Olhão inmates in clean-up initiative on Armona Island
A
group of inmates from Olhão prison are currently taking part in a clean-up initiative on Armona Island. Organised by Olhão council alongside municipal company AmbiOlhão and the local prison, the initiative is a chance for prisoners to “give something back to society” while also improving the quality of the environment on the island.

Algarve - EN125 is the most dangerous road in Portugal
t’s official, the Algarve’s EN125 road is the most dangerous in the country, according to the National Highway Safety Authority (ANSR), whose latest annual report identifies 50 accident blackspots in the country. The 2017 report shows 14 more blackspots on the nation’s roads than in the previous year, five of which are on the EN125 which runs from Vila do Bispo to Vila Real de Santo António. A blackspot is declared when, within a 200 metre section of road, at least five accidents involving injuries have been recorded in a one-year period. In equal second are the EN12 in Porto and the A2 Autoestrada do Sul, with four blackspot points each. The ASNR report states that 34,416 'accidents with victims' were recorded last
year - an increase of 6.6% over 2016. These accidents resulted in 510 fatalities, a concerning increase of 14.6%. The data excludes people who died in hospital as a result of injuries received in road accidents. The EN125 western section road upgrade was said to have been completed in July 2017, hopefully now fulfilling one of the promises that the ‘go-slow’ design would reduce the accident rate - time will tell. The eastern EN125 roadworks are scheduled for sometime in 2019 and, in the interim, the road is little more than a series of potholes with vehicles often having to swerve to avoid damage to suspension. Only €300,000 of a €1 million emergency road repair spend has been allocated to the eastern EN125, which will do little more than fix the very worst sections.

Tender launched for Tavira's new bridge
T
avira really is going to have a new bridge over the Rio Gilão as the official tender was published in the Diário da República, on May 15. The start of the work, which is scheduled to take 500 days, will be after the 2018 summer tourist season. According to the tender document, the submission period is open for 48 days from the date of publication, and the work will cost local ratepayers, €1.57 million. The new bridge will replace the temporary military bridge which has been temporary for the past 27 years. Jorge Botelho, Tavira’s mayor, said the new 88-metre concrete bridge will have a pedestrian and a cycling lane - as well as a traffic lane which can be closed off if necessary.

Since the breath is so connected to your mind, a light and even breath, helps bring the mind to a quiet place. 3 You may notice that in the state of deep relaxation, you’ll be barely breathing. You can’t force this state, or your next breath will be a gasp, but as your breath quietens down, begin to pay attention to the space between your breaths. Cecil Home branches out and opens its new store in OlhĂŁo
stablished in 1992 by Silvia and Sergio Goncalves, Sesil Home in Almancil has been offering a huge diversity of household products to their clients through the 26 years of its existence, such as hand crafts, garden pots, ceramics, cotton and linen, all made in Portugal. As the majority of the suppliers are Portuguese, it enables them to have direct contact with the factories to be able to create personalized products for interior and exterior decoration. Sesil also has its own atelier, where they produce hand painted tiles that can be made in any size, colours or themes, and also, customized hand painted canvas watercolours and sculptures that are made in partnership with algarvian artisans. Such examples are the bull made in steel and the tree that is an exclusive design of Sesil Home, made from a dead tree with the base and branches made from steel and leaves made in ceramic. We sat down with store manager (daughter of Silvia and Sergio) Isabela, to find out the story behind the new store. Isabela told us that the space used to belong to her Grandparents who opened the shop in 1991, selling Portuguese Ceramics, Ajuleijos, outdoor fountains, statues etc., and that it was the inspiration

for her parents to start Sesil in the first place! Now that her grandparents have retired, they have taken over and completely revamped the old store, modernising the look and merging the left over stock with the interiors and more from Sesil. usually explain skydiving to people who have never tried it by saying "It's like taking a pressure washer to your soul and cleansing it off." t’s a beautiful late May, Summer’s day on the wonderfully calming River Gilão. n the current buoyant property market, there is logic in taking a step back and reassessing your investment goals in light of potential risks, especially as some areas are becoming priced for perfection. If you bought an investment property or are considering a down size, you may want to consider selling into a strong market. Can property prices go higher? Yes, but nobody ever lost money taking a profit. When new price records are set it is often due to foreign buyers who are less familiar with price development in an area. Buying a property in the Algarve is also made easy when one sells up back home in a strong market. People who apply for the Non Habitual Residence program can also justify spending more on their ideal property, as the program offers a 10 year tax holiday. Sometimes people pay over the odds for their ideal home. We call this an emotional buy, in which case other considerations are more important than just making a return on investment. There is no right or wrong in this and whether the purchase was a good decision can only be decided in hindsight and may vary from homeowner to homeowner. The continuous popularity of the Algarve as a destination has led to increasing prices for both hotels and private rental accommodation alike. After two consecutive record breaking years of total number of visitors, it remains to be seen if 2018 will bring even better results. The combination of higher prices for accommodation and flights can eventually lead to a decline in demand. Here are some reasons for caution: • Possible changes to the NHR program • Rental yields have topped out • The taxation on short term holiday rental income has increased and may increase further in the future • Possible introduction of a tourist tax • Possible introduction of limiting factors regarding short term holiday letting (AL) legislation …. and from a macro economic point of view: • Possibility of a trade war between the US and Europe spreading beyond steel which could cause damage to the economic recovery. • The balance sheets of European banks are still not healthy. A personal thanks to the Algarve Health and Social Care team from long time friend and writer for the East Algarve Magazine Chris Wright.
I
owe a great level of personal gratitude to a group of healthcare professionals who stepped in and gave my wife the care and attention she craved when at her most vulnerable. Just over a year ago, a series of blunders by a highly respected private hospital meant I was left with the dilemma of transferring her to another facility or caring for her at home. There is no doubt in my mind that without the professional care, support and friendship of the Algarve Health and Social Care team, we would now be looking at a totally different outcome. Thankfully, the love of my life made a full recovery in the environs of
her own home and with the daily care and personal medical support of the AHSC team. Currently, with advances in medical science, the average lifespan is gradually increasing worldwide, resulting in the emergence of an aging society. Elderly patients are especially prone to suffering from various chronic illnesses and many elect to receive home-based care. Today, home health nursing is widely applied as older people want to enjoy good health and remain independent for as long as possible. For those who have made their home in the Algarve the reassurance of qualified, English speaking health
professionals brings stability and peace of mind. The Algarve Health & Social Care consortium is dedicated to the communities they serve, providing recipients with high quality and personal care. Natures Mosquito Repellents Urban legend or truth? Are there really plants that repel insects that can be planted in your garden or around the patio to prevent mosquitoes from hanging around where you wish they didn't?
U
nfortunately, the answer is no. Simply planting juniper shrubs, rosemary, or citronella grass or any other plant at the back door won't stop mosquitoes from buzzing around the patio during the dinner hour. What will keep insects like mosquitoes and gnats away are the essential oils contained in the plant's leaves, which are obtained by crushing the leaves. There are a variety of both wild and cultivated plants that repel mosquitoes. Almost anywhere you go, it is reasonable to find several plant species that you can use to ward off these pesky critters. Plant-based mosquito repellents are especially useful for people who spend a great deal of time outdoors. It is important to note that it is compounds found within the plants that do the repelling. These compounds need to be released from the plant to unlock the mosquito-repelling qualities. Depending on the species of plant, they can be released by, either crushing, drying, or infusing the plant into an oil or alcohol base that can be applied to skin,

clothing, or living spaces. Others are best used as a smudge, which releases the compounds in a smoke. Just standing near living plants that repel mosquitoes is often not effective. Below are separate lists of wild and cultivated plants that are known to repel mosquitoes: CULTIVATED PLANTS THAT REPEL MOSQUITOES Citronella Grass (Cymbopogon nardus) is the most popular cultivated plant used for repelling mosquitoes. Its oil, citronella oil, is the primary ingredient in most natural insect repellents sold in stores. Products applied to the skin are most effective. It grows in tropical regions. Pelargonium citrosum also known as the Mosquito Plant is a genetically engineered geranium hybrid with a unique characteristic: it repels mosquitoes! It is easily grown as a potted patio plant, and easily enjoyed for its attractive foliage and sweet lemony scent, as well as for its mosquito repelling powers. It produces a leafy, attractive, foot-tall plant during its first season. The Mosquito Plant was created by
a Dutch botanist, who genetically incorporated traits of the Chinese citronella grass into a scented African geranium. The resulting cultivar still had the growth and habit of the geranium, and its sweet lemony citronella scent. Citronella is the substance in citronella candles, which have long been used to deter mosquitoes. It doesn't harm them, but they don't like citronella and avoid it. It is most effective as a repellent if you crush a few leaves and rub them on your skin. This releases the citronella and a sweet perfume. Catnip (Nepeta cataria) is a common garden plant that can be used to repel mosquitoes. The crushed plant can be applied directly to the skin or the dried plant can be infused in an oil, such as olive oil. Additional cultivated plants that repel mosquitoes: Peppermint (Mentha piperita) Rosemary (Rosmarinus officinalis) Marigolds (Tagetes spp.) Lemon balm (Melissa officinalis) Garlic (Allium sativum) Clove (Syzygium aromaticum) Eucalyptus (Eucalyptus spp.) Tea tree (Melaleuca alternifolia)

Lavender (Lavandula angustifolia ) The basic recipe is as follows: Take 2 cups of catnip leaves or 1 cup of rosemary leaves, stems removed and crush in a mortar and pestle. Alternatively you can use a rolling pin to crush the leaves. Place the leaves in a clean jar. Fill the jar with 3/4 cup of rice vinegar or vodka, or if you use oil, 3/4 cup of jojoba or almond oil. Let the mixture sit for a couple of weeks, gently stirring at least once a day. Strain mixture into another clean jar and your homemade bug spray is ready to make its debut! WILD PLANTS THAT REPEL MOSQUITOES Vanilla Leaf (Achlys triphylla) is a plant native to the northwest and Japan. Indigenous peoples were known to hang bundles of the dried plants in and around their dwellings to keep mosquitoes and flies away. The plant can be rubbed on the skin fresh or dried to deter mosquitoes. Sagebrush, Wormwood, and Mugwort (Artemisia spp.) are in the same genus (plant grouping). All of these species can be used as an aromatic smudge that is known to be a very effective mosquito repellent. The crushed leaves can also be applied directly to the skin. These species grow in the drier habitats of the west, including the plains, deserts, and mountainous regions. Pineapple weed (Matricaria matricarioides) is a common weedy species that grows all over North America. It can be found growing in lawns, edges of roads, and other disturbed areas. The aromatic crushed plant can

be applied to the skin to help repel mosquitoes. Additional wild plants known to repel mosquitoes: Nodding onion (Allium cernuum) Wild bergamot (Mondarda fistulosa) Snowbrush (Ceonothus velutinus) Sweetfern (Comptonia peregrina) Cedars (Thuja spp.) It’s important to note that insect repellents applied to the skin generally only last one to two hours. Frequent re-application is necessary. Also, when utilizing wild plants, internally or externally, always be sure to correctly identify the plant
you are going to use. It is best to utilize field guides and work with someone who knows the plant well to avoid accidentally using a poisonous look-alike. ADDITIONAL TIPS ON REPELLING MOSQUITOES In addition to using mosquito repelling plants, you may want to consider some other factors that can help keep mosquitoes away. Mosquitoes find their prey by following carbon dioxide and other components that animals breathe out. Tourist rentals: What you need to know!
f you are planning to move to Portugal, or are at least thinking about it, we have good news. The non-habitual resident (“NHR”) taxation regime; a scheme for new residents that can provide substantial tax benefits, so much that you may discover that Portugal is a tax haven for you. The non-habitual resident (“NHR”) taxation regime is becoming very popular, in 2016 the number of tax payers under the NHR has increased 44% and although the numbers for 2017 have not been released yet, it’s expected to increase again this year. According to the tax authorities the tax exemption to these citizens, totaled 166M € in 2015 (the tax authorities have not released any other data for 2016 and 2017). However, the impact on the tax revenue of the arrival of these residents turns out to be positive because they pay taxes on income generated in Portugal, for example capital gains, besides the rates associated with consumption, the property transfer taxes and stamp duty. There are also significant impacts on local economies, on the real estate market and urban rehabilitation. The NHR is proving very successful at attracting individuals of independent means, pensioners and certain skilled professionals to establish residency in Portugal for tax purposes, while not being subject to any minimum or maximum stay requirements. In addition to the non-existence in
Portugal of wealth tax, or of inheritance/ gift tax for close relatives, the NHR regime essentially grants qualifying individuals the possibility of becoming tax residents of a white-listed jurisdiction whilst legally avoiding or minimising income tax on certain categories of income and capital gains for a minimum period of 10 years. A major feature of the NHR regime lies in its interaction with the double tax conventions signed by Portugal or with the OECD model tax convention in the absence of one. In effect, most double tax conventions (of which Portugal signed 87) Grants the possibility to tax most categories of income to the country of source of such income, although in practice, so as to attract foreign investment, many countries will not make use of that possibility to tax nonresidents. Since most such categories will not be taxed in Portugal in the hands of a NHR because they may be taxed abroad, in practice most foreign-source income types will be zero taxed in such hands. Under the NHR regime, the following categories of foreign-source income and capital gains (except if sourced from a blacklisted tax haven which has not signed a double tax convention with Portugal) will be generally exempt from income tax in Portugal since they may generally be taxed in the source country, even though they will often not be taxed in the hands of non-residents in the latter country either:

• Profits derived from eligible occupations • Royalties and associated income • Dividends, interest and real estate income • Capital gains from the alienation of real estate (including shares deriving more than 50% of their value from real estate) and of ships or aircraft operated in international traffic. Capital gains from the alienation of movable property (other than shares deriving more than 50% of their value from real estate or ships/aircraft operated in international traffic) will be tax exempt if the relevant double tax convention states that they may be taxed in the source country, but this is not the case with the OECD model or with the generality of the conventions, and therefore some basic tax planning may be required. It should be noted that several countries often deemed “offshore tax havens” do have double tax conventions with Portugal and are therefore white-listed for the purposes of the NHR regime. In addition, all EU member states are whitelisted, even though several such states may in many ways be used as “offshore tax havens”, especially by non-residents from that country. Occupational pensions will be tax exempt in Portugal as long as they may not be deemed sourced from Portugal. Foreign-source income from employment (including fees of directors

Portuguese-source income depends on whether or not it is derived from eligible occupations, will be taxed as follows: • Employment income (including fees of directors and entertainers/sportsmen), business or self-employment profits and royalties (including payments for know-how), if derived from eligible occupations will be subject to a 20% flat rate; • Other Portuguese-source income will be taxed at the normal rates applicable to regular resident taxpayers; In conclusion, in order to maximise the advantages of the NHR regime, you have to take into account not only the Portuguese tax law, but also the tax law of the source country of the income, as well as the double tax conventions applicable to the foreign-source income and advantages to receive as a NHR. A pension is expensive!
MPEROR AUGUSTUS came to power with the help of a private army. So he was understandably keen to ensure the loyalty of his soldiers to the Roman state. His bright idea was to offer a pension for those in the army who had served for 16 years (later 20), equivalent in cash or land to 12 times their annual salary. As Mary Beard, a classical historian, explains in her history of Rome, “SPQR”, the promise was enormously expensive. All told, military wages and pensions absorbed half of all Rome’s tax revenues. The emperor would not be the last to underestimate the burden of providing retirement benefits. Around the world a funding predicament for pension schemes is at boiling point. In Britain the pension problems of BHS scuppered attempts to save the high-street retailer; the same issue cursed both Tata Steel and Carillion. The roots of the predicament lie in defined-benefit (DB) pensions, which guarantee a pension linked to workers’ salaries. These may provide security for the retired but have been expensive for employers. In many cases, DB pensions were offered decades ago when they seemed like a cheap alternative to awarding pay rises. Private-sector employers now usually offer new workers defined contribution (DC) schemes, which hand them a pot of money on retirement with no promise of the income it will generate. The DB problem is most obvious in Britain where many employers operate funded systems, in which contributions are put aside and invested to pay pensions. There are many reasons that funding pensions are becoming ever more troublesome. Firstly, people are living longer. In 1960 the average British 65-year-old man could expect to live for another 11-13 years. Women could look forward to 14-16 more birthdays. Now it is 18-19 years for men and 2024 years for women. Funding decent pensions is all the more difficult given that the proportion of retired workers is also growing. Around 600m people aged over 65 now make up around 8% of the world’s population; by 2050 there will be 1.6 billion, more than 15% of the total. Secondly, the low level of interest rates and bond yields mean the cost of paying out pensions has gone up. In the late

1990s, £100,000 would have bought a 65-year-old British man a lifelong income of £11,170 a year; now it will earn £4,960, according to Moneyfacts, a data firm. In other words, paying out a given level of income now costs more than twice as much as it did, and as a result employers are searching for ways to limit the cost allocated to providing retirement benefits for past and present employees. Government-bond yields are at historically low levels. This has a direct impact on your pension. Government bonds are considered “risk- free” investments where the default risk is extremely low and therefore a safe choice for companies to invest in for pensions. The problem, however, is that government bonds offer low-to-negative real returns that eat into pension funds and increase those fund’s growing deficits. With huge debt burdens and budget deficits of £1.6 trillion themselves, it is difficult to see how government is going to plug that hole. With a deficit so large, the government is in need of replenishing its losses. When you put money into your pension, you are given a tax relief as an incentive to put more money aside for retirement. This costs the treasury a record £55 billion a year and the cost will increase as auto enrolment contributions increase. Royal London Director, Steve Webb, warned that the treasury has already tinkered with tax-breaks six times since 2010 and undoubtedly has its eyes on the rising cost of tax relief. He said “my worry is that [the treasury] will be tempted to use the pension tax breaks as a ‘cash cow’ useful for dipping into whenever it is short of money.” An example of the government already dipping their fingers into pensions is the life time allowance. Previously there had been no limit to the pension lifetime allowance prior to 2006 when it was set at £1.5 million, after which all savings are heavily taxed. This rose to £1.8 million in 2010/11, and has steadily dropped in the years since. In the last three years, this allowance has reduced by 33 per cent, to a tax-free allowance of £1 million. For those living abroad in the EU there could be possible repercussions as Brexit approaches. In March 2017, the British government announced it would begin charging 25 per cent exit taxation on all international pension transfers
outside of the EEA or to a country without an HMRC qualifying scheme where the client is resident. Currently, those living within the EU aren't affected but it won't be long until they are. The government sees pensions as low-hanging fruit in terms of taxes, and are beginning to aggressively go for non-residents. There is a gaping hole that is only getting bigger. In Security and Sustainability in Defined Benefit Pension scheme DWP February 2017 section 202, the government states that “apart from waiting for interest rates and gilt yields to rise, and/or for expected investment returns to follow suit, there are only four possible ways of improving the funding position of schemes: employer to pay more Deficit Repair Contributions (DRC) into the scheme; for the trustees to change their asset allocation to get better returns from investments; for the scheme to reduce liabilities by reducing benefits or restructuring exercises; and finally for the prudence in the valuation assumptions to be reduced (although this latter option would only change the perceived funding position of the scheme rather than actually change the cost of the liabilities).” The likelihood is, unless markets deliver implausibly high returns, more and more companies will be forced to juggle the interests of workers and taxpayers. What is the answer? The UK government’s response, “some individuals will request transfers out of their defined benefit pensions, and for some individuals, this may be in their best interest.” [4.11 Freedom and choice in pensions] If the UK government is suggesting for some people to move out of their DB schemes, then isn’t it worth looking into? The essence of the problem is clear: Low rates and high taxes mean that employers and workers need to put more money aside for retirement. Many are either not contributing enough or ignoring a problem that seems a distant threat. They would do well to remember that in Augustus’s time the Roman Empire looked invincible. But the troubles that overwhelmed it were already taking firm root. hilli Boy aka Viv Thomas has dedicated himself to supporting charities that have had a direct effect on his life. He believes one should give back more than you received from the men and women that work tirelessly to help those that are unfortunate enough to get something both them and their families struggle to come to terms with. Chilli Boy is also very aware of the need to support the country which in one way or another gives us the luxury of good living

in general, and was also instrumental in his recovery from cancer, with incredible technology, surgeons, nurses, hospitals, doctors and more. With this in mind Chilli Boy Piri Piri the company has run a charity golf tournament for the last 12 years with invited friends from around the world. The theme of the tournament is to have fun and ultimately to raise money for well deserving causes. The original group started with just 24 players and has expanded to some years being 64 and this year 52. The people
that take part in this Chilli Boy Piri Piri Charity Golf Tournament are past business associates. The tournament is run for a week mostly in the Vilamoura area but it has been held in Spain and also South Africa. The players themselves love the experience and each year when they meet it is like a family reunion. ast year Gordon Powell, a member of Walking Football Spain (Marbella) tragically lost his life after suffering a heart-attack whilst attending a tournament hosted by East Algarve Walking Football in Olhão. To honour his memory a thirty strong group of EAWF players and their partners travelled to the Costa del Sol to compete against WFS Marbella, WFS Benalmadena and WFS San Pedro. This was the Algarve group’s first foray abroad and it was fitting that the EAWF Tavira team should win the first game against WFS Benalmadena 2-1 with Steve Maddox scoring the opening goal. The Anglo Italian striking partnership of Andy Smith and Paolo Turni was on song as they racked up twenty-one goals between for EAWF Olhão. The trip, organised by Jonathan Syed with support from his two trusty lieutenants Andy Smith and George Allen was a resounding success with great bonhomie and camaraderie culminating with a surprise birthday party for Christine Wright on the final evening. A week earlier Browns Sports & Leisure Club, Vilamoura was the setting for a highly successful 5-a-side WF Tournament. Some 150 mature footballers from Preston North End

orto have lifted the Primeira Liga title for the first time since 2013 ending Benfica's fouryear domination. There is no doubt that the person most responsible for ending Porto’s lengthy trophy drought is coach Sérgio Conceição. The former Portugal international winger started his managerial career at SC Olhanense six years ago and more latterly was in charge of French club Nantes. Moreover, UEFA’s financial fair play rules had taken their toll forcing the Dragons to sell star striker André Silva to AC Milan and the club was banned from spending in the transfer market. Conceição’s motivational skills reignited the sleeping ‘dragon’ and, unable to dip into the transfer market, the coach recalled several Porto players out on loan, with Vincent Aboubakar (recalled from Beşiktaş), Ricardo Pereira (back from Nice) and Moussa Marega (short journey from Vitória Guimarães) all having the best season of their careers. Porto did not lose any of their four matches against title rivals Benfica and Sporting, beating each team once and drawing the reverse fixture. Benfica bagged the runners-up spot and automatic qualification to the lucrative UEFA Champions League. Sporting finished third and to add to their recent woes, ended the domestic season with a shock defeat to lowly CD Aves in the Portugal Cup Final.
