The weather is perfect, so no restless nights and as they say "Life is good". This month it's all about Tavira! We were delighted to speak to the President of Tavira who told Tony Johnston a bit about himself, his love for Tavira and plans for the City. While on the subject, we thought it would be great to show you some photo's of Tavira past and present, it's amazing how the City has kept so much of its charm. We are pleased to introduce chocolatier Isabel, who specialise in hand made chocolates, a real must for those with a sweet tooth. Finally we catch up with our friends at 'Fado com Historia' who have had amazing success in the two years they have existed, read about their show and their impressive achievements. News Public tender launched for concessions of Olhão Marina

T

Algarve set for new golf record expectations that this coming autumn will see continued growth in the sport which is one of the region’s biggest weapons against seasonality. ATA Executive Director Dora Coelho said this growth was the result of “the strong promotional strategy we have developed alongside the private sector of golf tourism.” The most frequent visitors to Algarve golf courses remain the United Kingdom, Germany and Ireland, with golfers from the Netherlands, Denmark, Sweden and France also seeing strong growth in recent years.

he Algarve is on course for setting a new record for the number of rounds of golf played on the region’s courses. According to latest figures released by the Algarve Tourism Association (ATA), the number of rounds played during the first half of the year was just under 700,000. This represents double digit growth (14.9 percent) compared to last year, which currently holds the record, with 1.2 million rounds played. The region’s 40 golf courses continued to report strong numbers over the usually quiet summer months, with

he Ministry for the Sea has announced it is launching a public tender for the concession to operate Olhão marina. In a statement the Ministry said the operation of the soon-to-be 500-berth port infrastructure will be established on an exclusive basis, for a period of 35 years. The tender includes an initial expansion of berths as well as work planned to improve, repair, and renovate the marina area and complimentary services such as parking, refuelling, and security.

WHAT IS BOWTECH? Duarte Arrais from Fisioclube Fuzeta tells us about The Bowen Technique.

T

he Bowen Technique (also known as Bowtech - the Original Bowen Technique and Bowenwork) is a dynamic system of muscle and connective tissue therapy that was developed by the late Tom Bowen in Geelong, Australia. Sometimes called the homeopathy of bodywork, it utilizes subtle inputs to the body (known as moves), stimulating the body to heal itself, often profoundly. The Bowen Technique offers tremendous benefit to clients with very little effort on the part of the practitioner. It can provide relief for many types of injuries and other health problems, both acute and chronic, and it does so holistically, via the body's innate healing mechanisms. The practitioner's moves deliver signals to the nervous system at specific locations (on muscles, tendons, ligaments, or nerves), and the body responds in its own time, within its vital capacity. While there are a few, very specific situations in which a particular 'procedure' is contraindicated, Bowen Technique is appropriate for people of all ages, in all degrees of health. When faced with an acute injury, a

Bowtech practitioner may effectively apply the work to address only the traumatized areas, since the client has had little time to compensate for, and accommodate to, the injury. However, most practitioners find themselves working with clients whose conditions have developed gradually over many years, and patterns of dysfunctional muscle recruitment and posture have become entrenched over time. In these cases, Bowtech practitioners often need to take a more 'wholebody' approach to facilitate optimal alignment and recovery. Rather than focusing on a single complaint, Bowen Technique addresses the entire body, by restoring balance via the autonomic nervous system (ANS). The ANS controls over 80% of bodily functions and is very susceptible to external stressors. Most people today live in a constant state of high stress and sympathetic ANS overstimulation (fight, flight or freeze mode). Healing can occur only after the ANS shifts from sympathetic to parasympathetic dominance (rest, relax and repair mode). Bowen Technique enables that shift. During a session, the client often drops into deep relaxation or falls asleep, and

loud peristalsis may be heard. Both of these changes are indications of a profound release from stress and a shift towards parasympathetic influence. This shift could explain, in part, the common observation that a Bowen Technique session seems to reactivate the recovery process in situations where healing from trauma, sickness or surgery has stalled or reached a plateau. A typical Bowen Technique session generally lasts from 15 to 45 minutes. Clients usually lie on a massage/bodywork table or bed, or may be seated in a chair if required, for comfort. A 'session' involves one or more 'procedures', each of which consists of several sets of 'moves'. The moves are gentle, but purposeful, and can be done through light clothing. Between each set of moves, the practitioner pauses for as many minutes as are needed for the client's body to begin responding. As the nervous system begins to adjust the tension level in the muscles, the practitioner senses when the client is ready for the next set of moves. A common approach in a session is to balance the entire body by addressing the lower back, then the upper back, and then the neck. To minimize the

In contrast to other hands-on modalities, where the practitioner imposes correction on the client through manipulation, The Bowen Technique facilitates the body in healing itself, with minimal intervention. Because of the subtle nature of Bowen Technique, and the body's continuing response to it over several days thereafter, other forms of manipulative therapy are discouraged for up to five days after a session, as they may interfere with the efficacy of the work. HOW IT WORKS? There are many theories about the physiological mechanisms by which the Bowen Technique brings about the its famous results. In addition to the rebalancing of the ANS, described earlier, Bowtech moves and procedures may reset the body to heal itself by activating, through the nervous and endocrine systems among others, the following mechanisms: Stretch reflex: Most moves are done either at the origin,

insertion or belly of muscles where receptors are located, informing the nervous system on the state of tension, length or stretch in the musculotendinous tissue. These receptors are stimulated during the 'challenge' and the 'rolling' part of the Bowen move which changes the stimulus received by the nervous system. This can change a pain/ muscle spasm loop. Joint proprioceptors: All moves done around a joint directly affect the joint capsule and ligaments that are richly innervated with proprioceptors. Here again, stimulus will be received by the nervous system, inviting normalization of the joint function without the need for forceful manipulation. Research (Carter, Bernie, 2002, 'Clients experiences of frozen shoulder and its treatment with Bowen technique', Complementary Therapies in Nursing and Midwifery, v. 8, pp. 204210) has confirmed increases in the range of motion in restricted joints. * Fascia: Each Bowen move is done at the level of the superficial fascia and affects the relationship between the fascia and the nerve, muscle or tendon being mobilized. Fascia plays a major role in muscle co-ordination, postural alignment

and overall structural and functional integrity. All of these are negatively affected when the fascia stiffens, contracts, torques or dehydrates. Following a Bowtech session it is not uncommon to see adhesions loosen up, scar tissue soften and posture and mobility improve without harsh mobilization or stretching. Segmental viscerosomatic spinal reflexes: Several Bowtech moves engage these reflexes. They produce referred reactions to the internal organs through stimulation of the skin, muscles and nerves. Harmonic vibration or resonance model: Bowenwork moves set up vibrational patterns which bring the body back into balance and harmony. Lymphatics: Some Bowtech procedures activate draining of the lymphatic system stimulating the immune system. Detoxification is often initiated during a Bowen session, thereby improving the body's ability to function at a cellular level. n our unbiased opinion, Tavira is the prettiest City in the Algarve. Take a look at photographs of years gone by and you'll see that it has slowly matured into what we see today. Incredibly it has managed to keep hold of a magical, unique charm. Notable is that unlike many cities throughout Europe, not just the Algarve, there are actually LESS vehicles on the streets. I've tried to replicate as close as possible these historical photographs, however one of them was impossible! See if you can guess which one!

Tavira'S CARETAKER T

avira has a special place in the hearts of visitors and residents who recognise its unspoilt charm and fantastic quality of life. The man who carries the responsibility for ensuring it retains its unique qualities is its President, Jorge Botelho. He spoke to journalist Tony Johnston about his love for the city, his plan to make it the pearl of the Algarve and two exciting new developments on the horizon. Within minutes of meeting Tavira President Jorge Botelho, you can tell the water of the River Gilão runs through his veins. Born and brought up in the city, the 49-year-old has served as its leader since 2009. Sitting in his large, oak-panelled office at the heart of the Câmara building overlooking the Praça da Republica, he has the air of a man who is fully aware of his responsibility. Before being elected, he had a successful career as a lawyer after graduating from law school in Coimbra. He then went on to be director general of social security in the Algarve. Now he balances his mayoralty with a second role as chairman of the Association of Municipalities, a

joint body of 16 councils across the Algarve. There are two things that make Tavira special, he explains. “Firstly, its environment and secondly, the kindness of its people. We are very privileged to be in this city”. “We have lots of history that is related to our buildings and we have a historic centre that many people can visit, together with some beautiful churches. “But we also have a good relationship between the local people and the foreigners here. We are a community that doesn’t distinguish between the Portuguese people and the visitors.” Jorge's own ability to speak not only his native Portuguese, but also fluent Spanish, excellent English and French demonstrates the importance he attaches to the diversification of the population of the town. But it is when he talks about the physical environment that you really sense his passion and his particular pride in the way older, run-down properties in the centre of town are being restored to their former glory. “Tavira has good places to photograph, good places to eat with fantastic food, we have the nature reserve, the Ria Formosa, that protect us from the traps of the real estate business.”

Meet the, president of Tavira, Jorge Botelho.

His job, he explains, is to balance ensuring the continued economic prosperity of the region while preserving its charm for the next generation. And his ambition? “We think Tavira could be the pearl of the Algarve.” You sense that secretly he already thinks it is. He points to improvements in the roads system, better schools, and the expansion of the cultural programme, especially the thriving Mediterranean diet fair, as his key achievements. And what of the future? The next major project is the replacement of the temporary bridge which crosses the River Gilão. Work he confirms will start in September 2017. He also talks about the possibilities of a marina development as part of a complex of little marinas across the Algarve. “We are working on that and we think in the near future we can make that investment,” he said. “We are improving the conditions in the city.” See part two of this interview next month, when the President gives his views on Brexit, the threat of oil exploration and how he relaxes in the city.

Chilli Boy, the company that is known for its delicious spicy condiments, grown and made in Tavira, had it's annual Chilli Boy Charity Golf Master during the week of 13-18 June 2016 at the Oceanico Golf courses in and around Vilamoura.

C

hilli Boy has woven its magic in the southern part of Portugal and is fast becoming a lifestyle in these regions. The chilli based products are full of intense flavours based on old Portuguese recipes using virgin olive oil and include; Piri Piri, Olives, Strawberry Jam, Chutney, Pickles, Powders, Pastes and spreads. The motivation for this fabulous tournament that was attended by 44 participants from across the globe, Australia, Norway, Sweden, South Africa, Zimbabwe, USA, Canada, England and Portugal to name a few, was to raise awareness for the incredible work done by the Associação Oncológica do Algarve. Viv Thomas the founder of Chilli

Boy is a survivor and he is very sympathetic to all causes of cancer. The players in the competition were generous beyond belief and €5780.00 was donated by them and their companies alone during this competition. The companies, Metart, North American Alliance and Pelle Rutberg are especially mentioned for their generosity at this competition. Great fun and games were had by all during the week with a fancy dress day, won by the England, Australia team wearing Egyptian Pharaoh outfits but the competition was stiff with pirates and Hawaiian dresses with flowers close on their heals. The losers of each day had to wear the losers outfits the following day and many a fun photograph was taken of the pair in their pink tutu's.

On 27th September 2016, Maria de Lurder Pereira, of Accosiacao Oncoligica do Algarve was handed a cheque in the amount of €5780.00 by Viv Thomas on behalf of Chilli Boy and the amazingly generous participants of this competition. In a world full of sadness on all media platforms it is good to hear about happy events that are still taking place in normal life with normal people trying to make a difference. f you are a homeowner interested in optimizing your rental income you should take time to analyse if you are still on track to achieve your goal. Many of you know, as a villa manager I prefer to do this during September of each year, however due to a very busy season I will be doing this in October. It still gives me ample time to make adjustments if and when needed and be ready for next year. This year the total visitors to the Algarve has reached an all time high, due to the continuous popularity of the destination as well as the influx of hundred of thousands ´new comers´ from other holiday destinations in countries that are currently facing turmoil. It is no surprise then that holidaymakers leave wishing to return, some on a permanent basis. Should you consider buying a place in the sun, property prices are still very attractive. If you have your property advertised on holiday letting portals you have probably noticed a decline in conversion rates due to a lower quality of inquiries. Various rental portals have started to offer you the choice between a one off payment to list your property for a specific period of time, or a commission based free listing without time limit. The latter option works well for the portals as in a crowded online market place they try to change the relationship between renter and owner to one between renter and portal. Moreover, they also simply make more money by receiving a commission from each booking versus a one off payment for advertising. Renters are persuaded to book via the portal based on the

cannot find your property! If you are marketing but are not getting the results you expected, there may be other reasons. Either there is something wrong with the marketing mix or the pricing of your property. Sometimes simply changing the photos will do the trick. It is best to address this issue as soon a possible because a week of lost rental income will be lost forever, unlike the inventory in a bookstore which you can always sell or discount the very next day. If you are mainly involved with short term holiday letting, you may want to add some flexibility during the October to May period offering renters a long stay option. The past two years have seen a surge in demand from Northern Europeans who want to escape the winter months. There are also many people who want to benefit from the NHR program but are not sure if they want to own a property in Portugal yet and start renting first. A long let can be an attractive proposition for

homeowners as the property will be occupied off season without voids, ventilated and heated without extra costs (With a long stay the cost of the utilities are for the expense of the tenant, not for the home owner). Time will tell if this strategy will work for the portals as with the internet it is very easy to compare prices of the same property or similar properties. In the meantime homeowners need to navigate carefully not to loose out. With the right strategy you do not have to! For us as a property management company with many listings on various platforms it is much easier to identify what works and what doesn’t work. For an individual homeowner this is more difficult to find out, but not impossible. You just need more time and resources. To attract interest from renters for your property, advertising works well, but you have to be careful not to overspend. Having a good marketing mix and active management of ‘early deal’ and ‘last minute’ discount scheme can make the difference between doing fine or doing great in difficult times. Multi channel marketing is a combination of traditional means of advertising in daily news papers and holiday magazines, internet marketing such as having your own website and holiday rental portals and making use of the network of contacts of a well established villa management agency. The right mix can make it work for you, but none of them by itself is the Holy Grail. If you have been relying only on one source for your bookings, there is a good chance that you have fewer bookings than hoped for. Some homeowners are reluctant to set an annual budget for the marketing of their home even though it doesn’t have to cost a fortune. A budget of Euro 500 / 600 will be more than enough; in most cases this is less than a week of rent in high season. Not investing in the marketing of your home is a bit odd. Having spent a lot of money to buy your place in the sun, then fit it out with many desirable features and furnish it to a very high standard in keeping with its luxury surroundings, you basically have gone out of your way to make your property attractive to renters. hen you first start considering turning a site into a permaculture garden, you need to do a thorough analysis of the plot. You need to get to know the land, the organisms that live on it and the influences that act upon it. By understanding the land, you can work with it to make the changes a permaculture garden will need to thrive. One of the primary means of analyzing a plot is observation. Looking at the land, watching how it changes with the season and how it reacts to events will be a great bedrock of knowledge on which to base your subsequent permaculture design. The longer the period you can simply observe the land before altering it, the better, as you will see how it changes over the seasons. Here are some of the primary things that you should observe when analyzing your site. SHADE Different species of plant require different amounts of shade and direct sunlight. Observing how the sun falls on your plot will help you decide which plants to site in which locations. It could also help you orientate your garden beds to allow for the maximum amount of sunshine to hit them, and also demonstrate where shade might provide relief for livestock. WIND The wind is a significant factor in the growing potential of a plot. It can affect the evaporation of moisture from the soil and from plants. By observing how the wind acts upon a site you can design windbreaks to protect your plants and animals from the negative effects of the wind. TEMPERATURE Temperature affects everything from plant growth and soil moisture to evaporation from water bodies and the comfort of animals. Record temperature high and lows across the seasons, remembering that temperatures won’t be uniform across the whole site – different conditions will create niches and microclimates within the site. SUN Observe when the sun rises and when the sun sets across your land. While these times are fairly predictable in geographic locations the specifics of your site may mean that the times vary. For instance, if a neighbouring property has a border of tall trees, the sun may not ‘rise’ to hit your plot until later in the morning. MICROCLIMATES Microclimates are locations within the garden where features of the land, such as topography, materials and water bodies create variations in temperature. These microclimates can provide niches in which to cultivate certain species of plant that thrive in specific conditions. You can also plan in your permaculture design to modify microclimates where doing so may be beneficial, such as placing rocks to store and diffuse heat, or planting tall species to provide extra shade to ground cover crops. MOISTURE Moisture is key to plant growth, and the more you can harvest from the weather, and reduce your reliance on water supply systems, the better. Observe rainfall patterns across seasons. SOIL Look at the soil. This is the foundation of your permaculture garden, so you want to understand it as best you can. Look at how loose or tight the soil particles are. This will help determine if you have a clay or sandy

soil, which in turn will affect how well it retains moisture. FLOW How does water that falls on the land move across it? Are there gullies that direct the flow? Are there areas of the site that are prone to flooding after heavy rainfall? Observing how water flows across the land will, enable you to design features that make use of this flow – by diverting it to other, drier areas of the site – or slow it down so it can seep into the soil, by building swales, and or trenches for example. VIEWS A permaculture garden is designed to work in harmony with the land surrounding it, including the visual aspects. The views you have from your land, particularly those you wish to preserve for their natural beauty and the pleasure they give you to look at, will impact upon your garden design. NEIGHBOURS Observe any aspects of your neighbours’ properties and lifestyle that may impact upon your permaculture garden. It may be that they do activities that are noisy so you might want to plant trees in a position to shield yourself from that noise. They may have a tall fence or building that casts shade onto your plot, which will affect what you plant in those shaded areas. GOVERNMENT Local government ordinances and procedures will also impact

upon your site. Observe whether the council undertakes spraying on vegetation in public locations near your plot. Consult zoning regulations and recycling collection schemes. You will also need to observe how public utility services are represented on your plot, be it power lines above ground or sewage systems below. STRUCTURES The manmade

structures on a site will also influence the growing conditions. Houses, sheds and fences can affect how sunlight is reflected, how heat is retained and diffused, the shaded areas of a garden, and which views are available. VEGETATION Before you start planting your garden, observe the vegetation that is on the site already. Which species appear to be thriving and what is it about the areas where they are growing that seems to be the reason? Which species are native and which are introduced (you may want to preserve the native plants in your design)? ANIMALS Look at the wildlife that visits the site, from the smallest insects to large mammals. Each is being attracted for a reason, typically the availability of food. If there are certain species you wish to deter, and other you want to attract, you can plant accordingly. LOCAL RESOURCES Look for nearby businesses to provide sustainable organic materials you need for your permaculture garden. These could include a farm to source manure and sawmills to attain woodchips for mulch.

BUILD YOUR OWN VEGGIE PATCH You don’t need much, but you do need: • Compost • any manure • lime • cardboard (or hessian bags) • hay (or any acacia leaves) • straw (seedless) • water • plants and seed • The basic tools: Shovel, Rake, sharp knife/screwdriver (for punching hole in cardboard), hose/ watering can, wheelbarrow STEPS FOR TRENCHES OR SWALES 1 Check out the site, discuss possibilities where to set up the garden. 2 Explore the present vegetation, and determine its qualities and uses. 3 Clearing the site of weeds and grass, evaluate locations and levels for the trenches. 4 Dig trenches (levelled), the soil from the trench is put on the garden beds. 5 Dig out the trenches a bit more, level the beds. Try and keep the bottom of the trenches level, so they fill evenly with water. 6 Add manure, put it on as thick as you can, don’t worry if some falls

down in the trenches. Then sprinkle a bit of lime. 7 Wet the cardboard and place it over the bed, in the trenches as well, approximately 3 layers thick. 8 Also hessian bags work, similar procedure, 1 layer thick. 9 Cover with hay or any large leaves, then a layer of straw Cover the trenches with straw as well to minimize evaporation. 10 Fill the trenches with water (you can check here how you’ve done with levelling, by letting the water in from one point (set up dams) till completely full and decided where your 1st watering point will be. You can put a short pipe in the top of the dam to overflow into the next trench. Notice capillary rise is working, the water making its way up into the bed. 11 Get your plants and seed! I like to check the moon planting guide and practice it when possible. Using hybrids or non hybrids is up to you but non hybrids are sustainable by collecting your own seed. 12 Separate plants where possible and cut holes in the card board (only big enough for the tap root to go through), make a cup in the straw and fill with compost and plant the plants or seed.

Concerning planting space, consider the size of the plants when they are fully grown; the whole bed is covered with vegetables, including down the sides to the water mark. The new plants and seeds have to be watered from the top (daily in the summer) until the tap root goes through the hole, then it will receive its water from the trenches. A permaculture vegetable garden can be built at any size. From a few pots to a 1000 acre property. WATERING: The new plants and seeds have to be watered from the top until the tap root goes through the hole, then it will receive its water from the trenches. Every area is different (depending on rainfall and soil types). HARVESTING: If you cut a cabbage, trim the excess leaves off and chop them up and leave them on the bed Leave the tap root where it is and plant a new plant or seed beside it, the new plant will feed off the old root as it composts. Now the important thing: put compost around the new planting as to replace what the cabbage took away. Composting is the key to a sustainable garden. Happy Gardening

What are the latest changes in the council tax (IMI)?

O

ver the last months, property owners have been faced with several articles in the press, related with changes in the property tax (IMI). In fact, there will be some changes with regard to the calculation of municipal property tax (IMI), but some of the measures are favorable to families (such as the lowering of the maximum rate IMI), while others may have a punitive effect. We will try to explain what has changed recently. WHAT IS THE IMI? IMI (Imposto Municipal sobre Imóveis - Municipal Property Tax) is a tax based on the taxable value of immovable property in Portugal. This tax came into force in 2003, replacing the Council Tax, and reverts to the respective municipalities. WHO PAYS IMI? The taxpayer is the property owner as of 31st December of the previous year. This means that if you bought your property at the end of 2015, you will pay the IMI for the full year. Likewise, if you sold your property at the beginning of 2016, you will still need to pay the IMI this year (2016),

as it’s always related to the previous year. HOW TO CALCULATE THE IMI? IMI is calculated based on the Tax Asset Value (VPT) attributed to the property to which is applied a rate set annually by the municipality (VPT x IMI rate). The way the VPT is calculated varies. The VPT is calculated on the basis of various factors such as the construction value per square meter gross floor area, location, quality and comfort and property age, updated every three years. WHAT WILL BE THE MAIN CHANGES IN THE IMI NEXT YEAR? The maximum rate of the IMI will now be lower Until last year, the authorities could charge a fee ranging from 0.3% to 0.5%, but with the state budget for 2016, the government lowered the maximum rate of IMI to 0.45%. This measure is already in place, but only when taxpayers receive in 2017 the IMI settlement note (relative to 2016) will they feel the relief. In the Algarve this will have an immediate effect on the properties located in Faro, Loulé,

Portimão and Vila Real Sto Antonio, where the tax rate last year was 0.5%. Children give fixed discount in IMI Anyone who has children will have a fixed discount on IMI bill. The discount amount is 20 euros for a child, 40 euros for two children and 70 euros for families with three or more children. Thus, the family discount in this tax shall be the same for all taxpayers, regardless of the taxable value of the property, but only applicable for the main residency. The view of the house has a greater weight in the calculation of IMI It was one of the most recent changes and also one that has generated more controversy. The coefficient of relative location and operation - which takes into account the views and the property exhibition - now has a greater weighting in the calculation of the coefficient of quality and comfort. This means that a house with a panoramic view may suffer a slight increase in the IMI. But beware: These changes will only

WHEN: They will start at 11:00am on Tuesday 11th October and complete their marathon (All being well) at 10:50am on Wednesday 12th October. RULES: They will bowl for 50 minutes every hour, leaving ten minutes free for toilet breaks, refreshments and stretching exercises! In order to bowl for 1,200 minutes this marathon will take 23hrs and 50min. SUPPORT: How can you help? The main support we are looking for is of course sponsorship; please add your name to the list on the club noticeboard. You can of course come along at anytime and make up the maximum of a foursome but Graham and Ian must continue to bowl for 50 minutes every hour. Ask to put your name on their list. Any moral support, especially between 12:00pm and 7:00am would be welcome. If there is anyone with medical training who can mop brows, massage fatigued legs, and work a de-fibrillation machine then he/she would be most welcome. Getting up and down from the Bermuda This months tip from Assistant Professional at Monte Rei Golf, Chris Watt

F

or many not accustomed to warm-climate courses, the strong, durable blades of Bermuda grass can create short-game havoc and confusion in your golf game. In circumstances with Bermuda style grass, sometimes when we miss the green we can arrive to the ball and find the ball sat on top of the rough were we can play a simple chip and run shot. However we have all been in the situation were the ball is sat down in the rough and this requires a different approach completely from the chip shot. Here are a few tips for playing from Bermuda grass if unfortunate enough to miss the green. If you are in this situation just off the green - not in the fringe but just beyond it, in slightly thicker grass. You have a shot of about 5 to 10 metres. Most people
