Work is due to start on the EN125 to improve safety on this notorious road through the Algarve, by replacing some of the worst crossing points for pedestrians with roundabouts. Infighting for Allgarve 09 team António Pina, President of the Algarve Regional Tourism Board (ERTA), introduced the Allgarve 09 programme against a cloud of accusations from disgruntled members, from the far west of the Algarve and the East Algarve. They felt quite strongly that the programme of events is heavily biased towards the central area of the Algarve and the month of August, where and when most of the tourists attend events. A quick analysis from their website shows a total of 21 events in the 2009 programme; a single event in VRS António, none in Tavira, (which holds a host of summer events) and 3 in Loulé. Defending their corner vigorously, ERTA responded by highlighting the lack of response from these câmaras to promote events in their areas as part of Allgarve 09, despite sending emails asking for details.

Property owners must make a declaration, and avoid the risk of hefty fines, from 25 thousand to 37,500 euros. For businesses, the penalty can range from 60 thousand to 2.5 million. Declaration forms are available from the ARH (Administração da Região Hidrógráfica do Algarve) and you’ll pay 3€ for stamp duty. Only a few property owners and rental agencies in the Algarve have complied with the ‘Simplex’ system, a new set of rules intended to simplify or eliminate needless red tape relating to different forms of governance. This has been used to make the AL license process simpler. This process is now a lot less complex, with a form available from the local câmara outlining requirements. The administration costs are also dramatically reduced, due to the simplified process. To our knowledge, once the form is registered with the câmara, you can legally advertise your property. Unfortunately, it appears thousands of property owners have still declined to initiate procedures. A warning has been issued by ASAE director Filipe Meirinho that this summer its officials will make an effort to increase inspections. “We are going to act”, he said last week, admitting that “in the beginning there was some difficulty” in the way the procedure was Healthinterpreted.andsafety officials from this organisation have vowed to reinforce this simplified law, introduced a year ago, which now is “compulsory legalisation of unofficial accommodation used by tourists” by clamping down on the thousands of property owners who have so far ignored the law.

f you are comparing paint from a single manufacturer, price and name are usually good indicators. Manufacturers need to charge more for their premium quality paint as it contains more of the more costly ingredients. A manu facturer isn’t going to charge more for a lesser quality paint (or label it as a premium paint when it’s not), as their reputation is at risk. If you want a more subjective test, the “touch test” is a hands on method that also works well. To do the “touch test”, select your paint and have it thoroughly shaken. Then open the can put your thumb and index finger into the paint, and feel the texture of the paint on your fingers. Good quality paint will feel smooth and silky while lesser qual ity paint will have a hard, gritty feel. (Less expensive pigment materials like clay and talc can’t be ground as finely as the more expensive pigments. giving the paint that grit ty feel). Finding and paying for your quality paint is just the first step. Even the best quality paint can’t over come poor surface preparation, so take the time to prepare the surface properly before you start painting. Clean, scrape and sand the sur face. Dirt and grease will prevent paint from adhering and putting a coat of new paint on top of cracked or peeling existing paint will actual ly cause all the paint to peel faster. Use a primer-sealer to improve the paint’s hiding capability and pro vide a “tooth” for the new paint to adhere to. Primers also prevent uneven paint absorption and will even help lesser quality paints, but when used with quality paint, your finished project will retain its good looks much longer. Achieve the best appearance by applying your paint at the rate rec ommended by the manufacturer; don’t thin the paint to try to get a little more coverage - you just de feat the purpose of buying quality in the first place. Choosing good quality paint then taking the time to properly prepare the surface will mean your finished paint job won’t just look great, it will last a long time, - and that means you won’t need to paint again - for a long time :-) every five

Emma and Mike had not long moved to the Algarve permanently, and inbetween restoring their new home, scrambling around the dustbin bags and boxes, Emma launched herself head first into the Auction. The Portuguese Waterdog – Canil da Ria Formosa

W hen Carla Peralta took over the kennel Ria Formosa which is in the natural park “Quinta do Marim”, the first thing she did was to release the dogs, treat them affectionately and maintain the breed standard. It wasn´t always that way. In 2002, when it was still part of the administration of the Natural Park, visitors could hardly see the dogs which were left alone and barked because of their Nowadays,loneliness.

They are house-trained and grow up as self-confident dogs, with good instincts and good behaviour. When they reach the age of eight to ten weeks the new owners may collect their new family pet. Carla has many projects with handicapped children and with teenagers who lack motivation at school. She also gives talks to school-classes about the correct handling of pets, and teaches them about giving respect to animals. The Portuguese Waterdog is intelligent, friendly, obedient and a perfect family-dog. They adore children, bark rarely and are never aggressive. They don’t shed hair and only need occasional brushing. They mostly want one thing: to please their owner. My bitch “Jóia da Ria Formosa” has learned to go and get my husband from his workshop when it is time for lunch. I just have to say: “Go get the Chef” and she will run and get him. She will not bark, but will make little sounds and wag her tail, so he knows he is required at the house. She has now developed this a little further. When she sees me setting the table I don’t have to say a word, she already knows what is happening, and goes to get the “Chef”!

A brief history of the Portuguese Water dog and the Kennels at Ria Formosa.

they are allowed to run freely and prove their friendliness to the visitors who can touch, cuddle and play with them. Carla or one of her assistants are always happy to show the webbed feet, explain the breed and quote the history to visitors. In summer there are occasional demonstrations in the water where the dogs show their ability to swim and dive. The original Portuguese breed Cão d‘Agua Português has existed on the Algarvian coast for more than 900 years and this kennel was founded in 1999 to save them from extinction. Their extraordinary sense of smell helped locate shoals of fish and they would jump into the water and guide them into the nets of the fishermen. They were used to take ropes from the boat to the shore; take messages from boat to boat; dive for buoy ropes; act as guard dogs; and retrieve anything that fell overboard. They could even save the life of a fisherman who fell into the water; he could grab the upper part of the dog’s tail who would swim to safety. The Portuguese Waterdog is the only breed that has webbed feet and they swim differently to other breeds; they use all four legs and so gain a high speed. When diving, their throat closes so they can dive with an open mouth to retrieve lost items. A “canis piscador” or a “canis leo” (which means a dog working with the fishermen and the hair being cut like a lion) was referred to by the Romans in the time 200 - 300AD during their occupation of the Iberian Peninsula. The Portuguese fishermen have kept the traditional “corte a leão”, which means “lion’s cut”; they cut all the hair from the middle of the tail up to the first ribs and the front was left long because the dogs don’t shed their hair; it grows continually like human´s hair, and this would hinder the free movement of their hind legs. Unlike a lot of dogs today, their hair was not brushed, and the sea water made it matted which, in turn, protected the dog against the cold waters of the Atlantic Ocean. Fishfinders and radar replaced the faithful dogs which almost became extinct in Portugal but for the 6-8 breeders, but it is being bred all over the world today. Carla Peralta takes her role of breeder very seriously. She carefully selects pairs to avoid interbreeding and only allows her bitches to have their first litter at 2.5 - 3 years of age, whereas some allow it at about 15 months. The bitch is allowed to recover completely from whelping for a period of 2 years. Carla “vets”

Imagine how you’d feel each night, if you’d used negative lan guage to yourself all day long. Long term negative think ing contributes to depression and ill health. Iunderstand a lot more about language than I did in school and now know why, despite my little chant, the words hurt so badly... How we ‘make sense’ of words. You use your five senses to ‘make sense’ of what you’re told. You make a representation internally - in your mind - of the word you hear. For example, read ing the word ‘dog’, you might picture a dog. You may recall a dog bark, the feel of a dog’s coat or the smell of a dog. (Hopefully there’s no taste!) Or all the senses might be engaged to make sense of that one word. These internal representations can alter your state. Internal representations occur almost instantaneously and for the most part unconsciously. You might only be aware of how you feel. The way you feel is the re sult of the internal representations you made in your mind in response to what was said. Why Words Wound. Positive words generally cause good internal repre sentations, resulting in positive feeling states. As you read the following words, notice how you feel: Beauti ful, adorable, wonderful, happy, exciting. How do you Nowfeel? try these: Ugly, horrible, disgusting, useless, nasty. How do you feel now? You probably noticed a difference. For most people the first set of words result in uplifting feelings and emotions. The second set often trigger feelings of heaviness and discomfort. Watch What you Say! I’m sure, deep down, you understand the effect of harsh words. You are probably careful about what you say to others. But whether you say the words out loud or say them to yourself, they still have an effect. So are you also careful about what you say to yourself?

Healthy eating is not about strict nutrition philoso phies, staying unrealisti cally thin, or depriving yourself of the foods you like. It’s more about feeling great, having energy, and staying as healthy as possible – all of which can be achieved by learning some nutri tion basics and using them in a way that works for you. FOR A HEALTHY DIET Here are some tips on how to choose foods that improve your health and avoid foods that raise your risk for illnesses while creat ing a diet plan that works for you. Eat enough calories but not too many. Maintain a balance between your calorie intake and calorie ex penditure—that is, don’t eat more food than your body uses. The average recommended daily al lowance is 2,000 calories, but this depends on your age, sex, height, weight, and physical activity. Eat a wide variety of foods. Healthy eating is an opportunity to expand your range of choices by trying foods—especially vegeta bles, whole grains, or fruits—that you don’t normally eat. Keep portions moderate, espe cially high-calorie foods. In recent years serving sizes have ballooned, particularly in restaurants. Choose a starter instead of an entrée, split a dish with a friend, and don’t or der supersized anything. Eat plenty of fruits, vegetables, grains, and legumes—foods high in complex carbohydrates, fibre, vitamins, and minerals, low in fat, and free of cholesterol. Try to get fresh, local produce Drink more water. Our bodies are about 75% water. It is a vital part of a healthy diet. Water helps flush our systems, especially the kidneys and bladder, of waste products and toxins. A majority of Americans go through life dehydrated. Limit sugary foods, salt, and re fined grain products. Sugar is added to a vast array of foods. In a year, just one daily 12 ounce can of soda (160 calories) can increase your weight by 16 pounds. Don’t be the food police. You can enjoy your favorite sweets and fried foods in moderation, as long as they are an occasional part of your overall healthy diet. Food is a great source of pleasure, and plea sure is good for the heart – even if those French fries are not! Get moving. A healthy diet im proves your energy and feelings of wellbeing while reducing your risk of many diseases. Adding regular physical activity and exercise will make any healthy eating plan work even better. One step at a time. Establishing new food habits is much easier if you focus on, and take action on, one food group or food fact at a time.

A rlette and Claude met in 2007. At the time, both were in the property busi ness, but had dreams of more colourful things. In 2003 Arlette moved to Portugal from Belgium with her then hus band, two children and son-in-law. The idea was to set up a Bed & breakfast in Santa Catarina; how ever, due to family circumstances this was not to be. Her first busi ness venture in the Algarve was Care-4-Casas, a property man agement company set up in 2006 and currently being run by her daughter-in-law. During her time at Care-4-Casas Arlette accumu lated much knowledge about the property rental market, specifically, licencing. Never one to miss an opportunity, Arlette set up Algar documents, a company providing help and information about obtain ing tourist licences for holiday lets. Arlettes project’s, although profit able, were not fulfilling her ultimate dream. To sum it up, what Arlette really wanted was “a shop with nice things to sell.” Claude, also from Belgium, moved to the Algarve at the end of 2005. A trained interior architect, her initial idea was to renovate old buildings with her husband. She longed to start up an Art centre; a place for like-minded artists to meet and work together. After a period of time discussing the idea with Ar lette, ‘Colours’ was born. Fishermen from different areas of Portugal and Spain gathered in this area every good season for sardine Montefishing.Gordo is an ancient village established during the lucrative period of Portuguese and Spanish “Voy ages of Discovery”discovery, when fortunes in Gold and Silver were brought home and colonies were es “Cuíco”,tablished.a derogatory nickname once given to the in habitants of Monte Gordo beach, has its ethnic origin in the South American Indians that may have come to Portugal on the Spanish ships at the time of Cristovão Colombo. They established themselves in the south of the country, mainly in the small villages of Monte Gordo, later spreading to Tavira, Olhão, Alvor and Meia Praia in Lagos. Many studies conclude that the “Indians” of Monte Gordo probably descend from the South American Indians, but there are cultural con nections from other geographical areas, specifically InCatalunya.1755,at the time of the big earthquake that affected mainly the Lower Guadiana and the Tagus estuary in Lisbon, the little village of Santo António de Arenilha was completely destroyed and many people took refuge on the sandy beaches of Monte Gordo, where there were already some tribes whose livelihood was fishing. After the earthquake, Marquês de Pombal decided to build the noble town of Vila Real de Santo António, near the destroyed village of Santo António de Ar enilha. Legend has it that in order to populate and fortify the new and powerful town and to protect it from the Spanish, just across the river, Marquês de

When you visit Monte Gordo, besides its wonderful beach and the excellent restaurants and bars, you should not miss the festivities in honour of Nossa Senhora das Dores (the Madona of Pains), Patron Saint of the village, which are held every year in the second weekend of September. The procession starts up from the church and is followed by the villagers and tourists down to the beach, where it is greeted by all the fishing boats decorated with flowers, finally returning to the church.

Pombal demanded that the “cuícos” left their straw huts to live in the new town; but they refused to leave the sandy beaches of Monte Gordo. The Marquês de Pombal responded by setting fire to all the huts and making the village uninhabitable. The Villagers fled to nearby Spain, returning years later and rebuilding the straw huts and the church that were destroyed by the fire and the sea storms. This legend has stayed in people’s memory and even today one can sense some rivalry between the people of Vila Real de San to António, the “rich and noble”, and the “cuícos” or “índios” (Indians) of Monte Gordo, simple people that live from the fishing and the picking of clams. Nowadays the rivalries have been softened, howev er, do not attempt to call “cuíco” to an inhabitant of Monte Gordo, for you will certainly get yourself into trouble, as this word is considered an insult and the natives hate it. Monte Gordo is divided into two different areas: the east side of the village is mainly occupied by villas of wealthy families that are used only in Summer time and many hotels. On the west area, called “Sultão”, one can still find the small houses of fishermen and clam pickers. In this village we can study and observe the local phonetics, dialects and culture, so charac teristic of the area, which have been studied by vari ous Portuguese Universities as well as by the Portu guese Philology Magazine of Coimbra.

How does a Heat Pump work? To help understand the process, just think about water as it turns to steam (evaporates) at 100 degrees Centigrade. It is still possible to add heat to this steam by superheating it, and pump it somewhere else, to extract the added heat. When the heat is removed, the steam turns back to water (condenses). The water is then pumped back to be reheated and turned back to steam Inagain.aHeat Pump, the liquid is called a “refrigerant” and this boils at a temperature of minus 35 degrees or so. It is pumped under pressure through the system heat exchanger, where it picks up heat from the surrounding air, boiling as it turns into a gas (just like steam) and this boiling gaseous refrigerant is then pumped around the system and de-pressurised, where it changes back into a liquid, giving off the picked up heat. Applications Heat Pumps are used to create a comfortable temperature inside the house as well as supplying energy for the hot water system and are most efficient when supplying low temperature systems such as hot water, warm air ventilation, underfloor heating, and radiators (though these would have to be larger than domestic boiler powered systems). The units are perfectly capable of generating higher temperatures but the CoP (Coefficient of Performance) suffers, meaning the economic and ecological benefits may be affected. Keeping the temperature at the lower end of the scale keeps the system operating at maximum Theefficiency.efficiency of an air source heat pump is measured in (CoP). A CoP of 4 (typical for heat pumps) means that for every kilowatt of electricity put in, you get 4 kilowatts of energy in the form of warm water. An Air Source Heat Pump should cover the heating requirements of a well-insulated property in all but the most extreme conditions. When used in combination with an immersion heater, both heating and hot water needs should be met, the immersion heater boosting water temperatures when necessary.

Considerations In our opinion, Heat Pumps should be considered as simply the means of capturing solar energy which you can be imaginative about, and integrate into a flexible system that suits your own requirements. First, map out your heating and cooling requirements, and talk through them with friends and family. Think about what you already have and consider how it can be used. Solar panels, on their own, can provide warm water and some interior heating, but heat pumps can provide heating and cooling of your home, and excess heat can be diverted to your swimming pool. Existing immersion heater and tank systems and even a log fired back-boiler may be useful, so don’t start with a blank sheet, start with your current system. E.g. when you go on holiday, do you take out travel insurance? I like to think you belong to the majority of people who do and believe you are absolutely right. In my opinion if you can‘t afford to buy travel insurance when travelling, you should consider staying at home. The same is true with financing a property. If you can’t afford the security of a fixed rate mortgage at current low interest rates, you should not own a property to begin with. Downsizing or selling while you are still in a position to do so could be an attractive alternative, otherwise, you potentially run the risk economic forces will make that decision for you. Street Research (LSR) also declared that house prices are now affordable, and that the slump will be over by Christmas. The good news goes on. The Royal Institution of Chartered Surveyors report showed that the number of new homebuyer enquiries rose for five consecutive months, while new mortgage approvals also rose. Despite the optimism, it is still too early to call the bottom of the property crash as there is far too much uncertainty lurking in the background. Consensus is hard to find, with data published last week confirming that house prices have fallen again – and that further falls are forecast for the remainder of this year. Yes it can, particularly if the country does not have the Gold to back a New Currency. Our Gordon sold half of England’s Gold, and the USA has been hiding its true Gold reserves since 1971, when they were depleting their reserves by 10% a year (so what is really left 40 years later?) I have had many years horticultural experience before moving my business to Portugal, from organic farming to an estate head gardener, and I have noticed that, since being here, I have been asked by many people, what plants are suitable for the Mediterranean climate. With this question, in mind I have decided to dedicate this article, to trying to cover some of the options available to you, and suggest some of the plants that will give your garden a good display all year round. The Algarve’s coastal plain, where most expatriates buy properties in Portugal, is hot every summer, and sunny most days of the year. Rains come mostly in the autumn and spring (sometimes). Most of the coastline is frost free, except for some north facing mountainsides, but frosts can be experienced in the coastal mountain valleys, just fifteen minutes from the coastal plain. We enjoy what’s known as a Mediterranean climate, so living in this climate, we have an enormous selection of plants available to us. Plants from all the other Mediterranean zones thrive here. These plants survive our dry summers, thanks to features that help them endure long periods without water. Some droughttolerant plants, like rosemary and lavender, have small or needle-like leaves. Others, like artemisia, have gray or silver foliage. Some have a waxy coating on their leaves or, like succulents, have the ability to store Shrubswater. to consider include glossy abelia (Abelia grandiflora), with its gracefully arching branches and clusters of bell-shaped flowers in summer and fall. New Zealand flax (Phormium tenax) is a wonderful architectural plant in any garden. You can find phormiums in shades of green, yellow, pink and bronze or striped in several of these colors. They vary in size from miniature to gigantic. The spiky varieties do better in full sun, while the droopy varieties will tolerate Escalloniashade.is a neat, glossy-leaved, fast-growing evergreen shrub with a long bloom period. Rockrose (Cistus), another evergreen shrub, thrives in adverse conditions and provides showy crinkled flowers from spring to summer. Other classic Mediterranean shrubs that do well in the Eastern Algarve, are the many varieties of rosemary (Rosmarinus), wild lilac (Ceanothus) and lavender (Lavandula). Spring flowering gems include the squat and spire like blue, white and, if lucky, red flowered varieties of the Pride of Madiera echiums and red flowered bottle brushes. Summer special effects include the highly perfumed frangipanis and the lady of the night, continuously flowering plumbagoes and the marmelade bush streptosolens, while the yellow spires of cassias add distinction to summer and autumn flower beds and banks. Vines are a mainstay of the Mediterranean garden, useful for beautifying a stucco wall or covering a fence. Bougainvillea is a vigorous climber that provides exuberant summer color, but it needs frost protection. Trumpet vine (Campis radicans) is a rampant deciduous vine with scarlet flowers from summer to fall. Potato vine (Solanum jasminoides) is fast growing, and festooned with small white flowers almost year round. Other favourites are exotically coloured South American passion flowers, mandevillas/dipladenias, and jasmine - especially the What’s different between Portuguese Gardening and UK gardening?

Courtesy of Vila Monte’s gourmet restaurant ‘The Orangerie’ Tuna in poppy crust salad with mango vinaigrette SERVES •ForINGREDIENTS2theTuna: 400g fresh Tuna • 2 teaspoons of poppy seeds • Salt to taste • White pepper to taste • 1 egg yolk • Olive oil For the salad: • 2 red pepper • 1/2 chopped garlic clove • 10g coriander • 100g chicory lettuce • 60g capers

For the mango vinaigrette:

• 50 gr mango pulp • 200 ml of olive oil • 60 ml cider vinegar • Salt to taste White pepper to taste METHOD

Place the mango pulp, vinegar, olive oil, salt and white pepper into a bowl and stir well until all the ingredients are mixed. Cut the tuna into three medallions and season with salt and white Brushpepper.tuna with the egg yolk and then coat with poppy seeds. Sauté the tuna in olive oil until the poppy seeds are golden. Grill the pepper and then cut into strips. Season with garlic, coriander, salt and olive oil. Place the peppers on the middle of a plate and arrange the tuna pieces around it. Decorate with capers and chicory lettuce seasoned with the mango vinaigrette.

SC Olhanense finished April on a high as they maintained their push for promotion with a 5-0 thrashing of Freamunde, the largest winning margin in any LigaVitalis game this season. April had started badly with a 1-0 defeat at lowly Olivierense but a home win over fourth placed Feirense 2-1, in front of 5000 passionate fans, and a 1-1 draw at Beira-Mar gave Olhanense the opportunity to return to the top of the table. Firstly, the home side would have to breach a tight Freamunde defence which had conceded only 28 goals all season. Following his victory in the Vodafone Rally de Portugal in early April Frenchman Sebastien Loeb continued his 100% winning streak in the 2009 FIA World Rally Championship by claiming victory in Argentina recently. He has now notched up 52 WRC wins, bettering by one the achievement of countryman Alain Prost in Formula One. In the Portugal Rally, Loeb had built a 26second lead over Mikko Hirvonen by the end of the second day and team-mate Dani Sordo was a further 30 seconds back. Britain’s Matthew Wilson had to retire after his Focus suffered brake problems and a burned out clutch. Near the Guadiana river is a special place where abandoned dogs and cats find heaven. The refuge is run by angels, helped by volunteers. No animal is put down unless too sick to be treated, animals arrive constantly from Spain and Portugal. They are vaccinated, sterilized and protected from parasites. . The refuge has huge costs, little income, and little help locally. Apart from fundraising they need help from local vets who can vaccinate and sterilize free of charge or at low cost, and help by the councils as a community service. Many will be re-homed in Germany or Holland, some locally, whilst others will live out their lives in the comfort of the sanctuary. Every Friday afternoon volunteers walk dogs and play with cats. in!
