News Work starts on new Historic Pousada for Vila Real de Santo António

T

O

will take about a year to complete, will cost €3 million and is all part of the strategy of renovating the city centre’s historic buildings. Conceição Cabrita, mayor of VRSA, said that the Council’s overall city centre strategy had encouraged Pestana to invest in the Pousada project. In the Algarve, the Pestana Hotel Group runs three hotels under its ‘Pousadas de Portugal’ brand; the Palácio de Estoi, the Fortaleza de Sagres and the Convento de Tavira. The Vila Real de Santo António hotel will be the fourth historic Pousada for the region and Pestana’s 17th hotel in the Algarve. Vila Real de Santo António was founded after

the 1755 Lisbon earthquake, and expanded from 1774 using the same architectural and construction techniques employed in the reconstruction of Lisbon after the disaster. The city was erected in only two years and completed in 1776. Sebastião José de Carvalho e Melo, the 1st Marquis of Pombal, was responsible for the design of the town in a Pombaline orthogonal grid which he also used during the reconstruction of Lisbon. In a pioneering technique, entire buildings were prefabricated in areas outside the town and transported to their final locations for assembly, permitting the fast and methodical construction of the city.

One step closer to an Olhão bypass

lhão residents and road users, well used to standstill summer traffic and choking fumes, may see an end to vehicles having to inch their way through the city along the EN125. In July this year, the Minister of Planning and Infrastructure, Pedro Marquês visited the municipality and assured residents that a bypass, talked about for decades, indeed would be built. Marquês said he was waiting for the Environmental Impact Statement to be delivered, which, if it is not too damaging, means the slow process of commissioning and overseeing the work can at least be started. It has been confirmed that this vital environmental report has now been delivered to the Portuguese Environment Agency by the national

road and rail company, Infraestruturas de Portugal. The six kilometre bypass will not be fast road like the one to the north of Faro as it will have no less than seven roundabouts linking to the existing road network. Whatever the size and speed possibilities of the bypass, the relief for those in the city living along the EN125 will be great and worth every cent of the €5 million budgeted cost. Meanwhile, the EN125 eastern Algarve section, from Olhão to Vila Real de Santo António, is still pending but at least some early summer repairs patched up the worst sections. There is still no start date for the EN125 upgrade of the Olhão bypass but a big step has been taken with the delivery of the environmental report.

he Pestana Group has the go-ahead to start creation of a new Pousada in the historic centre of Vila Real de Santo António. The hotel will be developed from four historical buildings that are owned by the Council and controlled by its municipal company, VRSA, Sociedad de Gestión Urbana, E.M., S.A. VRSA, which manages all urban development operations in the historic centre. Fiddler on the Bridge:

ROY NICHOLLS

B

We who frequent Tavira have been delighted by Roy gracing our streets with his wonderful violin music and charming manner. I recently had the privilege of talking with him. By Beth Jackson

eth: So, when did you start playing music? Roy: I was given piano lessons at 4, then violin when I was 8, at Ardingly College. Later I received tuition from David Martin in London. Beth: Your mother sacrificed a lot for your education, didn’t she? Roy: Yes, she did. Actually, it was quite a pressure, seeing her give so much for me, I felt like I had to achieve in return. Beth: And you did, you were accepted into the Royal Academy of Music… where you studied violin? Roy: You have to study two instruments. Usually one is piano, but after a car

10

accident I asked if I could change to viola instead and they agreed. During my first viola lesson I was introduced to Sidney Griller, a man with a huge charisma. Everyone was terrified of him. Within days he put me in a quartet, and two more by the end of my second year; and a duo. This meant I would have more than five hours a week with him, which was a tremendous honour, but enormous pressure. I played nearly sixty hours a week trying to live up to the standard expected of me, which increased more as I achieved more. After 6 months Roy unexpectedly won the singular viola prize in the academy. Then the expectations and the pressure

spiralled. The last year at the academy saw Roy being posted as principle viola player of the symphony, chamber, and opera orchestras, plus solo recital work, but his priority remained “The Robert’s Quartet”. Roy: The quartet disbanded due to different choices in career paths, and the bottom fell out of my life. I played with other quartets, but it didn’t work. Beth: The musicians weren’t up to the same standard? Roy: No, they were great musicians, but we didn’t have the same electricity… chemistry. The pressure he had endured all this time brought him to breaking point. He didn’t

play an instrument for fifteen years. His marriage fell apart, but he devoted himself to his children, even giving them home schooling. Then he dabbled in the odd orchestra, did some teaching, and found pleasure in playing bluegrass. When I came to Tavira I was still in a state of low self-worth, but Tavira has a magic, the people here are kind, and they often encourage me with upbuilding words; and smiles mean so much. A child dancing to my music makes me feel great. The freedom of simply playing on the street without the pressures of the concert hall has been SO good for me. I have been given so much by the people’s reaction to my music, I want to repay them, and the only way I can do that is to play more. Roy has a special pot to collect money for the Tavira Treasure, (a local charity) because he wants to give to the children they are known to help. I would love to facilitate the opportunity for these children to partake in musical activity, but that is a hope for the future. For now, I just want to give the people of Tavira a massive THANKYOU for being so welcoming.

Charity day at Tavira Golf club T his year's Golfe Clube de Tavira Charity golf day was held at Benamor golf on the 7th October. A total of 47 players enjoyed an excellent day's golf, followed by the putting competition, a great meal and plenty of wine before the charity auction began. All prizes were kindly donated by local businesses and included a Powakaddy electric trolley by Dieter Langel, a 3 hour quad bike tour from Quad bike Tavira, rounds of golf at Monte Rei, Quinta do Vale, Castro Marim, Quinta da Ria and Vila Sol, dinners at restaurants Brisa do Rio, Ponto Econtro, Terraze, O Castello, Xicken Piri Piri O restaurante Gilao and Maria Nova Hotel. Other donations included a hamper and wine from Chilli Boy Piri Piri and an hour's golf tuition from Bart van der Wind. At the end of the evening over 2,300 euros was raised at the auction, with the tombola / raffle and other donations, the day totalled just over 3,235 euros. ver the past two years there has been a noticeable increase in construction/ renovation of old properties in city and town centers. These old properties are often situated in good locations and are in short supply, which have consequently attracted investors to capitalize on the opportunity. The government offers incentives to renovate/rebuild old properties/ruins in town centers as part of the urban rehabilitation program, such as a lower VAT rate (6%) on construction materials which effectively reduces building costs by more than 10%, no cost for the building license, exemption of IMT (property transfer tax) and exemption of IMI (council tax) for 3 years. In addition, some banks are offering preferential (lower) interest rates to finance the renovation work. The rehabilitation program supports the improvement, renovation/restoration, repair and conservation of property for residential use and, in general supports to make a town more pleasant to live in. Choosing your Batting How to Pick the Best Batting (wadding) for Your Quilts

T

he batting is the middle layer of your quilt and is never seen on the surface. However, your finished quilt's appearance, drape, softness, and comfort are all directly related to the batting you basted in the middle. Picking a good batting for your quilt is one of the most important decisions you will make during the construction process. Exploring Your Batting Choices Start experimenting and trying different battings in different lofts and fibers. Yes, this may seem scary and frustrating at times but it is also thrilling to see how different the quilts look and feel when using a different batting in the middle. There's no real way of knowing a batting is "good" or "bad" except to try it out for yourself. You need to see how the batting behaves and decide for yourself what you'd like to see in your quilts. Developing your own opinions is one of the most crucial steps to becoming a happy quilter. For example, there might be a batting that your friend highly recommends but you might hate because it smells funny to you. See? The only way to know what works is to try it! Batting Fiber Choices There are so many amazing fiber choices when it comes to batting. Many companies are now offering cotton, polyester, wool, bamboo, and many blends of these materials as well.

These different fibers all have unique characteristics that will affect the appearance and feel of your finished quilt. Here are just a few fiber choices you may want to try: Cotton - Cotton is a natural choice for many quilters because we're already working with cotton fabric. However, cotton will always tend to shrink within your quilt, which produces a soft, crinkly effect on the surface. This is terrific for bed quilts, but probably not the best choice for wall hangings where you want the quilting stitches and design to shine. Polyester - This manmade material has virtually no shrink and produces quilts that can hang stunningly straight on a wall. This batting is also extremely stable and a perfect choice for special quilting techniques like trapunto that depend on the batting holding its shape perfectly. Wool - Super warm and soft, wool is a great choice for winter bed quilts. This special fiber is unique in that it holds no memory so your quilts will never get fold lines and creases, even when folded up tightly for months. For this reason, wool is a very popular show quilt batting. Bamboo - Bamboo is a wonderful batting type from an abundant resource. These battings tend to have a bit of shrinkage, but a very soft hand and lightweight feel. They're a great choice for summer time bed quilts and

How to Test Your Quilt Batting Cut a 15 - 20 inch square of batting, sandwich it with cotton fabric on the top and bottom, and quilt it in a similar style to your next quilt. Bind the edges of your mini quilt, then throw it in the washer. Treat this little sample exactly the same way you would a real quilt. You won't know how the batting will look and feel within your quilt until you run it through this test to see how it reacts to quilting and washing. You'll want to keep your eyes peeled for any signs of migrating or bearding. Bearding often happens with cheap battings because they tend to break down and begin pushing out of the quilt through the needle holes in the quilting. Migrating is also caused by a batting breaking down and not holding its shape within the quilt. Larger spaces left unquilted may shift and become lumpy if the batting isn't good quality.

Batting Determines Your Quilting The most important key to picking your batting is understanding how much this one choice will affect your quilting. Each batting comes with a label providing a number of characteristics of the batting, including its rating - a suggestion for how close your lines of quilting should be so the batting doesn't shift within the quilt. As you can see, this will greatly affect how much quilting you're required to put on a particular quilt. In order to hold the layers together securely, you will need to be sure not to leave any space open larger than this rating describes. If you have a quilt that needs to be finished quickly, make sure to check the rating on the batting to see just how densely you will need to quilt your quilt. The bigger this number is, the less quilting you will have to do, and the faster your quilt will be to finish!

Planting by The cycles of the moon have influenced gardeners from not fully understand why planting by the moon

P

lanting by the moon is an idea as old as agriculture, based both in folklore and superstition, but there are scientific ideas to back it up. The Earth is in a large gravitational field, influenced by both the sun and moon. The tides are highest at the time of the new and the full moon, when sun and moon are lined up with earth. Just as the moon pulls the tides in the oceans, it also pulls upon the subtle bodies of water, causing moisture to rise in the earth, which encourages growth. The highest amount of moisture is in the soil at this time, and tests have proven that seeds will absorb the most water at the time of the full moon. At the new moon, the lunar gravity pulls water up, and causes the seeds to swell and burst.

This factor, coupled with the increasing moonlight creates balanced root and leaf growth. This is the best time for planting above ground annual crops that produce their seeds outside the fruit. Examples: lettuce, spinach, celery, broccoli, cabbage, cauliflower, and grain crops. Cucumbers like this phase also, even though they are an exception to that rule. In the second quarter the gravitational pull is less, but the moonlight is strong, creating strong leaf growth. It is generally a good time for planting, especially two days before the full moon. The types of crops that prefer the second quarter are annuals that produce above ground, but their seeds form inside the fruit.

harvest, transplant and prune. Mow lawns in the third or fourth quarter to retard growth. Lettuce, spinach and corn salad as leaf types. Beans, peas, cucumbers and tomatoes as fruit seed types Zinnias, snapdragons and asters are air crops. Crops respond well when planted in the appropriate sign for their type of plant. There are some exceptions, however. Some plants seemed to favour signs other than what would appear to be logical; for instance the brassica family, (broccoli, cauliflower, etc.) which one might consider flowering types, seemed to favour water signs. Cucumbers sown on leaf days had strong leafy

growth, but did not produce many flowers. Lunar planting is heightened when planted in organic soil that had not been treated with chemical fertilizer or pesticides. Plants sown in the correct combination of the best lunar phase and sign show increased vigour, due to having all the best influences. They are growing at an optimum rate and are not as prone to setbacks that would affect less healthy plants. Harvests are often quicker. The Moon moves through the signs of the Zodiac in the heavens every couple of days. Different signs are associated with an element of earth, air, fire or water. When the Moon is in a water sign it is the most fertile time for planting. Different types of plants have favourite signs too, such as leafy plants prefer the water signs. The fertile water signs are Cancer, Pisces, and Scorpio, and are best for planting above ground, leafy annuals. Planting by the Signs The Earth signs, Taurus, Virgo and Capricorn, are also very fertile and good for planting. The root is the part of the plant associated with earth signs, so it is especially good for planting root crops, or for transplanting to encourage root development. Air signs work well for some plants, but are generally barren and dry. Libra is an exception to that rule, and is semi-fertile and good for

blooming flowers and herbs. Flowers are the part of the plant associated with air signs. Melons like G e m i n i , and onions respond well in Aquarius. When the Moon is in an air sign it is a good time to harvest and cultivate. The fire signs of Aries, Leo and Sagittarius are very barren and dry, but may be used for crops grown for their seed. Because it is barren, Leo is a good sign for weeding and cultivation, so seeds won't sprout. It is also good to harvest during a fire sign. Some plants have better results with a certain sign or element Other garden chores have preferences for the sign also, such as pruning in Scorpio, weeding in Leo. Harvesting in the dry air and fire signs in the fourth quarter helps preserve fruit and vegetables for storage.

Harvest root and fruit for storage. Cultivate, destroy weeds and pests. Melon seeds respond well in this sign. Cancer- A water sign. Very fruitful and moist. The best sign for all planting and transplanting. Also good for grafting, and irrigation. Leo- A fire sign. Very barren and dry. Cultivate, harvest root and fruit for storage. An excellent time to destroy weeds and pests in the fourth quarter. Virgo- An earth sign. Barren and moist. Some flowers and vines are favoured by it. Cultivate and destroy weeds and pests. Libra- An air signs. Semi-fruitful and moist. Best sign for planting beautiful and fragrant flowers, vines and herbs. Good for planting pulpy stems like kohlrabi, and root crops. Scorpio- A water sign. Very fruitful and moist. Best planting sign for sturdy plants and vines. Tomatoes like to be transplanted in Scorpio, and it is a good sign for corn and squash. Graft or prune in the third and fourth quarter to retard growth and promote better fruit. A good sign for irrigation and transplanting. Sagittarius- A fire sign. Barren and dry. Harvest roots and onions for storage, and plant onion sets and fruit trees. A good sign in which to cultivate the soil. Capricorn- An earth sign. Productive and dry. Good for planting potatoes and other root crops, and for encouraging strong hardy growth. Good for grafting, and pruning to promote healing, and applying organic fertilizer. Aquarius- An air sign. Barren and dry. Harvest root and fruit for storage. Cultivate, destroy weeds and pests. Good for planting onion sets. Pisces- A water sign. Very productive and moist. Second best sign for planting and transplanting. Especially good for root growth and irrigation. Planting by the moon has worked for me, give it a go... you will not be sorry..

A

Starting a business in Portugal, step by step

nyone can start a business in Portugal, irrespective of the nationality or residency, providing you have a good idea and the capital required to make it work. Getting the proper tax advice will help you identify tax breaks that you are eligible for, and it also makes going through the bureaucratic process much simpler. Although many expats do feel that the process is bureaucratic and confusing we will try to help you navigate the system. Here are five things you should know when starting your business in Portugal. Business environment in Portugal According to the World Bank’s Doing Business 2018 report, Portugal figures at number 29 in the ‘Ease of doing business’ ranking which uses 11 indicator sets to measure aspects of business regulation that matter for entrepreneurship. This report evaluated 190 developed countries based on the ease of starting a company, funding it and carrying on business. The report maintains that it is quicker and easier to start a business in Portugal than France or Italy, for instance, and very similar to the neighborhood country Spain, but obtaining business credit continues to be a tough task. Step 1: Choose a name for your company Any proposed name can be checked

against a computer database. If the name has not already been taken that name can be registered via a Validation Certificate (Certificado de Admissibilidade) issued by the National Registry of Companies. This certificate can be issued in a week and it’s normally valid for 3 months. Step 2: The business structure You can structure your business in many ways, these are the most common. You can decide to be the sole proprietorship, so using a Sole Shareholder Private Limited Liability Company (Sociedade Unipessoal por Quotas). If you choose to run the business with other individuals, other options available are Private Limited Liability Company (Sociedade por Quotas) or Public Limited Liability Company (Sociedade Anónima). Step 3: Setting up the company With the name and structure chosen, it’s time to sign the deed of incorporation at a notary. This can be done electronically and allows the creation of a company almost immediately. The company will be given a tax number (NIF) and a social security number. The deeds will also include: the identification of the partners/shareholders; Name and type of company (Limitada, etc); Activities of the company; Head office of the company; Share capital of the company; Each shareholder's/ partner's capital share in the company;

All assets that form the share capital in kind and cash Step 4: Starting the activity Once you sign the deeds, you need a bank account for the company. Only with the IBAN information, your accountant can register the activity of your new business at the tax office. Please note that once you create a company, it’s mandatory to appoint an accountant to register your activity and prepare your VAT declarations, amongst other tax obligations. After Registration Once the company is registered your accountant will normally take care of the following additional tasks: • Register the directors and employees with the Social Security • Create the Shareholders Meeting Book (Company Minutes) which all pages need to be signed by the shareholders • Make the initial minutes, indicating the salary of the director and other relevant business information Companies have also an obligation to ensure health, hygiene and safety at work for employees. This needs to be certified by an independent company. Don’t forget to take out compulsory employees' accident insurance at a private insurer. This covers all salaried workers and managers. Step 5: Last but not least, you need to have an official complaints book, which

Taxation There are different taxes paid by companies in Portugal, here are the most common. Corporate tax is 17% for first 15,000€ of profit and 21% thereafter. Social Security is 23.75% of the gross salaries. Municipal business tax can be up to 1.5% and are determined by each municipality each year. As a matter of interest companies with head office in the municipalities of Loulé, Tavira Olhão, São Brás de Alportel, Castro Marim, Alcoutim, Lagoa, Monchique or Aljezur, are exempt fom this tax. The tax paid by the shareholders on dividends is 28%, but if you are resident you may be tax exempt on 50% of the dividend received. W

hen the financial crisis in 2010 knocked Portugal’s economy, hundreds of thousands of its populace fled, making the most of the EU’s free movement decree. This allowed people to find jobs in countries that had been knocked a little less, such as Germany and the UK. Now however, Portugal is getting back on track. It welcomes rich retirees going in the other direction. Instead of jobs it offers a warm climate and an inexpensive retirement. The affluent baby-boomer generation (1946-64) have been migrating to sunny Portugal, in particular Lisbon, Algarve and Porto drawn in part by the spectacular tax exemption Portugal has to offer foreign incomes. Under the nonhabitual-residency scheme, pensions from overseas can be drawn down taxfree for a decade. Bilateral agreements between countries are supposed to ensure that income does not end up being taxed twice. Some countries seeking a boost in domestic demand are luring the wealthy immigrants by arranging matters where they are able to avoid paying tax on income that is earned outside of their country of residence. This includes pensions, capital gains, dividends, rental income and interest. For a person to qualify they must first become a tax resident of Portugal, and should remain for more than 183 days in Portugal during the relevant fiscal year or have a dwelling in Portugal with the intention of holding it as the habitual residence. Portugal is not the only EU country to offer foreign pensioners a doces deal. Malta also exempts pensioner’s over the age of 61 years in receipt of a pension income up to €13,200 from tax altogether. I

n the Campeonato Portugal a run of three victories and two draws by SC Olhanense came to an end when they lost 1-0 in Lisbon to Oriental on the day the clocks went back. Earlier in the month a hard fought 1-1 draw at Angrense in the Azores, thanks to Hassan’s first goal of the season, was followed by a 2-1 home win against Sacavenense. The main talking point was the inclusion in the match day squad of 42 yearold Olhanense legend Djalmir. The Brazilian striker netted twenty goals in twenty-seven appearances when the Olhão based club gained promotion to the Primeira Liga under Jorge Costa in 2009. The following season in the top flight he added twelve goals in seventeen outings and on the 1st May 2011 he cemented his cult status among the Olhanense faithful when he scored in the ninety-third minute equaliser to secure a 1-1 draw with Benfica which saved the club from relegation. Djalmir was on the bench as Stevy Okitokandjo set-up Hassan for the first goal and then

added the second himself when he received the ball just inside the Sacavenense half and made a beeline for goal. Just when it looked as if he had overrun the ball the 24 year-old Dutchman slipped his shot past Cardoso. With two minutes to go Xavier Fernandes gave the visitors hope when a long range shot found the back of net. There was a resounding roar when Djalmir made his entrance with five minutes of stoppage time to play. The Brazilian showed a deft touch or two as he harried the visitors defence and held the ball up as his team saw out the game. ristiano Ronaldo became the first player to score four hundred goals in Europe’s top five leagues, as Juventus dropped points for the first time this season against Genoa. Ronaldo’s fifth goal in ‘Serie A’ was added to his eighty-four Premier League strikes for Manchester United and three hundred and eleven in La Liga for Real Madrid. CR7’s record breaking goal was cancelled out when Daniel Bessa scored in the second-half for Genoa. Five years ago Bessa was at SC Olhanense, then in the Primeira Liga, on-loan from Inter Milan but he only managed thirteen minutes of playing time all season! At the same time that Bessa signed for Olhanense another Inter loanee, goalkeeper Vid Belec, joined the Olhão club. Belec played twenty-two games for Olhanense before joining Turkish club Konyaspor and has subsequently make eleven international appearances for Slovenia.

Sixteen members from Ulrich Graffe (FC Prostata) Keynsham enjoyed sessions at the São Bras with their trophy Municipal Stadium and José Arcanjo Stadium, Olhão as well as social interaction with their new found friends in the Algarve. A week later and FC Prostata - all their players have recovered from prostate cancer - and thirty-five members of the Benfica Foundation were the guests. Thanks to sponsorship from Divine Home Real Estate, EAWF were able to create a programme of games and entertainment which concluded with a late lunch at the Olhão Casa do Benfica. Jan de Wee of Divine Home said, “it was a wonderful day helping people to maintain a healthy lifestyle but more importantly it engendered a true spirit of friendship despite the language barriers!” A memorable day drew to a close when one of the EAWF players, Mike DJ Bristow, received a rendition of Happy Birthday in three languages! Luigi Agnolin

PRESIDENT PASSES AWAY

L

uigi Agnolin, one of European football’s leading referees in the 1980s, has passed away at the age of 75 after a long illness. Luigi Agnolin had been President of the Olhanense SAD professional football section for the past five years. In an illustrious refereeing career he took charge of a UEFA European Cup Winners’ Cup final and in 1987 he officiated at the European Champion Clubs’ Cup final between PSV Eindhoven and Benfica in Stuttgart. Agnolin refereed at the FIFA World Cup in Mexico where he took charge of the semi-final between West Germany and France. Sporting Clube Olhanense, the Board of Directors, technical staff, players and supporters send their heartfelt condolences to his family.

Monte Rei's Golf Operations Manager and Head Professional Neil Turley

M

eet Neil Turley, the recently appointed Golf Operations Manager and Head professional at Monte Rei Golf. Forty eight year old Neil from Kingswinford in the West Midlands, U.K. has been a PGA golf Professional for 30 years and started playing golf seriously at the age of around 11 years old. Neil played county golf as a junior and then turned professional as an assistant professional in 1988 working for the very experienced professional Nick Underwood at Kidderminster Golf Club. He trained with Nick and graduated as a fully qualified professional, later playing full time tournament golf, with a spell on the European Challenge Tour. After the challenge tour Neil took on the new challenge of developing golf in Bulgaria. He considers himself very lucky to be involved in the complete process of the 2 Gary Player signature courses; Blacksearama and Thracian Cliffs, taking both the courses from ground zero to fully staffed and working resorts. One of the highlights of this was opening the course with Mr. Player and the opportunity to play 9 holes with him. After Bulgaria, he headed up a golf team at a Marketing and events company back in the UK, overseeing many corporate golf tournaments both in the UK and abroad. This then opened up the opportunity to work and meet the team at Monte Rei. Immediate plans are involved with the development and opening of the new course as well as continuing to improve the first class service at Monte Rei. On a personal note, Neil hopes to qualify for the British Senior Open Championship 2020. It was a real pleasure to meet Neil, we wish him great success and look forward to working with him in the future.
