Tourists on Dolphin tour see Killer Whale family off the coast of Olhão

group of orcas, commonly known as killer whales, was spotted last month, off the coast of Olhão, in a dolphin watching tour promoted by the company Ria Formosa Tours. The group of about 15 animals, including adults and a few pups, were spotted for several minutes about two miles off the coast in front of Fuzeta's new bar, the company said on its Facebook page. The orcas surprised the dolphin-seeking tourists aboard the Airo boat, guided by skippers João Veiga and João Neto, both students of marine biology.

The family is believed to be heading west on their annual migration pattern. Orcas are sighted, albeit rarely, off the coast of the Algarve in the summer months. Orcas are members of the dolphin family. After mankind, they are the species of mammal that occupies the second largest geographical area on planet earth. Their food is based on fish, molluscs, birds, turtles, sharks or seals, and they can weigh up to nine tons. A video can be found here: https://www.facebook. com/watch/?v=362562304422488

over by a lifeguard and crew from a boat until a team from the National Nature and Forest Conservation Institute (ICNF) arrived. The dolphin was then transported three nautical miles away from the coast and released back into the sea.

Football star Neymar makes guest appearance at Olhão Seafood Festival

B

razilian football star Neymar was a surprise guest at the Olhão Seafood Festival. The Paris Saint Germain star was called on stage by his friend Paula Fernandes, a Brazilian singer who was the headlining act of the festival that night, and was welcomed with a roar of applause. It is unclear whether Neymar is on holiday in the Algarve or if he travelled here solely to support his friend. The footballer has yet to take part in any match this season for the French club and is rumoured to be negotiating a move to his former team Barcelona as well as Real Madrid. As singer Paula Fernandes joked on stage: “He took some time off from his practices to come give you all a hug.” Neymar is widely recognised as one of the best footballers of his generation and remains the most expensive player in the history of football, being transferred from Barcelona to PSG in 2017 for a record fee of €220 million. michael.bruxo@algarveresident.com

Portuguese Water Dogs F

Loving, playful and easy to train... the perfect family pet

or an active family and especially one with a swimming pool or beach nearby, Portuguese Water Dogs make an excellent family pet. They can be: Incredibly loyal and loving Intelligent and easy to train Playful and fun-loving characters Like any other breed however, they are not without their challenges. They can be high energy and need lots of daily exercise and mental stimulation. They tend to have a low boredom threshold, and can be wilful when the mood takes them. When young, they can be somewhat "mouthy" and often chew on anything they come across. Another key factor in their popularity is them having a single-layered coat that does not shed, something which people who suffer from dog related allergies particularly welcome. Despite the obvious appeal of a dog not moulting, their grooming requirements should not be underestimated. They really need to be professionally groomed every two months and ideally, their coat brushed every other day. In fact, if left untended, the coat will keep growing indefinitely. The problems associated with this include hair around the eyes growing so long as to impede vision, and the matting of the body hair which can be very uncomfortable for the dog and can cause skin irritations. The difference in appearance within the

breed can be significant with some owners traditionally preferring a longer coat (known as a ‘lion cut’), while in more recent times the shorter coat (known as a ‘retriever cut’), has become particularly popular. With the lion cut, the hindquarters, muzzle, and the base of the tail are typically shaved, with approximately 1/3 of the tail hair left long, also known as a flag, and the rest of the body left full length. This more traditional cut originated with the fishing dogs of Portugal as the denser coat is thought to have diminished the initial shock of cold water when jumping from boats, as well as providing warmth to the dog’s vital areas. The more popular retriever cut tends to be about 2.5 cm long, evenly over the body. This cut originated because breeders wanted to make them more appealing and low maintenance for buyers. It’s often the case that owners want the coat of their dogs cut very short, especially in the summer months, in a modified retriever cut. All dogs have different grooming requirements, and receive highly personalised grooming care at The Spotted Dog. More information on the many benefits of professional dog grooming is available on our website at https://www.thespotteddog. net/

FLORENTINTA Meet Gail from Florentinta who has recently opened a boutique clothing shop in the center of Tavira

T

o Gail both Fashion and Design was and still is her profession and her passion. Having spent the best part of her career surrounded by anything and everything to do with fashion and fabrics has been her true vocation in life. She walked out of school one afternoon after just turning 16, found herself a job with a manufacturing company the same day and started work the next working day. Her roll was Office Junior but she loved working and soon rose through the ranks to Contracts Manager, what followed was 8 years of learning how to run a business, the experience was truly quite invaluable. She then decided to open her first fashion shop specializing in Occasionwear for sizes 8 to 50. As a buyer for her own store she found it impossible to purchase labels above a certain size so started her own label which was manufactured in Cheshire. She travelled to various countries sourcing fabrics for her discerning customers and built a very successful brand, Gail closed this business last year after 32 years of trading. Almost 3 years ago Gail and her husband Craig moved to Portugal to ‘retire’ but life wasn’t going to let Gail do that, the Gods had other ideas for her. Gail found that the choice of Ladieswear in Portugal was a little staid and decided to open her first shop in Almancil which has been incredible, Gail is renowned for a special flair for colour and fabrics so using her depth of knowledge and experience in design and sourcing fabrics she has brought something different to her discerning customer. At the beginning of August, Gail opened her second shop called Florentinta Boutique in the beautiful town of Tavira and the response has been truly amazing. She understands that some customers are unable to visit the shop in person so Florentinta has developed an e-commerce website offering worldwide shipping around the globe. New styles are being added and deleted daily to keep up with the demand. Gail also found that there was a lack of good quality trousers in the Algarve so introduced the truly incredible Robell range. If you have never tried Robell trousers, you are truly missing out, they are THE most comfortable trousers you will EVER wear, there are no zips or buttons, just pull on and go, Robell also have a golf range which are just as comfortable as the regular range. Sizes available are UK 6 to 32 ( 32 to 58 European).

Sweetness Beth Jackson meets Pushpa Gauchan from Nepal who's gone from the Raspberry farms to making Mow mows in Estiramantens.

R

ecently, red fruit greenhouses have attracted many Nepalese looking for work, adding their unique gaiety and softness to our Algarve community. I thought I’d speak with my friend Pushpa Gauchan who came with her husband Robbie, to hear a typical story of these people. But social migration is built up of thousands of unique souls overcoming problems that would probably crush most of us in the West. Pushpa: When I lived in Nepal, I did not work. Beth: What did you do? Pushpa: Nothing! (Laugh) That is our mentality. I am really grateful for Robbie. He did much work. We had a business, a clothes business and a farm as well as our house in Kathmandu. Everyone knew him in a big area. He earned enough to look after me. Beth: Ah, you were a lady of leisure! Pushpa: I was a housewife, I took care of the food and our family. People would come, sometimes they would stay for one or two days, sometimes we would go there. Sometimes we would go to our farm. It was 30 minutes away and so high that we could see all of the city. Beth: Do you not want to go back to your farm? Pushpa: No, now there is nothing. Beth: What? did Robbie sell it? Pushpa: Yes, but it was for a very stiff price, because the earthquake made everything

like this. We had good business, but after the earthquake everything was destroyed. Nothing left. I forced my husband with “I want to go.” All my friends and relatives had scattered all over the world. He found out how to travel from the internet and organised a group to come to Europe. Beth: When was this? Four years ago? Pushpa: Yes, at that time it was very hard to get the papers. We worked for an employment agency. They would provide our house, insurance and social security, but they would take half the wages. We shared a room with no windows, with four men. We lived like animals; 22 people in a small house. This was the first time I worked, and I did not know anything. There was a huge barrow with one wheel on the front we used for moving the raspberries and I would keep knocking my legs against it. They were black and blue. In those first weeks I would go to the rest room and I would cry. After 5 months we decided to go home but in Lisbon a friend broke her arm and asked me to do her work. Then I worked in a restaurant for no money. I walked so much I had problems in my legs. Beth: You worked long hours in the raspberry farms too, didn’t you? Pushpa: In spring 2016 we worked 12 hours, 6 days; more if they needed us; sometimes up to 18 hours a day. But the first year was the worst. When you go somewhere and you start at the bottom you have to claw your way up. We had to live off the money we had from selling our property in Nepal. Then

Malcolm Muggeridge

I found a lawyer who arranged my social security number in 3 days, and I phoned my old boss at the raspberry farm, and I got a job directly. Beth: And now you have residencia, (I remember the party!) and are working good hours in a bar in Estiramantens. Tell us about the mow mows. Pushpa: I started to make mow mows in the bar. I try to do them very nice. People come from very far, from Faro and Tavira, Nepalese people too. Beth: I think they’re great… Tell me, after all you have been through, how do you see life? Pushpa: Sometimes I feel, it’s nice. I like to talk with everyone, I like to share, I like to make a joke. Old people and young; for me they are like family. Beth: Were you not like this in Kathmandu? Pushpa: No. Beth: What, were you proud? Pushpa: Yes, I was. I was very respected. Now, I don’t know what people think about me, but for me it doesn’t matter. The hard thing is finished, for me. I am happy now. Beth: I, for one, respect you very much, Pushpa. You have lost wealth and social standing, but you have gained something much more important, you have gained sweetness. Anyone wanting to try Pushpa’s wonderful mow mows (Nepalese spicy ravioli) can locate the Algarvio, Estiramantens on Google maps. It’s basic there; bring your own salad!

Summer time hot tub care Keep the water in your Hot Tub crystal clear

H

ere we are in the heat of the summer and it is so nice to take a dip in our hot tub to cool off (maintaining the tub temperature at 33˚ - 34˚C is perfect for summertime use) but sometimes we get a shock as the water in our tub has a grey or greenish hue and does not look inviting. So knowing just what has caused this deviation to our normally crystal clear water and how to get it back to normal will make us into the hero of the moment! This grey or greenish water phenomenon is generally caused by inadequate sanitizer being used and if the problem has been building up for a while then algae may be also be present, treatment is simple, a shock dose or double dose of Spa Bromine Infused Granules and give the filter cartridge a thorough clean, if worse then drain and refill as needed. To further your heroic status the following will help

you to fathom the little issues that are periodically caused by extensive usage through the summer months! When like me during a senior moment you misread the instructions and dose too much chlorine and the dip stick colour says pH is way too low for use, you can wait to let it naturally dissipate or if time is of the essence buy a chlorine reducer and follow the instructions closely! On the subject of chlorine, during periods of high summer usage the chlorine level can drop quickly due to sun screen or moisturiser contamination so a shock dose approach will be required until the situation is recovered and insist that your guests take a shower prior to use! We love to see them but they do create more work for us! On some occasions the pH can suddenly appear hard to control and the test stick identifies the cause as a low Total Alkalinity (TA)! Use just a dose of Total Alkalinity Plus to bring the TA back into the required range and the balancing of the pH will be

a breeze! When our natural body oils are not washed off with a pre dip shower or soap products are still present, foam often occurs and treatment with a foam control product is needed. Rinse the filter well the next day! In Algarve regions with calcium rich water, scale formation can be observed at the water line area, it normally indicates that the pH control is off or there is a need for a scale control product. Having talked of the need for testing on a regular basis to keep the water system in balance, if we have overdosed the chlorine then the test strip indicator pads will be bleached before we can obtain a reading when the chlorine level is over the 15parts per million level, just wait until the chlorine level drops and test again, also check the expiry date on the strips and lastly do not keep them in a location that gets hot as this kills the test reagents used in the strips. hether you’re purchasing or selling property in Portugal, you should appoint a real estate lawyer whose primary area of practice is real estate. The lawyer may work in other areas of law too, but the main focus is on residential or commercial real estate transactions. He or she will oversee the legal work involved and assures the interests and rights of the client are protected in order to avoid eventual major financial loss. The complexity of real estate law can make transactions confusing for non-professionals and especially first-time buyers. Some strongly believe to get through the purchase process with a property agent by their side, but real estate agents are not licensed to provide legal advice. This means property agents should not answer complex legal questions, even if they know the answer. Hiring a lawyer for a real estate transaction in Portugal is optional and to reduce purchase costs you may rely on your own knowledge. You may get assurance from good friends who have purchased a property in Portugal before and without a lawyer. Yes …in theory, you can do everything yourself, however it’s probably not a good idea. Using a lawyer who specializes in real estate will increase your total property purchasing cost, but it could save you headaches and money in the long run. Often purchasers think that a lawyer mainly does secretarial work like filling out a standard purchase agreement, but the law of real estate is unique and raises special issues of practice, and problems not present in other transactions. A lawyer takes care of the whole legal purchase process involving documentation and administrative work and will double check the legality of the property in fiscal terms, registrations and possible existence of liabilities on the property. A real estate lawyer is trained to deal with all kind of real estate matters and their assistance is also of importance if you wish to sell your property. As a vendor you can face serious liability issues if your sale contract isn’t worded correctly. A lawyer

Property will ensure that you are financially protected in case a buyer finds a major issue with the property after purchase or if a buyer wants to pull out of the agreement at the last minute. They also protect you from buyers who don’t meet their financial obligations in a timely manner. While you may be able to do everything yourself, there’s a good chance that you’ll make mistakes along the way that might end up being costly and time consuming. Many questions arise when buying a property. E.g. what future development or construction is planned for the area? This is an important matter which a real estate agent is not obliged to tell you about when you buy a property and it is not something you can find out for yourself easily. Another matter to avoid is the possibility of outstanding liabilities such as claims, right of way, debt and unpaid condominium fees. You need a lawyer to alert you to this. The real estate may point this out, but it is better that an independent 3rd party does this for you. Environmental issues fall under the same banner, such as not being able to (re)build or renovate an annex or a deck on the property because your property is in a protected area. These are only some of examples to show you the importance of dealing with a professional. Your lawyer will guide and accompany you through the whole purchase process until the

www.eastalgarvemag.com

final completion on the purchase or sale. Note: When purchasing or selling a Portuguese property a private or public notary must also be involved at the time of completion when the deed (escritura de compra e venda) is ready to be signed. Compared to a lawyer their role is to represent the truth and the state, rather than either party involved in a transaction. In Portugal, it is often necessary for documents to be signed in the presence of a notary for them to be legally binding. Furthermore, a lawyer has a legal responsibility to his client and will make an effort to protect the client at all costs against unforeseen legal circumstances. They deal with mortgage fraud, negotiate on behalf of the parties they represent and oversee the transfer of deeds and titles. If there is a problem between parties they can mediate to resolve matters amicably and if that fails, they are capable to take legal action. When buying a new property in Portugal - although it is not really pleasant to plan for your departure from this world – a lawyer can avoid misunderstandings over the inheritance between your loved ones in case you pass away. Real estate lawyers are mostly specialised in creating wills and trusts to ensure that your assets go to the person(s) of your choice. We think it is important to hire a real estate lawyer when purchasing or selling a property. Avoid unnecessary risk and secure your

peace of mind. Without a real estate lawyer involved, consequences may be more fatal than purchasing a car that turns out to be a lemon. If the agent is a professional you should be able to count on their recommendation for a good law office with a proven track record of being excellent. Normally agents do not refer a client to a law office unless they think they were exemplary. They should provide you with at least 2-3 choices. Speak to all of them personally and decide for the lawyer you feel most comfortable with to represent you. If you need any further advice about buying or selling a property, contact us. George from the hair Studio welcomes Lisa Wright to the team

olidays and enjoying living the dream life in the Algarve usually mean days at the beach, and as we know the sun can wreak havoc on the hair and skin. Thankfully the experience and knowledge at The Hair Studio hair salon in Conceição will take care of all your hair care needs to keep it healthy and glowing. Owner George has a wealth of experience and has built the business over many years. The salon is well established and as he has recently undertaken some extra commitments when Lisa Wright contacted him and asked if he knew of any work available, he saw an opportunity to help Lisa, expand the business and also offer clients diversity. Lisa Is originally from Oldham in Greater Manchester and has had property in Cabanas for last 10 years. She finally

made the big move permanently at the end of February this year. Her experience spans 25 years with the last 15 years teaching hairdressing in a local further education college in Oldham, developing the skills and knowledge of many young aspiring hairdressers and barbers. During the last 4 years at the college she was a director for apprenticeships covering many skilled trades and was passionate about developing young peoples skills and opportunities. “I have always maintained a regular clientele alongside management and teaching and love all aspects of hairdressing and barbering. Its the best job to meet new people and be creative whilst you work. Theres nothing better than making someones day with a fab new haircut or colour.” A specialist in Wella colouring techniques,

bridal hair and all aspects of hairdressing / barbering, Lisa will now join George in sharing the space and this will mean that the salon is open 6 days a week Monday through to Saturday. Lisa will be working in the salon Mondays 10am-5pm Wednesdays 10am-2pm Saturdays 10am-4pm Later evening appointments are available on request. BAKING NEWS! Introducing the only official stockists of Aga and Falcon ovens in the Algarve... the cooker for real cooks!

J

ose Martins is the entrepreneur behind Agabras, the modern, boutique shop in the centre of Sao Bras de Alportel which opened last December. He is a charming personality from the town and his commitment, hard work and knowledge has brought the iconic and prestigious AGA cooker dealership within reach here in the beautiful East Algarve. Jose began his career as an engineer in, air conditioning and heating, locally and it was those early days that his employers asked if he could install a cooker. That was the beginning, they sent him to the UK for training and Jose now has over 15 years experience as an Aga technician completing annual courses ensuring he is fully factory trained in both Aga and the Falcon brand. Jose knows everything about the products and while we were there he took collection of the brand new cooker from Falcon, which incorporates a steam oven, straight from the factory, one of the very latest models and the only one in the Algarve. As an Aga and falcon distributor he also ensures any installation and after sales service is 2nd to none. He can advise on everything to do with the product, ensure the transition right into your home and covers the guarantees and professional after sales service. Aga is one of the quintessential luxury manufacturers and here is a little history from them. The story of the AGA cooker is one of award-winning innovation and a proud heritage stretching back to 1922. Today's AGA is made in exactly the same way as it always has been. Quite simply, molten iron is poured into moulds. It's this technique that gives the castings their characteristic surface – each one is unique and sets the AGA apart from the universal, mass-produced

36

uniformity. While most cookers are spray painted in minutes, the AGA cooker's multiple protective coats of gleaming vitreous enamel take three days to apply. It's this enameling that helps ensure the working life of an AGA cooker is measured not in years but in decades and of course, the modern AGA also contains state-of-the-art technology and is subject to rigorous quality controls which adherence to the latest environmental standards. Each part of an AGA cooker – and there are many – is meticulously inspected and colour checked before leaving the factory in Shropshire. This is British manufacturing at its best. It was in 1922 that blind Nobel Prize-winning physicist Dr Gustaf Dalén invented the world's first heat-storage cooker. Confined to his home after a failed experiment cost him his sight, Dalén was inspired to create a better, more efficient cooker for his wife, Elma, who constantly had to tend to their old-fashioned range. Dalén created a cast-iron cooker capable of every kind of cooking simultaneously, through its two large hotplates and two ovens. The now famous AGA was born and by 1929 manufacturing was under way at the AGA Heat Ltd factory in Smethwick. Dalén was awarded the Nobel Prize for his work in developing automated lighthouses, a development which saved countless lives. The iconic AGA cooker has been the heart of the home for decades. However, we know that since the AGA cooker was invented in 1922 there have been many lifestyle changes and it’s not always necessary to have the AGA cooker on all the time. That’s why it has developed some new flexible AGA models and now, an AGA cooker can really fit into every home and lifestyle. Planting vegetables all year round A guide to planting vegetables all year round to have a plentiful supply

often get asked what can I plant (vegetable wise) and when here in the Algarve. I see autumn as an English spring, so now I will be planting peas beans and brassicas, for an early crop. Early in the year March April when the weather is getting warmer I would be thinking about, melons, squashes courgettes, fruit trees, summer fruits. July and August I just try and keep things alive with a little water every other day. Here is a guide to what and when from an elderly neighbour of mine. Like most things in life there is no golden rule. The climate in Portugal is not set in stone, so neither should the planting schedule be.It is important to sow seeds when the soil is moist, not waterlogged and has had a few days of sunshine to warm it up. Broad beans and peas seem to be able to cope with wet soil. Sweet pepper, sweet corn and melons need the soil very warm to germinate and survive. January Sowing: Broad beans, lettuces,

Chinese cabbage, peas, onions, garlic, mange tout peas, potatoes, cabbages/ cauliflowers for spring/summer use. Other tasks: Digging in manure to beds ready for summer vegetables; adding lime to soil that is to grow beans and brassicas; adding fertiliser or muck to cabbages still growing; weeding around existing plants. February Sowing: Carrots, lettuces, peas, radish, Swiss chard, turnips, beetroot, potatoes. Other tasks: Dig over and prepare seedbeds and permanent beds for summer vegetables; earth-up potatoes as necessary; weed as necessary and thin out carrots. March Sowing: French beans, climbing beans, carrots, cucumber, lettuce, pumpkin, potatoes, melons, tomatoes, sweet potatoes, lettuces, radishes, okra. Other tasks: Prepare irrigation systems; weed summer beds; weed carrots diligently; transplant cabbages and cauliflowers; transplant onions; add manure/fertiliser to soil limed in January. April Sowing: Summer crops that failed to thrive last month can still be sowed, plus courgettes and melons. More beans, aubergine, carrots, cucumbers, and radishes can be sowed to ensure a constant supply. Other tasks: Transplant lettuces, May Sowing: Cucumbers, pumpkins, sweet pepper, sweet corn, Brussel sprouts. Other tasks : Prepare bed for sweet potato slips; keep beans well watered. June Sowing: Anything

sowed now will have to survive the hot summer months. More beans, pumpkins, courgettes, cucumbers can be sown but will need plenty of water. Other tasks: Cut slips from the sweet potatoes and transplant to permanent bed. July Sowing: French beans, carrots, cucumbers, pumpkins, potatoes. To get an early start you could also start off

some cauliflowers and cabbages ready for transplanting six weeks later. Other tasks: Prepare beds for brassica transplants lime first, wait a month then manure or fertilise. August Sowing : French beans, cabbages, cauliflowers, pumpkins, potatoes, mange-tout peas for a November crop. Other tasks: Transplant cabbage and cauliflower seedlings. September Sowing: As long as it is still sunny and not too wet many crops can still be sown - French beans, cabbages, carrots, lettuces, Chinese cabbage and the last planting of potatoes. It should now be cool enough to begin winter radishes and turnips as well as small radishes. Other tasks: Prepare beds for planting broad beans and peas that are going to overwinter. October Sowing: Broad beans and peas, lettuces (not if it’s very wet), radishes, winter radish, carrots to over winter. Other tasks: Transplant cabbage seedlings. November Sowing: Broad beans and peas Other tasks: Transplant cabbage seedlings. December Sowing: You can still put in broad beans and peas. Lettuces will germinate and grow quickly under a makeshift cold frame. As you can see from this guide lettuce can grow all year round as well as carrots and potatoes.. Enjoy your vegetables, they taste so much better when home grown, and I hope this is a helpful guide.

Cross-border tax planning for today’s global transparency

T

ax transparency has recently been revolutionised by the global automatic exchange of information under the ‘Common Reporting Standard’ (CRS). This initiative enables tax offices across the world to keep track of taxpayers’ offshore assets and accounts. Meanwhile, many countries, including the UK, have introduced additional measures to check taxpayers are making correct declarations. HM Revenue & Customs (HMRC) collected £560 million from offshore tax investigations in the 2018/19 tax year –72% more than 2016/17, before CRS data collection began. With such heightened worldwide scrutiny, it is more important than ever to make sure you are paying the right taxes, in the right place, at the right time. What is the CRS? In 2016, the CRS “early adopters” began collecting information on financial accounts held by non-residents. The first exchange – where the 2016 data was passed on to the taxpayers’ country of residence – took place in 2017 between 49 jurisdictions, including the UK and Portugal. Today, over 100 countries are co-operating, with more joining each year. Financial information being shared includes investment income earned over the year (interest, dividends, income from certain insurance contracts, annuities etc.), account balances and proceeds from the sale of financial assets. Local scrutiny Tax offices receiving CRS information

can easily verify whether taxpayers have accurately reported their worldwide income on their income tax and, where relevant, wealth tax returns. Countries such as Spain and France have already started following up discrepancies in foreign income declared by British nationals, so it is likely that Portugal will follow suit. A new tax avoidance bill that came into force in Portugal this year – obliging banks to inform the tax office of any accounts valued over €50,000 – means transparency here has never been greater. In the UK, HMRC has made it clear that those who voluntarily declare and correct their offshore tax arrangements will be in a much better position than anyone who waits until investigators find them. Its ‘Connect’ analysis programme cross-checks data it receives from abroad with its own, providing tax officials with information to challenge around 500,000 cases each year. The importance of getting it right If you are tax resident in one country and have assets or earn income in another, take extreme care to make sure you are correctly declaring income and paying tax where you should be. While cross-border taxation is highly complex, getting it wrong – for any reason – can have severe penalties serious consequences. Remember, ignorance is no defence. There are tax planning arrangements available in Portugal that can help you legitimately reduce your tax liabilities, particularly on investments, so take advice for the best

results. An adviser with cross-border expertise can help you enjoy favourable tax treatment while offering peace of mind that you are meeting your obligations, here and in the UK. Summarised tax information is based upon our understanding of current laws and practices which may change. Individuals should seek personalised advice. Readers Q&A

ach month we receive different questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers. If you also have some questions regarding tax in Portugal, please feel free to send it to us. I bought a property in Portugal last November, why do I have to pay the full years IMI tax if I only gained ownership so later in the year? The taxpayer is the property owner as of 31st December of the previous year. This means that if you bought your property at the end of 2018, you will pay the IMI for the full year. Please note that the IMI it’s always related to the previous year, ie the 2018 tax is due during 2019. Likewise, if you sell your property during 2019, the new owner will pay the full IMI for this year, which will be due in 2020. Can you explain the tax implications of selling a property here? I understand that if I down-size and move from my house to an apartment, I will be taxed on the difference between the sale and the purchase price. Is this correct? And what if I sell but don’t buy, and choose to rent? First of all let me tell you that if you sold a property in Portugal, irrespective of your residency or if you made a gain or not, you always need to complete an IRS tax declaration. Secondly you can only use the reinvestment to avoid capital gains if you are resident and the property you are selling is your main residency. This means that your address at

Q

Q

the tax office, must be the address of the property being sold. You are only liable for tax, if you had a gain on the transaction. Please note that the value you paid for the property needs to be adjusted, according to the inflation coefficient, applicable to the year of purchase. This means that the purchase value will increase for the capital gains calculation. Also, from the sale of your property you can deduct, the costs incurred with the purchase operation and sale of the property, costs incurred in property over the past twelve years, such as property refurbishments or other money spent to increase the value of the asset, including the cost of the energy certification. If after this, you still made a gain, then you can reinvest the proceedings of the sale on another purchase within the EU. This needs to be done on a purchase made between 24 months prior and 36 months after the sale. If the reinvestment in the new property is lower than the total sale, than the tax will be calculated pro-rata. So in this case, if you are selling for 400.000€ and your tax bill was going to be 25.000€, you will only be tax exempt if you reinvest the full sale price 400.000€. If your new apartment only costs 200.000€, then your tax bill will be 12.500€, as you only reinvested half. If you decide to rent and not to reinvest, then you are liable for the full tax bill. The payment of the capital gain occurs in August of the year following the sale. We inherited a property from our mum last year and decided to sell it. As we are selling for the same price she bought it, do we still have to pay tax? If so, how long do we have to wait until

Q

44

we can sell, to avoid paying capital gain tax? As you know, there is no inheritance tax in Portugal, that’s why the only tax you paid when transferring the house into your name, was the stamp duty at 0.8%. The stamp duty was levied on the Tav Value of the Property (VPT) and this will be considered the price for acquisition purposes. Irrespective of the years you keep the property, you will always be liable for capital gain tax, providing you sell above the VPT that you inherited the property for. We own a townhouse in Loulé which we registered for touristic lettings (AL). We are aware of the taxation 8.75% on the gross income, but what about the expenses? We will have a lot of expenditure this year, remodeling the property, can we offset this against our income? As a non-resident, if you are registered for the Local Lodging activities, your tax liability will be 8.75% of your gross income. Although there is no deduction of expenses, you can opt in a specific year to use a different criterion and be tax according to the category F rules. This way you would be able to use all the refurbishment costs and other deductible expenses and only pay tax on the profit, although at a much higher rate. It’s unlikely to use this taxation rules, unless the costs of refurbishment are a lot higher than 65% of the rental income received. Please feel free to send us the questions you may have to ricardo@allfinance.pt. We will select some of these to be published.

O

nce again the Chilli Boy Charity Golf Challenge has triumphed in Quinta do Lago. The participants of this great tournament change slightly each year but the majority are always there with their big personalities, big hearts and generous wallets. The fun within the group starts on day one and continues through the week with fancy outfits, sometimes good sometimes terrible golf, bad jokes and naughty antics, but most of all the joy of meeting again and again at the Chilli Boy Charity Tournament. This year the group raised an incredible €16.000,00 Euros for the Associação Oncológica do Algarve. The Chilli Boy funds will be added to the Tavira Rotary Club funds to upgrade the mammogram machine on the Associations mobile unit that services the Algarve outside clinics for local people at no charge. Chilli Boy was also awarded a certificate from Rotary Tavira for the dedication of services and the motto of Rotary - Service Above Self. This award was unexpected and as such was overwhelming. We have attached a few photos for all of you to get an idea of our great generous group and also for those that participated to see what they achieved. Not everyone

However at the end of the day, heart felt thanks from all of us, Chilli Boy, Associação Oncológica do Algarve, and Rotary Tavira, to the group that makes this donation possible every year with big hearts, wide smiles, and endless giving. ABOUT THE AOA MAMMOGRAM UPGRADE PROJECT: • All Women living in the Algarve (Portuguese or foreigners) between 50 and 69 years old will benefit, directly

and immediately from this project. • About 70,000 women from the Algarve are called for screening every 2 years Breast cancer is still the most profound cancer in Portugal The Algarve Cancer Association believes that screening is one of the best tools for cancer prevention; every euro invested in screening prevents 10 or more women requiring treatment. With the aging of the general population, more and more women reach 50 years of age each year, this creates additional pressure to track all eligible women (50 - 69 years) in the Algarve, within the deadline set by the European guidelines of 2 years.

Arch-rivals Benfica and Sporting went head-to-head for the Supertaça Cândido de Oliveira (SuperCup) at the Algarve Stadium whilst Pudsey Bear was performing his magic for Children in Need at Centre Algarve, the holiday centre for children with special needs, at Moncarapacho. On the pitch Benfica swooped to savage the Lions 5-0 in front of a packed stadium with the Eagle mascot proudly strutting around the perimeter much to the delight of the Benfiquistas. Of course the club has their own convocation of real eagles who take turns to fly spectacularly around the Estádio da Luz before every home game. The raptor is supposed to return to a trainer standing in the centre circle but before the team's game against V.Guimaraes in April last year the bird had a flight of fancy and flew out of the stadium and kept going! Back to the Algarve Stadium and it was Sporting’s amiable lion mascot, affectionately know as Jubas (the lion’s mane), who soon lost his roar as the goals flew into the back of the net. A year ago Jubas was in hot water when he faced the wrath of the Portuguese football disciplinary committee after embracing Sporting midfielder Bruno Fernandes, who was widely expected to join Spurs or Manchester United in the summer but the deal failed to materialise. Fernandes was being interviewed on the pitch following the Lions’ victory over Maritimo when Jubas became too friendly resulting in a 500euros fine! But the big star of the weekend was Pudsey Bear who had made his first trip abroad helping to raise funds for Children in Need and in the process raising awareness of the wonderful work being done by Centre Algarve. Pudsey Bear first appeared in the UK thirty-four years ago with the late, great Sir Terry Wogan.

He was created by Joanna Ball and took his name from her home town in Yorkshire, mostly known for its cricketing sons Len Hutton, Raymond Illingworth and Matthew Hoggard. Here in the Algarve, Pudsey was out-and-about at such places as Julia's restaurant & beach bar, Almancil and the Overseas Supermarkets group who raised a staggering 1056euros towards the grand total of 5007euros. The hundreds of visitors who joined Pudsey at Centre Algarve were treated to a fun packed day that exceeded all expectations. Amy Willis said, “we’ve had a fantastic response from so many companies and individuals. In the process we have made many new friends and look forward to welcoming and being able to cater for many more young people with special needs.” So the Eagle, the Lion and the Bear, in their different ways, have embraced their respective audiences although the supporters of Sporting may take longer to recover from being mauled in the SuperCup. www.centrealgarve.org

BRIGHT START FOR OLHANENSE

S

All the latest sports news from Chris Wright.

C Olhanense opened their Campeonato Portugal campaign with two victories at home to Armacenenses (2-1) and away at Aljustrelense (Beja region). The opening day victory at the José Arcanjo Stadium took place behind closed doors as punishment for the crowd trouble at last April’s game with Casa Pia which being abandoned nine minutes from time. Sapara and new signing João Silva were the scorers in positive opening day performance. A week later the team could have run in double

figures at Aljustrelenese; hitting the woodwork work on five occasions and missing at least four golden opportunities. As it was, goals from Sapara (2) and Caleb were enough to continue the team’s impressive away form with a 3-1 win. The last time they lost on the road was way back in February. Home games at the José Arcanjo Stadium, Olhão (behind McDonalds on the EN125): Sunday 8th September 17.00 hours Armacenenses (Portugal Cup 1st round); Sunday 22nd September 15.00 hours - Esperança de Lagos. T

here are thousands of Benfica fans in the Algarve, as the Casa Benfica Cafes in most towns will testify, but there are many more thousands in major cities of the USA. So it was fitting that Benfica won the International Champions Cup in America. The Eagles, who participated in this competition for the third time, ended with three victories to finish with nine points and edged out Manchester United followed by Arsenal. Benfica president Luís Filipe Vieira said: “Overall it was a great experience for all team members who competed at the highest level in the United States, where we had great support from our fans. TOPSY TURVY START!

enfica’s demolition of Sporting in the Supertaça Cândido de Oliveira (SuperCup) at the Algarve Stadium and FC Porto losing their first game of the Primeira Liga season, to newly reinstated Gil Vicente, were the major early season talking points. Porto manager Sérgio Conceição then saw his team dumped out of the Champions League by Krasnodar (Russia) and rumours suggested his position might be in doubt. All that changed as the Dragons travelled to the hostile environment of the Estádio da Luz and inflicted a 2-0 defeat on the reigning champions. It was manager Bruno Lage first home Premiera Liga defeat since taking charge last January. The former Swansea and Sheffield Wednesday assistant will now be keen for a good run in the Champions League, a competition they won in 1961 and 1962, the final of which they last reached twenty years ago. Clubtec Golf: Now with Flightscope Technology. Terry Hydes introduces the latest technology to help improve your game

C

lubtec Golf is well known along the Eastern Algarve for enabling people to play better golf. Services provided are completely independent and include club fitting, club building, repair, adjustment and refurbishment. Hundreds of happy customers testify to the level of knowledge, expertise and success in fitting clubs to a golfers swing, often helping adapt current equipment to help players get more from their game, reducing scores and increasing enjoyment. As we now enter the start of a new golf season we can report.. Clubtec Golf just got better! Terry Hydes of Clubtec told us...” we are well known for providing a wide range of services from grip changes, loft and lie adjustments and club repairs, to club fitting, shaft changes, and building sets to exacting

standards. Clients often come to me frustrated with their golf game, with clubs they find difficult to hit consistently well. I take them through a process that enables them to make the game easier by providing them with clubs that fit their individual swing characteristics. This is often achieved by adapting and improving the clubs that they currently use. I am determined that we push the boundaries and offer our clients the very best service, and to that end we continue to invest and innovate. The Flightscope Mevo is the latest in launch monitor technology and now enables me to add something more to a fitting experience”. The Flightscope Mevo provides data feedback on carry distance, ball and club speed, spin rate, smash factor, vertical launch angle, apex height and flight time.... outside, on the range! This means that in

addition to the expertise, experience, wide range of shaft, club-head, shaft length, and loft and lie options that have always been available through Clubtec, now clients can benefit from the collection of real-time data to confirm their fitting. In closing Terry Hydes said “ this keeps us at the forefront of fitting experiences along our coast by going that one step further. Our facilities at El Rompido Golf Club ( 25 minutes across the border) are a match now for any facility you can find and includes the range for fitting and our fully equipped workshop where all club building is carried out. This, together with our new local grip fitting service in Tavira, our club pick up and drop off service, and our try before you buy approach, takes the Clubtec service to a new level. Give us a call and shoot lower scores!”
