Algarve has ten resorts among Europe’s golfing elite popular the Algarve is for all visiting golfers. “It’s always a privilege for us to welcome our guests, whether they are regular visitors or coming to the Algarve for the first time. There are so many fantastic resorts to enjoy and it gives us all great pleasure to know that our region remains more popular than ever.” As the Algarve tourism association (ATA) points out, the region also boasts many outstanding stand-alone courses, including Dom Pedro Victoria in Vilamoura, which hosted the Portugal Masters event once again. “As an appetiser to the forthcoming Ryder Cup”, there was added interest with 2018 European team winners Sergio Garcia and Thorbjorn Olesen both in the field as they warmed up for the event in Paris. Vice-captain Padraig Harrrington – the 2016 champion at Victoria – was also in the star-studded line-up, said ATA.
EN125 bridge in Tavira to undergo major renovations
A
round €500,000 will be spent on major renovations to the EN125 bridge in Tavira over the Almargem stream. The works have been announced by the national infrastructures authority (IP) and will last around three months. They will begin “after the summer season” when there
will be fewer drivers on Algarve roads. In order to ensure that traffic is always flowing, the works will be carried out in phases so that there is always one lane open. The revamp will include the “structural reinforcement of the bridge”, several repaving works, a new paint job and improvements to the side pavements and guard rails as well as
the drainage system. The works are considered urgent following an inspection in April which found that the bridge is in dire need of an overhaul. Tavira mayor Jorge Botelho is “very happy” about the news, having told Correio da Manhã that the bridge shows “signs of degradation” and needs “serious repair work”.

In the Western Algarve, the awarded resorts were Amendoeira, Penina and Onyria Palmares. Illustrated Portuguese Dictionary, by Maria Libéria Matos
M
aria Libéria Matos has long enchanted her students with the delightful illustrations she uses to complement her classes. Whether teaching Portuguese to children at the Escola Poeta Emiliano de Costa middle school in Estoi, or to struggling expats, who are learning Portuguese as a second language, Libéria (as she likes to be known) has realised that the learning process is made so much more interesting and stimulating through the use of illustrations. Learning
8
new words and more importantly memorising them, is made all the easier when they appear next to Libéria’s endearing pictures. To bring this to a wider audience, the talented teacher, and no less talented artist, has compiled her work into an engaging illustrated dictionary - DICIONÁRIO ILUSTRADO DE PORTUGUÊS. Featuring more than 2000 words, the book is logically broken down into all manner of themes and categories, all accompanied by the author’s lovingly drawn illustrations. An ideal companion for students of all ages, this illustrated dictionary makes
learning a new language all the less daunting, while introducing Portuguese words and concepts in a fun and captivating manner. T
he “Rough Guide” describes the small town of Fuseta as one of the Algarve’s least discovered resorts. Ten kilometers East of Olhao the town sits on the estuary on the stunning Ria Formosa at Armona Island. Still a traditional working town, colorful fishing boats are moored together with the huts used by the local fishermen and the beach is a real paradise for sun worshipers. The narrow streets of the town leading away from the coast brings a small square, shops, traditional restaurants and cafes and the very latest Nano brewery. Nanobrew Fuseta opened in March 2018 with an incredible choice of beers, ales and stouts. Nano breweries are the smallest form of brewing and a hobby for Joao and Tone from near Oslo, Norway. They have worked in I.T., Film Production and Television Presenting respectively, and have found their passion and experience in micro brewing has now become their expanding business. Tone has visited her aunt locally in Moncarapacho for 30 years and they have had their own home in Fuseta for 13 years. Formerly a barber shop, Nanobrew has been transformed into an urban chic, stylish brassiere and a great cozy space. With modern lighting and décor displaying the incredible choice of home made craft beers, the ambience is chilled and the welcome very friendly. The beers are all made onsite with natural ingredients with yeast , corn, malt and hops being bought in the respective countries according to the beers being made. The choice of fresh ingredients are paramount and on average, over fifteen varieties are offered. Batches are made at just 60 liters at a time, with Tone

Simple and tasty decorations, attention to detail, cleanliness and the best music. The lovely Norwegian couple can tell you the story of every drink or food they serve and truly fascinate you. You have to try the chocolate mousse cake, it's homemade and yummy" and Joao traveling to England, Germany and Belgium to ensure authenticity. Choice is outstanding, Rudolf Red Ale (5%) Dry Oatmeal Stout (5%), Trippel Trapp (9.1%), Ginger Beer (7%) and B.B. Food
Chicken Arrabiarta & Spicy Tomato Sauce
I
Why not try this stunning dish from Viv Thomas, AKA Chilli Boy Piri Piri, taken from his new book 'Chillboys Kitchen'?
am of the opinion that spicy hot food should still fill your mouth with a multitude of exciting flavours. Where possible the flavours should be the first thing you experience then the heat intensity should build in your mouth and linger on the back of your tongue. A fine balance between tantalising flavours and lingering heat levels is what we should be aiming for. Each one of us has a different tolerance to spicy hot
4 People. This dish should not be limited to chicken, use your imagination because the sauce is ideal for a number of different seafoods and fish. I found it goes fantastically with salmon, prawns, scollops, even pork fillets. For the purpose of the exercise we’ll stick to chicken for this one. My Irish ChilliHead friend Tony, says that his Naga chillies are perfect for this dish. Possibly 1 x Naga for an acceptable heat level otherwise 3 or 4 for that trip to the moon effect. Ingredients. • 5 x Chicken Thighs. Deboned and skins removed. • 2 x cans of plum tomatoes. Roughly chopped. • 2 x large ripe tomatoes. Peeled and roughly chopped. • 12 x Garlic cloves. Grated. • 6 x Thai red chillies. Seeded and finely sliced. (Add more chillies if you really want to spice it up). (NAGA!!)
14
food, from zero tolerance to mind blowing, numb tongue ChilliHead levels. My brother for example will break out in a sweat if he smells a chilli, mention the word curry and he runs a mile. I like to think that I’m sort of middle of the road whilst my buddy Tony is at the high end of the scale. In fact I use Tony as a sounding board for any new crop of chillies we may be harvesting, his opinion on their intensity will determine where or how the chillies will be used.
• Sun dried Tomatoes. Cut into bite size strips. (Save the oil/brine). • 1 x Large onion. Finely chopped. • 30ml Capers. • 1 x Can Anchovie stuffed Green olives. (+/-150gm) • Generous pinch Turmeric • Generous pinch Cumin. • ChilliBoy Piri Piri oil. To sprinkle. • Olive oil to fry the onions. • Bunch Fresh Basil. Leaves roughly chopped. Stem finely chopped separately. • Bunch spring onions. Topped and tailed then cut into thin strips. • Chives. Finely sliced. Method. Debone the chicken thighs (Breast is equally as good, I just prefer the thighs because the tend to be more juicier and flavoursome). Remove the skins and lightly brush with left over oil from sun dried tomatoes. Very lightly sprinkle with Turmeric and Cumin, then using a
kitchen mallet or rolling pin flatten the chicken pieces to about 10mm. Cover with cling film and set aside whilst you prepare the sauce. Fry the chopped onions, garlic and chillies in some olive oil until nice and soft, add the cans of tomato and allow to simmer for about 15 minutes. Add the fresh chopped tomatoes, sliced sun dried tomatoes, finely chopped basil stems, capers and stuffed olives and allow to simmer for another 10 minutes. Using the oil from the sun dried tomatoes, fry the chicken fillets until just cooked, the spices will turn the chicken a lovely golden brown colour. Remove from the pan and slice into thin bite size strips. Mix the cut chicken strips into the sauce along with the chopped basil leaves, stirring gently. I like to serve the sauce on a bed of pasta, preferably the miniature macaroni or similar. Sprinkle the chopped/sliced spring onions and chives over the top just before serving.

s we know all good things come to an end eventually. The ECB has confirmed that it plans to taper stimulus on the back of strong labour markets. It has decided to reduce the monthly bond purchase program from €30bn to €15bn from October till year end, increasing the likelihood that it will halt new purchases going forward. This would bring an end to the expansion of their balance sheet. However, they will continue to reinvest funds that come available from maturing bonds. When it comes to the desirability of property, it is all about location and specifications. A home in a prime location will always be more expensive than a similar home in the middle of nowhere. However, property prices in general are influenced by the amount of financial liquidity in the system (money supply) as well as interest rates. Just like low interest rates increase the affordability when a prospective buyer needs a mortgage, high interest rates have the opposite effect. With money supply it is the same, loose monetary policy by central banks lead to inflation of asset prices including property. Tightening of money supply has the opposite effect. On a global scale we are moving away from ultra loose monetary policy and extreme low interest rates to a more normalized situation. Money supply can either stimulate or slow down demand. If anything financial is hard for you to comprehend, think of it like this: ‘You are at a party and free drinks are served from 3 punchbowls (central bank of Japan, Fed in the USA and the ECB in Europe). After a while two punchbowls are removed (Japan & USA), an hour later the last punchbowl is removed, but the bar tender says not to worry; you will need to pay for your drinks but we start with happy hour. Happy hour comes and goes and the price of your drink is going up every hour. Eventually the party ends. So where are we now? The Happy hour in Japan and the USA has ended while in Europe it is just about to start. Over the past years the abundance of cheap and easy money from a loose monetary policy has benefited economic growth and employment and indeed inflated prices of financial assets as a rising tide lifts all boats. As we are slowly moving away from loose monetary policy to a more normalized monetary policy it is likely that the biggest increases in property prices are behind us. According to the US financial rating agency Standard & Poor property prices in Portugal are on track to rise 9.5% this year. The report that came

out early September refers to strong demand from both local and foreign buyers and places Portugal together with Ireland at the top end of Europe. In our own base case scenario for 2018 (published on the 1st of December 2017 ‘Algarve Property Market Outlook 2018 and review of 2017’, see www. landandhousesalgarve.com/articles. aspx ) we expected prices of existing homes sales to rise between 7% to 9% in 2018. An increase in property prices of 9.5% for the year 2018 would be just above the top end of our expectation and great for property owners. Coming December we publish our Algarve Property Market review of 2018 and outlook for 2019 including our view on Brexit, trade wars, the rise of populist parties in Europe and the outlook of the economy of Europe and Portugal in particular now that the period of ultra loose monetary policy is coming to an end. Hobbies Once you master patchwork, there is no end to your capabilities.
T
How to select your fabric for Quilting.
here are no quilting rules that says you must sew with one type of fabric or another. Go ahead and use a fabric if you like it, but do try to determine what type of fabric it is so that you'll know how to care for the quilt when it's finished. Most quilt block and fabric swaps require that you use all-cotton fabrics. Reserve fabrics made from other materials for your own use or for swaps that allow variations. You Might Say... 'I Always Buy 100-Percent Cotton Fabrics' Do you ever buy fabrics on eBay or at estate sales and flea markets? What about your non-quilting friends, do they ever offer to give you excess fabrics? Have you received unknown fabrics in a fabric exchange? Unless you are sure that fabrics are cotton, there's no way of knowing their fibre content without performing a few tests. Learn how to do a fabric burn test that helps you identify what a fabric is made of. A burn test is performed by setting a small piece of fabric on fire, monitoring the flame as it burns and inspecting the ashes after the flame is gone. Knowing fabric content is important to quilters because we typically sew with 100-percent cotton. It's especially important to know fibre content if you exchange fabrics with others who expect to receive cotton fabrics. No matter what type of project you are working on, from quilts to upholstery, a burn test that identifies fibres will help you determine proper care instructions. Fabric Burn Test Supplies • The fabric(s) you want to test. • A flameproof container with walls — try a large ashtray and consider placing it in another container, such as a sink where water is handy. • Long matches or another source of a small flame.
32
What Fabric is Best for Patchwork Quilts? • A pitcher of water to extinguish the flame if you aren't working in a sink. • Long tweezers. How to Do the Fabric Burn Test Perform the burn test outside on a day that's not windy, or in a well-ventilated area inside, away from flammable items, children, and pets. 1. Cut small pieces of each fabric you want to test, such as 2" squares. 2. Place a piece of the fabric in your fireproof container and ignite one corner. 3. Pay attention to the odor of the smoke. • Cotton smells like burning paper and has an afterglow at the end of the burn. • An odor similar to burning hair or feathers indicates wool or silk fibers, but silk doesn't always burn as easily as wool. • A darkish plume of smoke that smells like chemicals or burning plastic probably means the fabric is a cotton/ polyester blend. 4. Examine the ashes after they've cooled. • Cotton ashes are soft and fine. They turn to dust when touched. • Black, brittle remnants that crush between your fingers are probably the remnants of wool. • Hard lumps are the remains of melted synthetic fibers. 5. Take one more step. Unravel a clump of threads from another small swatch of the fabric. Hold the clump with tweezers (over your flameproof container) and slowly move a small flame towards the clump. • Cotton fibers ignite as the flame draws near. • Synthetic fibers curl away from the heat and tend to melt. To see exactly how each type of fabric reacts, perform experimental burn tests on fabrics you know are made from cotton, cotton/polyester blends,
wool and other fibers. Fabrics That Are Mistaken for Cotton • Linen produces results that are similar to cotton but linen burns more slowly. • Rayon keeps burning after the flame is removed, and although it has an odor similar to cotton or paper, it does not have an afterglow.

CARVALHO ARAÚJO
I
t is well documented that the Portuguese CEP (Portuguese Expeditionary Corps) lost about a third of its effective fighting capacity in the European theatre of the First World War. All together approximately 12,000 Portuguese troops died including Africans who served in its armed forces on the colonial front. Portuguese shipping also suffered significant losses during this period. Portugal had entered the war when they complied with the British request to confiscate thirty-six German and Austro-Hungarian ships docked in Lisbon. On the 9th March 1916 Germany declared war on Portugal, followed by Portugal's reciprocal declaration. Two years later and only a month before the Armistice a major incident occurred on the 14th October between the naval trawler Augusto de Castilho, under the command of Lieutenant Carvalho Araújo, and the German U-boat cruiser U-139. The U-boat attacked the Portuguese liner SS San Miguel, navigating from Funchal (Madeira) to Ponta Delgada (Azores) with 209 passengers and several tons of cargo on board, under the escort of the Augusto de Castilho. Despite being a small boat armed only with a 65mm gun and a 47mm gun, the Augusto de Castilho engaged the powerful U-139 with its six torpedo tubes and two 150mm deck guns. In order to protect São Miguel, and after using all the smoke boxes available for creating a smoke curtain while repeatedly firing
34
A portuguese naval hero: 14th October 1918 the stern cannon, de Araújo gave orders for the Augusto de Castilho to turn to port, describing half a circle, and advance towards the German U-139, taking gunfire from the submarine, thus giving São Miguel time to escape at full speed. After two hours of fierce but one-sided fighting, and with several fatal casualties on deck, the guns damaged, without ammunition, and having lost the telegraph and the ship's engine, the Portuguese ship surrendered. However, the German submarine continued firing, hitting the patrol ship with a direct shot which killed Araújo and injured Midshipman Armando Ferraz for a second time. After receiving orders from the Midshipman to abandon ship, the fortyone Portuguese survivors were able to board two lifeboats which several days later reached the islands of Santa Maria and São Miguel. The Augusto de Castilho was then boarded and sunk by the Germans with explosive charges. The heroic Lieutenant Carvalho Araújo who had given his life was posthumously awarded the Order of the Tower and Sword (2nd Degree) and the 1st class War Cross (Silver). José Botelho de Carvalho Araújo’s birthplace, Vila Real in northern Portugal, honoured their war hero with a towering statue and this year numerous projects have taken place to highlight his famous deeds. Carvalho Araújo had previously served on the Vasco da Gama, an ironclad ship built by the Thames Iron Works in London, which served as the flagship of the Portuguese fleet for the majority of her
long career. The 14th October action was U-139's last as a few weeks later the submarine surrendered to France on 24th November 1918. During the conflict ninety-six Portuguese ships were sunk by German submarines. Lothar von Arnauld de la Perière, who commanded U-boat 139 during WW1 was the most successful submarine ace ever with 194 ships and 453,716 gross tonnage sunk. During his career he fired seventy-four torpedoes, hitting thirty-nine times. In a bizarre incident the following year the people of Hastings (East Sussex) woke up to find a U-Boat run aground on their beach. U-118 was being towed through the English Channel towards Scapa Flow, where she was to broken up, when the dragging hawser broke in a storm. Initially there were attempts to displace the stricken vessel and a French destroyer attempted to break the ship apart using her guns. All were unsuccessful, and the closeness of the submarine to the public beach and the Queens Hotel prevented the use of explosives. The stranded submarine became a popular tourist attraction, and thousands visited Hastings that Easter to see her. She was under the authority of the local coast guard station, and the Admiralty allowed the Town Clerk to charge a small fee for visitors to climb on the deck. This went on for two weeks, during which the town gained almost £300 (£13,400 in 2018) to help fund a welcome for the town's soldiers returning from the war.

Preparing your garden for winter
n late summer and early autumn here in the Algarve, barbecues are still grilling, kids are still swimming, and the garden is in full glory. Preparing for the coming winter feels wrong for so many reasons, but if you prepare your garden this autumn, your plants will thank you later. As hard as it is to envisage, winter is a-coming. Depending on where you live, Old Man Winter can be gentle or brutal on plants, trees, and shrubs. We’ve got some hints to help you protect them. PUTTING THE GARDEN TO BED If you’re unclear on what this means, it’s basically about cleaning up garden beds and covering everything that will suffer the cold winds here. Perennials, trees, and shrubs go dormant for the winter instead of dying. They may look dead as a doornail, but they’re simply laying low until the soil warms up and the days get long. Perennials, trees, and shrubs are focusing on strengthening their roots
www.eastalgarvemag.com
by taking in nutrition from the soil. Even compost piles will continue to break down all winter. CLEAN UP AND REPAIR All dead foliage should be removed from garden beds. If there are plants that have died of a disease, such as wilt on tomato plants, bag them up and send them out with the rubbish. Do not add diseased greenery to your compost pile! However, leaves, stems, and spent flowers that have died due to the plants natural life cycle can go into your compost pile. When your deciduous trees drop their leaves, don’t throw them out. Add them to the compost pile or shred them to use as mulch instead. Autumn is the best time to make repairs to your beds, trellises, greenhouses, tools, etc., and you will thank yourself for the forethought when next season comes around. It’s also a terrific time to create a new garden bed that will be ready to go come spring. PREPARE AND PROTECT
PERENNIALS FOR WINTER Winter prep strategy may or may not be useful for you depending on your climate. That said, even if a plant is considered “cold hardy,” if you expect a cold snap, some frost protection can make all the difference. The first and best thing you can do is choose plants that thrive in our climate. Mulch is a perennial’s best friend, especially during the cold months. Mulch with compost, dry leaves, straw, wood chips, cardboard, shredded bark, grass clippings, or newspaper 4 to 6 inches around the base of the plants in the autumn. If spring arrives early and brings unusually warm temperatures, feel free to pull the mulch away from the plants a bit. Tender bulbs such as begonia, dahlia, ranunculus, canna, caladium, gladiola, freesia, and gladiola should be gently lifted from the garden and stored in a dry, cool space for the winter to be replanted next season. Daffodils, crocus, tulip, and hyacinth are good examples of hardy
35
Gardening
bulbs that will tolerate cooler soil. PREPARE AND PROTECT TREES AND SHRUBS FOR THE WINTER Commercial garden fabric, fleece or tarps make useful winter protection. Ideally, these items should shield the plants without touching them. The materials become wet and occasionally freeze, which can damage the plant underneath. So, using stakes or a frame to hold the fabric around the plants is your best bet. Any type of cover used should go all the way down to the root zone. Sheets, blankets, and drapes can be recycled and used as plant blankets as well. Plastic can be used in place of a heavier material, but again, be sure to use a frame to keep the plastic off the plants. Potted plants might be easily pulled under an awning or porch cover for protection. If the container is too heavy to move, protect them. WINTER VEGETABLES There’s no need to put a garden to bed if you’re planting winter vegetables. Winter is often considered downtime as far as gardening goes, when the truth is that cool-weather crops such as spinach, broccoli, kale, cabbage, cauliflower, turnips, Swiss chard, Brussels sprouts, kohlrabi, and lettuce are happy to produce for you. Start them by seed in the early autumn so that they are well on their way once the cooler weather sets in. In areas where the winters are mild, some vegetable
36
plants such broccoli, kale, and turnips won’t need protection from cold snaps. In fact, a little frostbite adds more flavour to these plants. Floating Row Covers are made from garden fabric laid gently on and around individual row crops. Poly tunnels are a larger version of the row covers and enclose the entire garden bed.
PVC pipe can be attached to the outside of the bed at even intervals. A polyethylene material is then put over the structure. To help keep the plastic in place, set bricks or rocks along the bottom of the material to secure it to the ground. Cold Frames are another simple structure that protects vegetables in the winter and plants starts in the spring is a cold frame. Cold frames are rectangular and look like very short greenhouses that don’t have shelves or heat. Plants are in pots or planted directly on the ground. To take advantage of winter sunlight, the top of the cold frame is made of plastic or glass and opens like a door for good air circulation. WINTER WATERING Please don’t forget to water your, trees, and shrubs in the winter if you haven’t had much rain. They obviously won’t need as much watering in the cold months as they would the warm or hot ones. They should go into winter well-watered for root protection, as plant roots stay warmer when water is present because it traps heat. Water them deeply early in the morning a few times a month. Root protection, a thick layer of mulch spread around plants in perennial beds as well as shrubs and trees will help protect the roots for the winter by keeping the soil temperature even. What you do in the garden now will reap rewards early next year.

ver the last month we have received many questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers. If you also have some questions regarding tax in Portugal, please feel free to send it to us. Q What are the main changes on the new Local Lodging law, can the condominium stop my AL license? In fact in August 2018, it was published the Law 62/2018, which changes the legal regime for the exploitation of local lodging establishments. In what concerns to condominiums when there is a repeated and proven practice of acts that disturb the normal use of the building and which cause discomfort and affect the rest of the condominium owners, the condominium may, through reasoned deliberation of more than half of the homeowners of the building, oppose the exercise of the local lodging activity, informing the mayor who has the final decision. In the event stated above, the cancellation will be determined by Mayor of the city. This cancellation has a maximum term of one year and falls on the property, regardless of the exploring or ownership entity. If you are curious about the changes to the new AL law, please email us and we can send you a document with the changes by email.

In fact the average tax rate on the whole income up to 80.640€ is to your overall income. If you are non-resident and EU national, 37,6%, so instead of 28.000€, you could it’s possible to opt for the same rules of be paying just 18.800€. the residents and also be taxed just on The fact that you need to declare your worldwide income, when opting for this 50 percent of the gain. in Portugal. I never filled a tax return here, the only thing I paid was my council tax. Is this correct? It's important that people realize that if the address registered at the tax office, is a Portuguese address, your property for instance, then the tax authorities consider you resident. If you are nonresident, you should either appoint a fiscal representative in Portugal or give the tax office the address on your home country. If your address was in Portugal, but you never submitted a tax declaration here, we can contest and revert the decision made by the tax office concerning your Non Habitual Residency request. You will need to show a tax residency certificate, issued by the tax authorities in your country and this needs to be officially translated to Portuguese and submitted to the relevant tax department in Lisbon, that will deal with all the NHR applications. Contact us to find out how this can be done. As a Non Habitual Resident, you can be exempt on several income streams from foreign source, such as pension or dividends. If you are still working as a sole trader, you can benefit of flat tax rate of 20% on your income. This is particularly attractive for tax payers with high levels of income. Please feel free to send us the questions you may have to ricardo@allfinance. pt. We will select some of these to be published.

Expert financial advice By Andy Oliver, deVere, Portugal.

It's time to reconsider retirement
f you’re like most people you've not saved enough for retirement. There's a good chance your savings and state pension (such as Social Security) will not provide enough income to live in the manner in which you've become accustomed for up to thirty years. But don't feel too bad, many of us have been sold an unrealistic vision of retirement. The idea, for obvious reasons, has taken hold that after forty years of work we are entitled to spend a few decades of our life in leisure. And why not; who wouldn't want to spend their golden years in a warm climate, playing golf, surrounded by peers who also have ample free time? It's like being on spring break until you die. But this is not a realistic financial goal for most people. No matter how keen a saver you may be, raising children and maintaining even a modest lifestyle often does not leave enough money to spend one third of your life on holiday. There is also the fact that many people do not even pay attention to their pension let alone save enough. According to AVIVA, nearly two-thirds of people over the age of 45 haven’t reviewed the performance of their pension meaning in the UK alone around 10 million retirements saving schemes are at risk of underperforming. If people simply aren’t saving enough, they can forget the endless vacationthey will probably face a large cut in their standard of living after they retire. From a historical perspective the entire retirement concept is relatively new. For most of civilisation the average person worked until they became too sick or feeble, or died. According to Dora Costa's book ‘The Evolution of Retirement’, in 1880's America more than three-quarters of men over 64 and half of 85-year olds still worked. When people did retire they had little wealth and often were dependent on relatives. The growth of retirement was driven by changes in the labour force (a move away from family farms and toward production and services), new social norms (which made retirement the expectation and created a critical mass of retirees), and financial incentives (income from state pensions and private pensions from employers). The introduction of state
42
pensions was significant because it provided retirement income for everyone (including those too poor to save). This allowed elderly people to cease work and not be dependent on their families. To this day, many people rely on state benefits as their primary source of retirement income. In late 19th-century Germany, Otto von Bismarck first introduced the concept of receipt of a state income after a pre-specified age. But keep in mind— he set the retirement age to 70, well beyond the average life expectancy then. Twenty-seven years later that age was lowered to 65. It's extraordinary that the 65 retirement age seems to have stuck, or even been lowered, while life-expectancy has steadily increased. This means each generation gets successively longer retirement. Retirement, like other post-industrial inventions like electricity or television, has become a luxury we've come to expect and rely upon. Like consumption of other goods, as technology advances and we become wealthier, we expect more and better retirement. This is not entirely unreasonable. Western countries have more wealth than before and better technology to save, invest, and redistribute income. There is no need to go back to the work-until-you-die model. But this does not mean current retirement expectations are reasonable either, especially when so many depend on the government to provide their retirement income. Demographic pressures on state pensions further complicate retirement planning. Individuals are more responsible than ever for saving and investing for their own retirement. Most people have individual accounts instead of defined-benefit pensions. Saving enough and investing to provide for a long retirement is a complex financial decision with many uncertain variables, like life expectancy and asset returns. State pensions are supposed to provide an income floor, keep you out of poverty, and provide some certainty. But there exists a great deal of uncertainty about how state pensions will continue to
be financed. At least if you invest your personal pension it can be adjusted according to your portfolio and risk tolerance. deVere Portugal specialises in financial planning services including investment strategies, long term financial saving schemes, as well as tax-efficient pension plans. We formulate each financial plan according to our customers’ experience, portfolio and personal aims and goals. From the Mouth of the
Messiah?
P
Beth Jackson is about to launch an interactive study of the Sermon on the Mount. As we spoke together, I began by questioning its title “The Mouth of the Messiah”.
atricia: That’s a big claim isn’t it, Beth? Beth: Yes, huge. But whether or not you believe that Jesus is the Messiah, you know exactly who I am referring to, right? And the words we are talking about come straight out of the Gospel of Matthew.
Patricia: But these were written down hundreds of years after the event, weren’t they? Beth: No, Matthew was one of the 12 disciples, a former tax collector. In fact, the compilation of documents, letters and prophecies which make the New Testament doesn’t include anything written after the death of John, the last disciple… except perhaps Hebrews, which may have been second generation.
valuable perspective, and these deep matters are wonderful for dialogue. Patricia: I notice you don’t have a starting date. Beth: I’m open about that. I’m waiting for 12 people, because then it will be really interesting. I don’t want to be sitting there spouting off what I’ve got written down on paper. With 12 people it will be dynamic. Patricia: I can’t imagine reading the Bible to be dynamic. Beth: Then you have never done it, Patricia! You should come along and try!
AN
Patricia: But how can you be sure that Jesus said these things? Beth: What we call “The Gospels” are actually biographies, and there are far, far more copies of these than of any other ancient documents on earth, but we don’t doubt any other historical documents! They are accepted as fact.
INVITATION
Patricia: Okay. So why “The Sermon on the Mount?” Beth: Jesus is renowned as an incredible teacher, especially by seekers of the Truth, but most people don’t know exactly what He taught. I believe this was a sermon He repeated. There’s a similar one elsewhere; but they talk about Him preaching and teaching all over the place without mentioning what He said. There was no telly back then, so I think He would have repeated Himself a lot! There are tremendously profound lessons in it.
For 12 PEOPLE From the
Patricia: For example? Beth: “Blessed are the poor, for theirs is the Kingdom of God” That’s the first line! That turns our whole concept of life upside down! Patricia: Well, you can hardly call the church poor! Do you not think the church has nullified anything Jesus might have said with their hypocrisy? Beth: I don’t deny the hypocrisy. And I wish I could claim perfection for myself! But hypocrisy is one of the things that Jesus addresses in that sermon. It was rife back then, as it is now, and He hates it with a passion. Patricia: What do you mean by “interactive”? Beth: Everyone will be given an opportunity to speak on every point. That’s why there has to be a limit of 12 people! I have my own understanding, and I’ve gathered a lot of comments which go back as far as the 17th century, but we all have a

OLHANENSE LOOKING UP All the latest sports news from Chris Wright.
S
eptember was a productive one for Olhanense with two victories and a draw in the Campeonato Portugal. The only blot on the landscape was a shock defeat to Algarve League outfit Silves in the Portugal Cup first round. The underdogs won 4-2 on penalties after a disappointing two hours of negative football. The 2-0 home league win over Real Massamá (Queluz, Setúbal) came courtesy of a Leleco penalty twenty minutes after the interval and a late goal from Nilson. The team was buoyed by the return of Stevy Okitokandjo after trials in his native Holland. The big bustling centre-forward duly netted twice against high flying Olímpico Montijo to return home with all three points after being a goal down. The 1-1 home draw with SC Praiense from the Island of Terceira (Azores) was thanks to Stevy Okitokandjo blasting home a spot kick after the Azoreans had taken the lead. The next two home games at the José Arcanjo Stadium, Olhão (behind McDonalds on the EN125) are against Sacavenense on 14th October and CF Vasco Gama (Beja) on the 4th November; kick-off 3.00pm.

The diminutive midfielder was hailed as the ‘Scottish Messi’ such was his precocious talent when he joined Sporting from Dundee United for €3.4m four years ago. The early signs were promising. Sporting manager Marco Silva (now at Everton) was impressed enough to name Gauld in his 25-man Champions League squad straight away, and by the end of the season Gauld had played five first-team games, scoring two goals and making another. But then Silva left for Olympiacos and Gauld's career went into decline. This machine precisely measures what the eye cannot see, the most important aspect of the golf swing, the collision between the golf club and golf ball. Accurately acquiring this information and gaining a greater understanding of your impact, makes improvement a certainty! 3 Trackman accurately determines how far each club actually travels. To put it mildly, most players don¹t know how far their clubs travel. This is an essential part of being able to hit the ball closer to the pin and improve scores. 4 Trackman allows members and guests to receive tour level club fitting and yardage gapping between all clubs. Every, and I repeat every PGA/LPGA player is fit using Trackman! 5 Trackman adds 10-20 yards’ minimum to your driver immediately. Trackman allows us to optimize your driver specifications and club delivery to produces maximum distance for every golfer, regardless of club head speed. 6Trackman allows for tour level practice sessions with distance wedges and scoring clubs. Trackman teaches you to control your angle of attack, spin rate, trajectory and distance. 7 Competitive junior golfers who are looking to play at elite colleges will learn where their ball striking skills rank nationally by taking the Trackman combine test. This combine test is something college coaches are looking at when it comes to recruiting. 8 All levels of golfers can now accurately and objectively benchmark their game with Trackman Combine. 9 Trackman will objectively tell you what golf ball is best for your game. 10 Trackman stops the guessing and searching for improvement. It benchmarks your game, improves practice sessions and your ball control skills.
