News Rota do Petisco boosted the restoration of restaurants and will support 9 social projects In this 11th edition, more than 13 thousand passports were sold, so it was possible, thanks to all the petiscadores, to raise around €20,000 for the institutions, an amount that exceeds last year's and exceeds the Organization's expectations. The coordinator of the Rota do Petisco project, Nuno Vieira, talks about the results obtained this year: “Organizing the 2021 edition of the Rota do Petisco was a challenge for Teia D'Impulsos, taking into account the difficulties experienced by the impact of the pandemic COVID-19 for project implementation. Fortunately, the receptivity of both the catering establishments, our partners and the petiscadores themselves to enthusiastically embrace one more route, made the 11th Route of the Petisco a reality, which turned into another success. We surpassed 130,000 routes sold and the level of satisfaction among participants was very high. We are already starting to think about 2022, so that the whole Algarve will once again enter the State of Petisco!”. The Best Snacks and Spirits of the Route Once again, the appetizers were invited to elect the 10 Stars of the 2021 Snack Route in the categories of "Best Menu" and "Best Spirit", and to create a slogan for the event, thus qualifying

for a Special Award, having adhered significantly. Here is the list of winners of the 10 Stars of the Route: BEST MENU Chaparro (Aljezur) Império - Marisqueira Brewery (Lagos) Tapas Ó Desapas (Portimão) Peixarada (Portimão) Velochique (Monchique ) Asa do Rio (Lagoa) Vale d'el Rei (Tavira) Saltwater Marisqueira (Loulé) NAU Salgados Dunas Suites Restaurant L14 (Albufeira) Seafood Restaurant Casa Velha (Silves) BEST SPIRIT Gigi Restaurant (Vila do Bispo) Amuras Bar (Lagos) Humberto's (Portimão) Secrets, Knowledge and Flavors (Monchique) V5 Petiscaria and Bar (Lagoa) Recanto dos Mouros (Silves) Vila Petra - Bucha Tapas & Wine Bar (Albufeira) Bistro Gastronomic (Albufeira) Café Vitória (São Brás de Alportel) Dayia Sushi & Cocktail (Tavira)

Proposal submitted for new Portugal to Spain bridge

E

arlier this week, the Algarve's Regional Coordination and Development Commission (CCDR) handed over the proposal to the Spanish entities, for the construction of the bridge between Alcoutim (Algarve) and Sanlúcar de Guadiana (Spain), a project financed by the Recovery and Resilience Plan. "This is a proposal, agreed between the municipalities on both sides of the border, for the definition of the guidelines associated with a bridge, that will allow the construction of the international road bridge within the funding of nine million euros, provided for by the Government in the Plan of Recovery and Resilience (PRR)”, said the president, José Apolinário, of CCDR/Algarve. According to José Apolinário, the document for the construction of the road bridge between the Algarve and Andalusia was presented on Wednesday to the Spanish entities of the Diputación de Huelva, Junta de Andalucia and the sub-delegate of the Spanish Government in Huelva, “to obtain cooperation for the technical solutions of the project”. “We are talking about geological and geotechnical studies, topographic survey, weighing up all effects to the environment, heritage and nature on both sides of the border and ensuring the navigability of sailing vessels to the municipality of Mértola (in the district of Beja)”, he said. According to the president of CCDR/Algarve, a regional entity

6

that technically supports and monitors the work within the scope of the PRR, "these are preliminary and necessary studies before moving on to the environmental impact study" of the proposed corridor, to be just north of Alcoutim and of Sanlúcar de Guadiana. According to the official, the Portuguese and Spanish entities agreed to meet monthly to discuss the project's developments, “essential for the development of the two border regions and to ensure that it remains environmentally sustainable”. The road bridge, which will reduce the current connection between Alcoutim and Sanlúcar de Guadiana by around 70 kilometres, has been discussed for over two decades by the populations on both sides of the border. According to the contract signed under the PRR between the Recuperar Portugal Mission Structure, CCDR/Algarve and the municipality of Alcoutim, the tender for the execution project should be launched in the first quarter of 2022, with the contract running until the third quarter of 2024 and completion of the work by 2026. The Portuguese Plan of Recovery and Resilience, which received the 'green light' from the Commission on 13 June and was formally approved by the Ecofin Council exactly one month later, has a global value of 16.6 billion euros, namely 13.9 billion euros in non-repayable grants and €2.7 billion for soft loans.

he event generated a direct economic impact of around €400,000, with more than 135,000 menus sold, which represented an increase of more than 20% compared to the impact in 2020. Another successful edition of the Algarve's most famous route has ended, with 292 incredible snacks to taste, spread across eleven municipalities in the region. In an important moment of recovery for the restoration, after Covid-19, the event was the perfect “excuse” to bring the appetizers back to the table, with family and friends, and lead them to discover new delicacies and establishments, thus they wanted to make their work known. Teia D'Impulsos, the event's organizing association, now reveals the excellent results of yet another edition of Rota do Petisco, an event that proved to be quite resilient during a pandemic period. This year's event generated a direct economic impact of close to €400,000, with more than 135,000 menus sold, which represented an increase of more than 20% compared to the impact in 2020. This year, Rota Solidária will support nine social projects, previously selected, with the purchase price of the event's Passport (€1.5).

Located close to the bus station in Tavira, the Colégio Charm House has changed from a palace fit for a King's Chef, to a college, and now the perfect place to stay for a special occasion or a holiday in Tavira.

A

wealth of history, beauty and attention to detail awaits you as you pass through the gates of the Colégio Charm House. Unaware of the charm that lies beyond the decorative gates, we press the buzzer and are greeted by one of the hotel's friendly staff members to meet with the owner of the Colégio Charm House José Carlos Gonçalves. Sitting on one of the serene terraces with a view over Tavira, we listen to how the Lisbon born and raised multinational IT consultant came to live in this part of the Algarve and how he and his family became the owners of this breath-taking charm hotel. As we listen

8

with fascination to the history of his family and the history of the hotel, one thing shines through: José and his wife, Cristina, are real family people and even now that their 4 children have all grown up, family is in and at their core. During their hectic career lives, José and Cristina, both in the IT industry, took the pair all around the world. At the height of the travel madness only 60 days a year were spent at home in Portugal. This experience taught them the value, importance and genuine meaning of hospitality. For years their children pleaded with them to have a holiday home in the Algarve. However, José and Cristina had their own ideas of how life should be lived. Not wanting to settle

for the traditional dream of having a second home to look after and clean. They wanted the ideal; to come and stay in the Algarve with their family, without the headache of taking care of the annual upkeep and maintenance themselves, before being able to enjoy their precious family time. A place large enough to host their friends and family, with comfort, space and private areas to retreat to. The notion of having their own hotel that they could make their own, but close to the public and use for family reunions was in the making... Conversas De Alpendre, their first hotel endeavour was born, a country hotel in Vila Nova de Cacela. In a surprise move, their daughter Marta and son-in-law Tiago took the leap and gave up their busy careers

www.eastalgarvemag.com

Culture

to manage the new venture. It was this brave decision, along with the desire to live nearer their grandson “Small Boss” now aged five, that inspired their early “retirement” and relocation to Tavira. Conversas De Alpendre was a great success and fulfilled its purpose as a business and a fabulous place for family gatherings. Over the years José had seen the wonderful building in Tavira that would become the Colégio Charm House, in various states of repair, but never complete. This was to be the next project and a deal was made to buy the hotel once finished. The hotel itself is steeped in history and dates back to around 1780. Its story begins with a chef from Luz de Tavira. After many

www.eastalgarvemag.com

years of successful service to the King of Portugal, the King decided to give the head chef a retirement gift. This special gift was much of the land in and around the province of Tavira, going right up into the countryside. The gift of land was very much appreciated and because of the sudden elevated status of the head chef, he decided his newly found wealth should be reflected by building himself a 'Palace' with a Chapel to suite his status. Many years later, after the second World War, the house and chapel were transformed into a boys only Catholic college. Today, many Tavirans who attended the Colégio de Tavira still remember it well. Like many other colleges throughout Portugal, Colégio de Tavira closed after the revolution.

For thirty years the Colégio was empty and fell into degradation, unused, unloved and for a period, without even a roof. The newly transformed hotel now has twenty rooms, and is a tribute to the college of Tavira. It is a place in which to be relaxed, within walking distance of town and offers complete privacy as it is for hotel guests only. There are rooms for families, or couples and all are beautifully decorated with an incredible eye for detail and includes ornaments collected from José and Cristina's worldly travels. José believes that two things are essential for a great holiday, firstly; a good night's sleep and a good breakfast will be remembered. When entering any of the rooms, you will notice the quality of the matresses and pillows

9

Energy

are exceptional. Breakfast is available for the early birds and with no finishing time for the late birds too. The second belief is that fine dining should be experienced each and every meal. All should be served according to the wishes of the client and all made to order. Eggs the way you like them, your favourite blend of juices, all made according to your wishes by their chef. Light meals are offered during the day, salads, bruschettas and during the weekends the ‘surprise’ dinners are a must. After breakfast you choose your favourite ingredients and a special dish will be created for you by the chef. The food is bought on the day, providing the freshest possible meal. Your dining experience, like your stay, is tailored to your own very unique wishes. hose who visited the Algarve in September and October this year were pleasantly surprised by the more than exceptional good weather that they encountered. Simply Algarve promotion at its best! Most places were pleasantly busy during this period as people took advantage of the possibility to travel again. This in turn was also good for local businesses in general. The property market also remains active and prices were 7.6% higher in Q3-2021 versus a year ago, according to data from Imovirtual. It may well be that you are in the process of searching for a property to buy, or have just bought one. Like most second home-owners you will want some rental income from your property to cover costs, or in the case of an investment, you would want to maximise your return. Short term holiday rentals are governed by the Alojamento Local laws. As one of the oldest property management companies in the greater Tavira area, Happy Homes have assisted hundreds of clients getting up and running in a cost efficient manner. Happy Homes can obtain the rental license (licença de Alojamento Local) on your behalf and open the rental activity in compliance with the law. You can file your rental income under the simplified regime, which means that you are only taxed on 35% of your income. The remaining 65% is exempt. Under the simplified regime there are no individual deductible items allowed, however, you do benefit from the 65 percent exemption from income tax. Non-residents pay a flat rate of 25% over the 35% that is taxable. Residents add the rental income to their other income which is taxed at a progressive rate. The 1st year you benefit from a further 50% reduction in tax, which in the 2nd year drops to 25%. Only in the third year you will pay tax over the full 35%. This is effectively 8.75% of your total rental income, which makes it easier to remember. If your rental income is above Euro 27.000, you will need to prove that you had 15% or more expenses. If you cannot prove this with invoices, your effective tax rate goes up. Furthermore, you are automatically exempt from VAT for the first year of your rental activity.

www.eastalgarvemag.com

If your first-year income exceeds € 12.500, you must then register with the tax department (or online) by the end of January the following year to be subject to the VAT regime. VAT on rental income is charged at 6%. This can be compensated with the VAT paid on expenses therefore you should keep your invoices (with your name and fiscal number) in order to claim back VAT, even though you cannot deduct expenses under the simplified regime. You pay the higher rate of 23 percent VAT on most expenses, therefore in our experience, you will not pay any VAT because it balances out. VAT needs to be reported to AT (tax department) on a quarterly basis. If you have high expenses in a given year, the VAT can be carried forward and used to offset future VAT liabilities. In addition you are responsible for the reporting of your guests to SEF (border and immigration control), issuing timely rental receipts for your guests, and reporting monthly income to AT the following month. Some councils require you to charge your visitors a tourist tax, which you must pay to the council on a monthly basis. Only VRSA in the East Algarve requires homeowners to collect a tourist tax at the moment. An accountant's annual tax filing of your rental income costs roughly Euro 90. (excl. 23 percent vat). There is a surcharge if you need to report VAT on a quarterly basis. If you are using a rental portal for your bookings, be aware that you must provide your

guests with a rental receipt that includes the commission the portal charges you. The VAT on this commission can be used to offset other VAT liabilities, but under the simplified regime, the commission cannot be deducted as an expense. If you have a VAT credit it is possible to claim this back. However, you need to be aware that the tax department may scrutinise your rental activity. In case you have not been including the commission charge of a portal in the rental receipt for your guest and/or you are staying for a relatively long period in the property yourself, the VAT on expenses incurred during your own stay may not be allocated to your rental activity as it was for your own benefit. Lastly, homeowners from the United Kingdom need to be aware that due to Brexit they will need to appoint a fiscal representative. At Happy Homes we have many years of experience in dealing with all of these requirements on your behalf, making sure you are in compliance with the law and giving you peace of mind. Should you need property management and letting services contact us to schedule a meeting. ON THE ROAD

READERS CARS

L

uis Pedro Sousa is the owner of this month's reader's car. His pride and joy is the 1996 4X4 Mitsubishi Pajero (Shogun in the UK) 2800 Turbo Diesel. Luis loves the jeep for off-roading up in the mountains, on dirt tracks and through rivers, especially so in the rain. The jeep is fitted with the high air intake so as to keep water out of the engine. Luis also likes to go hill climbing on almost vertical drops.

www.eastalgarvemag.com

"I use the jeep to get around the tricky terrain when I go shooting with my family and friends, it is also used for everyday driving. We have challenges between my friends to see who can get up a very steep hill, down a steep drop, through rivers and deep water without rolling over or filling with water". Technical Data: The Pajero has a fuel consumption of 11.3 litres/100km (25 mpg UK) and accelerates from 0 to 100 km/h (62mph) in 16.8 seconds. It has a top speed of 96 mph (155 km/h), a curb weight

of 4034 lbs (1830 kgs), the Pajero II (V20) 2.8 TD has a turbocharged Inline 4 cylinder Diesel engine producing a maximum power of 125 PS (123 bhp - 92 kW) at 4000 rpm and a maximum torque of 292 Nm (215 lb.ft) at 2000 rpm. The power is transmitted to the road by the all wheel drive (AWD) with a 5 speed Manual gearbox. Road holding, handling and ride comfort, the Pajero II (V20) has Independent Double Wishbones, anti-roll bar, Torsion bar front suspension and De Dion axle. Coil springs. antiroll bar rear suspension.

Everything from new car sales to car cleaning, used car sales and car rentals to servicing and repairs. João Gago, owner of Pereira & Gago can assist

his month we meet João Gago, owner of several businesses, all car related and all in Tavira. Originally from Estoi, João started his first business there when he was just 18 years old. A small used car lot which he ran for 19 years. In 1995 he moved to Tavira and opened Pereira & Gago, close to where Aldi in Tavira is now, on the EN125. Since then, João took the opportunity to buy a car rental company. SimplyCar Rentals was set up and a new location found, right on the river Gilāo opposite the old market and is currently the only car rental company in Tavira. Located in the same buiding is their car cleaning service

36

'SimplyWash', a premium car cleaning service (pre-booking only). João's latest venture is their new car sales and service center. This is located in what was once the Citroën dealership, close to the large Chinese shopping centre on the EN125, on the way out of Tavira towards Cabanas. This is now João's flagship premises where he offers everything from new cars sales (all marques to order), used car sales, bodywork repairs, mechanical repairs, tyres and servicing. We visited the sevice center which has a tyre fitting bay, eight car lifts and a spray booth/oven, all immaculately clean and tidy. Pereira & Gago is a family owned and run,

father son and wife business. João's wife does the most important job, the accounts, and son João Pedro takes care of sales. Continuing the family's love of motoring, son João Pedro is a very successful rally driver and is currently running in third place in the regional Rally championships. The Pereira & Gago dealership are always happy to assist, you will be made very welcome at either of their motoring facilities. T

he prestigious Santos Lima family have long had associations with the Eastern Algarve, but it was only in 2013 that they made the decision to follow the Phoenicians and the Romans before them and purchase land and plant extensive vineyards in the Tavira area. Today, Casa Santos Lima, with its multitude of wineries in almost every DOC in the country (Lisboa, Alentejo, Minho, Douro and Algarve), is the largest single producer in the Algarve, having today conquered 40% of the total production. With Portugal currently ranking eighth in the world for best wines, Casa Santos Lima is the most awarded wine producer in Portugal holding over 1,000 accolades. Its most recent title is 'Best National Producer of the year' for Portugal, by the AWC Vienna, International Wine Challenge. The Algarve Wine Society was lucky enough to be able to taste some of these local wines (along with others from elsewhere) at a dinner in the lovely setting of Benamor golf, appropriately in Tavira. Duarte O’Neill, in charge of national sales, represented Casa Santos Lima, having made the journey down from Lisbon. Members and guests gathered on the pretty terrace to enjoy a glass of Espumante Bruto de Portugal, a lovely fresh, fruity, sparkling wine, before heading inside for dinner. Preparation for the night was exceptional. The tables were spacious and the copious number of glasses were gleaming. Food and Beverage Director of Benamor, Ricardo Gonçalves, excelled. LAB (so named because of Sr. Santos Limas’ admiration of the Labrador dog) Rosé accompanied an interesting salmon ceviche, then the local Al-Ria Sauvignon Blanc complemented a delicious fillet of sea bass. Next, another Algarve wine, Al-Ria Reserva Red, was served with an excellent fillet steak before a Douro wine, Quinta de Porrais, with a cheese selection. Dessert was replaced with a glass of Casa Santos Lima’s Lisboa “Late Harvest” before coffee was served. It was a lovely evening of old friends seeing old friends, again in a lovely setting. The next meeting of the Algarve Wine Society will be a lunch at Hotel Eva in Faro on November 17 to taste the wines of Herdade do Sobroso, which will be presented by family member and oenologist, Filipe Teixeira Pinto. BAD ADVICE...

Ask the

Expat

Not all advice is good and not all people are as genuine as you may think. Enjoy our 'bad advice' column from the expert we have all met, know and love... the Expat.

T

his month we have a strange edition of 'Ask The Expat' as we go into the deepest realms, never delved into before. Will we make it out alive or sweating profusely after entering such a terror? As Halloween and the dark winter beckons, we have been invited to interview The New Age ExPat Algarve Paranormal, Supernatural & Psychic Society. Are you a believer in things that go bump in the night? Indeed is there life after this article? Let's find out! With our guest of the two co-chairs of the society, Samuel 'Epiphany' Jones from Todmorden in the UK, now living in Moncarapacho, and medium Lulu 'Bruxa' Wood who says she is an intergalactic being, but was born in Alabama before then and now resides in Santo Estêvão. Hold on to your seats, as this could be a jolty ride! 'Welcome Sam and Lulu! Tell us about why you started the society and what you research?’ Lulu: 'Thanks, Sam, I felt you asking me to go first so I will. Well, it all began three years ago after a visit to Pego do Inferno, the famous waterfall which Portuguese legend says is a gateway to hell. I went for a swim there and was found two days later in a sense of delirium speaking in tongues. Some say it was because I fell into rocks from the swing ropes causing myself a concussion and waking up in Faro A&E, but this is not true. It was far more than that! The medical staff couldn't understand the language I was suddenly fluent in, but it wasn't the gibberish they assumed it to be. Sadly, those symptoms subsided… They contained many prophecies now forgotten. Idiots! I had such intense visions in the hospital bed and somehow having never been psychic before, this knock on my head awoke my spirit guide. The knock awoke abilities that have never gone away! Sam: This is where I came in as a ufologist and hypnotherapist. I saw Lulu's urgent plea

42

on an ExPat page! She wrote, 'HELP!’ She said she could see the unseen and hear the unheard like many women think they can, but she can, truly! She needed help to understand these new talents and why she was being abducted by strange beings at night after going to the local bar. They were just surrounding her! I knew she needed help so we met and I took her into a deep trance to enter the confusion. It turns out, the accident at Pego do Inferno opened a portal to many realms in her mind. ‘Goodness! So what were the visions about the Inferno?’ Sam: Well, our society has many explanations. First we used advanced dowsing rods to discover the intense ley lines there. The 1755 earthquake ripped open time and space. We discovered those lost in the carriage in the 18th century never went to hell, but ended up on another planet. At night, we have society vision circles and visit them. The couple that fell from the carriage) are still alive and are now Royalty on the planet Anarres several solar systems away. The problem is, locating the portal. It has now shrunk to a very tight crack so only the smallest beings can fit through. We are communicating with the aliens that seek to come and save earth soon, also having an understanding of our solar systems as direct descendants of Uranus. We will give you a heads up, when they decide they can fit us into their spacious agenda. ‘Oh I hope you locate that tight crack! But are there more earthly supernatural discoveries you have made in the Algarve? More traditional hauntings?’ Lulu: Oh yes, terrifying things. In Tavira there is a converted old nunnery that now houses luxury apartments. We have a current haunting case of an angry nun who torments this poor couple. Every time they go to the marital bed, the ghost of the nun rips off the bedclothes and throws objects at them! Sometimes she will lash them and they awake with welts on their back! They are now sleeping in separate rooms

so she is placated. Try as the society might, she will not leave! She just throws bibles at us! Unless anyone can offer us a solution, we guess the couple cannot sleep together again, a phenomenon which often happens anyway. I guess they'll need to hire a hotel or sell to a single person with less wedded habits. ‘Our sympathies to the couple. So apart from this active case, what else is the society looking into?’ Sam: So much! We currently have a planning application in to dig up Cacela Velha, as in seance, our team communicated with a Pirate under the time of Henry the Navigator. This Pirate has buried a lot of precious treasure, but the pinpoints on the map are vague, which will mean digging up the whole fort. He is a ruthless spirit and won't give up his secrets easily! Lulu: But we are working on him! We just need a psychic translator as he only speaks in Portuguese, which is not helpful when trying to scribble down what he says in a trance! Sam: We are also trying to help a family whose father went missing after going to the Manta Rota nudist beach. The problem is after using me as the human conduit in a sand based Ouija Board, all present were suddenly overcome by a spray of ectoplasm in our eyes. We were blinded! One of our members stumbled over and fell onto a cactus and another into the sea. There is resistance in those dunes! ‘That sounds quite a slippery adventure with the Never-Realm.’ ‘So, to our readers, how can they join and help you open others' eyes?’ Sam: Really, we recruit anyone who cares to listen. We are a profoundly talented, imaginative and interdependent group, so if you feel uncanny, just deliver your offerings into our spiritual spam box. Lulu: Yes, other than the traditional email, I will hear you call from a 30km radius if you send me a mental note. ‘Otherwise the email is…?’ Sam: OurOtherRealms@Algarvian-Medium.com

Art

ARTIST OF THE MONTH: MAGDALENA MOREY

M

agdalena Morey is a mixed media abstract expressionist Artist. Her seascapes are from the Algarve coastline and islands and her figuratives are exceptionally popular. A truly international artist, Magdalena Morey was born and trained in Lublin, Poland and after many years of living in both the UK and Switzerland, she now lives and works in rural Spain. With a keen love of colour and texture, Magdalena pours excitement, anticipation and even the occasional tinge of loneliness into her abstract expressionist paintings, reflecting the emotional ups and downs that accompany a life of traveling. Using a variety of different media, including pastels, watercolours, gold leaf and acrylics, Magdalena creates landscapes and figurative artworks that are beautifully eloquent and exploding with life. Magdalena's work can be viewed at Tavira d'artes in Tavira, call 962 012 111 to arrange a visit.

HAVE YOU THOUGHT ABOUT YOUR FUTURE HERE IN THE ALGARVE?

P

Is it time we addressed the ageing elephant in the room? Consider your options for the future, in time you may not be as independant as you are now

erhaps we try not to think about it too much, or maybe you have a home somewhere you plan to return to, should the time come when you or your partner need a little extra care or a helping hand. But let's face it, the time will come, and we will all have to deal with it eventually. So what are your options? Of course going 'home' is one of them, but where do you consider home now? How would you feel returning to a place you haven't lived for years, leaving your friends, lifestyle and the wonderful climate you probably moved here for in the first place. What would the place you left years ago be like for you now, at this age and stage in your life? After all, the world and you have seen drastic changes over the last few years alone. Of course many of us have family who would love to take care of us, but is that really an option today? Do we want to become a burden to our children? They have their busy lives to get on with and do they really have time or space to take care of granny and grandad? An alternative is homecare. Perfect if you know when you'll need assistance and are able to plan ahead for help. This, however, can become expensive, should you need care more often. The other concern is, would the limited number of companies offering this type of service have enough staff to look after you when that time comes? Maybe this is a risk people are willing to take, however, now is the time to ask ourselves, is it a viable, safe, reliable option?

www.eastalgarvemag.com

The most drastic option would be a care home facility. Currently in the Algarve we only have one international (English speaking) care home, which is fully occupied at the moment, and with a waiting list. Apart from buying a property on the complex (also very limited availability), full care would be the only option, but again, there are no current places available, and if there was, it comes at a hefty price, especially if you don't require the full speciality care on offer. A much cheaper option would be a Portuguese facility. Although ideal for native speakers, many of us struggle with the language. How would we feel surrounded by people speaking Portuguese 24/7? I'm not so sure that would work for me. So what are we left with? A care home back home? Well, if you're from the UK, I can assure you (from experience) this is a very expensive option, and with laws changing on a regular basis, what will our rights be in the future? Is selling our homes and assets to pay for care a sensible option? I'm not so sure. Up to now, it appears our options are limited. Here's where we think we have a solution. Our idea is to offer a place that has care facilities available should you need it... whatever level of care, whenever you require it. The idea is to rent a suite on a monthly basis. This suite will be yours and yours only, and available for you to use, as and when you wish, even as full time accommodation. Facilities available include an outdoor pool, indoor pool, gym, sauna and turkish bath. Residents will have a private restaurant and

BBQ area, only available to them and their guests. On the premises would also be a Restaurant, Croquet lawn and Padel tennis courts, which would all be open to the general public. Most importantly we will have medical facilities available. This will include a doctor's surgery and nurses at hand 24 hours a day. So how would you benefit by renting one of our suites? Well, all of the concerns mentioned before are taken care of. Should you or your partner require help, even for a short period of time, you simply stay at your suite for as long as you need to. Help will be there should you need it, at the press of a button. If you decided one of you needed care on a more permanent basis, you have the option to move into your suite. This would even allow you to release equity on any property you may have, should you wish to. Where's the catch? Honestly, there isn't one. You will have no long term contract, you may vacate your suite after giving a short notice period. There will be a nominal fee for upkeep of the property and of course utility bills. The monthly cost for a suite is the same as you can currently rent an apartment for in a typical town in the East Algarve. Where's the location? We are located only 15km from Tavira, Fuzeta and Olhão. If you would like further information, or would like to visit the complex please email us on info@eastalgarvemag.com

ach month we receive different questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers.

Q

by Portugal, we use the OECD model tax convention and this can be used to ascertain what type of incomes may be taxed at source or not and therefore are exempt in Portugal, under the NHR status. So in view of this, as you have the special NHR status, your situation in Portugal will remain the same, even after the 1st of January 2022, your pensions will remain exempt, irrespective of how much tax you pay in Sweden.

We have recently received information from the Swedish Tax Authorities that they are changing the rules for taxation of private pensions in such a way that, starting January 1st 2022, they will be taxed with the fixed 25% SINK-tax. Now I wonder if you know of any subsequent change in the Portuguese rules with reference to this change? Basically, do you know if these pensions still will be exempt for taxation in Portugal? One of the benefits of the NHR status is that foreign-source occupational pensions and similar remuneration are subject to a reduced tax rate of 10% (or 0% if you became resident prior to 31-03-2020) if they simply are not deemed as sourced from Portugal, with possibility to deduct tax paid abroad under some conditions. Q

We have owned a house in Loulé since 2010 and as we retired recently, we decided to move permanently to Portugal. We have the NHR status and receive a private pension, dividends from our UK company and a small salary (not taxed in the UK). We also have rental income from UK properties. What taxes will we pay in Portugal? Under the NHR status, your pension will be taxed at 10% in Portugal, but you will not be taxed by this in the UK, provided you inform the HMRC that you are now tax resident here. Foreign-source income from employment (including fees of directors and entertainers or sportsmen) will not be taxed in Portugal if it is taxed (at whatever rate) in the source country in accordance with a double tax treaty. So your salary income may be taxed in Portugal as this is not taxed at the source.

When referring to the dividends, these will not be taxed in Portugal, nor in the UK. In fact, if you are a resident of Portugal but receive dividends from the UK, then the UK has the power to tax them under article 10, although it does not if the recipient is not a UK resident. On the other hand, Portugal will not tax such dividends in the hands of a NHR either, because the UK may tax them under the DTA. This way, the non-habitual resident of Portugal may receive dividends from UK sources completely free of tax. As a Portuguese tax resident, you will declare your worldwide income here, including the rentals from UK properties. However, under the NHR status, these rentals will not be taxed in Portugal, but will continue to be taxed in the UK, as the property is located there. Please feel free to send us the questions you may have to ricardo@allfinance.pt. We will select some of these to be published.

Expert financial advice By Andy Oliver, CEO of Private Client Consultancy

Top Money Management Tips for Businessowners and the Self-Employed

B

efore diving into this month’s financial advice article, I would like to first share some great news. I am proud to announce that Private Client Consultancy has qualified as a finalist in the 2021 Spear’s Wealth Management Awards. To be among the ranks of some of the biggest names in the financial industry is an honour. I am thankful for our hardworking team and fantastic clients for getting us this far. Now, let’s go for the win! This month, I would like to take some time to speak to those that have chosen to go at it alone and are either self-employed or new business owners. The past year and a half has allowed many people to reassess the way they want to live their lives. One of the main areas in which this seems to have occurred is by making changes to work lives. Since the COVID-19 pandemic, many more people have been setting up their own businesses and taking on freelance work, either out of necessity, or simply because there are benefits to doing so. One that I imagine draws in the most people, is the fact that there is no one to answer to but yourself. This is both a blessing and a curse, as there are many responsibilities that come with running a business. For one, you are solely responsible for your taxes and pensions. Being your own boss is one thing. Being the boss of your finances is another. In order to gain financial autonomy, you must develop an effective strategy for managing your money. This goes beyond keeping track of your income and expenditures. Financial planning when you are your own boss can seem daunting. It requires effort, time, and a keener awareness of your incomings and outgoings than if you were receiving a wage slip from an employer every month. Of course, when you’re working all day and trying to get a business off the ground, the last thing you want to do is come home to a pile of bills that need sorting. Additionally, there is always a certain amount of risk that comes with owning a business or being a freelance worker. There are start-up costs to consider and perhaps employees to pay. When starting a business, you may not even see a profit for the first several months or longer. This may leave you feeling overwhelmed. Fortunately, there are some tips I can provide you with that will make the process a bit easier. One of the most important aspects of managing

50

your money is making sure to separate your earnings as a business owner or sole trader from your personal finances. This seems obvious, but when you work for yourself, more opportunities for your money to become entangled arise. To ensure that you have the correct money in the correct account, it is essential for you to understand how much money is being spent and at what rate (cash burn) and how much money is readily available (cash flow). If you have the right amount of money in the right place at the right time, then you can account for operating costs for your business, personal expenses, and ultimately income when your business begins to see a profit. Ensuring that this is all organised is key to maintaining your financial stability. Knowing the amount of money you can expect for yourself each month will not only prevent you from incurring debt, but it will also ultimately save you time and hassle as you won’t be left with as much to do when tax season comes around. Therefore, you should establish monthly goals for your business and pay yourself a fixed income when possible. For example, if you are self-employed, a useful tip would be to create a business account and pay yourself from there each month, leaving the rest of the money to invest back into your business. In the first few months of operating your business, however, you must ensure that you have enough personal funds to cover any unexpected costs. Additionally, you must keep track of your allowable expenses so that you are prepared for when it is time to submit your tax return. If you know how much you can deduct from total income on your tax returns, then you will receive the most in deductions on your tax bills as possible, meaning less tax. Once you have separated your earnings into groups and have calculated your expenditures, set aside around 20-30% of your net income for taxes. Of course, this will differ for everyone. Depending on your operating costs, that amount may not be feasible. If you are a freelance worker, business expenses will likely be low. If your business provides goods, however, you will have more expenses. Therefore, doing regular bookkeeping and accounting checks will allow you to determine the percentage you can set aside for taxes. Thinking in percentages is useful because it makes it so that you can tailor your plan to suit your earnings. This way, you do not set yourself up with unrealistic financial

expectations because you have ensured that you always have a reserve. This ties back into understanding cash flow and cash burn. Now, that brings us to the next point. There is a reason we say in the industry that your money should work as hard as you do. Once you are seeing a steady flow of income, you can start looking towards garnering wealth. It is essential to make the distinction between your working capital and non-working capital. You can always make additional money from what you already have. Therefore, taking the excess non-working capital and making it work for you is imperative. For example, if it’s the wrong time to expand your business, then invest in other companies. Additionally, put away the money you expect to go towards taxes into a savings account so that you make interest off it. Next, build up an emergency fund. Deduct a certain amount of your net income and put it towards this fund. Once you have enough money saved to account for any unexpected expenses, you can start investing. As your business grows, you will be able to invest more in it. Or even better, ensure that a friendly bank manager has an immediate credit line available for you. There are numerous considerations when running your own enterprise. Considering how you can run your business in the most tax efficient way is at the top of that list. If you run a company, you need to determine whether it is more beneficial to you to take a salary or pay yourself in dividends. You also need to decide if you will use a director’s loan account or a credit facility. Lastly, whether you are self-employed or managing a company, evaluating social security rates and pension contributions for tax relief is essential. Finally, this is where we come in. Work with a financial adviser. Not only do we have the tools to help you make the most of your investments, but we also will devise a bespoke retirement strategy for you. If you are self-employed or run a business, you do not have an employer contributing to your pension each month. Therefore, you need to do all the heavy lifting when it comes to saving for your old age. When the time comes, you do not want to lose out on the state pension you are entitled to. Private Client Consultancy will ensure that this does not happen. If you would like to discuss your plan with a qualified adviser, please get in touch with us at info@pccwealth.com

Expressing sensations and feelings as children

eing mentally healthy during childhood means reaching developmental and emotional milestones, learning healthy social skills and how to cope when there are problems. Mentally healthy children have a positive quality of life and can function well at home, in school, and in their communities. Mental disorders among children are described as serious differences in the way children typically learn, behave, or handle their emotions, which causes distress and problems throughout the day. Many children occasionally experience fears and worries or display disruptive behaviours. If symptoms are persistent and interfere with school, home, or play activities, the child may be diagnosed with a mental disorder. Mental health is not simply the absence of a mental disorder. Children without a mental disorder might differ in how well they are doing, and children who have the same diagnosis might differ in their strengths and weaknesses in development and coping, and their quality of life. Mental health as a continuum and the identification of specific mental disorders are both ways to understand how well children are doing. Symptoms of mental disorders often start in early childhood, although some may develop during the teenage years. The diagnosis is often made in the school years; however, some may not be recognised or diagnosed as having one. As an occupational therapist I have a framework to guide my therapeutic thinking called MOHO – Model of Human Occupation. Guided by this framework, when I think about mental health what always comes to my mind is the word Volition and its meaning. Volition is comprised of and influenced by one’s personal causation, values, and interests. Personal causation, consists of a sense of personal capacity and self-efficacy, refers to feelings about being capable and effective. Values are what one finds important, and interests are what one finds satisfying and enjoyable. The process of volitional development is viewed as a continuum. There are three stages of volition: exploration engaging in interactions with the environment for the purpose of sensory experiences

52

and pleasure. This occurs in a relatively safe, risk-free environment; competency – when individuals actively interact with the environment to create an effect on the environment. Through practice and meeting standards, an increasing sense of control is gained; achievement – individuals strive to master challenging skills or tasks. They persist in activities, aiming to increase their capacity to perform, even when the risk of failure is present. The SER CLUB was created focusing on mental health, childhood and expressing emotions and feelings. This is a Club for 5 years olds and older and has different kinds of studios. The main goal of the studios is to develop the expressions of feelings and emotions, allowing kids to explore, interact and achieve meaning and sensations in their bodies and minds. The Arts are powerful. Whether acting in a play, singing a song, performing a dance, drawing a picture or writing a poem, art allows for personal expression and ideas without having to put them into words. This is just one of the many reasons expressive art therapies are popular, particularly for special needs children. The right mix can improve overall well-being and contribute to lowering anxiety and stress, improving self-awareness and self-esteem, strengthening relationships, regulating behaviours and advancing social skills. Children of all ages, with and without special needs, may not have the language skills to express themselves, but they still have a voice. Expressive arts awaken a child’s imagination and creativity to help them discover who they are and how to engage their senses. Putting feelings into a poem, song and painting provides a safe outlet for negative emotions through an enjoyable activity, which accelerates the healing and growth process. Expressive arts have great effects on a child’s normal development. Establishing social skills at a young age is incredibly important for regular development. Children who are comfortable in social settings operate much better as adults, as they establish connection, communication and empathy. Expressive art can enhance social development by providing support without judgement from peers,

parents and teachers. It gives children the opportunity to appreciate differences between people and accept different perceptions. Many of the arts can be practiced in groups, working together, learning to share and accept responsibility for how their actions affect others. The main studios we have at SER CLUB are: Yoga for children breathing exercises, meditation skills and postural improvement, promoting concentration; Aeroyoga for kids exercises joining yoga and dancing, while using a suspended net that promotes a postural improvement, a better breathing technique and an active mental concentration; Emotional and Artistic Studio several artistic activities conducted in order to better express feelings, emotions and thoughts; Expressive Music activities using several musical instruments that leads to learning new sounds; Scientific Experiments especially for kids that like to see their impact on the environment, consisting of scientific experiments that lead to a better understanding of Nature; Graphic Design activities of digital design, using storytelling in a digital and original format; Phonology, Reading and Writing fun activities that promote an optimal learning process using sounds (phonology) aiding in reading and writing; Sensorimotor Studio fun activities that promote a physical and harmonious growth; If you have kids and want them to develop in a more harmonious way, enabling emotional intelligence, please contact SER Igual and sign up in one or more of these studios. As we are a non-profit association for handicap people, our mission is to achieve more social projects, to create a more inclusive community. If you want to sponsor a social project or become a social investor, please come and visit Associação SER Igual in Tavira. We will be glad to talk about our ideas and projects. If you are interested in our work, please visit us on our facebook page @ SerIgualPT or make an appointment to geral@ seronline.pt or by phone 918180020. Thanks once more for your attention. INSPIRATION FOR

THE BODY AND SOUL The wonderful world of Dopamine

HAPPINESS 54

BEETIFUL JUICE A handful of spinach ● 1 large beetroot ●2 oranges ● 1 lemon ● 1 Cherry for decoration Wash and scrub all produce well. Peel the beet, oranges and lemon. Add all ingredients Juice and enjoy! Photo by Peter Lanman

D

opamine is a type of neurotransmitter, your body makes it, and your nervous system uses it to send messages between nerve cells. Dopamine plays a role in how we feel pleasure. It's a big part of our unique human ability to think and plan So what can we do to help promote these good feelings? Do things that you know will make you feel good. Eat protein, less saturated fat, probiotics for your gut, exercise, listen to music, get enough sleep, meditate and don't forget to make the most of the sunshine.

TOP TIP

Most people search for happiness outside of themselves, this is a fundamental mistake. Happiness is something that you are and it comes from the way you think.

M

ost people associate happiness with the positive emotions we feel when happy. Getting what we want, especially material things, (the car) does boost our positive emotions, and that feeling of happiness, but only for a short time. Then our brain, (which controls our emotions), adapts and starts looking for the next shiny object and the feeling starts to fade. Having a great holiday will leave you feeling happier for longer, but only by sharing the memories with friends will you relive the experience increasing your social emotions each time. You might be surprised to discover that expressing gratitude to someone else is one of the best ways to increase your happiness.

It turns out that gratitude also enhances our social emotions, but in a more meaningful way that does not fade. Gratitude encourages us to identify the goodness in our life and validate the source of this goodness as being outside of ourselves. Expressing gratitude is recognition that other people have given us many gifts, big and small, all helping us to achieve the goodness in our lives. So, get ready to bring more happiness into your life, and maybe become more attractive to those you meet? Erik & Ilea (Co. founders) houseofhappinesspt.com Opening this month in Tavira

PLASMA LIFTING, HOW IT WORKS

Beauty Sal a i r g on le

A Amazing Mara

Plasma lifting without surgery but with a visible and lasting difference.

P

lasma Lift is a new non-invasive treatment that minimises signs of aging with minimal downtime. It tightens skin and reduces wrinkles, scars, pores, sun damage, and other imperfections, making your skin look firmer and younger. How is this achieved? Plasma fibroblast therapy uses a pen-like device that discharges a high-frequency electric current to small areas of the skin. Fibroblasts are the cells that carry collagen to repair the skin. The plasma tip doesn't directly touch the skin, but instead releases a targeted current just above the skin. The hot current creates small holes, or micro-dips in the skin's layer that heals and tightens the skin. Can other concerns be treated using the same therapy? Yes, we are also able to remove freckles, age spots, skin tags, acne scars, warts, spider veins, benign moles, Milia and Syringoma. This safe and effective treatment offers natural tightening and lifting that can last years. For more information don't hesitate to contact Mara. Gardens

Mediterranean Autumn Garden Fair 12th Mediterranean Autumn Garden Fair attracts record number of visitors

A

combination of beautiful weather and the prospect of beautiful plants was enough to attract a record-breaking attendance of 3226 verified visitors for the first Garden Fair since 2019. For the first time the event was held at the renovated site for the Horse Fair at Estoi and our partners, CONFEST, provided good food and entertainment. Saturday morning saw eager plant buyers queueing for the opportunity to see the wonderful range of plants from over 20 nurseries attending from Lisbon and the Alentejo as well as local specialist growers. For the first time we had three growers with a good range of native plants, and native seeds were also available at the event. Alongside the plant nurseries were good quality craft stands, including stained glass for the garden, garden tools and skilled botanic artists with original works as well as cards and notelets. Also available were herbs

56

and spices, organic soaps and cosmetics, plant stands, jewellery and clothing - all inspired by gardens and the natural world. For the first time exhibitors, it was a leap into the unknown, but they were all thrilled by the response of visitors to their plants and products. The new water plant nursery, Aguaflora, new succulent growers and new nurseries with tough drought resistant plants were all very happy to take part and will be returning for future events. Finally, it was possible to celebrate the start of another gardening year by meeting up with friends, doing some serious plant shopping and enjoying a grand day out. We are very grateful indeed to our generous sponsors for this event, including The Resident, Sementes de Portugal and the Junta de Freguesia for Conceição and Estoi. The event is held to highlight the wonderful work done by our local specialist nurseries and to raise funds for the work of MGAP in promoting sustainable and beautiful gardens

and landscapes. The free information leaflets in four languages were popular and we hope to see many more gardens using native and climate appropriate plants. Your gardening queries are always welcome to the email address below. If you missed the event but would like details of those attending, you can access the full list via the front page of our website. If you were there, and took some photos, we would love to see them – we were all too busy to take photos ! We are already planning a Spring Garden Fair in 2022 and will keep everyone up to date via our website and newsletters. If you wish to join our distribution list, please send a message to: mgapsec@gmail.com Finally, a heartfelt thank you to all who attended, and see you next time!
