Tavira council replaces two diesel vehicles with electric vans Guadiana bridge project praise
T
he mayor of Alcoutim has welcomed news of a proposal to build a bridge across the Guadiana river. The long-standing project, which is supported by recovery and development funds and proposed by Lisbon, will see the Algarve town of Alcoutim connected with Spain via a bridge that will also allow for pedestrians along with vehicle traffic.

avira council has purchased two electric vans; the two 100% electric Renault Kangoo ZE vehicles cost around 57 thousand euros. The vehicles emit no pollution or engine noise and will “replace two diesel vehicles that had a very high mileage and whose gas emissions did not meet the current legal quality standards”.

he Algarve will receive about two thousand bird nesting boxes, which will be supervised by the Institute for Nature and Forest Conservation (ICNF). The initiative won the 2018 National Participatory Budget and results from a collaboration between the Vita Nativa Association, based in Olhão, and the Institute for Nature and Forest Conservation (ICNF). The initiative first took off at the end of July and has since resulted in the signing of a collaborative protocol, safeguarding hundreds of local bird that are threatened with extinction. This “is a two-year project that is taking place throughout the Municipalities of the Algarve. Over the next few months we will install nest boxes for small

species of passerines, such as titmills, and for prey species of small and medium size, such as owls and kestrels”, states the Vita Nativa association. João Tomás, one of those responsible for the project, remarks that “most birds depend on natural cavities to settle and reproduce but, with the changes that have been made in the habitats, this is disappearing”. With the implementation of nest boxes, it will be possible “to help foster interest and provide more direct contact with society in relation to birds”. “Moreover, with a greater number of breeding places available, we will also be promoting the establishment of more birds in the urban environment and contributing to a better balance of ecosystems”.
“This is because the species we want to benefit are known to be excellent friends in the control of biological pests (for example: the pine caterpillar and micromammals)”. The project, all in all, includes the installation of nest boxes, the monitoring of their use, with live online transmission of some occupied nests, awareness-raising campaigns, and environmental education at schools. Bird box building workshops are also planned for the future. The Vita Nativa association concludes that the objective is to involve “the population in general, alongside the various local and regional entities in the Algarve, such as municipalities, tourism boards, farmers, producers, schools, and others”.

We are always looking for interesting stories, so when Pam Pardo emailed us about her story, we thought you’d like to read about it.
was born into a privileged background. My father was a director on the board of Manchester City Football Club. Luckily for me my Mother hated football, therefore I was lucky enough to accompany my father to sit in the directors’ box of most of the premiership clubs’ in England. This led to my lifelong love and football, which I now share with my Portuguese husband Ze… I met my first husband as a client in a rather salubrious hair salon in Kings street, Manchester in the days of Vidal Sasoon, The Beetles and the” Swinging Sixties”. We had two amazing children, Andrew and Kate a year later. They have given me 4 equally amazing grandchildren. This takes us to the Shirley Valentine part of my story. Empty nest syndrome occurred and life in UK was becoming boring, wet and cold. After an investigative visit to rural France, which I found to be very expensive, I happened to find myself in the Algarve, looking for a change in direction, and some fun of course.

Eventually life led me to a small village near to Olhao, Pechao, and I frequented a small family restaurant, Fonte Nova, the owner of which , a tall, moustached, guitar playing Tom Conte look alike quickly stole my heart, his name, Ze Pardo. Well, there was no way I was going back to talk to my kitchen wall in Cheshire, UK so I decided to stay, work in the restaurant, learn to speak Portuguese, and the enjoy the Algarvian way of life. We married after a few years, and 30 years later decided on a new challenge, having spent 20 years running a very successful company taking 5 star American golfing groups all over Europe, to open a restaurant on Armona Island. This is where the most amazing part of my life really started, we were working together on paradise Island, Ze as the chef in Restaurant Armona 4, and myself running a letting agency for my friends and clients lucky enough to have houses on the island, also project managing new builds there. We were lucky enough to buy our own island property enabling us to summer
in paradise and winter on the mainland back in Pechao. In other words, I have found my Nirvana, and the perfect life style. To add to my happiness both my children have bought properties in Olhao and it is my greatest pride in life that they have followed me despite the fact that I left them first! I believe that almost single handidly I have helped to change this little corner of the Algarve helping the local economy to blossom, after my Shirley Valentine start. 28 families and friends from my home town in the UK have bought properties in Olhao Concelho, having visited me. My son built a large photographic business here bringing employment to many of the local Portuguese people, bringing large camera crews of around 50 people to stay in the area for half the year. Olympus Unforgotten Beth Jackson meets Gustavo Marcos and hears about his Olympian Book.
I
met Gustavo Marcos at a small dinner party this month. It was one of those situations where you’re making polite conversation and suddenly it becomes incredibly interesting. Gustavo was talking about the Olympics. Gustavo: Do you know that it was a Frenchman who started the modern Olympics? Beth: No, I had no idea. When was that? Gustavo: 1896; but the idea had been in his mind for a long time, at least since 1887/88. On the 23rd of June 1894, at a meeting in the Sorbonne University in Paris, delegates from different countries approved the proposal of Baron Pierre de Coibertin to renew the Olympic Games; beginning in Athens, Greece. Beth: I hear that you have written a children’s book. Is that about the Olympics? Gustavo: The International Olympic Committee (IOC) is not just about organising the Olympic Games or ruling sports competitions worldwide, but it is established to protect and promote the philosophy of Olympus. This is a set of ideas and guidelines for life which can be assumed by any human being, based on fundamental and universal values and is concerned about the relationship with everything that surrounds us, both people and environment. This is the inspiration for the book, called “Kelfi and the Olympic Games” aiming to promote this philosophy of life among school children and teachers, inviting the reader to know a set of inspiring stories and to solve different challenges within the framework of the Olympic movement. Beth: How interesting. Do you think it might be good for an adult? I’m asking because reading Tintin books helped me build my Portuguese. Gustavo: Yes, absolutely; it was included in the Portuguese lecture plan, adult education section. They are inspiring stories to anyone. Did you know that the American ice speed

skater, Dan Jansen, promised to His dying sister that he would win an olympic medal? And despite being the favourite, he failed multiple times until, ten years after, on his career last race, he finally became Olympic champion? Or that at the peak of Nazism, an Afro-American, Jesse Owens, forged a life-long friendship with German athlete Luz Long at the Berlin 1936 Olympics? Or even that the motivation behind Michael Jordan´s ultimate success was the many times he failed to deliver when colleagues expected him do to so? Beth: Tell me more about the education/ lecture plan. Gustavo: The book was jointly published by the Portuguese Olympic and Paralympic committees, and the critics called it the best written work about Olympus in schools. Eventually it got the attention of the Sports minister, who promoted its inclusion in the Education/Lecture Plan. Beth: The book is published in October, isn’t it? What is the name of it and where could an estrangeiro find it? Gustavo: Actually it was published in October 2012 as a school book, but over the years many people have asked for a copy. So, now, in October it is going to be available to everyone! It’s called “A Odisseia de Arraul”

Beth: I read that “The four-year interval between the Ancient Games editions was named an “Olympiad”, and was used for dating, instead of years. They seemed to understand timing better than modern man. We get stuck with the extra day ever four years. Gustavo: To be precise, an Olympiad was counted in full moons! The Greeks (among others) followed the lunar cycles for many different purposes! Even pregnancy lengths were measured in a certain number of full moons! The Olympiad, or the 4 years period between two editions of the Olympic Games was one of those measures. Beth: Have you got any funny stories about the Olympics? Gustavo: Where there are people, there is fun and the Olympic Games are no exception! At the Paris 1904 St. Louis Olympics (USA), during the marathon race, an athlete was so tired that he hired a driver to take him to the stadium. He was even crowned as champion, only to be later disqualified! During the Paris 1900 Olympics many strange sports were included on the program. One of those was firefighting for amateur firemen corporations! And it was won by the Portuguese! Beth: Hurray for Portugal!

link and you’ll miss it. Take the time to find Restaurant Franganario and like us, you’ll be pleasantly surprised. The small, traditional building has a terrace out front, and currently has seating for 15 diners inside, all appropriately spaced out. Owners Adérito and Adélia Rodrigues opened the restaurant in January 2018, with the simple intention of creating a nice family restaurant serving simple but tasty food. After having a restaurant in Faro, they decided to return to their hometown of Tavira. The name Franganario means “House of Chicken”, but don’t think that Chicken is all they serve! Other specialities include a good selection of Iberian Pork, Lamb Chops and excellent steaks including Sirlion and the Ribeye (pictured). For ish lovers, they also have a great selection including Sea Bream, Sea Bass, Grilled Tuna

Belly and Codfish. We tried the Galizia Octopus (pictured) which was simply delicious. Of course we can’t forget to mention their Chicken, which is quite honestly, the best I’ve had in the Algarve. The skin is super crispy, without being oily... all down to the chef’s secret way of cooking it, and served with homemade chips. If you’re not looking for a full meal, Restaurant Franganario also have a great Tapas menu including Grilled Prawns, Mussels, Fresh Cheese with Honey and Walnuts, and a selection of Bruschetta to name but a few. For a dessert we had the house speciality; Caramel Ice Cream served with cream, raspberries and topped with Dom Rodrigo which is a special Portuguese sweet... very naughty, but exceptionally nice! A full drinks menu is available and wines are all selected from the various regions of Portugal, a simple, nice selection.

I have been a couple of times to this restaurant, it never fails every time I go. The chicken piri piri is superb. We started with grilled prawns, cod croquettes, and some mushrooms, excellent! Our family had grilled lamb chops, sardines, dourado, and my grand daughter had the biggest burger which she finished. Lovely friendly place, spotlessly clean with excellent food. I
n the centre of town The Costume Museum of São Brás de Alportel occupies an area of 5000 m2. It was the manor building which was the home of the Dias, Andrade and Sancho families for over 130 years. The surroundings and infrastructure impressively met the needs of the wealthy families from the end of the 19th century consisting of a servants’ house, lookout, stables, workshops, farm houses and vegetable garden and in the grounds, a well and well windmill together with water tanks, a cistern, washing tank and irrigation channels. Although it is clearly urban in influence, the building provided all the essential needs for a way of life of a rural and wellheeled family from the Algarve countryside. Together with the influence of last decades and of the eighties these combine with the impressive interior courtyards, neo-Arab lines, nooks and quills, as well as unique doors finished in a horseshoe shape. Today, times have changed and as a museum space it has a new use and a different function. A few years ago, a new building with a contemporary design was integrated into the mix of visions and influences that already existed. This new space, created an opening and encouraged the doors to be open to all. It became a place for local and rural people as a meeting point for ideas and creativity. utumn has just started, which is historically a good time for buying and selling property in the Algarve. In October you often have beautiful weather with plenty of sunshine and a comfortable temperature of between 20º – 25º degrees Celsius. For those who prefer to avoid the summer rush and heat it is an ideal time to plan for a stay in the Algarve. There still remains a lot of uncertainty caused by Covid-19 and the ever changing rules and restrictions regarding travel and quarantine measures. The number of people visiting the Algarve in the past 9 months is sharply lower than previous years, having a negative effect on the hospitality and real estate sector alike. The transaction volume of property sales in the Algarve took a nosedive in Q2 2020, down 38% year on year (y.o.y). The economic downturn also saw a growing number of people becoming unemployed with the Algarve region being the most affected. Although the number of people employed in August was up versus July, y.o.y. unemployment was up in August by 178%. This is particularly worrying as we are now entering the autumn and winter period. On a positive note business confidence in Germany and France, the two largest economies in the Eurozone, has risen to the highest level in seven months despite concerns about rising coronavirus infection rates. They are considered leading indicators of future economic activity. In Germany the index rose from 92.5 in August to 93.4 in September where as in France the index rose from 90 to 92 over the same period. It may come as no surprise that investors from both countries have been active buyers of property in the Algarve over the past nine months. Demand for quality villas with pools and penthouse apartments on good locations held up well, in particular in the higher price segment. These buyers are likely to be less affected by the economic uncertainty, they are mostly cash buyers and are faced with negative interest rates on their savings accounts in their home countries. They are often high net worth individuals who want to diversify their investment portfolios away from the usual 60% bonds / 40% equity asset allocations, a strategy which has worked well for decades. However more and more people are starting to have doubts whether this strategy is appropriate in an ultra-low interest rate environment. Demand for property within the 150.000 – 250.000 euro price range has decreased over the same period as these buyers are likely to be more affected by the economic uncertainty. At the moment there are many prospective buyers in the Algarve, which is also noticeable in the demand for long stays and long term rental accommodation. Knowing that only few

buyers will ever buy a property without having seen it, it is important that they are able to visit the region. However, there is a risk that airlines will reduce their capacity as demand seems to be slowing down due to increasing number of Covid-19 infections and the return of restrictions. Ryanair has just announced an additional 20% reduction in capacity for October which is on top of an earlier announced reduction of 20%. It is likely that other airlines will follow, most are already operating with a 50 – 60% capacity reduction versus 2019. At this moment it is not clear what the impact will be on the number of flights to Faro but it is clear that if people cannot or do not want to travel that this will have a negative impact on demand for property. However for real estate agencies such as Land & Houses Algarve with a good local and international reach there will always be clients looking to buy a property. A ROUND OF APPLAUSE … Streetlife supporters swim (the equivalent of) the English channel to raise funds
I
n August four brave ladies, Christine Beckwith, Carol Arnold, Lisa Jones and Val Jones decided they would attempt a “virtual” English Channel swim to raise much needed funds for our local StreetLife Sterilisation Programme based in the East Algarve. What was involved? They swam the equivalent to 35 kilometres / 22 miles, the width of the English Channel, in their respective swimming pools ranging from 6 meters to 9.5 meters in length. In total a staggering 13,650 lengths between them! That’s amazing!

They set their own pace, but wanted to complete the swim before their pools got too chilly. They started mid-August and finished last week. As soon as they posted on Facebook what they were going to do sponsorship money started to come flooding in. Family members, friends and other StreetLife supporters started to pledge amounts. Our first WOW moment was when the last length was completed, they had raised a total sum of €1467.00; but then Russell & Decoz Real Estate (Moncarapacho) generously matched the sum raised by Lisa
& Val and another €731.00 was paid into the StreetLife Account. This was a second WOW moment– totally unexpected and so appreciated. Not wanting to miss out, Christine & Carol are looking for another local company to match their sponsorship money – is there a local business out there who can match their €736.00? DOTA has now been operating for 7 years in Santa Luzia. Alice Gil is the founder, befoŕe ADOTA she was volunteered at APAR in Moncarapacho, at Tavira’s 3AT and at Guadi de Vila Real de Santa Antonio. At ADOTA she is dedicating her life to cats and dogs, giving them a home where they are fed, protected, educated, treated, exercised, socialised and most importantly loved. Nowadays there is a big issue that ADOTA has to leave its current location as the land has been sold for an agricultural project. The situation is very difficult and ADOTA needs urgently (BEFORE THE END OF OCTOBER) a new place to transfer
the shelter and the animals (around 60) in a safe location not further than 5km from Tavira, in order to keep volunteers helping Alice in the daily tasks. Verbal communication with a facemask
I
n these pandemic days we are all returning to our daily routine! Kids are back to school and most of us are not working in telework anymore. So, using a facemask is part of our normal daily routine and communicating with a facemask is a challenge. Voices aren’t so clear, and it’s more difficult to understand sentences. Voices are lower and the signs that we get from the movements of the mouth and eyes are difficult to get. So we don´t receive the visual signs to get more information about the person we are speaking to, and the message they want to transmit. For kids starting to learn how to speak, it is more difficult not having a visual sign of the person who is speaking and most of the time can’t get a clear image on how to imitate the motor movements of the mouth to repeat the sounds correctly and clearly. For kids learning to read, a teacher using a facemask can be an extra challenge to learn the sound of the letter or word they are learning. For kids and adults hard of hearing, or people with dementia problems, not having the signs of faces of the speakers makes it difficult to maintain a dialogue. People with mental handicap or autism can have a difficult time in understanding what the other person wants and can have less response in social interactions. This are just some examples of the effect of using facemasks in our verbalcommunication in daily routine. These are only cases where the dialogue is between only two people, it gets worse when the conversation is between three or more. But facemasks are here to protect us and we must use them. So, this article is about how we can improve our verbal communication using words and gestures at the same time. But first, dear reader, let me introduce you to some neurological concepts that explain how using both types

of communication (verbal and gestures) at the same time, improve our understanding and facilitates our communication. Speech and gesture share the same communication system. Gesture is a universal feature of human communication. In every culture speaker produce gestures, although the extent and type of gesture vary. For some types of gestures, execution is frequently associated with speech production. In particular, speakers frequently pronounce words while they also execute symbolic gestures, which express the same meaning as the word. Neuropsychological and neurophysiological evidence suggest that speech and gestures share common neural substrates. Brainimaging studies show that language areas, such as Broca´s area, are activated by imitation, by observation of gestures, or, more generally, by observation of upper arm action (Buccino et al, 2004). In addition, there is a strict relationship between early language development in children and several aspects of manual activity, such as communicative and symbolic gestures (Bates & Dick, 2002). Canonical babbling in 6-8 months aged children is accompanied by rhythmic hand movements (Massataka, 2001). Word comprehension in children between 8-10 months and word productions between 1113 months are accompanied by deictic and recognition gestures, respectively (Bates & Snyder, 1987). ´Gesture aids the listener as well as the speaker and has a direct effect on listener comprehension, independent of the effects gestures has on speech production. Hand gestures play an integral role in communication. For example, even in a brief conversation, gestures may be observed that are used to point out objects, coordinate speech, and express emotions. There are three characteristics of
conversational gestures: (a) they accompany speech, (b) they are temporally coordinated with speech, and (c) they express a meaning related to the semantic content of the speech they accompany. ` I finish this article sharing some reflections: Gesticulation and speech when joined provide emphasis and meaning; Gesture reflects speaker´s thoughts, often their unspoken thoughts, and thus can serve as a window onto cognition; Gesture can change speaker´s thoughts; Gesture provides building blocks that can be used to construct a language; Even congenitally blind individuals, who have never seen anyone gesture, move their hands when they talk highlighting the robustness of gesture in communication; Gesture plays a role in communication at a variety of timespans – in speaking at the moment, in learning language over developmental time, and in creating language over shorter and longer periods of time. Dear reader, I encourage you as a speaker using a facemask, to gesture to uncover thoughts that can be useful for individuals who interact with. The act of producing gesture can bring out previously unexpressed thoughts and may even introduce new thoughts into your repertoire, altering the course of a conversation or developmental trajectory as a result. Our hands are with us at all times and we routinely use them for communication. They thus provide an ever-present tool for understanding how we talk, what we speak and how we think. t’s said that the unicorn is a symbol of fantasy, but there’s no make-believe about the donation the Unicorn Society of Golfers made to Tavira 2nd Chance charity. An impressive 1048 Euros was raised from the proceeds of a well-attended auction with excellent prizes that members couldn’t resist. And, thanks to Heath Else’s recommendation, the Society chose the local Tavira charity to be the deserving recipient. “We were completely overwhelmed”, says Kath Cox. “This has greatly boosted our funds and we are very grateful for the tremendous support of the Society.” Tavira 2nd Chance was formed in March to help
the needy of Tavira. It operates under the auspices of umbrella Kath Cox and Jane Walton of Tavira 2nd Chance, The organisation, Unicorn Society’s Heath Else, and Stuart Anderson Associacao Guarda Chuva. angoes have been cultivated in South Asia for thousands of years and reached East Asia between the fifth and fourth centuries BC. By the 10th century AD, cultivation had begun in East Africa. And in the 14th century a Moroccan traveler reported it at Mogadishu. Cultivation came later to Brazil, the West Indies and Mexico, where an appropriate climate allows its growth. Known as the fruit of kings, mango trees have been cultivated and grafted for hundreds of years. Grafting was a ‘secret’ in many cultures and tasty mangoes were status symbols for the royalty only. Ancient kings would steal limbs off each others’ mango trees and bribe and kidnap the other kings’ gardeners. Peasants were punished for possession of mango fruit or unauthorized cultivation of mango fruit trees. Royalty would try to surpass each other with lavish mango parties and huge gifts of perfect, ripe, delicious

HOMEMADE MANGO CHUTNEY RECIPE Prep time: 15 minutes Cook time: 1 hour Ingredients: 2 cups sugar 1 cup distilled white vinegar 6 cups mangoes (4 to 5), peeled and cut in 3/4-inch pieces 1 medium onion, chopped (about 1 cup) 1/2 cup golden raisins 1/4 cup crystallized ginger, finely chopped 1 garlic clove, minced 1 teaspoon mustard seeds, whole 1/4 teaspoon red chili pepper flakes (hot) Method: 1 Combine sugar and vinegar in a 6 quart pot; bring to a boil, stirring until sugar dissolves. 2 Add remaining ingredients and simmer, uncovered, until syrupy and slightly thickened, 45 minutes to 1 hour. Stir occasionally during cooking. 3 Pour into clean, hot jars leaving 1/2-inch headspace; close jars. Process in a water bath 15 minutes. Makes 6 (1/2 pint) jars
mango fruits. Some of today’s Indochinese awesome varieties existed many, many years ago exactly as we have them now. So where do mangos grow in Europe? Mango is not a strictly tropical tree. It grows better in areas with Subtropical climate because it needs a cooler winter for good fruiting. Mango trees do grow and fruit in many areas of Europe with a Mediterranean Climate. Some varieties fruit better than others in cold climates. Areas with Commercial Mango Production in Europe: Canary Islands (Spain) Andalucía (Spain) Sicilia (Italy) Areas where Mango Trees Grow and Fruit: Coastal Southern Portugal Coastal Southern Italy Coastal Southern Spain Coastal Greece The Southern islands such as Malta, Crete and Cyprus. Southern France. Mango trees are also grown in the Southern Mediterranean, in Northern African countries and Israel. Mango trees can be grown in pots in this country, they remain quite small and make good houseplants, although they are unlikely to produce fruit. But they are still worth growing because they look so good. To get the best results they need to be grown outside where in time you will have your own fruit. How to grow a mango. In the middle of the mango fruit is a very large

stone, the seed, which you will have to remove with a knife. This can be tricky because the stone is very slippery so be careful not to cut yourself. To get rid of the slipperiness, wash the seed in warm water and dry it on clean tissue paper. Seeds will only grow once water has soaked through their thick skins to the middle. If a seed has a thick coat, it takes longer for the water to get inside and for the seed to start growing. Mango stones are so hard that we must help the water get inside before they will grow. Using a very ripe fruit helps it get started. Rub the mango stone lightly with sandpaper. Fill a jar or bowl with water and drop the stone into it. Put the jar or bowl in a warm place and soak the stone for two weeks. Change the water every day so it doesn’t go smelly. If you notice your stone sprouting, take it out of the water and pot it up, otherwise pot it up at the end of the two weeks. Your pot will need to be about 10cm across. Make sure there are holes in the pot to let the water drain out. Fill your pot with multi-purpose compost and water it very well. Plant the stone about 3cm deep in the compost and water it again. Put it in a see-through plastic food bag and tie the ends up to keep all the moisture in and stop the stone from drying out. Put the pot in a warm place; an airing cupboard is ideal. The stone will take several weeks before it grows, so you must check it every day. If the compost looks dry at any time, give it a little water. As soon as you see any signs of growth, remove the plastic bag, take the pot
from its warm place and grow the seedling on a sunny windowsill. Mangos grow fairly quickly and will need a bigger pot frequently, especially during the first year. You can tell when it needs repotting because you will see roots growing out of the holes in the bottom of the pot. Caring for your mango. Mangos require a warm, sunny area, the warmer the better. To make the plant bushy, nip off the growing tips occasionally. This will also keep the plant smaller. Water regularly in the summer and feed it every two weeks with a general house-plant food. If your plant gets too large, you can cut it back a little in the autumn. As a Food. The mango is generally sweet, although the taste and texture of the flesh varies across cultivars, some having a soft, pulpy texture similar to an overripe plum, while the flesh of others is firmer, like a cantaloupe or avocado, or may have a fibrous texture. For consumption of unripe, pickled or cooked fruit, the mango skin may be consumed comfortably, but has potential to cause contact dermatitis of the lips, gums or tongue in susceptible people. Underripe mangoes can be ripened by placing them in brown paper bags. They will then keep in a plastic bag in the refrigerator for about four or five days. In ripe fruits which are commonly eaten fresh, the skin may be thicker and bitter tasting, so is typically not eaten. This tree is certainly a plant you could grow well in any garden and within a small period of time you too can enjoy the fruit of kings for yourself.

ach month we receive different questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers. If you also have some questions regarding tax in Portugal, please feel free to send it to us. I am a UK citizen resident in Portugal, I recently decided to sell one of my properties here, what costs can I offset against the capital gain tax? My builder did not issue any invoices at the time of construction in 2001, but I have the copy of the bank transfers. What other costs are deductible: lawyers fees, energy certificate, etc? Even though you have all the proof of transfers, you need invoices and the tax authorities will not allow you to deduct those costs, without them. You also will not be able to deduct the lawyer’s fees on the purchase or on the sale, this is because the tax department does not consider this expense essential, for the conclusion of the transaction. In this case, the solution would be to use the tax value of the property, at the time the works were finished. Once the build was completed, there was a revaluation from the tax office to the property, although this is normally lower than the commercial value, we can use it as the ‘purchase price’ and lower your liability for not having the invoices from the builder. Below you can find other common deductions to the capital gain tax: • Invoices for maintenance or construction works, please note that for these type of expenses it’s advisable that the invoice states the correct address of the property where the works were done. Costs considered are normally the ones of constructing, maintaining or improving your home. • Energy Certificate, please note that if you previously used this cost in another IRS declaration, for instance if you rent the property previously, you cannot use it again. • Real Estate Commission, please make sure that you used a licensed estate agent and that they are mentioned on the deed. • IMT - Property Transfer Tax and Stamp duty paid on purchase • Notary costs on the deed of purchase Please note that furniture is not deductible and there are other common expenses not

accepted, as the tax authorities consider that these may be removed from the property prior to the sale: air conditioning and kitchen appliances are good examples. So, if you are selling your property furnished or with these items included in the inventory, you may consider selling these separately.

I own a holiday hone in Manta Rota, but I am considering moving there next year, to take advantage of the Non-Habitual Residency. If I do that and then sell it to buy a bigger property, will I pay tax? What is the minimum time I need to live in the property prior to the sale? The IRS Code does not stipulate a clear rule regarding this situation, so there is no minimum time frame. However, we advise you to live in the property at least 183 days, prior to the sale. This way the tax authorities could not challenge your residency status. Another possibility would be to become resident at the end of the current tax year and sell it at the beginning of the following tax year, again this would prevent any issues in case of a tax audit as you were already considered resident in the tax year previous to the sale. Please note that in order to comply with the tax authorities requirement of primary residency, your address registered at the tax office, needs to be the same of the property being sold.

How does the reinvestment work? Can I reinvest in another country, the UK for instance? If you are resident and the property you are selling is your primary residence, you can reinvest the proceedings of the sale on another purchase within the EU. This needs to be done on a purchase made between 24 months prior and 36 months after the sale. If the reinvestment in the new property is lower than the total sale, than the tax will be calculated pro-rata. Please note that if you declare on your tax return that you wish to reinvest the proceeding of the sale and then fail to do so, or reinvest a lower amount, the tax will be re-assessed and you will pay interest. Even if they do not plan to sell your home for now, it is important that you keep all supporting charges and make sure this invoices include your name and fiscal number and very important: the correct address of the property. The repayment of mortgage loans, incurred to purchase the property, will also be taken into consideration, when calculating the tax.
As the UK may no longer be in the EU in 2021, you need to make sure that the reinvestment happens before Brexit. If possible, you can consider reinvesting now, even if the sale only happens later.

I’ve lived in Loulé since 2012, but I am moving to the UK towards the end of the year. I have my property in the market, but if the sale does not happen soon, I may leave to the UK in the meantime. Can you let me know what would be the consequences in terms of capital gain tax. What are the differences between Residents vs Nonresidents individual ownership? If you sell the property as a non-resident, for tax purposes the tax applicable to your capital gain, will be 28%. If, however you are resident, the tax will be levied only on 50% of the gain and you will be taxed according to the tax bracket applicable to your overall income. This means that you will always pay less if you are resident. However, if you sell while being non-resident in Portugal but resident in the EU (before Brexit), it is possible to opt for the same rules of the residents and be taxed only on 50% of the gain. For this to happen, it is necessary that you declare to Portugal your worldwide income, so that the tax authorities can aggregate your income to the capital gain and determine which tax bracket you are in. Please rest assured that you will not be paying tax again on your foreign source income, this is just declared for that purpose. Obviously, in this case, although there is a possibility to be taxed under the same rules as a resident, as this is no longer your primary residence, the gains cannot be rolled over if you reinvest into another property. So in this particular situation, it’s strongly advisable to sell while you are resident and make the reinvestment prior to Brexit. or a while it was all we could talk about (oh to go back to those carefree days). But despite four years of wrangling and the UK’s impending exit from the European Union only a couple of months away, we still have no idea what our relationship will look like after 31st December 2020. And without wishing life away, I’m sure I would not be out of place when saying – If only it was done with once and for all. Over the last 5-10 years in the UK, the government has constantly, even relentlessly at times, made it more difficult to move a pension scheme out of the country, and money out of defined benefit schemes. Firstly, we saw schemes such as the NHS being completely prevented from transferring, swiftly followed by the removal of the QROPS status from schemes across the globe with the exception of a small number of countries such as Malta. It’s therefore highly likely given the direction they have been moving so far, that the QROPS transfer will no longer be available come January of 2021 (postBrexit)-alongside transfer valuations showing significantly lower numbers in comparison to what we see now. The decline in sterling is also a huge factor and being described as showing ‘jumpy movements.’ That coupled with the persistent talk about negative interest rates in the UK. However, according to the governor of the Bank of England, Andrew Bailey, they are looking at negative rates but that’s not likely to happen anytime soon – because well, there’s Brexit. The clock is ticking loudly – and the window of opportunity is closing fast. So, what are the major sticking points now? What will happen if the two sides can’t strike
a deal? And more importantly, what will all of this mean for our investments and pensions? Is there a place that we should be putting our money that will protect it from the uncertainty and provide good prospects for growth? The first major issue is around the EU’s insistence that in order for there to be a tariff free trade deal, the UK must commit to ‘Level Playing Field’ provisions in areas such as workers’ rights, competition and state aid, along with taxation. They are worried that without these measures in place, UK companies will not only be able to enjoy duty free trade with member nations, they could gain further advantage through subsidies from the British government, or more relaxed competition regimes, not to mention far lower corporation tax rates. This could entice EU based companies to leave their current jurisdictions and base themselves in a post Brexit UK instead. The fallback position if no deal can be struck is that we trade on World Trade Organisation rules, but this is not the halcyon utopia that some people imagine it to be... WTO rules prevent us from ‘picking and choosing’ who we offer special terms to under their ‘Most Favored Nation’ principle, meaning that individual bi-lateral agreements would have to be struck with other countries, and this takes time. How do we keep up with the constantly changing tides and the uncertainty that Brexit has created? The world is changing a lot and at a speed which we can all agree is creating more uncertainty for people of all ages and for a variety of reasons, and yet we still have these rigid models and sequential views of life that don’t seem to be adapting at the same speed – especially when it comes to pensions.
Ultimately this means we are all going to have to be more flexible. For example, the attitudes of employers toward older workers need to change also as the younger generations are having fewer children. Therefore, employers need to see them as a benefit rather than a burden. In politics and policy, the pendulum swings from one extreme to the other. A generation ago we were in a world where essentially, everything was on the employer. We are now swinging to the opposite extreme today, where all the risks have been transferred to the individual. Retirement ought to be the time when you have choices. It shouldn’t be a time when you are scraping by, or a time when you can’t afford to retire because you haven’t put enough money away. Your ‘freedom fund’ rather than your pension fund should be giving you exactly that - the freedom, money, and choices that allow you the quality of life that you deserve that in turn gives you the choice to stop working when you want to. The best approach to all investing is always… to remain consistent. Keep investing regularly, and ensure your investments incorporate diversification. Any good adviser worth his salt will spend a great deal of time with you in this area, because there is far more to investing than simply choosing a fund that looks good on the surface. Investments will at times, fall in value, but don’t allow this ‘law of absolutes’ to stop you from investing. A fearful investor or nervous investor is a poor investor. And long-term is key to ensuring positive growth. Financial wellbeing cannot be looked at in isolation either. Having a good level of financial wellbeing and feeling confident about your finances underpins all the other elements of wellbeing – in fact, they go hand in hand.

nglish Premier League Wolves boss Nuno Espirto Santo and a good number of the firstteam squad are Portuguese so it was no surprise when the club released their third change strip of maroon shirt with green trim, maroon shorts and green socks; modelled on the Portugal national team kit. This design comes after Wolves wore a green third kit inspired by Mexico, the homeland of star striker Raul Jimenez, last season. Wolves fans reacted with delight, ‘We are officially Portugal!’ In addition, João Lapa, their Rehabilitation Fitness Coach, who hails from Tavira and spent time at SC Olhanense, has been promoted to Assistant firstteam Coach. João has a degree in Physical Education, a postgraduate degree in Exercise/ Nutrition/Health and a professional Master’s in high performance sports (FCB). He recently completed an intensive management module at Lisbon’s prestigious EXS Exercise School and the Neuro-mechanical lab in Madrid. Last season Wolves reached the Europa League quarterfinals; the first time the club had qualified for a European tournament for 39 years. In 1953, Wolves was one of the first British clubs to install floodlights taking part in televised “floodlit friendlies” against leading overseas club sides between 1953 and 1956 in the run-up to the creation of the European Cup in 1955 and the first participation of an English club side in that competition in 1956. Wolves reached the quarter-finals of the 1959–60 European Cup and the semi-finals of the 1960–61 European Cup Winners’ Cup and were runners-up to Tottenham Hotspur in the inaugural UEFA Cup Final in 1972. The recent signing of Portugal international full-back Nélson Semedo from Barcelona, for a club record fee of 40m euros, means that Wolves now have ten Portuguese in their first-team squad. In addition, another promising youngster, Bruno Jordão, is out-on-loan at FC Famalicão.
