Welcome...
...to the second issue of 'Simply Algarve Magazine'. We are pleased to say that there has been a great response to the launch edition, and are grateful to everyone for the warm welcome to the Central Algarve. This month we are excited to introduce you to the Conrad Hotel. We met with general manager Joachim Hartl who told us about the Conrads ethos and how it has become a social hub for local residents as well as holiday makers. We were given a guided tour and as you will see by the photographs, it really is quite impressive. We also meet Luis and Monica, who along with Luis' brother
JoĂŁo and their mother Penha, run Monica's restaurant, a family opertated business in Vale do Lobo. We had the pleasure of meeting them during one of their monthly wine tasting evenings and sampled their exceptional menu. The Guadiana river is only a short drive away from the central Algarve. RioSul travel took us on an amazing Jeep Safari and treated us to a fun filled lunch followed by a relaxing river cruise. It was a great day out and a chance to see some of the most breathtaking scenery the Algarve has to offer. CLEAN ENERGY SURGING AHEAD
ortugal has demonstrated its leading role in clean energy by supplying the country’s entire electricity needs solely from renewal sources for a record four days in a row. It is being acclaimed internationally as a landmark in the shift from fossil fuels. The country’s consumption was fully covered for 107 continuous hours with hydro-power plants, wind turbines, solar panels, biofuels and geothermal heat. No fossil fuels were involved. “This is a significant achievement for a European country, but what seems extraordinary today will be commonplace in Europe in just a few years,” said James Watson, the CEO of SolarPower Europe. Last year, more than half of Portugal’s
electricity came from renewals, though this was down from 63� in 2014 due to drought and a drop in hydro output that normally accounts for about a third of naturally replenished sources The International Energy Agency says in its 2016 review that “Portugal should be commended for its achievements and its ambitions in large-scale deployment of renewable energy.” The average levels of electricity generated from renewables in the 28 countries of the EU is much less than in Portugal, which is far ahead of many other countries including the United States. Less than 13.5% of the domestically produced electricity in the US last year came from renewables, the rest mainly from coal and natural gas.

ising twelve stories above the ground, weighing 95 tons, Portimão’s new Ferris wheel is open for business at €5 a go. Views over the city and the Arade river can be taken in by up to 144 people at a time. The new attraction sited near the Clube Naval and Portimão’s museum is open from 10:00am to 01:00am until late September. "This is a fun and different proposal for all ages that promises to provide the best views of Portimão," claims the council blurb. "This equipment has been set up by a private company which covered the cost of installation," stressed the council, which incidentally is not charging any municipal fees to the operator as it considers the giant wheel will be a crowd-puller to the benefit of Portimão’s shopkeepers and restauranteurs. As for fears of dismemberment, "all safety procedures have been followed, including the strengthening of the structure with 16 special stakes to a depth of 20 metres. Portimão’s Ferris wheel is equipped with over 8,000 LED lights to create a vision of beauty and fun at the side of the Arade.
FARO CHALLENGING ROUTE 66
s keen as ever to develop new tourist routes, the mayors of Faro and Chaves have announced the launch of Portugal’s answer to Route 66. ‘Route EN2’ may not have the same ring and depth of history as the iconic US road route but it is the third longest in the world after Route 66 and Argentina’s Route 40. The EN2 is 71 years old, winding its venerable way for 738.5 kilometres across four mountain ranges, eleven rivers and through dozens of municipalities each with very different landscapes, histories and points of interest. The road once was an essential trading link between the south and the north of Portugal but with a new motorway system in place the road lost its way as traffic dwindled and services fell away. The plans to revive the EN2 as a sort of cultural and physical challenge and tourist attraction may pump some new blood through this sclerotic artery, the mayors certainly hope, and are working together to get ‘the offer’ sorted out

with signage and publicity for those who want a touring holiday with difference, challenge and purpose. Faro’s mayor, Rogério Bacalhau launched the route last week and said from the south to the north, a new association of municipalities will work together to promote this route even though it is work in progress at the moment, "This is a road with unique characteristics in Portugal. It runs right through the country’s centre and shows the various micro-cultures that exist in Portugal." Faro and Chaves councils propose to create a small museum at each end of the route to explain the history of the EN2 from top to bottom – there is an old roadside building in São Brás de Alportel which would be well as an interpretive centre. The inevitable protocol has been signed between the northernmost and southernmost mayors and the fun now begins to knit the diverse geography and history together into one of the most intriguing tourist journeys of Portugal.

his month we are bringing you the health benefits of sea salt, that's right, not only is salt a tasty addition to your soup, or a not so tasty surprise in a mouthful of sea water, these little crystals have a lot of benefits to your health too. The benefits of sea salt include good skin care, improved dental health, relief from rheumatoid arthritis, muscle cramps, psoriasis, and osteoarthritis. It also helps in providing relief from acne and rhinosinusitis. Furthermore, it is beneficial for exfoliation, nasal and eye wash, and an improved electrolytic balance of the body. Sea salt has healing properties that play a vital role in maintaining acid-alkali ratio, regular heartbeat, and relaxed sleep, along with providing relief from general body fatigue. Also known as Bay Salt, it is produced by the process of evaporation of salt
water bodies and is darker in colour compared to refined salts due to the absorption of essential minerals from the clay lining of the body of water. Normally, the harvesting of refined table salt involves heavy processing, including mining followed by iodizing, bleaching, and diluting with anti-caking agents. More chemicals are added during the processing of salt, which often steals all of its beneficial minerals and trace elements, except sodium and chloride. Unlike refined salts, the preparation of sea salt usually includes very little processing, so it retains its moisture and mineral treasure. These minerals are present in a form that is easily utilized and absorbed by the human body. The climate and the geographical location of the region also play a significant role in the quality and combination of minerals offered by the sea salt.
The Mediterranean Sea, the Atlantic Ocean, and the North Sea are the most common hubs for the harvesting of sea salt. The method involved in harvesting sea salt also helps to retain its natural state and therapeutic qualities. These healing properties of sea salt help in maintaining good cellular functioning of the body and have been appreciated for ages. In ancient times, sea salt was valuable for healing hand injuries and wounds of fishermen. Celtic sea salt is harvested differently, and uses conventional Celtic methods. These methods involve working and collecting the salt entirely by hand, using only wooden tools. meaning It does not contain harmful chemicals and additives that are usually added to the refined salts to prevent them from clumping. They fell in love with Babington and Somerset, and passionately took on the new challenge. It became a beautiful venue for weddings and in 2007 it was awarded Best Country House Hotel by Conde Nast. Northern Europe, although programs like the Golden Visa and especially the NHR (Non-Habitual Resident) have also proved to be successful in attracting foreign buyers. From the peak in 2008 to the trough in 2014 prices have fallen by 40�. With sales often conducted near or below replacement value, it makes good financial sense to purchase a property for the medium (3 – 5 years)to long term (10 years or more). There were many properties for sale that could generate a total return on investment (rental income + capital appreciation) of 10� 14� per annum. Savvy buyers realised the opportunity which lead to increased demand. On average prices increased by 5� in 2015 as expected and we are well on our way to further price appreciation of 7 to 9 percent in 2016, as was our assumption in our market outlook which we make in December of each calendar year. TIMBER FRAME HOMES The benefits and insights of a beautiful Timber framed house.
T
he first and foremost benefit of timber frame is that you are buying an engineered product that is manufactured under factory conditions to specified stand-alone computer programmes. Once the plans have been drawn, we send the drawings to the manufacturer. The manufacturer´s engineers generate a set of structural calculations that are designed to prove the integrity of the subject building. Next all the information is given to the designers who design the panels and all the other components required, such as Eco-joists and Trussed Rafters. It is at this stage that any minor defect is noted and rectified – prior to delivery NOT ON SITE as in traditional house building. Traditional building of course depends on the Bricklayer setting out correctly and on his moods & reliability. I have been managing projects for over 15 years and believe me, I have seen some disgraceful work as a result of lack of interest. Because Timber Frame

is an engineered product and made under factory conditions, mistakes are minimalised, if not totally removed from the build programme. National House Building Council (Britain) show fewer problems arising with timber frame construction than with traditional construction methods. The other most important factor concerning the building of any property is CONTROL. This cannot be emphasized enough. Once the timber frame unit is erected, (in the case of a one off house, 4/5 days) the builder or owner takes control of his job again. With traditional methods they are reliant on obtaining concrete or bricks/ blocks/mortar over a long period and then on Bricklayers to create a water/ windproof shell. At all times with Timber Frame construction, the builder can control the speed of his build which ultimately controls his budget. We estimate the time saving to be around 30%. No shrinkage as no drying out time is needed. Concrete/Brick/Block are the worst materials to use in construction for noise travel. Timber is without doubt the least conductive material. Once you have been in a completed structure you will notice the difference immediately. The structure is not open to the elements for any period of time. Sun and rain can damage any construction materials if they are subject to long exposure. Timber frame is fast, clean and cheaper than other methods of construction. The finished product is quieter and thermally superior to any other traditional method. Timber Frame has been in use since the early 15th Century and many Tudor timber frame buildings are still in daily use today. Britain’s top 20 builders all use Timber frame construction. 70% of all newly constructed buildings throughout the developed world are built in timber frame. Low carbon emissions lead to lower fuel bills – guaranteed. Timber Frame Construction is environmentally acceptable
as the materials used, are all from sustainable sources. All structural timbers are Kiln Dried, Stress Graded to a min C16 and all are pressure impregnated with water borne preservatives to prevent attack from wood-boring insects for life. June has arrived, and the heat is on…not just in the Algarve, but for the ‘Brexit’ vote!
A
t Premier FX, we are receiving many inquiries from clients asking for our thoughts on how the referendum is affecting rates before the vote and what it could mean for the pound after 23 June. Certainly, the closer we get to the UK referendum, the more likely we will see more movement in exchange rates. Every new “stay” or “leave” headline creates a new buzz and rate movement. Opinion polls in the UK seem to suggest sentiment is 50/50. The UK Chamber of Commerce has conducted a national poll on Brexit with its members. The results are: 50% “stay”, 35% “leave” and 15% undecided. The International Monetary Fund Director Christine Lagarde says she doesn’t believe there is anything positive to come from a Brexit, while the Bank of England Governor Mark Carney warns that the UK leaving the EU could trigger a recession. Those on the opposing side call these comments “scaremongering”. So what will the results mean to you regards to the exchange rates? This is going to depend on if you are buying or selling GBP. There appears to be consensus among currency experts that if
the UK stay in the EU the rate for GBP/EUR will go up. We could get above 1.30. Everyone seems to agree that if the vote is a “no”, the rate will go down, possibly below 1.20. Looking forward to 24 June, if the winning result is a “yes” and the GBP goes up, will the pound stay strong? Not necessarily. After the initial rise, markets could start selling off sterling which will make it move downwards. If the 'no' vote prevails, after an initial downturn the markets may start to buy sterling; after which we could see it get stronger. Confusing? Somewhat! But we will watch the markets. Generally, they tend to take polls into consideration and as we get closer the markets could have already factored in the vote, even though they are second guessing the outcome. f you are planning to move to Portugal, or at least thinking about it, we have good news. The non habitual resident (“NHR”) taxation regime; a scheme for new residents that can provide substantial tax benefits, so much that you may discover that Portugal is a tax haven for you. The non habitual resident (“NHR”) taxation regime came into force in Portugal in 2009 and is proving very successful at attracting individuals of independent means, pensioners and certain skilled professionals to establish residency in Portugal for tax purposes, while not being subject to any minimum or maximum stay requirements. In addition to the non-existence in Portugal of wealth tax, or of inheritance/gift tax for close relatives, the NHR regime essentially grants qualifying individuals the possibility of becoming tax residents of a white-listed jurisdiction whilst legally avoiding or minimising income tax on certain categories of income and capital gains for a minimum period of 10 years. A major feature of the NHR regime lies in its interaction with the double tax conventions signed by Portugal or with the OECD model tax convention in the absence of one. In effect, most double tax conventions (of which Portugal signed 71) grant the possibility to tax most categories of income to the country of source of such income, although in practice, so as to attract foreign investment, many countries will not make use of that possibility to tax non-residents. Since most such categories will not be taxed in Portugal in the hands of a NHR because they may be taxed abroad, in practice most foreign-source income types will be zero taxed in such hands. Under the NHR regime, the following categories of foreign-source income and capital gains (except if sourced from a blacklisted tax haven which has not signed a double tax convention with Portugal) will be generally exempt from income tax in Portugal since they may generally be taxed in the source country, even though they will not often be taxed in the hands of non residents in the latter country either: • Profits derived from eligible occupations • Royalties and associated income • Dividends, interest and real estate income • Capital gains from the alienation of real estate (including shares deriving more than 50% of their value from real estate) and of ships or aircraft operated in international traffic Capital gains from the alienation of movable property (other than shares deriving more than 50% of their value from real estate or ships/ aircraft operated in international traffic) will be tax exempt if the relevant double tax convention states that they may be taxed in the source country, but this is not the case with the OECD model or with the generality of the conventions,
and therefore some basic tax planning may be required. It should be noted that several countries often deemed “offshore tax havens” do have double tax conventions with Portugal and are therefore white-listed for the purposes of the NHR regime. In addition, all EU member states are white-listed, even though several such states may in many ways be used as “offshore tax havens”, especially by non-residents from that country. Occupational pensions will be tax exempt in Portugal as long as they may not be deemed sourced from Portugal. Foreign-source income from employment (including fees of directors and entertainers or sportsmen) will not be taxed in Portugal if it is taxed (at whatever rate) in the source country. Portuguese-source income depends on whether or not it is derived from eligible occupations, will be taxed as follows: • Employment income (including fees of directors and entertainers/sportsmen), business or selfemployment profits and royalties (including payments for know-how), if derived from eligible occupations will be subject to a 20% flat rate • Other Portuguese-source income will be taxed at the normal rates applicable to regular resident taxpayers; • A surcharge of 3.5% applies to the slice of the total taxable income (whether subject to progressive or flat rates) which exceeds for each taxpayer the minimum guaranteed wage of EUR 5,786 p.m. In conclusion, in order to maximise the advantages of the NHR regime it has to be taken into account not only the Portuguese tax law, but also the tax law of the source country of the income, as well as the double tax conventions applicable to the foreign-source income and advantages to receive as a NHR. Please feel free to contact us to discuss your personal situation and see whether you meet the criteria to qualify as a non-habitual resident (NHR). Although the granting of NHR status is not automatic, it will not be refused if all the legally applicable criteria are met.

nnual and perennial climbing plants never fail to draw the eye or command attention as they rise through and above a tapestry of surrounding plants. They are invaluable for creating rhythm or repetition within the garden and for providing vertical accents, as well as prolonging or enhancing small and large-scale planting schemes. Using climbing plants in a variety of ways can bring exciting results. Nature can sometimes show us how we should grow climbers more effectively and perhaps encourage us to think more laterally at the same time. In the wild, climbing plants curl, twist or twine around their hosts for support as they reach towards the light. The leaf stems of Clematis vitalba (old man’s beard) reach out and wrap around other plants, as do the strongly twining stems of Ipomoea. In the garden, climbing plants can be allowed to trail as ground cover, weave among foliage or scramble through a host shrub or tree, as nature originally intended. Think of the endless plant combinations you can achieve by growing climbers through shrubs, herbaceous perennials and grasses, lengthening the period of display or season of interest. This maximises the use of garden space and at the same time enlivens those evergreen or deciduous shrubs that can look rather sombre before or after flowering. Essential as they are in providing structure to schemes some shrubs can take up a lot of space, and can be better employed as ‘natural’ supports for climbing plants.
Maintenance of climbers
Some basic maintenance is required to get the best from climbing plants, and encourage them to weave through their host. Remember to tie in climbers on a regular basis with garden string or twine to the host shrub or perennial as they are growing. Groundcover climbers need to be

trained along the ground and held in place using wire pegs as they grow. Ensure evergreen grasses are raked out in spring before climbing plants start to grow. Prune out old wood on summer-flowering shrubs in the spring prior to training climbers onto the currentyear’s canopy. Trim shrubs to assist the climber if necessary. Strongly growing climbers should be planted outside the edge of the host-shrub’s canopy. Feed climbers with a nitrogen-rich fertiliser in spring and switch to a high-potash formula
in early summer, following the recommended application rate. Sprinkle fertiliser around the base of the plant and lightly fork into the soil. Prune clematis in spring according to their group type and tie in. Spring-prune shrubs grown as coppices such as Sambucus or Buddleja before climbers begin to grow. Deadhead regularly through the season. Cut herbaceous climbers to ground level in autumn and give winter protection to the rootstock if required. Mark O'shaughnessy

ight professional football players together with two club officials and four businessmen were arrested on the final weekend of the season by the Judicial Police in respect of match fixing and irregular betting activities following operation 'Jogo Duplo'. Players detained are from Segunda Liga clubs Oliveirense and Oriental (Lisbon) whilst Carlos Oliveira (president of Leixões) and Nuno Silva (Leixões Director of Sport) were also taken into custody. Leixões maintained their place in the league after a 2-1 win against already relegated Oliveirense. Meanwhile, although SC Farense, who scored twice in the final three minutes, won 3-2 away at Gil Vicente they ended up in the relegation zone. The club is hopeful that the police
