Welcome...

....You will be glad to know that I have recovered from last month’s ‘food bonanza’, but still finding it difficult to fasten that last button, but perhaps no one will notice, our little secret! This month has been very exciting and given me a chance to indulge my fascination for horses. We visited João Pedro Miranda and his beautiful wife Iris to watch their Lusitano horses ‘Erus’ and ‘Chocolate’ as they gave us a taste of Dressage at its best, Amazing!! I almost had to be dragged away as I was transfixed.... in fact I have to confess - think I was dragged in the end. We also had a kind invitation from Rita Santos, Marketing Manager of the prestigious Oceanico Victoria Golf Course, where we learnt about the intense preparation that goes into hosting The Portugal Masters, this year celebrating it's 10th year of the special event. For those who have not visited the course or the event I would definitely recommend that you take time to do so. Balance in all things means that we focused this month on the endless work of a property management company. ‘Management Works’ in Almancil opened their doors and gave us an insight into their work as the summer season comes to a close. For Nicole and Sam Remus, unfortunately there will be no rest as this season brings with it the demands of the forthcoming year.

arlier this month we met a new friend who is in need of a home. The smiley dog you can see to the left is 'Jollie', He is 2 and a half years old, a mixed breed and unneuted dog with a very sweet and gentle personality. Jollie has been abandoned and left to fend for himself by his previous owner, however, locals have provided for his needs but no one is able to give him a forever home. Jollie has been checked out by a vet and is healthy. He just needs someone who can give him a great 'doggie life'. he home of golf’s Portugal Masters has been sold for just under €70m by its owners, the Oceanico Group, to a business consortium headed up by footballer John Terry’s agent. The Algarve-based Oceanico Golf portfolio includes the famed Old Course in Vilamoura, and the Victoria Course, which hosts the European Tour next month for the Portugal Masters, writes Terry Lean in the Irish Examiner. Not only is the Old Course considered the jewel in the crown of Vilamoura golf, but it also has scope and permission for a substantial hotel development on site. Oceanico confirmed last night it had sold the five courses to KAY CC Portugal, a partnership between investor Keith Cousins and the Dom Pedro Hotels Group in the Algarve. The golf portfolio was part of the Oceanico Group, a high-end holiday resort development company set up by Gerry Fagan and his business partner Simon Burgess 13 years ago. Ireland's National Asset Management Agency assumed control of its loans in 2012 and has been in discussions on the sale of the portfolio over the last two years. The new owners have paid in the region of €70m for the Victoria Course, the Old Course, Pinhal, Millennium, and Laguna courses. Oceanico said it will retain ownership of the two courses at the Amendoeira golf resort, the Faldo and O’Connor Jnr layouts. Group chairman Christopher Howell said: “We are sure that Kay CC will continue to positively drive the business forward.” Mr Cousins, who looks after John Terry’s affairs through his Elite Management company, is a former chairman of Rushden and Diamonds football club.

OCEANICO'S VILAMOURA GOLF COURSES SOLD IN €70M DEAL

eputy Minister Eduardo Cabrita, the man in charge of refugees coming to Portugal, said the government is to “double by the end of the year” the number accepted and relocated. This figure will not be hard to achieve as so far Portugal has taken in 534 from the camps in Italy and Greece but Cabrita remains confident that significant numbers will arrive in the next few weeks. Cabrita said that the new intake has been through all the procedures, identification, pre-registration and registration, by all the authorities involved, and certainly will be settled here before the end of the year. Under the refugee relocation programme, Portugal agreed to take 5,000 refugees with the Prime Minister saying that the country is willing to take 10,000 or even 20,000 if the conditions are right. Just over 3,000 were allocated by Brussels as part of Portugal's EU obligations. A dual-language information pack about life in Portugal has been produced and the social infrastructure is set up to offer shelter, medical help and schooling despite Portugal having little available funding for widespread additional social care. An International Rescue Committee survey noted that Portugal is one of the European countries showing the greatest degree of compassion towards refugees and the low numbers agreed with Brussels should make the inclusion of so few relatively easy.

nown as a sport of leisure and as a gentleman’s game, golf is one of the most popular, wellreceived sports worldwide. Played on a large outdoor course covering anywhere between 30 and 200 acres, the object of the sport is to propel a small hard ball into a series of ‘holes’ with as few strokes as possible, using a variety of equipment. Some of the top 10 benefits of playing golf are: Exposure to the outdoors: The nature of playing golf on courses as large as 200 acres requires players to be outdoors. Basking in nature provides us many health benefits for our mind and body. Studies have shown that constant exposure green areas relaxes the body, reduces stress and can aid in alleviating anxiety. Furthermore, exposure to sunlight allows the body to soak up vitamin D from the sun, promoting bone growth in youth and reducing the risk of depression, heart disease and certain cancers Fosters relationships: Golf is a very socially enjoyable sport. Those frequent visits to your friendly course beer-cart girl can give your bladder a run for time. The longer you learn to hold it, the more you strengthen the capacity of your bladder. Burns calories: Covering 30 to 200 acres means a lot of walking! Skipping out on the golf cart

and walking the average course can cover a distance between five to seven kilometers. If you opt to carry your own clubs, you’ll burn even more calories, too! With all the walking, carrying and swinging involved, golfers can burn up to 1000 calories in a single game. Keeps your heart rate up: Playing golf can lead to quite a bit of exercise for your heart. As is the case with burning calories, the walking, carrying and swinging will increase your heart rate, keeping it pumping and increasing blood flow. Naturally, this will lower your risks for heart diseases and decrease levels of “bad” cholesterol. Good for your brain: As your heart rate increase, so will blood flow to the brain, which can stimulate and improve nerve cell connections. This can delay mental illnesses such as dementia. While competing against others, golfers will also compete with themselves for personal best scores. This type of challenging boosts confidence and self-esteem, while the mental alacrity involved in tallying scores, improving strategy and fostering handeye coordination will keep the brain active in logical functions. Improves vision: It requires pretty good vision to zoom in on that round, little white ball that may be yards away. Golfers learn to hone in on small targets from long distances and even when the ball is on the tee, prior to their swing, golfers are presented with the opportunity to evaluate the keenness of their vision while improving hand-eye coordination. Low-risk injury sport: Golf is a leisurely sport and, compared

to other sports, the overall risk of injury is low because it is not a contact sport. Though golf is primarily a sport of strategy, coordination and accuracy, there is some physical activity involved given the walking, swinging and pivoting. Golf is a low-risk injury sport but still provides just enough physical activity to keep the muscles engaged, Better sleep: Since you are getting quite a bit of exercise, your tired body will thank you at night when it’s time for some long deserved rest. Golfers will fall asleep faster and sleep more profoundly, and are able to remain in a deep sleep for longer periods of time due to the amount of energy expended. Deeper sleep is necessary for your body to regenerate cells and repair any muscles and tissues. Reduces stress: Golf helps to alleviate stress. Being in an outdoor area where you can interact with others who share your interests is a great way to forget any troubles. The pleasure of walking in an open and natural environment and spending time with friends places golfers in a good mood. This is because playing a round of golf can release endorphins – natural, mood-enhancing chemicals within our brains, making you happier and relaxed.

s October comes around, once again it brings the promise of the Portugal Masters, this year celebrating its 10th Anniversary. Who will hold the 2016 winners title? The Portugal Masters itself needs no introduction nor does the course which hosts this event ‘The prestigious Oceanico Victoria Golf Course in Vilamoura. The course is internationally renowned as one of the latest courses to be designed by one of the greatest legends in the sport Arnold Palmer. The course covers an impressive 90 hectares which offers breathtaking views along the way. The integration and preservation of the natural wetlands and traditional Carob, Olive and Almond trees form part of the backbone of the landscaping, a constant reminder that you are indeed enjoying the best the Algarve has to offer. We joined Rita Santos, Marketing Manager, who took time from her busy schedule to talk with us about some of the preparation for the hosting of

‘The Portugal Masters, 2016’. Rita explained how the preparation for the event begins a year in advance. Each year the course is examined to see how it can be improved. New challenges and surprises have to be integrated to keep the course ahead of its game. The Head Green-keeper, Rui Grave with his team of 18 staff, will work closely with the PGA European Tour’s Agronomy Team to bring about the adaptations and changes needed to keep the course both challenging and exciting. It can be difficult to find a perfect balance that will both enhance a visiting player’s experience, but still allow for adaptations for Top Ranking Professionals and International Tournaments. In past years up to 50 metres have been added to a couple of holes, with the building of rear and raised Competition Tees which have given a new edge to those hole’s approach. This creative process of both the knowledge of Agronomy and the biomechanics of Golf show Oceanico Victoria at its best.

The European Tour event will be running this year from 20th – 23rd October, hosting up to 126 contestants. Last year’s winner Andy Sullivan has already confirmed that he will return to defend his title, but of course we have to wait until the final list is available to see who will be his fellow definitive contestants. The course under goes an intense overhaul several weeks before the event. The Head-Green Keeper, Rui Grave and his team address bunkers, greens, pin position, cut, seeding, irrigation and drainage. The course closes 10 days before the event, buggies take a rest and the rough is given time to add a little interest and the final preparations are made. During the tournament the course opens for the contestants at 6.30 a.m. for practice. The contestants Tee-Times will begin at 8 a.m. and the last will be at 2p.m. The long days play and heavy daily traffic on the course means an early floodlit start of 4 a.m. for the Maintenance Team, who bring-in extra staff from Oceanico Groups other courses. The early start does not deter green-keeper students volunteering from Portugal and other countries to gain experience and work with the team at Oceanico Victoria. Last year 30,000 visitors came to the event over a period of 5 days, this year there is an anticipated 40,000 visitors. European Tour together with their chosen contractors begin in late September to create all the amenities and facilities an

event of this size needs. Stands for spectators and the media are required around the course. The cables and power for all the media coverage has to be in place. The planning for Media Centres, both TV and Radio Compounds have to be allocated. No event is complete without medical facilities. The scoreboard has to be built and operated. Not to mention an adequate WIFI connection to cover the whole event! There is an endless list of specialised staff that has to be screened and hired. The sponsors of the clothing have to be co-ordinated. All sponsors for the tournament need their own teams to ensure their brand is represented in a suitable manner. An organisation ‘Golf for Greys’ work intently to give volunteers the opportunity to take part in the event and they provide over 380 stewards. The Police and Traffic Control plan the best routes and parking for an event of this size. As with all events there has to be contingency plans for bad weather and back-up services if required. It certainly makes you think!! Planning a round of Golf with your friends seems to pale into insignificance. Just to complete our time at Oceanico Victoria we are off the Clubhouse for a coffee as our time with Rita Santos has come to an end, but oh no.... we have to pass by the Golf Shop. Algarve classic festival It is as much an exhibition of museum-quality vehicles as it is an exciting racing event

E

ver since the Algarve Circuit was built in 2009, every October the “Autodromo do Algarve” has been hosting a fabulous international event geared to Historic Racing. Following a restructuring process in 2014, the Algarve Classic Festival is now organized by Diogo Ferrão. The racer/organizer behind the successful Iberian Historic Endurance, Mr Ferrão will work with Autódromo Internacional do Algarve (AIA) to bring new blood to this event. Now in its 8th year the Algarve Classic Festival 2016 will be held on October 28-30th at the Autódromo Internacional do Algarve in Portimao, Portugal. Renamed in its fourth year, the Algarve Classic Festival is regarded by many as the finest historic

motorsport event staged in the Iberian Peninsula. There are 14 races of various types of car that will take place over the three days. Some thrilling heats to watch include: Historic Formula One, JD Classic Challenge, U2TC, Sir Sirling Moss Trophy, GT & Sport Car Cup, Pre-War Sport Cars, Formula Junior, IGD (Iberian Gentlemen Drivers) – Portimão Race, and the Campeonato Nacional de Clássicos 1300. Also expect to see the 1000km series. Portimão is one of only a handful of locations on this circuit of endurance races. Cars that compete in this challenge include: Lola T70, Ferrari 512, Chevron B8, Chevron B16, BMW 2002, Ford Escort MK2, Alfa Romeo GTAm, Porsche 911, Shelby 350,

Ferrari Daytona, Ford GT40, Pantera, Datsun 240Z Series 1. Benefiting from the excellent weather at this time of the year in southern Portugal, this event gathers over 300 international drivers every year, joined by around 80 local drivers. lgarve Contemporary architecture is, in broad terms, the architecture of the present day. The term contemporary architecture is applied to a range of styles of recently built structures and spaces which are optimised for current use. The roof, covering of the top of a building has a big impact on the style of a building, serving to protect against rain, snow, sunlight, wind, and extremes of temperature, it significantly defines the appearance of a building. An architect uses a wide variety of roof forms to specifically create a certain volumetric appearance and use of space : flat, pitched, vaulted, domed, or a combination which are dictated by technical, economic, or aesthetic considerations. The earliest roofs constructed by man were probably thatched roofs that were made of straw, leaves, branches, or reeds; they were usually set at a slope, thicker branches and timbers eventually came to be used to span a roof, with clay or some other relatively impermeable substance pressed into the interstices between them. Gabled and flat roofs were possible with these materials. With the invention of brick and cut stone for building, the basic roof forms of the dome and vault appeared. Two main types of roofs are flat roofs

and sloping. The flat roof has historically been widely used in the Middle East, the American Southwest, and anywhere else where the climate is arid and the drainage of water off the roof is thus of secondary importance. Flat roofs came into widespread use in Europe and the Americas in the 19th century. When “BAUHAUS” architects decided to “provoke” with cubistic architecture the flat roof became en vogue. New waterproof materials, the use of steel and concrete made them more practical. Flat roofs soon became the most common for warehouses, office buildings, commercial buildings and residential structures. Today flat roofs are very popular as they open up the possibility to use a flat roof as additional outdoor living space. THEY CAN BE USED IN MANY WAYS: Flat roofs offer great potential for large scale solar PV installations, as they are typically not shaded and get great sun exposure throughout the day. Solar panels or other technical equipment such as HVAC can be installed here. Covered with decking, a flat roof can provide a wonderful space for a roof garden and often with amazing views. Install some shading and a sun-lounger and enjoy the sunsets. Install a green-roof and use your roof as a rooftop garden with plants and flowers.

Build a summer bedroom on your flat roof - Imagine how nice it is waking up to the sunrise on your roof. Install a temporary garden tent with mosquito curtains and enjoy the cool breezes of a hot summer night. Make sure the garden tent is properly fixed and of course provide security rails. Flat roofs provide additional space for sun terraces and even swimming pools. Grow a vegetable farm on your roof! Using the existing roof space, every inhabitant could have 5 m2 of rooftop space to grow his food. How wonderful would this change our view on food, waste and quality of food? AND NOW ALLOW ME TO CLEAR OUT SOME MYTHS ABOUT FLAT ROOFS : MYTH 1: Flat Roofs Leak More. Yes, they can leak; so can pitched roofs, hip roofs and shed roofs. However, when properly designed and installed, a flat roof will have as good as or better weathering characteristics than a pitched roof. A flat roof must be constructed much like a pool. It must be 100 percent waterproof. This takes the concerted efforts of multiple parties. It starts with the architect, whose job it is to design it correctly. You must be able to trace the path of a drop of water falling on the building down the exterior face, around the walls and roof planes and crevices, all without your pencil ever lifting up. In other words, water

percent, for it to shed water. There are essentially two ways of shedding the water that accumulates on flat roofs. The simplest is to pitch the roof to a scupper or to the roof edge. The second is by locating one or more drains at various points along the flat roof, piped separately to drain away from the building. Myth 5: Flat Roofs Are Maintenance Nightmares. Unfortunately, to own a home is to take on maintenance, which comes in a variety of forms. A flat roof requires maintenance, much like any other roof. And a roof with drains requires more attention than one without. But, as I said earlier, proper design should ensure that this maintenance is minimized, and that drains remain functioning even when seasonal maintenance takes a backseat to a busy life. Clearing debris from drains and scuppers is of paramount importance on a flat roof, but it’s a straightforward task similar to gutter maintenance. A quick sweep of the roof and an inspection of the membrane for tears should be done when clearing the drains and tears fixed when noticed. falling outside must stay outside. Myth 2: Flat roofs can’t possibly support all the extra weight! That's a totally valid concern, but rest assured, your architect and engineer have this in mind when designing the roof structure. Certainly, the weight of plants and even a pool can add up, but your home must support a variety of loads: wind, seismic activity, building weight, furniture, occupants etc. All structures are required to be constructed to support local various load conditions regardless of the roof pitch. Myth 3: Flat roofs are expensive. Relative costs can be hard to quantify, but I would argue that flat roofs are materially more efficient than sloped roofs. This is for two reasons. First, you’re using fewer resources to construct the actual roof assembly. It takes quite a bit of material to construct a pitched roof: shingles or metal, rafters, ridge poles, insulation, bracing, collar ties etc. And second, flat roofs ensure that you’re heating and making use of all of the space you construct. Often space that’s above the ceiling plane in sloping roofs is underutilized or must be heated because there’s mechanical equipment housed there. Myth 4: Flat roofs are flat. ike any good business, here at Auction House Algarve we are always looking at ways to improve what we do. Standing still and resting on our laurels is not the way forward. As our business has grown and grown we have, naturally, got more and more astute at knowing what will sell and when. Our valuation skills are more refined and our knowledge of the local market ensures we take in the items that will sell and are in demand by you, our customers. Our Saturday auctions, held on the first Saturday of each month (except August) are now so well managed that we have gone, in the past couple of years, from selling around 60 percent of the lots available on the day to around 90 percent. This is great news as it ensures a speedy turn over of items – as a seller you get your money more quickly and as a buyer you have more choice – a win win. This increase in sales is mostly due to the much larger number of buyers bidding online at Auctions. Each month the online numbers grow, and this is one area we are going to expand. In the future we will be offering more items for sale through online timed auctions, similar in format to the likes of eBay, and phase out the

Direct Sales we are currently offering. This new venture will compliment the monthly auctions, not replace them. We are proud of the relationship we have with our buyers and sellers – those of you who know us, know that we are friendly and welcoming and always happy to chat! In order to ensure we can continue to offer you excellent service, as we grow and develop, we are changing our opening hours. he Lusitano is the proud breed of Portugal. It is claimed to be the oldest saddle horse dating back 5,000 years and derives its name from Lusitania, which was the Roman administrative region of modern-day Portugal. There have been many words to describe this distinctive and powerful breed, but perhaps the words that give great insight are to the nature of the Lusitano that speak of its ‘noble character, its courage, its heart and dedication to its rider’. However, until 1967 the Spanish and Portuguese shared the same Stud Book and the horses where known as Andalusians or Iberian horses. Since the decision was made by the Portuguese to split from this tradition, the breed has been reinforced via pure bloodlines to bring forth its innate and unique qualities. The Portuguese Pure Bred Lusitano Association (APSL), now hold the Studbook protecting and controlling the breed for future generations. One man, who has dedicated his life to his Equestrian career and in particular his love and passion of the Lusitano, is João Pedro Miranda. João Pedro together with his lovely wife Iris and their business partner Ana Afonso Mateus have run Centro Equestre Lusitanus, in Loulé since 2012. This equestrian academy focuses on equestrian art, horsemanship and training. João Pedro from Vila Franca de Xira, north of Lisbon, began his career early in life, learning to ride when he was 8, owned his first horse at 10 and by the aged of 17 was a professional rider. During his career João Pedro has ridden at Centro Equestre da Leziria Grande, where he was a student for 4 years under the Great Master Luis Valenca. He rode in the Army for many years, teaching riding on various levels including competing himself. João Pedro was involved with the famous School of Mafra for 8 years and in 2002 he was ranked first in the Riding Instructors Course. He then went on to teach in several sections of various courses at Mafra and took part in numerous presentations for the public. He has had the opportunity to receive show jumping lessons with Master Ricardo Portela Ribeiro, an Olympic rider. Also training from Master Martins Abrantes, who was National Dressage Champion several times. As a riding instructor he has taught many professional riders working equitation from different disciplines of the equestrian arena including dressage, show jumping, three day eventing to TREC. Make advertising an investment!

I

f you are a homeowner interested in optimizing your rental income you should take time to analyse if you are still on track to achieve your goal. Many of you know, as a villa manager I prefer to do this during September of each year, however due to a very busy season I will be doing this in October. It still gives me ample time to make adjustments if and when needed and be ready for next year. This year the total visitors to the Algarve has reached an all time high, due to the continuous popularity of the destination as well as the influx of hundred of thousands ´new comers´ from other holiday destinations

in countries that are currently facing turmoil. It is no surprise then that holidaymakers leave wishing to return, some on a permanent basis. Should you consider buying a place in the sun, property prices are still very attractive. If you have your property advertised on holiday letting portals you have probably noticed a decline in conversion rates due to a lower quality of inquiries. Various rental portals have started to offer you the choice between a one off payment to list your property for a specific period of time, or a commission based free listing without time limit. The latter option works well for the portals as

in a crowded online market place they try to change the relationship between renter and owner to one between renter and portal. Moreover, they also simply make more money by receiving a commission from each booking versus a one off payment for advertising. Renters are persuaded to book via the portal based on the promise of online security. However, the additional cost of securing a booking must be paid by someone; either the homeowner receives less or passes the cost on to the renter by increasing the rent. Time will tell if this strategy will work for the portals as with the internet it is very easy to compare prices of the same property or similar properties. In the meantime homeowners need to navigate carefully not to loose out. With the right strategy you do not have to! For property management companies with many listings on various platforms it is much easier to identify what works and what doesn’t work. For an individual homeowner this is more difficult to find out, but not impossible. You just need more time and resources. To attract interest from renters for your property advertising works well, but you have to be careful not to overspend. Having a good marketing mix and active management of ‘early deal’ and ‘last minute’ discount scheme can make the difference between doing fine or doing great in difficult times. he Portuguese are the largest consumers of fish and seafood in Europe. In fact, when compared with the rest of the world only Japan and a few islanders in the South Pacific eat more seafood than we do. Over the past 85 centuries, that´s right, 8500 years, we have mastered the art of producing some of the world´s best fish and seafood recipes. Algarve regional cuisine with its diverse ingredients and flavours has a special secret that guarantees great quality, simplicity. Excellent fresh ingredients are cooked or grilled simply without excess fat or salt. Instead, we use citrus

fruits, fresh parsley, cilantro and other herbs to introduce wonderful aromas and heighten the taste of simple dishes. The traditional way of cooking with our native figs, oranges, lemons, almonds, and olive oil, fresh fish and seafood produces a cuisine that is both healthy and delicious. When these vibrant ingredients are combined with simple cooking methods the results are beautiful, aromatic and flavourful. This is a simple seafood recipe, with a typical Algarvean twist, as it combines flavours from the sea with the aromas and colours of our inland hill regions we call the “Serra”.

FRESH SEABASS SERVED WITH ALGARVE SWEET POTATOES AND VEGETABLES WITH A TOUCH OF CITRUS AND ALMONDS Preparation:

Ingredients: Serves 2 2 seabass 300-400gm each (ask the vendor to fillet them for you at the market) 200 gm sweet potatoes 1 green pepper 1 red pepper 1 yellow pepper 1 carrot 2 onions 1 courgette 1 leek 1 small bunch spinach 2 fresh oranges,1 for juice 2 fresh lemons juice 2 tablespoons of butter 1 tablespoon of olive oil 1 tablespoon of cream 1 tablespoon of milk 1 sprinkling of parsley 1 pinch of salt 1 pinch of pepper 1 dash of tarragon 1 sprinkling of toasted almonds 1 pinch of cinnamon 2 slices of smoked ham optional

Marinate the sea bass fillets with the juice of 1 orange and 2 lemons and some pepper and salt for 2-3 hours and reserve in the fridge. Boil the sweet potatoes until cooked, then peel and slice into small pieces. Place the cooked sweet potatoes in a medium size pot and add the milk, butter, salt, pepper, cinnamon and tarragon and mash well. Finally add the cream and mix well. Cut the vegetables into julienne slices (see photo) and then put the olive oil into a sauté pan. Saute the onions, carrots and peppers for 2 minutes, or until the onions begin to brown. Add the more tender vegetables at this point and continue to sauté the vegetables for another minute. Add salt and pepper to taste. In a second sauté pan add olive oil and sauté the fish beginning with the skin side down. When the skin has browned a little turn the fish and sauté the side without skin for about 30 seconds. Once the fish is cooked melt the butter in the sauté pan and add some orange juice, almonds and fresh parsley to finish. Plate as you like or like in the picture and put the sauce with butter, orange and almonds in the top of the fish platting, put more fresh parsley to finish and serve with half moons of fresh orange.

'Hint: If you want to add a hint of the Serra, sauté the smoked ham and serve with the fish. Then put the smoked ham on the plates between the vegetables and the fish. Slices of fresh orange on the plate are also an attractive option..

What are the latest changes in the council tax (IMI). Keep up to date with our Finance expert, chartered accountant Ricardo Chaves from All Finance Matters IMI is calculated based on the Tax Asset Value (VPT) attributed to the property to which is applied a rate set annually by the municipality (VPT x IMI rate).

W

hat are the latest changes in the council tax (IMI)? Over the last months, property owners have been faced with several articles in the press, related with changes in the property tax (IMI). In fact, there will be some changes with regard to the calculation of municipal property tax (IMI), but some of the measures are favourable to families (such as the lowering of the maximum rate IMI), while others may have a punitive effect. We will try to explain what has changed recently. What is the IMI? IMI (Imposto Municipal sobre Imóveis - Municipal Property Tax) is a tax on the taxable value of immovable property in Portugal. This tax came into force in 2003, replacing the Council Tax, and reverts to the respective municipalities. Who pays IMI? The taxpayer is the property owner as of 31st December of the previous year. This means that if you bought your property at the end of 2015, you will pay the IMI for the full year. Likewise, if you sold your property at the beginning of 2016, you will still need to pay the IMI this year (2016), as it’s always related to the previous year. How to calculate the IMI? IMI is calculated based on the Tax Asset Value (VPT) attributed to the property to which is applied a rate set annually by the municipality (VPT x IMI rate). The way the VPT is calculated varies. The VPT is calculated on the basis of various factors such as the construction value per square meter gross floor area, location, quality and comfort and property age, updated every 3 years. WHAT WILL BE THE MAIN CHANGES IN THE IMI NEXT YEAR? The maximum rate of the IMI will now be lower. Until last year, the authorities could charge a fee ranging from 0.3 percent to 0.5 percent, but with the state budget for 2016, the government lowered the maximum rate of IMI to 0.45 percent. This measure is already in place, but only when taxpayers receive in 2017 the IMI settlement note (relative to 2016) is to feel the relief. In the Algarve this will have an immediate effect on the properties located in Faro, Loulé, Portimão and Vila Real Sto Antonio, where the tax rate last year was 0.5 percent. Children give fixed discount in IMI. Anyone who has children will have a fixed discount on IMI bill. The discount amount is 20 euros for a child, 40 euros for two children and 70 euros for families with three or more children. Thus, the family discount in this tax shall be the same for all taxpayers, regardless of the taxable value of the property, but only applicable for the main residency.

The view of the house has a greater weight in the calculation of IMI. It was one of the most recent changes and also one that has generated more controversy. The coefficient of relative location and operation - which takes into account the views and the property exhibition - now has a greater weighting in the calculation of the coefficient of quality and comfort. This means that a house with a panoramic view may suffer a slight increase in the IMI. But beware: These changes will only have effect when a new appraisal of the property is made or if the house is new. New location coefficients. The location coefficients is one of the variables to calculate the Tax Asset Value (VPT). These coefficients were reviewed by the tax authorities in 2015. As a result of this review, in some situations the coefficients decreased, other were aggravated. But the impact (whether positive or negative) in the final bill IMI is not automatic. The new coefficients will take effect in the calculation of the VPT in case of revaluation of the property The municipal council and parish councils can now also demand a property revaluation. The revaluation of properties can be made by the Tax Office and also at by request of the owners. But since this year also the town councils and parish councils may request a reassessment of a property, if they consider that their tax value is far from the reality. Families in need are more protected. It has come into force this year a new measure that was designed to protect the neediest families with the necessary requirements to be exempt from payment of IMI. These families are now able to maintain this exemption even if they have tax debts. Also the elderly taxpayers with low incomes and low asset value of real estate, may keep the IMI exemption even if they live in a nursing home.

T

raditional Moon Planting is an ancient agricultural practice that has been used by farmers for several thousand years. It is based on the synodic period of the Moon from one New Moon to the next, an average period of 29.5 days. Over time, farmers observed that all aspects of farming were affected by the interaction of the gravitational forces between the Sun, the Moon and Earth. These are the same gravitational forces that affect ocean tides around the world. Because the Moon is closer to Earth, its effects are more noticeable. Scientists have more recently confirmed that variations in sap flow and biological functions in plants, and subtle changes in Earth’s electromagnetic fields, correspond to the Moon’s gravitational pull. After comparing the various methods of Moon Planting over the past ten years, I came to the conclusion that the traditional method, although the simplest, works best for us and is still used by many farmers and gardeners around the world. The basic rules, or principles, are described below. THE LUNATION CYCLE Each lunar month the Moon passes through four phases –

New Moon, First Quarter, Full Moon and Last Quarter. The number of days between each change of phase can vary from 6 3/4 to 8. Adjustments will have to be made for Daylight Saving when it applies. Avoid sowing, planting or taking cuttings from 12 hours before to 12 hours after the exact change of moon phase. The twelve hours immediately before and after the exact change of each phase is not a good time for sowing, planting, or taking cuttings. We have found that the increase or decrease of unfavourable energy is gradual and it will not have an obvious effect if you run an hour or so into this period when you have a lot of sowing or planting to do. While this is not a good period for sowing or planting, this time can be used to prepare beds, compost heaps, apply mulch, etc. THE WAXING MOON During the New Moon and First Quarter phases, the Moon is waxing or increasing in light. In these two phases, sap flow increases in the above ground parts of plants, and these are the most suitable phases for sowing and transplanting annuals (and biennials). Flowering annuals,

grains, melons and spring onions do well if planted in either phase but, generally, New Moon phase is best for leafy annuals and First Quarter is best for fruiting annuals. Liquid fertilisers will take effect more quickly if applied during the waxing phases. Shrubs and trees can be pruned in First Quarter phase when you want to produce new growth quickly, such as pruning spring-flowering shrubs or summer pruning of roses. When pruned while sap flow is high, sap is quickly diverted to the lateral shoots. When sap flow is low, regrowth is slower and dieback is more likely to occur in some plants. The same principle applies to lawns. If you want to encourage fast re-growth, mow during the waxing phases. First Quarter phase is also good for grafting and budding because these require a high sap flow for successful results. NEW MOON PHASE – the best time to sow or transplant leafy annuals, and flowering annuals, grains and melons. Also sow annual grasses, green manures, and apply liquid fertilisers. Mow lawns to encourage growth. This is the second best phase to sow or transplant fruiting annuals. FIRST QUARTER PHASE – the best time to sow or

transplant fruiting annuals, and flowering annuals, grains and melons. Also sow annual grasses, and green manures and apply liquid fertilisers. Prune to encourage growth and deadhead roses and flowering annuals. Carry out grafting and budding. Mow lawns to encourage growth. This is the second best phase to sow or transplant leafy annuals and flowering annuals. THE WANING MOON During the Full Moon and Last Quarter phases the Moon wanes or decreases in light and sap flow in plants is more concentrated in the root area. As sap flow gradually slows during these two phases, Full Moon phase is best for sowing and planting because germination is lower, and re-growth slower, during Last Quarter phase. Because sap flow is lower in the foliage part of plants, crops or seed harvested for storage or drying are less likely to rot if harvested during the Moon’s waning period. Full Moon phase is best for the sowing and planting of both root crops and perennials (plants that live longer than two years). All trees, shrubs, vines (including fruit trees and vines), globe artichokes, asparagus, rhubarb, strawberries,

herbaceous perennials, bulbs and lawn grasses are perennials. The reason that these plants are planted (or sown) in the root vegetable phase is that perennials have a different type of root system to leafy and flowering annuals. Roots of perennial plants have, like root vegetables and garlic, the ability to store carbohydrates and nutrients through periods of dormancy, and this type of root system is important for the longevity of perennials. Because Full Moon phase favours root growth, this is also an excellent phase for taking cuttings, or for aerial layering, because root growth must form to support new foliage growth. This is also the best phase for dividing plants for the same reason. Prune dormant plants during Full Moon phase. Last Quarter phase is best for cutting back rampant shrubs and vines, – regrowth will be less vigorous. FULL MOON PHASE – the best time to sow or plant out root crops and all fruiting and decorative perennials. Also sow lawns or lay turf, harvest for storage, take cuttings, divide plants, prune dormant plants and apply solid fertilisers. Mow lawns to slow growth. LAST QUARTER PHASE – no sowing or planting during this phase. This is a good phase for attending to your soil; weeding, applying mulch, making compost, preparing manure teas, applying solid fertilisers and digging or ploughing, if necessary Prune to restrain growth, and mow lawns to slow growth during this phase. FERTILE AND BARREN DAYS These are a further refinement that has been added to moon planting principles through the ages. Fertile days, i.e. when the Moon is in the fertile signs of Cancer, Scorpio and Pisces, or the semi-fertile days of Taurus, Libra and Capricorn, are considered to be of extra help for sowing, grafting, taking cuttings, pruning to encourage growth and planting barerooted perennials. Barren days, i.e. when the Moon is in the

barren signs of Aries, Leo or Sagittarius, or the semi-barren signs Gemini, Virgo or Aquarius are considered to be of extra help for weeding or harvesting crops for storage. If digging is unavoidable outside Last Quarter phase, it is best to do it on barren days. WATERING YOUR GARDEN Some moon planting guides will tell you to only water on barren days, while other guides will tell you to only water on fertile days. After keeping rain records for many years, I’ve noticed that Mother Nature does not comply with either of these rules. The truth is that you should water your plants when they need it. A

high lob shot is a high risk shot to be used as a last resort when all other options are not available such as chipping and pitching. When executed properly the shot can be used to access tight pins flying over obstacles with the aim to stop the ball close to the hole as quickly as possible by increasing trajectory not spin. The shot is played from a distance shorter than a pitch shot with no curvature and also a higher trajectory than a standard pitch shot. Use the most lofted club in your bag such as lob wedge or sand wedge to assist in maximising the trajectory. Aim the clubface slightly to the right of the target to increase the loft of the club therefore increasing trajectory, take your

normal grip (grip will now be 'weak' in relation to the new clubface aim) thus delivering the club to impact with an open clubface. Align your shoulders parallel to the ball to target line with your stance and hips slightly open (aimed to left for right handed golfer). By adopting a wider stance, distributing your weight 50/50 and having the ball positioned forward of centre creates a shallower angle of attack through impact increasing the trajectory of the shot. Distance is controlled by the length of back swing, however ensure to accelerate through impact to a position mirroring the backswing. he Algarve Tourist Association has reported record figures from the booming golf market with 691,676 rounds played in the first half of 2016, an increase of 15% over the same period in 2015. Last year’s 1.2 million rounds is the figure to beat and the association is optimistic that this year’s golf market will continue to grow and exceed last year's impressive numbers. "In this special year in which the Algarve is celebrating 50 years of golf in the region, these results are very encouraging and we believe that the trend one of continued growth, is due to the strong promotional strategy that we have developed in partnership with the golf tourism industry," said Dora Coelho, executive director of the ATA. Whether you play or not, golf is a market of "extreme relevance to the Algarve, in that it contributes significantly as a strong and effective alternative in the fight against seasonality and the heavy reliance on sun and sand tourism," stresses the association.Some complain that the Algarve has too many golf courses but with just over 40 spread across region, others argue that there is room for more with attendant economic benefits. The different types of course make the Algarve a "destination of golf course excellence, highlighting the quality of infrastructure and the good weather that allows golf throughout the year." The golf market, despite a nasty VAT hike at the beginning of the recession, has proved resilient and the image of the Algarve as a golfing destination has continued to improve as award after award is won against international competition. Golfers come from Britain. The next country of importance is Germany followed by the Netherlands and Ireland whose dedication to the tees and greens of the sunny south is matched by their generosity in the 19th
