News Several new motorhome sites in pipeline for Algarve

A

São Brás de Alportel mayor reveals plans for river beach

S

ão Brás de Alportel council has revealed plans to create a river beach at Fonte Férrea, an idyllic park located on the banks of the Alportel stream. The park is considered one of the municipality’s most popular attractions due to its peaceful setting and natural landscapes and now local officials believe an artificial river beach would make the area even more appealing for visitors. Mayor Vítor Guerreiro says the council has already applied for funding from the PADRE programme, which could cover 65% of the €600,000 investment. Speaking to Barlavento newspaper, he explained that the project aims to breathe new life into an area often used for picnics and hikes by the local population. The site has also become popular among travellers using the EN2 road, which links Faro to Chaves and has been the subject of many promotional campaigns. The biggest issue is ensuring that the stream has enough water all year round to make the river beach viable. “It is a fact that during the hottest months Fonte Férrea is often without water,” the mayor admitted. But the plan is to use tanks to retain water to ensure it is always flowing. “Water will circulate and will be treated to ensure that it doesn’t jeopardise the local biodiversity, fauna and flora,” Guerreiro assured. He also said that the park’s natural landscape

won’t change and that plans are being made to avoid possible floods. An Algarve company, “with experience in this type of work”, has been commissioned to create the project, said the mayor, who hopes a tender for the construction work can be launched in 2020. While Guerreiro realises that the project may face some challenges, such as obtaining all the necessary environmental licences, he said that he hopes authorities will “collaborate” with the council as the project could be a welcome boost to the local economy. São Brás needs a hotel, says mayor. Vítor Guerreiro also spoke about the need for a hotel in São Brás de Alportel in order for the town to be able to welcome more visitors. While tourists can choose rural tourism properties and holiday rental units to spend the night, the mayor believes this isn’t enough because “there is a lot of demand”. “The council will always be a partner and will facilitate in any way it can,” said the mayor, calling on private investors to consider the borough. “A four-star hotel would be ideal,” he said. Meantime, a development entitled Herdade Pêro de Amigos, which has long been on the drawing board, seems to be finally moving forward. Backed by Dutch investors, the project involves building a five-star hotel, luxury villas and a congress centre in the borough. “It is very important for the economic development of the municipality,” Mayor Guerreiro said.

Algarve project to Save Ria Formosa’s seahorses wins international competition

A

n Algarve project to preserve the Ria Formosa protected lagoon and save its famous seahorses by cleaning it of plastic waste, has had a much-needed financial boost after winning an international competition. The ‘Campaign for a Plastic-Free Ria Formosa’ project aims to save the seahorses for which the Ria is famous. Promoted by the Algarve-based Association for the Study and Conservation of Oceans (aECO), it won a worldwide competition for funding held by the European Outdoor Conservation Association (EOCA), in the Oceans category. The Algarve project achieved the highest number of votes, with over 10,300 public votes, or 51 per cent of the votes cast, having fought off competition from four other projects in the same category. In a statement on its Facebook page, aECO said it is now “time to get to work”;

in July the association will start a series of land-cleaning campaigns it had already organised prior to scooping the prize. The financing attained through the competition will now allow aECO to expand the size of the area annually cleaned on the Ria Formosa by 11 kilometres, as well as adding underwater operations and PR campaigns to its activities. It will help fund a series of awareness-raising initiatives against the consumption of plastic, “and reach out to residents, tourists, fishermen and students with photographic exhibitions in Faro and Olhão, lectures in supermarkets and an online campaign”. “We appreciate all the votes, the messages and the shares. It was great to feel your support, but it is even better to realise that it is not only this project that is gaining momentum but that there are many other similar initiatives flourishing around the world”, the Algarve association concluded.

number of new sites for motor homes visiting the Algarve are being created in both the eastern and the western Algarve, in a bid to increase the number of parks and service areas available to travelling tourists. According to newspaper Correio da Manhã, Silves, Tavira, Portimão, Vila do Bispo and Lagos are some of the municipalities where the building of new sites for motor homes is being planned. In Silves, CM states, a motor home service area in São Bartolomeu de Messines, with 30 spaces, is on the cusp of opening, while another one is under construction in São Marcos da Serra, with 22 spaces. The total investment by Silves council is reportedly €270,000, in a county where there are already three camp sites for motor homes. In Tavira, the local council has launched a tender for a service area and overnight camp for motor homes in Cachopo, at an estimated cost of €281,000. Jorge Botelho, Tavira Mayor, told the newspaper it will be located “in the old football field”. The possibility of creating another motor home park in Tavira’s mountainous rural region is also being discussed. In Portimão, CM reports, “a private investor has expressed interest in building a significant sized motor home park next to the EN125, in Chão das Donas, in front of the retail centre that burned down several years ago”. Vila do Bispo, at the western extreme of the Algarve, will also see an area for motor homes be created in a portion of the current parking lot of Sagre fortress. Vila do Bispo mayor Adelino Soares says that one of the objectives “is to avoid abusive use of the land”. And last but not least, in the county of Aljezur, a new service area for motor homes will open in the heart of the Costa Vicentina, 10km from the village of Aljezur and 20km from Lagos. The Algarve Motorhoming Network currently comprises 29 parks and service areas.

TERRAZE Located on the bank of the river Gilão, restaurant and cocktail bar Terraze has it all! Great views, great food and great drinks, all served in a unique style!

D

esigned, built and run by owners Gisela Dagot and Alexandre Figueiredo, Terraze opened in March 2018; a relatively new and very welcome addition to Tavira. Located across the river from the bus station, Terraze is a super contemporary building, comprised of two riverside terraces, a covered terrace, dining area inside and its pièce de résistance, the stunning roof terrace. The menu created by Gisela has been hugely influenced by her grandmother who was originally from Mauritius but was a cook in various restaurants in Portugal where she met Gisela’s grandfather. Speaking to Gisela it’s easy to see where her inspiration comes from.

She grew up watching her grand mother cook and from the age of 11 began to write down many of her recipes. Although Gisela's early working life was in finance, after meeting husband Alexandre they bought Xiri beach bar and started a new project; SAL lounge bar and restaurant on Tavira island. She started to help run SAL as well as helping to run the existing Ferreira cafe bar which had been in Alexandre's family for years. It was at SAL that her early teachings from her grandmother resurfaced. This inspired Gisela to learn more techniques and how to run a kitchen in the catering college in Faro. Gisela ran the restaurant SAL for 4/5 years however, with 3 young girls (now aged 16,11 and 3) it was time to take a break from the island.

The chance came up to buy a small derelict shed on the bank of the river Gilão. After numerous 'projects' had been rejected, eventually they received approval to begin building their new concept. Gisela designed the building with Alex and their architect. They also designed the interior themselves; contemporary and clean, with touches of 'Portugal' with use of local slate, cork and tiles. The lunch menu has a selection of 'Tabornices'. These are fresh salad with home-cured meats, fish or shrimp, served on various breads with sauces. For example Braised tuna on caramelized onions with wasabi mayonnaise and mixed lettuce, or Spicy shrimp with avocado mayonnaise, mixed lettuce, purple onion, cherry, honey

and balsamic vinaigrette. The lunch menu also includes fresh pastas and home made burgers. The evening/dinner menu is more hearty, with the traditional dishes of meats and locally sourced fish, combined with the clever use of local produce. 'Slow cooked lamb shank' with wild mushroom sauce and coriander syrup, duck confit with orange chutney and

spices accompanied by mashed chestnuts are planned for the new winter menu. Of course our famous house dishes such as fresh cod on a bed of peppers and Port wine, orange barbecue ribs that melt in your mouth, or the prawns with "Diablo" sauce are available. Of course everything has that special twist that Gisela brings to the menu. Finish off with a beautifully made cocktail,

dessert or a delicious shake... I tried Nutella and strawberry shake, and yes, it is as good as it sounds! Rocha (Rock) Playing Jazz with a Soft Heart Jazz lovers in the East Algarve will probably have heard Paula Rocha, or at least heard of her, because it is her dynamism that established the annual jazz festival in Moncarapacho. By Beth Jackson

P

aula moved to the outskirts of Olhao twenty-three years ago, leaving the status of a young starlet in the creative fields of Lisbon, to raise a family surrounded by flowers and fresh air. She is more of an Estrangeiro than Portuguese in her thinking, and lives an international life in the middle of Moncarapacho. We meet to talk when we can but this time we concentrated on her views of being an artist and being a woman in Portugal‌ Paula: You have to be better than a man to succeed in Portugal. We are a generation behind the Northern Europeans. And there is fear, always. People do not want you to succeed, especially if you have not come from a privileged background. It is more hard to work in a

man’s world. Beth: how has that affected you Paula? Did it give you drive? Paula: Yes always, and now that I am older, I work more. I see that if I am better I can touch more people in good ways. It helps me to think more deeply; to respect everyone no matter what their background and I always embrace causes which help victims. Beth: What do you mean? Do you play at charity concerts? Paula: Yes, that is my way of helping. When I need it people help me too. It is solidarity. It is love. Beth: You looked after your mother through her dying years, didn't you? That was love as well. Paula: Yes, but I am not a saint, Elizabeth, these things are expected

from the daughters in Portugal and my parents gave me the gift of music. I am so grateful for that. Beth: I remember once you saying that you play music to earn money but what you love to do is crochet! Paula: Ha ha! Crochet, it is for meditation. Crochet helps me with my dark side. We have a proverb in Portuguese: Maos ocupadas, diabo fora da oficina. (When the hands are busy, the devil is outside of the workshop)! Beth: But you like playing with colours, don’t you? Paula: Yes, I don’t separate sounds and image. Beth: That reminds me of things you have said about art in general. Paula: (some time ago): I don't like money being connected with art. It hems you in and makes you do what people want you to do. That is not what art is all about! Art is who we are, our style of life and not being artificial, not being superficial. We can be an artist in the way we are, in the way we dress and the way we express ourselves. Artists don’t make copies, they make the subject. Beth: You seem to be playing more music now. Paula: Yes, I play every day. You must practice. I have options. I like to go out, I like to dance, I like to be with friends but sometimes I must choose to stay at home and play piano. An artist is an artist every day. An artist wakes an artist and he goes to sleep an artist, at weekends and every day. The more I play live the more I realise that around me people look and listen and say, “Hey, this is real". It's not complex, no sophistication, it is only music. One of the ways to share. One of the way to love. Beth: You are also playing more in public. Paula: Thank God!! I am very excited. I have got a job in the Hotel Maria Nova, in Tavira every Friday, playing for 2 hours, from 6 until 8 (PM) Beth: That is great because so often the times that music is played in Portugal it is SO late that it puts me off going! What sort of music will you be playing? Paula: I have been asked to play Bach, because it is peaceful. I want to play it my way, maybe a little jazz… I’ll see if I can. Bach is wonderful. He had a special connection with God.

Water... the great healer

S

Hot tubs; relaxing, therapeutic! Here's a brief history, by Gavin at Algarve Hot Tubs

oothing, warm water has been used for thousands of years for therapeutic and relaxation purposes; the ancient Egyptians, Greeks and Romans built various forms of baths and later others followed suit, however, the Church intervened during 476 AD as it viewed public bathing as a practice leading to sinful and forbidden behaviour! In Japan, public bathing house’s or “Onsens” opened during 700 AD but in Europe it was not until the mid 1500’s that bathing for medicinal and cleanliness reasons started to return to use and during the 1800’s German Doctors became convinced that bathing in spring waters could combat a variety of diseases. The first English baths were probably those built complete with temple circa 60 AD at Aquae Sulis in the River Avon Valley, (now the

Spa town of Bath) in the Roman province of Britannia and baths complete with elaborate architecture, decoration and water heating systems have been found throughout the Roman Empire. Now, the modern & somewhat less elaborate version “The Hot Tub”, a big container filled with hot aerated water used by one or more people for recreation or physical therapy has brought the “bath” to home users worldwide! No longer constructed from an old wine barrel filled with water and heated by a fire like those in the gold rush period, the modern Hot Tub has evolved into a user experience desired by many. Constructed with a plastic or glass fibre shell, complete with water heater, pumps and jet systems they range from the simple to the highly complex and units are available that even provide facilities for swimming exercise too! Selecting a hot tub or swim trainer that matches

your usage and financial requirements can be a daunting experiencing and the selection of a suitable supplier with a range to adequately meet your needs is paramount but the product range is only the start of the process with a number of other crucial elements being required; technical experience and empathy are probably highest on the list as you will not want to buy the wrong unit that does not satisfy your requirements or maintenance and spares becomes an issue! O

ver 300 restaurants and eateries in the Algarve are taking part in ‘Rota do Petisco 2019’, which started on Wednesday and runs until Sunday, May 26. Having established itself as one of the Algarve’s main gastronomic events over the last nine years, the Rota do Petisco is a “gastronomic route” that features restaurants and eateries all over the region offering a variety of tapas-sized dishes and desserts at lower prices (€2-€3), including a drink. Spanning 12 municipalities from Aljezur to Tavira, the event promises mouthwatering ‘petiscos’ for all including traditional Algarve food, haute cuisine dishes, sweets and desserts. Apart from the traditional ‘Rota’, there will also be a ‘Rota dos Pequeninos’ for children and a ‘Rota dos Chefs’ featuring dishes by some of the region’s renowned chefs. A passport costing €1.50 (which goes to charity) is needed to participate in Rota do Petisco and serves as a guide to all the

venues. Since Rota do Petisco was launched, it has already raised over €107,000 for over 50 local charities and associations. Each restaurant provides a stamp in the passport, with 12 stamps giving clients an opportunity to win prizes at the end of the event. The Rota is also being held earlier than usual, hoping to serve as an added attraction for people visiting the Algarve outside of the busy summer season. Luís Brito from Teia D’Impulsos, the event’s organiser, says that this year there are “more restaurants from more towns, giving participants a richer and more comprehensive experience”. “The event celebrates the flavours of the Algarve, which are reinvented for this event,” he added. Rota do Petisco 2019 was officially launched on Tuesday, April 23 during a ceremony in Portimão attended by Algarve tourism boss João Fernandes. www.rotadopetisco.com

n last month’s article we wrote about Portugal’s successful initiatives, which are a major reason for the country’s recent success. 2018 was another year in which the Portugal property market performed very well. In the absence of unexpected global events, 2019 looks set to continue the trend. However, in most of the world’s property markets “uncertainty” just might be the word that endures throughout 2019. Historically, trade wars do not have a winner, only losers. These self-inflicted wounds cause harm to global economic growth, hence the downward revisions for 2019 and 2020. The ongoing Brexit saga is adding momentum to the downturn in economic activity. Can stock market volatility, political struggle and economic instability change the real estate landscape in Portugal? Will strong demand for residential and commercial properties in Portugal continue and will real estate prices will stay stable? Is Portugal swimming against the tide to success? Since the start of the year we entered a period of uncertainty. The ECB was quick to put monetary policy on hold resulting in a sharp reversal (from going up) in interest rates which resulted in new lows (even the 5 year swap rate turned negative for a short period). Portugal’s housing prices are expected to continue to rise in 2019 albeit at a lower pace, fuelled by growing demand as well as improved economic conditions in Portugal. The national economy is expected to continue to grow at a level of at least 1% per annum. Moody’s Investor Service is predicting house prices to increase 7% to 8% by the end of 2020. We believe that this may prove to be ambitious and expect prices to increase in 2019 by 3 – 4 % and 1 – 2 % in 2020. The underlying reason for rising property prices are the low interest rate environment, demand for property outstripping supply and a relatively good return on investment versus other asset classes. The supply of housing is an important barometer to effectively keep property prices

in check. Supply and demand in real estate are not easy to balance. Building a property requires time; from architectural design to planning permission, construction and the updating of the property documentation. This imbalance often exacerbates upswings and downturns. Often when property prices are getting frothy, the difference in price expectation between vendors and prospective buyers widens. Actually, the disparity in price expectations has not been this high for a long time which often leads to disappointment. To keep property prices in check, more supply is needed and it will have to be priced right. We see supply of newly built properties increasing in Portugal and gaining momentum in 2019/2020. Therefore it is likely that property prices will top out/plateau during this period. Interest rates not only have an effect on business activity, mortgages and property prices, they also influence asset allocation decisions both on an individual level as well as investment and pension funds. While parking money on a short term saving account in times of uncertainty will protect you from losses during market gyrations, in the long run they do not offer enough yield to cover inflation and in the case of pension funds, fall short to cover pension liabilities. In other words, a glut of savings is trying to find a new home which offers a reasonable and stable return on investment as historically periods of low interest rates can last for decades. Having said this, we see increasing demand for mortgages and notice a preference for fixed rate mortgages over floating rates which signals homeowner preference for stability. With regard to demand, Portugal’s tax initiatives and golden visa regime continue to set the scene for healthy demand for homes. Moreover, Portugal has become extremely trendy and is one of the most peaceful countries in the world, boasting one of the lowest crime rates in Europe. Demand for properties in the medium and medium-high segment is excellent and a growing number of new, middle-class buyers from emerging markets add to demand for real-estate investments in a safe and established jurisdiction like Portugal. The lack of alternative investments opportunities is another reason. It makes Portugal an interesting place to invest where rental yields are on average between 3 – 4 % but can be as high as 7% in city centres. All in all good news for the Portuguese property market. However, in order to sustain a healthy market, supply needs to increase to match demand. All things considered, we believe that the Portuguese property market seems to be on a strong footing and still offers excellent opportunities for investors looking for a stable return on investment in the foreseeable future. More Thread Facts, Features & Terminology There's no single 'best' thread for patchwork, quilting and applique, but there are many threads that are excellent choices for beginning quilters who aren't quite sure which threads to buy.

T

hread holds everything together when you’re sewing. Whether you’re sewing by hand or by machine, it’s important to choose wisely when considering the different types of thread for your project. But if you’ve ever found yourself in the fabric store, staring at a wall of spools, you know that’s not always an easy choice! As we said last week, thread can be made in a number of different fibres. When in doubt, a good rule of thumb is to match thread content to fabric content: cotton thread for natural fibers, polyester thread for synthetic blend fabrics, silk thread for silk fabric — you get the idea. Understanding thread weight Unfortunately, there is no single system used to describe thread sizes. When it comes to weights, the measurement system is a bit backward! The lower the number, the heavier the weight. So, a 40-weight thread is actually heavier than a 50-weight thread, and the 40-weight thread will be more visible and prominent in your sewing. One common size designation is depicted as a fraction, such as 50/3. The first number reveals the thread's weight and the second tells us the number of plies― a 50/3 thread has a weight of 50 and is made with 3 plies of yarn. With this system, thread weight decreases as weight numbers increase. A 50/3 thread is commonly used for piecing, but other equivalent sizes work just as well. Another sizing system indicates only thread weight. Sizing systems are complex, and often inaccurate as threads that are imported and exported around the world are re-labeled for a new country. Choose threads based on recommendations from manufacturers, other quilters, and your own experience.

Entire books can be written about thread and its uses, and thread selections are constantly expanding. • Ask questions about thread - your local quilt guild and staff at quilt shops are excellent resources. • Don't hesitate to experiment with thread, because experimentation is one of the best ways to learn about any product. Once you have sewn with several different threads, you'll have a much better feel for future selections. Most threads, regardless of their composition, come in varying weights or thicknesses. Typically, it’s best to use a heavier thread for heavier fabrics and vice versa. As always, be sure to check your tension when swapping a different thread weight. You might need to make slight adjustments. Most heavy-duty threads are actually polyester, but the weight of the thread is not suitable for most garment sewing projects. It is, however, the perfect choice when sewing upholstery and canvas, so you might find yourself reaching for it when you’re tackling home decor sewing projects. Spool size Most threads come in large, medium and small spool sizes. When buying thread online or in the shop, take note of how many yards of thread are included in the spool. For instance, the Aurifil spools contain 1422 yards each, and they come in a set of 6 spools for a total of 8,532 yards. For smaller projects, you might be fine with a 125-yard or 250-yard thread spool. How many yards you’ll need depends entirely on your project. Shopping for thread may introduce you to new terms. Here are a few terms you might hear are: Mercerized: Cotton thread is processed with

chemicals that give it more luster, improve its strength and help it retain dyes. The process also makes thread fuzzier, which is reduced by putting it through a gassing or singing process. Crocking occurs when dye on the surface of dry thread (or fabric) rubs off onto other materials. Denier: A sizing method that's often used for continuous filament threads. The number indicates the weight in grams of 9,000 meters of the thread. Remember, different tasks might need different threads! Quilt binding For binding, use the same thread weight as you use for piecing. Also be sure to match closely the color of your binding thread to the binding fabric. Machine quilting For most quilting on a home machine, a 40-weight cotton thread is an excellent choice. Because the 40-weight cotton thread is heavier than the finer 50-weight cotton thread, quilting stitches will show up more easily on the quilt. While the 40-weight cotton is heavier than the thread you’ll want to use for piecing, it is still thin enough to easily be used in home sewing machines. Free-motion quilting When it comes to free-motion quilting, the thread you choose determines how prominent your stitching is. A heavier weight in a contrasting color will stand out quite a bit; a lighter weight thread in a matching color should blend in well. Monofilament thread can work well if you want the fabric to stand out instead of the quilting thread. As for fiber content, polyester, cotton or a cotton-poly blend are all good choices.

If you do these things, you will discover benefits such as: Pest Control: Many birds eat a variety of insects, including aphids, mosquitoes, spiders and other bugs that may not be welcome in a garden. Attracting birds encourages them to take advantage of this natural food source, eliminating the need for harsh chemical insecticides. Flower Pollination: Orioles and other birds that sip nectar are efficient pollinators of garden flowers. This can give flowerbeds an added colour boost from extra blooms, which

For many garden people, the best benefit of attracting birds is simply being able to enjoy them, but attracting them with proper landscaping and attentive care can lead to a range of other benefits that make enjoying the birds even more exciting and productive. Designing a bird friendly area: Attracting a variety of birds to your garden takes more than adding a few bird feeders or filling a bird bath – a bird-friendly landscape should fulfil all of a wild bird’s basic needs, including food, shelter, and water and nesting sites. With these keys to the right habitat, your backyard can attract a wide range of popular birds. Native Plants..The best types of plants to use to attract local birds are the plants they are most familiar with. Native landscaping uses local and regional trees, shrubs, flowers and grasses, and those are the same plants that birds recognize as rich food sources and appropriate shelter. Exotic plants may be beautiful, but if the birds do not the like plants they will not be attracted to them. Landscaping with native plants is also beneficial because those plants are adapted to the local climate. They will require less water, less fertilizer, and lower maintenance to stay beautiful and healthy. Dense Plants: Birds will feel more secure and safe when there is adequate shelter in your backyard. To provide that shelter, create dense areas of vegetation that will shield smaller birds

from hawks, cats or other predators. Dense vegetation is also more suitable for roosting and nesting, which can make your garden birds permanent residents instead of transient guests. To add density to your landscaping, create clumps of vegetation and corridors of security that birds can use. A long, narrow bed filled with rich plants is more suitable than small, widely scattered beds. The corners of your yard and borders around buildings are perfect for dense vegetation, or you can create independent beds that are thickly layered.

Plant Diversity: Different birds prefer different types of plants, and if you choose to landscape with a wider range of plant species you will also be able to attract more types of birds. You can choose specific plants that are favoured by certain birds you wish to attract or opt for plants that are favourable to the birds already visiting your garden. When choosing a range of plants, consider the seasons during which each plant is most useful. Early flowering shrubs will attract insects and provide nectar during the spring, while trees and bushes that produce nuts and fruit are essential sources of food in late summer and fall. Evergreen trees and shrubs will not only produce cones and seeds but are also superb sources of shelter in the cold winter months. Mess is Best: A bird-friendly landscape is never perfectly manicured and neatly trimmed. Leaf litter, longer grass, and discarded brush piles are highly attractive to birds because they are rich sources of insects, nesting material and shelter. By mimicking the appearance of birds’ natural habitats, you can instantly make your yard more appealing. This does not mean that your garden has to be a jungle, however. Leaving some areas of your landscape in their natural state, particularly in a large plot, can attract a wide range of birds while you can still enjoy manicured landscaping elsewhere. One highly effective way to attract birds to a natural landscape is to let flowers and shrubs go to seed without removing the plants. Birds will eat the seed, which is also a great way for backyard birders to enjoy a healthy landscape and save money on birdseed.

QROPS: The pros and cons of transferring your UK pension

Q

ualifying Recognised Overseas Pension Scheme (QROPS) are widely seen as beneficial for expatriate retirees, but are by no means a one-size-fits-all solution. Here we explore some advantages and disadvantages. Tax efficiency: Currently, Portugal residents can transfer UK pensions into an EU/EEAbased QROPS without taxation. However, transfers outside the bloc attract the 25% UK ‘overseas transfer charge’ of 25%. This may be extended post-Brexit, so time may be limited for tax-free transfers. Funds in a QROPS are sheltered from future UK taxes on income and gains and lifetime pension allowance penalties. While residents here attract Portuguese income tax rates from 14.5% to 48%, non-habitual residents (NHR) who withdraw funds over a minimum of ten years can receive tax-free pension income. Others may benefit more from reinvesting UK pension funds into an alternative taxefficient structure for Portugal, so explore your options. Flexible access: UK pensions can be restrictive, but many QROPS let you take as much cash or income as you like, whenever you want. With this freedom comes greater potential to exhaust your funds – unlike an UK annuity or ‘final salary’ pension which provide a guaranteed income for life. Diversification and investment choice: QROPS usually offer more options than UK

pensions for how your money is invested, and are not as over-exposed to UK assets. Although this flexibility introduces an element of risk to your retirement funds that is absent from a guaranteed annuity, an active, welldiversified investment approach can manage risk. Estate planning flexibility: While most UK pensions are only payable to your spouse on death, QROPS offers the option to include other heirs. QROPS may also offer some protection from UK inheritance tax for nonUK resident heirs. Multi-currency options: UK pensions usually pay out in sterling, but some QROPS allow you to invest funds and make withdrawals in more than one currency. This reduces dependence on pound/euro exchange rates and removes currency conversion costs. Freedom from UK rules…to a point: Funds in a QROPS are no longer governed by UK pension legislation, so are protected from future changes to UK rules. However, you could still be subject to UK legislation – and taxation – if you transfer funds again to an unapproved scheme or permanently return to the UK. Where HMRC deems its rules have been broken, it can charge a 55% tax penalty on the transfer amount – potentially even if you had moved funds before the rules changed. Regulated, tailored advice is crucial Overseas pension transfers are a complex area – and a key target for pension scams –

so regulated advice is essential. Take care to explore your full range of options to establish the most suitable pension solution for your particular circumstances and ultimately secure your long-term financial security in this ever-changing pensions landscape. ver the last months we have received many questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers. If you also have some questions regarding tax in Portugal, please feel free to send it to us.

I have not received my IMI council tax bill yet, do I need to do anything?

From this year the dates to make the payment of the IMI have changed. The IMI date of the first instalment that used be paid annually in April, is now payable in May. Please see below the payment dates, depending on the amount of the IMI you pay each year: • Amount equal to or less than € 100 - in a single installment during May • Value between € 100 and € 500 inclusive - in two installments during May and November • Value over € 500 - in three installments during May, August and November Please note that if you wish, you can always pay the full amount in May. It’s also important to point out that some clients do not receive the IMI council tax bill because their postal address is incorrectly recorded as their home address. If you are non-resident you should rectify this and provide the address of a fiscal representative or your own address outside Portugal. This common mistake leads the tax authorities to assume you are resident,

so with an obligation to submit an IRS tax declaration. If you are classed as a resident and did not submit a tax declaration last year, this may result in not receiving the IMI council tax this year, which may generate problems at a later stage. Please contact us for advice, so you rectify the situation.

Q

I need to file my IRS tax declaration this year, do I need to declare my foreign bank accounts? Do I need to declare my electronic credit card?

A

This is not new; all resident taxpayers are obliged to mention in their Personal Income Tax (IRS) any accounts opened outside the Portuguese territory. As regards the type of accounts to be declared, the law expressly refers to "deposit or securities accounts" and therefore accounts of another nature, such as non-payment or electronic payment cards, don’t need to be declared. If you are resident and do not declare your accounts outside Portugal and this is detected by the tax authorities, it may increase to 12 years the period of expiration of your IRS. This means that if your IRS is audited for any reason and any irregularity is detected, the tax authorities can only go back 4 years. However, if they detect that you did not disclose the foreign bank accounts, the law offers an exception to the tax authorities to go back 12 years, instead of 4.

We sold our property for 250.000€ in 2018. This was our primary residency and would like to reinvest the proceedings of the sale into another property. The new

property will cost 150.000€, plus another 100.000€ in refurbishment works; can I use this as part of the reinvestment?

A

You have up to 3 years after the sale to make the reinvestment in another property that you chose as your new primary habitation. This property can be located anywhere within the EU. If the new house you purchased has a price of 250.000€, then you avoid the payment of capital gain tax. However, if the property is worth 150.000€ and you are going to spend 100.000€ refurbishing the property, then you will pay capital gain tax, as the costs for the refurbishments will only be used when you sell the new property that you now purchased. The only alternative was if you have bought a plot of land for 150.000€ and built a new property for 100.000€. In this case the reinvestment would be fulfilled. But if the property already existed, the tax authorities will not accept the refurbishment costs as part of the reinvestment. Please note that in any case, all invoices for the refurbishment or construction should have your Fiscal Number (NIF) and refer the address of the property. Also, if the property has more than one owner, please ask the builder to invoice both owners for 50% each. This avoids that in the future in a gain situation, only one owner can deduct expenses. I

t is more important than ever to check your current retirement plan to see if you’re on track towards meeting your investment goals. If you have a lot of time until you retire, small tweaks in savings or investment strategy can make a big difference. Retirement just around the corner? Sometimes a few changes to your plan now can help you cross the finish line, even if market conditions are less fruitful. Here’s a simple six-step retirement plan check-up: Review your current situation. See whether the amount you’re saving and investing is on track with the money you’ll need to retire (with some margin for error). You can find numerous calculators online to help. Also, some International Financial Advisory (IFA) companies, like deVere Portugal, inform you automatically each month with a summary of how your portfolio is performing. If you have accumulated several different retirement accounts from past jobs, however, knowing where you stand may be harder than it should be. Consider working with a Financial Advisor with access to sophisticated tools, or consolidating your retirement accounts. If you’re off track, figure out why. Are you saving as much as you planned? Are you maximizing your contributions to your retirement account? Is the amount of money you’ll need in retirement increasing? If you’re not on course because your investments aren’t performing well, see if you should make a change to your asset allocation strategy, or

to the specific investments you’ve chosen. If your investments are not performing at least in line with benchmarks, it may be best to review the latest research in the context of the original rationale for the product. Assuming that checks out, it may be wise to hold on through a period of volatility, as chasing top performers may be a poor way to make decisions. Decide how to get back on track. That could include revisiting your goal, for example by stretching out the time horizon until you retire or reducing the amount of money you plan to spend in retirement. It can also mean increasing portfolio risk, though only after careful consideration of your risk tolerance. It could be that the most palatable option is a little of all three, which makes the magnitude of any one change smaller. If you don’t see a clear path to reaching your goals, consider consulting with a deVere Portugal Financial Advisor who can help steer you in the right direction. Take advantage of ways to improve returns without magnifying the risks. These strategies can include options to minimize taxes, such as “income smoothing”. Insurance can also play a role. Tally up your income sources. If you are retiring soon, you need to get the most out of all your sources of income. That could

If your reliable sources of income are not significant as a portion of your needs, you may want to add more conservative income-oriented investments, such as dividend-paying stocks or bonds. Assess the risk level of your plan. If you run through these steps and realize that you are on target to retire in a few years with room to spare, consider reducing the amount of risk in your portfolio. The current business cycle is in late innings. The stock market was rocky in 2018 and, while in our opinion, it doesn’t appear that recession is imminent, a downturn may materialize in the next few years. Checking in on your retirement plan doesn’t just entail making sure you are saving enough money. erry Hydes is a Golf professional living in El Rompido in Spain, which is less than 30 minutes from the Portuguese border, and has been a resident in Spain for the last 10 years. After university, Terry fulfilled an impressive and varied career; P.E. teacher, Sports coach, The Mars Org, Capital Equipment Sales, Business Management (UK, USA, Canada) and at the age of 33 he started his own UK business and became a very successful entrepreneur in refreshment vending. C Olhanense have had a volatile month with two victories and two defeats but those bare facts hide a game that could have serious consequences for two clubs chasing a play-off place in the Campeonato Portugal Division D. Casa Pia were the opponents from Lisbon when the game was dramatically abandoned with nine minutes of normal time remaining. André Lopes’ stunning

volley had given Casa Pia a 2-1 lead and their players ran to the area in front of the main stand where the Olhanense Grupo 1912 fans were gathered. Several Casa Pia players are alleged to have made obscene and crude gestures to the crowd who responded by throwing objects at the players including plastic cups and bottles of water. Referee Paulo Barradas halted play and called for the PSP Police but as they did not arrive within half-an-hour, stipulated by the Casa Pia match abandoned as players & officials look on

lmost five years after walking football in Portugal was conceived near Santo Estêvão there will be various celebrations to commemorate the occasion. East Algarve Walking Football continues to hold weekly sessions in Olhão and Tavira with British comedian/actor Jason Manford recently joining a session. Although well below the age limit Jason - an accomplished all round entertainer who has appeared in Coronation Street, Emmerdale and hosted numerous TV comedy shows as well as panel games such as ‘A Question of Sport and Super Saturday was given special dispensation to display his silky skills. Fifty players and guests enjoyed an Easter Dinner at the JJ Restaurant on the EN125 near Moncarapacho and a few days later the senior citizens gathered together at the Pedras Lawn Bowls Club in Cabanas Tavira for the first EAWF Bowls Tournament. The event, organised by Mike DJ Bristow, attracted players and friends who enjoyed an enthralling

Easter Saturday morning session which resulted in the team of Barbara Harper, Peter Walpole, Carole & Steve Maddocks taking the top honours. Cribbage, the oldest pub card game in the UK, has been added to the list of activities and takes place Tuesday lunchtimes in the Pastelaria Reis Café opposite the entrance to the Jose Arcanjo Stadium, Olhão; everyone welcome. SC Olhanense celebrated their 107th birthday at the end of April and EAWF Olhão and EAWF Tavira competed against SC Olhanense Veterans for the Henrique Efigénia “Reina” Trophy. The Olhanense professional players and management team made a surprise visit to wish their older counterparts ‘good luck’. ince its introduction to the Algarve five years ago Walking Football, for the those of fifty years plus, has gathered momentum and now attracted attention from far-and-wide. Nowhere was this more apparent than at the recent EuroCopa Walking Football Tournament in Albufeira. Two days of intensive competition involving teams from Hartshill (Warwickshire), Cottingham (Hull), Clacton (Essex), Rushden (Northamptonshire), Brackley (Northamptonshire), Northwich (Cheshire), Fulham (London), Oxford and Sheffield. From Scotland came North Lanarkshire Auld Gits WF whilst Aulany (Paris) WF flew the flag for France. Esquina Park WF (southern Spain) and Luso Africa (South Africa) completed the foreign line-up. A strong contingent from Portugal included Benfica (Lisbon), Silver Coast Strollers (north-west Portugal), Lagos Strollers, and Browns (Vilamoura). East Algarve Walking Football entered five teams across the two age groups. There were two tournaments, for those 50+ years and 60+ years, with some 300 players - the oldest being 81 year-old David Trueman (EAWF São Brás 60+). Luso Africa won the main event and Brackley Sinners the 60+ Tournament.

How to improve your putting Bart van der Wind, resident professional at Benamor Golf

T

he best way is to go to the putting green and practice. But what should you practice? First you have to analyse your putting on the practice green and establish the real problem. There are 3 basic points to make fewer putts. 1. Learn to read the green. 2. Control your speed. 3. Start the golf ball on-line. When you think you see (or feel) the line, you have started the golfball on-line. The next drill is great for that: Look for a straight line for a 4-meter putt. Put two tees 40cm in front of the ball so that the ball can roll between the tees with 1cm space on both sides. It is a good idea to use a line on the ball to line the ball up to the hole but this is down to personal preference. Keep the putter as square as possible behind the ball. Now hit balls, and try to stroke the ball through the tees. This will give you more consistency to hole more putts by starting the ball on-line.
