutt and Graham Roberts were among the three hundred guests who were in for a

magical moment as, who should step out on stage totally unannounced, none other than England and Spurs goal-scoring hero Harry Kane. In addition Harry made an impromptu speech before handing out commemorative caps, specially produced by Centre Algarve, to the former players who took part in the cup winning campaign back in the early-1980s. key figure and goalscorer in the victory over Anderlecht in the final, helped to organise the fundraising night in his role as a patron of Centre Algarve, the holiday centre for young people with special needs. Graham, who will be sixty in July, said, “cycling over 400kms from Malaga to Moncarapacho three years ago was the longest and most challenging event that any of us had done but when it is for such deserving cause who can resist. So tonight represents a special evening when we can not only recount our exploits in Europe those many years ago but support a charity that makes such a difference to many people’s lives. ” He will therefore have been doubly pleased that Harry Kane took along a Spurs shirt from the Champions League Final against Liverpool which Harry duly signed and was subsequently auctioned for £9000 with the England international centre-forward doubling the amount to £18,000. Young

guests at the Gala Dinner included two young fans who have a special place in the hearts of Spurs fans everywhere – Marshall Janson and Ella Markham. Nine-year-old Marshall Janson was described by a doctor as the sickest child he had ever seen when he caught meningitis just days after being born in December 2008. The sports-mad youngster feared people would laugh at him when he played football, but after having a pair of prosthetics fitted his confidence rocketed. A video of him showing off his skills in a Spurs shirt went viral and he was offered the chance to have a kick around with his heroes. Harry was also delighted to once again meet 16-year-old Tottenham Hotspur fan Ella Markham after she was trolled on social media for her dancing. Kane invited her to Spurs last Premier League game of the season and said, “She is so positive and happy! Inspiring.” There are thousands of young people with special needs who never

get the opportunity to experience a normal life and Centre Algarve is there for them to enjoy a holiday experience they would otherwise never get. Andy Mahoney said of the Gala Dinner, “we have been overwhelmed by the support of Spurs fans who together with the Spurs Legends and Harry Kane and his fellow squad members have made this a memorable occasion. Significant funds will have been raised to enable us to provide more quality holiday experiences for young people both from Portugal and the UK.” Centre Algarve will be holding a special Open Day on Saturday 3rd August when they will be supporting the BBC Children in Need Appeal along with Paralympic medalist Anne Warfula Strike MBE and Pudsey Bear. How much capital gains tax will you pay in Portugal?

E

xposure to Portuguese capital gains tax depends on whether you are resident, how you own the asset and, with property, whether it is your main home. Residents of Portugal are liable on gains on worldwide property and investments acquired from 1989 onwards. Real estate gains are added to other annual income and taxed at the income tax scale rates from 14.5% to 48%. Shares, securities and bonds attract a flat 28% rate (35% if from a ‘tax haven’ – including Gibraltar and Guernsey). Only 50% of the gain on real estate for residents is liable, with inflation relief available after two years’ ownership. Furthermore, gains are exempt if proceeds are reinvested into another main home in Portugal (or anywhere in the EU/EEA that has a tax treaty with Portugal) within 36 months after sale (or 24 months before). You must also live in the property within six months of the threeyear deadline. Note this exemption may no longer apply to UK properties after Brexit. A new relief introduced this year offers exemptions to retirees or those aged over 65 who reinvest proceeds from a main home into an eligible insurance contract or pension fund within six months of sale. Non-habitual residents avoid liability on

worldwide gains where the gain is taxable in the source country (according to the relevant double tax treaty). This applies to UK real estate, for example, but because UK shares are taxable in the country of residence, gains here attract Portuguese taxation under NHR. For non-Portuguese residents, the full gain from the sale of a property, shares, securities or bonds in Portugal is taxable at 28%. If it proves more tax-efficient, EU residents can choose to be taxed at the scale income tax rates instead. Note that if you own Portuguese property through a non-resident corporate structure – such as a company or trust – gains are now taxable in Portugal. Where 50% or more of a non-resident company’s value comprises of Portuguese real estate (and the relevant double tax treaty gives Portugal taxing rights), the gain on the transfer of shares attracts 25% corporation tax (35% for blacklisted jurisdictions). Remember: some gains from Portuguese assets are also taxable in the UK for UK residents. Even Portuguese residents with UK property are now subject to UK taxes on capital gains, regardless of how it is owned. Where tax is paid twice, the UK/ Portugal double tax treaty ensures a credit can be given, although you will pay whichever amount is larger.

"A new relief introduced this year offers exemptions to retirees or those aged over 65 who reinvest proceeds from a main home into an eligible insurance contract or pension fund within six months of sale".

With careful planning, it is possible to significantly reduce your tax liability. For example, certain types of life insurance policies can offer significant tax benefits in Portugal. An adviser with cross-border experience can help you find tax-efficient, compliant ways of managing your assets so that you do not pay more tax than you need to, in Portugal or the UK. Summarised tax information is based upon our understanding of current laws and practices which may change. Individuals should seek personalised advice. Rent your property

he number of tourists visiting Portugal continues to increase and, for some property owners, renting their property is a way of reducing annual costs. Currently there are over 84,000 rental licenses registered in the Portuguese Portal of Tourism and this number is growing every day. If you are considering renting out your property, you need to be aware of the following to avoid any problems with the Portuguese licensing and tax departments. First of all, when you rent your property in Portugal, whether you are a tax resident or not, the rental income needs to be declared in Portugal. Secondly, the Tax Authorities (Finanças) state categorically that letting directly to holidaymakers for less than 30 days is viewed as business activity and must be reported in Category B. Despite several taxpayers declaring rentals on Category F, this should be reserved for ‘long-term’ rentals (more than 30 days). Only when the property owner makes a contract ceding the property to an agent for ongoing letting to tourists – may it be taxed under category B or F. The main reasons to comply with this new law are: • ASAE and the tax authorities are checking the rental portals (air bnb, holiday lettings, etc), to make sure that the properties advertised are all legal and the owners are fully compliant. Fines are considerably high for those not advertising the AL license number; • Tax is fairly low if you are on this scheme; as a non-resident you pay as little as 8.75% tax, instead of 28% (this is not a typo... you read it correctly... 8.75% opposed to 28%). The tax is even lower for hostels, guesthouses and other properties where

you can rent a single room, instead of the whole property: 3.75%. So why take unnecessary risks and not obey the law? Please find below some questions and answers, to help you understand a bit more about the local lodging: As a business, will there be complicated accounting/reporting requirements? No, unless your income is over €200,000 per year, we will class you on the ‘Simplified Regime’ and as the name suggests, everything will be simple. What is the simplified regime and what expenses can I offset against my rentals? Most sole traders in Portugal elect to operate under the Simplified Regime under which taxpayers cannot deduct professional and business expenses against their annual gross income. The taxable income of this category will be computed automatically, based on income. What is the tax payable on the simplified regime? The effective tax rate on Category B for a non-resident property pwner is 8.75%, for apartments and villas and 3.75% for hostels, etc. So, for earnings of €10,000 the taxable income equates to €875 in a villa or apartment. Under Category F, the same income taxed autonomously at 28%, the tax liability would be €2,800. Do I have to issue invoices to holidaymakers? Yes, but this is a service included on our package, so we will do it for you. We will also simultaneous report the arrivals and departures to the Immigration and Borders Service (SEF) at no additional cost. This is mandatory. Will I need to be VAT registered? You will be VAT registered, but you will

tlm:+351 281 029 059 email: info@allfinancematters.com

44

benefit from a VAT exemption unless you chose not to be exempt, or if your income exceeds €10,000 per year. However, as the VAT you charge to holidaymakers is 6% and most of your operating expenses have VAT at 23%, you should be in credit in terms of VAT or have a very little VAT liability. Do I have to pay Social Security contributions? Since 1 January 2018, the Local Lodging activity is exempt of Social Security contributions. But this only applies where this is your only activity registered with the tax office. If you have other activities, contact us as there are various full and partial exemptions that may apply. How long does it take to get this rental license? We can complete the registration at the tax office and the application to the tourism office in a week, and you should have your AL number two days after the application is submitted. The AL license is valid until you close your activity or sell your property. Do I pay capital gains if I decide to stop renting? In most cases, no, but it is advisable to seek advice, so you can plan ahead a future sale of the property. What do I need to report to SEF? Property owners need to report to the SEF (Emigration Office) the entry and exit of all guests with non-Portuguese nationality. If you have any other questions, please feel free to contact us; we aim our expertise and know-how to work to your benefit, keeping you tax compliant while paying only the legal minimum. Contact our office and book an appointment to find out about the tax strategy that might be more effective in your specific situation.

Inherited wealth is making a comeback.

t is one of the great themes of English literature of the 19th and early 20th centuries. Novels such as Jane Austen´s “Sense and Sensibility” or Charles Dicken´s “Great Expectations” revolve around the question of inheritance. Writers preoccupation with inheritance reflected the fact that back then, transfer of wealth from one generation to the next was extremely significant. Now evidence is evolving which suggests that the world is yet again entering another golden age of inheritance. Two main factors determine inheritance flows from one generation to the next: the amount of wealth in an economy and the rate at which the owners of that wealth die. The plutocrats of the 19th century amassed fortunes on the back of financial investment in mines and factories. The destruction of inheritance was brought about by the obliteration of inflation due to the impact of the First and Second World Wars. Between 1910 and 1950 the value of capital in the economy fell from nearly 700% of national income to 250%. People had less to pass on to their descendants, and so the significance of inheritance decreased. Lately, however, wealth as a share of output has risen. Baby-boomers, the bumper generation born between the mid-1940s and mid-1960s, possess much of this wealth and are starting to dwindle in numbers. The

aftereffect being that inheritances are starting to make a comeback. In the past 20 years, the total value of estates has more than doubled in real terms. These days, for every £100 they earn in wages, they receive £17 in gifts and bequests. Inheritance has not played a big role in the economy since the 1930s but it is clearly starting to make a comeback. By one estimate, one in twenty British people receive an inheritance worth more than ten years of their net earnings and with people’s assets continuing to increase it is easy to understand why people are beginning to get trapped in the snare of inheritance tax. Although a tax relief was introduced in 2017; the ‘residential nil-rate band’ or ‘family home allowance’ providing an extra relief when passing on the main home to your direct descendants. A positive to take from this for expatriates is you can claim this allowance on a property outside of the UK, provided it is your main residential home (although local inheritance taxes may still apply). Investment properties are not included, and it is only available for one property that is passed directly to children or grandchildren. Larger estates, on the other hand, do not receive the full tax relief – estates over £2 million have smaller tax relief and those £2.2 million and above receive no tax relief. Despite the tax allowance, the government’s inheritance tax fund continues to swell.

The reason behind this has a lot to do with people’s increasing value of assets – in particular, property. For example, in a press release ‘UK House Price Index for March 2019’ from HM LAN registry, published 22nd May 2019, clearly stated that the average detached house across England typically costs £371,759. That alone has already fallen outside the governments “residential nil-rate band”. Currently, the residential property makes up a third of estates liable for inheritance tax. Additionally, the standard relief – frozen at £325,000 since 2009 and fixed until 2021 – has clearly not kept pace with inflation unlike property and other assets. The UK government’s Office for Budget Responsibility predicts the inheritance tax haul will surpass £6 billion by 2021 as people’s asset continues to grow and standard relief is frozen. Inheritance is once again making a mark on the national consciousness and there has been a significant boom. In the UK, the High Court considered around 150 inheritance disputes in 2017, three times more than it examined a decade earlier. If you want to know more about how you can take advantage of all the reliefs available get in touch with a deVere Portugal advisor who will ensure you don’t leave your beneficiaries with an unnecessarily large bill or worse a lengthy legal case.

An evenly balanced first-half was edged by East Algarve but the visitors came into their own after the break. VASCO FAÍSCA FOR THE FUTURE

I

n the final round of games in the Campeonato Portugal, SC Olhanense thrashed Moura 5-1 away to record their fourth consecutive win with a goal tally of eighteen for and just one against. Despite a strong finish to the season Vasco Faísca’s young protégés failed to make the play-offs with the Portuguese Football Federation and the Arbitration Court of Sport ruling that Casa Pia should have their points deductions reinstated! The Lisbon club therefore joined SC Praiense (Azores) from Division D in the eight team play-off qualifiers. Good news for Olhanense fans is that manager Vasco Faísca will continue in charge. With the majority of the squad having been signed in January on 18-month contracts next season could be pivotal for the club that ten years ago gained promotion to the Primeira Liga. Come August the Campeonato Portugal, the third level of Portuguese football, will feature four Algarve teams: SC Olhanense, Armacenenses, Louletano and Esp.Lagos who edged out Moncarapachense in the final game of the Algarve Championship. The team from Moncarapacho had to win but could only draw 0-0. The group of Italian investors who took control of the Olhanense SAD (limited liability sports club owning eighty percent of the capital) towards the end of last year have reaffirmed their commitment to strengthen the squad and make a major push for promotion. Player of the Year went to popular club captain Leleco and the Young Player of the Year award was presented to Lelo who joined the first team squad this season after rising through the club’s youth system. Olhanense central defender Zach Muscat, on loan from Italian club Pistoiese, has been called into the Malta main squad for their two UEFA Euro2020 qualifiers against Sweden and Romania this month.

Do your clubs fit you? The answer to playing good golf? It could already be in your hands.

G

olf can be the most frustrating game. Funny then, when we strive so hard to play well, that when it comes to our clubs we often give little thought to the detailed specifications of the equipment we buy and use. All of these things impact on your golf; Shaft flex. Determines how far, how high and in which direction the ball goes. Get this right and you’re well on the way to good golf. It doesn’t just happen however, and even shafts with a label telling you the flex are often not what they seem. Clubtec will measure the true flex exactly, and, remember, the flex suited to you will change over time. If you experience pain after playing golf you should check the shaft flex. Swing weight. Getting the balance of the club in your hand to feel just right is another important factor. Poor shots, heel and toe hits, fats and thins are very often a result of the swing weight not suiting your tempo or the way you release the club. Loft, lie, and bounce angles. Crucial to controlling your yardages, the way the club interacts with the turf, and controlling direction.

Too often golfers have to adapt their swing to ill fitting clubs, swinging differently each time to try and hit the ball towards their target. A simple loft/ lie check and some resulting adjustments enables the golfer to trust their clubs, control their distances and repeat their swing. Shaft length. Essential that the length of the club fits your body, your natural posture and any physical limitations you might have. Heel and toe hits ( and the shanks!) are often caused by incorrect shaft length, as is lower back pain. Grip size. Affects the degree of hand action in the golf swing and can easily cause hooking or slicing if not fitted correctly. Shaft frequency matching. All shafts have an exact flex ( measured in cpm’s). In a correctly built set of clubs there is a very small but progressive flex change ( cpm increase of 4 cycles) between clubs so that each club feels the same. Specialized equipment is used to measure each shaft which then enables the club builder to fine tune each shaft by careful trimming. The result is a feeling thats very different to “ off the rack” clubs. It’s very common to find in a set of “ off the rack” clubs that shafts vary wildly in flex. Clubtec can help correct this problem, even by re

tuning existing sets. Total club weight. Again a well built set of clubs should have a consistent and progressive total weight through the set, maximizing feel and the potential to use a repeating swing. It’s often not the case. Spine alignment and flo. 99% of all shafts have a spine (where the flat shaft material is joined to make it round). Any shaft will bend differently along its spine (the stiffest part of the shaft) compared to the rest of the shaft. Where the spine is positioned when it is glued in to the head has a dramatic impact on the clubs performance. Mass produced golf clubs are glued in so the shaft logos look attractive with no consideration given to the position of the spine. Hand built golf clubs are built with the shaft spine on top in the 12 o clock position. This keeps the club stable in transition and at impact. Clubtec Golf are busy each week helping local golfers with their existing clubs, fitting and adjusting them to their individual swing, resulting in them playing better golf, achieving much higher levels of consistency, and getting much more enjoyment from the game.
