PORTUGAL RANKED 5TH BEST COUNTRY IN WHICH EXPATS LIVE AND WORK

I

n a survey, guaranteed to gain wide coverage across Portugal’s media, the country has been nominated as the fifth best in the world in which expats live and work. The Expat Insider survey, conducted annually by InterNations, this year received opinions from 13,000 expatriates from 166 countries. Respondents considered Portugal as the number one in terms of its friendly attitude towards foreigners,

he Algarve’s hotels association hopes the installation of defibrillators in many of its top sites will increase the image of safety for tourists when choosing their holiday destination. Member hotels of the Association of Hotels and Tourist Enterprises of the Algarve (AHETA) will always have staff on duty who are trained in the use of the machine. This follows a protocol signed between the association, the Regional Health Administration of the Algarve and the Academic Centre of Research and Biomedical Training of the Algarve. The potentially lifesaving equipment will be installed in the region’s hotels and “continuous training in basic life support” will be provided to employees. The objective of the Algarve Heart Safe project is to show tourists that the region cares about their health and is fully prepared for any emergency cardiac arrests that happen in its hotels. The region’s ‘competitive positioning’ will be boosted by the availability of these defibrillators but these are just a part of the region’s healthcare mix of hospitals, health centres and beach-side first aid facilities during the summer months which contribute to the Algarve’s growing reputation for excellent emergency care when tourists run into problems when here on holiday. “The agreement is part of a strategy to develop and improve the quality of all health and wellness tourism products in the Algarve by creating a network of active partnerships between the various public and private institutions, hotel establishments and regional health facilities,” concludes the AHETA.

‘HEALTH TAX’ TRIGGERS A 25 PERCENT DROP IN CONSUMPTION OF SUGAR-FILLED SOFT DRINKS

P

ortugal’s taxation of sugary soft drinks has helped trigger a 25 percent drop in their consumption. Purchases of sugar-laden drinks fell 25 percent between February and July 2017, after a new ‘health tax’ was imposed and the Ministry of Health now plans to apply the tax on a wider range of soft drink products. The public has started to turn away from sugary drinks to those with a lower sugar content, which are cheaper by comparison. In February, sugary drinks accounted for 45 percent of the total sales of soft drinks. By July, this ratio has changed dramatically to 27 percent ‘sugar-rich’ and consequently, 73 percent of less sugary drinks. “In six months, a very short space of time, there was a large transfer of consumption, which is very positive,” said Secretary of State for Health, Fernando Araújo. The treasury is happy too as the new tax already has raised €46.7 million and should hit the year-end target

of €80 million, as per the 2017 State Budget. But the taxman wants to introduce another taxable band of sugar-filled drinks to put producers under pressure to reduce sugar content - and to rake in more money The industry has been adapting to the tax, with Sumol reducing the sugar content in its range in order to pay less tax. Coca-Cola has also been pushing Coca-Cola Zero in its advertising to encourage consumption of a drink that does not attract the ‘health tax.’ Other measures have helped to encourage consumers to make the switch, such as banning sugar-filled drinks in vending machines in health centres and hospitals. Consumers are reacting to sugar content and the unit price rises caused by the new tax. A 330ml can of Coca-Cola, for example, contains 35 grammes of sugar - the equivalent of 7 teaspoons - which is viewed by health professionals as an absurd amount of sugar in just one drink.

ortugal is known for many things, its amazing weather, the flavourful inexpensive wines, the delicious cheese, etc. But one of my favourite things about Portugal is its stunning nature. An interesting fact of the day for you all is that Portugal is actually one of the most densely forested European countries. One of the best ways of experiencing it you ask? A scenic and breathtaking (quite literally) hike! My girlfriend and I love hikes, specially when the temperatures start to drop and you can actually enjoy the sun and not just hide from it. Our top two favourites spots are just 30min (ish) away from the central Algarve. “Fonte Da Benémola” A beautiful yet short, 4.5km long, hike. Fonte da Benémola a protected land which occupies an area of 390ha. The well known “Ribeira da Menalva”, a little river which crosses Fonte da Benémola, is one of the areas’ greatest treasures. The area is rich in rural infrastructure, such as dams, sluices, scoop-

wheels, etc. You even have to cross the river via some well placed stones, which is everyone’s highlight of the trip! Next to said river, there are also a number of picnic tables, ideal for a small lunch surrounded by nature. “Rocha Da Pena” A slightly longer hike, around 7km in total. You will probably break a sweat, as the beginning is quite an uphill battle, however all the effort is worth it and truly rewarding once you reach the top of the 480m plateau. Once you reach the top you will find one of the most scenic and peaceful views around! Now is the time to have a break, eat some snacks and just enjoy the surrounding nature. DUCK BREAST

AND SETÚBAL MOSCATEL Famed for its port wines, you may not be aware of the country’s muscatel wine, grown in the Douro and Setúbal regions and known locally as moscatel. A cherished fortified wine, moscatel lends itself especially well to cooking. We first experienced duck breast in a moscatel sauce on trips to the Sétubal region. Located across the Tagus from Lisbon, the region is famed for the Arrábida Mountains, on which the muscat grapes grow. This is our homage to a culinary match made in heaven. You will need:

• 4 duck breasts, cleaned of veins and fat • 4 tablespoons Dijon mustard • sea salt • ½ teaspoon ground cumin • 1 glass moscatel • 2 oranges, cut into segments, cleaned of skin and pith • 2 tablespoons butter • 2 tablespoons olive oil

Preheat the oven to 70ºC. Rub the duck with the cumin and the mustard. Heat the butter and oil in a frying pan. Fry the duck breasts gently in the butter and olive oil until cooked through. Remove the duck breasts, wrap in foil and keep warm in the preheated oven. Add the moscatel, to the juices in the frying pan stirring gently for 2 minutes. Add the orange segments. To serve, divide the orange segments between 4 warm plates. Place the duck breast on top and drizzle with the sauce.

When we look at the volume of water used and wasted on irrigating grass fields, private or public, we soon realise that a major change in concept needs to be made in order to keep the fields green, without wasting so much water. One of the options to minimize the water usage in this subject is the choice of grass species, as some are less water consumable. Another way to minimize waste is to change the concept of the irrigation

method. Hydrokompass has developed a system to irrigate underground grass fields reducing the need of water by more then 80 percent. high running cost and maintenance. As one is getting older the work in the garden especially can become too much. Downsizing or rightsizing is the next step and when living on a countryside location this often goes hand in hand with relocating to a town or city where all amenities are nearby. Releasing equity by buying a smaller property and/or moving to a cheaper location could sometimes be beneficial too. What ever the reason for moving home might be, it remains a stressful event for many people. This is particularly true when you are downsizing. Often people prefer a more or less similar home with spacious living room and kitchen but fewer bedrooms/bathrooms and a smaller, low maintenance garden and ideally on a central location where one does not need a car all of the time. Moving from a tranquil countryside location with lovely garden and swimming pool to an apartment in a high density residential area in town center with busy traffic is not everyone’s cup of tea. Finding the right place is a balancing act not to be taken lightly. There are many coastal towns in the Algarve to choose from depending on your requirements. However, it is hard to beat what Tavira in

the East Algarve as to offer. This historic town is developing in a very pleasant way. Here history, heritage, tradition, beaches and tourism have blended well and the large, active expat community is living happily along side the friendly Portuguese people. As in most towns, there are many apartment buildings but not many detached properties to choose from. However, if you are looking for a property in the center of a town, Tavira should be high on your list. New developments are mostly located south of the N-125 as there is hardly land available in Tavira town center. So when a rare opportunity comes along to buy off- plan 3 and 4 bedroom semidetached villas and townhouses with private swimming pool on a very good location in the center of Tavira with all amenities within walking distance, one should pay attention. acca Children’s charity ACCA aims to bring a smile to young faces by providing professional support and much-needed back-up services. You can help ACCA help children

ACCA was formed 17 years ago, by a group of ex-pats keen to put something back into the region they had fallen in love with and chosen to be home. Led by Jane Oliphant, the small team looked at what was needed most and decided that they could best help disadvantaged children. Today, the ACCA team of dedicated volunteers, works tirelessly to meet those needs, fundraising to cover the costs of special treatments – physical, psychological and educational to give all youngsters the opportunity to thrive. ACCA has close relationships with orphanages, institutions, schools and individual families living below the poverty line, right across the Algarve. The charity has developed a series of on-going programmes. This year, for example, the Back to School scheme ensured that more than 800 youngsters could take full part in lessons

right from the first day of term. The Central Ladies Lunch Club, Vila Sol Golf Club, Laranjal Golf Club, Four Season Fairways in Quinta do Lago and St Vincent’s Anglican Chaplaincy were among those groups who fund-raised and shopped to provide back packs filled with essentials. ACCA knows how to party! With the support of marvellous backers such as the Conrad Hotel, top flight events are a feature on the Algarve’s social calendar. September’s lavish Casablanca dinner, dance and auction raised a stunning €20,000 for further ACCA projects. Requests for aid come from a variety of schools and institutions, and the needs are varied. It could be glasses for youngsters with sight problems who fail to see the world around them; or urgent dental work for kids who have never known a day without pain; or special equipment for those

The Captain’s Day competition staged by Laranjal in early September resulted in a cheque for ACCA for €22,000 and was made possible by sponsors that included Fiaal, KWV, Blevin Franks, Prime Wine, James Healey Staunch Ltd, Casa Curiosa, SGQL, Algarve Fine Foods and Art Catto. At the end of the postmatch evening, three young lads went round the guests with empty back packs and collected €1,280 towards the back-toschool programme. And Pinheiro Altos Club collects monies almost daily, and volunteers help when extra hands are needed. Last year, ACCA’s packs of luxury greetings cards (each card featured a painting from a well-known artist) which

were sold at various events, at golf clubs and prestigious shops, produced more than €5,000, and a new set of cards will be launched shortly and hopefully attract equally impressive revenues. Next up for 2017 is the annual Angels programme in which Christmas gifts are brought for kiddies – and could be the only one each of them receives. Last year ACCA raised funds, shopped, wrapped and delivered presents to close to 1,500 children across the Algarve and this year is aiming to match that. he past month has seen GBP/EUR slide to an eight-year low of €1.1217, but has now spiked to an eight-week high of €1.1221. GBP/USD has bounced from a low of US$1.2786 mid-August to a oneyear high of US$1.3338. EUR/USD climbed from US$1.1893 to US$1.2087, although it has now fallen to trade around US$1.1893. What’s been happening? The pound dropped to an eight-year low against the euro towards the end of August, as nervous investors bought the safe EUR following another missile test from North Korea. The euro also climbed higher on the building expectations that the European Central Bank (ECB) will discuss in depth the tapering of the enormous quantitative easing programme in the October meeting. Further support for the euro came from ECB President Mario Draghi, after he claimed that the strength of EUR exchange rates was not something the central bank was planning to target as part of its monetary policy.

The Ultimate Garden Predator! How to introduce or increase your own super bug garden predators

M

Praying Mantis

antis religiosa, referred to as the European Mantis outside of Europe and known simply as the Praying Mantis in Europe and elsewhere, is one of the most well-known and widespread species of the order Mantodea. Praying mantis is a most interesting and enjoyable beneficial insect to have around the garden and farm. It is the only known insect that can turn its head and look over its shoulder. Mantises lie in wait for their food and when close enough, snap it up with a lightning movement of their strong forelegs. Measurements of their reflexes show they react more than 2 times quicker than houseflies. Mantis has enormous appetites, eating various aphids, leafhoppers, mosquitoes, caterpillars and other soft-bodied insects when young. Later they will eat larger insects, beetles, grasshoppers, crickets, and other pest insects. Praying mantises are large, solitary, slow moving, and predaceous insects that catch their prey with their front legs. They do not have jumping hind legs. Mantises are ambushers that sit on a plant, twig, often near a blossom, as they wait for prey to come close. They feed mainly on small and large insects. These ferocious-looking praying mantises actually make great pets. Some will even eat raw meat and insects from your fingers. With plenty to eat they usually will not stray far. If handled properly they don’t bite. In autumn the female will lay her eggs before she dies with the frost. She often deposits them on a branch or twig, but also leaves them on walls, fences and eaves. They are surrounded by a frothy liquid, called ootheca, which hardens into an egg case about the size and shape of a cigarette filter. The following spring the nymphs hatch and burst out of the case in a small army of hungry youngsters, each the size of a small ant. From birth mantis are predators. The nymphs immediately begin attacking leafhoppers, aphids and even small flies. It’s important for every gardener to recognize these egg cases that become most visible in the winter when deciduous trees

and shrubs lose their leaves. When pruning, keep a sharp eye out for them. Any found on twigs and branches should be set aside in protected parts of the garden. If they must be removed from a wall, for example, simply relocate to a sheltered place, and the nymphs will survive. Never put an egg case on the ground; the eggs inside quickly will be consumed by ants. A healthy organic garden relies on a delicate balance of predator and prey species. Beneficial mantis, lacewings and ladybugs are vital to keeping plant damaging insects under control. Just one blanket application of chemical pesticides can wipe out whole populations of mantis that can take years to re-establish. In the meantime, plant-damaging pest insects will return in droves to infest the garden, proliferating without any threat of predators. Each case contains about 200 eggs, and three cases will cover about 2,000 square metres. Position your egg cases in the crotches of trees and shrubs. Use wire or twine to tie them to branches. Set on shelves or ledges in wood fencing or structures. They prefer a warm location and will hatch after the last frost and 10 to 15 days of warm weather. While gardens may appear to be peaceful loving environments, they are, when healthy, ruled by ferocious insect predators vital to population control. FOOD AND REARING: Providing food for a mantis can easily be done by trapping flies or other insects, and releasing them into the mantis’s container; a wide-mouth jar covered with a net or screen on top and a twig or branch inside the jar. Insects used for food must be alive and not much bigger than the-e mantis. If the insect is too small, the mantis will consistently miss and be unable to grasp the prey. Mantis will eat insects dangled from tweezers, and most mantises will not accept dead insects. Mantis in captivity do need additional water. Overwintering occurs in the egg stage in this case. Tiny nymphs emerge from the egg mass in the spring or early summer. REARING PRAYING MANTIS The space involved and the time required in rearing food material are the most difficult aspects of mantis rearing. Mantis is among the more difficult of insects to rear. They are carnivorous, feeding in nature on smaller insects and other small animals. Rearing mantis requires rearing of other insects - such as vinegar flies or aphids - as food material (in large quantities)! Small developing nymphs tend to become cannibalistic and require separation or isolation in the later stages. Adults will mate readily in captivity. After the Praying mantis has completed their early stages, they may be fed insects larger than aphids and vinegar flies such as mosquitoes, flies, and roaches. Some people like to watch the capture of this prey. Others like to collect adult mantis (especially females full of eggs), then place them in a large glass container (empty fish aquarium) and watch egg masses being glued to an inserted tree branch. After egg laying, mantis death usually occurs a few weeks later. PEST CONTROL While the praying mantis plays a very important part in nature’s insect control plan, one should not expect to achieve total pest control with the use of praying mantis alone. Nevertheless, the mantis is the only predator which feeds at night on moths (most moths are active only after darkness) and the only predator fast enough to catch mosquitoes and flies. Since mantis are quite large and more visible than most beneficial insects, they are “fun” to watch, and children are fascinated to see a Praying Mantis grasp its prey. Where to find: Praying mantis and /or their egg cases are very difficult to locate by just looking at plants because of

their camouflage. To find adults, look on flowering plants and at porch lights in August through late September. Adult males will often fly to porch lights in the late fall. Home vegetable and flower gardens that are organic or where no insecticides have been used may be a good place to look. How to collect: To collect an egg case, carefully cut the branch with the egg case several inches below the case. If the case is attached to a wall or board, you will not be able to remove it without damaging the case. In capturing immature or adult mantis, you can use your hands to cup around the insect or gently coax them into a container. Using an insect net may be helpful to capture adults with wings. Carefully lay the net over or to the side of the mantis and with one hand gently usher the mantis into the net. Transfer the Praying mantis into a container large enough for the mantis to move around in.

RELEASE INSTRUCTIONS: Best results will be achieved by attaching the egg cases to a twig or a plant using a cotton or wire tie, wrap around the egg case and tie it to a branch in warm location, filtered sunlight. A hanging, swinging egg case is safer from birds and other predators. It will take about 10 to 15 days of good continue warm weather for them to hatch. When hatching the young will crawl from between the tiny flaps in the egg cases and hang from silken threads about 5cm below the case. After drying out the long legged young disappear into the vegetation around the area, leaving little if any trace of their hatching. This happens within an hour or two and it is difficult to know hatching has occurred unless the elusive, well camouflaged young are found. Use this valuable insect in conjunction with all other beneficial insect releases.

C Portimonense can count themselves extremely unlucky to have returned empty handed from Lisbon. A combination of bad luck, dubious refereeing decisions and a lucky goal saw another good Portimonense performance go unrewarded as Benfica emerged the 2-1 winners. It was the Portimão based club’s fourth successive Primeira Liga defeat, so the 3-1 home win against GD Chaves in the League Cup came as a welcome relief. Portimonense have two home games this month. On Wednesday 25th October they entertain Madeira outfit Marítimo and on Monday 30th October at 8.00pm V.Setúbal are the opponents in a Primeira Liga at the Municipal Stadium.

Mediterranean Garden Fair 2017

The only specialist plant sale in the Algarve returns on the 28th!

he Algarve’s only specialist Plant Sale will once again be held this year at the Museo do Trajo, S. Brás de Alportel on Saturday October 28th opening to the public from 11.00 until 16.00. Entry this year remains at €1 per person, under-16s free, and there is parking around the Museo in São Bras. Following on the success of 2016, this is the second year the organisers, Mediterranean Gardening Association in Portugal, will hold the event in the leafy and spacious courtyard in the museum complex and the 9th annual autumn garden fair. This lovely historic space is ideal for visitors to browse in comfort, buy plants and shrubs, or relax and have a tasty meal before launching back to the nurseries for more plant buying or alternatively sit in on one of the following specialist practical talks, all of which are free. • 11.30 Potential of Barrocal native plants as Ornamentals “Vegetação natural potencial do Barrocal algarvio: Espécies características com valor ornamental” by Dr Ricardo Canas of the University of the Algarve - an illustrated talk in Portuguese/English. • 13.00 Keeping Your Home and Garden Safe from Fire “Mantendo casas e jardins protegidos do fogo” by Eng. These are planned for 12.30 and 14.00 with the opportunity to buy special inks and paper to take home with you to continue making your own lovely art works.
