IKEA TO PAY €200,000 TOWARDS NEW CRECHE
A
new creche in Almancil is to be paid for by IKEA and built under the direction of the Social and Cultural Association of Almancil (ASCA) and is underwritten by Loulé council. The new facility will have space for 157, 0 to 5-year-olds and will take in children from neighbouring parishes as well as the growing number from Almancil itself. The project has the support of the IKEA Group which is contributing around €200,000 towards the cost as part if its pathetically low contribution to local social infrastructure. In a statement, the Swedish Group says support for the construction of this project “is part of its sustainability strategy which aims to promote and support the development of the region where its new investment is being implemented, with the latest IKEA store, and the opening The MAR Shopping Algarve, on September 27, and the Designer Outlet Algarve in the Autumn.”
T
he Algarve again is number one in the ranking of the world’s top ten retirement destinations. Live and Invest Overseas analysed over a dozen criteria and decided that, for the fourth year in a row, the Algarve is the best place in the world in which to spend those golden retirement years. The 2017 ranking of the ten best world destinations in which to retire, includes Lisbon in seventh place. The Algarve scores well in access to healthcare, entertainment and recreational facilities, security - the website states that summertime police reinforcements reduces crime - as well as the cost of living and property prices. Lisbon also scores well and is in seventh place with high scores for entertainment and nightlife, safety and an excellent gastronomy. After the Algarve comes Valletta (Malta), Mazatlan (Mexico), Abruzzo (Italy), SaintChinian (France), Kuala Lumpur (Malaysia), Lisbon, Budapest, San Miguel de Allende (Mexico) and George Town (Malaysia). Details about the ranking can be found on the Live and Invest Overseas website. The factors taken into account are: Cost of living; Health care; Residency options; Entertainment; Recreation; English spoken; Expat community; Taxes; Real estate ; affordability; Real estate restrictions; Infrastructure; Environmental factors; Crime and Safety and Climate.

EN125 SINGLE WHITE LINES TO STAY “TO REDUCE ACCIDENTS”
T
he Government has no interest in removing the miles of single white lines and traffic separators that have turned journeys on the western section of the EN125 into slow and frustrating trecks as no overtaking is allowed. The Ministry of Planning and Infrastructure replied to some written questions from the Algarve Left Bloc MP, João Vasconcelos, and said the main objective for the creation of these white lines and the installation of the separators was to reduce the number of accidents. The response pays no attention at all to what Vasconcelos calls “obvious technical errors” along the western EN125, such as the large cement separators, narrow traffic lanes for vehicles, roundabouts with narrow exits, and for pedestrians: the lack of pavements and the lack of street lighting. Another question posed by João Vasconcelos had to do with the suspension of the tolls on the Algarve’s A22 motorway as the works on the EN125 are not yet complete. In the reply, the Ministry sais that this would simply mean the treasury would have to make up any shortfall in the concession holder’s income. This is an obligation that “can not be undertaken given the existing budgetary constraints.” The reply on the tolls question again highlights the idiocy of the concession contract that provides a guaranteed income to the Spanish-Dutch owners based on a traffic volume. As for the speed reduction measures, many of these appear to be designed to frustrate drivers and already are leading to many breaking the rules by overtaking slow-moving farm machinery and caravans instead of following them for miles at a crawl.

PURPLE CARROTS
PORK VINDALOO One of the recipes in this compilation to best illustrate Portugal’s influence on foreign cuisine and vice versa, Vindalho de Porco, or Pork Vindaloo, as many would better know it, comes from the former Portuguese colony of Goa. Back in the times of the Discoveries, Portuguese sailors are said to have introduced a garlic and vinegar seasoning (vinha de alhos) to the region, which was then adapted to its current form by the locals to incorporate chilli and a blend of spices. 10
Pork Vindaloo • 1 kg boneless pork shoulder or pork leg, cut into bite size pieces • 2 onions, finely chopped • 5 garlic cloves, crushed • 2 tomatoes, finely chopped • 2 bay leaves • 10 fresh curry leaves • 1 tablespoon brown mustard seeds • oil for frying For the Vindaloo marinade • 5 garlic cloves • 2 large cardamom pods • 8 cloves • 20 peppercorns • 2 tablespoons vinegar • 5 teaspoons Kashmiri chilli powder (this gives a nice colour but not the heat) • 1 tablespoon cumin seeds, toasted • 2 teaspoons turmeric • 1 green chilli pepper, finely chopped • 2 teaspoons mustard seeds, toasted • 3 cm fresh ginger, finely chopped Using a mortar and pestle, make a paste of all the marinade ingredients. Place in a bowl and coat the pork. Leave to marinate for 8 to 48 hours (the longer the better). Fry the curry leaves with the mustard seeds in the oil. When the mustard seeds begin to pop, add the chopped onions with the garlic. Fry for about 10 minutes, until they become soft and translucent. Stir regularly so the spices
don’t burn. Add the tomatoes and the bay leaves. Add the pork with the marinade and add enough water to cover. Leave to simmer for about 1 hour until the pork is very tender and the oil rises to the top. Serve with white rice.

POOL COSTS Sustainable superstore explain how much our pool pumps are costing us and how we can reduce our costs!
W
e all love our pools. Hardly possible to imagine any home in Algarve without one. Unfortunately many people don’t know they are one of the biggest running costs of our home. This is because of the Pool pump which filters to prevent algae blurring your pool. Even when you are not there it needs to filter, especially in summer. The sun in the Algarve is 5 times stronger then in the Northern countries, so water heats up more quickly, again stimulating the algae. Also nowadays sun cream with factor 50 are a standard to protect our skin. This however has an affect on the water quality of the pool, often resulting in the need to filter even more hours. One of the biggest running costs of your home is your pool pump. Even when you are not there it needs to filter, especially in summer. SHS Solar Solution did a study for their clients and the results were staggering: A simple calculation example shows the huge costs per year: Most conventional pool pumps use about 1,4Kw per hour, and you need to run it about 4 hours per day in winter, but at least 8-10 hours during high summer or more. A pool pump can therefore quickly cost

about €700 to €900 per year! After 5 years you will have paid about €4.300 or more only running your pump. This easily adds up to €11.000 - €15.000 in 15years, taking into consideration a steady price index of 3-5 percent per year. olhos A trip to the enchanting Olhos de Água.

ast month during our trip with ‘Just charters’, we stopped at Olhos de Água to take in the incredible beach and its rocky structures, so, this month we decided to visit the beach from the other side and see what the village is all about. Traditionally a small fishing village just east of Albufeira, Olhos de Água (Eyes of Water) gets its name due to the freshwater springs found among the rocks at the eastern end of the beach. At low tide, it is very easy to spot them bubbling up through the sand and feel the freshness arising from the depths. In recent years, the village has grown significantly, but this visually stunning beach, surrounded by its shaded cliffs, has maintained its beauty. This incredible spot enjoys a high quality range of facilities and services, including excellent seawards facing restaurants and bars. Olhos de Água is a beautiful place to spend the day in the sunny Algarve, and we encourage you to take a trip down to the enchanting place yourselves to appreciate all of its natural beauty personally.

How Management
H
ave you ever thought “what if” … I decided to let my home for holiday rentals? You’ve probably also thought is it really worth it and are the rewards that great. Before you can realise your property’s true potential you may have to consider another “What if”. What if I could change my property management and find a company that actually has my best interests at heart? Surely, you must have thought that! No need to speculate anymore, we’re here to share our extensive experience and give you an example of what “Management Works” could do for you. CASE STUDY At the end of 2015, we took over the management of a five bedroom villa in Vale do Lobo. The first task as always was to talk to the owners and see

what they actually expect from us and adjust the management fee according to their expectations and requirements. We then looked at their existing accounts and in most cases we can immediately achieve savings on the running costs. HOW? In this particular case the property was heated by gas, supplied in a tank. This is probably the most expensive way to heat water, at around €2,400 a year. We recommended changing the water heating to a solar powered system that runs for most of the year on free energy from the sun and only in the depths of winter needs a boost of electricity. What about the installation costs? We then looked at the garden maintenance. Previously, the owners were spending €7,162 a year and now we are achieving the same results for €4,059. A saving of just

over €3.100 and the garden looks fantastic! Water consumption went down a further 10 percent. Normally when we see high utility charges we investigate to see why, we actually check if there is a leak in the irrigation and when the weather becomes wetter, we advise the gardeners to decrease irrigation times and we check this has been done. In some cases it makes sense to install a water sensor that detects rain and switches off the irrigation altogether; it also makes sense to look at changing some of the plants and even look at installing an artificial lawn in parts of the property to save water! Similarly, we adjust the running times of pool pumps according to the season. It goes without saying that LED lightbulbs are a very good investment and bring down electricity costs. BUT the best is yet to come, after an initial investment of

just €500 for the rental license and ongoing annual costs of €1,599, we achieved a net rental income of €59,356 in 2016 after paying commissions and taxes! This year we’ll top this with a whopping €73,687. This easily pays all the annual running costs of the property and provides a little extra income! afe Calcinha is a replica of a brazillian coffee shop brought to Loule by “Prazeres & Reis” in 1928. It is the only example of Brazilian Art Deco interiors in the city of Loulé. Originally called “Cafe Central”, the name was changed to Cafe “Calcinha” the owner, Domingos Jose Cavaco’s nickname. It is a true living testimony of the stories that have made the city’s history. The cafe stood out as a social gathering space, where people discussed national or international politics, football, the latest local “gossip” and was attended by mostly important people several generations of Louletanos ago. Arguably the most important of these individuals, Antonio Aleixo, was a well known poet in his time and now nationally famous. Antonio could not read or write, and so would meet up with friends who could at the cafe and they would write his poems out for him. After the recent refurbishment of the cafe, a bronze statue of the poet was placed outside amongst the tables, remembering the influential man of the past.

oulé is located 16km north west out of Faro and is a sizable market town and centre of public administration with a mainly local population. There are a number of attractions including historical landmarks. The Loulé Municipal market will catch your eye immediately with it’s large colourful Moorish-inspired building. It houses a frequent and bustling produce market, which dominates the centre of town. Every Saturday the stalls spill out into the streets around the market building where you can buy most of your groceries as well as gourmet products and various other items such as flowers and gifts or watch everyday life from one of the many coffee shops lining the outside walls and streets. Loulé has a number of modern and historical features including: The church of Nossa Senhora da Piedade, which is a modern church situated just outside town with an unusual large domed shape. It is an important place of pilgrimage and can be found on the road towards Boliqueime. The castle at Loulé dates back to 13th century Moorish origins. Only parts of the original structure remain which includes three towers that can be visited for free. They formed part of the city walls and there is still an old city gate, the Portas do Céu. The Monument to Duarte Pacheco, found in the Parque Municipal de Loulé (far end of Avenida 25 de Abril), represents the achievements of this minister for Public works between 1932 and 1943 and a native of Loulé. He implemented town planning
throughout Portugal and made multiple socioeconomic improvements possible, including building the suspension bridge, the Ponte 25 Abril in Lisbon, but also building and improving roads and schools throughout Portugal. The Cine Teatro Louletano – built in 1925, this modern deco theatre hosts plays, ballet and music festivals such as Loule’s annual Jazz festival in July. Art Catto Gallery can be found opposite the theatre on the tree-lined Avenida José da Costa Mealha. This modern art gallery hosts exhibitions featuring national and international artists. The Municipal museum of Archaeology - is a small museum located next to the castle and features artifacts found in the region dating back to Roman times and further to Paleolithic and Neolithic ages. The Convento do Espirito Santo is a former 17th century monastery and now a private university and art gallery Loulé hosts one of the largest carnival events every year in the Algarve with a big colourful procession along the main avenues in the centre of town in February.

t’s difficult to say goodbye to Summer in the Algarve. But Noite Branca (White Night) makes it a little easier. This “end of summer” über-party turned the entire central business district of Loulé into one giant gathering on the 26th of August, with multiple themed stages, people dressed up in the streets and of course the streets were dressed up themselves, from the old market, to the castle, throughout the old town and beyond. Street performers mingled with and entertained the crowd. Stages were set up in strategic locations for a variety of music, from bands to DJs. Shops and restaurants were open late too, providing discounts and specials for the festive evening. If you unfortunately missed this White Night, make sure you do not miss the next one as it is an incredible experience.

entral bank monetary policy speculation and political uncertainty have been driving pound, euro and US dollar exchange rates over the last month. While the Federal Reserve piled pressure on the US dollar by dwelling on low US inflation, the Bank of England sent the pound to a 10-month low against the euro and drove GBP/USD from an 11-month high with its own interest rate decision. Its decision to slash UK growth forecasts for 2017 and 2018 was enough to dash hopes that borrowing costs would be increased soon and Sterling spiralled lower in the wake of the announcement. A lack of progress in the UK’s Brexit negotiations also limited the pound’s appeal. Meanwhile, the euro was supported by a stream of upbeat economic releases from the Eurozone and comments from European Central Bank (ECB) President Mario Draghi that policymakers will begin discussing the tightening of stimulus in

the autumn. This kept the euro elevated against the pound and helped it achieve its best levels against the US dollar since January 2015. If ecostats from the Eurozone keep impressing in the weeks ahead it will up the odds of the ECB opting to reign in its quantitative easing programme in September. Good news for the euro, but bad news for the GBP/EUR exchange rate. The pound may also be pressured lower if Brexit negotiations fail to move forward in a positive way. UK data will be an additional driver of GBP exchange rate volatility, with less-than-impressive results weighing on Bank of England rate hike expectations and leaving Sterling struggling. capital gain occurs when you sell something for more than you spent to acquire it. This happens a lot with investments, but it applies to personal property too. Are you planning to sell your home? Find out what tax you will have to pay and how to reduce this liability. You can’t hide from the tax department. Any property transaction performed in Portugal must be reported to the Tax Authorities by the notary that executes the deed. This means that when you declare the sale on your tax return, the tax authorities already know of it, so if you fail to include this on your declaration, the taxman will be after you. It’s mandatory to file a tax return every time you sell a Portuguese property. Irrespective of your tax domicile, if you sold a property located in Portugal, this means that you need to declare it in your tax return in Portugal. Regardless if there was a gain or not, it’s mandatory to make this declaration, which happens normally in May of the year following to the sale. Declaring the sale doesn’t mean you need to pay tax. You only pay tax, if you had a gain on the transaction. So if you sell something for more than the purchase price, then the difference is a capital gain and that is reported on your taxes. Please note that the value you paid for the property needs to be adjusted, according to the inflation coefficient, applicable to the year of purchase. This means that the purchase value will increase for the capital gains calculation. Also, some expenses will be included in the tax return and deducted from any gain obtained. In which cases your sale is tax exempt. It is possible to be exempt from tax in certain situations. For example if the property was acquired prior to 1989, it’s not liable to any CGT. Nevertheless, taxpayers will still have to declare these operations. But this is not the only tax exemption on capital gains from the sale of a property. The law provides, for example, that if you use the full amount of the sale of a property to buy another home (only applicable to tax residents and only in the sale of their primary residence), to build a home or purchase of land intended for the construction, you don’t pay tax on capital gains. Please note that this reinvestment of the gains, needs to happen within 36 months and can be done in any EU country. Expenses allowed to deduct your capital gains. From the sale of your property you can deduct the costs incurred with the purchase operation and sale of the property (eg IMT and registers on the purchase, real estate commission on the
sale, etc). Taxpayers can also deduct costs incurred in property over the past five years, such as property refurbishments or other money spent to increase the value of the asset, including the cost of the energy certification. Residents vs Non-residents individual ownership If you are non-resident for tax purposes, the tax applicable to your capital gain, will be 28 percent. If however you are resident, the tax will be levied only on 50 percent of the gain and you will be taxed according to the tax bracket applicable to your overall income. However, if you are non-resident and EU national, it’s possible to opt for the same rules of the residents and taxed only on 50 percent of the gain. Contact us and we will tell you how this can be done. Obviously that in this case, although the nonresident is taxed under the same rules as a resident, as this is not his primary residence, the gains cannot be rolled over if he buys another property, that will only be available for those residents, that sell their main residence and buy another property which will be their main residency. How does the reinvestment work? If you are resident and this is your primary residence, you can reinvest the proceedings of the sale on another purchase within the EU. This needs to be done on a purchase made between 24 months prior and 36 months after the sale. If the reinvestment in the new property is lower than the total sale, than the tax will be calculated pro-rata. Please note that if you declare on your tax return that you wish to reinvest the proceeding of the sale and then fail to do so, or reinvest a lower amount, the tax will be re-assessed and you will pay interest. Even if they do not plan to sell your home for now, it is important that you keep all supporting charges and make sure this invoices include your name and fiscal number and very important: the correct address of the property. The repayment of mortgage loans, incurred to purchase the property, will also be taken into consideration, when calculating the tax return. igs are an ancient and easy fruit tree to grow in the home garden. Mentions of figs being grown at home go back literally millennia. But, when it comes to fig tree pruning, many home gardeners are at a loss as to how to properly trim a fig tree. With a little knowledge, this “ancient” mystery is as easy to do as growing a fig tree. Keep reading to learn more about how to prune fig trees. Pruning Fig Trees After Transplanting There are many situations where you might want to prune a fig tree. The first time you should be doing fig bush pruning is

when you first transplant your young fig tree. When a fig tree is first planted, you should trim a fig tree back by about half. This will allow the tree to focus on developing its roots and becoming well established. It will also help the fig tree grow side branches for a bushier tree. In the next winter after transplanting, it is best to start pruning fig trees for “fruiting wood.” This is wood that you will be pruning to help keep the fruit healthy and easy to reach. Select four to six branches to be your fruiting wood and prune away the rest. How to Prune Fig Trees After They are Established

After a fig tree is established, the best time when to prune a fig tree will be in the dormant (winter) season when the tree is not growing. Begin your fig tree pruning by removing any branches that are not growing out from your selected fruiting wood, as well as any dead or diseased wood. If there are suckers growing from the base of the tree, these should be removed as well. The next step in how to trim a fig tree is to remove any secondary branches (branches that are growing off the main branches) that are growing at less than a 45-degree angle from the main branches. This step in pruning fig trees will

remove any branches that may eventually grow too close to the main trunk and will not produce the best fruit. The last step in how to prune fig trees is to cut back the main branches by one-third to one-quarter. This step in fig tree pruning helps the tree put more energy towards the fruit that will be produced next year, which makes for larger and sweeter fruit. hirty years ago, Brian Kilcline lifted the FA Cup at Wembley after underdogs Coventry City beat Tottenham Hotspur in the thrill-aminute final after extra-time Three weeks after Brian dragged himself up the famous steps, he picked up a bad injury just before the end of normal time, two Englishmen were going head-to-head in Portugal as Benfica won their 21st Taça de Portugal Final (Portugal Cup) against Lisbon rivals Sporting. Former Chelsea centre-back John Mortimore had previously led the Eagles to the Portuguese League title in 1976-77 and the Taça de Portugal in 1986. So here he was doing battle with Sporting boss Keith Burkinshaw, manager of Tottenham Hotspur when they won the FA Cup in 1981 (Q.P.R.) and 1982 (Manchester City) as well as victory over Anderlecht in the 1984 UEFA Cup Final. John Mortimore had already secured the league title ahead of runnersup FC Porto and a 2-1 victory in the Taça de Portugal over his fellow countryman racked up Benfica’s ninth double triumph. Diamantino scored both Benfica’s goals and went on to manage Portimonense 2005-07 and Olhanense briefly in 2008. So is there a link between all these threads? Well, Brian Kilcline now lives mainly in the Algarve and has dusted off his boots to play in a more gentle version of the beautiful game . . .Walking Football. Plenty of local derbies to tempt the fans with the league winners qualifying for the knock-out stages to decide who gains promotion to the Segunda Liga. The sixteen team league includes two teams from São Miguel island in the Azores. Games are generally played on a Sunday afternoon.
