News Algarve musician dies in headon collision on ‘death-trap’ EN125

T

he Algarve’s musical fraternity is in mourning this week after the tragic death of 48-yearold guitarist Miguel Drago, killed in a head-on collision on Sunday April 19 on one of the most notorious stretches of the EN125 “road of death”. The accident happened in Sítio do Vale Verde, near Algarve Shopping, and saw two others – reportedly Drago’s wife and the driver of the other vehicle involved – in hospital in “serious condition”. Both are being treated in Faro Hospital’s emergency unit, a hospital source confirmed. Known for his virtuosity on the guitar, Drago was well-known in the Algarve and one of the resident artists of Tavira’s ‘Fado Com História’ musical project. The Coimbra-born musician also played with a number of Algarve artists and musical performers, including the acclaimed Pedro Frias Band. We were honoured to meet Miguel while interviewing him for an article on 'Fado Com Historia' in Tavira.

Derbyshire Fire and Rescue Service donate equipment to the local Bombeiros.

n March this year Phil and Jan Garner from Helping Hands Algarve (HHA) once again drove the return trip to the UK to collect and deliver a quantity of Fire Fighting protective clothing, kindly donated to the São Brás Bombeiros by the Derbyshire Fire and Rescue Service. The previous trip was a year ago, also to collect a large quantity of fire fighting equipment. Phil and Jan have, for the last 12 months, been co-ordinating with Jeff Ottewell, the Safety and Risk advisor for the Derbyshire F & R service, to collect surplus equipment. Jeff and Phil are good friends having worked together for 8 years when Phil was the Emergency Planning officer with Derbyshire police. Jeff, with help from his colleagues, put together nearly 25 sets of protective clothing, plus 10 sets of leg protection, for bush fires and other sundry equipment has also been donated. Jeff said “fire fighters are one big family, we know the risks faced and will help fellow fire fighters in any way we are able”. In Derbyshire, Phil and Jan were over-whelmed by the quantity of equipment on offer. Special thanks to Dave Rees, of Rees transport Alvor, for his kind offer to transport the remaining equipment. Last month, HHA presented the equipment to the Bombeiros at São Brás de Alportel. Present to receive the equipment was Acasio Martins and Salvador Goncalves. They were tremendously grateful to everyone. HHA sincerely wishes to thank Jeff, his colleagues and the Derbyshire Fire and Rescue service for their generous donation and support.

HÁ CARACÓIS! Every year in May, Castro Marim holds their annual Snail Festival (Festa do Caracol) but this year they changed it to the 3rd-6th July. However, all is not lost for this month. São Brás will be holding their first Snail Festival from the 24th to the 26th May, starting at 4pm and closing at 2am! With the beer flowing and the music playing, it promises to be lively. Don’t worry if you’re not close to São Brás, it’s the season of the snails so there’s bound to be a Festa do Caracol somewhere in your area: check your local Junta

for information. FESTIVAL OF THE SEA Starting on the 1st of May and ongoing until the 24th is the wonderful Festival of the Sea (Gastronómica do Mar) in Tavira. With 18 restaurants taking part I think you are going to be spoilt for choice with all the seafood delights that will be on offer. TERRA DE MAIO May 18 until May 20 is when the ‘Terra de Maio’ fair in Azinhal, Castro Marim will be held. ‘Taking the Easy Way Out’ Lyrics and Music to the rescue, by David Holland

I

was listening to a great rendition of the Beatles’ ‘Back in the USSR’ last Thursday whilst contemplating a Sagres in the Pink Flamingo. Apart from bringing back happy memories of recent trips to Moscow, it reminded me how our memory retains effortlessly words from songs we have enjoyed since childhood. (An example-Back in the USSR you don’t know how lucky you are boy-or sung in Portuguese perhaps-Estou de volta a URSS. Garoto, Você não sabe como você é sortudo.) There had to be an easier way to advance the study of Portuguese and this was it - so obvious - in retrospect of course. Another song I looked at had to be one with a local flavour: what sprang to mind whilst promenading in Santa Luzia was The Octopus’s Garden-O Jardim do Polvo the first few lines of which in Portuguese might be; ‘Eu gostaria de estar debaixo do

mar-No jardim do polvo, sob á sombra’. ‘I’d like to be under the sea - In an octopus’ garden in the shade’ Continuing with a local theme, the first few lines of a ‘Taste of Honey’ introduce some good day-to-day words, hence ‘Um gosto de mel, Bem mais doce que o vinho,’ ‘A taste of honey, tasting much sweeter than wine’, followed by ‘Eu sonho com seu primeiro beijo,’ I dream of your first kiss. Coincidentally, it is recorded that the lyrics of ‘Yesterday’ were completed by Paul McCartney 50 years ago this month while on vacation in Albufeira at a villa belonging to one of The Shadows, Bruce Welch. The alleged original title had been ‘Scrambled Eggs.’ However ‘Yesterday’ or ‘Ontem’ in Portuguese won the day over ‘Ovos Mexidos.’ From Sergeant Pepper’s Lonely Heart Club Band the great song; ‘A Day in the Life of’ ‘Um Dia na Vida’

begins its musical journey with the words ‘I read the news today oh boy,’ ‘Eu li as notícias, oh rapaz’ and ends with the climactic refrain ‘I’d love to turn you on,’ ‘Eu adoraria te exciter.’ Elvis songs featured in this latest learning curve, including ‘It's Now or Never!’ ‘É Agora ou Nunca!,’ and ‘Don’t be Cruel,’ ‘Não seja Cruel.’ In the January edition of East Algarve Magazine, I made reference to strange translations of film titles citing The Good the Bad and the Ugly, translated to Três Homens en Conflito, literally ‘Three Men in Conflict.’ Further examples include that great film ‘On the Waterfront’ which was translated to ‘Ha Lodo no Cais,’ literally ‘There is Sludge on the Quay,’ and perhaps more bizarrely ‘The Apartment’ was interpreted as ‘Se Meu Apartamento Falasse,’ roughly meaning ‘If my Apartment could talk! Situated only a few kilometres from Faro, close to EstĂłi, Milreu Ruins are amongst the most important remains of the Roman presence in the Algarve and now form an imposing archaeological site, which has been classified as a national monument.

W

hat is to be found there today is the remains of a luxurious rural villa, transformed into a prosperous farm in the 3rd century, although it abandoned its pagan status in the 6th century in order to be put to the service of the Christian church, having also been used as an Islamic cemetery later on. In the 10th century, the site was abandoned when the vaulted ceilings collapsed, and it did not regain any life until the beginning of the 16th century, when a house was

built on the ruins, representing at that time a unique and precious example of civil architecture in the Algarve with its cylindrical buttresses. Its important historical heritage has been recovered and today the Casa Rural das Ruínas (the Country House of the Ruins) has been transformed into a visitors’ centre, allowing us to have a real idea of how the Romans spent their days, during the period when they chose the Algarve as a place to both live and rest. The ruins have been uncovered and they now present

of patterns. The old Roman villa also had an excellent water supply network, heated rooms and thermal springs and baths on the west side, where it is still possible to see brightly-coloured tile decorations of marine life. The fish were depicted here as being exaggeratedly fat, with the deliberate aim of creating the optical illusion of their real dimension and movement when seen through the water. These are just a few details that testify to the sophisticated lifestyle of the villa’s original inhabitants.

his month we were delighted to meet Graeme and Linda Cree who moved to the East Algarve from Berkshire eight years ago. They kindly invited us to their beautiful home to see their new kitchen designed and fitted by Desiespaço. seminar about Local Lodging as an asset to the Algarve Tourism Industry was held late last month in Faro. The unprecedented line up of high ranking government officials was organised by David Thomas, a retired police officer and the President of Safe Communities Algarve and consisted of State Secretary of Tourism Adolfo Mesquita Nunes (who helped drafting the current legislation), national and regional tourism authorities, officials from ASAE (Authority for Food & Economic Security) and SEF (department of border control and immigration), GNR and the Mayor of Faro. Attendees were also informed by Dennis Swing Greene of Eurofinesco about a new association called NALLE (National Association for Local Lodging Establishments) to assist those who rent out their property with the aim to speak as one voice when dealing with the authorities regarding related matters. The event was held in English and attended by people from property management agencies, rental companies, lawyers, estate agents and individual homeowners. (A similar event was held in Portuguese last December). The introduction of the new local lodging regulations late last year preceded a spectacular increase in the number of officially registered properties to approx. 15% of total rented properties, up from 7% a year ago. However despite numerous publications in national and local media, only a few properties are advertised with the AL number as is required by law. This was one of many issues raised by the public during the Q&A session at the end

Property of the seminar, as there is great resistance against having personal details of a property owner, the property address and Portuguese fiscal number freely accessible online by anyone from anywhere (only recently the street number of the property has been removed). When questioned, it was met with little understanding from the officials which clearly was not appreciated by the audience. The noise levels moved up another notch or two when a property manager asked why the authorities do not make a better effort to clamp down on the illegal lets by which unfair competition not only hurts compliant home owners and legitimate businesses, but also leads to lower revenue for the government. Moreover the illegal lets operate without the burden compliance brings, such as time consuming processes of invoicing and reporting of rental income (SAFT files) on a monthly basis, the reporting to SEF of the names, address, nationalities of all guests (if

you have 10 people staying in your house, they all need to be reported within three days of arrival or three days after departure) including babies. These operators have an unfair competitive advantage. The official reply from ASAE was that it was difficult to find illegal lets and asked for the help of citizens to report. The audience was less than impressed with this reply, as any modern society should not have to rely on people denouncing other people. That’s what law enforcement agencies are for. Moreover, with only 15% of properties officially registered it must feel like shooting fish in a barrel when looking at the listings on holiday rental portals (even if there is a higher level of compliance by homeowners listed in these websites, it should not be to difficult to find properties who are not in compliance). The frustration from the general audience and the person who asked the question about this matter was tangible. Mr. Nunes' presence and opinion was

any gardeners that have a hot and dry climate to deal with often shy away from colourful annuals as they think they will not do well without constant watering and will require too much maintenance. There are, however, many annals that love just such a climate. The list below is a sample of annuals that can take the heat. The list below shows annuals best suited for hot and dry climates and when they have established a rooting system they are quite tolerant to dry conditions. These heat and drought tolerant annuals provide a wide variety of colours, sizes, shapes and textures, enough to meet the needs of any gardener. Even with annuals that like a hot, dry climate, gardening in such conditions can be challenging. Water restrictions can thwart the efforts to provide adequate moisture to your plants so you need to be cognitive of the usual restrictions in your area. No matter what your climate, matching the types of flowers you plant to the climate in which they will be growing is one of the best ways to ensure a healthy garden and a healthy environment. Annuals provide season long colour to your garden and can be started from seed or purchased pre-grown from your local garden centre. Most types of annuals can be started right from seed by using seed boxes. Start your seeds indoors in well drained soil and make sure they have plenty of light as well as enough water. After the seedlings have gotten a good start indoors, they are then replanted outside in the garden. For those who do not want to grow their annuals from seed, seedlings can be bought directly and transplanted immediately. This approach is generally more expensive, but it provides a quicker time between planting your flowers and enjoying them. When it comes to putting our annuals in the garden, make sure they are

planted with the tops of the roots just below the soil surface. If you have bought pre grown plants, make sure that the entire container is removed along with any paper or plastic. If our seedlings are in peat pots, then remove the top edge of the pot before planting. If the seedlings have any buds or flowers on them, they should be pinched off when the seedlings are planted. This will promote greater branching and help the plant grow stronger. After the seedlings have been transplanted, the plants should be given a good watering. It is particularly important to provide lots of water in the first few weeks, since the plants are still developing their root structure during this time. It is essential to provide adequate moisture to get the plants off to a good start. Even after planting, most annuals require from 2.5 to 4 cm of water every week to thrive. With even more water may be needed in very hot climates. Annuals need to establish a deep root system and they can only do this if they receive sufficient amounts of water. Deep root growth comes from thorough and deep watering and will produce lush thriving plants. The best methods for achieving this deep and thorough watering are soaker hoses

and drip irrigation. In addition, these methods of watering avoid water splashes on the foliage, which can serve as pathways to fungal infections. Another important aspect to healthy annuals is proper mulching. Mulch the bed before you put the plants in with 5 to 7.5 cm of pine bark or pine straw. Mulching serves to conserve the moisture contained in the soil and to reduce the growth of weeds. A good layer of mulch will shade the seeds of weeds and prevent them from sprouting. Mulch provides a natural form of weed control and thereby eliminates the need for hand weeding or harsh chemicals to control the growth of weeds. Different annuals have different fertilization needs. When you buy your seeds or plants, find out what those are and make note. Then during the growing season make sure you provide the fertilization that is necessary for each type of plant. One of my favourite plants to grow in a hot climate is the African daisy which is the name commonly used to describe a group of different bedding plants. All of which come from South Africa, sport a mass of daisy-like flowers (unsurprisingly!), and require similar conditions to grow successfully. Daisy

flowers, typical of the Asteraceae botanical family, create a clear mood and design direction. They appear out of place in lush, tropical settings, typified by plants with massive leaves and large garish flowers. They are more suited in my view to the sparser, restrained style of a Mediterranean, dry climate garden. At least three genera answer to the name of African daisy, with a number of species and varieties belonging to each genus. These are Arctotis, Osteospernum, and Dimorphotheca. All are hardy to light frosts, are fairly pest resistant, and must be grown in well-drained soil. While requiring regular water through the long hot summer, they do best, especially in heavy soils, with deep, occasional irrigation. Therefore, in their cultural needs, as well as in design terms, they associate better with Mediterranean type plants, than with tropical or sub tropical ones. All need full sun to flower. ARCTOTIS HYBRIDS The most common Arctotis found in gardens are hybrids that grow 30cm (1ft) high and wide. The foliage varies according to the variety from a dull green, to bluish-grey. The leaves are slightly rough and hairy. The symmetrical flowers are some 7cm

The plants tend to become bare and leggy, so regular clipping is essential. My suggestion is to prune away the flowers even when about 25% remain on the plant. OSTEOSPERNUM FRUTICOSUM This is a trailing plant to about 25cm (10 in) tall, covering about a meter in width. It is somewhat course and untidy in appearance, and so is unsuitable for small, intimate niches. It can be excellent though in spaces where a sprawling look is in order. The flowers are very similar in shape and size as those of Arctotis, coming in purple or white. To maintain bushiness, regular clipping is important, as is the occasional cutting-back to growing points towards the woody base of the plant. This should only be

carried out during the growing season. A taller version of this African daisy is Osteospernum ecklonis. There are a number of varieties of this species available, most notably the relatively compact “Passion”. This variety has pink, purple, or white flowers, with sky blue centres.

DIMORPHOTHECA SINUATA This African daisy, sometimes known as cape marigold, is a fine annual for warm summer, and mild winter climates, creating a lovely floral display in white, pink or purple at the end of the winter and the spring. It could however, become invasive in certain areas. African daisy plants associate best in the flowerbed with plants belonging to the same botanical family; the similar flower shapes creating unity in the garden composition. Excellent companions for them amongst others are Felicia, Bidens, Chrysanthemums, Gazania, and Brachycome. Now I hope this helps with some ideas for you to create that extra piece of colour in your garden, and remember don’t be afraid to try any of these annuals in your flower beds, because with the right plants your garden will have a bright vibrant feel all summer long. IRS Tax Return 2014: second phase

he delivery of the second phase of IRS Tax Returns takes place in May. So in case in 2014 you received one of these categories of income, you should deliver your IRS this month: local term rental income, local lodging income (short term lets to holidaymakers), fees from scientific, artistic or specialised services performed in Portugal, capital gains from property sales or financial investments. RENTAL INCOME IN 2014 IN PORTUGAL (LONG TERM LETS) Anybody who in 2014 had leased properties and thus earned rental income for long term lets, need to fill the annex F of the IRS. Please note that Landlords can deduct proven expenses incurred during the previous year in order to reduce the impact of tax payable. These are some of the expenses allowed: property refurbishment, council tax paid in 2014, insurance premiums, condominium expenses, security, etc. Some expenses are not allowed, such as purchase of new furniture, energy certification, installation of air conditioning, new irrigation system in the garden, etc.

LOCAL LODGING INCOME (SHORT TERM LETS TO HOLIDAYMAKERS) For those taxpayers with activity registered at the tax office in 2014 or before, you need to submit a tax return in May, even if you had no income in 2014. You need to fill annex B and your tax will be based on your income, in case you are on the simplified regime or based on your profit, in case you are on the normal regime (annex C in this case). It’s important that you issued and submitted all the invoices for your rentals in 2014, as this will be checked against the amounts declared on your tax declaration. FEES FROM SCIENTIFIC, ARTISTIC OR SPECIALISED SERVICES PERFORMED IN PORTUGAL If you are registered at the tax office as a sole trader, or if you’re not but you issued a single receipt in 2014 of business and professional income (Ato Isolado – unique act) you need to fill your IRS this month. There are two ways of self-employed workers being taxed: or by following the rules of the simplified procedure (the vast majority is in this scheme) or the

rules of proper accounting. What is the difference between the two schemes? In simplified scheme the IRS considers that 25% of your income is used for the expenditure necessary for the taxpayer to provide their service. Ie taxation levied only on 75% of the income of these workers. On the proper accountancy scheme, your tax is based on your profit. This scheme is mandatory for taxpayers who have an annual income over 200,000 euros or for those that opted for it. In this case, taxpayers may submit expenses alluding to the exercise of their activity, and the net income is calculated by deducting charges to income. The services of a professional accountant are required for this. Many self-employed forget to close its activity, when they stop providing professional services. In these cases, taxpayers must still submit the IRS in May. Please don’t forget to also fill the annex for Social Security payments, to avoid fines. CAPITAL GAINS FROM PROPERTY SALES If last year you sold a house you need to declare this operation on your IRS. In fact, capital gains obtained by the sale of real estate must be

When we first moved to the Algarve some ten years ago I visited the tourist office in Olhão to enquire about the club’s football team. I was directed to Rua da Republica in the centre of the town where apparently the club had offices and a shop. Despite walking up and down the main thoroughfare several times we were unable to locate the premises. It was later discovered that the building had collapsed, without warning, some two years previously. Thankfully the disaster happened at night and their were no causalities. So it was good to see local model maker, 53 year-old José Artur turn up

at our favourite pre-match café with a superb, fully illuminated scale model of the premises. So at last we were able to admire what had once been a fine building. During the interval, after an uninspiring 45 minutes of football, the crowd gave a warm welcome to four of the junior teams who were presented to António Pina, President of the Câmara Municipal Olhão and Isidoro Sousa, President of SC Olhanense. The club runs eight junior teams and the mums, dads and friends from under eight level up to the national U18 youth league, can be rightly proud of their sporting off-springs. Was there a budding young Cristiano Ronaldo among these young hopefuls? Only time will tell. Despite the professional team fighting for Second Division survival, the mood is optimistic and there is no doubt that the sporting club, with its mix of sports and pastimes,

will continue to thrive with so many dedicated volunteers giving their time so freely. GOALS HARD TO COME BY On the pitch April proved to be a month of mixed fortunes with two wins, two defeats and a draw. The defeats against the second strings of Benfica and SC Braga gave Olhanense the unenviable record of having lost nine of their twelve games against Primeira Liga ‘B’ teams, with only one win, which was against Marítimo back in August. However, single goal victories at home to Freamunde and away at bottom club Trofense means that the 'rubro-negros' should still avoid the drop. The last game of the season could prove to be decisive; at home game against fellow relegation battlers Atlético (Lisbon) on the 24th May.

British army run riot

he annual Algarve Rugby Festival at Browns Sports & Leisure Club, Vilamoura featured the British Army Rugby team, Portuguese side GDS Cascais and Worcester Warriors. The army team notched up a comprehensive 83-0 win over GDS Cascais but three days later lost to a strong Worcester Warriors squad who ran out victors by 49-15. Cheltenham born fly-half Tiff Eden was the pick of the Warriors team as he kicked seven penalties and conversions. Army Rugby Union secretary Chris Fowke said, “This is our fifth year at Browns and the facilities and staff provide us with the perfect training camp conditions for our upcoming games against the Royal Navy and the Royal Air Force.” www.brownsclub.com

How to hit a punch wedge.

This months tip from resident professional at Monte Rei Golf and Country Club James Beesley.

A

punch wedge is a shot to be used in windy conditions and to access a back pin position using a pitching wedge. The distance is shorter than a full shot but longer than a chip shot; between 40 and 80 yards depending on ability and will have a lower trajectory in the air making it the perfect shot for when it is windy. To perform the shot align the leading edge of the club to the target, align your body (feet, hips and shoulders) parallel to the ball to target line and hold the club slightly down the grip to increase the control of the shot. Take your stance at shoulder width apart and 60% of your weight on your lead leg (left leg for right handed players) this will help in creating a downward strike on the ball lowering the trajectory. Have the ball position slightly behind the centre of your stance maintaining the shaft of the club pointing towards your inner thigh affectively de-lofting the club compared to a normal pitch shot again to lower the trajectory. Control the distance of the shot with the length of your backswing and curtail your follow-through to reduce acceleration and therefore spin to ensure the ball does not soar in the air. T

he Eastern Algarve see’s a new golf League tournament in 2015, this new even was brought together by members of Quinta Do Vale G.C (Trevor Hill), Quinta Da Ria G.C - Levante (John Overend), Castro Marim G.C. (David Lewis) and Benamor G.C – Golfe Clube De Tavira (Richard Woolard). The idea was to promote friendly winter golf for all levels between the four golf clubs in a home and away ten man / lady team format, a total of six games playing fourball betterball match play followed by a meal at each venue where the merits of each game could be discussed over a few glasses of wine. The first match took place on 8th January between Levante and Castro Marim with Levante being 4 games to 1 winners, but very quickly Quinta Do Vale took control of the League with a lead of 7 points from Levante and 16 points from Castro Marim, Golfe Clube De Tavira still to play their first match. On the 27th January all was to change with G. C, De Tavira playing their first game and taking all 10 points from the league leaders. From this point on G.C De Tavira looked favourites but in the penultimate game Quinta

Do Vale struck back with an away win at Castro Marim putting the 1 point clear at the top of the league; G.C.De Tavira then need one win in the final match away to Levante. Well, as Captain of the team and a spectator it was a very nervous time, after 9 holes my first pair were 3 down game 2 we were 2 and the remaining 3 games were square or

down. Game one fought back with a draw but games 2, 3 and 4 all lost, I Joined the final game on 17th tee needing a half to win the league and my team were 1 down and all looked lost, then both my lady pairing hit the 17th green a long par 3 over water and won the hole making them all square going up the last. For those of you who know the last at Quinta da Cima you will know it’s a difficult par 4, made even harder on this day being played into a strong wind, well my G.C.De Tavira Lady Carolyn Wright and I give her name with pride hit a great drive and a 4 iron close enough to be given the birdie and the match and the League win for Golfe Clube de Tavira. To close the League for 2015, a finals day was hosted by the winning team at Benamor G.C. This took place on 7th April with all 4 teams participating in a ten a side team aggregate stableford tournament which was strongly contested by all four teams, with Castro Marim pulling all the stops out and being deserved victors. So ended the first year of this new event in the golf Calendar, all I hope is that it is enjoyed by all that play in the future years. Richard Woolard
