Welcome...

EastAlgarve M

... to your March issue. This month we take you on a visit to the Ria Formosa, the absolute jewel of the Algarve. We visit the tidal mill located on the edge of OlhĂŁo and also enjoy a walk around the stunning villa built by local poet Joao Lucio which is now dedicated to him. It's been a busy year for the Tavira golf club, we joined them for their annual prize giving lunch where they also donated a generous amount of money to local charities. Guadi Canil does a tremendous job taking care of a huge number of cat's and dogs, read a bit about them and how you can help them. We also hear a heart warming story about the adorable (if not mischievous) Atilla the dog. All this plus much more, including our regular sports, finance, health and gardening pages. We hope you enjoy this issue and as ever, if you know of any interesting subjects you think would make a good read, or would like to send us a story drop me a line at info@eastalgarvemag.com Editor

Desert rain from Africa covers Algarve cars in dust

A T

it is because we had a large quantity of dust from the African desert in the air, which coupled with some slight precipitation originated this ‘muddy rain’,” LOCAL meteorologist Bruno Gonçalves wrote on the Meteofontes Facebook page..

Portugal’s sea and atmosphere institute IPMA) says the dust was brought over due to a “depression in Morocco” which has affected the Canary Islands, Tunisia, the south of the Iberian Peninsula and the Madeira archipelago.

Rare vines and fruit trees saved in Tavira

he largest collection of fruit TREES in Portugal is in the Algarve, and the largest collection in the Algarve is at the Agricultural Experiment Centre in Tavira where 120 varieties of almond trees, 280 varieties of vine and 227 varieties of citrus are growing happily among many other unique varieties of trees that many thought extinct. Agricultural engineers from the Regional Directorate of Agriculture and Fisheries of the Algarve (DRAPALG) have been collecting trees and vines from across the region, replanting and carefully studying specimens that form “the genetic heritage of the Mediterranean’s fruit trees.” According to João Costa, an agronomist at the Tavira centre, "There were many varieties scattered about and, with the abandonment of agriculture, they were in danger of extinction."

According to António Marreiros, another agronomist working on the project, the idea is not to lose the genetic HERITAGE of trees that are so important to the Mediterranean diet. The intention is that the farmers can take advantage of the Tavira studies into improving the production potential of these specimens. Few will realise that there are so many different varieties of fig tree, Tavira has 97 different species, with 44 types of carob tree, 78 varieties of pomegranate, 227 types of citrus and 280 different vines. João Costa says that the centre wants to start guided tours so that farmers can see what is being done. "We have 97 different species of figs, so the farmers can come here and taste the different varieties to experience the different aromas and flavours."

he Zêzere Arts Spring Choral Workshop is aimed at everyone with an interest in singing, preferably with some experience of singing in a choir. The day will begin by focusing on participants’ sound as choral singers, working on posture, breath control and placement. This will include warm-up techniques and exercises you can use both to improve your singing and, just as importantly, to prepare and protect your voice. There will be work without a score for

part of the day, to develop aural skills and to encourage less experienced singers. The group will also be divided later in the day, to present the more experienced singers with a more advanced option. Copies of the repertoire to be performed will be provided well in advance. The day will have lots of fun activities, in addition to focusing on improving your voice and introducing attractive repertoire. There will also be time to get to know people from other choirs

in the area over a picnic lunch. The fee is €20, and advance booking is essential. For further information and bookings, please contact: +351914926328 or dianezezerealgarve@gmail.com

Health and Magnesium

M

agnesium is essential for the proper functioning of the body because all organs of the body need mineral, especially the heart, kidneys and muscles, and much of the magnesium we consume is stored in the bones. Hence the importance of this mineral to make the bones strong and resistant. As only 1% of our body's magnesium is in the blood, a blood test is not enough to diagnose the deficiency of the mineral. So it is quite possible that your body may be deficient in magnesium and you may not know it, which is why magnesium deficiency has been dubbed "invisible deficiency." The main way to assimilate magnesium is by feeding. Probably 80% of our population is not getting enough magnesium and may be deficient in magnesium. The daily amount

8

of magnesium recommended for women is 310-320 milligrams and for men it is 400-420 milligrams. But there are those who advocate, a dose a little higher than the recommended standard, to strengthen and help the body function properly. The main symptoms of magnesium deficiency are: loss of appetite, constipation, headache, dizziness, nausea, weakness and constant tiredness, chest pressure and difficulty swallowing, feeling "knotty" in the throat, tremors and insomnia. If the deficiency is severe, symptoms will also be more severe: frequent cramps, photophobia (light sensitivity), blurred vision, swelling and tingling in the extremities, convulsions, mood swings, hallucinations and delirium, abnormal heart rhythm, cartilage degeneration. A good way to know if you are taking in enough magnesium is the "bowel test": you

Often overlooked, lack of Magnesium could be the key to a number of ailments! know when you have too much magnesium when the stools become "loose," soft. Constipation can therefore be one of many ways of manifesting magnesium deficiency. For a long time, it was believed that magnesium was only needed for the heart and bones. Today, however, it is already known that this concept is wrong. Magnesium participates in about 350 enzymatic reactions required for life! Unfortunately, his power has been underestimated over time. Just to have an idea of the importance of magnesium, it is now known that it is useful for; detoxifying the body and avoiding damages caused by environmental pollution, harmful chemicals and heavy metals, Leave muscles and nerves ready, Improve the quality of sleep and rest, activating adenosine triphosphate (ATP), which supplies energy to the body, relieve general

Studies have shown that a higher dose of Magnesium significantly reduced the risk of developing type 2 diabetes and also decreased progression in pre-diabetic patients, decrease the risk of fractures, reduce the risk of cancer (especially colon and rectum), alkalize the body and reduce convulsions. Ways to increase magnesium levels: A good way to increase magnesium in the body is to consume green foods. Opt for organic foods because fertilizers and herbicides prevent the absorption of magnesium. In addition, always consume a good amount of raw foods, because when they are highly processed or cooked, the magnesium decreases. Vitamin D facilitates the absorption of magnesium in the body. Avoid alcoholic beverages, because alcohol impairs the absorption of vitamin D and, consequently, of magnesium. Excessive sugar consumption also negatively interferes with the absorption of

PICK & MIX

magnesium. The same goes for caffeine. Discover some natural sources of magnesium: seaweed, fish, green leafy foods, banana, apricot, peach and plum fruits, pure cocoa and dark chocolate, grains and seeds such as pumpkin, sesame, sunflower, lentil and pea, cereals such as oats and brown rice, walnuts, almonds and hazelnuts, wheat germ, avocado, potatoes, pumpkin and brewer's yeast. Even while consuming these foods, we still run the risk of being short of magnesium. So, how to solve magnesium deficiency? Through supplements, properly advised, since balancing the levels of this mineral in the body is not easy. Magnesium works in conjunction with calcium, vitamin D and vitamin K2. If too much calcium and little magnesium are consumed, for example, a serious heart problem can develop. The secret is in the correct intake of each substance, and there is mutual support by which they balance and function properly. The best magnesium supplements, ie those with the best absorption, are magnesium glycerophosphate. Visit Fisioclube Holistic Therapy Center, where we can improve your quality of life and well-being.

Ria Formosa T

his lagoon landscape stretches along the Eastern Algarve coast from Faro to the village of Cacela Velha near Tavira. Created in 1755 by the last great oceanic earthquake, its sand dunes, islands and bars to the open sea are continously shaped by tidal changes. Many archeological sites show the remains of Roman and Pre-Roman settlements. Since the mid-eighties, the Ria Formosa has been a nature reserve where sea water birds find protected breeding places and many fish species of the Northern Atlantic as well as other marine organisms reproduce. Besides salt harvesting, productive activities in this protected area include shellfish farming and smallscale fishing. The

10

excellent water quality, free from contamination by industrial effluents, sewage dumping, agricultural and radioactive pollutants, favours the traditional gathering of sea salt. The Ria Formosa lagoon is a system of barrier islands that connect with the sea through 6 inlets. Five of these inlets were naturally made and the 6th is an artificial inlet that was opened to facilitate access to Faro’s port. The scenery changes dramatically, particularly with spring tide, from the extensive mudflats exposed at low tide to a continously stretching watery landscape just six hours later. This constant exchange provides the Ria Formosa with the clean, oxygenrich Atlantic water for which it is famous – and this applies equally to the fish world.

Located here on our doorstep, the stunning Ria Formosa, the villa built by poet Joao Lucio and a local tidal Mill. SEA SALT This unprocessed sea salt comes from small traditional crystallizer ponds. Sun drying keeps the natural moisture and the sea water’s minerals. Before packaging, Marisol Sal Tradicional is carefully ground coarse or fine according to the customer’s needs. Its intact mineral composition, rich in Magnesium, Potassium, Iodine and Selene, makes this white natural seasalt both healthy and tasty. Use it as a cooking salt for all culinary purposes. Many families in the Ria Formosa area make their living from rearing clams. The past few years have seen a renewed interest in oyster cultivation, as a result of the gradual increase in market price. Both Portuguese

cupped oysters and French `huitreś reared here are largely exported to France. Conquilhas, or wedge clams, as well as razorshells and cockles are not cultivated, but gathered by professional ‘mariscadores’, and sold on to Lisbon, or to local restaurants. The salt marshes, sandbanks, dunes and estuaries of the Ria form an internationally important breeding, wintering and staging area for numerous species of waterbirds, and many migrating birds stop over here on their passage south. Oystercatchers, egrets, ibis, cranes and even flamingos can frequently be seen wading through the mudflats. From ancient times, up until the last century, the Algarve has been home to a flourishing tuna fish industry. The fish were

caught in enormous fixed nets, introduced by the Phoenicians and known later as ‘armações de atum’. Part of the Ria Formosa system is a Natural Park but the Ria Formosa also plays an important role in the region’s economy. Beyond the tourist use, the system also supports other economic activities like seafood farms (including grooved carpet shell harvesting) and the port of Faro. The Ria Formosa designated Natural Park is over 170 square kilometers and a stopping place for hundreds of different birds during the spring and autumn migratory periods. The nature trail is 3 kilometers long and takes two to three hours

to be completed. It is marked with red striped wooden poles, and includes stopping points equipped with information panels. The trail features representive aspects of the ecosystems of Ria Formosa: saltmarshes, salinas, dunes, pine woodlands and traditional agriculture. Among the buildings that were restored are a tidal mill, traditional farmhouse and a villa built by Joao Lucio (a locally renowned poet of the beginning of the century), as well as Roman ruins. Joao Lucio’s house was converted for environmental purposes, and equipped with an auditorium, library and laboratory.

A Heartwarming story

tilla is a 10 year old dog, rescued from a derelict warehouse, he had never had a home or soft bed to lay on. He was rescued by Guadi animal shelter 6 years ago where he has been ever since. At his time in the shelter Atilla developed a growth on his leg , which developed into a serious condition (Cancer of the Bone) leaving him unable to use the leg. The staff at Guadi acted quickly and took Atilla to the vet who amputated the leg. (Cost of his operations were covered by donations from volunteers). Foster family Patricia & Diago in Costa Esuri, Spain very kindly volunteered to care for him while he recouperated from his major operation, but he decided to go walk about, while they were moving house. He was missing for 8 days, roaming around Coasta Esuri. Patricia & Diago were frantic and heartbroken, they searched morning noon and night with the help of many friends from Costa Esuri and volunteers from Portugal and eventually he was found. It is hard to believe he survived, but he did, 2kilos lighter, frightened, and very weary. Atilla is now with his forever family Tony and Jackie O'Brien together with his new brother and sister, living the dream in Cabanas . There are many other dogs like Atilla and Cats/Kittens at the Shelter who would love and thoroughly deserve a forever home

Changing Olhão T

Algarvedailynews.com reports that Olhão's riverfront is to be completely redesigned 'to attract more tourists'

he Algarve city of Olhão de Restauração is about to have a riverside facelift that will change the two parks at either end of the famous markets into tourist areas ‘par excellence,’ according to mayor António Pina. The council’s plans were presented on Thursday evening to an open session that attracted around 100 locals. The architect Amélia Santos from Arquitectura Paisagista, who does lots of work for the reviled Polis Litoral Ria Formosa company, showed her design for the new parks and a new one-way system along the Avenida 5 de Outubro with associated paving changes.

18

This presentation was a courtesy by the council as the project is going ahead anyway, to the horror of traditionalists and the concern of those who work at the markets selling fish, vegetables and meat, whose loading and unloading access they fear will be severely restricted. The young mayor is to front a plan that will change Olhão’s character to one that he says people want, with a more tourist friendly and accessible space, all of which will “change the face of the city." The two garden areas, Patrão Joaquim Lopes and PESCADOR Olhanense, are to be redesigned in a modern, linear fashion with a concentration on current mixed with traditional calçada paving in many areas.

The theme is said to be 'the Ria Formosa, the traditions of Olhão and the preservation of its memory,' however, this design leaves little but memories as it is modern and similar to many others along the Algarve that are user-friendly but do away with the Portuguese feel of coastal fishing villages and towns in favour of 'tourism appeal' which can have the opposioite effect. The architect has worked hard to eliminate architectural and visual barriers that currently exist and has created more leisure areas - spaces “for all the people of Olhão to enjoy.” In the Jardim Patrão Joaquim Lopes, to the east of the markets, the petrol station at the end of this park is to be shut down. The mayor cited

www.eastalgarvemag.com

surface pollution leaking into the Ria Formosa (near the raw sewage outfall that he has yet to attend to), the existing cafe upgraded and the ticket office for the island ferries to be moved to a new, purpose-built home next to another cafe. The austere monument to local hero, Patrão Joaquim Lopes, stays and becomes more of a focal point in the new design in which the architect says many of the existing mature trees will be preserved. Mayor Pina went one step further and said that no tree will be cut down in the new plan, which is hard to reconcile with the drawings as presented. And so it goes on, there are reasons for each design aspect and there will be those vehemently opposed and those grateful that Olhão’s waterfront is being upgraded, ‘because that’s what tourists want.’ When the council backed down on its plans for the modernisation of the historic centre of the city, the gardens project first was floated and caused concern to locals whose fond memories of playing in the park built in the late ‘50s, led them to mutterings of revolt if it was messed around with. Cities always are evolving and the current plan certainly is an evolution. The city centre remaining intact and un-modernised was a victory for common sense and an appreciation that locals and foreigners do sometimes have valid views based on experience, but quite how this new jolt will go down with locals, remains to be seen. The architectural project now goes to Polis, which will be responsible for its implementation and for picking up the lion's share of the bill. A public tender is expected to be launched in the second half of this year, with works expected to start at the end of October, after the summer season. The mayor earlier had hinted at a start date of March but this will not happen. The cost of the work is budgeted at around €1.5 million - €900,000 payable by Polis and €600,000 by Olhão’s ratepayers. Have a look at this run through of the new plan on YouTube and please feel encouraged to leave a comment: https://youtu.be/ EFg2Xbv3QEc

The latest from property expert Paul Greenlhalgh, Land & Houses, Algarve

A

s we predicted the beginning of 2017 has clearly demonstrated that the desire to invest in property in the Algarve continues to go from strength to strength. So far this year we have already brokered several property sales between a real varied mix of nationalities looking to invest in various property types. Predominantly but not exclusively, these buyers are coming from Central and Northern Europe – including from Sweden, Holland, Germany, Belgium, France, the UK and Switzerland. Combine these sales with the potential property purchasers that have already prebooked property visits with us in the coming months and our optimism for yet another successful year appears well founded. Although difficult to see if you are not directly involved in the Algarve real estate business, property prices have actually been strengthening for the last 2 years. As is common knowledge Algarve property prices fell as much as 40% between 2007 and 2011. This represented a period of much needed price realignment. From 2011 we saw that the marketing prices of properties flat lined but it was during this period that potential buyers were offering considerably lower than the marketing prices and in many cases the properties were being sold. However during the last 2 or 3 years vendors have started

www.eastalgarvemag.com

Property to flex their muscles and offers being made for property are becoming increasingly closer to the asking prices. Indeed now we are seeing some properties being sold for the full asking price. Naturally if this trend continues the marketing prices of properties will start to increase giving a more visible proof that the property market in the Algarve has regained

its buoyancy. From our Vilamoura office, the sale of villas continues to represent the highest percentage of property type being sold. Even though we have villa sales in the established resorts such as Vilamoura, Quinta do Lago and Vale do Lobo, the vast majority of villa sales are actually in village and town environments such as around Loule, Boliqueime, Almancil,

Santa Barbara and Sao Bras – a market we have always excelled in. Probably the most significant development in property sales recently has actually been from the sale of apartments and townhouses particularly within Vilamoura and Vila Sol. Due to the high demand for rental properties we have seen a marked increase in the quantity of apartments and townhouses being sold to investors keen to meet this need. With the banks still offering low interest rates on savings, investors are taking advantage of the changes made to the local lodging legislation ( if registered correctly 65% of rental income is considered an expense which effectively means a flat tax rate of 25% on 35% invoiced rental income). With this additional government property tax incentive, we expect the relatively safe investment in bricks and mortar to continue to flourish. If like thousands before you, you have been convinced to purchase a property in this little corner of paradise, then we urge you

to browse our website at www. landandhousesalgarve.com to see our superb property selection. We recognise the importance of being able to offer prospective purchasers a concise yet perfectly matched selection of properties to suit all tastes and budgets. (As insect and other animals are important to the environment)

W

hy insect and other animals are important to our gardens. Over the past years declines have been noted in many groups of insects, including those that visit flowers. These include some common butterflies, moths, hoverflies and bees. The reasons for this are various and complex but part of the problem may be the reduction in wildflowers that has occurred in the countryside over this period. Gardens are increasingly recognised as important habitats where insects can find sources of nectar and

www.eastalgarvemag.com

pollen. Why pollination is important. Pollination is the process by which pollen is transferred from one flower to another, allowing flowers to become fertilised and able to produce seeds and fruit. In some plants, such as grasses and conifers, pollen is spread by the wind, but most plants require insects and sometimes other animals to carry the pollen. Apples, plums, pears, cherries, raspberries, blackberries, blackcurrants, redcurrants, gooseberries and strawberries all rely on insects to bring

35

Gardens

about pollination. The same is true for some vegetables, such as broad beans, runner beans and plants in the marrow family. Flowers attract insects by providing them with two rich sources of food - nectar and pollen. Nectar contains sugars and provides insects with an energy source, while pollen grains contain proteins and oils. Pollen and nectar provide a complete diet both for the adult bees and their larvae. Other insects, such as various flies and midges, beetles, wasps, thrips, bugs, butterflies and moths visit flowers to feed on pollen and nectar but may also have other dietary requirements, especially in their immature stages. Some predatory insects visit flowers to feed on other insects attracted to the blooms. All are capable of picking up pollen on their bodies and bringing about pollination when they move to other flowers of the same plant. POLLINATOR INSECT FACTS • There are 25 species

36

of bumblebees, of which about 11 commonly visit garden flowers. • A honeybee hive can contain up to about 60,000 bees in midsummer

and they can convert the nectar they collect into more than 50kg/ 100 lbs of honey. • There are about 260 species of solitary bee. • There is a similar number of hoverflies, many of which have larvae that are predators of aphids. • Adult pollen beetles (Meligethes species) feed on pollen and are commonly seen in flowers in spring and summer. • Butterflies and moths, with their long tongues can reach nectar in flowers that are inaccessible to shorttongued insects. Unlike humans, honeybees can see ultraviolet light and can detect patterns on petals invisible to us. The markings on the petals guide bees to the nectarproducing parts of the flower and bring the insect into close contact with the pollen-bearing structures. • When foraging honeybees have located a good source of nectar or pollen, they can recruit other bees to visit the same flowers. tells other bees how far and in which direction they need to fly to find the flowers. Clever things bees are! CREATE YOUR OWN PATCH OF WILDLIFE. With a little help anyone can attract a wide variety of insects and animals into their garden or patch of land. By making a few simple changes, in no time at all you will be sitting back and enjoying your own "local nature reserve". The wildlife that visits your garden will give you plenty of entertainment and you will have more time to enjoy it too, because with a rich-habitat wildlife garden there is less need for weeding, clipping, mowing and spraying. You will be working with nature. When that happens life is easier for people, animals and plants. Grow some native plants. Clear a bit of ground and sow some wildflower seeds. The food chain begins with plants. Many of the grubs, caterpillars and other plant eaters are extremely specialised. They may well be able to eat the leaves of only one particular plant type, and when this is the case the plant will always be native. For example the caterpillars of the Small Tortoiseshell Butterfly

www.eastalgarvemag.com

Luz de Tavira

eat nothing except the young leaves of nettles. All native plants - trees, shrubs and wildflowers will have their own dependent leaf eating creepy-crawlies, so if you grow a range of plants you will attract a wider variety of insects which means a wider variety of birds and animals to feed on them. CUT DOWN ON CHEMICALS Not only is this good for the environment but will also keep the population of insects and bees up. At the bottom end of the food chain, plant and animal life is very vulnerable. When the first greenfly appear in spring it is always tempting to spray them with a chemical poison. Please don’t. (If you have just a little patience, you will see that a well balanced, rich habitat garden has ways of dealing with greenfly, slugs and ants. Allow room for decay, dead material is important as food for wildlife. In fact, far more types of wild creatures feed on dead and rotting material than on living plants. Try not to clear away all the garden rubbish. If the lawn is covered with fallen leaves, rake them up and throw them under a hedge. Hedgehogs will curl up and hibernate in piles of old leaves.

To Tavira Look out for the Yellow flags

Provide lots of breeding sites. Wild creatures need somewhere safe to breed. Native plants and decaying leaf litter will keep many small creatures happy. However bringing some big lumps of timber into the garden and building a log pile will help further. In no time this minihabitat will be alive with all kinds of wood boring beetles, wood wasps and grubs. In autumn numerous toadstools will appear. If the pile is big enough it may nest spiders or even a pair of robins. The insects will attract birds and animals. Planting a hedge will provide a good hedgerow environment. Nesting boxes provide a good substitute for holes in dead trees where many birds would normally make their home in a woodland environment. A Bird table can help birds and attract them to your garden by providing food for them during the cold winter months. It is important, however, to continue feeding them once you start, as they come to rely on such readily available supplies. Enjoy your environment, when you look closely at the wildlife you will find it amazing... Janet O'Shaughnessy

Six Things You Should Know About Pensions Today

UK pension providers are vulnerable Employers providing final salary (‘defined benefit’) pensions guarantee a percentage of your salary throughout retirement. While income depends on salary and length of service, it is usually generous, especially compared to other types of pensions. With today’s low interest rates and increased life expectancy, the cost of funding these benefits has soared, making it harder for many companies to afford promised pension payments. Like BHS, companies with significant shortfalls can fail – so could their pension schemes. Transfer values have never been higher To offload liabilities, many companies are offering members large sums (‘transfer values’) to leave. Calculated as a multiple of the future pension payment, some pay-outs have doubled from 20x two years ago to 40x today – sometimes hundreds of thousands of pounds. Properly managed, such high pay-outs can potentially provide a retirement income that exceeds the original annual payment, outweighing the benefits of drawing a guaranteed pension for life. Expatriates can access taxefficient alternatives Expatriates may benefit from reinvesting UK pension funds into more tax-efficient arrangements for Portugal or transferring to a Qualifying Recognised Overseas Pension Scheme (QROPS). This can also offer estate planning advantages. While many UK pensions are payable to your spouse on death, other structures offer flexibility to include other

heirs, even across generations. A lower pension allowance could catch you out UK pension savings (excluding the State Pension) totalling over £1 million breach the lifetime pension allowance. This triggers 55% UK taxation when taken as cash or 25% as income, wherever you are resident. Those close to the limit should consider HMRC ‘protection’ options or transferring before attracting tax penalties. Advice is essential Transferring from final salary pensions is not suitable for everyone. Transfers are also a target for pension scams, so it is essential to employ due diligence and use a regulated provider. For benefits worth over £30,000, the Financial Conduct Authority makes this compulsory. You should at least confirm your current transfer value and check if your scheme is at risk. The government’s Pension Protection Fund only compensates up to £33,678 a year at 65, so if your pension offers more and your scheme is vulnerable, consider transferring. The window of opportunity may close If you decide to transfer, now may be the time to act as such high transfer values may be short-lived. Also, some speculate that the UK government may change the rules to make withdrawals more difficult, or start taxing pension transfers for non-residents post-Brexit. With so much uncertainty ahead, there has never been a better time to review your pension arrangements. Take personalised, professional advice to ensure you are in the best position to enjoy

12 things you should know about the IMI

T

he first installment of the IMI 2016, which is due in April 2017 will start to arrive in the post boxes this month. This year the good news is that 10 out of 16 Algarvian municipalities have lowered the tax and the remaining has decided to keep it the same as 2015. Let’s try to clarify some of the questions you may have concerning this property tax. What is the IMI? IMI (Imposto Municipal sobre Imóveis - Municipal Property Tax) is a tax on the taxable value of immovable property in Portugal. This tax came into force in 2003, replacing the Council Tax, and reverts to the respective municipalities. Who pays IMI? The taxpayer is the property owner as of 31st December of the previous year. This means that if you bought your property at the end of 2016, you will pay the IMI for the full year. Likewise, if you sold your property at the beginning of 2017, you will still need to pay the IMI this year, as it’s always related to the previous year.

1 2

3

How to calculate the IMI? IMI is calculated based on the Tax Asset Value (VPT) attributed to the property to which is applied a rate set annually by the municipality (VPT x IMI rate). The way the VPT is calculated varies. The VPT is calculated on the basis of various factors such as the construction value per square meter gross floor area, location, quality and comfort and property age, updated every three years. What is the taxable value? The taxable value of buildings is its value determined by assessment according to the rules of the IMI Code. This value is registered in the land register. Who determines the IMI rates? The municipalities decide each year, which tax to apply in their council. This needs to be between 0.3 and 0.45% for buildings (until 2015 the limit was 0.50%) and 0.8% for plots (rustic property). Properties with tax domicile in "offshore" are taxed at 7.5%, regardless of the type of property. Properties that may have not yet been revalued, also pay

a bit more: between 0.5% and 0.8%. How long is the payment of IMI? IMI is paid annually through a single billing document in April, if the tax is up to 250 euros. If the value is between 250 and 500 euros, you pay in two installments, 1st in April and 2nd in November. If the amount exceeds 500 euros, you pay in three times (April, July and November). What are the consequences of not paying the IMI on time? If you do not pay within the period specified in the collection document, you will pay interest on arrears. If the non-payment persists your property can be seized. Where can the IMI be paid? IMI can be paid at the Tax Office, Post Office, in any ATM machine or through internet banking. Who is entitled to exemption in 2016? The owners whose annual income on IRS in the previous year does not exceed 15,295 euros are exempt from property tax, provided that the book value of the property does not exceed 66,500 euros. Also, if you

Making Life Easier Motor Insurance bought your main residence and if the tax value of the property does not exceed 125.00€ and your yearly income does not exceed 153k, you can apply for a 3 year IMI exemption. These exemptions is recognized by the head of the local tax office for a period of three years. From this year, the fact that the tax payer may have tax debts, does not imply the loss of the right to this exemption. Am I entitled to a discount in the IMI due the number of children? Since last year the law considers the possibility of each municipality, to offer a family discount, based in the number of children. It’s determined by each council and the maximum discounts are: 10%, 15% and 20%, for one, two or three (or more) children. I am paying too much IMI, can I reduce my IMI bill? It may be possible to reevaluate your property and reduce your tax liability. We have successfully submitted requests to the local tax departments to reduce the tax values of our clients’ properties, thereby saving many on the IMI property tax bills. However please note that any reassessment only takes effects on the following year, as you will only pay IMI for 2017, in 2018. recently worked with Rui Águas and the Cape Verde national team. Bruno Saraiva managed Olhanense at the end of the 2012-13 season and was successful in keeping the team in the Primeira Liga with a goalless draw against Marítimo on the last day of the season. Saraiva started well with victory at AD Fafe, only the second of the season, but this was followed by another frustrating 1-1

draw at home to Unãio Madeira and a 3-1 defeat at V.Guimarães ‘B’. If he can keep Olhanense in the Segunda Liga this time around he will surely qualify for the freedom of the city! On the 11th March the team are at home to Lisbon outfit C.Piedade and on the 19th March Gil Vicente are the visitors to the José Arcanjo Stadium, Olhão (behind McDonalds on the EN125); both games kick-off at 3.00pm.

ormer Junior World Ski Jumping champion Primoz Roglic (LottoNL-Jumbo) was the overall winner of the 43rd Volta ao Algarve. The Slovenian finished the five stage event twenty-two seconds ahead of Michal Kwiatkowski of Team Sky. Amaro Antunes (W52/FC Porto) gave the home crowd at the Volta ao Algarve something to celebrate as he surged to victory atop the Alto do Malhão on the fifth and final stage. The 26-yearold put in a blistering attack with just over 1km to go on the summit finish. It was a coup for the Continental teams on the day, as Vicente Garcia (Louletano) claimed second on the stage ahead of Tiesj Benoot (Lotto Soudal).

MIKE WREFORD 10th December 1950 19th February 2017

t is with deep regret that we announce the untimely passing of Mike following a short but brave battle against lung cancer. Mike moved to the Algarve some eight years ago and immediately immersed himself in local life. He was a keen supporter of SC Olhanense and followed them as far a field as Madeira and the Azores. He actively took part in Walking Football and was also a valued member of the East Algarve Striders and Strollers walking groups. Mike was a debonair, chivalrous and fun loving individual who never mastered the fast moving world of modern technology. He would have been very much at home at ‘Downton Abbey’ or in ‘Upstairs, Downstairs’ and on our long journeys to football matches we would discuss his role in that era. I saw him as being ‘Downstairs’ in the position of ‘Head Butler’ but he saw himself as being ‘Upstairs’ as ‘Lord of the Manor’ and I am now inclined to agree. Mike would have been a gracious and benevolent nobleman. My wife and I have lost a true friend and we will miss him sorely. We extend our heartfelt condolences to his partner Janet and his family.
