News New Faro Airport parking rules

aro Airport now has new rules for car access to the arrivals and departures curb-side areas. Collecting or dropping off passengers will be free of charge to private users for ten minutes implementing the so-called Kiss & Fly concept which can be found at a number of airports, including Gatwick, Heathrow, Paris, Chicago O’Hare and JFK among others. The new system will allow users to stop next to the terminal itself, but will also be heavily enforced to discourage repeated curbside use. In this way, dropping off or picking up someone from Faro Airport will be a faster, calmer, and more comfortable experience, as users will be able to stop next to the terminal itself. The P2 parking at arrivals also allows for ten minutes free parking before drivers are charged for every 15 minutes of their stay. In a statement sent to The Portugal News, airport operator ANA explained: “The idea is to discourage repeated curbside use and, as such, there will be a charge for the third time of use within 24 hours.” Taxis collecting passengers will remain at the space currently available for this purpose, which will have reserved access for valid permit holders. Tourism buses and hotel shuttles will have their own spaces suitable for airport access (parks P5 and P6 respectively). The curbside at Faro Airport is currently affected by various operational restrictions and environmental considerations, largely caused by imbalances in types of access and misuse by private and business users outside ANA airport activity. With these changes, the airport hopes that access will be streamlined. “In practice, use of this space for excessive amounts of time is discouraged, so that there is no disruption to users and airport operations as a whole, especially at peak times, nor increased security risks”, ANA said.

Loulé Ikea store gets green light

wedish DIY group Ikea announced on Wednesday this week that it has received the commercial licences for its project in Loulé, in the Algarve, and that the store could open as soon as next year. In a statement, the company said that, “following its expansion plan for Portugal” it has this week received “commercial licenses for the Ikea project in Loulé, which includes the construction of a store, a shopping centre and an ‘outlet’.” They recalled that the €200 million project will create 3,000 direct and indirect jobs. The inauguration of the Ikea store is pencilled in for sometime next year, with the rest of the project – the 125-store shopping centre and 195shop outlet – opening the year after. Contacted by Lusa News Agency, an official spokesperson for Ikea said building will begin at the start of this Summer.

It has been a rocky road to the point of Ikea securing its licences, with the project having been widely contested from several angles. In March this year the Mayor of Faro, which neighbours with Loulé, had voiced concerns about paying out compensation after a project for a slip-road to link the A22 motorway to the future Ikea shopping centre was flunked by local authorities. Rogério Bacalhau explained that the process has been ongoing since 2012 and certain commitments between Faro council and Ikea, namely with regard to the acquisition of the land where the slip-road was to be built – which was bought with the company’s money but put in the council’s name – had already been made. The project is expected to cover four plots in Loulé, totalling an area of 242,353 square metres, 81,337 of which are reserved for green spaces and road access.

Sever's Disease

ever's disease, (calcaneal apophysitis), is a painful bone disorder resulting from inflammation of the growth plate in the heel. A growth plate, also called an epiphyseal plate, is an area at the end of a developing bone where cartilage cells change over time into bone cells. Sever's disease is a common cause of heel pain in growing kids, especially those who are physically active. It usually occurs during adolescence, any time between the ages of 8 and 13 for girls and 10 and 15 for boys. CAUSES During early puberty, the heel bone (calcaneus) sometimes grows faster than the leg muscles and tendons. This can cause the muscles and tendons to become very tight and overstretched, making the heel less flexible and putting pressure on the growth plate. The Achilles tendon is the strongest tendon attached to the growth plate in the heel. Over time, repeated stress (force or pressure) on the already tight Achilles tendon

damages the growth plate, causing the swelling, tenderness, and pain of Sever's disease. Such stress commonly results from physical activities and sports that involve running and jumping, especially those that take place on hard surfaces. Sever's disease also can result from standing too long, putting constant pressure on the heel. Poor-fitting shoes can contribute to the condition by not providing enough support or padding for the feet or by rubbing against the back of the heel. SIGNS AND SYMPTOMS The most obvious sign of Sever's disease is pain or tenderness in one or both heels, as well as; • swelling and redness in the heel • discomfort or stiffness in the feet upon awaking. • discomfort when the heel is squeezed on both sides. • Walking difficulties or an unusual walk, such as walking with a limp or on tiptoes to avoid putting pressure on the heel. Symptoms are usually worse during or after activity but improve with rest.

TREATMENT The goal of treatment is to go to the cause of the problem, reduce the pain and inflammation, stretch and balance the leg muscles which helps to relieve pressure on the heel bone, decreasing swelling and reducing pain. Children should cut down on or avoid all activities that cause pain until symptoms are gone. It may be possible to do things that do not put pressure on the heel, such as swimming or cycling, but check with a doctor first. A doctor may also recommend: Physiotherapy, osteopathy and postural reeducation; Foot and leg exercises to stretch and strengthen the leg muscles and tendons; Elevate and apply ice (wrapped in a towel, not directly on the skin) to the injured heel for 20 minutes two or three times per day, even on days when the pain is not that bad, to help reduce swelling; Neuromuscular bands can also reduce pain and inflammation. nlike any other beach in the Eastern Algarve, your first view of Praia Verde beach will be from above as you come out onto the edge of the pine-covered outcrop that lies behind the beach and gives the beach its name. The sophisticated restaurant 'Panoramico' overlooks the stunning beach which is now owned by the popular restaurant 'O Infante'. A short walk down the wooden steps brings you to a choice of restaurants. To the right you'll find 'Well Bar', which is a beach-cafe offering a great selection of Sushi, Tapas and even an English breakfast! To your left and along the access to the beach there's Restaurant

But there is plenty of space in between. Praia Verde is located a few kilometres east of Tavira, about 10 km shy of the Spanish border. Praia Verde is a great beach to visit if you have young children, as when the tide goes out it leaves long, shallow tide pools behind that are perfect for splashing around in and offer greater safety than playing in the sea.

Meet the local couple who have launched a new beer made from Carobs.

he innovative and charming couple Sebastião Afonso and Ivânia Lourenço both from the Tavira area are the entrepreneurs behind “Moura”. Sebastiao and Ivania explained that the idea for a beer made solely from locally produced carobs came about back in 2003. They were interested in home brewing and craft beer and at the time it was a friend who had told them about such a course in Porto. They both work locally, Ivania at Faro hospital and Sebastiao, up until recently with his bar in Cabanas. After getting more information they have now completed professional courses. Producing a stout, pilsner and a Belgian style ruby beer, it has been such a great success that they are now trying to keep up with demand. They explained that the name

was, of course a big decision and as well as using locally farmed products they also wanted to introduce a bit of history and culture from the area and they selected Moura (a Moorish name) that comes from the legend from the beautiful castle in Tavira. The then governor of Tavira, AbenFabila cast a spell on his daughter to stay in the castle whilst he went to battle. He kept her there so that she would be safe and he was to break the

spell when he returned. Unfortunately the brave Aben was never to return and it is said that the princess appears crying, at mid night, on St John’s day every year on the 24th June. Sebastiao and Ivania are in the process of establishing their very own micro brewery to enable them to increase production, broaden their range, and keep up with demand. They plan to show at the Faro beer festival in July and have been invited to a gourmet event in Vilamoura. A very exciting and impressive product, all grown and produced here in the East Algarve. f you own a property located in the municipality of Tavira you have until the 24th of July 2015 to inform your local parish (Junta de freguesia) regarding the localisation and boundaries of your property. From the 25th of July onwards they will charge an admin fee. If you have not registered yet, now is the time to do so. The updating and digitalisation of the land register is part of the national system called SiNErGIC (Sistema Nacional de Exploração e Gestão de Informação Cadastral) for the use and management of cadastral information. The main objective is to clearly document the exact delimitations of a property by integrating existing and new cadastral information for the purpose of future land planning policies, public works and a range of other governing policies such as the environment. All types of property must be registered. If you own a property which is part of a condominium the administrator of the condominium will make the registration. In all other cases the homeowner or their representative will have to make the registration. All land must have landmarks with the initials of names of the current owner of the property. SiNErGIC has an instruction folder available with instructions the demarcation of a property. (A copy can also be obtained from our offices). The property market continues to improve. The negative interest rates bring a dilemma for investors who are being tempted to seek higher returns in riskier investments. Natures mosquito repellents Urban legend or truth? Are there really plants that repel insects that can be planted in your garden or around the patio to prevent mosquitoes from hanging around where you wish they didn't?

nfortunately, the answer is no. Simply planting juniper shrubs, rosemary, or citronella grass or any other plant at the back door won't stop mosquitoes from buzzing around the patio during the dinner hour. What will keep insects like mosquitoes and gnats away are the essential oils contained in the plant's leaves, which are obtained by crushing the leaves. There are a variety of both wild and cultivated plants that repel mosquitoes. Almost anywhere you go, it is reasonable to find several plant species that you can use to ward off these pesky critters. Plant-based mosquito repellents are especially useful for people who spend a great

deal of time outdoors. It is important to note that it is compounds found within the plants that do the repelling. These compounds need to be released from the plant to unlock the mosquitorepelling qualities. Depending on the species of plant, they can be released by, either crushing, drying, or infusing the plant into an oil or alcohol base that can be applied to skin, clothing, or living spaces. Others are best used as a smudge, which releases the compounds in a smoke. Just standing near living plants that repel mosquitoes is often not effective. Below are separate lists of wild and cultivated plants that are known to repel mosquitoes:

CULTIVATED PLANTS THAT REPEL MOSQUITOES Citronella Grass (Cymbopogon nardus) is the most popular cultivated plant used for repelling mosquitoes. Its oil, citronella oil, is the primary ingredient in most natural insect repellents sold in stores. Products applied to the skin are most effective. It grows in tropical regions. Pelargonium citrosum also known as the Mosquito Plant is a genetically engineered geranium hybrid with a unique characteristic: it repels mosquitoes! It is easily grown as a potted patio plant, and easily enjoyed for its attractive foliage and sweet lemony scent, as well as for its mosquito repelling powers. It

produces a leafy, attractive, foot-tall plant during its first season. The Mosquito Plant was created by a Dutch botanist, who genetically incorporated traits of the Chinese citronella grass into a scented African geranium. The resulting cultivar still had the growth and habit of the geranium, and its sweet lemony citronella scent. Citronella is the substance in citronella candles, which have long been used to deter mosquitoes. It doesn't harm them, but they don't like citronella and avoid it. It is most effective as a repellent if you crush a few leaves and rub them on your skin. This releases the citronella and a sweet perfume. Catnip (Nepeta cataria) is a common garden plant that can be used to repel

mosquitoes. The crushed plant can be applied directly to the skin or the dried plant can be infused in an oil, such as olive oil. ADDITIONAL CULTIVATED PLANTS THAT REPEL MOSQUITOES: Peppermint (Mentha piperita) Rosemary (Rosmarinus officinalis) Marigolds (Tagetes spp.) Lemon balm (Melissa officinalis) Garlic (Allium sativum) Clove (Syzygium aromaticum) Eucalyptus (Eucalyptus spp.) Tea tree (Melaleuca alternifolia) Lavender (Lavandula angustifolia ) WILD PLANTS THAT REPEL MOSQUITOES Vanilla Leaf (Achlys triphylla) is a plant

native to the northwest and Japan. Indigenous peoples were known to hang bundles of the dried plants in and around their dwellings to keep mosquitoes and flies away. The plant can be rubbed on the skin fresh or dried to deter mosquitoes. Sagebrush, Wormwood, and Mugwort (Artemisia spp.) are in the same genus (plant grouping). All of these species can be used as an aromatic smudge that is known to be a very effective mosquito repellent. The crushed leaves can also be applied directly to the skin. These species grow in the drier habitats of the west, including the plains, deserts, and mountainous regions. Pineapple weed (Matricaria

matricarioides) is a common weedy species that grows all over North America. It can be found growing in lawns, edges of roads, and other disturbed areas. The aromatic crushed plant can be applied to the skin to help repel mosquitoes. ADDITIONAL WILD PLANTS KNOWN TO REPEL MOSQUITOES: Nodding onion (Allium cernuum) Wild bergamot (Mondarda fistulosa) Snowbrush (Ceonothus velutinus) Sweetfern (Comptonia peregrina) Cedars (Thuja spp.) Itâ&#x20AC;&#x2122;s important to note that insect repellents applied to the skin generally only last one to two hours. Frequent re-application is necessary. Also, when utilizing wild plants, internally or externally, always be sure to correctly identify the plant you are going to use. It is best to utilize field guides and work with someone who knows the plant well to avoid accidentally using a poisonous look-alike.

ADDITIONAL TIPS ON REPELLING MOSQUITOES In addition to using mosquito repelling plants, you may want to consider some other factors that can help keep mosquitoes away. Mosquitoes find their prey by following carbon dioxide and other components that animals breathe out. Many outdoors-people

have noticed that mosquitoes have a greater attraction to people that have been eating processed, sugary foods, and less attracted to people eating more of a natural diet such as whole grains, fruits, and vegetables. The basic recipe is as follows: Take 2 cups of catnip leaves or 1 cup of rosemary leaves, stems removed and crush in a mortar and pestle. Alternatively you can use a rolling pin to crush the leaves. Place the leaves in a clean jar. Fill the jar with 3/4 cup of rice vinegar or vodka, or if you use oil, 3/4 cup of jojoba or almond oil. Let the mixture sit for a couple of weeks, gently stirring at least once a day. Strain mixture into another clean jar and your homemade bug spray is ready to make its debut!

Move to Portugal and pay zero tax on your pension

f you are planning to move to Portugal, or at least thinking about it we have good news. The non habitual resident (“NHR”) taxation regime; a scheme for new residents that can provide substantial tax benefits. You may discover that Portugal is a tax haven for you. WHAT IS THE NON-HABITUAL RESIDENCY TAX REGIME? This scheme was approved in 2009 and assigns certain tax advantages over a period of 10 years, for any person requesting tax residency in Portugal. The objective of this scheme is to attract individuals of independent means, pensioners and certain skilled professionals to establish residency in Portugal for tax purposes, while not being subject to any minimum or maximum stay requirements. WHO CAN APPLY FOR THIS REGIME? All citizens who become tax resident in Portugal during the current year, that have not been considered resident in Portuguese territory during the last five years preceding the year of application. This applies both to foreigners and to Portuguese

citizens who are living abroad and wishing to return to Portugal. To be considered resident you will have to stay more than 183 days in the country or alternatively own or rent a property in Portugal, intended to be your habitual residence for the future. ONCE THE NHR STATUS HAS BEEN OBTAINED, IN WHICH CASES IS YOUR FOREIGN INCOME TAX EXEMPT? In the case of pensioners and retirees income will be tax exempt in Portugal as long as their pensions may not be deemed sourced from Portugal. This occurs if either there is a convention to eliminate double taxation, signed by Portugal and the foreign State (Portugal has currently signed double taxation agreements with 71 different countries); or in case the Income is not considered to have been obtained through a Portuguese source, according to the criteria provided for in the IRS Code (personal income tax). In the case of income derived from employment, when the income is taxed in the State of origin, in accordance with the convention to eliminate double taxation, signed

by Portugal and that State; or when that income is taxed in another State with which Portugal has not signed any convention to eliminate double taxation, as long as the income is not considered to have been obtained in Portuguese territory, in accordance with the criteria in article 18 of the IRS Code (personal income tax); In the case of income from selfemployment (through the provision of services of a high added value, of a scientific, artistic or technical nature, or through intellectual or industrial property, investment income, rental income, capital gains income or other increases in equity), the exemption happens when: The income may be taxed in the source country, territory or region, in accordance with the convention to eliminate double taxation, or; When no convention to eliminate double taxation has been signed, the OECD model convention may be applied (taking into consideration the observations and reservations made by Portugal) and as long as the source country, territory or region does not have a privileged tax regime, and as long as the income is not considered to have been

The taxpayer needs to register as a resident in Portuguese territory. Only then can they request the non-habitual residency status. This request must be made by 31 March of the following year in which the citizen became resident in Portugal. The request is made to a specific tax office in Lisbon that only deals with the NHR. he despair and despondency that engulfed the club in April, as the team dropped into the relegation zone, was blown away in May with three wins in four games. Two of these comprehensive victories were against champions elect Tondela and second placed Chaves. Manager Cristiano Bacci, who was plucked from the relative obscurity of Italian fourth tier football earlier this year, must take most of the credit and strong indications are that he will be in-charge next season. Bacci took control in midFebruary but it was not until eight games later, against Beira-Mar, that he recorded his first win. Since then the team has continued to grow in stature and six victories has seen them finish a respectable sixteenth, well clear of the dreaded drop into non-league football. A VERY SPECIAL DAY Three days before Benfica were crowned Premeira Liga champions, my wife and I had the honour and privilege to spend the day with the former Chelsea defender and Benfica manager John Mortimore and his charming wife Mary. John, who celebrated his 80th birthday last year, is still the only Benfica manager to have won the league and cup in the same season back in 1986/87. He won the league title twice and Portugal Cup twice in his two spells with the Lisbon club. John recalled his time at Chelsea battling against the likes of Bobby Charlton, Ian St John, Alan Gilzean

and Geoff Hurst. It was at Benfica that John Mortimore wrote his name into the record books and where he was delighted to have had the great Eusébio on his coaching staff. My wife asked Mary how she and John had met and she recalled that John invited her to a football match. She imaged a muddy field and consequently turned up in wellington boots and mac only to find herself sitting among fur coated and jewellery bedecked ladies in the main stand at Stamford Bridge! When Chelsea met Benfica in the Champions League quarterfinal in 2012, John was invited to walk around the pitch at Stamford Bridge at half-time and received a standing ovation from both sets of supporters. John said, “It was such an experience and there is nothing else like it, I don’t know how you can make any comparisons with that. To walk from one penalty area to the other, when there were supporters of both teams there, was fantastic. It was nice to be able to go to all sides of the ground and be welcomed all the way round. I haven’t got words to describe it. It was just a great, great experience”.

Almost as impressive has been the job done by Nuno Espírito Santo at Valencia, and Leonardo Jardim at Monaco, whose teams have secured Champions League qualification positions in Spain and France respectively. And talking about the Champions League, in this year’s competition Portugal had more managers representing their homeland than any other European country – six in total. One person not celebrating will be Cristiano Ronaldo who, despite scoring hat-tricks in Real Madrid’s last two games could not stop Barcelona winning the Spanish title.
