News Portugal's President plans Ria Formosa island visit

According to national newspaper, Correia da Manhã, a monument or plaque will be unveiled by Rebelo de Sousa to mark the centenary of the settlement. At the end of WWI the construction of a Naval Aviation Centre commenced on the Island in order to operate seaplanes on anti-submarine patrols. Although partially constructed and used for the war activities, the centre was never officially activated and its facilities later were used as a support base for a naval firing range. The name ‘Hangares’ comes from the adoption of the word ‘hangers’ - as in, large buildings in which to store military
equipment. Simple houses were built to house workers looking after the equipment and later, those using the Ria Formosa area to work as fishermen and shellfishermen moved to the settlement which benefitted from water tanks and a jetty. Hangares has been one of the three key settlements fought over during the SOS Ria Formosa campaign which has managed to save hundreds of properties that were threatened with demolition by the State.
Algarve Lawyer tricks South African couple out of €400,000
he Public Prosecutor's Office in Faro is pursuing a case against a local lawyer who is suspected of ripping off two South Africans. According to a statement from the Public Ministry, there are suspicions that in 2015 and 2016 the lawyer tricked his two South African clients, telling them that he has reached agreements with the taxman and Social
Security office over monies owed. Duped into believing the good news about lower tax and social security bills, the victims transferred the money to the lawyer - over €400,000 - which the lawyer kept. The accused is suspected of shifting the money around various accounts to try and hide where it had come from.
Correio da Manhã named the victims as photographer and film maker, Viv Thomas, aged-69, and his wife Avril. The lawyer, thought to be based in Tavira, faces criminal charges and, if found guilty, is likely then to be struck off by Portugal’s Ordem de Advogados - even this body can not fail to bar one of its members for stealing such a large sum.

he President of the Republic of Portugal, no less, is to visit the settlement of Hangares on the Ria Formosa island of Culatra. Marcelo Rebelo de Sousa has agreed to visit the cluster of houses to commemorate the 100th anniversary of the creation of the settlement that has recently been one of the focal points of the State's demolition programme for Ria Formosa island properties. Algarve icon, protest leader and allaround good guy, José Lezinho, the president of the Association of Residents of Hangares, said that the VIP guest, now "only needs to set the date as, despite the creation of the settlement on August 15, that day won’t be much good as it will be very busy on the island. "

Summer is here! Ten top tips to avoid sun related problems
T
he time has come to sunbathe, go to the beach and dive in; for many people the basic recipe for moments full of fun and relaxation. But if we want to have healthy and beautiful skin we must not forget that the sun and dehydration can bring many problems like burns, premature aging and can even increase the risk of skin cancer. As there is no better remedy than prevention we give you 10 tips so you don’t lose your precious relaxation time with fun trips to the doctor and the pharmacy: Keep your skin clean and moisturized by bathing daily and applying antiseptic soap in order to eliminate bacteria and other microorganisms from the armpits, intimate region and feet. After bathing it´s important to apply moisturizing cream, at least to areas where the skin tends to get drier like the feet, knees, hands and elbows. Apply sunscreen daily with adequate protection index to your skin about 20 to 30 minutes before sun exposure and reapply every 3 hours. After bathing you can apply a post-sun moisturizing lotion to repair and soothe sun-damaged skin and prolong tanning.

Do not do the depilation on the days when you are going to sunbathe because it can cause dark patches on the skin. Do not do laser and chemical skin treatments in the summer because these treatments can damage tanned skin and cause stains that are difficult to remove. Exfoliate the skin once a week to eliminate dead cells and renew the skin and keep the skin always dry to prevent the appearance of fungi. Thus, you should wear sandals or slippers so that your feet do not get wet from sweat inside the shoe. Take a fresh water bath when leaving the beach to remove salt and sand that tend to dry the skin, facilitating cracks that can allow the entry of microorganisms. Eat a good dose of foods rich in beta-carotene / vitamin A (eg sweet potatoes, carrots, pumpkin, spinach, parsley) to make your tan last longer. Drink enough liquids to avoid dehydration: 2 to 3 liters of pure or flavored water with lemon and mint or natural fruit juices always without sugar. Avoid direct sunlight exposure in the hottest hours of the day, between 11am and 4pm.

agoberto Silva was born in Vila Nova de Gaia (Portugal) in 1952, where he currently lives and pursues the professional activity of Plastic Artist in his studio. He studied Arts at the Escola Soares dos Reis in Porto and has been carrying out expositions there since 1976. The scholarship that he was granted by the European Commission in Venice was decisive in defining his artistic vocabulary. In the painting of Dagoberto, an impressionist vision is present, with the fleeting capture of a given moment. He is, above all, an “outdoor” painter, with art pieces which show interest in capturing a given reality. Technically, the art pieces of Dagoberto are characterized by the juxtaposing of free brushstrokes, being both nervous and spontaneous but with a strong impressionist and expressionist character. Dagoberto uses, above all, a palette of warm and contrasting colors giving brightness and luminosity to his art pieces, which are loaded with great sensibility and technique. Dagoberto is also the Co-founder of ARGO – Associação Artística de Gondomar, and features in the book “50 Anos de Pintura e Escultura em Portugal” (50 years of Painting and Sculpturing in Portugal), in the Casa e Jardim magazine (June 2005), as well as several other Art Guides. He has been asked to Illustrate books by several authors and has been running the paint studio of the Sindicato dos Professores da Zona Norte (Northern

sabel is originally from Lisbon and it was her frequent family holidays to Tavira that would eventually lead to her settling here. While living in Istanbul for nine years, Isabel created her very own brand of beach towel called 'Tamam'. The idea to start the brand came from life experiences. Every time Isabel would visit Portugal she would bring towels for her own personal use. Each time she would leave for home without her towels, as friends and family had asked if they could keep them as they loved them so much. As a graphic designer, Isabel embarked on creating her

own brand and Tamam was born. Originally the business was purely exporting products to America where the Tamam brand was very popular. Eventually the online side of the business took off, and now you can find over 15 different types of towels on the Tamam website. FARO'S INTERNATIONAL FILM FESTIVAL This year's festival will feature films made by Algarve residents.
T
he festival is an annual event, first presented in 2010 and taking place this year between August 23rd and 26th. Showcasing a variety of talented filmmakers, it includes a repertoire of short documentaries, fictional works and animated movies. The brief for filmmakers is to consider environmental issues on a local and global scale and several of the movies have been made by people living in the Algarve. Of special interest this year and subject to selection, a group of twelve expatriates has collaborated with a Portuguese filmmaker, Miguel Cosme of SkyeVision. They have created a movie about the railway journey along the coast from Vila Real to Lagos. Prompted by a protester with a petition, a group of passengers become embroiled in a discussion about the detrimental impact of the diesel train they are travelling in. Written with a comic element, it includes a curvaceous actress and a fervent bishop convinced that, "When God made air it was meant to be pure." Much of the film footage is taken from the air with a drone, showing the stunning beauty of the Algarve. Entitled 'The Algarve's Diesel Maiden', the story is narrated as a rhyming poem written by author and playwright, Carolyn Kain. " This is a brand new venture for us," she explains. "The last three plays I wrote were performed on stage all across the Algarve. This time the actors' performances are preserved for posterity and our message about conserving the natural heritage of the Algarve is sincere." he cautious attitude from buyers in the past is long gone. Flush with cash and faced with low returns on savings makes them eager buyers of property in the Algarve. This is to the benefit of vendors of existing homes as property prices are rising due to increased demand while supply of new construction is still low. If you are considering selling your property, now would be a good time and we would be interested in assisting you. The underlying economic prospects for Europe continue to improve with lower unemployment, higher corporate earnings as well as higher consumer spending. At the beginning of 2017 the rise of populist and nationalist parties across Europe were reasons for concern, however with the elections in The Netherlands and France behind us this proved to be unfounded. The wave of antiEU populism is fading. In Germany the traditional parties are leading the polls in the upcoming elections in late September. The Portuguese econony continues to improve and the country has now exited the EU budget procedure which was in place since the bailout six years ago. The budged deficit in 2016 fell to 2% of GDP which is well below the limit of 3% agreed at the Maastricht treaty. Altough the general expectation is for the budget defict to stay at or below 2% in 2018 and 2019, the risk is that the left wing coalition will see this as an opportunity to go on a spending spree. Total debt to GDP is 130% and increasing leaving

Property little room for errors. Another matter that remains unresolved is the high level of Non Performing Loans on the books of Portuguese banks, which limits their lending capabilities. Ultimately this tab will have to be paid for by the Portuguese tax payer and if accounted for in 2016, the budget deficit would have been well above the 3% threshold. As a result the major credit rating agencies still see Portuguese government debt as non investment grade. In our base case scenario for 2017 we expected transaction volume of residential housing to slow down in 2017 versus last year while prices of existing homes sales to rise between 4 – 6%. This was mainly based on uncertainty about the fallout from Brexit and the concern about the rise of populist and nationalist parties across Europe in an election year. We are now halfway through the year and the market continues to steam ahead. We may have erred on the side of caution! In addition to historic low and
in some cases negative interest rates, the success of the Golden Visa and especially the NonHabitual Residency program are also behind the strong demand for property. Portugal is considered a safe destination and continues to benefit from the instability in other parts of the world. It is well on track to break the 2016 record influx of holidaymakers. Beauty is in the eye of the beholder and Portugal has a lot to offer; beautiful blue flag sandy beaches, a great and secure destination for a family holiday, speciality holidays such as cycling, hiking and bird watching, city trips, great cuisine and not to mention the 300+ days per year of sunshine! We are living in uncertain times but buyers continue to demonstrate confidence in the market. There are still good quality properties on the market at attractive price levels for both end users and investors. With current interest rates on savings being historically low – with a negative yield after tax and inflation – property in the Algarve

A
ll plants need water to survive. However, like plants that require more water, there are plants that grow in a lack of water. They are the best drought tolerant plants and can live without water for a long time. The Agave Agaves store water in their thick foliage and send their roots deep below the soil surface to collect the water available. The Leaf has sharp edges. Landscapers often use agave due to the interesting shape of their foliage and of course, they are low care and drought tolerant plants. Beautiful Bougainvillea Bougainvillea is a great plant for tolerating the drought. It seems to be one of the toughest shrubs that thrive on neglect in extreme and intense conditions. This colourful plant is easy to grow too. Portulaca or Moss Rose Moss rose or “Portulaca” is a drought-tolerant flowering plant that thrives in dry, poor soil. Due

BLANKET FLOWER to its thick succulent leaves, it can survive for a long time without water. It comes in a variety of colours and requires warmth to thrive. It does not like cold winters, either cover with fleece or bring in, in the winter. Lithops or Pebble plants Lithops are unique stone like succulent plants due to the reason they are also known as “Living stones”. Lithops are suitable houseplants, or for your arid bed with very low watering requirements they are easy to keep. Blanket Flower “Gaillardia” The blanket flower has no special needs. Anyone without a green thumb can make it bloom prolifically. All it really wants is a sunny spot and occasional watering spells. It has a long flowering period, some say all summer long it is possible to grow this plant in both cold and warm tropical climates Lantana (you either love it or loath it) Lantana is a hardy tropical plant grown for its fragrant colourful flowers. Although it blooms
LANTANA throughout the spring and summer, in warmer areas it has year round flowers. The lantana loves heat and drought, a less demanding plant and can be grown in any soil type. Its flowers attract butterflies, bees, and hummingbirds. This plant is also easy to grow in pots. Wallflower Known for the beautiful colours and sweet aroma, the wallflowers are short-lived perennials in warmer climates others are annuals in cooler areas or biennials that resist drought well and require occasional watering. Flowers appear in spring and summer in clusters. Put your wallflower plant in a sunny or partially shaded place and remember not to water it much. Rock Soapwort Also known as “Tumbling ted“, a good semi-evergreen groundcover, that blooms in summer. It is native to the mountainous regions of the Southern Europe, (we have this on our field) it is relatively cold hardy and doesn’t grow well in hot climates.

OLEANDER Grow this plant if you’re searching for the one that thrives on neglect, requires no fertilizers and perform well in poor soil in the drought-like conditions. Verbena Verbena is an excellent ground cover that spreads rapidly and thrives in high heat and a little water. It comes in many colours and blooms in clusters from spring to autumn (year round in warm climates). It needs full sun and well-drained soil. Verbena grows diversely in both temperate and tropical climates. Oleander Oleander is a tropical shrub that blooms prolifically. It produces beautiful fragrant flowers of different colours, like yellow, pink, red, white and purple. Oleander is known to adapt well to hot and dry climates and grows very well in coastal areas. It prefers full sun but doesn’t mind a few hours of shade too. Sage This perennial, drought-resistant herb is famous for its aromatic flavour.

VERBENA Sage grows very well here. Sage has low watering requirements and overwatering can kill the plant quickly. Helichrysum italicum (Curry plant) This mound forming shrub has greygreen foliage and pretty button like flower heads that appear in summer. Grow this plant in a well-draining, loamy soil in full sun. Smells like curry when brushed against but not used in food. Lavender This unmistakable flowering herb is a beautiful perennial and needs no introduction. It is easy to grow and tolerant of heat and drought and offers the perfect combination of colour and aroma. You can also plant it in the pot, just be sure the pot has good drainage lavender because the plant cannot tolerate excess water. Globe Thistle Once established, globe thistles tolerate drought and are probably one of the easiest perennial you can have in your garden and once in bloom, they are one of the most exciting (prickly though) plants you

The flowers appear in blue or violet colours (depending on the variety) from summer to early autumn Euphorbia Most of the plants from the euphorbia genus tolerates the scarcity of water easily and don’t require special attention. The plants from this genus are found in almost every part of the world, from short living annuals to tall perennials. Cacti and Succulents Not only the cactuses and succulents need less water, they are also lowmaintenance and easy to grow. During the period of drought, these tough plants shrink and use the reserved water. There are many cacti and succulent varieties that you can choose to grow. The list of drought tolerant plants is endless and I have not mentioned them all as some are more difficult to acquire and grow, so those I have listed are the tried and tested plants that you can easily use in your garden and can be found at most garden centres in the Algarve.

The work was untertaken by Sophia using an age old process called Limewashing which is a traditional Portuguese method. Limewash has been a protective and decorative treatment dating

back over ten thousand years and still holds a magical finish that is admired today. Limewash is a mixture of slaked lime (calcium hydroxide) in water which sets slowly by absorbing carbon dioxide from the air. The chemical reaction which occurs produces crystals of calcite (calcium carbonate). These crystals are unusual in that they have a dual refractive index, i.e they allow light to enter each crystal which reflects
back in duplicate and this results in the wonderful surface glow that is characteristic of limewashed surfaces. The process was discovered, not searching for a decorative finish but, in fact as a method which protected the early mud dwellings which were obviously very vulnerable to the weather. Nowadays the technique still plays an important part in protecting surfaces. It helps in maintaining the ability

of the building to breathe as it is one of the most vapour permeable decorative coatings. Limewash has a vapor permeability rating of about 350 units compared to masonry paints being well below a rating of 75 units. If a building is prevented from breathing, water can become trapped in the external walls, resulting in the decay of the masonry and this creates the ideal conditions for timber to rot and condensation to start. A variation of the traditional white are colour washes (coloured limestone) which include water soluble, earth pigments such as refined earth or clay, to create a red or yellow. These colors are taken from the mineral content of the substance which are very unlikely to fade in the sunlight. The age old process was carried out by Sophia now living locally but originally from Lisbon. Her aunt’s house had been painted in Lisbon in 1985, and at the time workmen had painted the beautiful old building with new paint, in her opinion, this had ruined the look of the building making it appear “too new�. Sophia explained that from the early years she remembers her family using chalk to clean their houses,

particularly at Springtime, its uses were endless, for both cleaning and maintenance. Her fascination for the beautiful old homes led her to pursue a career in specializing in the limestone effect, after spending many years in an office and computer environment. Move to Portugal and pay no tax on your pension
I
f you are planning to move to Portugal, or at least thinking about it, we have good news. The non-habitual resident (“NHR”) taxation regime; a scheme for new residents, can provide substantial tax benefits, so much that you may discover that Portugal is a tax haven for you. The non-habitual resident (“NHR”) taxation regime is becoming very popular, so popular that last year the number of tax payers under the NHR has increased 44% in the last year and it’s expected to increase again this year. This is remarkable, when we think that in 2009 there were only 16 citizens registered as NHR and recently it was announced that they were over 10 thousand, a number that is increasing all the time. The NHR is proving very successful at attracting individuals of independent means, pensioners and certain skilled professionals to establish residency in Portugal for tax purposes, while not being subject to any minimum or maximum stay requirements. In addition to the non-existence
in Portugal of wealth tax, or of inheritance/gift tax for close relatives, the NHR regime essentially grants qualifying individuals the possibility of becoming tax residents of a white-listed jurisdiction whilst legally avoiding or minimising income tax on certain categories of income and capital gains for a minimum period of 10 years. A major feature of the NHR regime lies in its interaction with the double tax conventions signed by Portugal or with the OECD model tax convention in the absence of one. In effect, most double tax conventions (of which Portugal signed 87) grants the possibility to tax most categories of income to the country of source of such income, although in practice, so as to attract foreign investment, many countries will not make use of that possibility to tax non-residents. Since most such categories will not be taxed in Portugal in the hands of a NHR because they may be taxed abroad, in practice most foreignsource income types will be zero taxed in such hands. Under the NHR regime, the following

categories of foreign-source income and capital gains (except if sourced from a blacklisted tax haven which has not signed a double tax convention with Portugal) will be generally exempt from income tax in Portugal since they may generally be taxed in the source country, even though they will not often be taxed in the hands of non-residents in the latter country either: ✦ Profits derived from eligible occupations ✦ Royalties and associated income ✦ Dividends, interest and real estate income ✦ Capital gains from the alienation of real estate (including shares deriving more than 50% of their value from real estate) and of ships or aircraft operated in international traffic. Capital gains from the alienation of movable property (other than shares deriving more than 50% of their value from real estate or ships/aircraft operated in international traffic) will be tax exempt if the relevant double tax convention states that they may be taxed in the source country, but this is not the case with the OECD

model or with the generality of the conventions, and therefore some basic tax planning may be required. It should be noted that several countries often deemed “offshore tax havens” do have double tax conventions with Portugal and are therefore white-listed for the purposes of the NHR regime. In addition, all EU member states are white-listed, even though several such states may in many ways be used as “offshore tax havens”, especially by non-residents from that country. Occupational pensions will be tax exempt in Portugal as long as they may not be deemed sourced from Portugal. Foreign-source income from employment (including fees of directors and entertainers or sportsmen) will not be taxed in Portugal if it is taxed (at whatever rate) in the source country. Portuguese-source income depends on whether or not it is derived from eligible occupations, will be taxed as follows: ✦ Employment income (including fees of directors and entertainers/ sportsmen), business or selfemployment profits and royalties (including payments for know-how), if derived from eligible occupations will be subject to a 20% flat rate; ✦ Other Portuguese-source income will be taxed at the normal rates applicable to regular resident taxpayers; In conclusion, in order to maximise the advantages of the NHR regime it has to be taken into account not only the Portuguese tax law, but also the tax law of the source country of the income, as well as the double tax conventions applicable to the foreign-source income and advantages to receive as a NHR. Please feel free to contact us to discuss your personal situation and see whether you meet the criteria to qualify as a non-habitual resident (NHR). Although the granting of NHR status is not automatic, it will not be refused if all the legally applicable criteria are met. hen SC Olhanense were promoted to the Segunda Liga from non-league football in 2004 it was the start of an exciting journey for the Olhão based club and their fans. Four years later former FC Porto legend Jorge Costa became manager and led the team to the Primeira Liga. Costa had won twenty-four major titles with Porto including the 2004 UEFA Champions League trophy where they knockedout Manchester United on their way to a final victory over Monaco. The then boss of Porto was José Mourinho who went on to achieve cult status at Chelsea and a few weeks ago won the UEFA Europa League with Manchester United.
After five exciting seasons in the top flight SC Olhanense were relegated to the second tier and now find themselves back in non-league football in the Campeonato de Portugal. Manager Bruno Saraiva has been asked to continue but very wisely refuses to renew his contract until the Olhanense SAD, an Italian consortium who control 80% of the professional football setup, and Sporting Clube Olhanense, who own the remaining 20%, bury their differences and work together for the future of the club. The SAD has even threatened to quit the José Arcanjo Stadium next season and play their home games at the Olhão Municipal Stadium, but it is hoped that common sense will
prevail and this historic club can remain an integral part of the local community. SC Olhanense run six youth teams and three of these have won their respective leagues and paraded their trophies at half-time during the last game of the season against Penafiel at the José Arcanjo Stadium. Olhanense produced their best forty-five minutes of football as they came from a goal down at the interval to win 3-1. Next season Olhanense will have a number of local derbies including SC Farense, Lusitano VRSA, Louletano and Moncarapachense who gained final day promotion from the Algarve District League to the Campeonato de Portugal.

alkers and cyclists who regularly use the wooden footbridge linking Cabanas, through the salt flats, to Tavira are becoming concerned about its safety. Over the past twelve months the bridge has become badly bowed and is way out of alignment. Organiser of a Tuesday morning cycle group Andy Smith of Conceição de Tavira said, “we have noticed a marked deterioration of the bridge which was once straight and true but is now more like a switchback at the funfair! It is a popular route which becomes very busy in the summer and I would hate to see it collapse unexpectedly.”
