News São Brás de Alportel Costume Museum will have better access and new offers
T
he Costume Museum of São Brás de Alportel will benefit from a series of interventions to improve access for people with physical disabilities and create new offers that also attract local citizenship, said the director. The intervention in the museum, which belongs to the Santa Casa da Misericórdia of São Brás de Alportel and is installed in a palatial building from the 19th century, includes the creation of a sensorial garden and the recovery of several water circulation structures that were deactivated, Lusa Emanuel Sancho. Among the interventions foreseen in the Faro district museum are the improvement of accesses and the elimination of architectural barriers, but also the recovery of old structures, such as watering courses and tanks, to further integrate the space into the city’s experience, stressed the director. That person highlighted the importance of the rehabilitation works that will be done in the “water circulation” systems that have been deactivated over time and will now allow the recovery of a “great water game, with water channels, irrigation, washing tanks, daisies and a windmill to raise the water”.

“We are going to highly value the old water piping structures that are still here and now we are going to reactivate them”, revealed the museum director, explaining that he will have a device that makes the water move and that will make “children have fun, because it causes a fountain in the middle of the wash tank”. A “sensorial garden” will also be created with “three beds with an area of more than 600 square metres”, an area with “traditional teas” and “aromatic herbs”, and a transparent table will be installed, which “allows you to see the passage of water ”, constituting a“ meditation zone ”, in the shade of a cork oak, was revealed. The implementation of more accessible information, using Braille, with “language that reaches the widest possible range of people, improving subtitle height, type and font size”, with “audio guide, by mobile phone” are other solutions provided for, which are 90 percent financed by Turismo de Portugal. “This museum belongs to a line of Portuguese museology that is called social museology. We are always very attentive to local, social and minority issues, so this programme ends up giving us a certain universality and brings minorities to the majority”,
he said. According to Emanuel Sancho, the promotion of the integration of any type of minorities - with physical disabilities, nationality, religions or other - “fits into the philosophy of the museum”. The museum director pointed out that in addition to the collections on display, the museum has a “very intense” participation by the local community, welcoming “various theatre groups, musicals and communities of various nationalities, such as the Ukrainian”, characteristics that he described as “very important” for his “social museology” project. “We want to make these spaces useful, pleasant and attractive, firstly for the locals, because then tourists will also come with more interest”, he concluded.
São Brás wants Faro Airport named after aviation pioneer
ão Brás de Alportel Council has approved a motion calling for Faro Airport to be renamed after Portuguese aviation pioneer Gago Coutinho. The late aviator achieved notoriety after becoming the first person, alongside Sacadura Cabral, to cross the South Atlantic Ocean by air, completing the journey between Lisbon and Rio de Janeiro, Brazil, in 1922. As the council points out, this journey “changed the history of aviation forever”. His place of birth is a matter of dispute, with some claiming he was born in São
Brás de Alportel in 1869, although it is generally accepted that he was born in Lisbon. What is indisputable is that his roots are Algarvian, both his parents being from Faro. Political leaders and citizens in São Brás believe that naming Faro Airport after Gago Coutinho would pay homage to his achievements whilst also “aggrandising the airport”. The motion has already been sent to the Prime Minister, the Ministry of Infrastructures and Housing and the Director of Faro Airport, the council adds.

Keep calm and groom away! As HOOMANS! we want the best for our pets and for them to be well looked after when we’re not there, either because we’re away at work or on holiday, or our pet is at the vets or being groomed.
T
he last thing we want is for our furry friends to be unduly stressed. Likewise, for groomers, handling a stressed dog can be a challenge in itself. A good groomer will go out of their way to keep a dog nice and calm, and to make sure being bathed and trimmed is a pleasurable experience for our furry friends. There are a number of ways a good groomer will work to put a dog at ease, and it’s worth explaining these as HOOMANS! have a key role to play. One of the most important things you can do to make your dog’s grooming experience a positive experience is to brush your dog on a regular basis. This will help make it a normal occurrence and so something they become accustomed to and even enjoy, whether they’re being brushed by their own HOOMAN or their groomer. A good groomer will also take their time grooming and reacquainting themselves with your dog. When you leave your dog at the groomer, it can be helpful to wait on a for a few minutes to help your dog settle into an environment they haven’t experienced for several weeks. Similarly, making the groom a regular experience makes it more natural for

your dog and less intensive. Lighter touch and more regular grooms can be more pleasing and enjoyable experiences for a dog, so better for their mindset. A good groomer will make their environment as relaxing as possible, and allow your furry loved one plenty of scope to move around and even to have a break mid-way through a groom. Personally, we would never want one of our dogs caged while waiting for a groom, and that is something we never do ourselves. One particularly useful innovation we have at the Spotted Dog is a calming cradle. If you haven’t seen these in action then you’re very welcome to come and visit us, or you could check them out on the internet. A calming cradle, securely attached to the grooming table, elevates the dog slightly off the table and gives them a sense of security and of being cuddled while they’re being groomed. ello again everyone, I’m so pleased that the Algarvian weather is moving into spring. Beautiful flowers and soooo green. Quite a revelation as I have only seen the countryside in the hotter months. So, this month’s therapy topics are moving on to Mindfulness therapy and general psychotherapy. So, Let’s look at Mindfulness first. MINDFULNESS THERAPY Mindfulness therapy is the antidote to address the stress and strains of modern life. It is the art of paying attention in the present moment. Something of a challenge for many of us living in the 21st Century; with all of our 24/7 communication & work options in addition to family commitments. Mindfulness is a skill that helps us hone and build our ‘attentional’ processes. This skill can be applied to any day, hour or moment in life. The practice of mindfulness teaches us to pay greater attention to our internal and external experiences, which in turn helps us achieve a more balanced and harmonious existence. Mindfulness can be employed throughout the day and helps us deal with stressful situations, reduce over-thinking & emotional activity and to quite simply to bring a period of peace and quiet into our day. Current research and NICE (National Institute for Clinical Excellence) supports the benefit of mindfulness for the general challenges we all face in the 21st century. Research over the last 15-20 years shows that mindfulness can impact life positively in the following ways, by ● Reducing stress reactions ● Reducing chronic physical pain ● Boosting the immune system ● Reducing emotional reactivity Increasing

self-awareness Improving attention and concentration ● Enhancing positive emotions ● Cultivating well-being and happiness ● Positively impact the brain Anyone of any background can be taught mindfulness and with practice can find more ease and well-being in their life, no matter on their life’s circumstances. Mindfulness will engage you in experiential (doing) activities that include simple body movement, breathing exercises, guided visualizations and will introduce the skill of meditation. Mindfulness tools and practices can help us with work, study, family interactions, relationships, health and in any areas of stress and mental health difficulty. Now, let look at psychotherapy in general. GENERAL PSYCHOTHERAPY Psychotherapy is a form of ‘talking therapy’ that helps us explore and manage difficult, often painful emotions and experiences in our lives. A psychotherapist works with you if you are suffering from moderate levels of emotional, behavioural or psychological difficulties. In general psychotherapy we explore and address feelings of anxiety, depression, trauma or sometimes the loss of meaning in one’s life. The therapy seeks to help a person gain an increased capacity for choice, through which the individual becomes more selfaware and autonomous. thro’ the lens at Artesis T his month, Artesis Galeria is showing an exhibition of photographs, however it is not totally deviating from the gallery’s established contemporary art style. The idea behind this exhibition was to challenge photographers to capture artistic images (and also to challenge local artists to pick up their cameras). This is in keeping with Artesis Galeria’s objectives of encouraging participation in local art activities and furthering art appreciation. The exhibition is titled ‘Art thro’ the lens’ so photos submitted are as

viewed by the photographer. Photoshopping images was not permitted. The gallery issued an open invitation to all local amateur photographers to submit three images in any of the following themes - shadow, texture, silhouette and pattern, resulting in an impressive range of styles and interpretation. The exhibition opens Thursday March 5th and runs thro’ Sunday March 15th. Opening hours are Thursday and Friday from 3pm to 6pm and Saturday and Sunday from 11am to 1pm. A
s with most investment decisions there is no straightforward answer. Both rental strategies have their own pros and cons. Short Term Rentals (STR) are those available to tenants for an overnight stay, a week, or another limited period of time but not exceeding 28 days. These properties are completely furnished and ready to use. Popular platforms for short term rentals these days are Booking, HomeAway and Airbnb. The idea behind Long-Term Rentals (LTR) is to buy a property purely as an investment in order to rent to a permanent tenant for a much longer period of time, e.g. 1 year or longer. With the rise in tourism in Portugal, making income from Short Term Rental has become extremely popular from a financial point of view. Over the past few years investors and home owners alike preferred the STR market as the weekly rate in summer often is equal or higher than the monthly rent while at the same time benefitting from a more favourable tax rate. The State’s regulated regime for STR called Alojamento Local (AL) started originally with a very low tax regime. A large number of buyers who made their property available for the STR market were initially taxed at 3.75 % of gross revenues. In the meantime the STR market has lost some of its advantages. Recent legislation has forced a couple of bureaucratic changes and effective tax on gross income increased to 8.75%. In addition - and not many people are aware of it - owners who have an AL licence and who later remove their property from the rental AL scheme are liable to pay capital gains tax, whether they are selling their property or not. Long-term rentals are taxed at a flat rate of 28%. A recent tax law foresees a reduction in the current IRS income tax rate for longer dated rental contracts, e.g. 14% for contracts between 10 and 20 years and 10% for contracts of 20 years and longer. To help owners taking a decision which rental scheme works better for them, we have put together a list of pros and cons which can be helpful to make an informed decision as to what will meet their needs. We suppose that the tax burden of both regimes will almost equalize in the future, but there are other arguments that are decisive for one or the other regime. Long Term Rental - The pros One of the main advantages of Long-Term Rentals is to have a stable cash flow, since renters pay the same amount of money every month over an agreed period of time. Even if the income is less than you can achieve with STR for some homeowners this gives peace of mind. LTR involves less paperwork and less hassle and is less time consuming and the owner can focus on other activities. Depending on how much you charge as your

Property security deposit at the start of the contract, most long-term tenants will take more care of your property in comparison to short term tenants. Security deposits will be returned at the end of the contract unless there is damage to the property. Management is less frequently needed (but more urgent, and often outside of office hours when needed) and the operational costs are relatively low. Utilities are not included in the rent. The property can be rented fully furnished or empty in which case you have less wear and tear as tenants bring their own belongings. Long Term Rental – the cons Renting to a long-term tenant can be risky. You can get great tenants but sometimes you will be counting the days until they leave. If you rent your property long term, you have the risk of delayed payment. Some tenants can be demanding while others may refuse to pay the rent due to financial problems. In addition, if a tenant does not want to vacate the property you must go through an often painful legal procedure of eviction. If you decide during a LTR to sell the property it can become a long process for the owner in case the tenant does not want to move out before the contract expires. Short term Rentals: Pros Short-term rentals offer you loads of flexibility as a landlord. You can use the property for your own holidays while renting it out for the remainder of the year. Property management gives you the option of a hands-off experience as a landlord. You can leave all aspects of managing your rentals to the professionals while

enjoying your rental income. Short-term rentals tend to produce in general a higher income especially in combination with long stays during the winter period. Long stays can be billed at the lower STR tax rate and most of the time the guest will pay the utilities during their stay. Depending on the location you can rent out your property on weekly or nightly rates. The average annual income can be much higher compared to long-term rentals, especially when your property is located in a prime location. Holiday rental portals make it easy for the owner to find renters and potential damage is usually covered by the insurance and/or security deposit of the portal. If you create your own website for your property you could market it yourself. Short Term Rental – cons The more clients you have at your rental property, the more potential there will be for wear and tear. If you do not want to appoint a property management company to look after the property, it can end up being a full-time job. Demand for short term rental is seasonal; there will be times that your property is vacant and no income is generated. Operational costs are higher than with a long let, since you are responsible for all the utility bills, the cleaning and laundry services. With STR owners have to provide a lot more in the way of amenities than with LTR. Wireless internet is in the meantime standard if you want to stay competitive and the property must be fully equipped and furnished. Under current legislation the bureaucracy for AL vacation rentals has increased and owners need to register with the local authorities and
report to SEF (immigration and border control) as well as making rental receipts with AT (tax department) approved billing software and the reporting of the monthly SAFT file (digital file with consolidated rental income), quarterly VAT reporting if income is above Euro 10.000 in the preceding year and in some areas of the country the collection and payment of tourist tax. It is evident that both options offer different pros and cons. If you prefer stable income then the best is to go for long-term rental. If you want to maximize your return on investment and/or make use of the property yourself, then shortterm rental is the better option. In particular for the vacation rentals we strongly recommend to hire a property management company, a real estate lawyer and an accountant to help you do your taxes properly. he Forest Fire Alert Association (Alerta de incêndio florestal) are a Facebook based charity group of trained volunteers report and update on wildfires to alert the general public in the Algarve and lower Alentejo. Their first objective is to support the firefighters battling the wildfires providing water and food to those on the frontlines. They fundraise to provide equipment and uniforms for them and also work with, and donate to other charities that assist people and animals who need to be evacuated. It was created by a gentleman who has now left the Algarve. Debby Burton Chairman of the Association was an administrator for the
facebook group from the early days. Initially it was just local people commenting “I can see smoke here”, “there are a lot of fire engines just gone by in this town” and that sort of thing. Debby thought it would be of assistance to use the civil protection website, to confirm fires and the gravity of them and from that point on the Facebook group became a valuable source of information for the local community, daily updates are made with relevant fire information as well as more regular updates in the event of a fire. After the fires of 2016 Debby realised there was a need for an association which could help aid the distribution of provisions and finances to the necessary Bombeiros stations and locations in the event of a fire. They are now more active than ever in the facebook group promoting

Debby has recently sorted out the first container of uniforms which they managed to buy for the Bombeiros. For all her hard work Debby was awarded the B.E.M medal from the British Ambassador in Lisbon only last month. The association is looking at training new volunteers to help with the Facebook page as the Bombeiros are warning that the fire season is going to start extremely early this year due to the severe lack of rain! Introducing Sara
y name is Sara de Melo Castanheira and I’ll be writing an article about health and quality of life in this magazine. But first let me introduce myself: I’m an occupational therapist specializing in pediatrician. I have a passion for our mind as human beings. I specialized in neurophysiology, therapeutic hypnosis and sensory integration. I have lived in Tavira for more than 10 years but I have also lived and worked all over Portugal, so I have a realistic notion about the differences in realities and way of life all over the country. As an occupational therapist, I obviously work with occupations, but what is an occupation? An occupation is everything we do in our life… to eat is an occupation, to dress is an occupation, to sleep is an occupation, to work, to learn, to be a parent or a grandparent is an occupation. So in the coming months I will be writing about the importance and meaning of occupations in your life. What can cause problems and what can you do to resolve potential problems to ensure you have meaning in your life and quality of life. Currently I´m the Technical Director of SER Igual, an Association of especial rehabilitation services in Tavira. SER Igual is a Non-profit organisation for people with disabilities. We have three types of services for our community: a) rehabilitation center – where we have great professionals in health care areas like Physiotherapy, Speech Therapy, Occupational Therapy, Therapeutic Hypnosis, Hydrotherapy and Horse Therapy. Our Rehabilitation Center accepts people from all ages since early birth till seniors; b) Health Care Program for adults and seniors where you can do clinical Pilates or Yoga. To help our social projects we revert 30% of

the value of sessions in Rehabilitation Center and in Health Care Program to materialize our social projects. Our social projects benefits children and teenagers with health and educational special needs and their informal caregivers and they are: 1 – summer camps for kids and teens with health and educational special needs; 2 – Therapy groups that work after school and pretend to stimulate social skills in kids and teens with health and education special needs; 3 – SER Pais (parents), a group of self-help for parents mediated with a psychologist; Gymnastic for All in collaboration with a local gymnastic club in tavira, where kids and teens with special needs do sports with their peers; Ser(+) : a program where our teacher help kids and teens in their studies and for that they pay a donation of an amount collected for them. t was the best of times, it was the worst of times,” And lo, it came to pass that the rain has arrived to soak the parched land and the gardener rushes forth to work the soil, battle the oxalis – and distribute the plants in pots around the garden for planting. The poor things have been waiting all summer for this chance to get their roots out of the pots and into some moist ground. This brings its own problems, having spent the last few months accumulating plants by taking a few cuttings, sowing a few seeds, even buying must have succulents at that annual Mediterranean garden fair thing – now is the reckoning. Now you must find room to plant them, and also perhaps somewhere for the bulbs you brought back in your suitcase from the chuck-out bin in the garden centre on your last visit to foreign parts? Does this sound familiar? are you taller when you come back into the house than when you left because of the accumulated mud stuck to your shoes? be careful to check before you gleefully enter the house to announce that your Haemanthus coccineus is in flower and everyone should come and look... not everyone will share your blissful joy in this happy news if you leave more of the garden inside the house than there is outside.

A great thing about winter gardening is the reassuring thought that if the things some people call weeds are growing then perhaps all the other stuff that looked dead all summer might suddenly spring into life, and, inevitably, it does! We are currently enjoying the lovely flowers of the Clematis cirrhosa variety called ‘Freckles’, this definitely looks dead, dry as sticks, for most of the year but hidden in the pistaccio shrub that hosts it we do not notice it, ‘summer dormant’ is the posh name for this engaging characteristic. Come the rains, come

the flowers of this lovely plant and the other winter flowering clematis species such as C. balearica. All greened up and ready to cover itself in pea like yellow flowers is Medicago arborea, Euphorbia dendroides is shooting like mad, looks like green fluff from a distance. The lavenders are flowering, everything is pumped up and ready to go. This really is the second spring of the year. Our own annual fixation with rainfall has started, we rigorously note the amounts. I know one lady who has records going back ten or more
years , with boastful conversation stopping comments like “well, we had floods down the drive last year.” It came as a great surprise to her to realise that not everyone thought that was a good thing. I had a friend who rang one glorious sunny winter morning to moan that her succulents were rotting! To continue the literary motif, it is indeed a truth universally acknowledged that, no matter what the weather, gardeners are never happy with it. In Mediterranean zones, the seasons are turned on their heads for those of us brought

IRS Personal Income Tax 2019: what you need to know about it this year
T
he IRS delivery time will begin in the 1st of April and will run until the end of June. So now it’s that time of the year, when we need to clarify some of the questions you may have concerning this important task. In which form can I submit my IRS tax return in Portugal? All IRS tax declarations are exclusively submitted on-line, so if you don’t have yet a password to access the tax portal, it’s important to request one per each tax payer. As the tax website is only in Portuguese this may be a difficult task if you don’t understand the language, ask your accountant to get this for you. When do I need to submit my IRS tax return in Portugal? All IRS tax returns independently of the type of income earned, need to be submitted from the 1st of April until the 30th of June. What is the period covered in my Portuguese IRS tax return? The tax year in Portugal is the same as the civil year, so you declare the income from 1st of January 2019, until 31st of December 2019. Who needs to fill an IRS tax return in Portugal? All tax residents need to submit and declare their worldwide income in Portugal. The non-residents that earned income from Portuguese source also need to submit the IRS tax return. There are exceptions for residents that have earned only salaries or pensions, from Portuguese source lower than 8.500€ per year, and when there wasn’t any tax deducted on source, and or in case they received alimony income up to 4.104€. Also, if you earned income from category B (sole trader) from a unique transaction (ato isolado) and this inome is lower than 1.743,04€. Do I fill a joint return with my partner or a single one each? You may choose to do it either way, so it’s important to ask your accountant to simulate the two scenarios and see what is more
advantageous to you. What happens if I forget to file a return or do it incorrectly? It’s important to be aware that the fines for noncompliance with the dates, can be very high. Fines can go from 37.50€ to 112,50€ for a delay of 30 days. However depending on the type of miss conduct, mainly fraud, fines go from 375€ to 22.500€. I’m non-resident, do I need to submit a return? First of all, are you sure that you are nonresident? Do you have a fiscal representative? If not, where do you receive your IMI council tax bills? If you receive them at your property in Portugal, then most likely you are resident for tax purposes in Portugal. If you are non-resident, then you will only submit a IRS return in Portugal, if you have income from Portuguese source (this includes property rental or property sale even if you haven’t made a capital gain). I arrived in Portugal last year, do I need to submit a return? In the first year of residency, you need to submit a tax return for the period you were in Portugal (from … to 31-122019). The same happens to all those that stopped being Portuguese residents in 2019, they need to submit a tax return from 01-01-2019 until the date they left. What happens if I have to submit tax returns in more than one country and the information is not ready before the end of June? If for any reason you don’t have all the information required to submit the tax return in Portugal by the end of June, you may submit a request in the tax portal, to allow you to submit the tax return until the end of December of the current year. When do I need to pay my IRS? After submitting your tax return the tax authorities will validate your declaration and you will receive a tax bill in the post, giving you 30 days to pay. Please note that if you intend to

be away during the warmer months and don’t have a fiscal representative to receive your bills, you will incur in monthly interest charges and penalties, if paying out of date. I am NHR will I start paying 10% tax on my pension? No, only those individuals that became resident after the publication of the new law, will be liable for 10% tax on their foreign pensions. All others that were already resident, continue to be exempt, even if they apply for the NHR afterwards. Some suggestions to make your IRS this year a stress-free task: We strongly advise our customers to prepare everything with time, in order to complete this process smoothly; PASSWORD: Make sure you and your partner have a password to access the Tax Portal. If you do not have one, request a new one immediately; COPY OF ID AND NIF: for you, your partner and any dependents you may have; DECLARATIONS OF INCOME: gather the statements of income and withholding taxes; BANK ACCOUNT: your IBAN will be necessary to include on your IRS return and will make any tax refund much quicker. This also includes the IBANs from any foreign bank accounts opened in your name. CGT: if you have sold a property in 2019, make copies of the deeds (for purchase and for sale) and gather invoices for the real estate commission and home improvements. These can be deducted against any capital gain tax. Remember if you have a resident status but your income was earned abroad, you have to deliver along with the tax return the ‘J’ Annex which discriminates the values received abroad. There are taxation agreements in place between Portugal and several countries to avoid double taxation, so the impact this will have on your IRS will depend on several factors. If you are registered as a non-habitual resident, don’t forget you will need to fill in the Annex L and also include the IBAN information on all your bank accounts abroad. hile financial material, be it written or spoken can be painfully boring for many, learning about personal finance can in fact be extremely interesting. Often, that interest is born out of curiosity or grows over time when we begin to find out more about our financial self and our attitude toward money management. This is a subject that most millennials will only show interest in when there’s a good possibility of increasing personal worth in order to spend it. Rarely will it be looked upon as an opportunity for investing. It’s probably easier to get into Oxford or Cambridge than it is to get a millennial to talk about their financial situation. So, what is really going on? Are millennials in denial over their finances? Well… not exactly. There are a few things happening here. And the reality of this is, most millennials start their adult life with a huge debt following college. This means their first significant introduction to finance is an all-encompassing debt they need to start repaying immediately. Then the literal penny drops when the realisation of rent, bills and living expenses don’t add up the way they used to - living with the parents. Their main priority quickly becomes figuring out how to live the same lifestyle while ridding themselves of the debt. Here’s where we see a disconnect, because the truth is - they don’t have the income to do both. Studies show that approx. 24% of millennials only understand the basics around financial literacy - like understanding mortgages for example. While 8% understand the basics of
inflation or risk diversification, and some of the more sophisticated topics. Topics which are critical as they move through their careers and start families. An almost enviable trait that the millennials have, is that they live for the here and now and the experiences they want to have now. But the flip side of that can, and often leads to unwise choices based on that ‘everything now’ lifestyle. So, what do they do? They already have credit card debt and overdrawn bank accounts. They look for alternatives. When the ‘bank of mum and dad’ is no longer an option, pay day loans and pawn shops become financial alternatives to the millennial. They want money quickly, so they can spend it quickly. The concern is, they won’t openly admit they are doing this. Whether they are embarrassed and think they can ‘kick the can’ further or believe something will come up – who knows. They are certainly not talking about it: especially to professionals through financial institutions or online. Is this an excuse? Possibly! 50% of millennials between the age of 26 and 35 said they could scrape together 2k if they really had to. These are not college leavers. These are grown-ups. The old adage of saving for a rainy day clearly isn’t there at all in many cases: meaning retirement planning will be way off their radar also. For the 35% who have in fact begun retirement saving steps – half have borrowed against it by using savings accounts, rather than long-term investment vehicles. We live in a world where lives are dictated by what’s happening on social media. A world where we are bombarded by 1000’s of images
every day claiming to offer opulent lifestyles to anyone who wants one. Small wonder so many millennials are in dire straits when everywhere they look, they see the same me, myself and I message, yet no true representation of selfpreservation is being applied. It’s totally bizarre! Gone are the days of the paper boy, washing cars and mowing lawns – pursuits brought to us by the entrepreneurs of today, from back in their day. Warren Buffet was one. He sold chewing gum as a kid. Gone are the days of a healthy sense of pride for taking the initiative to change what we can change. Starting early I have young children; I even was one once - and like most parents I give them pocket money. I used to give them cash. But as kids do, they would spend it on mass produced rubbish from the local bazaar which broke in the first 24 hours. So, I decided to switch things up a little. Now my children receive their pocket money digitally via an app that I have full control over, but they have access to through their own separate accounts. In the process of ditching the cash I was witness to the most wonderful thing. I saw my senseless item purchasers turn into frugal money saving wonders. Now they love the idea of saving rather than spending, and they understand the importance of doing. And notably: Their attitudes changed. One small but significant switch in the method completely changed the mindset of my children and introduced them to a healthy respect for their own money. As responsible parents, educating our children about money should always begin with us.

CHILLI BOY CHARITY GOLF TOURNAMENT This years tournament was held at Benamor Golf Course in Tavira on 14th February 2020

his Tournament is held each year to raise money for the Oncology Association of the Algarve. An incredible â‚Ź8000,00 was raised on this one special day, Valentines day. To date almost â‚Ź60 000,00 has been raised by the Chilli Boy Charity group for this great cause. The reason for the dedication of this charity drive comes from Viv Thomas owner of the Chilli Boy Piri Piri company, specialising in the making of spicy condiments. In 2013 Viv Thomas was hit by the dreaded Cancer and because of the dedication, help and encouragement of many people that treated and cared for him, he was one of the lucky ones. Only those that have felt this terrible finger

of fate will know what it means to have the support of the people that treat not only the illness but never stop encouraging you to fight. Those people are not only the medical practitioners but the families of the sick. Sometimes the families are forgotten and Cancer does not only hit at the patient but it lands like a brick on the shoulders of loved ones. Their despair, hurt and confusion is debilitating and on many occasion ignored. This is where Chilli Boy Charity tries to help in some way. The Oncology Association of the Algarve is working on a project that will make it possible for families to stay in the area while their loved ones are having treatment. This gives support to the sick and calms those that are sick with worry.
This is an ongoing, long time, expensive project for the Association and Viv Thomas of Chilli Boy is dedicated to being a small part of the final plan. Viv was lucky enough to have the support he needed at home but many do not, and it is to that end that Chilli Boy Charity works. he Dutchman Cees Bol (Team Sunweb) won the third stage of the 46th Volta ao Algarve with a powerful sprint, after 201.9kms, in a time of 5h 0m 51s. The Faro/Tavira stage was the longest of the competition, Gotzon Martín (FundaciónOrbea), Aleksandr Grigorev (Tuna General-
Tavira-Maria Nova Hotel) and Tiago Antunes (Efapel) showed no fear of the distance and left the peloton with only 3kms covered. here were disgraceful scenes at Guimarães, the reputed birthplace of the Portuguese nation, when their Primeira Liga side entertained FC Porto whose striker Moussa Marega, scorer of what turned out to be the winning goal, was the subject of racist abuse from the home supporters and refused to play on. João Paulo Rebelo, Secretary of State for Youth and Sport issued the following statement: “What happened in the match between Vitória de Guimarães Sport Clube and FC Porto is absolutely intolerable and unacceptable. The insults directed at the player Marega shame all those who fight for an inclusive society. The values of sport have nothing to do with these racist, xenophobic and appalling attitudes. The Authority for Prevention and Combat against Violence in Sport is already working with the police and sports authorities to identify and punish those responsible for this sad episode”. All matches the following week saw match officials wearing ‘kick out racism’ T-shirts as they paraded with the teams prior to the kick-off.

he Expat Olhanense Supporters Group were pleased to welcome groups fans from Bristol City and Stoke City to the match against Sintra. Ed Whinyates, who was on his ‘stag weekend’, and his Bristol mates were amazed to be invited into the President’s Box at half-time where a bottle of bubbly was open by Olhanense President Isidoro Sousa. The Bristol lads have vowed to visit SC Olhanense on an annual basis. Two weeks earlier Chris Birkett, on holiday from Gloucestershire decided to take his seven year-old son Ethan to his first live football match. Wearing their Forest Green Rovers (Nailsworth) shirts and sporting an Olhanense scarf, father and son had a wonderful afternoon and were delighted when they had their photo taken with Olhanense wing-back Leonardo Lelo after the game. Lelo made his debut for the Portugal U20 team against England last November and is tipped for higher honours. Young Ethan even managed an ‘obrigado’ during the excitement of a memorable occasion.

ollowing several less than inspiring performances SC Olhanense have parted company with their manager, Bruno Ribeiro. After just eight games - four wins, three draws and a defeat - the former Leeds United and Sheffield United player has made way for Filipe Moreira who last season was in charge at Vilafranquense (Vila França de Xira) as they achieved promotion from the Campeonato Portugal to the Segunda Liga. Performance of the month was the local derby with Louetano, the only team who previously beaten Olhanense. The game had an early goal, missed penalty, bizarre own goal, three red cards and four goals with three of them scored by one player! Sapara was the Olhanense player who scored the ‘unusual hat-trick’ two in the opposition goal and a 40m back pass that deceived his own keeper Rodrigo Moura. Olhanense won 3-1 but the following week went down 2-1 at Lagos before beating bottom club Sintra 1-0 at the José Arcanjo Stadium. Forthcoming home games are: 8th March 2.00pm - Olimpico do Montijo; 22nd March 3.00pm - 1st Dezembro (Lisbon). 20 year-old winger Ítalo Cortés, has signed on-loan from Leixões.

Putting Things Straight - Playing by the Rules Golf is so popular simply because it is the best game in the world at which to be bad. A.A. Milne

atching golfers, acting as a Marshall on a course, you observe their behaviour. Actions I often see do not comply with the R & A and USGA Rules of Golf. So, being retired and having extra time on my hands I am updating my own knowledge of the rules. To keep the grey matter working my goal is to become a Level 2, Rules Official, hopefully in April 2020. The R & A and USGA have a great websites covering all aspects of golf. (https://www.randa.org/ or https://www.usga.org/). Apps for iPhone, iPad or Android of the Rules of Golf, Rules of Golf, Players Edition, are free from these sites. Read the rules in conjunction with all Local Rules, established by Golf Club Committees. These are on scorecards and notice boards. Rarely do I see players checking the back of the scorecard or reading notices where local rules are displayed. There are 24 Main Rules, so here we go, Rule Number 1: ● Play the course as you find it and play the ball as it lies. ● Play by the Rules and in the spirit of the game. ● You are responsible for applying your own penalties if you breach a Rule, so that you cannot gain any potential advantage over your opponent in match play or other players in stroke play. To start the ball rolling, some people ignore golf etiquette, such an important aspect of the game. Please carry and use a pitch mark repairer to repair your ball marks on greens. Replace your divots and use rakes provided in the bunkers so you never have to hit from a foot mark again. Oh, and by the way this is part

of the rules! 1.2 Standards of Player Conduct All players are expected to play in the spirit of the game by: ● Acting with integrity – follow the Rules, apply all penalties, and be honest in all aspects of play. ● Show consideration to others – e.g. play at a prompt pace, look out for their safety, and do not distract them. ● Taking good care of the course – by replacing divots, smoothing bunkers, repairing ball-marks and not causing unnecessary damage to the course. Unnecessary damage is caused to the course by misuse of golf buggies. Park them on the pathways near to tees and greens, be considerate when you are pulling or pushing your trolley near to greens. I have observed all the above completely ignored by many who claim to be golfers and play by the rules. “To find a man’s true character, play golf with him.” – P.G. Wodehouse, wise words from a wonderful author Think about the pace of play, as per Rule 5.6.b, a round is meant to be played at a prompt pace. The 2019 rules advise that in stroke play, players may play “ready golf” in a safe and responsible way. In match play, players may agree to play out of turn to save time. In Stableford Competitions when you cannot score, pick up your ball and move on! Please, keep up with group in front, not in front of the group behind. Golf is unique among sports in that it relies on players to call penalties on themselves. Neither a player nor the Committee has authority to apply penalties in a different way to the rules. One-Stroke Penalty - applies in match play and stroke play, where either the potential
advantage from a breach is minor or a player takes penalty relief by playing a ball from a different place than where the original ball lies. (So, if you have to move the ball to hit it, from a penalty area or unplayable lie, take a drop in accordance with Rule 14. (Do not kick or throw your ball out from behind a tree)! General Penalty (Loss of Hole in Match Play, Two-Stroke Penalty in Stroke Play) - applies for a breach where the potential advantage is more significant than a one penalty stroke. Examples are, Touching Sand in a Bunker as per Rule 12.2b or making a stroke at a wrong ball, Rule 6.3c. Disqualification: for serious misconduct or where the potential advantage is too significant for the player’s score to be considered valid. (A committee may disqualify a player for dishonesty and acting contrary to the spirit of the game if it finds that the player has committed serious misconduct). Examples of serious misconduct are: Deliberately causing serious damage to a putting green, moving tee-markers or boundary stakes, throwing a club towards another player or spectator, repeatedly using vulgar or offensive language. Maybe you think you play by the rules, I do not know. What I do now know is that I thought I understood them, but my studies have shown my own knowledge was incomplete. My observation of others tells me it is true of lots of people who carry, pull, push or convey a set of golf clubs. “Achievements on the golf course are not what matters, decency and honesty are what matter”.
