Hottest October for 87 years

O

ctober was the driest month for 20 years and the warmest one for 87 years with an average maximum temperature 5°C above the normal value. The Portuguese weather service reports that October 1931 was a tad hotter than the one we have just had, with the 15th October being the hottest.

MPs approve Alcoutim-Sanlúcar bridge between Portugal and Spain

T

he Portuguese Communist Party, always keen to welcome brothers from over the water, submitted a petition to parliament to have a bridge built between Alcoutim and Sanlúcar, in Spain, which has been approved. Contracts can be drawn up with the Spanish and Andalucian authorities to build the bridge, which is "vital for the economic and social development of the northeast Algarve." The construction of a bridge should have a major impact on the local economy by bringing tourism and trade. The communists say that this is a "first step towards the realisation of an old request from of the populations on both banks of the river Guadiana. This will combat the process of depopulation and demographic aging that has affected the northeast of the Algarve for some decades." In July 2013, the Communists presented a draft resolution to parliament, recommending the construction of a second Guadiana International Bridge between Alcoutim and Sanlúcar: this petition failed.

Olhão council to buy up city centre houses for locals

lhão council is entering the private property market, as the mayor announces a €1 million spend on buying houses in the old part of the city, doing them up and renting or selling them to young couples. The typical Levant and Barreta areas of the city, for decades ignored totally by successive administrations, have become the favourite zones for what the council describes as ‘foreign investors.’ The idea, says mayor António Pina, is to keep "the soul" of these neighbourhoods which already are undergoing a multimillion euro transformation with hundreds of crumbling, unwanted buildings being renovated with private capital at zero cost to the council or to ratepayers. "Tourism has very good things, it generates jobs and even better incomes. But there is also its reverse. Right in the historic area, much sought after by foreigners to purchase and renovate homes. They are welcome, but we have to be careful in the medium/term so that these areas are not decharacterised from the point of view of the resident and local populations," Pina said in an interview with Sul Informação.

The council, "will use this million euros to buy some houses that are still abandoned, to repair them and then rent them or sell them to young couples in Olhão." Young married couples living in the municipality for ten years or more may apply to live in these houses. This is just one of the measures that the re-elected mayor, António Pina and his team have planned for the four years ahead. One of the key areas long ignored by the council is basic sanitation, one of the city’s inexcusable problems which has been discussed at length while the sewage continues to flow from beneath the city into the Ria Formosa lagoon. “Six million euros worth of works are already underway,” crows the mayor who lists non-city centre areas that are to get some investment, including the island of Armona, where there are 940 properties. The main and long-standing problem is the discharge of sewage through the rainwater drainage system under the city centre. This has added to the situation that has given Olhão the well-deserved reputation intermittently of smelling of sewage. This is the sewage that ends up in the

Ria Formosa, "a challenge,” says Pina, “that we must try to solve by the end of this mandate," conveniently forgetting his promises four years ago urgently to sort out this problem with a special fund being set aside for the necessary work. "We have already reduced illegal sewage discharges into the rainwater drainage network by about 20%. But this is a meticulous and costly job as we are talking about a network that has been laid down over the years. But this is an investment that we have to make, because our riverside front, especially with the investments that will be made, is not in line with illegal sewage flows," explained the mayor, outlining the major criticism of his previous four year mandate. As for the new waste water treatment plant in the open countryside between Olhão and Faro, this is halfway finished and when it is commissioned, the old sewage farm can be decommissioned, which should cut down on the smell a bit. When this happens, "we will make an environmental recovery intervention in the old sewage settlement ponds and throughout that area, for public enjoyment and bird watching," said Pina.

ith the table with flexion-distraction system, the patient is lying down during treatment; the table is set to antalgic position so that the treatment is completely painless. Ten effects of this technique flexiondistraction are: • The space of the posterior disc height increases; • Flexion decreases protrusion (forward displacement) of the disc and reduces stenosis (spinal canal compression); • The bending stretches the yellow

ligament to reduce stenosis; • Flexion opens the spinal canal by 2 mm (16%) or 3.5 mm to 6mm; • Flexion increases the transport of metabolites to the disk; • Flexion opens the apophyseal joints and reduces the strain on the rear disc; • The intra-disc pressure drops in the draw to less than 100 mmHg. • The flexion-distraction increases the diameter of the spinal canal. • Opening of the intervertebral foramen, providing space for nerve and dorsal root ganglia. • Decreased local edema The latest technology associated is specialized in training and experience. Treatments such as back pain, lumbar sciatic pain, sciatica and hernias are the most common health problems. Everybody will suffer these conditions at least once in their life. Casa do Povo

A HUB of Activities

There's always something to do at Casa do Povo in Moncarapacho. We catch up with them to hear about the work they've been doing since our last visit in 2015 and also their exciting future plans.

A

few miles inland from the stunning coast lies the small quaint town of Moncarapacho and at the heart of the community is Casa do Povo. This month we are delighted to have an update from Tina Weiss. Casa do Povo has seen the membership with the Estragerios (foreigners) grow enormously and is looking forward to exciting times ahead! The hard working team includes Tina, Paula, Felipe, Helena, Veronica, and Donna Bernadette with her ladies, Dalia, Alvor and Amoure. Together with the many members of CDP (Casa do Povo) and under the

stewardship and the direction of the President, Joaquim Fernandes CDP is becoming well known for its vast array of activities and programs. Linda Cree from AFPOP (the association of foreign residents in Portugal) has been very supportive with regular newsletters going out to raise the profile to an extended audience and funds have been raised for a new fridge, shades and for a new oven. Casa do Povo now has a trip advisor profile and extends a warm welcome to all visitors to take a look at the facilities as well as the the stunning views it has of Moncarapacho and beyond to the sea.

evenings with free nibbles. Spice Night Friday evenings Sunday Roasts as well as popular Presidents lunches. Tina says: "With the tremendous hard work of myself and Donna Bernadette, you will find I am the face that enthusiastically meets and greets people who come into see Casa do Povo and Donna Bernadette is involved in making costumes, crafts and a lot of conversation. She is like a pocket battleship running around stylishly in her sunglasses and trim outfits". In the engine room, making things tick is Paula, Felipe, Helena and Veronica; nice to see such cheery faces in the morning and very helpful people who will help with questions or I will be more than happy to show you around. Pedro Fernandes, who is a fully qualified Physiotherapist with a

professional presence in Tavira, is kind enough to do 4 sessions a week, which includes Pilates and PNF CHI. His classes are very well attended and people look forward to coming. Nearly three years ago the President asked if Mark could help in the kitchen. Food is available to members and their guests and Casa do Povo´s kitchen is getting a reputation for good, honest, International food. One of the trademarks is the `Aircraft Carrier´, a huge piece of Cod in a beer batter... if you like the idea of a 750 gramme -1 Kilo piece of Cod with fresh home made chips... make an enquiry; there are also different portion sizes available. There are three ladies who help run the Line Dancing, Carol, who occasionally graces us with her presence, jet setting in from Warrington or getting chauffeur

driven by Walter. Lynne and Christine (who have extensive dance experience) are kind enough to come in and help teach on a regular basis as well. David Denman has taken up the cudgels for Scottish dancing after the sad death of John Stansbie and has done very well. One of the originals, Monica Stansbie is motoring on. Ruhlinda and Mad Frankie are teaching and embracing the absolutely fantastic Bio Danza and have a great team every Wednesday doing expressive dance. Frankie is also involved with two ladies Jan and Pat in the library...not to sure what, but it appears to be working as they are helping raise substantial funds through book sales. Viola, with her Swing, Rock and Roll classes, is new and looking for members to help build a great team

along with her sister. Bridge for beginners on Wednesday mornings, is growing and we are all looking forward to Mitch and Jan coming back; Peter Panama has been holding the fort whilst they have been away and he has been doing a great job. Professor Nuno has graced us for new Tai Chi classes in the evenings; one very fit dude! Casa do Povo has just obtained exciting new planning permission to help people with special needs. This was spear headed by The President and the committee members with a lot of work done by Dalia, a member of Casa do Povo and Director, who has a special interest in helping people with needs in the community. The project costs are approximately 850,000 Euros for new facilities, which include substantial new building work.

Many people are helping and generous donations are being made. Casa do Povo is looking for people to participate in events which helps towards the goal in succeeding with this project but this does not mean asking you for money. Recently Kristina Von Rosen Sweden was kind enough to donate three round tables (which she had built) a new fire and a mirror wall, which helps the dancers. This has helped enormously with functions and activities and the members and guests have appreciated her enormous generosity. Casa Do Povo is bringing the local community, ex patriots and visitors together. tretching from Faro to the Spanish border, the coastal and inland towns and villages of the eastern Algarve remain a hidden gem compared to other areas in the Algarve. The East Algarve is in the developmental stage compared to other regions, but this means it enjoys pleasant, quiet and peaceful areas with dream beaches - not just on the nearby islands. It is also surrounded by beautiful rolling countryside with lots of small traditional villages and towns. Infrastructure has been implemented with international supermarkets, many restaurants, top quality golf courses, shopping malls, marinas, good amenities and endless coastline. The East also means protected land - the ‘Parque Natural da Ria Formosa’ stretches from Faro in the west towards Tavira and Vila Nova de Cacela in the east. This nature reserve, separated from the open sea by sandbanks, is one of the largest lagoons in Europe. It has sandbars, saltwater lagoons and many waterways and protects a fantastic ecosystem of birdlife, small fishing communities and traditional mussel-seekers. Boat trips from Faro, Olhão and Tavira can guide you through this paradise. The region is probably best known for its superb islands offering fantastic white, tranquil, sandy beaches which can be accessed either by boat, rail or a delightful long walk. The water is usually much warmer and calmer here than on the beaches in the West. EAST ALGARVE BEACHES Not everyone knows of the endless beaches along the coastline - you can go all year and enjoy the beauty of the local fauna and flora either to walk and/or swim! Manta Rota: Ideally situated not far from Tavira, this beach has a huge car park, restaurants and bars. Praia da Lota: A more private and less known beach, but served by cafes and restaurants. Altura (Alagoa): Well organized, with watersports and a hotel just 100m away - making it a lovely beach to have fun in the sun. Praia Verde: Formed on a small sloping hill next to a pleasant urbanization surrounded by pine forest. There are lovely beach restaurants and a bar with great views. Praia do Cabeço: A beach of the municipality of Castro Marim with an excellent stretch of sand and clear water. Monte Gordo: A small town with immense nightlife,

restaurants, casino and many bars. In addition it has a beach that boasts excellent water quality. The eastern beaches begin with a long stretch of sand that runs uninterrupted from the edge of the River Guadiana at Vila Real de Santo António to Manta Rota and then on to the other beaches. They are backed by gentle dunes rather than cliffs and give a fantastic Mediterranean feeling. The beaches are not crowded and there is something for everyone. Another very important aspect is that you do not need to rent a sun bed or pay tourist tax as in other countries. The freedom to choose is yours, whether it’s the long sandy beaches of the coastline, or the coves, bays or islands a little

further away. Here they are: Ilha da Culatra/Farol (Farol is a must to see): Culatra and Farol are two villages on the island of Culatra. There is a third, less known village called Hangares. These are accessible via ferry boat from Olhão throughout the year (out of season four or five boats per day and in high season only from Faro). There are beaches on ocean side as well as the river side. The soil is very sandy and there are good amenities including various bars and restaurants, some houses and rooms to rent so it is possible to stay. Ilha da Armona: Similar to Culatra but has a more sophisticated image. Ferries are available from Olhão all

year round. Fuzeta: All the houses that existed, being illegal, were demolished and the protective dune recovered. Consisting of very light sand - it is possible to walk to the entrance of the sea to the Ria Formosa. Praia do Barril (can walk or take the train): Probably the best known beach on the large Ilha de Tavira. There is parking at Pedras del Rei also accessible by public transport from Tavira. Terra Estreita (Tavira): The quietest of the three beaches on the Ilha de Tavira, accessible by ferry from Santa Luzia. It is ‘open’ only from May to the end of September, when the ferry stops and the bar closes.

Ilha de Tavira: Accessible by ferry from Tavira and from Quatro Águas (Tavira). This is the most developed beach on Tavira Island boasting a large number of bars, restaurants and simple but popular campsite. Cabanas: Accessible by small boats from Cabanas. Fábrica: One of the most desirable beaches in the Algarve; this is a beach of fantastic sand and water, plus you can walk across to the ocean. Crystal clear water with excellent temperatures makes it perfect for any bather. he last few weeks have seen some rather unfortunate news hitting the headlines. The collapse of Monarch, an ever present airline at Faro airport for many years, will undoubtedly have a negative impact on the Algarve. Hopefully the routes lost by the company's collapse will be replaced quickly and efficiently causing minimal disruption to the airport. Indeed, as this article goes to press, it is being reported that Faro airport welcomed 3.5 million passengers this summer, up 14.1% on summer 2016. In addition to travel problems and as reported in the financial press, part of Vilamoura has been put up for sale by the American investment fund Lone Star. If true this will come as a major disappointment to those promised the massive â‚Ź1 billion development project which would have represented one of the largest real estate developments in Portugal and provided strong backing for the Portuguese economy and the Algarve region as a whole. But what impact has the year had on the Algarve property market? As we approach the end of 2017, it is around about November time that most long established Algarve based real estate agents can start to get a clearer picture and give an accurate assessment of just how successful the year has been. We are delighted to report that with 2 months of the year still to go, 2017 has already proven to be the best year since the crash of 2008. Not only have we had a large increase in the quantity of properties and

Property plots sold but the values invested are also up on previous years. In the Central Algarve, we are finding that detached properties are still by far the most favoured choice of property type that investors are looking for, making up just over 70% of our sales this year. Investment in apartments and townhouses are roughly equal and with a similar number being sold every year for the last 4 years. One area demonstrating huge improvements is the investment being made into building plots. In previous years existing villas, outside of the touristic resorts, could be bought for less money than it would be if one was to buy a plot and build a new property. For that reason the sale of plots virtually stopped and the construction industry in the Algarve suffered badly. However, over the last few years these lower value properties have been sold, dramatically closing the price gap on buying a plot and building and making

the decision to build a brand new property more appealing than any time in the previous 9 years. In spite of a weak Sterling the British are still leading the way in the Algarve property market making up just over 30% of our buyers from Land & Houses Algarve this year. German, Belgian, Dutch, Swiss and Scandinavian buyers are the strongest from the many other nationalities that we have sold to. Surprisingly the quantity of French buying property and taking advantage of the Non Habitual Tax Residency scheme appears to have diminished somewhat this year, probably due to renewed confidence in an improved tax system in France under the newly elected Emmanuel Macron. All this positive news on the Algarve property front means that we are more eager than ever to list quality properties or plots, particularly around the areas of Tavira, Loule, Almancil, Boliqueime, Vilamoura and Carvoeiro. he star-shaped flowers of Jasmine plants are known for their strong, sweet fragrance. Spring breezes carry their heady scent through your garden and into open windows. Jasmine grows as an evergreen, semi-evergreen or deciduous vine or shrub, depending on the species and climate. Some plants commonly known as jasmine, including yellow star jasmine, are not true jasmine, but produce similar flowers. Jasmine grows very well here in the Algarve. Common Jasmine This plant is also known as poet’s jasmine, is semievergreen to deciduous and grows rapidly. It can grow to about 8 feet tall. Common jasmine vine bears fragrant,

white flowers in early summer on new growth and climbs by twining stems. It prefers a site with full sun to partial shade and any type of well-drained, moist soil rich in organic matter. Common jasmine tolerates pollution and drought. Winter Jasmine This grows as a deciduous shrub with fine, willowy stems that take root where they touch the ground. It grows 3 to 4 feet wide by 4 to 7 feet tall, but I have seen it grow over roves here in the Algarve. This shrub prefers a site with full sun to partial shade and any type of well-drained soil. Winter jasmine produces red-maroon buds that burst into fragrant, light yellow flowers in late winter to early spring on the previous year’s growth. This jasmine species

tolerates drought. Italian yellow Jasmine This is a semi-evergreen to evergreen shrub that grows as a mound of thin stems 5 to 7 feet tall and wide. Its yellow flowers are less fragrant than most jasmine plants. Blossoms appear during the summer months and turn into glossy, black, inedible berries. Italian yellow jasmine prefers a sunny to partially shaded site with any type of well-drained soil, but puts up with poorly drained soil better than other species of jasmine. This is a drought and heat tolerant species. Star Jasmine This is not true jasmine. It’s an evergreen, twining vine, prized by home gardeners for its pungently fragrant jasmine-like flowers, which blossom in spring. It grows 10 to 15 feet tall but prefers sites with full sun to partial shade and thrives in any type of well-drained soil. You can train star jasmine vines to grow as a groundcover. The plant tolerates drought, heat and wind. Dama de Noite Nightblooming jasmine, also called night-blooming cestrum or night jessamine, is a woody evergreen shrub related to nightshade. It grows between 4 and 13 feet tall, yielding simple glossy, lance-shaped green leaves and long vine like stems. This

plant, which is native to the West Indies and Latin America, is not particularly showy, but growers cultivate it for its fragrance. Nightblooming jasmine blooms when the weather is warm, and its narrow, tubular, greenish-white blossoms only open at night. The flowers produce a strong, sweet fragrance that attracts moths and butterflies. Glossy white berries follow the flowers. It works well as a specimen plant or as a border shrub, or as

a fragrant addition to a butterfly garden. Night-blooming jasmine is relatively easy to care for in warm climates, but may need additional care in cold environments. This plant is not frost tolerant. Nightblooming jasmine grows best in sandy soil and requires at least six hours of full sunlight or light partial shade each day. It needs light to bloom, even though it blooms at night, but excessive exposure to sunlight may cause the plant to wilt. It likes average or moist welldrained soil. You can propagate nightblooming jasmine by placing stem cuttings in water or soil, where they easily form roots. Waxy Jasmine This is Stephanotis floribunda, popularly known as Madagascar Jasmine or wax flower, which was introduced from Madagascar in 1839, which grows very well here in the Algarve. The strongly scented white, waxy flowers, much used in wedding bouquets, corsages and button-holes, are produced in clusters in spring, and may continue through summer, on an evergreen climbing shrub, which can grow to perhaps 15 ft (4.5 m). Get to know today’s pension landscape

e outline six pension developments affecting British expatriates. State Pension increases should continue post-Brexit Reassuringly, the UK government pledged to continue yearly costof-living increases in State Pension payments to expatriates in the EU. Increases will track whichever is highest – the rate of inflation, earnings or 2.5% – until at least 2022. ‘Final salary’ pension providers are at risk Employers offering these ‘goldplated’ pensions guarantee an inflation-linked income throughout retirement. But many companies today are struggling to afford promised lifetime benefits. Like BHS, companies with significant shortfalls can collapse – so could their pension schemes. The government’s Pension Protection Fund offers a safety net, compensating up to £34,655 a year at age 65. If your pension benefits are worth more, consider transferring. ‘Transfer values’ have never been higher To save costs, many final salary pension providers are offering members high pay-outs in exchange for giving up future benefits. Today, some transfer values are 30-40 times the annual pension payment due – often hundreds of thousands of pounds. Properly managed, such sums can potentially provide a retirement income that well exceeds the original annual payment. But take care to understand the longterm implications of giving up a

guaranteed pension for life. Expatriates have tax-efficient and flexible options You could potentially unlock tax benefits by reinvesting UK pension funds into Portuguese-compliant arrangements, or by transferring to a Qualifying Recognised Overseas Pension Scheme (QROPS). Doing this can also offer multi-currency options that help insulate pension income from volatility in the Pound and Euro. You could find more estate planning flexibility too, including choosing who inherits your pension wealth beyond your spouse. Take guidance to establish what might work for you. A lower pension allowance could catch you out UK pension benefits (excluding the State Pension) totalling over £1 million breach the lifetime pension allowance. Anything over this triggers 55% UK taxation when taken as cash, 25% for income or transfers, regardless of residency. Those near the limit should consider HMRC ‘protection’ options or transferring to minimise tax penalties. Regulated advice is essential Transferring is not suitable for everyone, especially from final salary pensions, where you are forfeiting a ‘gold-plated’ income for life. In any case, to avoid pension scams it is essential to employ due diligence and use a regulated provider. For benefits worth over £30,000, the Financial Conduct Authority makes this compulsory, but this is prudent for anyone considering their pension options. If you decide to transfer, now may be the time to act as today’s high

transfer values and tax-efficient opportunities may be short-lived. Take personalised, professional advice to ensure you do what is best for your financial security. Although many expats do feel that the process is bureaucratic and confusing, we will try to help you navigate the system. Here are five things you should know when starting your business in Portugal. Only with the IBAN information, your accountant can register the activity of your new business at the tax office. Don’t forget to take out compulsory employees' accident insurance at a private insurer. This covers all salaried workers and managers. Last but not least, you need to have an official complaints book, which will hopefully never be used by your clients. TAXATION There are different taxes paid by companies in Portugal, here are the most common. Corporate tax is 17% for first 15,000€ of profit and 21% thereafter. Social Security is 23.75% of the gross salaries. Municipal business tax can be up to 1.5% and are determined by each municipality, as a matter of interest companies with head office in Tavira are exempt. MAR SHOPPING OPENS IN STYLE Loulé’s MAR Shopping Algarve finally opened on Thursday, October 26.

ome to Portugal’s largest Primark store, the Algarve’s first Starbucks coffeehouse and a state-of-the-art movie theatre, the shopping centre is part of the €200 million mega complex that includes the IKEA store that opened in March and a retail fashion outlet (Designer Outlet Algarve) due to open this autumn. Readers may recall that the mall was due to open last month, but those in charge decided to postpone the opening due to delays in some of the works and the need to ensure “the safety and wellbeing” of customers. As the mall’s general manager Herman Gewert said, the goal was always to create something that the “Algarveans would be proud of”. “Today, we can safely say that the Algarve has one of

the best malls in Europe,” he said at the official opening ceremony. “We promise that we will be a stage for the best traditions of the Algarve and will value the culture and values of this region which is much more than just the sun and beach. We want the Algarveans to see this as if it were their home,” Gewert added. MAR Shopping features 85 stores, 25 restaurants, a large outside terrace for the food court, a playground where children can play under the supervision of professionals for free, and an outdoor 8,000sqm leisure area with fountains and a stage where performances can be held when the weather is favourable. The shopping centre hopes to welcome 10 million visitors every year and create around 3,000 jobs.

planted his shot wide of the upright. In the league, Olhanense maintained their 100% home record with a 2-1 victory over Moura AC. SC Farense and Olhanense are battling for top spot in Division E of the Campeonato Portugal with the two protagonists going head-to-head at the São Luís Stadium (behind Faro Hospital) on Sunday 12th November at 3.00pm. A fortnight later on the 26th November at 3.00pm, Olhanense are at home to Pinhalnovense at the José Arcanjo Stadium, Olhão (behind McDonalds on the EN125)

The team retained the trophy for the third year and extended their unbeaten tournament run to seven. Regular sessions at Tavira and Olhão have been augmented by an Over 60s session on Tuesday mornings at the José Arcanjo Stadium, Olhão. Fun, fitness and friendship will again be the order of the day when Cottingham Rangers (Hull) visit Olhão this month.
