EN125 roadworks to be finished by next summer, maybe...
Plans to modernise Olhão's city centre released for public comment
T
he period for public discussion and individual comment about Olhão council’s detailed plan for the historic city centre started on October 28th and will run for a month. The Historic Zone Detailed Plan is available on the council’s website and at the town hall during office hours (09.00 to 16.30 Monday to Friday.) According to the council, one of the plan's objectives is "to ensure the rehabilitation of those buildings that are degraded or functionally inadequate, thus improving their living conditions and functionality." The aim, according to the council, is to modernise the city’s urban infrastructure, to promote the general improvement of mobility in particular, through better management of public space, public roads and other traffic areas and promote accessibility for all.
The documents can be found at: http://www.cm-olhao.pt/municipio/ documentos/category/32-plano-depormenor-para-a-zona-historica-dacity-of-olhao The public has until November 28th to submit complaints, comments and suggestions by submitting the form on the website to the President of the Municipal Council of Olhão. The plans include the raising of the roofline of selected buildings along the sea front Avenida 5 Outubro, the removal of selected old buildings, widespread repaving and the construction of a 20 metre viewing tower near the town hall which will overlook several recently renovated historic properties, significantly reducing their value and the enjoyment by the owners of their roof terraces.

P
ortugal’s Minister of Infrastructure, Pedro Marques, is in the Algarve and rather bravely has announced that the roadworks on the EN125 can resume by the end of the year, or early 2017, and may indeed be finished as early as next summer but it all depends on the successful renegotiation of the contract with Rotas do Algarve Litoral. "We are currently concluding negotiations with the concession holder. I wish to close these by the end of the year, so work can restart," explained Marques who is in the Algarve to meet the region’s mayors and business leaders to showcase the possibilities for European funding for the region. "When the negotiation is complete and when the necessary permits are obtained, the rest of the works, which are the responsibility of the concession holder, can go ahead and the government will be able to pay what is owed," said Marques. The minister suggested the Vila do Bispo to Olhão roadworks that have still to be completed "are quite limited," and should be completed “by the summer" - hopefully referring to summer 2017.

ARE YOU GLUTEN INTOLERANT
M
ore than 55 diseases have been linked to gluten, the protein found in wheat, rye, and barley. It's estimated that 99% of the people who have either gluten intolerance or celiac disease are never diagnosed. It is also estimated that as much as 15% of the US population is gluten intolerant. Could you be one of them? If you have any of the following symptoms it could be a sign that you have gluten intolerance Digestive issues such as gas, bloating, diarrhea and even constipation. I see the constipation particularly in children after eating gluten. Keratosis Pilaris, (also known as 'chicken skin' on the back of your arms). This tends be as a result of a fatty acid deficiency and vitamin A deficiency secondary to fat-malabsorption caused by gluten damaging the gut. Fatigue, brain fog or feeling tired after eating a meal that contains gluten. Diagnosis of an autoimmune disease such as Hashimoto's thyroiditis, Rheumatoid arthritis, Ulcerative colitis, Lupus, Psoriasis, Scleroderma or Multiple sclerosis. Neurologic symptoms such as dizziness or feeling of being off balance. Hormone imbalances such as PMS, PCOS or unexplained infertility. Migraine headaches.

Inflammation, swelling or pain in your joints such as fingers, knees or hips. Mood issues such as anxiety, depression, mood swings and ADD. How to test for gluten intolerance? I have found the single best ways to determine if you have an issue with gluten is to do an elimination diet and take it out of your diet for at least 2 to 3 weeks and then reintroduce it. Please note that gluten is a very large protein and it can take months and even years to clear from your system so the longer you can eliminate it from your diet before reintroducing it, the better. The best advice that I share with my patients is that if they feel significantly better off of gluten or feel worse when they reintroduce

it, then gluten is likely a problem for them. In order to get accurate results from this testing method you must eliminate 100% of the gluten from your diet. How to treat gluten intolerance? Eliminating gluten 100% from your diet means 100%. Even trace amounts of gluten from cross contamination or medications or supplements can be enough to cause an immune reaction in your body. The 80/20 rule or "we don't eat it in our house, just when we eat out" is a complete misconception. An article published in 2001 states that for those with celiac disease or gluten sensitivity eating gluten just once a month increased the relative risk of death by 600%. FERNANDO PESSOA: THE POET OF MANY MASKS As Tavira celebrates the work of the poet and writer Fernando Pessoa and especially his heteronym Álvaro de Campos with a two month festival, we introduce the literary genius.
F
ernando António Nogueira Pessoa was born in Lisbon in 1888, died there in 1935, and did not often leave the city as an adult, but he spent nine of his childhood years in the British-governed town of Durban, South Africa, where his stepfather was the Portuguese consul. Pessoa, who was five years old when his natural father died of tuberculosis, developed into a shy and highly imaginative boy, and a brilliant student. Shortly after his seventeenth birthday, he returned to Lisbon to enrol in the university-level course of Arts and Letters but dropped out after two years without having sat for any exams. He preferred to study on his own at the National Library, where he systematically read major works of philosophy, history, sociology and literature (especially Portuguese) in order to complement and extend the traditional English education he had received in South Africa. His production of poetry and prose in English during this period was intense, and by 1910 he was also writing extensively in Portuguese. He published his first essay in literary criticism in 1912, his first piece of creative prose (a passage from The Book of Disquiet) in 1913, and his first poems as an adult in 1914. Living sometimes with relatives, sometimes in rented rooms, Pessoa supported himself by doing occasional translations and by drafting letters in English and French for Portuguese firms that did business abroad. Although solitary by nature, with a limited social life and almost no love life, he was an active leader of Portugal’s Modernist movement in the 1910s, and he invented several of his own movements, including a Cubist-inspired ‘Intersectionism’ and a strident, quasi-Futurist ‘Sensationism’. Pessoa stood outside the limelight, however, exerting influence through his writings and in his conversations with more conspicuous literary figures. Respected in Lisbon as an intellectual and a poet, he regularly published his work in magazines, several of

which he helped to found and run, but his literary genius went largely unrecognized until after his death. Pessoa was convinced of his own genius, however, and he lived for the sake of his writing. Although he was in no hurry to publish, he had grandiose plans for Portuguese and English editions of his complete works, and he seems to have held on to most of what he wrote. In 1920 Pessoa’s mother, after the death of her second husband, returned from South Africa to Lisbon. Pessoa leased an apartment for the reunited family – himself, his mother, his half-sister and two half-brothers – on the Rua Coelho da Rocha, 16, which is today the Casa Fernando Pessoa. This is where Pessoa lived for the last fifteen years of his life – part of the time with his mother, who died in 1925, and sometimes with his half-sister, her
12
husband and their two children, but he also spent long periods by himself. (Pessoa’s half-brothers emigrated to England in 1920.) Family members have reported that Pessoa was affectionate and good-humoured but resolutely private. No one realized how vast and varied a written universe was contained in the large trunk where he deposited his writings over the years. The contents of that trunk – which today constitute the Pessoa Archives at the National Library of Lisbon – include over 25,000 manuscript sheets of poetry, prose, plays, philosophy, criticism, translations, linguistic theory, political writings, horoscopes and assorted other texts, variously typed, hand-written or illegibly scrawled in Portuguese, English and French. Pessoa wrote in notebooks, on loose sheets, on the backs of letters,

advertisements and handbills, on stationery from the firms he worked for and from the cafés he frequented, on envelopes, on paper scraps, and in the margins of his own earlier texts. To compound the confusion, he wrote under dozens of names, a practice – or compulsion – that began in his childhood. He called his most important personas ‘heteronyms’, endowing them with their own biographies, physiques, personalities, political views, religious attitudes, and literary pursuits. Some of Pessoa’s most memorable work in Portuguese was attributed to the three main poetic heteronyms – Alberto Caeiro, Ricardo Reis and Álvaro de Campos – and to the ‘semiheteronym’ called Bernardo Soares, while much of his vast output of English poetry (along with some prose) was credited to heteronyms Alexander Search
www.eastalgarvemag.com
and Charles Robert Anon. His one French heteronym, Jean Seul, wrote satirical essays. The many other alter egos included translators, short story writers, an English literary critic, an astrologer, a philosopher, a friar, and an unhappy nobleman who committed suicide. There was even a female persona: a hunchbacked consumptive named Maria José, who was helplessly in love with a metalworker who passed by every day below the window where she always sat, gazing and dreaming. Today, more than seventy-five years after Pessoa’s death, his vast written world has still not been completely charted by researchers, and a significant part of his prose writings are still waiting to be published. ÁLVARO DE CAMPOS, TAVIRA
Á
lvaro de Campos was one of the poet Fernando Pessoa's various heteronyms, widely known by his powerful and wrathful writing style. According to his author, this alter ego was born in Tavira, Portugal, studied mechanical engineering and finally graduated in ship engineering in Glasgow. After a journey in Ireland, Campos sailed to the Orient and wrote his poem "Opiario" in the Suez Canal "onboard". He worked in 'Barrow-on-Furness' (of which Pessoa wrote a poem) and Newcastle-on-Tyne (1922). Unemployed, Campos returned to Lisbon in 1926 (he wrote the poem "Lisbon Revisited"), where he lived ever since. He was born in October, 1890, but Pessoa didn't put an end to the life of Campos, so he should survive
his author who died in November, 1935. Campos' works may be split into three phases: the decadentist phase, the futuristic phase and the decadent phase. He chose Whitman and Marinetti as masters, showing some similarities with their works, mainly in the second phase: hymns like "Ode Triunfal" and "Ode Marítima" praise the power of the rising technology, the strength of the machines, the dark side of the industrial civilization, and an enigmatic love for the machines. The first phase (marked by the poem "Opiário" shared some of its pessimism with Pessoa's friend Mário de SáCarneiro, one of his co-workers in Orpheu magazine. In the last phase, Pessoa drops the mask, and reveals through Campos all the emptiness and nostalgy that grew during his last years of life.

Tavira'S CARETAKER L
ast month, Tavira President Jorge Botelho talked about his love of his native city and his plans for its continued development. Now in part two of his interview with journalist Tony Johnston, he talks about Brexit, the threat to the region from oil and gas exploration and how he escapes from the pressures of his job. Only one topic has been on the lips of the many Brits who have set up home in the eastern Algarve this year. The vote to leave the European Union in June left many expats concerned about just what the future will hold without the protection of free movement and the single market. The mayor of Tavira, Jorge Botelho, has some reassuring words to help calm at least some of those fears. “The British people chose Brexit, but for us nothing changes,” he explained in English which has been honed on many trips and holidays to London. It is his favourite vacation spot he explained as he talked warmly of the close bonds that have existed between the UK and Portugal over many centuries. “We will all continue to be Europeans. OK, when Brexit happens you are not from the Eurozone, but the relationship between the English
www.eastalgarvemag.com
people and the Portuguese is much more ancient than the Eurozone. “I can see no problem at all. It is a matter that concerns the Eurozone for sure, for the English people they choose what they want for this life. But history is too long to fix it in a question of Brexit or no Brexit. For me, nothing changes.” If Brexit isn’t near the top of his intray in his office inside the Câmara building on the Praça da Republica, the concerns over oil and gas exploration definitely are. No visitor can have avoided seeing the “Diz não” or “say no” signs in many shop windows across Tavira protesting about plans to explore for carbon fuels across the region. Mr Botelho explained he is among those vociferously saying no. “It is a crazy thing,” he said. “I support all the movements that are against the exploration for the oil in the Algarve.” As well as being the mayor of Tavira, he also chairs the Algarve Municipalities Association, a council of 16 parishes across the south. All 15 other Mayors in the region are also working to prevent exploration for oil and gas taking place. Mr Botelho’s workload from effectively having two public roles means a hectic lifestyle that leaves little time to relax.
Part II of our meeting with the president of Tavira, Jorge Botelho.
When he does get free time though, the place he chooses to head to first is Tavira Island. Alternatively, he might be seen enjoying one of his two favourite restaurants in area, Noéla and Jeronimo, in Cabanas or the Gilão in Tavira. “We are lucky to have many fine restaurants in the area,” he said. “Relaxing when you are the mayor is not easy. This is a role that takes seven days a week. At the weekend there are many communities, associations and people who make invitations to me. Everything is engaged to make you occupied seven days a week.” The workload isn’t deterring him from seeking a third and final fouryear term of office in the elections next October. Only then will he be interested in addressing how he would want to be remembered. His aim, he explains, is to make Tavira the best city in the Algarve and to see the many improvements he has overseen so far continue to develop. “I want more employment, better social conditions and to help more of the people that have difficulties in this life. That is the idea.” He will be hoping the electorate agrees that his contribution to date has been positive for the East. Tony Johnston

Stylish and cosy, Reilly's brings a fun, professional additional hotspot to the charming town, with the typical Irish 'craic' and an eventful program of entertainment. Damien from Trim, Co. Meath, Ireland met Claire from Glasgow whilst performing in Albufeira in 2013. Damien was working his 5th season and Claire was on holiday. For a few years they returned for the summer season whilst having their main home back in Ireland, but had always dreamt that one day
www.eastalgarvemag.com
they would make the Algarve their permanent home. The time was now right and the key was to find the right venue and create the true Irish feel of a country bar having a homely, fun atmosphere. Reilly's is just a 2 minute walk from the tranquil river bank, at the military bridge, right in the center of town. After completing the necessary decoration and filling the space with traditional fixtures and lighting to create the fun-filled atmosphere, they opened in March 2016. Damien learned to play guitar in his home town and in the early days he had the opportunity to learn and play with Barney McKenna, one of the original members of the Dubliners. He plays everything from traditional Irish, old school classics to modern
music, sure to please any of their diverse variety clients, whether it's the Portuguese locals, the resident expat community or the many visitors to the town. The bar is filled with a mix of people with a friendly environment. Damien has no set gig and always invites requests from his audience. All their hard work has now put Reilly's bar proudly at the top spot on trip advisor and now has an extensive entertainment program to delight any group or individuals through the week. Tuesday is quiz night and is a great fun night for all, with very interesting and diverse rounds such as 'name that tune' (a sample of music played live by the house musician). A 'visual image' round where famous people
21
People and places are placed on the house TV system to be identified. A 'taste and smell' round where a small sample of an alcoholic beverage needs to be identified, as well as different herbs and spices, charades, crazy questions and general knowledge. Wednesday is CURRYOKE NIGHT; A great evening which includes, home made chicken or vegetable curry, rice, chips , and a draft beer for just 5 euros, karaoke from 6pm. Thursday night is cabaret night and Friday is acoustic night with live music from the house musician as well as local entertainers. On Saturday and Sunday Reilly's are open from 12a.m. showing all sporting events on large multi screens, including live premiership rugby, golf and football with results throughout the day. On Saturday night you'll find live music followed by DJ, and Sunday evening there is an acoustic session from 7 pm. A Guinness fan, Damien is passionate about making sure that their clients experience the closest

pint to one you'd expect in Dublin. The Guinness comes straight from St James's Gate and he ensures the humidity is correct to produce the right texture and creaminess. As well as an international bar serving all main drinks as well as cocktails, tea and coffee etc., they have an extensive choice of premium Irish whiskeys, including Middleton and Redbreast to many connoisseurs,
the finest Irish whiskeys available. Families are welcome to enjoy the stylish lounge area to relax and maybe have a bite to eat. Reilly's recommend their speciality chicken wings, with either honey and barbecue or blue cheese sauces or a variety of toasties or chips. Private parties can be arranged to celebrate any special occasion and with the help of Claire and Damien
any requests can be arranged. An impressive bar with a friendly ambience, good light and sound, we thoroughly recommend a visit. Opening times: Mon to Fri 6 till late. Saturday and Sunday 12 till late. Entertainment starts around 9pm. Facebook 'Reillys Irish bar Tavira' Instagram and Twitter. www.reillysirishbartavira.com Telephone 966 198 411.

aving spent your holidays in the Algarve for many years, it is obvious you like the place. It is well possible you have thought about owning your own place in the sun one day, while daydreaming on the beach. Property prices which peaked in 2008 fell on average 40% and only started to bottom out in 2014. The subsequent recovery in prices in 2015 of 5% and our forecasted 7 to 9 % price increase for 2016 still leaves the market well below 30% of the previous peak. This can still be the right time to make your dream come true. From an investment point of view there is limited downside to property prices after the correction which started in 2009 and lasted for 5 years, while the interest on your savings can hardly keep up with inflation. Plummeting interest rates have made keeping money in saving accounts a less attractive proposition. Actually, after tax and inflation you should not be surprised to have a negative yield on your savings. This is the price you pay for being risk averse. While for most people there is nothing wrong with this strategy during turbulent times, one could argue that the worst of the financial crisis in Europe is well behind us and markets have stabilised. Therefore staying risk averse for too long can seriously erode the purchasing power of your savings. This is a direct result of the ultra loose monetary policy of the ECB. There are no signs that the ECB will change monetary policy soon as core inflation is still well below target (of 2%). Furthermore, the Euro zone economic recovery is steady but slow at 0.4% economic growth. The ECB sees potential downside risk from Brexit and the increasing political uncertainty fuelled by populist movements at a

Although the days where one could find a bargain with a yield of 15% and more in rental income are gone, there are still good opportunities out there in both urban and rural areas with a rental return of 6 to 8%. Planting by the MOON
www.eastalgarvemag.com
Gardens
All you need to know about gardening in accordance with the phases of the moon, by Janet O'Shaughnessy.
P
lanting by the moon is an idea as old as agriculture, based both in folklore and superstition, but there are scientific ideas to back it up. The Earth is in a large gravitational field, influenced by both the sun and moon. The tides are highest at the time of the new and the full moon, when sun and moon are lined up with earth. Just as the moon pulls the tides in the oceans, it also pulls upon the subtle bodies of water, causing moisture to rise in the earth, which encourages growth. The highest amount of moisture is in the soil at this time, and tests have proven that seeds will absorb the most water at the time of the full moon. At the new moon, the lunar gravity pulls water up, and causes the seeds to swell and burst. This factor, coupled with the increasing moonlight creates balanced root and leaf growth. This is the best time for planting above ground annual crops that produce their seeds outside the fruit. Examples: lettuce, spinach, celery, broccoli, cabbage, cauliflower, and grain crops. Cucumbers like this phase also, even though they are an exception to that rule. In the second quarter the gravitational pull is less, but the moonlight is strong, creating

Gardens
strong leaf growth. It is generally a good time for planting, especially two days before the full moon. The types of crops that prefer the second quarter are annuals that produce above ground, but their seeds form inside the fruit. Mow lawns in the first or second quarter to increase growth. After the full moon, as the moon wanes, the energy is drawing down. The gravitation pull is high, creating more moisture in the soil, but the moonlight is decreasing, putting energy into the roots. This is a favourable time for planting root crop; Beets, carrots, onions, potatoes and peanuts. It is also good for perennials, biennials, and bulbs and transplanting because of the active root growth. Pruning is best done in the third quarter, in the sign of Scorpio. In the fourth quarter there is decreased gravitational pull and moonlight, and it is considered a resting period. This is also the best time to cultivate, harvest, transplant and prune. Mow lawns in the third or fourth quarter to retard growth. Lettuce, spinach and corn salad as leaf types. Beans, peas, cucumbers and tomatoes as fruit seed types. Zinnias, snapdragons and
36
asters are air crops. Crops respond well when planted in the appropriate sign for their type of plant. There are some exceptions, however. Some plants seemed to favour signs other than what would appear to be logical; for instance the brassica family, (broccoli, cauliflower, etc.) which one might consider flowering
types, seemed to favour water signs. Cucumbers sown on leaf days had strong leafy growth, but did not produce many flowers. Lunar planting is heightened when planted in organic soil that had not been treated with chemical fertilizer or pesticides. Plants sown in the correct combination of the best lunar phase and sign show increased vigour, due to having all the best influences. They are growing at an optimum rate and are not as prone to setbacks that would affect less healthy plants. Harvests are often quicker. The Moon moves through the signs of the Zodiac in the heavens every couple of days. Different signs are associated with an element of earth, air, fire or water. When the Moon is in a water sign it is the most fertile time for planting. Different types of plants have favourite signs too, such as leafy plants prefer the water signs. The fertile water signs are Cancer, Pisces, and Scorpio, and are best for planting above ground, leafy annuals. Planting by the Signs The Earth signs, Taurus, Virgo and Capricorn, are also very fertile

and good for planting. The root is the part of the plant associated with earth signs, so it is especially good for planting root crops, or for transplanting to encourage root development. Air signs work well for some plants, but are generally barren and dry. Libra is an exception to that rule, and is semi-fertile and good for blooming flowers and herbs. Flowers are the part of the plant associated with air signs. Melons like Gemini, and onions respond well in Aquarius. When the Moon is in an air sign it is a good time to harvest and cultivate. The fire signs of Aries, Leo and Sagittarius are very barren and dry, but may be used for crops grown for their seed. Because it is barren, Leo is a good sign for weeding and cultivation, so seeds won't sprout. It is also good to harvest during a fire sign. Some plants have better results with a certain sign or element. Other garden chores have preferences for the sign also, such as pruning in Scorpio, weeding in Leo. Harvesting in the dry air and fire signs in the fourth quarter helps preserve fruit and vegetables for storage. In between signs the Moon is void of course, which is a good time to

take a break and enjoy the fruits (and vegetables!) of your labour Aries A fire sign. barren and dry. Harvest root and fruit for storage. Cultivate, destroy weeds and pests. Taurus An earth sign. Productive and moist, second best for planting and transplanting. Good for root crops and potatoes, especially when hardiness is important. Also a good sign for leafy vegetables such as lettuce, cabbage and spinach. Gemini- An air sign. Barren and dry. Harvest root and fruit for storage. Cultivate, destroy weeds and pests. Melon seeds respond well in this sign. Cancer- A water sign. Very fruitful and moist. The best sign for all planting and transplanting. Also good for grafting, and irrigation. Leo- A fire sign. Very barren and dry. Cultivate, harvest root and fruit for storage. An excellent time to destroy weeds and pests in the fourth quarter. Virgo- An earth sign. Barren and moist. Some flowers and vines are favoured by it. Cultivate and destroy weeds and pests. Libra- An air signs. Semi-fruitful and moist. Best sign for planting beautiful and fragrant flowers, vines and herbs. What’s Changed For Pensions Since Brexit?
F
or many expatriates, their pension is the key to a good retirement. With Brexit imminent, should you be concerned about yours? The State Pension The entitlement for expatriates in Portugal to annual increases in State Pension payments may change post-Brexit. Britons resident in non-EU countries like Australia and Canada, for example, are not eligible. The government could extend this beyond the EU, as they do now for British retirees in the USA and Jersey. However, difficult economic conditions may encourage costcutting measures like removing this benefit from non-UK residents. Defined contribution pensions Here, what you receive depends on how much has been paid into the pension scheme. Hymans Robertson estimate that three-quarters of these pensions – 10% more than pre-Brexit – may not provide enough income for a comfortable retirement. Lower interest rates, weaker growth and an unsettled currency mean people now need to save more, or for longer, to get the same as before Brexit. The cost of buying an annuity, for example, has increased by up to 30%. However, Brexit has not affected how you can access or transfer defined contribution pensions. While there is speculation that the government may introduce an ‘exit tax’ on transfers, this is not certain. Defined benefit pensions This type of pension guarantees a proportion of your salary for your entire retirement. The cost of providing these pensions has soared as returns
38
from assets underpinning them – mostly UK bonds – have shrunk. This, coupled with increased life expectancy, presents a funding shortfall for many providers. BHS, with its £571 million pension deficit, shows how companies with insurmountable deficits can fail. To reduce future pension liabilities, many companies are offering large pay-outs for members to cashin early. These can reach over 30 times the annual income due on retirement. Some speculate that the government may introduce changes to make ‘Brexit bonus’ withdrawals harder. In the meantime, members could be tempted to transfer without understanding the longterm implications. Should you take any action? While so far Brexit has not significantly affected pensions, this is a good time to take personalised financial advice on your options. You could consider transferring a defined contribution pension to a Qualifying Recognised Overseas Pensions Schemes (QROPS) to take advantage of tax-compliant opportunities in Portugal. A QROPS can also offer currency flexibility to insulate pension income from sterling volatility. Specialist advice is important to establish if QROPS is right for you, find a suitable product and navigate complex cross-border tax issues. Advice is critical for defined benefit pensions. Transferring has risks and you could be better off in the scheme rather than taking a pay-out. An adviser can help you weigh up the advantages and disadvantages. While you may not need to do anything now, with uncertainty
ahead it is worth reviewing your overall financial planning. A locallybased adviser with cross-border experience can help you keep up with developments that may affect you as an expatriate in Portugal. Managing your International payments
o you think the GBP can weaken anymore?? I hear many people discussing this, and many people ask me that question. The simple answer is we don’t know;I would love to have a crystal ball and see what is going to happen, but sadly I don’t. However, what we do know is that we will continue to see a volatile market. The UK Prime Minister has announced that ‘Article 50’ WILL happen by March 2017. With the levels we are seeing for the GBP, the markets could have already taken this into consideration. As worldwide markets are ‘uncertain’ (as well as the UK) about what course ‘Brexit’ will take and what agreements will transpire, we
are seeing that they aren’t willing to invest in the GBP as much. This is why we are seeing it at these lower levels. Put simply, if a country is politically and economically stable, investors tend to favour that currency, as it is a lower risk. Demand is high for that currency and it becomes stronger. For those wishing to transfer Euro’s back to GBP, now could be the time as this current climate is most favourable. Writing this article, the level is around 1.11 on the interbank rate. Many maybe waiting for parity; we don’t know if this will happen. All I can say is, when we had levels of 1.40 for GBP/EUR many were waiting for 1.45 – this didn’t happen. Whether you are buying or selling a stronger currency, it is important to
talk to your currency broker. We can put strategies in place to help you against the fluctuations and work with your budget. At Premier FX we tailor our service to you. We treat each person as an individual, and discuss your needs and work out the best options for you. Tax changes for 2017: how the new state budget may affect you
he presentation of the new state budget, not yet approved and subject to changes, brings some good and bad news. We will try to show some of the major proposed changes for 2017. First of all, there are new taxes that will be created, such as the case of additional IMI tax will now be levied on taxpayers who have real estate assets above 600,000 euros, and the new fat-tax which will focus on soft drinks. At the same time, the tax will also make more expensive the use of tobacco or alcohol. IRS brackets will be updated and surcharge eliminated The levels of annual income tax base that are used by tax authorities to calculate the IRS that families have to endure will change. The rates to be applied remain the same, the number of steps as well (five) but the values that are considered in each category have been updated to
40
reflect the rising prices of goods and services. The new brackets mean less rentention on source and more money to the employee. The IRS surcharge seems to come to an end in 2017, but this will be phased, depending on the income of taxpayers. The higher the income of a taxpayer, the later he will stop paying the surcharge. New tax on real estate assets above 600,000 euros As previously announced in the media, the proposed state budget for 2017 includes a new tax entitled "additional" to the tax on real estate", also known as IMI. This new tax will focus on taxpayers who have a portfolio of real estate assets, higher than 600 thousand euros. In the case of joint ownership, the level on which the new tax will be taxed is 1, 2 million euros (600 thousand euros x 2). Thus, the value that exceeds the threshold set a rate of 0.3% is applied.
Practical example: If a taxpayer who has five properties with a book value set of 800.000 euros. The value clears up as follows: (800 thousand euros - 600,000 euros) x 0.3% = 600 euros But beware: Not all owners will be required to pay this new tax. The proposed law states that are excluded urban buildings classified as industrial, as well as licensed for tourism. This new tax will be payable in September and will revert to the Social Security. Owners of local lodging will pay more tax on their short term lets The owners of local accommodation properties registered for shortterm lets (AL) will have to face a tax increase in 2017. So far the non-residents owners were paying 3.75% of tax on their gross rentals and will pay from now on 8.75%. This tax increase will only be noticed in their IRS bill for 2017, which is payable in August 2018.

The tables have been updated, which results in an average 0.8% increase that vehicle owners will have to bear next year with this tax. Tax on new vehicles (ISV) will increased by 3% Buying a car will also be more expensive next year, this is due to the new values of the vehicle tax (ISV) which are included in the final price of the cars. A new tax on sugary drinks From next year soft drinks with added sugar or other sweeteners will become more expensive. This is because the government has decided to create a new fat-tax. The rates to be applied vary depending on the sugar levels of the drinks in question. It’s estimated that soda prices may rise between eight and 16 cents. Tobacco will become more expensive Similar to what had happened in 2016, next year the tax on tobacco will be raised. Cigars, cigarillos and

electronic cigarettes incur a tax increase. A pack of cigarettes with a value less than 4.70 euros may become more expensive between five and 10 cents. Tax on alcoholic beverages is compounded Drinking some alcoholic drinks such as beer or spirits, will be more expensive in 2017. Similar to what happened in 2016, the tax increases in these products. The tax increase is 3%. But not all alcoholic beverages feel this measure, as wines are not included. We drink to that, cheers! People with disabilities are going to pay less IRS The proposed State Budget for 2017 reduces the tax for people with disabilities. private investors. In total, taxpayers may deduct 25% of the investments made in each year until the limit of 40% of their IRS bill. IRS submission Last but not least, another novelty is related to the IRS deadlines. The IRS shall be submitted at the same time, irrespective of the category of earning. The dates for the IRS 2016 submission will be from April the 1st to the end of May.

Olhanense (white) battle against Benfica without success
Pointless run continues

All the latest local sports news from Chris Wright.
lhanense continue to under whelm their fans as they extended their losing run to nine consecutive league games. This has been the club’s worst start for 53 years when it was the 20th game of the 196364 campaign before Olhanense recorded their first victory! The only ray of light in a sombre October was the-third round Portugal Cup victory at Fà tima where the ten men of Olhanense held on to win 2-1 and make it to the last thirty-two. In the fourth round they will travel to Sintra on the weekend of the 19th/20th November to play non-league Real SC who caused an upset by beating Primeira Liga Arouca in the previous round. Luigi Agnolin, President of the Olhanense professional football section, has confirmed the appointment of Giuseppe Bifulco as Director of Football. 50-year-old Bifulco has worked at Italian Serie A side Napoli as well as Bellinzona, Roma, Verona and Spezia Calcio.

n Sunday 13th November football fans in the Algarve will have an opportunity to salute the Portugal team as they take on Latvia in their World Cup qualifier at the Algarve Stadium. In their last two games the team has racked up twelve goals. Cristian Ronaldo scored four against Andorra whilst FC Porto’s 21-year-old goal scoring sensation André Silva netted a hat-trick against the Faroe Islands. Former Manchester United favourite Nani could be making his 106th appearance for Portugal.
purs legend and England international Graham Roberts and his team of cyclists received a rapturous reception at Centre Algarve following their epic ride from Malaga to Moncarapacho. 57 yearold Graham, patron of Centre Algarve special needs holiday centre at Moncarapacho, together with former West Ham star and N. Ireland international Steve Lomas, John Parkhouse, Ash Maloney and Jack Parkhouse have so far raised over £15,000. The team set off from Malaga Football Club in high spirits but tragedy struck when John Parkhouse had a disastrous crash which resulted in hospitalisation and subsequent surgery. At John’s insistence, son Jack Parkhouse continued with the epic adventure which saw the team clock up over 400kms before reaching their destination. Andy Mahoney, whose vision and drive has created the unique centre, said, “this was a tremendous achievement and shows the total commitment of our supporters. Graham’s enthusiasm and dedication to our aims and goals is truly remarkable.” To find out more about Centre Algarve and how you can help, go to: www.centre.algarve.org

The 40-Yard Bunker Shot This months tip from Assistant Professional at Monte Rei Golf, Bradley Dye.
T
he dreaded 40-yard bunker shot is one of the most difficult shots around to execute in the game of Golf. Shane Lowry Quoted “As a Tour pro I’d be happy to get it inside 15 feet from here.” Most amateur golfers would take out their sand wedge or lob wedge and play it as a longer bunker shot, which would make them swing harder at the ball with a longer swing, but the result will end up with the ball still in the bunker or could catch it clean and clear the green. The percentage play, and method I would advise for amateurs would be to take a less lofted club such as a gap wedge or pitching wedge and play a splash shot to get the required distance, without having to make a longer swing with a more lofted club. Still keeping the same principles as

2 As shown in picture 2, position your hands behind the ball. This will maintain bounce throughout the shot and stop the club digging into the sand and you duffing the shot. 3 As shown in picture 2 have the shaft more central and lined up with your belt buckle instead of leaning it towards the target. This will add loft to the club and ensure that you clear the bunker lip and the ball will travel the required distance, instead of taking too much sand and not hitting the ball the required distance. a greenside bunker shot, committing to the shot and striking the sand around 2 inches behind the ball to get the required trajectory and contact. Three simple tips to execute this shot correctly are: 1 Open the club face up. This will allow the ball to climb up the face more and produce a higher trajectory and produce more spin on the ball and most importantly clear the bunker lip.
