Algarve seeks to broaden beach holiday reputation cliché

Source: www.algarvedailynews.com

A

lgarve tourism board officials have argued that the region must diversify and build on its renowned beach holiday brand in order to benefit from the rapidly evolving global tourism market. João Fernandes, Algarve Region Tourism Board president, said Algarve tourism unquestionably remains very strong. However, it can drive greater recognition and wealth creation by improving and diversifying its offer. The news came ahead of the 2019 Algarve Tourism Conference on September 27th. This year’s central theme is ‘health and wellness’ travel. Worldwide “wellness tourism” spend is rising rapidly and expected to surpass €900 billion by 2022, representing 18 per cent of the global tourism market. Fernandes said: “For more than 40 years the Algarve has been the leading tourism destination in Portugal, attracting the greatest number of tourists per night. “However, we are currently engaged in a long and continuous process of diversification, demystifying the preconception that the Algarve is only sun and beach - and consequently only a summer destination. None of these assumptions are true” he claimed. “Although it is true that our star product is, and will always remain, the sun and beach, what people

have come to discover is that there is much more than beautiful beaches.” He added: “We are working to drive greater appreciation of our authenticity and our cultural genuineness. Elements such as the Mediterranean diet, or regional cultural production, levered by Algarve 365 program, have been authentic flags in our promotion.” The official went on to mention: “I have always submitted that the Algarve tourism sector would be as strong as our ability to plan and anticipate problems that surface in the sector, as well as to speak in a focused manner. The formula we have proposed for this conference seems to me to be correct, as a way of strengthening the sector and training those in the industry.” The full-day Algarve Tourism Conference programme involved more than 25 expert speakers with a key focus on growth and strategies for sustainable development within health, medical, wellness, and senior tourism. Stakeholders from across Portugal’s tourism sector attended, most notably tourism and travel entrepreneurs and innovators, travel trade and destination management company professionals, resort, hotel and tourism development lodging managers and operators, real estate developers and investors, as well as real estate managers and realtors.

Warren Buffet to invest in Portugal

A

real estate investment company owned by US tycoon Warren Buffet is to invest in Portugal. The multimillionaire will enter Portugal’s real estate market via the subsidiary Berkshire Hathaway HomesService. Considered one of the richest men in the world, Buffet, after having invested in Spain, will now invest in the Portuguese market. It is not known what investments will be made but an official announcement will be made by the company’s international representatives on Friday. Last year, Buffet’s real estate company invested in the London and Berlin markets. In July, via the same subsidiary, Warren Buffet invested in Spanish real estate in partnership with the Spanish company Larvia to sell properties in the midrange and luxury markets. In February, the Spanish property company Barcelona Proto Group announced that it would partner BHHS to open 150 estate agencies in Spain. According to Forbes, Warren Buffet is the third richest person in the world, with a fortune estimated at US$82 billion (€74Bn). He is beaten in the wealth stakes by Bill Gates (US$96Bn) and Jeff Bezos (US$131Bn). Warren Buffett is yet another international investor that has entered the Portuguese market over the past few years. According to the National Statistics Institute (INE), house prices climbed 10.3% compared to the previous year.

Dogs are so brilliant mainly because:

1

They’re always pleased to see you. I mean sometimes, amazingly so! Coming home from a day at the beach or a long day at work, there’s nothing more delightful than to have your dog greet you at the door, wagging their tail at the pure joy of seeing you again. They provided security and protection. Dogs are your best bodyguard and a great judge of character. When someone they don't like approaches you, they’ll make sure you know it. They encourage a healthy lifestyle as they always need exercise and are the most fantastic walking companions. Even when you really can’t be bothered to go for a walk the necessity of one means you have to get out there. They show you how to enjoy the little things in life. Whether it’s sniffing a flower or sticking their head out the car, dogs always appreciate the little things in life. In fact, dogs get so excited over the simplest things – sticks, toys, a trip to the shop. No one can be sad with a fourlegged friend around. They give the best ‘squidges’. When the world turns against you, you know you can turn to your four-legged friend and have the best snuggle session ever. They’re incredibly loyal and make you feel like a king or queen as they endlessly follow you around the house, just waiting to see what fantastic thing you’ll do

2 3 4 5 6

next. They’re really intelligent and they make you feel intelligent too! There’s no greater sense of satisfaction than teaching a dog a new trick or command and of course, the credit is all yours! They love you endlessly. Your dog will forever be your best friend. You can turn to them for a good cry, laugh, or snuggle. They love you the most and are quite simply the greatest things on the Earth. As Ricky Gervais recently said ‘You couldn’t invent a better thing than a dog’. They help you chat to people. Any dog owner will know that walking your pet is a sure-fire way to start conversations with fellow animal lovers. In a world where people are increasingly isolated, that’s a lovely thing. They make you laugh. Whether they’re accidentally doing a backward roll off the sofa or giving you the beady eye as you scoff down a bifana, dogs will constantly have you chuckling at their antics. And nothing beats a bit of laughter. At the Spotted Dog we provide professional dog grooming and pet care services, and as the owners of two cocker spaniels (Harvey and Stanley) we treat all dogs with loving care and attention. Remove the garlic and set aside. Lightly toast the corn bread slices then fry one side in the garlic oil left in the frying pan. As an option you can spread a crushed fried garlic clove onto each slice after toasting. Spread a very thin layer of Chilli Boy Slow Roasted Chilli Spread over each slice of garlic toast. (This spread is very spicy and you do not want to spoil the delicate flavour of the Salmon) Then layer the tomato slices, Basil leaves, Mozzarella, Salmon and finally the egg. Freshly ground pepper one each slice finishes this delicious sandwich of nicely.

Banjo’s Coast to Coast Beth Jackson meets Ian West and talks about his charity work, his place in the Guinness Book of World Records and his positive attitude to life

I

had the immense pleasure of meeting Ian West, hot from his coastal walk of Britain on behalf of the Guide Dogs for the Blind Association. Ian is a tiny, wiry man with bright eyes and a smile like a toothless Cheshire Cat. You’d call him impish, except that his enthusiasm springs from kindness and a generosity which extends further than generating money for charities, but encompasses the way he communicates, the way he talks about other people, and the way he views life. Beth: So how long did it take? Ian: They saw me off from Skegness, Lincolnshire, in October, and welcomed me back in July. I wore out 6 pairs of boots! I touched the four corners of U.K. which are: left side, The Lizard; the right side, Lands End; top left Cape Wrath in Scotland; and the top right is Duncansby Lighthouse. Beth: Where did you sleep? Ian: In B&B’s mainly, until the Hostels opened in March. I pay my own expenses, so when hotels were expensive I’d stay back in the same place and catch a bus over any ground I’d already walked. I wouldn’t have to carry my knapsack on those days. (Smile) It was 15 kilos. Beth: Did you have any company? Ian: Puppy walkers would join me sometimes. They are people that look after the dogs and train with them, walking daily for 14 weeks. They are volunteers, hikers and ramblers. I’d keep in touch digitally with family and friends. I’d like to thank the members of the Pedras Bowling Club in Cabanas who had supported me throughout. Beth: Did you have a favourite place? Ian: No. Every day was absolutely superb. A 64 year old man, I was brought to tears by sheer joy. I’d start at 4:30 when I could,

12

and walk until dark in the middle of nature! I could hear the tap tap tap of woodpeckers making their nests, see pheasants, and watch birds flying. Beth: Did you have favourite days? Ian: Walking or not, every day I wake up and think P.T.M.4.A.B.D., which is “positive thoughts make for a better day!” But having said that... One day I climbed through a mountainous area that led to the little village called Apple Cross in Scotland. The track is only wide enough for one car, but it was busy. Everybody was flashing me or tooting, and I thought that I was in their way. But they gave me money. When I reached the top I discovered there’d been people at each end telling what I was doing, and they’d collected for me as well. I treated myself to supper, and people were still coming and giving to me. So the owner of the cafe asked me what was going on, and after she heard, she treated me to the meal and gave me £10! I collected £120 that day! I climbed Ben Nevis, joining a group of 7. I wasn’t able to look over the top, but there were 40 of us at the peak, and we gathered together and shot a video. Someone told me she’d donate 100€ if I sang a song on the White Cliffs of Dover. (No, I didn’t do the Gracie Field’s number...), but then she said that I had to do it in my underpants! Ok, it’s for charity... Afterwards she told me I had to sing again at Land’s End and John O Groats.... Beth: Can we see any of this on the net? Ian: Yes: Banjo7k Beth: Do you play the banjo? Ian: No, it was my nickname in the Navy. I was a chef for 31 years. I was a Chief and could have stayed longer, but I couldn’t get down and scrub floors any more. I don’t like telling other people to do things I am not

prepared to do myself. I had the privilege of cooking for the Queen Mother while I was in the services! Beth: How did you start charity work? Ian: In the Navy you get given time off far away from home, and the locals would often look after the young shipmen in various ways. I didn’t drink, so this was a way to integrate and thank them. Like, I made money for a school in Helensburgh. I rode a kiddy’s scooter from the HM Navalbase to John O’Groats. That took me 8 days! (laugh) Beth: You were in the Guinness Book of Records... Ian: Yes. (laugh) Just before I left the forces, I played Tenpin Bowling for 47 hours! For 7 years I was saving up to donate to a kidney dialysis machine. I collected £7,000 all together. Beth: You ran a marathon for that? Ian: I’d been roller blading in Blackpool for 12 days and covered just under 1,600 miles, then I ran the 26 miles 2 days later. (laugh) I was on a roll! I was singing and taunting the soldiers and airforce men I saw on route and after the marathon I ran all the way home! (laugh) Beth: What’s the stick you’ve got there? Ian: It’s for picking up rubbish. I’m cleaning the sides of the EN125. I’ve collected 419 bags so far... So off we went. I drove home, smiling all the way, and Ian strode off with intent towards the EN125. If you would like to add to the 6,000+ Euros that Ian has collected for the Guide Dogs for the Blind Association, or if you would like to attend one of the forthcoming talks he’ll be giving about his walk, then contact him: rn19722003@gmail.com or the Pedras Bowling Club in Cabanas.

an incredible evening cruise from Tavira to the Island of Tavira with Solar Moves. Solar Moves is a family business which all started in May 2018. The two partners were discussing electric cars, whilst having a coffee in a local café and decided to source solar powered, environmentally friendly vessels. They are able to carry up to 10 people, so whether it’s a special

birthday, a romantic occasion Solar Moves can arrange everything you’ll need for that unforgettable trip. With very little vibration and no sound or fuel fumes you can indulge in the smells and sights in the calming waters and tide depending, you can reach areas of the lagoon system that other boats can’t. The difference in this experience (compared to a regular fueled power boat) was quite incredible, as the Solar powered boats literally glide along the waters. You hear the waves lapping against the shore, are able to get up close to the wildlife, in particular the resident Flamingos as well as other feathered creatures that feed along the shoreline at dusk. Solar power for boats obviously has many advantages in reducing carbon emissions, diesel costs and drastically reducing noise levels. This reduces pollution, and any disruption to the wildlife’s home. Solar powered boats get their energy from the sun using electric motors and storage batteries charged by solar panels and photovoltaic cells. Solar Moves, solar powered boats significantly reduce the need to use fossil fuels and are uniquely suited to transform light energy into movement. Environmentally friendly solar

www.eastalgarvemag.com

energy Is basically stored as it is used as it is taking the energy constantly from the sun. Boat fuel is also a major source of water pollution and impacts heavily on the marine environments destroying the very things we want to enjoy whilst on the water. Solar Moves have three vessels in their fleet and offer a range of tours. They are able to get up close to the wildlife and you can custom make your trip to suit any occasion. They continue the environmentally friendly experience gathering fresh local foods for your trip, should you decide to dine on board, even catching the fresh oysters from the local oyster farms an hour before your cruise. They also ensure minimal plastic waste. This was an amazing trip and one that we would highly recommend. Special thanks to our extremely friendly and knowledgeable skipper Tomàs and owners Ramiro and Márcia, from Cacela Vila Nova and their beautiful daughter Gabriela. Boat and walking tours are planned this November. For more information on any of their tours see Facebook, Solar Moves Telephone: 924 369 172 Email: geral@solarmoves.pt Website: www.solarmoves.pt

Kinga Subicka at Artesis Galeria Visit Artesis Galleria where you will find the wonderful exhibition from Kinga including her work inspired by the Poet Fernando Pessoa

K

inga Subicka was born in Swinoujscie, Poland in 1977, and since she was a child has always had a pencil in her hand. As a child, she could appreciate the feeling of freedom that art transmits and simply loved looking at the world of art the creative process itself; briefly put, everything around her was directing her toward the world of art. The first conscious step towards art

20

education was a decision to attend the Secondary School of Fine Art in Szczecin. She later returned to this school to work as a teacher of painting and drawing. The next stage of her journey led to Krakow, a city where art, history and culture permeates every single element. Kinga’s desire to take a deeper look at the creative process saw her completing a postgraduate course in Pedagogy at the Academy of Fine Art, for her diploma project, she focused on art as a psychotherapy. Kinga has lived in several countries, including Belgium, the UK and Brazil, before finally finding what she was looking for... Tavira. Her last two exhibitions were dedicated to a poem by the Portuguese poet Fernando Pessoa, "The tobacco shop". Kinga will be exhibiting her 'Festival dos Anos de Alvaro de Campos' at the Artesis gallery in Tavira from the 1st October. Property expert Robert Bijker on why property should be part of your portfolio and also why the Algarve has increased in popularity in recent years

t is no secret that a long term investment in property is rewarding. In the short to medium term there can be price volatility but overtime the return on investment is good and as such this should be part of a diversified investment portfolio. The demand for self-catering short term holiday letting accommodation around the World took off since the Eurozone crises in 2012 due to the increased popularity of holiday rental portals such as Booking.com, HomeAway and AirBnB. In Portugal these dwellings are regulated under the Alojamento Local regime and is popular amongst homeowners as the effective tax rate can be lowered to 8.7% of gross income by opening a rental activity versus the 28% levied over long term lets. Some blame the rise of short term lets for driving up property prices and changing the social fabric of some neighbourhoods as homeowners are less interested in a long term rental contract. Low income families often struggle to find affordable housing. In order to alleviate the shortage of affordable housing the Portuguese government is allowing local councils to restrict the number of AL licenses in neighbourhoods where there are already many AL accommodations available. However, the government is only paying lip service to a problem that existed for several decades. The shortage of affordable housing is not going to be resolved by restricting short term letting, as most are second homes for families who also want to stay in the property for 2 – 3 times a year. Even if such a property would come available for a long let, the

www.eastalgarvemag.com

Property rent would be too high for these families. It is easy to forget that this relatively young industry brings in much needed investment and economic activity. Only a few years ago there were a large number of derelict houses in town centres. Unless for an end user, it was not economically viable to renovate or rebuilt as the going rental rate was too low to justify the investment. Increased demand for property in combination with the introduction of tax relief for renovation in town centres and special (read lower) interest rates to finance the work changed the economics leading to many properties being renovated which in turn improved life in town centres. Part of the revenues the industry brings should be set aside by the government to stimulate the construction of low cost housing in the form of subsidy and/or to offer a guarantee to banks who would normally not offer mortgages to low income families. One could say that Portugal is a victim of its own success as the demand for rental property (both short and long term) has increased dramatically over the years due to Portugal becoming a popular destination and tax incentive programs such as the Non-Habitual Residency and Golden Visa programs. Portugal has received many accolades over the years the most recent and more important one is that country has been voted for by expats to be the best European country to live in based on the excellent

www.eastalgarvemag.com

quality of life, the good climate and ease of settling in. On a global scale Portugal came 3rd out of 64 global destinations. The time to give something back for those that have fallen behind is long overdue. One can also wonder why Portugal has become so popular over the past years. The golden beaches, golf courses, excellent choice of (sea) food and friendly population have been around for a long time. It could well be that the increase in number of available self-catering accommodations is the reason as they offer a different experience than hotels; a more unique experience that many people seem to appreciate. The reasons for investors to buy property in Portugal are as good as ever. Property is relatively easy to understand and if rented out provides a decent return versus a saving account or bonds (exotics not included, as their risk profile makes them unsuitable for the average investor). In addition it offers you the possibility to spend your holiday in your own investment property. Overall the property market remains in good condition, just less buoyant than in 2018. There is good demand for property as long as the price is right. With rental yields of around 4% there are still good investments opportunities to be found. Some properties are more suitable for letting than others. It depends on location, proximity to an international airport, outdoor space

and having a (communal) pool or not just to name a few. Moreover, if the property you are interested in purchasing is overvalued, you will struggle to make a decent return on investment. Happy Homes Algarve is currently looking to add good quality rental villas, townhouses and apartments to their portfolio in the East Algarve to offer their clients in 2020. The property must have an AL license and in case you do not have a license we can assist you in securing one. There are also accountancy and law firms who can assist you with obtaining the AL license and rental activity at a cost of Euro 450 – 700. Happy Homes Algarve is arranging this for clients free of charge so in the first year of renting your property can you earn back a large part of the annual property management fee. Croquet

in Cabanas

Everyone is welcome to come along and try the fun and challenging game of Croquet at the Pink Flamingo Croquet Club based at Pedras da Rainha

S

et in the extensive, bougainvillea clustered grounds of Pedras da Rainha in Cabanas is the brand new Pink Flamingo Croquet and Social Club, Founding members Denise Dahl, Terje Dahl, Geoff Gomes and Diane Gomes have collaborated to bring a fun and very welcoming club, open to everyone regardless of ability. Two recently re-turfed croquet lawns lie at the rear of Pedras da Rainha’s Estate with a small outside bar adjoining the lawns and a club house in an elevated position. There are two new lawns and two more are being built for visiting teams. As a non-profit organization, the club raises funds which are spread between all the local fire services and there is also a donation area, adjacent to the bar, where items will be collected for the firefighters. This October sees the ABBA night (a sell out) the first of many up and coming evening events organized by the committee. Pink Flaming opened just 4 weeks ago after obtaining all the necessary licenses etc, and already has thirty five members from Norway, Sweden, Finland the USA and the United Kingdom. Denise Dahl, explained “Our club welcomes everyone, regardless of age and ability, there is always someone happy the help you learn and the club is all about having fun, you can use the equipment on site to see how you get on”. A full yearly membership also brings discounts and benefits at the complex, you can play anytime or non-members can pay to play for 5 euros per game. The evening events are always open to the public. With 90 per cent of players mere novices, it’s a great place to learn something brand new, have fun and meet new people. Visitors or residents to the East Algarve will receive a warm welcome to practice on the 2 exclusive lawns. Sunday’s are club days, Tuesday is ladies day and Friday is men’s day. It was such a pleasure to meet Denise and a few of the members. For more details have a look at the website Pinkflamingocroquet.com, Telephone 967 265 777 or see Facebook 'Pink flamingo croquet and social club'

Located just five minutes walk from the bustling centre Maria Nova Lounge Hotel enjoys an elevated position, with uninterrupted panoramic views of the mountain region, the majestic town of Tavira and the ocean. How to

grow chillies Spice up your garden with home grown Chillies

Growing chillies To ensure a reliable crop, chilli peppers need a warm, sunny position outside or they can be grown in a greenhouse, grow frame or covered structure. Very hot chilli varieties are definitely better under cover, as this helps develop the intense heat, taste and flavour. Although they can be grown in well-prepared, moisture-retentive soil, they usually crop better and more reliably if grown in containers. Varieties of chilli pepper to grow The following are all good reliable varieties of chilli: Apache, Cayenne, Demon Red, Etna, Fuego, Habanero, Hungarian Hot Wax, Jalapeño, Joe’s Long Cayenne, Prairie Fire, Super Chili, Thai Hot Dragon. One of the hottest chillies you can grow at home is

www.eastalgarvemag.com

Dorset Naga, which is extremely hot. Tips for growing chillies Leave fruits to turn a rich red colour for a hotter taste. The hotter the variety the longer the whole growing process will take (from germination through to ripening) so bear this in mind when selecting your preferred type. Sowing chilli peppers You can sow seeds from February to April. It is usually better to sow as early as possible, even January if you’re growing very hot chillies, as they need a long summer to crop well. Sow seeds at 18-21°C (65-70°F) in pots of good seed sowing compost. Transplant the seedlings individually into 9-10cm (3-4in)

pots when two true leaves have formed, and grow them on at around 16-18°C (60-65°F). Gradually harden off the plants for 10-14 days before planting outside. Tips to get the best from your chilli seeds 1 Soak chilli seeds overnight in warm water before planting OR gently sandwich between damp kitchen roll, place in a plastic bag and leave in the airing cupboard for a couple of days to improve germination. 2 Chilli seeds love hot weather so, grow in a greenhouse or even in a pot on the kitchen window sill for a bit of extra heat to your chilli plants. 3 Sow chilli seeds as early as possible (January or February for the hot varieties). 4 Ideally sow chilli seeds at a temperature of

43

Gardens

between 18-21°C (65-70°F). 5 Sow seeds in small pots and very shallow (about 5mm deep). Transfer to a larger pot when two leaves have developed, try not to touch the forming roots when re-potting to prevent accidental damage. 6 Water regularly but don’t allow the soil to become waterlogged. Cover the seed tray with Vermiculite, it helps with water and heat retention, both of which the chilli seeds love. 7 If planting seedlings outside gradually harden the seedlings off for 10-14 days (leave outside during the day and bring in over night). 8 Feed with a chilli feed or seaweed extract. How to care for your growing chilli peppers Plants are ready to put into their permanent cropping position once the roots fill the 9-10cm pots. Pot them up into 20-23cm (8-9in) pots of good compost in late April (if growing in a heated greenhouse), midMay (unheated greenhouse) or late May/early June if growing outside. They can also be grown in growing-bags, but will need very careful watering. Pinch out the growing tip when plants reach about 15-20cm (68in) high to encourage bushy growth and better cropping. You can also pinch back the sideshoots if lots of smaller chillies are needed. Water regularly and feed with a balanced general feed, switching to a high potash feed when the first chillies have set. Mist the foliage regularly, especially under cover, with tepid water to discourage red spider mite and to improve

44

cropping. How to get the best out of your chilli plants 1 Chilli plants like growing in containers where the temperature can be easily regulated. 2 If growing outside select a sunny, sheltered, well drained position. If growing inside a sunny window sill or conservatory is perfect, just remember - don’t let the soil dry out. 3 Pinch out the growing tip when the chilli plant

gets to about 20cm high - this encourages bushy growth and better crops. 4 Feed with Tomorite every other week as soon as flowers start to appear. 5 Pollination does need to occur to get fruits. Rub the bristles of a small paint brush, or your little finger, gently over the flower heads to ensure that pollination occurs. If growing outside the chances for natural pollination are higher so this is not necessary. 6 Give at least 2 inches of water per week once the fruits have appeared, spray rather than water at the base to prevent over watering. 7 Chilli plants grown indoors can be treated as perennial houseplants and will need a good prune in the Winter months. Harvesting chillies Pick the fruit as needed when it has reached a good size. You can either pick them when they’re green (when the flavour is quite mild) or leave them on the plants until they have turned red, which develops a stronger, hotter flavour. Tips for your chilli harvest Harvest your chillies by snipping the top of the stalk with sharp secateurs. Frequent harvesting of the fruits allows the chilli plant to devote it energies to developing more fruit. Chillies can be dried or frozen for later use. Dried chillies make an interesting alternative for festive decorations. Common chilli pests Chilli plants can be susceptible to the following plant pests: Aphids, Whitefly and Red spider mite.

What to look out for to protect your pensions

W

hile Britons have more freedom than ever in accessing their retirement benefits, pensions scams have become increasingly common – and sophisticated. Make sure you know how to spot the warning signs and protect your pension benefits without missing out on suitable opportunities. How common are pension scams? The Pension Scams Industry Group found around one in eight pension transfers in 2018 was potentially fraudulent – which means approximately £4 billion of UK pension funds are at risk. There can be significant advantages in transferring UK pensions – especially if you are resident abroad – but it is crucial to take extreme care and seek regulated, personalised advice before taking any action. What are the warning signs? Many scams start with an unsolicited call or text, but you could also be contacted in person, online or by mail. Telltale signs include: • Offers to access to your pension before the age of 55. • Unusually high and/or guaranteed returns. • Time-limited offers and cash incentives. • Exotic investment opportunities – recent examples include plantations, storage pods and biofuels. Remember: no investment is guaranteed, and

once you have signed over your pension, it is too late. You could not only lose your funds, but potentially face a UK tax bill of 55% (plus penalty fees) for breaking the rules. Also, take note that many unregulated companies offer pension services. Whether they aim to defraud you or not, these are unprotected investments that provide no compensation if things go wrong. Four key ways to protect yourself Beware of anyone you don’t know contacting you out of the blue for a pension review, whether by phone, email, online, mail, on social media or in person. Thoroughly research who you are dealing with before changing your pension arrangements. Check the ScamSmart website – www.fca.org.uk/ scamsmart – and the online FCA register to confirm if an adviser is regulated or on any warning lists. Never sign anything under pressure and without fully understanding what you are getting into. Take regulated professional advice. Even with authorised advisers, take care to check for quality. Make sure your pensions adviser carries out a high level of due diligence and communicates clearly about your range of options – and the associated risks – while being transparent about costs. They should take account of your particular needs, objectives, personal circumstances and risk appetite to find a

solution that is right for your retirement needs. For expatriates, it will be beneficial to talk to an adviser with experience of the tax rules in both the UK and Portugal to take advantage of locally compliant, tax-efficient opportunities. It can only take a moment to lose a lifetime of savings, but with careful planning and quality, expert advice, you can both protect and make the most of what you have for years to come. This article should not be construed as providing any personalised investment advice. You should take advice for your circumstances. Readers Q&A

ach month we receive different questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers. If you also have some questions regarding tax in Portugal, please feel free to send it to us. We sold our main residency in Portugal and would like to reinvest in Norway in another property, which will be our permanent residency. Does this satisfy the Portuguese tax people as Norway is not a member of the EU? Please rest assured that Norway is eligible for the reinvestment. The list includes all the 28 EU countries, plus Norway and Iceland. Make sure that you change the address at the tax office into the Norwegian domicile, within 60 days after the purchase of the new property. To do this you just need to obtain a proof of address, which can be a utility bill or bank statement, providing it has your name and your new address on it. Regarding the IMI tax for the home we are purchasing, please let us know if we can avoid it, considering it will be our residence but currently I do not have a residence in Portugal yet. I have a Certificate of Residence and an American Passport, but my meeting with the Emigration Office (SEF) is scheduled for November. Please note that we can only apply for the IMI exemption, if the property is your main residency. For this to happen, you will have to change your address at the tax office to the address of the property. However, you can only do this once you have the

Q

Q

residency certificate, as the tax authorities will only change your tax residency from a foreign country to a local address, with that certificate. Please note that the criteria for the IMI exemption is: annual taxable income of the household may not exceed 153.300€ and the property cannot have a tax value greater than 125.000€. Can you explain the tax implications in Portugal, of selling crypto currencies? What is the tax rate I will pay over my gain? Please note that Bitcoins/Crypto currencies are note taxed in Portugal. The reasons for this are as follows: With regard to Category G (capital gains), the law typifies in a closed form the situations that are under tax jurisdiction in the capital gains generated and crypto-coins are not one of them. Because virtual currencies are not a social part, nor do they constitute a right to receive any amount. In addition to this the tax authorities also mention that "the valuation of Crypto-Coins does not rely on any underlying asset, since its value is merely determined by supply and demand," nor can it be considered a derivative financial product. Thus, it being concluded "this is not a taxable reality in category G". And they consider as capital income (Category E of income): "In this category are taxed the legal fruits ie the rights produced harm the substance of the producer. In the present case, the income produced is obtained by the sale of the right, and therefore can not be taxed in Category E ". As far as category B (self employment or sole trader) is concerned, it all depends on whether the purchase and sale of virtual currency is a habitual activity of the taxpayer. If it is, the tax payment is due, but if it is not, exemption is

Q

once again the outcome of the case. It should be noted that in category B (which prevails over G and E in the case of competition), income earned on the basis of the exercise of an activity and not on the basis of the origin of the income obtained is taxed. But as mentioned during our meeting, this would only prevail if you were a broker or similar, as you are just buying and selling crypto-currency which doesn’t mean you have business activity. I wanted to ask you about the seemingly very excessive charges imposed by the local water company, due to the fact that I am an AL license holder The increase that I have witnessed in the last 12 months is quite frankly astonishing as I’m now paying a lot more than before. I wondered if you have had other property owners who rent out making similar comments? The issue is that the municipal water company receives the information from the tourism office, every time there is a rental license application. With this information, they automatically change the water tariff from domestic, to commercial. They assume that because the property is being rented under a commercial activity, the tariff should be different. Unfortunately, this does not happen everywhere, but there are more municipalities going in the same direction. We are not able to discuss the legality of this matter, however in Tavira, Lisbon and a few other places, clients have seen their water tariffs increase when they apply for the Rental License (AL). Please feel free to send us the questions you may have to ricardo@allfinance.pt. We will select some of these to be published.

Hyperbolic Discounting: why we are inept at long term planning

H

ave you ever had one of those days when work was overflowing, deadlines were getting closer and you knew you need to get things finished, but for some reason, you couldn’t bring yourself to do it? Instead you put on your cosy slippers, switched on the television and had a cup of tea while pondering how proactive you will be the next day. This is what we call hyperbolic discounting People choose the smaller, more immediate rewards over the possibly intertemporal reward they could earn later. Many of the most serious and universal problems we face as individuals, and as a society, reflect the fact that we are inherently inept at long term planning. Researchers ran an experiment that demonstrates this: A group of subjects were asked individually “Which of the following two options would you choose: 100€ now or 120€ in one month from now?” As financial advisors we would argue that the rational decision is to take the 120€ in one month from now because 20€ for a month’s patience is yield. However, the study showed that given this type of “intertemporal” choice, where people must make decisions that affect their future opportunities and profits, the majority of people chose the immediate 100€. The second question put to the subjects was “Would you rather 100€ in 12 months, or 120€ in 13 months?” In both sets of choices, you gain 20€ more by waiting a month, so logically you would presume that the majority of people chose the

first choice as they did in the first case. Yet the Long term planning is a skill best study showed that many people reverse their accomplished by copious awareness of how strategy waiting for the extra month for the the disproportionate sway of short-term additional 20€ in the second scenario. gratification affects our allegedly rational If it is on the table, we want it immediately, decisions. Happiness at Hâpetite We were lucky enough to be invited by Gaynor Stapleton of the Algarve Wine Society to experience one of their wonderful wine pairing dinners in Faro

S

eventy three of the Algarve Wine Society´s membership of two hundred and fifty recently participated in a fun evening of wine tasting and dining at one of Faro’s newer eateries. Restaurante Hápetite, located just outside the walls of Faro´s old city, is unique. With a building steeped in history, it started life in the ownership of the church as a place for fruit collection in 1742, progressed to being a glass factory of note and now has found its niche as a stunning, high roofed restaurant. In comparison to the Hápetite building Tejo based wine producers Quinta da Lagoalva , is a mere baby, having commenced production in 1888. Family member and winemaker, Diogo Campilho, tore himself away from his still ongoing harvest in order to present his wines to the Society. Espumante was sipped on the outside space under the city walls before a dinner of modern Algarvian cuisine was served. Each of the five courses paired with an excellent and distinctive wine. Lagoalva boasts a strong export market to all corners of the globe and prides itself on using both Portuguese and international grape varieties. Medical tourism industry in the U.S is valued at $100b and poised for 25% year-on-year growth by 2025. As the Portuguese Minister of Health declares Portugal as a 'top of the list' destination, we offer investors the opportunity to be ahead of the game

n a report issued by VISA and Oxford Economics, the Medical Tourism industry was valued at a staggering USD 100 billion, with a projected growth rate of up to 25% year-over-year for the next 10 years as an estimated three to four percent of the world’s population will travel internationally for healthcare and healthrelated treatment. F or years the medical travel industry ‍ seemed undervalued, yet VISA’s report accounts for growth factors – like some 340 new international airports over the next decade – and the medical travel market could soar to an astronomical USD 3 trillion by 2025. DECLARATION FROM THE PORTUGUESE MINISTER OF HEALTH In the last decade, medical tourism has grown significantly worldwide. New technologies, changing demographics, globalization and access to unprecedented amounts of information all converge and influence how we view

www.eastalgarvemag.com

the world. Also the improvement of transport facilities, mainly airborne, will continue to facilitate access to tourism and its development. Decision makers are improving healthcare systems through the use of information and communications technologies, investing in safe and quality units, thus making it attractive to engage with tourism flows. It is time to pool and to link available knowledge and experience across the world, providing a strategic overview regarding the nature of patient movement, including data on tourism-related flows and long-term stay. Those who visit us have available healthcare services which are safe and of high quality. Portugal aims to be a relevant destiny for medical tourism, engaging tourism and healthcare services. We need to achieve this objective in a balanced and sensible way. In both areas, Portugal has a prominent role and is at the top of the list. Portugal has a sound healthcare system

according to international standards, one of the best in the world; in the top 20, encompassing public and private sector, confirming a good performance. Portugal stands out for its quality and international acknowledgement and several international awards awarded for the tourism sector promote Portugal as a most popular and famous attractive destiny. QUINTA FONTE DO BISPO Located in Sta. Catarina, Fonte do Bispo, just 15 km from Tavira, Quinta Fonte do Bispo was designed to be a Wellness hotel with 32 rooms, 6 cottages, Spa with indoor pool, Turkish bath and Sauna. The project consists of 2 outdoor pools, a Bistro, a restaurant seating 200 guests plus a banquet hall for 160. The project is 90% complete and would be the perfect opportunity to complete as a Medical tourism Hotel for inverstors. It is currently on the market, any interested investors should contact 961 700 200 or email richibass@hotmail.com

Diabetes Support: Blood Sugar Checks All the latest sports news from Chris Wright.

R

oy Clark, a retired Police Officer and keen walking footballer who has type 1 diabetes, is spearheading a campaign by East Algarve Walking Football to raise funds for diabetes causes and in the process ensure that players and officials are aware of the dangers of diabetes and its impact on family and friends. Roy is happy to pass on his experience in helping to explain some symptoms of type 1 diabetes: "I was a member of a Police search team working at a major Political Party Conference and working away from home for two weeks on shifts of twelve hours on and twelve hours off. Whilst off duty we spent a lot of time drinking, little eating and very little sleep. I was finding myself increasingly thirsty, frequently going to the toilet - which I attributed to the fact I was drinking excessively - to quench my thirst. My tiredness, I believed was due to lack of sleep but a bonus was, or so I thought, that I was losing weight. In addition I noticed my eyesight was deteriorating. After my fortnight’s stint I relaxed at home but felt no better so consulted my doctor who had me urgently admitted to hospital where I spent the next three weeks before they stabilised my blood sugars. My eyesight was restored to normal. On enquiring about my symptoms I was informed that when untreated the sugar in the blood is literally turned to treacle thus stopping the blood flow through the smallest blood vessels to eyes, feet and toes hence blindness and amputations being common amongst diabetics." Almost a quarter of the world's population, up from fourteen per cent last year, will be obese in

54

less than thirty years according to recent research. One in eight people, rather than today's one in eleven, are also expected to develop type 2 diabetes, the research adds. People with type 2 diabetes have an average life expectancy of just fifty-five years due to being at a much higher risk of heart attacks, stroke and kidney disease. For the next few months, EAWF will be raising funds and awareness in respect of diabetes. The main differences between type 1 and type 2 diabetes are:People with type 1 diabetes do not produce insulin, which regulates glucose levels, for which there is no cure so insulin must be regularly administered; Those with type 2 diabetes have a serious condition where the insulin produced by the pancreas does not work properly, or the pancreas cannot make enough insulin. More importantly, type 2 diabetes can be controlled and even reversed with diet and exercise. Which is why Walking football’s ethos of fitness, fun and friendship can raise awareness and encourage and help to support those with type 2 diabetes. Walking football is a valuable tool in fighting and reversing this chronic illness. As Kate, a recent recruit to Walking Football, said, “I am type 1 and enjoy WF. It took a while to get my blood sugars right but pretty good now and reducing insulin instead of eating more carbohydrates. Walking Football is great fun and the exercise is brilliant. Love that EAWF is raising awareness of diabetes and the benefits of exercise. I’m 69 and been type 1 for thirty-six years. Feel so much better thanks to WF.”

To help kick-start this campaign, health care professionals from Algarve Health and Social Care will be on hand to carry out simple finger-prick blood tests at walking football sessions at the José Arcanjo Stadium, Olhão (behind McDonalds on the EN125) on Tuesday 8th & Thursday 10th October from 9.30am to 11.30am and at the astro-turf pitch adjoining the Dr. Eduardo Mansinho Sports Hall, Av. Zeca Afonso, Tavira on Wednesday 9th and Friday 11th October from 9.30am to 11.30am There are players who already have diabetes and others who have close family members with diabetes, who will be on hand and happy to discuss their own experiences, how this impacts on their life and, perhaps more importantly, explain and assist with how it is dealt with in the UK and what you need to do to be provided with similar health care in Portugal. For more information visit: www.diabetes.org.uk HOW DOES THE TEST WORK? The simple test takes less than 30 secs, and will indicate a reading of your current blood sugar levels. It is a reasonable gauge of your levels but not as precise as a full fasting blood test. The tests will be carried out discreetly and people’s confidentiality will be respected. The test will be carried out for free or a small donation would be much appreciated to help raise more funds for diabetes research. Wives, partners and members of the public are also welcome to come along and take advantage of this opportunity. Future events and information regarding the campaign will be published periodically at: www.walkingfootballalgarve.com

WALKING FOOTBALL ANNIVERSARY

ubbly and home make cakes were the order-of-the-day as East Algarve Walking Football celebrated the fifth birthday of walking football being introduced to the Algarve at Olhão. Since then the sport has spread its wings to Tavira, Lagos, Vilamoura and Benfica (Lisbon). On the 14th/15th October EAWF will be competing in the first International WF Tournament organised by Lagos Strollers at the Clube Desportivo de Odiáxere near Lagos. Weekly sessions in Tavira at the astro-turf pitch adjoining the Municipal Pavilion Dr. Eduardo Mansinho, Av. Zeca Afonso now take place on Friday mornings from 9.30 to 11.30am www.walkingfootballalgarve.com

D

egunda Liga SC Farense faced a tricky visit to UD Santarém but triumphed 2-1 thanks to goals from Fabricio Simoes (penalty) and Fábio Nunes. Louletano drew 1-1 against Ginásio Figueirense but went on to win the penalty shoot-out 4-2. Local league minnows Moncarapachense lost to a last minute extra-time goal at home to Sertanense. OLHANENSE PLAYERS MEET THE FANS SC Olhanense, who had to play their first two league games either behind closed doors or at the Municipal Stadium, threw open their training session to the public. Young fans were delighted to have their photograph taken with the players and staff plus team photos were given out and autographs collected. This was the first event in a series of planned visits to markets, schools and leisure facilities. In the EURO qualifiers Olhanense defender Zach Muscat played for Malta against Norway and Romania.

CUP DEFEAT AFTER PROMISING START

Olhanense captain Leleco (red/black) in midfield tussle with Julian Tovar (Lagos)

efeat in the second round of the Taça de Portugal means that SC Olhanense will not be able to replicate their fantastic achievement of 75 years ago. Back in 1945 they were the first team from the Algarve to appear in a Portugal Cup final going down to a narrow 1-0 defeat against Sporting Lisbon. This season Olhanense won their first round tie against Armacenenses thanks to a Hassan goal just before the interval. In the second round Olhanense made the long journey to Benfica Castelo Branco where goals from Hassan and João Vasco gave them a 2-0 interval lead. It was a different story second-half as the home side lay siege to the Olhanense goal and three goals in the final twenty minutes by Benfica Castelo Branco, including a strike by former Olhanense favourite Stevy Okitokandjo, put paid to any hope of the visitors being in the hat for third round draw when the Primeira Liga teams join the fray. Olhanense’s eight game winning streak in the Segunda Liga came to an end at the Algarve Stadium when league leaders Louletano won by the only goal of the game. Esperança de Lagos took a first-half lead from the penalty spot at Olhanense but the home side ran out 4-1 victors thanks to goals from Hassan, Diogo Martins, Caleb (pen) and Fábio. Olhanense only home game this month is on Sunday 13th October against Lusitano Evora, kick-off 3.00pm at the Jose Aracanjo Stadium (behind McDonalds on the EN125).

Improve your golf...QUICKLY! Terry Hydes explains how club fitting is the fastest way to improve your golf

I

t is very well accepted within the golf industry that the majority of golf clubs launching golf shots around the world are not properly fitted to the golfer. It’s true also that clubs that have been previously fitted to the golfer need checking from time to time as we age, lose a little flexibility and our swing speed reduces. Spending a little time with Clubtec can easily result in clubs that are easier to hit, launch higher, go further, and are more accurate. When asked “what is the quickest way to get better at golf” Josh Talge, the Vice President of Marketing for Titleist said “you can take lessons, practice more, change your fitness regime... all of that is hard work... the easiest way to get better at golf quickly is to spend some time with a fitter hitting regular golf shots. You’re going to leave there scoring so much better”. Clubtec Golf are based at El Rompido Golf Club, a 30 minute drive in to Spain from the border bridge and provide a comprehensive range of technical support services to golfers of all standards. They have built an enviable reputation in the golf industry

for their expertise, high quality customer service, exacting standards and value for money with hundreds of happy customers along the Eastern and Spanish Algarve. Clubtec are experts in their field and the regions leading independent club fitters helping golfers to quickly improve their performance by ensuring their equipment fits their swing. Terry Hydes at Clubtec told us ...“we are highly skilled independent specialists, we use the very latest technology to fit and build clubs inhouse and our overriding aims are to enable clients to perform better, at an affordable price, quickly! We differ greatly from other fitting centers and offer many more options. We can often adapt and adjust a customers existing clubs with a change of shaft flex, shaft length, loft or lie, or a change to swing weight as well as building complete sets from scratch. We offer a club pick up and drop off service when needed and now provide a grip fitting and basic repair service in Tavira to maximize the quality of service to our customers in that area”.

In all cases, with clubs correctly fitted to a customers swing, scores improve and adaptations to existing clubs means that customers are often able to avoid the need to buy new clubs at todays inflated prices. During the fitting process customers are able to try large numbers of shaft, grip and head combinations and track the captured data from Flightscope Mevo....ball speed, club head speed, launch, carry distance, smash factor and spin. They go on to play and practice with test clubs built to their specs for a few days, and only then are the clubs built, tailored to the individuals personal swing tendencies. With state of the art technology and years of experience building clubs for the most demanding golfers, great care is then taken to build each club in-house to each clients final specifications. Hit more fairways... Hit more greens... Shoot lower scores. Review your clubs.. Review your set make up... Get your clubs fitted... Call or email Terry at Clubtec and get better... quickly.
