Welcome... ...to your May issue. Well, it would seem like life is slowly returning to normal, as restrictions are lifted just in time for us to enjoy summer. As local businesses re-open, let's do our best to support those who have managed to survive trying times. This month we visit 'Amazing Mara', in Vila Real de Santo António who offers more than your regular beautician; the results of her work are lifechanging... literally. We also meet the character-ful Ernesto, owner of Restaurante Ernesto, an Italian restaurant where his seafood makes the difference. For the pet lovers out there, we introduce Caroline Hughes, the animal physiotherapist, for those with an eye for art, we learn a bit more about Karen D'Oliveira, artist and owner of Tavira d'Artes in Tavira. he Municipality of Tavira will provide school meals free of charge, until December 31st of this year, to students of Pre-school and the 1st cycle schools in the municipality. The measure is intended to "minimise the effects of this crisis on the people of Tavira," says the Tavira municipality in a statement, adding that "the social and economic situation of families residing in the municipality, as well as the conditions in which children and young people attend the public school network is one of the concerns of the city", therefore "the adoption of this measure hopes to help ease the difficulties felt in the households". The City Council provides school meals for 725 first cycle students and for 215

pre-school children, having always guaranteed free access to children with greater socio-economic needs (172 from 1st cycle and 62 from pre-school), but there is now a need to extend this gratuity to all students. The municipality has been implementing several measures and initiatives in order "to benefit the quality of the offer to the educational community, as well as to combat social inequalities, through the support provided to the most vulnerable families". "The refurnishment of school buildings, the focus on computerisation, modernisation and comfort in the classrooms, together with the improvement of the quality of the outdoor spaces are some of the incentives that have been completed by the

Recognition of UK driving licences in Portugal is extended

T

he Portuguese government has extended the recognition of UK driving licences until 31st December 2021. This means that those legally resident in Portugal who have a valid UK driving licence can continue to drive with their UK licence until the end of 2021, under the same terms as EU licence holders. They are still obliged to exchange their UK licence for a Portuguese one if: The licence expires; The license is stolen or lost. For those whom have been resident in Portugal for longer than 60 days, and are still driving with their UK licence, they should have registered their address with IMT. The Portuguese and UK governments continue to discuss future arrangements regarding reciprocal recognition of driving licences for residents.

'Earth angels' for the terminally ill

I

f you believe in Angels, then these ladies, Monika Diete, Dorothea Walter and Marlis Weissenborn are the closest one could meet in person. They represent a volunteer group who offer support to the terminally and seriously ill in the local surrounds of São Brás, Estoi, Santa Catarina and Moncarapacho. The charity offers a wide spectrum of support and services from keeping you company, having discussions, accompanying one to the café, going for walks or taking one to doctor appointments. If you are interested in volunteering and offering some of your time to this

The municipality says that its major concern lies in "the constraints caused by the Covid-19 disease, namely, in relation to the increased social vulnerability of families, resulting from the direct impact on their income", remaining alert, it will continue " to provide all the necessary assistance for the well-being of families in the county".

Tavira rapid covid vaccination centre ready to start mass vaccination

T

he Municipality of Tavira, together with the Grouping of Health Centres of Sotavento, have created a rapid vaccination centre in the Sports Pavilion of the D. Paio Peres Correia School, which is now ready to open and receive the community to start the Covid vaccination process. According to the Tavira municipality, "the space consists of a waiting and pre-vaccination area with a nursing room, five vaccination stations, as well as a post-vaccination monitoring area with a follow-up room, will have the capacity to vaccinate 50 people per hour and will start its function as soon as the necessary doses for intensive vaccination are available". Olhão, Faro and Lagoa rapid vaccination centres have also been given the green light to open, however, without adequate stocks of vaccine, none of the centres can yet begin functioning. Centres were scheduled to open at the beginning of May.

ocated in the centre of Vila Real de Santo António you'll find Restaurante Ernesto, owned and run by the characterful Ernesto Giodano. Ernesto was born in a town called Anzio, close to Rome in Italy. At a young age he began working in local pubs, eventually entering the world of catering. In Rome, Ernesto had the opportunity to work for many great chefs in historical centre of the City, in turn, learning a variety of cooking styles and techniques. It was during this time that he realised that it was his ambition to have a restaurant of his own.

He, along with his wife Annamaria, decided to leave Italy and try a new challange elsewhere in Europe. The couple decided that due to the excellent location and climate, Portugal would be their place of choice, namely Vila Real de Santo António, here in the East Algarve. After finding the right premises with a good size terrace, "Restaturante Ernesto" was born in April 2019. Since opening they have created a loyal customer base. Their goal was to create an Italian restaurant that serves more than the usual Lasagne, Bolognese, Cannalloni and Pizza. Ernesto brings a very special flare and personality to the restaurant.

They make the most of the best seafood and shellfish the Algarve has to offer, along with the abundance of fresh vegetables, herbs and spices. The menu includes Starters such as Bruschetta with mixed tomato, Julienne of cuttlefish with basil pesto, or Squid stew served with croutons. First courses include Casarecce pasta with the local fish of the day, Gnocci with prawns and langostine, or Ravioli pasta filled with scallops and lobster, sauteed with tomato, basil and burrata cheese. There is also a Second course menu (including the Fried squid, shrimps and vegetables pictured over), and vegetarian menu, dessert menu and

kids menu. You will find the prices at Ernesto's are incredibly good value! The ambiance created is very relaxed. Decoration is simple, yet stylish. Your time at the restaurant is not rushed and you are sure to be made to feel very welcome. Despite the complications caused due to the Covid 19 restrictions, Ernesto and Annamaria are very please with their first two years. They continue to thrive and produce some of the finest Italian food in the Algarve. Their next project isn't too far away. This month sees the opening of their brand new Italian Ice cream shop, right next to the restaurant. After 19 years of serving as a beautician, Mara has a lifetime of experience and is an expert in her field. She chooses to work with natural ingredients and therapies rather than synthetic and invasive ones. This isn't to say that you can't go to her if you don't have any of these conditions and just want a pampered pedicure, Mara will happily give you a relaxing treatment and provide you with perfectly painted toe and finger nails. Karen is the owner and driving force behind one of the Algarve’s best loved art galleries, Tavira d’artes in Tavira but, did you know she is also a highly successful artist in her own right? We speak to Karen about her artistic talents...

avira d’artes Art Gallery in Tavira is well known throughout the Algarve Karen, but, you are also a successful artist yourself. How do you balance the two? Actually, I started as an artist before I opened my Gallery! My love and understanding of fine art gave me confidence in selecting artists and artworks that I felt would appeal to the discerning art buyers residing in the Algarve. I have a lovely art studio situated in the Gallery itself which provides inspiration for my own art creations. It’s perfect being surrounded by such fabulous art from the many talented artists I showcase at Tavira d’artes. Tell us about your own art?

My favourite subject and the area that I am well known for is portraiture. I have developed several different styles from contemporary to modern traditional but whatever style I choose to paint in, I try to capture moods and expressions using light to enhance facial characteristics and emotions. I enjoy capturing the character of the people I paint, alluding to their personality and emotion shown within their respective situations. And how has the Gallery faired throughout these difficult times? Despite the restrictions, I have been delighted that so many of my valued Clients and many new ones have continued to enhance their homes with art from my Gallery. We continue to receive fabulous new artworks from our artists each week so there’s always something new to see each time our customers visit and we are particularly excited about a new artist to the Gallery - Magdalena Morey - who is proving extremely popular with our Clients. Finally, I’d like to express my gratitude for the fantastic support the Gallery has received over the past few months.

East Algarve Families in Need

Helping those whos lives have been impacted by Covid 19

he Pink Flamingo Croquet & Social Club, is a nonprofit registered association, NIPC 515633640. The East Algarve Families in Need was created in March 2020 to feed families across the Algarve impacted economically by the COVID-19 pandemic. With a group of dedicated and hard working volunteers, we aim to ease the suffering of families who have had so little income for more than a year. Their struggle will continue as there is still no end in sight to return to what we knew, and took for granted, as normality. Even though businesses are open again foreign tourists will not be coming in any great numbers, and we will unfortunately see some restaurants and bars not re-opening, due to bankruptcy. This will create even more unemployment. With little, if any, financial support from the government, we are already observing families giving up their homes to move into overcrowded accommodation to share their living expenses. It is becoming increasingly common to deliver to a small apartment where there are 7 adults and 5 or more children. From March to July 2020 we delivered to 1000+ families in 4 months. We then re-opened in November, but due to high infection rates had to close early January, to avoid putting our volunteers at risk or add to the problem of increased infections. We opened again on 8th February and over the past 3 months we have delivered to over 1000 families a week’s

supply of groceries, toiletries and cleaning products. As an example of how many people that number represents, last week alone we fed 150 families, which equated to 508 adults, 75 children and babies, 18 dogs and 19 cats. The numbers are increasing every week and there is no end in sight. Our weekly shopping bill is currently circa €3000 and this can’t be sustained without your help. We are the only organisation supplying families across the East Algarve, from Vila Real, to Tavira, to Olhao and everywhere in between. PLEASE HELP US TO HELP THEM! All fresh products (meat, vegetables, eggs, fruit, bread, butter, cheese and yoghurt) we purchase daily, using our monetary funds. If you wish to donate these perishable goods we need them to be at the old music school between 10:00 and 10:30 on Monday, Wednesday and Friday mornings. Alternatively, if you have a business, club or association could you raise some funds or make a donation of supplies? Quinta Pomar and Maria Flaminga have collection jars at their Farm shops. Pomar is in the Tavira Market on Saturdays, where she also has a collection jar and donates fresh fruit and vegetables. Kimo Real Estates will make a donation for every house listing that comes via EAFIN and a further donation once sold. East Algarve Football Club make frequent donations. hen you are in the market to buy your dream home in the Algarve it is important to be well informed about all aspects of the property of your interest, one being the energy efficiency summarized in a classification. This classification will give you an indication of the level of comfort and energy efficiency of the property as well as the electrical and gas equipment such as air-conditioning, underfloor heating, solar panels, boiler etc. The document also provides advice about what you can do to make improvements and is issued by technicians authorised by the Agency for Energy (ADENE) – a public body that regulates the energy certification of buildings (SCE). If you are selling your house or want to rent it out on a long term basis the property needs to have an energy certificate before you put it on the market. By Portuguese law this energy classification must be mentioned on all publicity, e.g. real estate agencies websites, portals, social media such as Facebook, as well as in print. Simply stating that the energy classification is in progress or pending is not enough. The law makes no difference between a company and a private individual. The only difference is the amount of the fine in case of non-compliance. The fine varies for a company between €2.500 to €44.890 depending on the level of infractions and for individuals €250 - €3740. In Portugal the Direção-Geral de Energia e Geologia is the department who enforces the law regarding energy qualifications of buildings. In general energy labels allow consumers a better understanding of their carbon footprint and energy consumption. As global warming and the fight against greenhouse effects gains pace, we will all have to be more conscious of our own energy consumption and take measures where possible to reduce it. The energy classification for homes goes from A+ being the most comfortable and energy efficient to G being the least efficient (e.g. you might as well leave the windows open). The system for housing energy classification was introduced on the 20th of August 2013. Once an energy classification for a property is made, it is valid for 10 years. It is important to take into consideration that a washing machine from 2013 with an A rating will no longer qualify for this rating in 2021, the same can be said about properties. To put things in perspective, it is good to check the year the property was built or even better, check when the rating was issued. Engineers confirm that properties with an A rating 10 years ago without improvements would, under the current methodology, achieve a B or C qualification. The energy classification system for properties was first introduced in 2006 for new projects. The range of ratings was from A+ to G. Since January 2021 the ratings are from A+ to F. Older ratings are still valid until the 10 year period expires. All residential properties need to have a rating. However, in the case of a dilapidated property (ruin) getting a declaration

of the deteriorated state of the property from a qualified engineer or architect that the building is not in a good condition for living is also sufficient and makes it exempt from the energy qualification system (excluído do SCE). For new projects a pre-qualification is needed before starting the marketing. It is clear that a higher energy efficiency of a property can lower your energy bill and save you hundreds, sometimes thousands of Euros per annum. However, a lot depends on your lifestyle too. If you are considering making your home more energy efficient, speak with a qualified engineer first. Some investments lead to better energy savings than others. On a like for like bases, a similar property with a higher energy rating should command a higher selling price than the one with a lower rating. W

e met Caroline, the Algarve’s local and mobile animal physiotherapist to find out a bit more about her and what her services can offer to our pets. Can you explain to us what Animal Physiotherapy is? Of course, it is usually a new concept to people, so I get asked a lot about it! Animal physiotherapy which is sometimes called veterinary physiotherapy is there to help restore and maintain mobility and function of the animal’s body. It can be used either in rehabilitation or longer term to help manage chronic conditions, but also it is important for general maintenance helping to prevent injury. One of the most important aspects of animal physiotherapy is to help manage pain. Animal physio is non invasive and I use a combination of manual therapy, targeted exercises and various modalities such as ultrasound and PEMF (pulsed electromagnetic field therapy) helping to treat ailments such as; skin conditions, arthritis, neurological disorders, orthopedic conditions and many more. How did you get in to this career? I always knew I wanted to work with animals, but I wasn’t sure how. I studied an equine science degree at university, and then after that actually worked in the property industry for a few years before deciding that wasn’t for me! I quickly started on a diploma at undergraduate level in Animal Physiotherapy. Once qualified, I started working part time and self-employed receiving referrals from local vets and treating horses with veterinary consent.

Why would someone come and see you with their pet? Animal Physiotherapy can cover a wide variety of ailments. From older dogs who often suffer with arthritis and muscle weakness, to dogs who have had a neurological episode and have difficulty using their legs. Physiotherapy is also important for animals post operative either for cruciate injuries or broken bones, it helps relieve any compensatory movement patterns which the dog has adopted and correcting these helps avoid other issues in the future. What is the best part of your job? What a great question! I am really lucky - I love my job. I find it very rewarding to see the progress of my patients, and also how their owners see them improve. With dogs, I love building the relationship with them as the sessions are quite active. So, seeing their waggy tails when I arrive always makes me smile. I also work with horses, and just being around them is enough to keep me happy all day. What is the hardest part of your job? Sometimes I see pets who are nearing the end of their life. Physiotherapy is great for them and as I mentioned before, managing pain is one of the most important aspects of physiotherapy. Seeing an older dog who has been struggling to get around, a little more active and a little more comfortable is so great. But it is very sad when we have to say goodbye. Tell us what your working day is like? As I am mobile and cover quite a large area, my days can be quite hectic! I also have my own pets which means that my days can start quite early. I will always make sure my dogs have had a good walk in the morning

Pets so they can be left comfortably during the day and usually my first appointment won’t be before 10am. From here, depending on how many appointments and the locations I am working in, I am out for most of the day, lunch is nearly always on the move! Of course, because I have my own animals, I am limited to the hours I can spend out on the road, which is a good thing really! You say you are ‘mobile’ what does this mean for your clients? Yes, I am a mobile animal physiotherapist. It means I travel to my clients homes and take all I need with me, so there is a fair amount of loading and unloading of equipment when I leave and get home! For my job, you can achieve more when the animal is relaxed, and this is often in their home environment. I take my equipment and any machines I need with me and use gardens, floor space and imagination for exercises. I do love the idea of a rehabilitation facility one day, so the mobile aspect could always change. But for now, I get to see plenty of the Algarve and animals have less stress of moving around in order to get better. For the horses, it is pretty normal that I travel to them and so it all ties in quite well. How does an animal get to see you as their physiotherapist? I work with veterinary consent. This is a legal requirement and so I will always contact my client's vet to make sure they are happy. This also is important as there can be extra information which helps me treat the animal, for example, what medication they are taking. This is the same for horses, dogs, cats and any animal. People can contact me directly to see their animal and I will speak to their vet to make sure they are happy, or vets will refer to me for a case which they feel will benefit from physiotherapy. It sounds like you have a lot to keep you busy, but when you aren’t working what are your interests? The Algarve is great for walking and the beaches are amazing out of season for the dogs and, I spend a lot of time with my horse, who is also coming back from an injury at the moment. Otherwise, when we can my husband and I enjoy exploring the Ria Formosa on our paddle boards.

On the move – let´s play

Y

oung children are always on the move. And it´s a good thing, because movement is not just important for helping children grow physically strong and healthy, it is also a key factor in their overall development. Through movement, children develop good thinking and communication skills as they explore and interact with their world. Movement also builds self-confidence. Children feel competent, physically and emotionally, when they use their bodies to communicate and solve problems. Most importantly, children develop a close bond with you through movement. In fact, your child´s desire to be close to and connect with you is what motivates them to move. When you make physical activity part of your everyday routine with your child, you are helping them take pleasure in and learn through movement. Whether you take a daily walk or dance to music on the radio, your caring responses tell your child that you understand them and enjoy being with them. Movement, dance and active play can support your child´s growing physical awareness and excitement about the world. • Physical activity of all kinds stimulates young children´s development in many ways like: • Physical development – ´I learn about my body and grow strong by moving`; • Intellectual Development - `I move, I learn`; • Communication - `watch me, and you will know how I feel and what I think´; • Building strong relationships - ´I move with you, I know you, I feel close to you´; • Self-confidence - ´I can do it!´. In fact, you are your child´s favorite toy! As a parent or grandparent, you are your child´s very first and favorite playmate. From the very beginning of your child´s life, they are playing with you,

whether they are watching your face as you feed them or listening to your voice as you sing to them during their diaper change. They are at work, learning and exploring. Play is truly the work of childhood. Not only is it fun, but it is critical to children´s development. Play is their work and their way of learning about the world around them. Through play, babies and toddlers try out new skills, explore their imagination and creativity, and learn about relationships with other people. So what can you do to make the most of your child´s playtime and get on the move? Check out the tips below; • Follow your child´s lead; • Go slowly – try to hold off on “doing it for them” every time. Encourage your child to give it a try; • Read your child´s signals – babies have other ways than language, to show you when they have had enough or they are frustrated. Watch and listen. They use sounds, facial expressions and gestures; • Look at your play space – is it child-friendly and child-safe? Is there too much noise or distractions? Is it safe to explore and move freely? • Play it again – playing the same game over and over again allows the child to master a challenge. And when they can do it by themselves, they are rewarded with a powerful sense of their own competency. Toddlers are little explorers who learn by doing. The toys and playthings your child has available to them can shape their development in important ways. While it may seem like choosing toys for toddlers should be easy, as you walk into a toy store today, the only thing that is easy is feeling overwhelmed. How do you choose which toys are right for your child, in the huge array of toys that have been developed for the toddler market? Here are some guidelines for choosing toys for your toddler… Choose toys that can be used in a variety of ways. Choose toys that are “open-ended” in the sense that your child can play many different games with them. eg.: blocks, and toys for sand, mud and water play. Look for toys that will grow with your child. eg.: stuffed animals and dolls, toddler-friendly dollhouses, trains and dump trucks. Select toys that can encourage exploration and

problem-solving. eg.: puzzles, shape sorter, art materials like clay, paint or play-dough. Look for toys that spark your child´s imagination. eg.: toy food, action figures, toy tools and “real life” accessories, cardboard box – boxes become houses, pirate ships or a fire station. Give your child the chance to play with “real” stuff. eg.: plastic dishes, toy keys, toy phones, musical instruments. Toss in some “getting ready to read” toys. eg.: “Real-life” props like take out menus, catalogs or magazines. Seek out toys that encourage your child to be active. eg.: moving boxes, balls of different sizes, balance bike. Look for toys that nurture cross-generational play – board games for example. Board games encourage counting, matching and memory skills, as well as listening skills and self-control. Another important benefit is teaching children to be gracious winners and how to cope with losing. Dear reader, you may be a parent, relative or caregiver of a child that has special needs. A physical, intellectual or a communication and relation disability can pose the occasional challenge to play time. Still all children learn through play and any play activity can be adapted to meet a child´s special and unique needs. There are some guidelines you can follow, so you can get an enjoyable and appropriate playtime to your child skills. Think about the environment where the playtime occurs. How do the sound, lights and background noise affect your child? How does your child respond to new things? How does your child react to different textures, smells and tastes? Is it easy for your child to get involved with peers? Good garden housekeeping can sometimes ensure you don’t have many of the problems garden pests can bring

any animal pests live in our gardening clutter - heaps of pots, packets of fertilisers, bags of compost and so on. The tidier we are, the less homes we provide for the creatures that will attack our plants. Some pests are happy either indoors or out, but we are more likely to notice them indoors and so remove them before they can damage seedlings or our plants. Slugs and snails can get indoors, but they are usually found outside. If you have problems with mice or other small rodents, you may need to cover your seedlings perhaps with netting rather than plastic or glass. The following descriptions below show some of the common pests and other animals you are likely to find on and around your plants. Aphids - Greenfly These are soft-bodied insects that usually congregate on the growing tips of young plants. They are small sapsucking insects, so can weaken the plant. They can also carry diseases and viruses from plant to plant. Aphids can be killed by most ordinary insecticides. For small seedlings, I dilute the insecticide and paint it on the affected part with a child's paint brush. Aphids - Blackfly Almost the same as Greenfly, except that they are usually found in dense colonies like a soft black coating all around a stem. They are probably best eradicated by removing the affected part of the stem, or spraying with insecticide. Red Spider Mite Like aphids, these are sap-sucking insects. They also make minute webs around the growing tips or leaf edges, which may be more noticeable than the insects. Red Spider Mites are much smaller than aphids, and are usually found on the underside of leaves. Use a general insecticide or a systemic insecticide which might deal with these insects before you see them. Froghopper This is a small insect which is usually found in its nymph stage in a cloud of small bubbles, called 'cuckoo-spit'. The adults bear a resemblance to frogs and hop, hence the name. They are sap-sucking insects, damaging and weakening plants. Froghoppers usually occur in small numbers, and are easily removed by spraying with water. Leafminer Leafminers are the larvae of small insects. They feed on leaves, making tunnels between the upper and lower surface. The larvae are difficult to kill once they are in their tunnels, and the easiest way to deal with them is to remove affected leaves. If the infestation is severe, systemic insecticides may be effective. Sooty Mould, Black Mildew This is a small black fungus which grows on the honeydew produced by aphids and other insects. It does not actually grow on the plant, but on the surface of leaves, which blocks out the light and prevents photosynthesis. Sooty Mould can be removed by wiping the leaf gently with a cloth or tissue dipped in warm water. Powdery Mildew This is an unexpected form of fungus, as it can thrive in dry conditions. Its effects include yellowing of leaves, and stunted or distorted growth. The fungus itself is then seen as visible white powder on the surface of leaves and stems.

It can be dealt with by removing dead or damaged plant tissue, and some fungicides may be effective. Botrytis, Grey Mould There are several types of mould which can affect seedlings. They form grey or white fluffy patches on leaves or stems. Affected seedlings usually die. Prevention is better than cure. Make sure the air around your seedlings is moving, as moulds like stagnant air. Damping off Damping off is a mysterious fungal disease which affects young seedlings for no apparent reason, causing them to fall over and die, often in patches. Sow seeds thinly, and water the soil with Cheshunt Compound (a mixture of copper sulphate and ammonium

carbonate) before sowing to prevent attacks. Slugs Slugs are molluscs - snails without the shell and are particularly fond of young seedlings. Slugs can be hunted out and killed individually, or you can take preventative measures. You can use slug pellets based on formalin, but use these with care as they are poisonous. Aluminium sulphate crystals kill the slugs by dehydrating them. You can make a beer slug trap and drown them. Snails Snails are the same as slugs, but more decorative and easier to pick up. You are more likely to get snails in places with limestone or chalk soils, as they need the calcium to build their shells. As well as demolishing small seedlings, they also munch holes in leaves. Snails are dealt with in the same way as slugs. Millipedes Millipedes are round, black, heavy-looking insect-like animals about an inch long that you find under pots curled up like a spiral of wire. They have two pairs of legs on each segment, unlike centipedes, which only have one pair. Millipedes feed on decaying or soft vegetation, so can attack young seedlings, but they are

not usually a problem. Centipedes Centipedes are brown, flat animals about an inch long with one pair of longish legs on each segment, and usually run away when you discover them hiding under pots. They are mostly carnivorous, and eat other pests such as slugs, so they are generally beneficial in the garden. Earwigs Earwigs are small thin brown animals with long antennae at the front and two long pincers at the back. They can damage plant buds and flowers, especially multi-petalled flowers like Chrysanthemum and Dahlia. They also eat small insects like aphids, so can be beneficial. Earwigs can be trapped in upturned pots filled with straw, or plants may be sprayed with systemic insecticide. Woodlouse The Woodlouse is a crustacean, with a greyish or brownish body about half an inch long divided into segments. Some species roll into a ball when disturbed. Woodlice live in damp places and feed mainly on decaying vegetation, so are generally beneficial to the gardener, although they sometimes attack seedlings. They can be caught and removed, or chemical control can be used if really necessary. Caterpillars Caterpillars are the larvae of butterflies, moths and other winged insects. Their sole function is to eat plants until they are big enough to turn into adults. Caterpillars eat holes around the edges of leaves, but are not usually

interested in small seedlings. Caterpillars usually occur singly or in small numbers, so can be removed individually (and put in another part of the garden to complete their life-cycle if you like). Vine Weevil Larva Vine Weevils are flightless beetles with long noses which lay their eggs in soil, particularly in pots of plants and seedlings. The larvae are about half an inch long, fat and white with brown heads but no legs. They eat the roots of plants, and often the first you know about it is when your plants are dead. The grubs are resistant to many insecticides, but you can use a soil drench, or biological control (nematodes which transmit a fatal bacteria), or you can pick them out of your pots by hand. Cranefly Craneflies are rather elegant, long-legged insects that emerge in late summer from eggs laid the previous year. The female can lay up to 300 eggs, usually just below the surface, often in lawns but also in garden soil. The Craneflies themselves cause no damage to plants, except when they emerge and leave their larval cases embedded in lawns. Damage may also be caused by birds looking for the larvae. Leatherjackets These are the larvae of the Cranefly, and are dark brown tough-skinned grubs around an inch long, living just below the soil surface. They can cause damage to the roots and other underground parts of plants, particularly grasses in lawns. Leatherjackets can be encouraged to come to

the surface by watering the area and covering it with dark polythene. They can then be collected and disposed of. Fungus Gnat, Sciarid Fly One of the most troublesome pests in greenhouses, although it is mainly a nuisance to gardeners rather than a danger to plants. The Fungus Gnat is a small fly, breeding rapidly in warm conditions in leafmould, compost heaps and peat compost. The small larvae may damage plant roots. Fungus gnats can be dealt with by using sticky traps or an insecticide. Springtails Springtails are tiny insects that are often present in large numbers in pots, but may not be noticed until the plants are watered, when they jump all over the surface using their forked tails. They can damage the leaves, stems and roots of seedlings. Springtails can be dealt with by using an appropriate insecticide on the soil surface. These are only a few of the pests we find in our gardens and all can be dealt with in an organic way, or should the infestation become too great, then perhaps a more selective non organic method maybe required. ach month we receive different questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers. I am 45 years old and I am planning to move to Portugal. I am currently self-employed in the UK as an IT engineer and most of my clients are in the US. What and how will be taxed when I move my business to Portugal? Providing you were not resident in Portugal in the previous 5 years, you should be eligible to apply for the NHR (Non Habitual Resident) tax status. This will give you several tax benefits and exemptions. In your case, you have an eligible occupation, your maximum tax rate will be 20% irrespective of your level of income. If you register as self-employed under the simplified regime, the 20% will be levied on 75% of your gross income. You can benefit from a 12 month exemption for social security payments, but please note that after the 13th month, your social security contributions will be assessed each quarter, based on your level of income. As an alternative to this 15% effective rate (20% of 75%) you can also be taxed as 20% of your profit under the normal organised accountancy regime. However, please note that, in theory, this should only be an option if you have considerable investments to make at the beginning and/or if your costs are higher than 25% of your gross income. Please note that one of the options is to create a company, which is eligible to be on the fiscal

transparency, and which activity is one listed as per the NHR rules. In this case, you will be taxed at 20% and not the company and there will be no tax on the dividends because the fiscal transparency implies that the profit of the company is taxed in the personal sphere. This means that as the profit is already taxed, it can be transferred to the shareholder without any further taxation. We currently live in the US, but we are considering moving to Portugal later this year. Can you let us know if we will have to pay Social Security contributions on the whole income, such as dividends and capital gains from stocks and shares? When you move to Portugal, there is no obligation of contributing to the Social Security system, unless you work in Portugal, either as an employee, or as self-employed. This means that your investment income will not be assessed for Social Security purposes. Please note that once you become a resident, you will have access to the Portuguese Health System, but in order to apply for the D2 or D7 visa in Portugal, applicants will need to purchase travel insurance with health coverage for one year. Proof of this cover will be requested along with other documents when applying for the Visa. I am a Canadian citizen and became resident in Portugal last October, how does the split year treatment works in Portugal? What kind of income do I need to declare here and what are the relevant dates for the tax in Portugal? The tax year in Portugal is from January to December. It is the same as the civil year and the Personal Income Tax declaration (IRS) and needs to be submitted from the 1st of April, until the 30th of June.

In the years of departure and arrival, the taxpayer is considered a partial resident in Portugal and will need to declare his worldwide income here, for the period in which he is considered a resident in Portugal. In your case, it means that you need to declare the income for the period 01-10-2020 to 31-12-2020. During the period 01-01-2020 to 30-09-2020 you were non-resident in Portugal, therefore you only need to declare income obtained in Portuguese territory (employment in Portugal, property rental, sale of Portuguese property, etc). We moved from Sweden in 2020, my last day of work was September and we got our NHR in October. Can you let us know the tax on our pensions for 2020, for 2021 and for the future in case the Double Tax Agreement between Portugal and Sweden is ceased? As you became a tax resident after 31-032020, this means that you will be taxed on your pensions in Portugal at 10%. Please note that this 10% will be in place from 2020 until the end of the tax year 2029. If during this period the Swedish Government stops the Double Tax Agreement with Portugal, this won’t have any effect on your tax liability in Portugal. However, if you have a pension or other income from Swedish source, this should be taxed from the starting date in Sweden. The only solution is to try and restructure your investment, so that your income is moved from Sweden to another jurisdiction with a DTA with Portugal. Fitness, Fun, Friendship and Fundraising Club football is not only good exercise and great fun, raising cash for worthy causes is also high on the list

E

ast Algarve Football Club prides itself on helping people to get Fit, have Fun and make new Friends, by playing walking football and ‘normal’ running football. There is also a fourth lesser-known aspect to our activities, which is Fundraising for local good causes. When health regulations allow, we play football four days a week with each player paying to play and with a third of all takings being set aside for local good causes. As we often get 30 or more people at each session, these funds can soon add up. Organiser Jonathan Syed said. ‘the latest lockdown has been tough for so many people, good causes, and local businesses, so we’ve been keen to help all we can’. In the last few months alone, we have purchased food to support Len and Sandie Fry of Cabanas, who have been cooking hearty meals from their own home for up to 35 to 40 local people in need. Two of our star players, Charlie Cousins and Nobby Clarke have collected donations of animal food for dog and cat shelters in Castro Marim while first team players, Andy Smith and Karl Chapman have been busy helping refurbish the Leoes Club in Tavira. Other members such as myself have been volunteering at local dog shelters, and doing so much more. We've made food donations to various charities across the Algarve, a recent one

being when Andy Wilkings took a delivery to the President of the Freguesia de Altura, Fernanda Sousa. Funds were donated by both the football club and individual members, including Andy himself. We have recently paid the monthly medicine bill for a local lad suffering a severe illness and whose family have been struggling with day-to-day living. As a club we will not usually make monetary donations but we will purchase goods, items of equipment, and foodstuffs, and of course, wherever possible, freely give our time to help local causes. We have, in the past, paid for the printing costs for a book published to raise money for the Bombeiros. We hope to start playing again on the 3rd of May and you can find more details on our website at https://walkingfootballalgarve. com. Everyone is welcome, regardless of ability and fitness, and we have members – men and women - from all over the world, Portugal, Britain, Ireland, Spain, Sweden, and so many more. So the next time you see a group of slightly overweight middle-aged footballers in Tavira or Olhão, bear in mind it might well be us. Remember that we’re not solely having fun, getting fit, and making new friends, but raising funds so we can help others whom are less fortunate than ourselves and share our love for this beautiful part of the world.

Golf etiquette There is no etiquette on the golf courses anymore! “What?" I hear you say, “Of course there is.” “Not so.” Say I, “Not anymore.” “And why is that?”You ask “Because what used to be known as ‘etiquette’ is now incorporated in R&A, USGA, 2019, Rules of Golf, Rule 1.2 – Standards of Player Conduct.”

T

his covers all those things that ensure that you and fellow competitors have an enjoyable round. It also ensures that everyone is doing their bit to keep the golf course in the best condition possible. The only penalty that can be applied for breaking Rule 1 is disqualification from a competition. Perhaps club committees and golfing society committees should take note! Under Rule 1.2b, a committee may set its own standards of player conduct in a Code of Conduct, and becomes a local rule. This will establish penalties for the breach of these standards, such as, a one stroke penalty, general penalty or disqualification for acting contrary to the spirit of the game, i.e. serious misconduct. Under Rule 1, all players are expected to play by the rules including any local rules established by the club, club committee or society committee. There are many instances when knowing the rules can work to your advantage. You have to know the rules to ensure that they work in your favour. Let’s consider some aspects of etiquette that are now covered under ‘Standards of Player’ conduct. On the teeing ground – general behaviour? Stand at least a couple of metres away out of the line of sight of the player teeing off. If asked to ball spot, stand behind, but slightly to the left or right. Avoid doing anything distracting

such as, moving, talking and making any noises or similar. Be aware of your shadow and how it might affect others. This does not just apply on the teeing ground either. It may be that the teeing ground and greens are in close proximity and the noise from one can affect the stroke, putt or drive of the other. Not only tees and greens, but frequently one fairway runs parallel to another and noise from one carries at the speed of sound to the other, just at the top of someone’s back swing. You may say that this is obvious, but I can promise you it all happens, exactly as it did last Friday morning in the group I was playing with! There is the old Swiss proverb, “Speech is silver, but silence is golden,” well worth remembering on the golf course. The condition of the golf course - help maintain the course. There is an obligation under rule 1 to take good care of the course and some examples are outlined below. Pitch Marks – please repair these. Some clubs have gone round their greens placing golf balls on unrepaired pitch marks and placed photos on social media, a scary picture. Others have a sign near the green that says “MORT” which stands for “Make One, Repair Two.” If you are not sure how to correctly repair pitch marks, there are some excellent instructional videos on YouTube or ask your club professional. Divots - as you know, there is no relief from divots, so make it your custom to replace and repair divots, including those that you may

make on your practice swing. If your buggy carries sand and seed please use it. Bunkers – tricky during Corona virus times, but try to leave the bunker in the condition you would like to find it. Some clubs have a temporary local rule where you can lift and place, if in a footprint. However, this is not a general rule under the rules of golf. It is good practice to smooth out as best you can where there are no rakes available. Use another club, your feet or even hands to smooth out deeper indentations in the sand, after you have played your shot. Pace of play – As courses are quieter at the moment, this is no reason to slow down! Golf, however, is not a race to see who finishes fastest! A prompt pace of play means play “ready golf” whenever possible. Ladies, you do not have to wait for the men to tee off, play first, if safe to do so. It really is only in match play where you may decide whether it is appropriate or not. Some timing is critical, such as three minutes to search for your ball, play a provisional if ever in doubt. Fill in scorecards, select clubs while others tee off or play their shot. No one I have ever known likes wait for the group in front, so let faster groups through wherever possible. By developing awareness for everyone else on the golf course, you ensure you are not doing anything that may distract them and everyone, including you, has an enjoyable and competitive round.
