Odeleite river beach finally approved - EC funding safeguarded

he council of Castro Marim has finally decided to construct a river beach at the Odeleite reservoir. The decision was rejected at a Chamber meeting in December last year but a consensus has now been reached within an EC funding deadline after a new version of the project was presented by Councilor José Estevens from Primeiro (CM1). Castro Marim’s mayor, Francisco Amaral, said his only regret was that the project "had not been approved in December 2017," because it would now be operational and even better than the one in Alcoutim which successfully attracts locals and tourists. "It will be better,” says the mayor, “because the water area is bigger at 6,100m2, the water quality is better, it is closer to the coast (about 25 kilometers) and is right by the IC27. This is "an investment in an unpopulated and deserted area of the Algarve." Not to be outdone, independent Councilor

José Estevens, said the approval of the beach means that a Centre of Nautical and Sports Activities now can be built and an operator’s concession granted. This will ensure there is a, "commitment to invest in the requalification of the village of Odeleite to a value equal to that invested in the construction of the Nautical Center, regardless of the amount of Community funding," said Estevens. Amaral remains critical of the opposition Socialist Party Councillors who voted against the project, saying their arguments were without sense as they wanted to build a leisure zone downstream of the dam in an area controlled by the environmental authorities. The project has a budget of €600,000, 70% of which will be from a EC grant. The project includes green areas, the beach and associated infrastructure, seating areas, the water sports activities centre, floating pools, cafés and parking facilities.

São Brás de Alportel Council starts water project in hillside villages

S

ão Brás de Alportel Council is starting a project to analyse the consumption of water, which "is a precious asset for the population, but one that is increasingly scarce due to climate change and drought." The Council has been working on water efficiency since last October when it started its Municipal Water Savings Plan which has led to this latest stage. The Council project is to control and monitor water consumption in the hilly areas of the municipality where people are supplied directly by the Council, i.e. households are nowhere near the wider municipal water supply system that supplies more populous areas. The pilot project is focussing on the north of the county, including Cerro da Ursa, Monte Capitanes, Lages, Cabanas, Fronteira and Alfarrobeira where equipment will control and monitor local water consumption. This hilly, arid area which has been heavily affected by water shortages in recent drought years, is the guinea pig in a project that aims to extend to the wider mountain area. After monitoring consumption patterns, the Council plans to ‘create some procedures’ to save water and to distribute it in a more equitable way. This last comment is what worries locals as the Council is not known for its generosity - the fear is that water prices will go up, not down.

What is G.P.R. Global Postural Re-Education (GPR) is an advanced method of posture correction, which was developed by the French physiotherapist Philippe E. Souchard.

T

his method consists of principles based on human biomechanics and motor coordination, useful to postural re-education and neuromusculoskeletal rehabilitation. It can be applied to patients of all ages, concerning each person’s capability. The main effort of a GPR treatment is to return the elasticity to the tissues, essential for good body functioning. Manual therapy is the only instrument used in a GPR treatment, which consists of stretching easy tissues and reduction of tension, by promoting joint decompression and re-shaping the patient’s body. The method of GPR is based on the individuality of each patient in order to project a plan of treatment, which begins from the presentation of symptoms, then treats its causes, as well as the consequences of the symptoms. With GPR, physiotherapists treat the body as a whole, in a global way, at the same time they promote an active role to the patient, who also participates in the treatment. According the creator of the GPR method, there are four basic principles: the stretching, breathing, traction and corporal conscience.

Stretching – the patient’s body is worked on eccentric and isotonic stretching postures, which involve all muscles structures, in muscles chains. The postures are maintained all the time, during the treatment session, without any muscle compensation. Breathing – all work of the GPR is done in association with breathing, during which all corrections are solicited during the expiration, because that one is passive and there is no risk of concentric contraction of the muscles, over the corrections. Traction – the static muscles are in an antigravity mode, which work all the time to stand up against gravity and they have a high degree of muscle tension, which promote an effect of flattening all day. That´s the reason why it´s so important, to make the muscle traction, which on GPR works with “manual muscle pompous”, both on the cervical and on the lower back structures. Corporal conscience – at the end of the treatment, the patient needs to gain a corporal conscience of the new correct posture, which must be worked and applied on a daily routine. GPR can be used in these types of physical conditions, which have one of these symptoms: pain, stiffness, loss of movement, weakness. It indicates

the requirement for treatment of spinal misalignments or spinal imbalances, such as: scoliosis, hyperlordosis, hyperkyphosis, rectification or inversion of curvatures; upper and lower limbs deformities; spinal pain syndromes (neck pain, torticollis, cervicobrachial neuralgias, upper, middle or lower back acute or chronic pain, sciatic, sacroiliac dysfunction, disc protusion or herniation, spondylolisthesis); articular or tendon dysfunction (arthritis, rheumatism, ankylosing spondylitis, tendinitis, subacromial impingement, rotator cuff inflammation, frozen shoulder, epicondylitis, Dupuytren’s contraction, carpal tunnel syndrome, metatarsalgia, calcaneus spur, plantar fascitis); neurological disorders with a mechanical origin (paresthesia of upper or lower limbs, migraines, dizziness or vertigo, ocular muscle imbalances, pelvic floor dysfunction, urinary incontinence); respiratory dysfunctions: treating the thoracic outlet/chest in with respiratory exercises in different positions, hiatal hernia; post-traumatic sequel (fracture, strain, sprain, joint dislocation, postsurgical recovery). Seve gained attention in the golfing world in 1976, when at the age of 19 he finished second at The Open. He played a leading role in the re-emergence of European golf, helping the European Ryder Cup team to five wins both as a player and captain and won the World Match Play Championship a record-tying five times and he is generally regarded as the greatest Continental European golfer of all time. Quinta do Vale’s original developers and owners were personal friends of Seve. The course was opened in October 2008 and incorporates many dog legs, wide fairways and strategic hazards to challenge the amateur and professional golfer. It is a

testing course of 6 par fours, 6 par fives, and 6 par three holes. The elevation, combined with water hazards and bunkers will ensure you’ll be looking into your golf bag for the right club selection and of course it comes with the stunning scenery found here in the East Algarve. Ballesteros was undoubtably one of the characters and true professionals in the game and he put his name to just three Portuguese courses; Porto Santo Golf Course, Madeira, which opened in 2004. Mario began his career at Penha Longa near Cascais where he spent four years. He then moved to Campo Real golf course near Lisbon before starting his new position at Quinta do Vale in January 2018. Mario is currently working on promotion with tour operators to bring more international visitors with stay and play packages with the partner hotel Praia Verde to add to their already valued local members and players. NIEBLA : Chris Wright discovers the wonderful town of Niebla, only an hours drive from the Portuguese border and well worth a visit!

D

riving back from Sevilla one day and not being fans of motorway services, my wife and I decided to follow the signs for Niebla to search out a café for a decent cup of coffee. Initial impressions were not good as we approached the small Spanish town. Chemical works, cement factory and a jumble of derelict buildings greeted us, but suddenly rounding a bend in the road we were astonished to see a magnificent walled town stretching into the distance. Niebla is thirty kilometres from Huelva and about an hour’s drive from the Portuguese border. The two kilometre perimeter town wall hides a wealth of historical buildings including the Alcázar, castle with torture dungeons, old mosque, synagogue and a myriad of small side streets and houses resplendent with tiled walls of exquisite design. Niebla's history dates back some 3,000 years with its early importance being due to the silver industry and by the eighth century BC the town was a commercial and political centre known as Ilipla. Although dating back to Roman times, just outside the town there is a Roman bridge which crosses the Rio Tinto, most of the construction was undertaken in the 15th century courtesy of the 4th Earl of Niebla who pulled down the old Alcázar to build the one we know today. The result is a magnificent royal palace which preserved the most interesting and luxurious parts built by the Arabs, such as the Muslim Tower of Homage, which was rebuilt so magnificently that it is compared to the Giralda tower of Sevilla. However, this would be the last such effort for a good while. Beginning in the 16th century the town began to suffer from a decline in fortunes and lost its importance. Niebla

suffered damage in 1755 by the Lisbon earthquake with a number of buildings collapsing. Its fortifications and many monuments would continue to decline until well into the 20th century. The refurbishments continue a pace and the Castillo y AlcĂĄzar de los GĂşzmanes, the venue of the annual Niebla summer festival of music and dance, has permanent exhibits relating to armoury and falconry and also paintings, sketches and documents regarding ancient Arab science and medicine. www.andalucia.com A BURIED TREASURE Just nine kilometres from Neibla is the megalithic monument El Domen de Soto, dating from the Copper Age 3000-2500 BC. Dolmens are a type of single-chamber megalithic tomb, usually consisting of two or more vertical megaliths supporting a large flat horizontal capstone or "table". Discovered by Armando de Soto in 1923 the structure, one of the largest in Andalusia and the most important in Spain, consists of a series of successive dolmens formed by pillars for vertical support and tiles to cover, all made of sandstone and limestone from the area. Its interior has a height of 1.45m starting from the entrance and increasing to reach a maximum of 3m. The walls have numerous engravings symbolic to the Iberian Peninsula. In the 1924 publication of Hugo Obermaier, he describes finding eight bodies attached to the pillars, although the reliability of this description is questioned by some current investigators. The monument is located in Finca La Lobita, south east of Trigueros. From Niebla take the A472 south towards Portugal passing over the A49 motorway and after about 5kms look for a turning on the right to El Domen de Soto. Chilli Boy Donates After the success of this year's Chilli Boy Charity Golf Challenge, owner Viv Thomas presents a cheque for €12,581 to the Associação Oncológica do Algarve

ow in its 12th year, the Chilli Boy Charity Golf Challenge held in May consisted of an incredible 52 friends and past business associates of Viv from all over the world. This year the tournament was held in Vilamoura, but has been previously held in Spain and South Africa too. The players themselves love the experience and each year when they meet it is like a family reunion. All the money raised comes from only these wonderful people with a generosity that is beyond words. Viv is dedicated to supporting the organisation that was instrumental in his recovery from cancer; the Associação Oncológica do Algarve. To date Viv has raised over 40,000 euros for charity, something to be enormously proud of.

ave you been thinking about possibly owning a brand new build property in the Algarve? With the rise in house prices showing no signs of slowing down, buyers and investors are looking for more affordable alternatives when purchasing properties. Off plan purchasing can be one solution. The term “off plan” is given to those properties that are sold before or during the early stages of construction after permission to build has been given. Obviously owning a brand new property has huge appeal and as most property developers are happy to sell their properties before they have finished building them – it is a win win situation for both buyer and developer. From a buyer's viewpoint it is a great way to reduce purchasing costs, because on average the off-plan properties are between 20 – 40 % less expensive than buying a finished property. Of course, because you are buying something that doesn’t yet exist, off plan investment can be also seen as a somewhat high-risk investment strategy. Don’t forget that off plan purchasers were hit particularly hard in countries like Spain during the 2008 financial crisis, with some developers running out of money and abandoning projects. The advantages and disadvantages of buying off plan depend mainly on the condition of property market in a specific area and it could be the right time now for off plan purchase if you are considering Portugal as your destination. What are the advantages of buying off-plan? ● Your new home could be worth significantly more than what you paid for it by the time it is finished. Using the Colour Wheel in your quilts Introducing the wonderful world of Patchwork Quilting. If you're looking for a new hobby that will keep your body and mind active, this could be it!

U

sing colours in my quilts has always been an enchanting challenge for me and I spend countless hours shuffling samples. I get all caught up sometimes with - does this look good? I am not comfortable with those colours, or sweaty palms when I step out of my comfort colour zone - do you have those moments? It really isn’t that difficult though. There are some awesome colour combinations that we really should look at. They can take your quilt from – yeah, that’s nice, to Whoa! Take a picture of that one! I think the most popular colour combination that I know of is the green and red combo that I have used many times because really they work together beautifully - they are complimentary colours and opposites do attract! Besides that, I am kind adventurous with colour! For the most part it is kind of what we are personally attracted to. There are a few things that we can follow though to have a better understanding of why some quilts look so much better than others. Let’s explore a little bit more. Color Wheel – I know you’ve seen them. The kids even make them in school in art class! They are great to have around for quick reference on what colour combinations work well. Or if you get stuck with one colour and are not really sure what to add to it to help it shine. The colour wheel is your answer for all of this! It can show the value, and schemes and help get you out of the colour rut. QUICK RUNDOWN OF THE COLOURS USED IN THE COLOUR WHEEL: Three primary colours: red, blue and yellow are combined to make the three

secondary colours: orange, green, and purple and combining the secondary colours you get red-orange and bluegreen, which are called - tertiary colours. Colour Value – this is all about the saturation of the colour. The more black or white added to the colour will determine its saturation or value. Going from a light variation to the darkest variation. Colour schemes are created using symmetrical shapes around the wheel, they make combinations that are balanced and harmonious. The combinations can change, but the spacing of the colours in each combination does not. It is the symmetrical spacing that consistently ensures a harmonious combination. There are 15 different colour schemes with which to combine different colours but, for now, let’s keep it simple today with a few that we might consider using: ● Monochromatic colours are all the hues (tints, tones and shades) of a single colour. ● Analogous colour scheme uses three to five colours that are adjacent to each other on the colour wheel. ● Complementary colour scheme is made of two colours that are opposite each other on the colour wheel ● Multi-colour (up to 12 colours): Use matching values from each colour around the wheel. I am pretty sure this would be called a scrappy collection! ● Neutral – shades of browns and tans (a colour is neutralized

by mixing with its complement) ● Achromatic – No colour, just shades of grey, black and white (grayscale). This one is kind of hot right now, but only if you throw in a fluorescent colour to pop! Garlic for Dogs Who would have thought that Garlic had so many health benefits for both you and your dog?

T

his month’s article is slightly off from our usual gardening feature, but still is about a plant that is easy to grow and has a multitude of benefits both for humans and our pet dogs. Since looking after so many animals at our sanctuary we have been looking at alternatives to chemical based insecticides and antibiotics and after much research decided to try garlic. You will have probably seen that garlic is not got for dogs, but in the correct dose it can be a great additive to give your dog on daily basis. Garlic is a member of the allium genus - garlic is considered a vegetable, and a member of the Lily family. Garlic is an ancient food crop cherished for its vegetable bulb and flower stalk (scape), the garlic plant has been harvested and cultivated by mankind for thousands of years. The word garlic comes from the Old English word garleac - ‘spear leek’. Garlic is divided into two main varieties hard necked garlic, and soft neck

garlic. Hard neck garlic does not store well for long periods of time, but the cloves are easier (than soft neck varieties) to peel. Soft neck garlic stores very well for longer periods of time, making it the most common type of garlic sold in grocery stores. All information discussed in this article applies to hard necked and soft necked garlic. Garlic is also an herbal plant with many health giving properties. Garlic when used properly, offers many health benefits to dogs. Unfortunately, all other members of the allium family, including -chives, leeks, shallots and onions are toxic to dogs. Both garlic and onion contain thiosulphate, the substance responsible for causing ‘Heinx Factor’ anaemia in dogs and cats. The amount of thiosulphate found in garlic is much lower than in onions, in fact the amount in garlic is barely traceable and when garlic is provided in proper daily dosage the thiosulphate is not sufficient to cause harm to dogs - and the health benefits garlic offers to dogs

is enormous. As cats are much more sensitive to thiosulphate than dogs, cats are in general more sensitive to biologically foreign substances another example of this sensitivity can be seen in the use of essential oils. The range of essential oils that are suitable for cats is considerably less than the quantity of safe essential oils for dogs. While garlic is found in some holistic medicine-blends for cats, the amount used is strictly controlled. And while a wise cat may choose to rub up against a patch of wild garlic for its insect repelling properties - I recommend that you do not administer garlic to your cat, unless it is present in minute amounts in a made-for-cat proved-to-be-safe product. Fresh garlic, some people give it to their cats a few times a week - however, I do not recommend this for the average cat guardian. The fear of garlic - as pertains to its use as a healthful herb for dogs is a new fear propagated by rumour on the internet and not proven by any facts or study. Garlic is a powerful, natural broad-

spectrum antibiotic. Garlic is also an antioxidant, anti-allergen, antibacterial, anti-fungal, anti-protozoan, anti-viral and anti-carcinogen. Garlic contains germanium, an anti-cancer agent and an anti-protozoan. Garlic can also be used topically to treat specific ailments - for example ear mite infestation and ear infections. Garlic also contains sulphur - a natural insect repellent! When garlic is ingested in reasonable amounts there are no harmful results only benefits, and no, it won’t make your dog smell like garlic! THE HEALTH BENEFITS OF GARLIC Anti-bacterial; Anti-biotic (broad spectrum); Anti-carcinogen, garlic contains germanium - an anti-cancer agent; Garlic helps to prevent a variety of cancers such as: bladder cancer, colon cancer, prostate cancer, lung cancer; rectal cancer, stomach cancer. Garlic is also used to treat some forms of cancer such as bladder and prostate cancer.

for up to one (1) hour after you have activated them; After one hour has passed the medicinal properties begin to degrade which is why it is important to use fresh prepared garlic. When used in the dosage provided above, garlic is safe for pregnant dogs; The only caution around garlic for pregnant dogs is that if ingested in large quantities it can flavour the milk of lactating females (human and canine). Puppies As a general guideline for puppies... Don't give garlic to puppies that are 6 months of age or younger. GARLIC FROM CHINA Some garlic from China has been found to be contaminated with high levels of arsenic, lead and added sulphites. DOGS MAY SELF-SELECT YES, NO If your dog does not want to eat his/

her food once you have added garlic, or if you are delivering garlic to your dog in another way (without food), and your dog does not want the garlic do not force the garlic on your dog. Many dogs do have good instinct / senses to 'know' what he/she needs, and / or if the food, herb,nutraceutical or alternative medicine you are offering is not appropriate for his/her individual situation. HEALTH AND MEDICAL CONTRADICTIONS If your dog has a health or medical conditions, make sure you check for contradictions - for example... If your dog has IBS or Colitis: Garlic is high in insoluble fibre and sulphur compounds - as a general rule it is best not to give fresh garlic to dogs that have IBS or colitis. DRUG INTERACTIONS If your dog is on conventional drugs: make sure you check for drug interactions - the below is an example of some garlic and drug interactions... If your dog is on cyclosporine: Garlic may increase the rate at which cyclosporine is broken down by the body, and; Might decrease the effectiveness of cyclosporine; So, do not give your dog garlic if he/she is on cyclosporine. If your dog is on a blood thinner: Garlic can slow down blood clotting - garlic may increase the efficacy of the blood thinner; The dosage of the blood thinner would need to be adjusted for intake of garlic. Property rentals: registration of foreign guests

B

esides taxation, one of the main obligations of property owners who rent their properties to tourists, is to report to SEF (emigration office) the entry and exit of all guests of non-Portuguese nationality. SEF is the entity responsible for monitoring the entry, exit and presence of foreigners in Portugal. When foreigners stay in commercial accommodation, eg a hotel or a local lodging unit, these tourist facilities are required to register the arrival and departure with SEF, via the accommodation registration form (Boletim de Alojamento). Fines for noncompliance with this law may vary between 100€ and 2.000€, so don’t take any chances! These details need to be reported to SEF: ● Full Name and Nationality ● Date and place of birth ● Document type (passport/ID) and number ● Country of Issue ● Country of Residence ● Check in and check out date The SEF website offers a full list of FAQs in Portuguese, below you can find a few: Who must submit identity documents? Each non-Portuguese person, regardless of age (and including children) shall present identity documents. What counts as a valid identity document?

In addition to security issues, customer registration in the hotel is still required for tax and statistical control (INE and Turismo de Portugal IP) purposes. Not collecting the required information can lead to the establishment being subject to the imposition of heavy penalties (imprisonment and fines). What penalties are involved for noncompliance with this regulation? Any person who encourages or facilitates non-compliance in any way is subject to punishment with imprisonment of one to four years. If any crimes are committed by those foreign citizens causing inhumane and degrading conditions, endangering life, causing serious harm to body or death, the establishment owner shall be punished with imprisonment of two to eight years. Financial penalties: For failure to register foreign nationals within three days through SIBA or through local authorities (where SIBA is not available, restrictions apply), a fine of €100.00 to €2,000,00 may be incurred depending on the number of offenses committed. Fines may be increased under the conditions of Fundamental Law on Offences (Decree-Law No. 433/82 of 27 October). Any further criminal or administrative offences may incur additional penalties (including forfeiture of assets and other limitations).

What about those who own private homes and commercially provide rental of rooms to foreigners? Any rental of bedrooms, large portions of a house, an entire house, a villa, a tent, caravan, boat or any other form of accommodation to a foreigner requires mandatory registration of that guest through SIBA. Can a lodging establishment hold the identity documents for any reason? No. Only the police and judicial authorities have the power to withhold or retain these documents and only for the period necessary for their processing. Does free accommodation in the homes of friends or relatives need to be reported? No, it is not required in the case of foreign nationals who are staying in a friend’s house. he concept of money and finance is one that stretches back thousands of years. Commodity markets in their earliest form are believed to have originated somewhere between 4,500BC and 4,000BC! Below are some interesting facts and insights into the financial world that you might not already know. How has the Napoleonic Law had a lasting influence on Europe? The French civil code was enacted in 1804 and still has a stronghold in many European legal systems to this day. During the Napoleonic Wars, in the 19th century, the code was voluntarily adopted in a number of European and Latin American countries, either in the form of simple translation or with considerable modifications. These countries included Italy, the Netherlands, Belgium, Spain, Portugal (and their former colonies), and Poland. The Napoleonic Law was written in three volumes: The first book of the Code deals with the law of persons: the enjoyment of civil rights, the protection of personality, guardianship, relations of parents and children, marriage, personal relations of spouses, and the dissolution of marriage be annulment or divorce. The code subordinated women to their fathers and husbands; who controlled all family property, determined the fate of children and were favoured in divorce proceedings. The second book dealt with the law of things: the regulation of property rights – ownership, usufruct and servitudes. The third book deals with the methods of acquiring rights: by succession, donation, marriage settlement and obligations. In the last chapters, the code regulates a number of nominate contracts, legal and conventional mortgages, limitations of actions and prescriptions of rights. To this day, the Napoleonic Law is still entrenched in the form of the succession rules, designed to keep property within the bloodline. If you are a resident or have property in Portugal, Italy, France or Spain for example, once you die ´forced heirship´rules may automatically allocate a minimum proportion of your worldwide estate to specific heirs- even if your will states otherwise. It is also important to note that these countries are all rather traditional on the view of family, so stepchildren and unmarried partners may not be considered direct

family - for succession law purpose. So more than two centuries on after its promulgation, the Napoleonic Law is still living. Thus the melancholic words uttered by Napoleon in exile: “My real glory is not the forty battles I won, for Waterloo’s defeat will destroy the memory of as many victories.…What nothing will destroy, what will live forever, is my Civil Code.” were in fact partly justified. Just what is common-law, how does it differ from the civil-law system used in some other countries and why is it important in finance? Common-law is a peculiarly English development. Before the Norman Conquest, different rules and customs applied in different regions of the country. After 1066, monarchs began to unite both the country and its laws using the king’s court. Justices created a common law by drawing on customs across the country and rulings by monarchs. These rules developed organically and were rarely written down. By contrast, European rulers drew on Roman law, and in particular a compilation of rules issued by the emperor Justinian in the 6th century that was rediscovered in 11thcentury Italy. With the Enlightenment of the 18th century, rulers in various continental countries sought to produce comprehensive legal codes. Today the difference between common and civil law traditions lie in the main source of law. Although common-law systems make extensive use of statutes, judicial cases are regarded as the most important source of law, which give judges an active role in developing rules. In civil-law systems, by contrast, codes and statutes are designed to cover all eventualities and judges have a more limited role of applying the law to the case in hand. Past judgments are no more than loose guides. Civil-law systems are far more widespread than common-law systems: the CIA World Factbook puts the numbers at 150 and 80 countries respectively. Common-law systems are found only in countries that are former English colonies or have been influenced by the Anglo-Saxon tradition, such as Australia, India, Canada and the United States. Whereas civil-law systems are found in countries such as China, Japan, Germany, France and Spain. The relationship between Law and finance: from 1998 there has been

considerable growth in this sector after Robert Vishny published ‘Law and Finance’. He suggested that legal systems and financial development go hand in hand with economic growth. Civil-law is viewed as inferior to common-law because it is devised by academics and legal philosophers, whereas common-law emerges from the process of judges resolving specific and real business disputes in a pragmatic manner. The infrequent revisions of civil-law codes mean that they can quickly become out of date, whereas the common-law can easily respond to new business environments and practices. Why does the UK have a different tax year? Much of the world quite sensibly chose January 1st to be the start of the tax year, but amongst the major nations only the UK has a quirky start date to its personal tax year. Back in the 1500s, most of Europe changed from the Julian calendar to the Gregorian calendar (which includes a leap year every 4 years). The UK however, had previously had a disagreement with the head of the Catholic Church on matters such as divorce…. so ignored the Pope's decree and continued on with the Julian calendar (as did Russia incidentally and for much longer than the UK). Thus for the next 170 years there existed a difference of at least 10 days between the calendar in Britain and that used by the rest of Europe. Using the new rules (Gregorian calendar), 1600´s added another day’s difference, whereas 1700s did not and by 1752 Britain was therefore 11 days out of sync with the rest of Europe. In Britain, the four main Christian religious holidays (including Christmas Day) had been used as a “quarter day” on which all accounts and debts had to be settled, as well as rent for land and property being paid. The first of these “quarter days” fell on Lady Day, being the 25th March and also coincided with New Year’s Day and the first day of the British tax year. It wasn´t until 1752, when the British realised that they needed to realign their calendar year with the rest of Europe, New Year's Day was moved to the 1st of January and 11 days were dropped from the calendar in order to catch up with the rest of Europe. Therefore September 1752 was a rather unusual month with September 3rd being swiftly followed by September 14th. Understandably the

Protecting Your Overseas Money Transfers

A

s I write, the news surrounding the closure of foreign exchange company Premier FX is vague, with an administration order just having been placed by the FCA against the company, following the death of the owner Peter Rexstrew. The controversy and information being reported on social media regarding the uncertainty of client funds is concerning. Expats, property buyers or sellers and companies worldwide have been using foreign exchange companies for decades as the cost savings over some banks are indisputable. But what questions can you ask of a foreign exchange company to ensure your funds are safe? Undertake your due diligence properly and look for maximum protection, not the minimum FX companies, like Premier FX, should be authorised by the FCA (Financial Conduct Authority) under the Payment Services Regulations 2017. They are classed as Authorised Payment Institutes or Small Payment Institutes. However, working with a company that also has client money permissions offers you a higher level of client money protection. Therefore, when doing your due diligence, ask if the company you are working with holds client money permissions. A firm that has client money permissions, regulated under the Financial Services and Markets Act 2000 (“FSMA”), must adhere to a much higher levels of client money protection under the “CASS money rules” regime. These are the most stringent client money rules in the financial world. Client money permissions - what protection does it offer you as a client and your money? Well it means that companies which have client money permissions must: • Have segregated client money accounts • Perform daily client money reconciliations which reconcile every client, daily, to the penny • Submit monthly reports to the FCA • Employ external auditors to audit the client money policy and procedures (CASS Audit) • Produce an ICAAP which is a stress test mechanism to ensure enough additional

capital is held in reserve to cover client money shortfall, if they were to ever occur for a short period. You can search your chosen foreign exchange company on the FCA register at https://register.fca.org.uk/. Insurance to protect you and your money In addition to holding regulatory permissions to protect client money, find out if the company you are using, or planning to use holds professional indemnity insurance. Professional indemnity insurance is a liability insurance when a third-party claims to have suffered loss, usually due to professional negligence. It is the responsibility of your FX company to decide how much their professional indemnity insurance coverage is, however, the FCA state minimum limits for firms are in excess of £1m. In addition, firms may also look to have some additional insurance policies covering cyber risk and Directors and Officers insurance. These suite of insurances offer extra cover and protection that complement the segregation and safeguarding of client money and it may be advisable to work with a company that holds in excess of the minimum £1m suggested cover. Maximum Protection, not speculation or investment FX companies regulated as an Authorised Payment Institute should be offering payments, FX spot and FX forwards transactions only. These companies should not: • Hold funds on account • Offer investment advice • Speculate with your money on the FX markets • Offer high interest returns on your money If you are being offered a speculative FX service (buy and sell currency for potential profit), investment advice or interestbearing accounts then the company will need to have additional regulatory permissions in place to offer these services. Are the services being offered too good to be true and what are the red flags? 1) No deposit asked on a forward transaction: If a company does not ask for a deposit when placing a forward trade, they could be speculating, leaving your trade open (not booked) and/or using

other client money as margin (deposit) which is wrong to do and a huge liquidity risk. The company may well be using their own funds as margin for your trade which is fine, but be aware this does carry a risk that the company at some point does not have enough cash and has to close trades or use other funds to hold the FX positions 2) Is the company offering a better rate as it improves? When you order and book your currency on a Spot or Forward contract, the rate is fixed when booked. Any movements in the exchange rate do not affect the rate you have as you have already purchased your currency. You cannot be given a better rate at a later date. To be offered this suggests that the company may be leaving your trade open or re-trading you and holding the old trade which would now be running at a loss – this is massively risky to both client money and a company’s capital liquidity. 3) Are you being offered a rate above the market? The mid-market rate that is shown on websites like xe.com is clearly stated as the mid-market or interbank rate. This rate is not achievable by you as this is the rate where the banks are trading off. If you are offered this rate or better, be cautious of this, a company cannot sustain losing money on all trades and therefore could almost be offering a PONZI style mechanism to pay you the higher rate using other client money. If you do your research there should be no reason why you cannot benefit from using a foreign exchange company for your currency transfers, safely and securely. he Olhanense SAD (limited liability sports company) could soon be under new ownership. Several parties are interested in acquiring the beleaguered club with Brazilian businessman Luiz Andrade being a front runner. He led CD Aves to Portuguese Cup success when they beat Sporting Lisbon in the final last May and his aim would be to get Olhanense back to the Primeira Liga in just three seasons should his bid be successful. The stumbling block is thought to be the club debt, rumoured to be in the region of €1.5m, which could see the bid crumble. Olhanense lost their opening game in the Campeonato Portugal 2-0 at Pinhalnovense and scrapped a 1-1 draw at home to local rivals Louletano. The one positive to come out of the game was the form of new signing Kim Yeail. The South Korean was a constant menace as he ran at the Louletano defence and duly scored from a Leleco pass.

Although elections for the main Sporting Clube Olhanense are not due until next year Djalmir Vieira, perhaps the greatest Olhanense player in recent years, is a step closer to formalising his candidacy for the presidency. Djalmir left Olhanense five years ago after 150 games, 60 goals and many, many afternoons of glory. "The idea has been fermenting for some time, but the moment has not been right until now," the Brazilian told O JOGO paper. Djalmir has returned to the city he loves, where he has many friends and where his daughter was born. He said, “there are many people who have turned their backs on the club but would now support me in my endeavours to return this historic club to its rightful place in the higher echelons of Portuguese football.” SC Portimonense and SC Farense have re-invented themselves in recent years after a downturn in their fortunes and are now on the rise so could the same happen to SC Olhanense? Only time will tell.

here are numerous Irish Bars in Dublin but there was only one Dublin in Tavira’s Irish Bar, the Black Anchor recently. Former Manchester United, Coventry City, Aston Villa and Leicester favourite Dion Dublin was enjoying a break in the Algarve along with comedian and actor friend Jason Manford. More recently Dion Dublin has been co-presenter of the hit BBC TV show ‘Homes Under the Hammer’. Jason Manford is an accomplished all-round entertainer who has appeared in Coronation Street, Emmerdale and hosted numerous TV comedy shows as well as panel games such as ‘A Question of Sport; Super Saturday’. Whilst enjoying the hospitality of Tavira’s riverside Black Anchor Bar the two sports fans were only too pleased to chat with members of East Algarve Walking Football. Meet the Pro Meet Chris Truter, Head professional at Quinta do Vale Golf

C

hris Truter is the head pro at Quinta do Vale Golf Resort, which is one of only three Seve Ballesteros signature golf courses in Portugal. B.A Honers (Business) degree student from Port Elizabeth, in South Africa, Chris played professionally for six years on tour after becoming professional in 2000. He spent time in Barcelona at San Joan, Golf Club before joining the team at Quinta do Vale four years ago. His career best is a sixty five and to date he has shot three hole in ones. Chris’s group lessons, twice weekly, have from five to twenty players covering all aspects of the game and as well as lessons, he runs regular clinics and is also responsible for arranging the various sought after tournaments. Seve Ballesteros brought a real flair to the game and has designed Quinta do Vale to appeal to both amateur and professional. “A par is hard but a bogie is easy” is how Chris described the course, and somewhat of a gem as far as golf courses are concerned to “appeal to everyone”.

Seve’s philosophy was to challenge the golfer whilst using the natural environment and that is exactly what has been achieved at the naturally beautiful and established Quinta do Vale. Chris explained, “There are six par 3, six par 4 and six par 5 holes, doglegs and various strategic hazards as well as excellent practice facilities at the driving range, and the putting and pitching greens.” As head professional Chris has built a connection with both members and regular clients and created a social and lively association, mentoring and playing at Quinta Do Vale, as well as other nearby courses. “A fantastic course with wide and narrow fairways and greens which are in great condition and a real shot maker's course, with an abundance of natural beauty and views”.
