News Covid regulations: what changes on October 1st?

W

ith 85% of the population in Portugal vaccinated, the Government have decided to move the country into the new phase of deconfinement on October 1st, with further easing of restrictions. So what will change? The plan drawn up by the Government is as follows: - Restaurants and stores no longer have limitations on the number of customers. Commercial establishments, restaurants, cafes and the generality of commerce no longer have a maximum limit of customers or people per group. The end of this occupancy restriction also applies to family events such as weddings and baptisms. - Shows with 100% capacity and certificate needed for large events. Cultural shows will no longer have capacity limitations from October 1st, but a digital certificate will be required for large cultural events, and the General Directorate of Health (DGS) is responsible for defining of what these events are. The use of a mask in shows will be mandatory whenever there is no

distance of two metres between people. - Bars and clubs reopen (still to be confirmed). Night-time entertainment venues, closed since March 2020 due to the Covid-19 pandemic, may reopen as of October 1st. On July 29th, the Government announced that night entertainment spaces could reopen in full in October, when authorities predicted that 85% of the population would be fully vaccinated against covid-19. - Mandatory mask only in risky places or large concentrations. From October 1st, mandatory mask use is limited to public transport, supermarkets, homes and hospitals, concert halls and large events. This decision is based on criteria for places with a high frequency of people, such as public transport, including air, risky places, such as homes and hospitals, and places with large agglomerations for longer periods, such as concert halls. - Digital certificate is no longer required in restaurants, hotels and gyms. Restaurant and hotel customers will no longer have to present a vaccination certificate or negative Covid-19 test.

The end of the vaccination certificate or virus screening test also covers group classes in gyms, but will be required in clubs and bars, as well as at major sporting events. The presentation of the document will also be mandatory for travel by sea or air and in visits to homes and health establishments, as hospital visits are resumed. - Finish telework recommendation. The Council of Ministers have also decided to end the recommendation of the option to telework if possible, and to eliminate testing in workplaces with more than 150 workers. In August, a step had already been taken towards reducing the use of telework, with the Government deciding that this only mandatory in higher-risk municipalities, being only ‘recommended’ throughout the continental territory. - End of limitation on the sale of alcohol and timetable. The limitation on the sale and consumption of alcohol ends and the time limits that had been imposed due to the pandemic also end.

he president of Infrastructures of Portugal (IP) has announced that the redevelopment works on Estrada Nacional (EN) 125 between Olhão and Vila Real de Santo António, “are subject to a decision” by the arbitral tribunal. During a hearing at the parliamentary committee on Economy, Innovation, Public Works and Housing, António Laranjo said that the works, over a 45-kilometre extension, can only proceed after “there is a decision by the arbitration court on the process brought by the sub-concessionaire” Rotas do Algarve Coastline (RAL). “It is a process filed by the sub-concessionaire RAL with a claim for compensation amounting to 445 million euros, in addition to another process brought by the financing banks in the amount of 43 million euros”, explained the president of IP. In 2019, RAL communicated its intention to terminate the contract of that road sub-concession to IP, considering that the contract was unfeasible after the refusal of approval by the Court of Auditors (TdC) to the amendments made in 2017 to the document, signed in 2010. “Until there is a decision by the arbitral court, IP cannot intervene to the full extent that it was intended, to withdraw from the road sub-concession contract”, stressed the official.

At the hearing, held at the Assembly of the Republic at the request of the PSD parliamentary group, António Laranjo added that, although the works to refurbish the road section between Olhão and Vila Real de Santo António “are subject to judicial restrictions”, the maintenance of the road is ensured by RAL. “The court sentenced IP to an upfront payment of 30 million euros and the obligation to maintain another monthly payment of 1.2 million euros until the final decision, so that RAL can ensure the maintenance and operation of the entire route from Vila do Bispo to Vila Real de Santo António”, he said. António Laranjo said he is “optimistic” waiting for the arbitration court to issue a decision on the process soon, as IP “has everything prepared to proceed with the tenders for the requalification of the road section on the eastern Algarve coast”. “IP is not going ahead with the tenders, because we don’t know what the court’s decision will be”, he argued. However, the deputies defended that there is “no legal obstacle” for the requalification work of the section of the EN125 not to proceed, if IP were to comply with the various draft resolutions presented by parliamentary groups and approved in parliament.

Happy Birthday Álvaro de Campos Celebrating the birthday of Álvaro de Campos, born in Tavira on the 15th October 1890; a character created by Portugal’s most famous poet, Fernando Pessoa. To mark this occasion 'Festa dos anos Álvaro de Campos 2021' have created numerous events around Tavira this month.

WHO WAS FERNANDO PESSOA In order to discover who Fernando Pessoa was, perhaps it would be opportune to begin by his last name, Pessoa, from the latin word persona: mask. Pessoa was, in fact, a poet of many faces and many names, spending his life inventing fictitious authors called heteronyms. Also, thanks to this peculiarity, he is considered to be one of the most brilliant contemporary poets today and Portugal’s most famous and important poet. HIS LIFE AND THE MAN Pessoa was born in Lisbon on June 13, 1888, in the elegant zone of Chiado. For family reasons, between his youth and adolescence, he lived in the British Empire, namely South Africa. This period (1896-1905) spent in the cosmopolitan city of Durban left a strong impression on his life. In 1915, Pessoa founded the magazine Orpheu, which introduced Modernism to Portugal. He changed residences frequently during the

1910s and also came to live in the Carmo zone, near Lisboa Pessoa Hotel. In 1920, he settled into an apartment in Campo de Ourique, in a building that today houses Casa Fernando Pessoa, an indispensable cultural center for anyone who wants to know who this man named Fernando Pessoa was. The poet lived his anonymously, with little money, working as a translator of commercial documents. His absolute love was literature. He felt like a genius and constantly dedicated himself to his “mission.” He left little room for his own feelings, but at least one woman – Ophelia Queiroz – will remain in history as the girlfriend to whom the genius sent letters full of affection. Pessoa passed away on November 30, 1935, in Lisbon, leaving behind thousands of unpublished papers, one of the most brilliant works in the history of literature. In order to know who Fernando Pessoa was, one needs to read his texts, since, as Octavio Paz affirmed, a poet’s biography is their work.

THE WORK, THE HETERONYMS Pessoa left his mark as an extremely original writer for inventing fictitious authors – heteronyms – who “wrote” parts of his work. Each one “had” a personality, a biography, a physionomy, a character, a defined literary style, unlike the others and even Pessoa, the “orthonym,” that is, himself. The main “imaginary friends” of Pessoa were the poets Alberto Caeiro, Ricardo Reis, and Álvaro de Campos: Caeiro, the pastoral and (anti)philosophical poet, was the “master” of heteronyms; Reis was the neoclassical singer of a new paganism; and Campos was the exuberant modernist who “felt everything in every way.” Bernardo Soares deserves special attention, author of The Book of Disquiet, an intimate

Culture diary composed of dreams and reflections. And Pessoa – the orthonym? He was not only the demiurge who invented this imaginary coterie; he also played a relevant role. He was also the poet who wrote Message, the only book in Portuguese published in life, a set of poems dedicated to Portugal’s heroes and myths in a universalist projection that sees a future of tremendous culture for Portugal and for humanity. We are the future: Readers of the texts that he kept in a legendary case – Pessoa’s assets – full of papers, many of which have yet to be published. After all, who was Fernando Pessoa? It’s difficult to say. Every heteronym and each instant for him was an “eternal novelty,” full of poetry and beauty. A beauty that also has the light and colors of Lisbon, his beloved city, sung masterfully by him. Fragmentary, contradictory, irresistable in his intricate fascination, Pessoa is the author to discover, with multiple facets. From poetry to philosophy to literary criticism to psychology... Pessoa’s genius unsettles us for its multiplicity and leaves us with a major, fundamental question which is always open and challenging: who are we? Álvaro de Campos (1890 - 1935) is one of Fernando Pessoa’s best known heteronyms.

Campos emerges when Fernando Pessoa feels an impulse to write. Fernando himself considers that Álvaro de Campos is in the “opposite extreme, entirely opposite, to Ricardo Reis”, despite being, like the latter, a disciple of Caeiro. Álvaro de Campos is the “undisciplined son of sensation and for him sensation is everything. Sensationism makes sensation the reality of life and the basis of art. The poet’s self tries to integrate and unify everything that has or had existence or possibility of existing. Álvaro de Campos was born in Tavira on the 15th October 1890 at 1.30 in the afternoon. He had a common high school education, described as vulgar by Fernando Pessoa himself. Later he went to Scotland to study engineering, first mechanical engineering, and then naval engineering. Fernando Pessoa made a biography for each of his heteronyms and stated that Álvaro de Campos was an engineer of English education and Portuguese origin, but always had a feeling of being a foreigner whereevr he was in the world. Pessoa also said in relation to this heteronym that: “I pretended to study engineering. I lived in Scotland. I have visited Ireland. My heart is a granny who walks begging alms at the gates of joy. Among all the heteronyms, Álvaro de Campos

was the only one to manifest different poetic phases throughout his work. He begins his career as a decadentist (influenced by Symbolism), but soon joins Futurism: it is the so-called ‘Sensationist phase’, in which he produces, with a style similar to that of Walt Whitman (to whom he dedicated a poem, the Salute to Walt Whitman), versilibrist, boastful, and with a euphoric language where onomatopoeia abound, a series of poems of exaltation of the modern World, of technical and scientific progress, of the evolution and industrialisation of Humanity: he is greatly influenced by Marinetti, one of the top names of Futurism in this period. After a series of disillusions with existence, he takes on a nihilistic vein or intimism: this is known as the ‘Abelic phase’, and is very similar, especially in the themes addressed, to the work of the orthonymous Pessoa: disillusionment with the world in which he lives, sadness, tiredness (what is in me is above all tiredness, so begins one of his most famous poems) leads him to reflect, in a rather nostalgic way, on his childhood, spent in the old house: archetypal childhood, full of happiness, is the counterpoint to his present. A phase characterised by tiredness and sleepiness that is quite evident in the pessimistic poem.

To coincide with the celebrations, various restaurants and cafe’s are taking part in ‘scattered poetry’ with poems written on boards and ‘sweet pessoa’ where chefs will produce a dessert with a stenciled image of Álvaro de Campos. Below are two examples one from Restaurant ‘A Carpintaria’ in Luz de Tavira, the other from Cafe ‘A da Marta’ in Tavira.

Open for lunch all year round, Museu do Atum on Barril beach is a great place to visit, even during the winter months.

T

he Ria Formosa has captured many of our hearts and for good reason, one such island is the focus of this edition. The island of Barril is a live museum, rich in history, everywhere you look you will be able to see artifacts telling stories of the tuna fishing company “the three brothers” founded in 1841. The fishing season traditionally started in spring. In April a priest would come to bless the start of the fishing season which would last until October, in a bizarre fortunate twist of fate, tourism has replaced the fishing season in the 70’s when the last tuna fish was caught. One of the hard to miss sights are the many anchors on the beach of Barril. These anchors used to weigh and keep the fishing nets in place. The smallest anchor needing 6 to 12 people, while the largest needed 20 to lift and carry them. The nets themselves would take ten days to lay out, securing from land to sea with a boat. Historically, mules were used to cart the tuna across the bridge separating Barril island from the mainland and before the bridge even, flat bottom boats (chata) were used. In the 50’s, the trainline was built making it easier for transporting the tuna, to be sold at the the market in VRSA. The train line runs all year round and provides an alternative and quicker way to reach the beaches of Barril, although, the walk is not one to miss out on.

Some of the other features that still remain are the ovens that were used to bake the bread for the fishermen village, the school (which is now the kitchen to the outside bar), the quarters where the fishermen and their families used to all sleep and the laundry area where clothes were scrubbed clean and hung to dry in the sea air. The main building housing the doctor, captain and registrator, is where you will now find the restaurant Museu do Atum, which serves the most incredible food. The menu has traditional local food re-created with a modern flare and twist. It offers a reinterpretation of classic tuna dishes served during the time of the fishing era, and also includes other fish and seafood dishes, all cooked to perfection and beautifully served. The restaurant/museum is filled with artifacts and memorabilia of the times gone by, reminding us of what used to be. In fact the whole island of Barril pays homeage to its history, as a living, working museum. Barril is worth discovering at your leisure, especially now the majority of the tourists have left and it is once again becoming a sanctuary for birds, nature and those that love the finer qualities life has to offer. The island, museum and restaurant are not to be missed! The train runs all year and restaurant is open all year for lunch time, closing around 18:00. R

estaurant R & M by Telma in Sta. Luzia is owned and run by Mother and son; Telma and Gonçalo. Originally from Silves, Telma moved to Tavira in 2016 and opened a cafe/bar for her brother, ‘Casa do Rio’ which is still successful today. Telma then found an old fisherman’s bar for sale in Santa Luzia, and decided to make the leap into restaurant ownership. With no kitchen, Telma made the best use of the space she had, serving drinks and snacks. Slowly she improved the bar, redecorating and growing her menu. A year later she decided to close the bar to totally refurbish. Telma, along with her son Gonçalo, decided

that there was no point in building a kitchen just for snacks, so they decided to turn the snack bar into a restaurant. Telma recalls “At the time it was a big risk and a huge expense”. She decided to “Do today, worry about it tomorrow”. Telma and Gonçalo recall very well the sleepless nights before opening. Suffice to say, the risk has paid off. The restaurant has many repeat clients who say that Telma has the ‘Best Octopus in Santa Luzia’. She has various options on the menu, including oven baked, grilled and in bread crumbs. Also on the menu are various salads including Octopus (of course), codfish and Russian, along with freshly caught fish and meat dishes. Her ‘home cooked’ style is

hearty, and portions are generous. Telma is very proud of her food. Son Gonçalo says that she ‘Cooks with love’. ‘She is very emotional when it comes to client feedback. It is her genuine reward’. Telma also serves great desserts, including a selection of typical Portuguese, as well as more international like cheesecake and lemon meringue. Whatever you choose, we know you won’t be disappointed, this family run restaurant should be on your ‘must try’ list. You’ll find them on the front by the fish market. f you ask an estate agent if this is a good time to buy, the answer is almost always yes. However, as we all know, markets go up and down, it is part of a normal cycle. When the property market was in the doldrums following the aftermath of the subprime mortgage crisis in late 2008 as well as during the European banking crisis in 2012, many would-be buyers stayed on the sideline as they were afraid that there was more downside to come. At this moment regardless of the pandemic – or maybe because of the pandemic and the unprecedented financial support and negative interest rates – there are ample buyers around even though property prices have risen considerably. In hindsight, it is apparent that the last downturns offered a buying opportunity but inevitably when the next downturn occurs many people will, again, be hesitant to commit themselves to buying a property. It is part of human nature that emotions get in the way. Autumn has just started, which is historically a good time for buying and selling property in the Algarve. In October you often have beautiful weather with plenty of sunshine and a comfortable temperature between 20 – 25º degrees Celsius. For those who prefer to avoid the summer rush and heat it is an ideal time to plan a stay in the Algarve and do some property hunting. If this is the right time, the time to buy a property is something only you can decide for yourself. As we do not live forever, trying to time the market may be of less importance to you than buying your dream home in the Algarve and enjoying the pleasure of staying in your own place in the sun. After all, if you hold onto your property over a long period of time, the moment of purchase and purchase price become less relevant if history is any indication. The increasing cost of land, building materials, labour and inflation means that the replacement value of an existing home is likely to be higher in 10 years from now. It is encouraging to see more buyers in the Algarve over the past 6 months, and if the Covid-19 restrictions are further relaxed we can move to a more normalised life, similar to the one we had before 2020. It is therefore likely that demand will rise, while supply

remains limited. Another factor driving property prices are interest rates. They are gradually rising, but are still extremely low. Currently interest rates on mortgages are at a historical or near all time low, making it easier for people to purchase a property. Additionally savers who are also confronted with a negative interest rate environment continue to seek alternative investments such as property that gives a decent return on investment. READERS CARS

T

his month’s car of the month is the Citroën Dyane, owned by Sofia and bought new in 1974 from the Citroën dealership in Faro by her father Jose Pilar. Sofia loves how the car drives and “wouldn’t sell it for the world”. It has done 71,000km from new and is used as an every day driver. The car was restored last year taking 1 year to complete and painted in dark blue at the bottom to represent the sea and a light blue top to represent the sky.

The restoration was a total overhaul; engine out, seats reupholstered, wheels refurbished, new brakes, tyres and of course a full respray with the 2 tone blue. The reason for the restoration was for a very special trip from Tavira to Viseu in the north of Portugal for Sofia’s son Guilherme’s wedding, held in July this year. It really was a fabulous occasion for both mother and son. The Citroën Dyane is an economical family car produced by the French automaker Citroën from 1967 to 1983. The Dyane design was directly based on the Citroën 2CV, but had

much more angular features, distinguished by the introduction of a hatchback rear body. A panel van version named the Acadiane was also derived from the Dyane. Nearly 1.45 million Dyanes and some 250,000 Acadianes were made. Although the Dyane was a complete reskin of the 2CV, the body panels are not interchangeable. The 2CV remained on sale as a cheaper, entry level model, and when the Dyane was retired after more than fifteen years, its predecessor, the 2CV, kept soldiering on, outliving its intended successor.

Motoring

Stronger, sharper, sportier: the new Macan Porsche launches the new Macan with increased performance, a sharper design and a new operating concept. All three available versions come with significantly more power than their predecessors.

A

s the sporty flagship of the successful SUV line-up, the Macan GTS sits at the top of the range. Its 2.9-litre V6 biturbo engine (Macan GTS (NEDC): Fuel consumption combined 9.9 l/100 km, CO2 emissions combined 225 g/km; Macan GTS (WLTP): Fuel consumption combined 11.7 – 11.3 l/100 km, CO2 emissions combined 265 – 255 g/km) now delivers 324 kW (440 PS) – an increase of 44 kW (60 PS). With the responsiveness and power delivery typical of Porsche GTS cars, it completes the 0 to 100 km/h sprint in 4.3 seconds when fitted with the Sport Chrono package and reaches a top speed of 272 km/h. Optimised chassis – new sport air suspension for the GTS The new Macan models also offer a wide suspension bandwidth, balancing maximum suspension comfort and dynamic sports car performance. The chassis has been optimised further: the Macan now responds with even more sensitivity and more directly to the driving situation and road conditions, giving the driver even better feedback via the steering wheel. For this purpose, elements such as the damper characteristics of the Porsche Active Suspension Management (PASM) have been re-adapted specifically for this model. It actively and continuously regulates the damping force for each individual wheel. PASM is available as

an option for the Macan and is standard for the S and GTS models. The Macan GTS now sets itself apart from the other derivatives even more than before with the now-standard sport air suspension, which lowers the body by 10mm. The dynamic benefits of the new GTS are above all due to the fact that the air suspension is 10% more rigid on the front axle and 15% firmer on the rear axle compared with its predecessor. The optional GTS Sport package further increases the dynamic potential of the car, with 21-inch GT design wheels with performance tyres, Porsche Torque Vectoring Plus (PTV Plus) and the Sport Chrono package. Even sharper design with a sporty focus Porsche has further sharpened the visuals of its compact SUV with a number of specific changes. The redesigned nose with an inlay in the exterior colour emphasises the Macan’s width, making it look even more imposing on the road. On the new GTS, the centre of the nose section as well as other elements are finished in black. The rear is now rounded off towards the road by a striking diffuser in a particularly technical design. Here and at the front end it features a new 3D structure, which is also optionally available for the car’s sideblades. The LED headlights with the Porsche Dynamic Light System (PDLS) and Sport Design exterior mirrors are now standard on all models. A total of 14 colours are available for the new

Macan, including the new colours Papaya Metallic and Gentian Blue Metallic, as well as Python Green for the Macan GTS with the GTS Sport package. With its Individual Colour and Paint To Sample options, Porsche Exclusive Manufaktur significantly expands the design freedom for the Macan. Larger wheels are also fitted as standard: they measure at least 19 inches for the Macan, 20 inches for the Macan S and 21 inches for the Macan GTS. A total of seven new wheel designs have also been added to the range. New centre console with touch surface The new Porsche Macan offers a substantially enhanced interior with a modern and elegantly designed centre console. Its new operating concept, which makes use of touch surfaces instead of tactile buttons, brings a clear structure to the cockpit. A new, shorter selector lever sits in the centre of the clearly organised control module. The analogue clock at the top of the dashboard is now also standard equipment. A number of leather upholstery and contrasting seam packages in Gentian Blue, Papaya or Crayon are optionally available to add new colour highlights to the interior. The Macan continues to offer many online functions and services as standard. These can be controlled via the 10.9-inch full HD touch display of the Porsche Communication Management or by means of voice commands. The Macan adopts the new multifunction and GT Sport steering wheels from the 911.

Gosto ‘Happiness is only real when shared’ Share a dinner with friends at this popular and cosy restaurant, in the heart of Tavira

W

e met owners Maria born in Africa (Angola) and Vitor from Lisbon to find out more about them and their wonderful restaurant. The couple first met when Maria was only 20, and by sheer coincidence, met again 20 years later, right here in Tavira. This time, the timing was perfect, and love bloomed. At this time Maria was a qualified lawyer, while Vitor had enjoyed a career in the Navy. The couple lived together in Istanbul, Turkey, due to Vitor’s work. Upon their return to Portugal and due to their mutual love of cooking, both took a course in cookery and restaurant management. When Maria and Vitor were married, they held a wedding party and called it ‘the knot’, partly due to them ‘tying the knot’, and also a nod back to Vitor’s naval history. When the time came to name their restaurant, the couple asked friends for suggestions. Remembering

the success of their wedding party, the overwhelming favourite was the ‘knot of taste’... Nó de Gosto. The concept of their restaurant is ‘Food to share’. The menu is made up of ‘petiscos’, designed to be shared amongst friends. Maria says ‘If you can’t share food, what can you share’. The idea is to keep the food traditional but give each dish a slightly different twist, in both appearance, with modern presentation, and subtle changes to flavours... that something extra special. The couple are always looking for different original dishes. Their inspiration comes from worldwide travel, including from the time they spent in Turkey, but also from trips In Thailand and Morocco. When on holiday they often take a course on the local cuisine, which can often lead to a new dish appearing on their menu. Nó de Gosto try to use Portuguese products whenever possible, they also try to use small local producers. In

Sir Barnaby lost! He has now moved to Croatia. His wife is now seeking protection from Interpol as a result of allegations against Sir Barnaby the magazine is unable to mention. A pleasure to meet you Sir Barnaby Sludge! So tell us why should people vote for you to be their Algarve local chief? Barnaby: I am a fine English man at my leisure, here in Portugal and people should, of course, vote for me! I am not only a Knight of the Realm of an International Freemason High Secret Society, but I am an experienced politician back home in South Thanet, though of course, I didn’t live there (laughs), imagine! Just too ghastly… Now I have retired here for warmer climates. I front the most marvellous Golf Club, Hotel Chain and luxury developments. And when I say they are marvellous, I say, marvellous! And they look wonderful on the accounting spreadsheet. Yes a quick Google search of your Richmond role as a UKIP Councillor shows your time ended in scandal. Tell us a little about that perhaps and why you moved? Barnaby: Oh, my dear Sir, you are such a bore. Do you believe what those ghastly little tabloid rags tell you? Truly! Who dropped you on your little thick head? My association with my dear friends at Cambridge Analytica was never proven! Of course those rambunctious ugly little Marxist brats at that circus called a Town Hall made allegations of theft and embezzlement. But then one can only pity the plebiscite who imagined that a man with accolades

such as me would be attracted to the peasant peanuts they had in their coffers. (Chortles). As if I’d cook the books! Me! (Laughter turns into a choking fit, so slowly sips water until the spluttering subsides). Also, I heard from my most marvellous nationalist brethren, some of those Commie snitches lost the ability to walk! I wonder how! And besides, my dear man, that’s all behind me, and England’s loss is the Algarve's gain! Mine is the philosophy of the old Colonialist. I am diehard upper crust, who seeks to butter both sides of my bread. It’s all about opportunism. Mine, not yours! Magazine: So, you never really answered the question. What will you bring to us if you were voted in? Barnaby: Business, jobs, development and opportunity! What else? How? Barnaby: I am a rich investor. Damn all these NIMBY types, all this decaying heritage can be replaced by wonderful land speculation and towering new builds done on the cheap. Advancing civilization through one’s interests does not mean pandering to these lily-livered do-gooders. It means buying up the resources, leaning into one’s design, to exploit the low minimum wage and decorate oneself, with ample profit and glory. It certainly pays to be my friend, as those Town Hall politicians will soon discover! Do you really think you have a chance? Barnaby: Well Sir, through my golfing and business associates registering en masse, I have a good chance! We are distributing gifts and vouchers to locals, who I visit with a translator! Oh, of course, I am not learning Portuguese as mine is the language of business and wisdom. The gifts are welcome, as one must speculate to accumulate my dear chap! Else I have a team who are intelligence

gathering for me for persuasion of key figures! Ballot boxes can mysteriously disappear… And wise as I am at 70, I am as resplendent in my impeccable business acumen. I also find flirtation with the local ladies is a wonderful tactic, especially as my obedient wife looks the other way. Also, my affairs offer an opportunity to enhance the DNA of the locals! (Bellows with laughter)! I am as virile as I am dashing! So essentially you are saying you are a sexist out-of-touch and exploitative land speculator and slave-driver? Barnaby: What did you just say? (Glowers)! Wait until my Grand Master hears about this! Your piffling and poisonous little magazine will be ground to dust! Because ignorant lower mortals like you cannot see the grand design of the accomplished doesn’t mean you can slander and libel me! It is not libel, you just said… Barnaby: I said nothing you little swine, write a glowing article. You would not like to meet my bodyguard and security, would you? Not really… Barnaby: Well be a good boy, my secretary has worked with a PR brief on a press release we expect you to write verbatim. And also, this is the next Property Portfolio, besides the centre, we would like to build over a listed historic Quinta and acres of the useless Ria Formosa. Wildlife or bricks, my dear man! So we need you to push the luxury element, height and density you see… Do you think our readers are that stupid? Why would we print that? ach month we receive different questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers. We are running out of time before the current golden visa rules change (ends at the year’s end) and the threshold goes up and worse because Tavira no longer qualifies. What is the current threshold for the golden visa? I’ve been told that it is €400k including purchase costs ie; stamp duty/notary costs etc. First of all, let me tell you that you should use a lawyer to assist you with the golden visa application. With reference to the eligible investments for the Golden Visa and referring strictly to real estate investment, they are currently as follows: Invest in real estate, of any type and anywhere in Portugal, in one or more properties, whether singly or in co-ownership, purchased either individually or through a single-member private limited company, such investment being of at least €500,000 (reduced to €400,000 if located in a “low density area”). Real estate and its rehabilitation, of any type and anywhere in Portugal, whether singly or in co-ownership, purchased either individually or through a Portuguese single-member private limited company, provided that one of the following conditions are met: The property has been built at least 30 years ago and the property purchase price plus the ex-VAT value of the rehabilitation works contract be at least €350,000 (reduced to >€280,000 if located in a “low density area”), or The property is located in designated areas of urban rehabilitation and the purchase price plus the ex-VAT value of the rehabilitation works contract will be at least €350,000 (reduced to >€280,000 if located in a “low density area”). In this case, if the total price of the property’s purchase plus the rehabilitation works does not reach €350,000 (reduced to >€280,000 if located in a “low density area”), it is possible to keep the balance deposited in a Portuguese bank account. Portugal’s Golden Visa programme is a very successful residency-by-investment programme, one of the reasons for this being the low stay requirements (a mere 7 days per year on average). However, for those who intend to move to Portugal and live in this country, there may be more efficient and costeffective solutions, such as the D2 or D7 Visa

for instance. I have the NHR status and currently the company where I work for in Sweden, has decided to give me a bonus in recognition of good services rendered to the board. How will this be taxed in Portugal under the NHR and is there a more favorable way of declaring this, under the NHR regime, maybe as service? Please note that this cannot be paid as a dividend, as I am only an employee. When you receive this income, either as a bonus or salary, this will be taxed at 20% in Portugal, if not taxed in the country of source. If, however, it is taxed in Sweden, then in Portugal it would not be taxed. If, however, you decide to invoice this income as a service, the tax treatment in Portugal may be slightly lower. The only issue is that you will need to register your activity as self-employed in Portugal, prior to issuing the invoices. In this case the tax treatment will be as follows: Income x 75% x 20% = Tax Bill So, in theory you would be paying 15% or even less, as there is a discount on year 1 of activity. Please note that registering your activity in the tax office will lead to other obligations, such as quarterly VAT declarations and the obligation to pay social security after 12 months, in case you are not a pensioner from another country, or if you don’t pay social security contributions in any other EU country. I moved to Portugal in September 2020 and registered my new address in my NIF at the same time. I have now realized that I may have missed the deadline to be registered as an NHR, is this correct? I’ve been writing to the tax

authorities here, without any success and they are not asking me to submit the tax declaration for the year 2020, but I only moved in September. Can you help me? In fact, all those that registered as tax residents during 2020, should have applied for the NHR until 31-03-2021. If you missed the deadline, then the only way forward is to obtain a tax residency certificate from the HMRC – we can assist you with this – to confirm to the Portuguese tax authorities that although you changed your address to Portugal in September 2020, you were still a tax resident in the UK at that time. If you can obtain such a document, we will then reapply for the NHR status from the tax year 2021. This document will also be used to cancel the tax office demand for the submission of the IRS for 2020, because you will be deemed as non-resident in Portugal for 2020 and only as a tax resident after 2021. Please note that as the tax year in the UK runs from April to April, this means that you may still be liable for tax in the UK, until 5th of April 2021 and from that date onwards, liable for tax in Portugal. UK Inheritance Tax and Estate Planning: What You Need to Know

I

n a recent report by the Organisation for Economic Cooperation and Development, a call was made to increase UK inheritance tax (IHT). The government is looking for ways to pay off debts that were catalysed by the pandemic, and policymakers are targeting IHT as a way of doing this. Some believe that increasing the tax on inheritance is a fair way of funding government programmes. Others argue that it should not be so high because it is money that has been previously taxed. Whatever your beliefs are, it is imperative that you be prepared for these changes. It is advisable to develop an effective strategy well in advance. Private Client Consultancy can help you feel confident about your plan. Because property prices are continuing to rise, more people are being pushed over the IHT threshold of £325,000. When a property is involved, the threshold rises to £500,000. Evidently, UK IHT is complex, and it is made even more difficult for expatriates. While Portugal does not have IHT, British nationals will still typically be subject to the UK’s inheritance laws. This is even if they are a resident of Portugal and none of their assets are in the UK. The following is vital information regarding IHT that you may want to consider when planning your estate. Make a will Making a will is one of the first steps in planning your estate. Quite frankly, it is also the most important. Of course, no one wants to think about this. There are many emotions that arise when one begins this kind of planning, but the benefits are endless. Often when there is no plan in place, loved ones are left with hefty IHT bills at a time when they should be allowed to process their grief. Where the estate value is high, IHT must always be paid. However, if a will is made in advance (and regularly updated), the amount of tax will be greatly reduced. To ensure that your possessions, property, and money are allocated properly, it is essential to seek out professional help when drawing up a will. This is especially true when there is a business and/or overseas property involved. Business relief will allow for some assets to be passed on either tax-free or with a reduction on the bill. Additionally, expats

pay a reduced tax rate if more than 10% of their net worth is left to charity. If your main residence is in the UK, then you are liable for the IHT on foreign assets. However, if you live permanently abroad, then there may be exemptions depending on where you are domiciled (though these exemptions are very rare as it is incredibly difficult to lose your domicile). This is a complicated area of the law and can be discussed in further detail with one of our advisers. What you want to avoid is being taxed twice. If you don’t manage your estate carefully by having an expert help you understand the laws of the countries you hold residencies in, then you may risk being taxed twice. Establish a trust There are many benefits to creating a trust. For one, they protect your wealth by helping provide managed funds to your beneficiaries. They also allow for shares and equity to be passed on in an efficient manner. Assets that have been placed in a trust are not exempt from the law. This is a common misconception that has landed many people in troubled waters. However, they do reduce IHT if created properly. Because the laws around trusts are intricate, you may end up paying more IHT than necessary. Therefore, speaking with a professional is necessary because they can help you avoid this. Set up a life insurance policy It is possible to use a life insurance policy to help beneficiaries cover any IHT liability. If your beneficiaries are paid a regular income or lump sum from your life insurance and the money takes your estate above the IHT threshold, then whatever is above the threshold is liable to 40% tax. However, if your life insurance is paid to your spouse or a charity, then IHT is usually not charged. This is true even when the amount surpasses the IHT threshold. Whether or not IHT will need to be paid depends on your estate’s value. However, if you write your life insurance policy into a trust, the lump sum that is paid out in the event of your death is not included in your legal estate. Therefore, by giving up ownership of your assets, all management responsibilities go to the trustees and the estate will no longer be subject to IHT. Know your rights Finally, it is crucial that you know your

options—all of them. There are so many aspects of the bureaucratic processes imparted upon us that are purposely made to be painstaking. Knowledge of what choices you have provides you with financial freedom, and that is invaluable. Later in life, whether it is due to empty nesting, for the stamp duty holiday, or because of ageing, many people decide to sell their expensive properties or go into care homes. Often, they don’t realise that this allows them to qualify for a little-known tax credit called the ‘downsizing addition’. The amount one receives for the downsizing addition is typically the same as the residence nil rate band that is lost when the prior home is no longer included in the estate. Many have no idea that the downsizing addition even exists, and this is partly to do with the fact that the rules around it are very complicated. If this family home allowance is not claimed by the descendants after a death, the family will incur a large death tax bill. Claiming the downsizing addition often allows for the tax bill to be cut entirely. Therefore, missing out on this tax credit can cost families as much as six-figure sums. Additionally, you may want to consider an equity release scheme. Lifetime mortgages and home reversion schemes allow you to keep living in your family home all while releasing money and reducing IHT. Once the equity has been released from your house, it can be gifted to your descendants. There will be no IHT to be paid on it if this is done at least seven years prior to your death. Before making any significant decisions about what will happen to your estate when you are gone, speak to one of our Wealth Managers to ensure your plan is perfectly tailored to your needs. As I mentioned before, the legalities around IHT and estate planning are often so convoluted that people leave it until the last minute. Of course, doing this will allow for various problems to arise that could have been avoided. Caring for the families T he term “special needs” is used broadly to refer to children with learning difficulties and/ or physical disabilities. We can also refer to children with longterm special needs, for example when there is a restriction or a lack of ability to perform normal activities, which resulted from the impairment of a structure or function of the body or brain. These children are likely to need long-term support and assistance in education and sometimes in health too. SER Igual has worked with families of children with special needs since 2017. Working with families of children with special needs has always to be a relation of cooperation between the family and the therapist. Many families need to establish a cooperative relationship with more than one therapist because their child/teenager needs more than one therapeutic specialty. With the cooperation we establish a partnership where we work together with the same purpose and goal. When the children wins both, family and therapist, win too. For many years parents of children with special needs were left largely unsupported and received little help from therapists. The focus was predominantly on the child and the dominant training model and practice of the therapists as experts tended to work against establishing cooperative relationships with parents. This was (and in some places still is) the traditional way of working with these children. In SER Igual we use the transplant relationship and the negotiating model. This relationship perceives parents as an untapped resource for helping in the therapy of the child and the home as a potentially important learning setting. Therapists share or transplant their skills and expertise to parents to help them become more competent, confident and skilled. Parents are assisted to become actively involved and to participate in the

role of co-therapists. Parents are seen as a resource with particular competences which can be utilised and are expected to be an involved participant. The professional takes on the functions of instructor and consultant to the parent, as well as being the expert, to guide the parent’s activity with the child. A two-way communication happens, where the therapist transmits skills to the parent and the parent gives feedback on the intervention. The professional and the parents design the therapeutic programme and both views, feelings, worries and fears are listened to and taken into account. The negotiation model focuses on negotiation as a key transaction for partnership work. The definition of partnership here is a working relationship where the partners use negotiation and joint decision-making and resolve differences of opinion and disagreement, in order to reach some kind of shared perspective or jointly agree decisions on issues of mutual concern. Its premise is that the parent and the therapist have separate and potentially highly valuable contributions to offer to children with special needs and other family members, so each may require the contribution of the other. And once more we see here the importance of learning about the parent’s perspective through considerable listening, inquiry and openness. As we consistently working with this framework, we take part on the many fears that parents feel about their children future, and we just feel that this is the right way of working with the children and with the parents as well and with the family as a whole. These are examples of parent’s comments of teenagers with long-term needs: “- Who is going to take care of him after my death? – Who will understand him if he doesn’t speak? – Where will I find a place like my home so he doesn’t feel homesick when I am not capable of treating him anymore? – How will I know if he is ok, if I can’t see him every day when I will no longer live with him? – He doesn’t speak on the phone, how will I contact him without feeling guilty for leaving him in the care center?”. These are other examples of parents’ comments of toddlers and children with special needs: “ - How will he learn and

be autonomous? - Will he, one day, be able to dress by himself? - Will he be able to eat his food? - Will I, one day, be able to leave him at school without feeling anxious for his safety and comfort? - At school how will they understand what he needs and feels if he doesn’t speak? - I don’t know if he is happy at school, because I don’t see him with any friends! - I will invite his colleagues to his birthday party but I don’t know if they will come! And what will I do if they don’t?” Most of these parents put all their effort and money on their children’s therapeutic programmes. Most of these kids do two or more therapies per week and there are kids that due to serious difficulties also have intensive rehabilitation programmes like Pediasuit Program or Neurofunctional Therapy Program - Padovan. Most of the parent’s don’t take care of their mental health as they should. Many because they don’t have enough money, others because they feel like it is the child that needs most. But having a good and stable mental health can and really does help them to live better, to take care of their children with less stress, and help them to live with low fear of the future, with low levels of anxiety and with a more positive perspective of life. In SER Igual we aim to put in practice a programme to take care of the mental health of parents of children/teenagers with special needs. A programme that will have someone to listen to them, making them speak to each other as a group to share life experiences and to support each other’s, having meditation classes and much more. For that to happen we need extra financial support, because if not, the programme will not be for free and with our experience we know that they will not join the programme. We already tried it!
