RECORD EASYJET FIGURES HELP BOOST EMPLOYMENT IN PORTUGAL’S HOTELS AND RESTAURANTS

he ferry that used to ply the route between Portimão and Funchal, in Madeira, has been selected by the Empresa de Navegação Madeirense which is set to operate the route this summer. After a break of six years, the ‘Volcan de Tijarafe’ is being chartered Naviera, Armas, with the first crossing planned for July 2nd. The prices and timetable are being worked on and the expected June start date has already been moved to an inaugural voyage in July, starting from Tenerife, in the Canaries. The ferry trip between Madeira and Portimão is expected to take 23 hours, quicker than specified in the tender document. The Madeira regional government was offering a €3 million-a-year safety blanket for the operator to provide a cargo and passenger service with a journey time of “less than 24-hours.” The triangular trip connects the Canary Islands, Madeira and the Portuguese mainland - a round trip that made short visits to Madeira impossible unless returning by air. The plan is to leave the Canary Islands on Sundays, arrival in Funchal on Mondays and in Portimão on Tuesday mornings. The last of the 12 trips planned for 2018 is due to start on September 20th. The Volcan de Tijarafe ferry schedule was scrapped in January 2012 by the Spanish operating company, Naviera Armas, after three years service. The reason for the decision, according to the operator, was an increase in landing charges levied by the port authorities in Funchal. In its last year of service, the Portimão to Funchal route carried 22,000 passengers and 4,500 vehicles.

Portugal’s restaurants and hotels have registered a welcome number of job increases as at the end of the first quarter of 2018, according to data released by the National Institute of Statistics. For the first time in 10 years, the number of jobs at the end of March was up on the year before as the sector employed an additional 21,400 people. The restaurant sector led the increase, taking on 17,400 new members of staff, taking the total in the market, to over 315,000. José Manuel Esteves, general director of the Hospitality and Restaurant Association of Portugal (AHRESP), commented that this growth in the restaurants and accommodation sectors reflected, “the confidence of our members. Even in low season, companies are hiring, which means that we are on the right track in the fight against seasonality.” Supplying the tourists to fill hotel rooms and swell Portugal’s restaurants, UK airline EasyJet has reported its “best winter ever,” after the company transported 36.8 million passengers in the six months to 31 March, with a seat occupancy rate of 91.1%, up 0.9 of a percentage point. “The robustness of the easyJet network and business model helped the company to deliver a strong performance in the first six months of the year,” read the airline’s statement, attributing its success to a “positive business environment and increased occupancy rate as well as capacity reductions at other airlines operating in easyJet markets.” easyJet’s revenue rose 19.5% to £2.183 billion, compared to £1.827 billion in the same period last year and the company claimed its total revenue per seat had increased by 10.9% to £54.10 while the overall cost per seat, excluding fuel, increased by 2.2% to £43.11, allowing a pre-tax overall profit of just £8 million. This slim profit is a lot better than the same period last year when the company managed to lose £212 million. “Our performance was helped by the capacity reductions of other airlines, but it was also due to the robustness of the easyJet brand, which is now the UK’s most approved brand of air transport services, surpassing BA for the first time,” trilled Johan Lundgren, easyJet’s new CEO.

THE ARTS DOM PATTINSON AND JÜRGEN LINGL-REBETE

The Conrad, Quinta do Lago. 1 June -31 July Dom Pattinson is an unusual urban artist as he had formal training from Winchester School of Art and did his MA at the Glasgow School of Art. His work is full of subversive humour, and often incorporates text – raw and witty straight from the can. Dom has a massive celebrity following and pieces are now in seriously high demand; he has recently been commissioned to paint the outside of Tower 2 of the new World Trade Centre. Showing alongside Dom Pattinson, and also under the auspices of Loule’s ArtCatto, Bavaria-born sculptor Jürgen Lingl-Rebetez is famed for his iconic wood figures carved with a chain saw. His subjects include religious subjects – Angels, holy figures and monuments – nudes and Animals. His works are found both in private and public collections across Europe, the US, Canada, Russia, Australia, Singapore and Hong Kong.

Corte Real, Paderne. Ongoing One of the Algarve’s most celebrated artists depicting contemporary scenes of local life. Giving her paintings a lively vitality, the animated figures convey a sense of rhythm and movement. Although her modern style is immediately recognisable, the techniques she uses are centuries old; making paint from pure pigments, egg yolk and linseed oil, she completes the linen canvas by impregnating it with handmade beeswax pasta.

In this exhibition, nature and the tree take centre stage, with the artist exploring the form, history, culture and importance of the tree and the synergies it creates.

FESTIVALS THE PARADE OF POPULAR SAINTS

Quarteira 12, 23 and 28 June, starting 21.00 Held once a week, over three weeks, along the waterfront, hundreds of marchers representing the city’s different streets, parade in their speciallycreated costumes, entertaining onlookers with the often quirky song and dance numbers created for the event, (the inspiration for Carnival in Brazil). During these celebrations people eat, drink and have fun on the streets, some braving to ‘jump the bonfire’. A tradition is to offer your sweetheart a pot of aromatic basil, containing four-line verses speaking of love – the event is linked to the ancient fertility rites and the summer solstice.

INTERNATIONAL ALGARVE FAIR

Fatacil showground, Lagoa 2-3 June The International Algarve Fair, the largest annual event for the international community held in Portugal, is sponsored and organised by The Portugal News, supported by Lagoa Town Hall and KISS FM. Fashion Shows, dance shows, concerts, The Algarve Dog Show, local Firemen from Lagoa who will thrill the kids (of all ages) with a wires slide, or let them see how they can put out a fire (safely!). The atmosphere bubbles with excitement – everywhere you turn there is something that catches the eye, enchants the senses, fulfils the curiosity. And there is music around every corner at this, one of the most important cultural entertainment events in the Algarve. It is hippy, hoppy, happy, and not to be missed. Just wear comfortable shoes! PORTUGAL DAY

10 June Portugal Day, officially known as Dia de Camões, de Portugal e das Comunidades Portuguesas, commemorates the death of Luís de Camões on 10 June 1580. Camões wrote the Lusiads – the poem is considered to be the most important piece of Portuguese literature, and has became a symbol for the glory of the Portuguese nation. Camões lost one eye fighting and was shipwrecked off the coast of present-day Vietnam. Legend says that during the shipwrecking, he kept his epic poem dry by swimming with one arm and keeping the other arm above water.

HOT STUFF

One of the joys of life in the sunshine is the opportunity to cook and eat outdoors. Whether that means a hibatchi on the balcony, or a grand exterior kitchen with every conceivable mod-con, the end result is sheer enjoyment… and a great meal.

F

rom the most basic form of cooking, barbequing has developed into something of an art today, where equipment becomes evermore sophisticated, food writers are fast to produce yet another how-to tome, and every chef seems to have developed a favourite new ’rub’. All hot-weather countries have their own style, and their favourite dishes, as well as their preferred methods of cooking – some with gas-fired BBQs, some with charcoal, others with speciallycomposed wood chips, and there are, of course, those who opt for electric versions. And recipes themselves vary hugely, many requiring long marinade timings and speciality cuts, while others compete to produce the definitive single, simple food theme – the perfect chicken dish, for example. “No fuss, less fat, more flavour, most fun” is the message from master-cook and author Eric Treuille (if you are lucky, you might still be able to pick up a copy of his book Barbecue on Amazon and you’ll never be lost

for inspiration). The right kit But before you start experimenting with wild and wonderful flavours you need to get your kit sorted out and what you choose relates, to a large degree, to your lifestyle and catering intentions. We posed different scenarios to expert Lee Turner of BBQs Algarve in Almancil to find out where the sizzle factor sits. We are a family of five, and once the sun is out and stays out, we barbecue as often as we can, but frequently with mixed things, like hamburgers and sausages for the kids and steaks for the grown ups. What do you suggest as the perfect BBQ to meet our needs – and one that doesn’t require too much after-cooking care? The Broil King Baron 420 has plenty of space for five on a day-to-day basis but also has a little extra space for when you have friends over. The Broil King range is one of only a few brands on the market which can safely store

a standard-size gas bottle inside the base unit/trolley and still have some room for your accessories. If you want to be a little more adventurous go for the 490 which includes a rotisserie and a side burner for even more versatility. There are just two of us and we like experimenting with complex tastes and special rubs etc. It there a BBQ that is the right size for two, but stays hot for a good long time? Again from the Broil King Range, the Gem 320 is ideal for two but can stretch to catering for six if needed. The side shelves can fold down for very easy storage. Smoker boxes and rubs can be used on all BBQs, but on those with oven hoods you have much greater control over the temperature so you can cook ‘low and slow’ to increase the intensity of the marinade/rubs/smoking chips. We are based up in the hills, where is gets windy, is hotter in the summer, and colder in the winter. I would like to barbecue once a week, but don’t want to spend a small fortune on kit that will not survive in extreme temperatures. When looking for a good BBQ it’s best to chose one that’s made from more durable materials like cast aluminium or stainless steel – the mild steel used in bargain BBQs will not last in the humidity/rain and if the side shelves are thin steel they can warp in extreme temperatures. It’s also worth going for a brand that has stood the test of time so you know if needed further down the line you can get spare

parts easily. The build for our new house is starting shortly and we have allowed generous outside space for entertaining, which we plan to do a lot, and for decent-size numbers. The idea of an outside kitchen appeals to me enormously. Where do I start and what do I need to build into our plans regarding electrics, gas supply etc? Outdoor kitchens can be as large or small as you like from just a simple barbecue and sink to a full outdoor kitchen with fridges, dishwashers, rubbish bins and storage. Electrical points are always handy and needed if the BBQ has a rotisserie or built-in lights. All gas barbecues can run on bottled gas or the gas from inside the house, providing it is LPG. Steel-framed lightweight kitchens can also be used on roof terraces as they do not weigh much nor need foundations. I want to be able to do everything possible on a barbecue, from traditional roasts to baking bread. Is there something that will do everything, including keeping plates warm? The Broil King Imperial XL is the Rolls Royce of BBQs; it has a large main oven with rotisserie and back burner – capable of cooking up to three chickens, a large turkey or even a suckling pig – then also another smaller oven which can either be used to keep fish and meat separate or on very low to warm plates. I have even seen someone bake

a cake in the small oven while preparing the main meal in the main one. Without splashing out on a complete outside set-up, is there a BBQ that includes a preparation area? Even the smallest BBQs normally have side shelves with

enough space to prep one side and have plates or serving platters on the other, but also look for one with space for your condiments, hooks for tools and, of course, space for you glass of wine or beer. And now for some recipes…

LEE’S FAVOURITE BROIL KING GRILLED LAMB CHOPS WITH ASIAN BUTTER SAUCE For six * 1/3 cup cilantro, chopped * 1/4 cup honey * 2tbsp soy sauce * 2tbsp brandy * 3 cloves garlic, minced * 18 1” thick lamb chops * 1 cup chicken stock * 5tbsp oyster sauce * 1/4 cup fresh lemon juice * 1tbsp sugar * 1tsp chinese five-spice powder * 2 green onions * 1/2 cup butter, cut into pieces

1. Whisk cilantro, honey, soy sauce, brandy and garlic in a glass dish to combine. Add to this the lamb and cover, or place everything in a resealable bag and seal. Refrigerate overnight. 2. Preheat barbecue on HIGH, then reduce heat to MEDIUM and lightly brush the grids with oil. Place the chops on the barbecue and cook for 2 minutes, then rotate then a quarter turn on the same side for great grill marks. Cook for another 2 minutes, then flip to the other side for 2 minutes. Rotate the lamb on last quarter turn for 2 minutes (for medium rare). Remove to a platter and let rest, tented with foil for 4 minutes. 3. Meanwhile, combine the chicken stock, oyster sauce, lemon juice, sugar and five-spice powder in a saucepan and bring to a boil. Boil until the sauce is reduced to 3/4 cup, about 12 minutes. Reduce heat to LOW, and add green onion and butter, stirring until the butter melts. 4. Place chops on plates and spoon sauce over top.

SUSI’S CALIFORNIAN GREAT AUNT’S 1960 SIMPLE CHICKEN MARINADE For four * 1 large chicken, in quarters, skin on * 1 cup ketchup * ½ cup each lemon juice, honey and dark soya sauce * Garlic salt 1 Put chicken pieces, cut side down, in a large dish and sprinkle with garlic salt. 2 Mix all other ingredients together and pour over chicken. 3 Cover, and leave in fridge for at least three hours, turning when you remember. 4 Pat with kitchen towel to remove surplus marinade before putting chicken on a hot barbeque. 5 Brush with the marinade every few minutes until cooked through and ready to serve

Bringing together a highly imaginative photographer and a top-class printer, Galeria CĂ´rte-Real has created a collection of fascinating black and white images that view the Algarve from unusual perspectives. 14

hey have been taken by photographer and interior designer Tom Compton, who frequently collaborates with Galeria CôrteReal. Based in the Algarve, he also undertakes design projects for venues such as Vila Joya, one of the world’s finest boutique hotels. Exquisitely located on the beach near Galé, currently Compton’s photographs grace many of the hotel’s tasteful and luxurious rooms. He credits the crisp quality and intensity of the photographic prints to Peter Trew. He is a recognized professional who has worked with the best; David Bailey, Terence Donovan and Linda McCartney, to name but a few. From the 1990’s, printing fine quality photographs at his laboratory in London. For ten years Linda McCartney trusted him with all her work. This included the best selling

Tales from an expat in Portugal Waist not, want not… Anthony Martin has finally admitted that size matters – certainly when it comes to trousers..

"That, in a nutshell, is my present problem – my waist. I had a working one for years. It was there last month, and I really can’t remember a time without one but now it’s gone."

I

t is said that if you want to know what you are like – look at your friends. So, I took a long look at some of them and decided that, if I’m not there already, I am certainly well on the way to becoming a boring old fart. It is true that they and I, am ‘of a certain age’ and being of that age we tend to slow down, creak a little and even feel the occasional twinge but we need to either accept it or do something about it but either way, we must stop continuously bloody talking about it for when we sit at a table and eat together it’s the only topic of conversation. We are on first name terms with every doctor in the Algarve; we talk of our symptoms, the operations we have had, operations we may need and operations we are told we will need in the future and it’s only my male non-golfing friends who are so obsessed. Never mind an apple-a-day keeping the doctor away, it’s obviously all that clomping over fairways, greens and bunkers while swinging the arms around that does it. Not so long-ago we men discussed all manner of things: women, sport, women, travel, family matters, women but lately we have forgotten this. When, and more importantly how, did we seamlessly shift from sex, drugs and rock ‘n roll to artificial hips? If this is the consequence of retirement – I want out. That’s the problem, we need to keep interests and activities alive. Apart from the obvious benefits, we then have subjects to discuss, argue and dissect and my eyes will stop glazing over as the table conversation switches to a monologue on the technique of mitral valve replacement. This preoccupation with declining health is decidedly not healthy. So, needing to redress my personal balance, halt the decline and regain my vitality, to say nothing of my waistline, I bought a treadmill which now takes pride of place in the guest bedroom, standing next to the static bike, free weights and yoga mat, all waiting to be used. And, discipline being the most important part of an exercise regime means that at precisely 8:30 each Monday,

Wednesday and Friday you will find me wearing my pristine trainers and polishing my pristine machines whilst coming up with yet another reason not to get sweaty and breathless. I’m doing well at this, even the serried ranks of multiple sized trousers in the wardrobe have yet to galvanise me into action. There they hang, carefully arranged in order of size, smallest to the left and going up incrementally to four sizes larger on the right whilst I resolve that one day I shall be able to pick from the left. Aah yes, I remember them well - the trousers of days gone by. The skinny ones, the baggy ones, even the bright orange striped linen ones I wore for holidays in the sun. But most importantly, they were all one size. That, in a nutshell, is my present problem – my waist. I had a working one for years. It was there last month, and I really can’t remember a time without one but now it’s gone. How did this happen? How is this possible? How can a waist that, for so many years, without complaint, held up countless pairs of trousers, from drainpipes to flares, suddenly renege on its duties? Not only is it unfair but it’s also embarrassing. When approaching an attractive woman, I feel it necessary to pull my shoulders back, push my chest out and hold my stomach in. This however produces an unfortunate side effect as it makes my face go purple. Said attractive woman is then confronted with an apparition that is not far removed from walking rigor mortis, coupled with a voice that is a cross between Donald Duck and an inebriated Marlon Brando in his godfather role - I think this could possibly be considered counter-productive to the founding of a lasting friendship. But, those of us so afflicted have been granted a temporary lifeline. The present trend for men to wear their shirts outside their trousers is a boon especially as the only trousers that appear to be available in the shops are slim-fit and skinny-legged. Do retailers think that no-one over the age of 50 could possibly be a customer. Why cannot clothing designers take a man’s shape, age etc into account. We surely are a worthwhile section of the market – mortgage free, children left home, insurance policies available to draw upon and we have spending power. We are Fulfilled, we are Active, we are Tasteful, we are Tolerant, we are Independent we are Energetic, and we are also Solvent. In short, we are F.A.T.T.I.E.S. and still I can’t find a fashionable pair of trousers that fit. So, look to it clothing industry and think of us.

I

f you have been visiting the Algarve for a while you might remember that a couple of years ago there was an amazing Mexican restaurant, Parrilla Mexicana, in Almancil. This used to be mine and Lily’s favourite Mexican! Since it closed, I have been looking for another GOOD Mexican restaurant, I have tried various and they have all been, in one word, meh. All of this changed recently when I heard about this new Mexican place in Faro called Guaka, situated within a 2 minute walk away from the Marina. As you walk in you immediately feel an amazing ambience, filled with fun colours, skulls drawn on the walls and a huge chandelier made out of Corona bottles (I did wonder how long it took to drink all that beer). The fast paced Mexican music just lifts your spirit! The menu does not have a vast

variety, but to me that is actually a good sign as the food was absolutely delicious. Their cocktails also need to be mentioned, other than Delicious, their presentation was also filled with colour. One of my favourite parts of the restaurant is a projected countdown clock on the wall. I am looking at it and wondering why a place would need a countdown clock, until it happened! The Mexican mariachi music starts playing louder and louder and the waitress started rushing out with tequila bottles and filling up your shots glasses, which was unexpected but definitely welcomed. It helped in making the night more memorable, and I can definitely recommend it if you are tired of seeing the same concepts. Something you do have to take into consideration is that Guaka do not accept reservations unless

The continuous popularity of the Algarve as a destination has led to increasing prices for both hotels and private rental accommodation alike. After two consecutive record breaking years of total number of visitors, it remains to be seen if 2018 will bring even better results. Chilli Boy Charity golf We take a moment to spotlight a great event that raised 12,000 euros for the Cancer Association of the Algarve, hosted by Chilli Boy in Vilamoura this year.

C

hilli Boy aka Viv Thomas has dedicated himself to supporting charities that have had a direct effect on his life. He believes one should give back more than you received from the men and women that work tirelessly to help those that are unfortunate enough to get something both them and their families struggle to come to terms with. Chilli Boy is also very aware of the need to support the country which in one way or another gives us the luxury of good living in general, and was also instrumental in his

recovery from cancer, with incredible technology, surgeons, nurses, hospitals, doctors and more. With this in mind Chilli Boy Piri Piri the company has run a charity golf tournament for the last 12 years with invited friends from around the world. The theme of the tournament is to have fun and ultimately to raise money for well deserving causes. The original group started with just 24 players and has expanded to some years being 64 and this year 52. The people that take part in this Chilli Boy Piri Piri Charity Golf

Tournament are past business associates. The tournament is run for a week mostly in the Vilamoura area but it has been held in Spain and also South Africa. The players themselves love the experience and each year when they meet it is like a family reunion. All the money raised comes from only these wonderful people with a generosity that is beyond words. Chilli Boy Piri Piri does not only focus on Golf but also donates to a Welsh Rugby club for their program in giving young children the opportunity to be coached and play the game of Rugby. This club is the home of Shane Williams, a famous name in the Rugby world and those of you that

"Once again, the central bank is not expected to raise interest rates anytime soon, with Markit’s latest round of services and manufacturing activity figures pointing to an economic slump that has extended beyond Q1 into Q2."

EURO The euro (EUR) delivered a rather muted performance in May, floundering as investors responded to a perfect storm of easing consumer price inflation, political turmoil in Italy and dovish expectations for the European Central Bank (ECB). Once again, the central bank is not expected to raise interest rates anytime soon, with Markit’s latest round of services and manufacturing activity figures pointing to an economic slump that has extended beyond Q1 into Q2. These concerns were shared by the ECB, with the minutes from their April meeting, warning the Eurozone may be vulnerable to a further slowdown in growth. Looking ahead, investors may remain wary of the euro, especially if the moderation of Eurozone growth is other data releases, while markets are likely to hope June’s ECB meeting will shed more light on the bank’s plans to jettison its quantitative easing programme. POUND Sterling spent the majority of May on the back foot, limited by below-forecast consumer price inflation, ongoing Brexit turmoil and fresh cautiousness from the Bank of England (BoE), but bolstered by news that the labour market continues to tighten - with unemployment hitting 4.2% in the three months to March. Now it appears that Bank of England Governor Mark Carney and many other policymakers will have to play it safe, with the possibility of a late-summer rate rise massively diminished. Moving forward, the focus will likely remain on the Brexit negotiation process, with issues regarding the customs union and the Irish border expected to dominate

headlines. If progress is not demonstrated then we could see Sterling continue to suffer. If data improves as we move through Q2, however, we could see the pound make a comeback. US DOLLAR The US dollar (USD) dominated in May, bolstered by ongoing hawkish expectations for the US Federal Reserve, easing trade tensions between the US and China and ongoing strength in the US labour market. Indeed, rising inflation continued to bolster expectations for a more aggressive path of monetary tightening this year, whilst strength in US treasury yields kept the ‘Buck’ strong against both the pound and the euro. The ultimate outlook for the US dollar is positive, but investors will be keeping a close eye on negotiations between the US and China, with any evidence of deterioration liable to send investors to safer shores. f you are planning to move to Portugal, or are at least thinking about it, we have good news. The non-habitual resident (“NHR”) taxation regime; a scheme for new residents that can provide substantial tax benefits, so much that you may discover that Portugal is a tax haven for you. The non-habitual resident (“NHR”) taxation regime is becoming very popular, in 2016 the number of tax payers under the NHR has increased 44% and although the numbers for 2017 have not been released yet, it’s expected to increase again this year. According to the tax authorities the tax exemption to these citizens, totaled 166M € in 2015 (the tax authorities have not released any other data for 2016 and 2017). However, the impact on the tax revenue of the arrival of these residents turns out to be positive because they pay taxes on income generated in Portugal, for example capital gains, besides the rates associated with consumption, the property transfer taxes and stamp duty. There are also significant impacts on local economies, on the real estate market and urban rehabilitation. The NHR is proving very successful at attracting individuals of independent means, pensioners and certain skilled professionals to establish residency in Portugal for tax purposes, while not being subject to any minimum or maximum stay requirements. In addition to the non-existence in Portugal of wealth tax, or of inheritance/gift tax for close relatives, the NHR regime essentially grants qualifying individuals the possibility of becoming tax residents of a white-listed jurisdiction whilst legally avoiding or minimising income tax on certain categories of income and capital gains for a minimum period of 10 years. A major feature of the NHR regime lies in its interaction with the double tax conventions signed by Portugal or with

the OECD model tax convention in the absence of one. In effect, most double tax conventions (of which Portugal signed 87) Grants the possibility to tax most categories of income to the country of source of such income, although in practice, so as to attract foreign investment, many countries will not make use of that possibility to tax nonresidents. Since most such categories will not be taxed in Portugal in the hands of a NHR because they may be taxed abroad, in practice most foreign-source income types will be zero taxed in such hands. Under the NHR regime, the following categories of foreign-source income and capital gains (except if sourced from a blacklisted tax haven which has not signed a double tax convention with Portugal) will be generally exempt from income tax in Portugal since they may generally be taxed in the source country, even though they will often not be taxed in the hands of non- residents in the latter country either: - Profits derived from eligible occupations - Royalties and associated income - Dividends, interest and real estate income - Capital gains from the alienation of real estate (including shares deriving more than 50% of their value from real estate) and of ships or aircraft operated in international traffic. Capital gains from the alienation of movable property (other than shares deriving more than 50% of their value from real estate or ships/aircraft operated in international traffic) will be tax exempt if the relevant double tax convention states that they may be taxed in the source country, but this is not the case with the OECD model or with the generality of the conventions, and therefore some basic tax planning may be required. It should be noted that several countries often deemed “offshore tax havens” do have double tax conventions with Portugal and are therefore white-listed for the purposes of the NHR regime. In addition, all EU member states are white-listed, even though several such states may in many ways be used as “offshore tax havens”, especially by nonresidents from that country. Occupational pensions will be tax exempt in Portugal as long as they may not be deemed sourced from Portugal.

Foreign-source income from employment (including fees of directors and entertainers or sportsmen) will not be taxed in Portugal if it is taxed (at whatever rate) in the source country. Portuguese-source income depends on whether or not it is derived from eligible occupations, will be taxed as follows: - Employment income (including fees of directors and entertainers/sportsmen), business or selfemployment profits and royalties (including payments for know-how), if derived from eligible occupations will be subject to a 20% flat rate; - Other Portuguese-source income will be taxed at the normal rates applicable to regular resident taxpayers; In conclusion, in order to maximise the advantages of the NHR regime, you have to take into account not only the Portuguese tax law, but also the tax law of the source country of the income, as well as the double tax conventions applicable to the foreignsource income and advantages to receive as a NHR. Special breaks for Special people… Often it takes personal experience to realise when there is a gap in the market and that is precisely how the concept for the award-winning Centre Algarve family holiday ‘village’ was born.

B

ack in 2009, when three friends got together for a pre New Year’s drink, the conversation turned to special needs; the father of one of the trio, Belinda Willis, had suffered a stroke which resulted in total paralysis of the left side of his body. Andy Mahoney who, with Belinda’s husband Tom, made up the group, talked about his longheld vision for developing a holiday project for families with disabled and special-needs children and their siblings. That conversation, right then and there, moved from chat to action plan and before the friends said their goodbyes that day, Andy had asked Tom and Belinda to source a B&B in the Algarve that could create the perfect holiday environment while he focused on all other aspects of the new business venture. Tom and Belinda started the property search within days of returning home, having pinpointed the East Algarve as the ideal destination. Within a week they had inspected 16 possibilities and assessed their potential. On 5 January, they found ‘the one’. A week later, Andy flew out from the UK, and the deal was signed that same day. Whirlwind, yes, but without question, the right decision. Today, Centre Algarve is a highly-respected charity, The 24x7 Special Needs Holiday Trust, with Andy the owner of

the operation and Trustee, Belinda the General Manager, Tom and son Sam the Deputy Managers, and daughter Amy in charge of Reception and Admin. “We knew the need was there,“ says Belinda. “There was no specialist holiday resort for disabled and special needs guests in Europe at that time and while there are facilities in the UK, you have to be allotted days there by your local council – you can’t go online and just book a holiday. And, if you are paying, the costs are easily double ours.” Well looked after While the average guest family is made up of parents and two children, 50% of holiday makers at Centre Algarve are single parents, who usually bring a friend or carer with them for extra support. And of course there are groups – anything from nine to 36 who arrive by bus from Faro Airport. Most guests stay for a week the first time they visit, but increase that to ten days or two weeks when they return. And return they certainly do – In fact an amazing 92% of 2017 bookings will be repeated this year. The Centre has 14 bedrooms in total. On the ground floor here are two totally accessible bedrooms for three guests with profile beds, en-suites with manual and ceiling hoists, wet beds for bathing, shower commodes

and washing machines. Also on the ground floor are two bedrooms that each accommodate five, two for four guests and one for two guests and these have walk-in showers and a seat and hand rails on each side of the bathroom. Careful planning has meant that whatever the party size– and the particular need – there is the right space, and the necessary equipment. Upstairs there are more rooms for special needs families and friends. So, the essentials are all in place, but it is the extras that make a big, big difference to the level of holiday enjoyment. “We have a Discovery Centre, which includes a communal kitchen sponsored by the Angels Theatre Group, a big, comfy lounge, a classroom with kiddies’ activity toys, a soft play/sensory room. There is also a hallway library, and a patio with a snooker, ping pong and football table,” explains Belinda proudly. To add to the options there are day trips to the beach, shopping trips to get food supplies and visit to the charming village of Moncarapacho, all part of the service and, best of all, free of charge. Oh, and there’s a heated pool, In-ground trampolining, mini golf, bowling, yoga and massage sessions! But top of most guests’ favourites are the animals. There are rabbits, tortoises, a kangaroo, goats, meerkats, a black pig, and countless flying friends, all used to onlookers and most ready to play. Future

plans include extending the children’s play area and adding water features, so that youngsters do not have to be in the water to have fun with it. Support in place Where there are special needs there is a need for special people. The Centre has five members of staff and a management team of three who have spent five years studying and travelling, sourcing special equipment and learning the specifics of working with disabled adults and children. All our staff here are CPR; AED adult, paediatric and disabled persons First Aiders and we are also qualified in swimming pool rescue first aid.” And then there are the volunteers. “We take on eight at a time,” says Belinda. “We have advertised on www. workaway.info for some eight years now and we have hosted over 1,000 volunteers to date from all over the world. Our advert speaks for itself and we only accept likeminded volunteers who understand what we achieve here every day and who would like to join our amazing team.” “We have now partnered with Algarve Health and Social Care, who are able to provide a number of models of respite care,’ adds Tom. “The level of care can vary to meet the particular needs; respite care can deliver a new dynamic

to the client’s life. Importantly, it can support families from the risk of ‘burn out’ and can accommodate a well-needed rest at the Centre Algarve.” Food is always part of the holiday enjoyment equation and it is something the Centre takes seriously. “We serve every dish that the Algarve has to offer and naturally understand if a meal has to be liquidised for soft pallet spoon-fed or peg-fed children. Most parents want to try our local dishes,” says Belinda, “but the children are not so experimental, so we created our homemade 100% chicken goujons, fish fingers and mini build-a-burger-range just for them. It has been a huge success.” Fundraising Sponsorship and charity donations are vital, and mean that deprived families who could never afford to go on holiday will be able to. The Centre Algarve Quiz team organised by Christina and Jeff Toft from Sao Bras, raise funds each month to enable disabled and special needs families and organisations within the Algarve area, to have a week’s free holiday at the Centre Algarve each year. Currently the organisation is looking to raise funds to buy its own minibus – the two it is using re being sponsored by the 24x7 Ltd company from the UK

Living in Italy, you learn a lot about fashion, about taste, and about style. Thais Moreira left her native Brazil and spent two years in charming Pesaroon the Adriatic coast before moving to Portugal and setting up shop on the Algarve

H

er shop, Maria Flor, is small, and away from the bustling main thoroughfares of Quarteira, tucked in a quiet little street behind the Octopus roundabout. Her clientele are all regulars, women in their 30s who favour individuality in their dress. Go into one of the big chains – Zara is a perfect example –and you will find rails of the same pieces, across the sizes and colourways. Great-looking, well-priced, high-styled, but instantly identifiable. Thais’s objective has always been to hand pick from different collections, and never to buy any single style in depth – so much so, she rarely carries more than one of a design. Italian labels Artigli and Spaccio are two of Thais’s own

favourites and she travels to Bologna each season to make her buying decisions. Alongside these, she brings together Portuguese and Brazilian collections that she feels will appeal to her customers. What clients especially like is that they can book a personal, one-to-one appointment and have the boutique and Thais’s attention all to themselves. Or, they can check out the new season’s designs on Facebook, and call to arrange a home visit. We asked Thais about trends for the season ahead, now the sun is out and people are looking to shop. “Today,” she says, “we are living in an ‘anything goes’ fashion environment, but there are distinct themes in the newest collections. Colour abounds, from pale pastels to the brights, with intense shades of fuchsia, blue royal, yellow

A RIGHT ROYAL WEDDING PRESENT FOR

ACCA’s fun-raising raffle at the Dunas Douradas Beach Club on Saturday resulted in sufficient funds to buy young Marley his muchneeded oxygen unit.

T

hanks to the generosity of the many sponsors who put up prizes to be raffled, and the overwhelming response from visitors there to watch the Royal Wedding on the big screens, children’s charity ACCA, which looks after deprived youngsters across the Algarve, raised almost €2,000 on Saturday. A particular cause had been pin-pointed for the event, young Marley, a six- year-old from the Algarve who was born with various medical problems including muscular dystrophy and a congenital bone condition. He has a global delay which affects many things in his body such as his speech, hearing, understanding and more. Marley is in need of his own oxygen unit which will help him breathe better. He came

to the wedding celebrations with his dad, his little sister, and his mum, Kate, who, through her blog, works to create a greater awareness of the needs of those with disabilities and to support parents who may also be facing a difficult journey of their own. Just there briefly, Marley smiled a lot. ACCA’s thanks go to the staff at Dunas who worked long and hard to accommodate all the guests. The wedding cake, prepared by their chef, was cut at 2.30 exactly, and shared with the visitors. PS: The actual figure raised was €1,946.49 – if anyone wants to make the kitty up to an even €2,000 that would be wonderful. Recently a horrific attack saw a masked gang assault players and officials at their world famous Alcochete Academy where the likes of Figo, Cristiano Ronaldo and Eric Dier learnt their trade. Fans were distraught after losing their final Primeira Liga game in Madeira thus missing out on a lucrative Champions League qualification and allowing archrivals Benfica to take the spot. Many fans and investors are unhappy with the attitude of Sporting president Bruno de Carvalho who had previously launched a rant on social media, following Sporting’s 2-0 Europa League quarter-final first leg loss to Atletico Madrid, threatening

to suspend almost all of the “spoilt brats” in the first team. In addition Police have conducted searches and made arrests for alleged “active corruption in sport” as part of an operation codenamed Cashball. Bruno de Carvalho’s right-hand man and team director, Andre Geraldes, was among those detained. Geraldes is suspected of matchfixing by allegedly bribing referees and players, mostly in handball matches, but also in six football games. Rumours are that a number of top players and even manager Jorge Jesus could leave the club. Highly rated midfielder Bruno Fernandes, who has been linked with the likes of Tottenham Hotspur and Liverpool, appeared to tell teammates, “It’s been a pleasure being with you all,” in a leaked video after the attack

alking Football tournaments for the ‘over fifties’ have been coming thick and fast. Browns Sports & Leisure Club, Vilamoura hosted a highly successful event involving teams from Preston North End (Lancashire), Portsmouth (Hampshire), Long Bennington (Lincolnshire), Thanet (Kent), Clitheroe (Lancashire) Fife (Scotland), Browns (Vilamoura), EAWF Olhão, EAWF Tavira and EAWF São Brás. With four trophies up for grabs, teams maintained an interest in the competition right through to the final afternoon. East Algarve Walking Football saw three of their five teams make it through to the semi-finals of the main competition with EAWF Olhão Whites losing to a strong Portsmouth Blues on penalties after a 1-1 draw. In the Plate Final, ‘Browns One’ edged out Preston North End on penalties. The Bowl Final saw Long Bennington victorious over Portsmouth Yellows by a single goal whilst the Wood Final resulted in AM Soccer Club (Fife) lifting the trophy after winning a tense penalty shoot-out against ‘Browns Two’. A week later Boa Vista Strollers (Lagos) joined EAWF Olhão, EAWF Tavira and SC Olhanense Veterans to help celebrate the 106th Anniversary of Sporting Clube Olhanense. PORTIMONENSE IN LIMBO

fter losing four Primeira Liga games on the trot, Portimonense bounced back with a final day 3-1 victory over P.Ferreira and in the process sent the team from the ‘European Capital of Furniture’ spiralling into the Segunda Liga next season. Portimonense finished midtable in tenth place but will now have to look for a new coach as Vítór Oliveira could not reach agreement over a new contract so will leave the club at the end of June. Oliveira prefers to coach in an environment where he can challenge for titles, in his career, he has had twenty-one managerial positions, and has taken five clubs up to the top flight: P.Ferreira (1990–91), União Leiria (1997–98), Leixões (2006– 07), Moraines (2013–14) and Portimonense last year. Top scorer Fabrício is rumoured to be on his way with SC Braga and Olympia (Greece) chasing his signature. Paulinho, on-loan last season from FC Porto, returns to join the Primeira Liga champions.
