It goes without saying that with no advertisers or contributers, there would be no magazine, thank you so much for your support. This month we visited the Refúgio Aboim Ascensão in Faro, a children's refuge home. What an amazing place. If you have a spare half an hour and you are in Faro, their doors are always open and they are more than happy to show you around this amazing home, caring for children from only a couple of days old, up to the age of six. We also take a look around the Clube de Tavira, a real Tardis, in the center of Tavira, which is now under a new director, with big plans for this historic club and building. Remembrance Day service
O
ver 100 people attended this years Remembrance Service at St. Luke´s Church, Palhagueira organised by the Algarve Branch of The Royal British Legion. Bugler Neville Woodcock sounded the “Last Post” to signify “Two Minutes” silence after which wreaths
were laid by the British Vice-Consul Clive Jewell, Malcolm Blackman and Mrs Maria deBie. Then the exhortation was delivered by RBL Chairman Portugal Desmond Briggs BEM. The gathering then entered St. Lukes Church for a service of Remembrance led by The Reverend Bob Bates Bth
and Canon Terry Pinner MA AKC. During the service Major Bill Bullock Rtd. recited The Kohima Epitaph. Anyone interested in joining the Royal British Legion please contact Desmond Briggs on 282 084 438. You do not have to be serving or ex service to become a member.
Monte Gordo set for five nights of festive partying

s an antidote to miserly and short-sighted councils such as Faro and Lagoa that are not even having Christmas lights this year, Monte Gordo is hosting a major five day event leading up to New Year’s Eve to see off the current recession blues and show how having fun actually can be... fun. From the 27th of December for five nights VRSA appears to be the in place, starting with a Retro night featuring Katia Aveiro – Ronaldo’s sister - followed by Wildboys Red One, responsible for hits by Lady Gaga and Jennifer Lopez. Of suspect inclusion there is a Michael Jackson tribute
performer, followed by Flashback Brothers and Bruno Lawrence. Night two is Disco night, three is Mundialito night, four is Youth night and the New Year’s Eve line-up will feature the rhythms of the dance duo Reflection. On the biggest night of the year, as the clock strikes twelve, the sky over Monte Gordo beach will light up with a firework display, followed by David Carreira (not literally), said to be one of the most celebrated singers of his generation. Apart from the fun in Monte Gordo on New Year’s Eve there will be a concert and fun in Vila Real de Santo António in Marques de Pombal square with a
concert and plenty of entertainment. Luís Gomes, the Mayor of Vila Real de Santo António, said that New Year in Monte Gordo "is already one of the most well-established of the Algarve’s year-end events and year after year we continue to help fill hotels to everyone’s benefit.” "This is why we continue to invest in a strong line up with national names that hit the spot with families and all age groups." for a healthy Prostate
Seasons greetings to all the readers of the Health Page and my articles. Apologies for ending the year on cancer. I always get inspiration for an article form a client, but his time it is from a Man who has spent his life influencing me, My Dad. By the time this is published his operation will be done and I wish him many healthy years ahead.
A
diet that is good for your heart is also good for your prostate, which means an Asian or a Mediterranean approach to eating like lots of fruits and veggies, easy on the red meats and eating foods with good fats. To maintain your prostate health here are some readily available foods and snacks you can start eating. Brazil nuts Of all the different types of nuts, these South America’s natives are a rich source of selenium that is important for prostate health. In fact, just an ounce of Brazil nuts can contain as much as 10 times the RDA for selenium. Studies have shown that selenium intake is associated with a reduced risk of prostate cancer. The Brazil nuts are also a very good source of zinc, one more mineral that plays an important role in maintaining a healthy prostate. The high saturated fat content of these nuts suggests limiting your consumption to just a few ounces per week, but as they
are such a super food when it comes to selenium, that is all you need to help promote prostate health. Broccoli Broccoli contains high amounts of the phytonutrients sulforaphane and the indoles, both having anticancer properties. One study published discovered that indole carbinol, which occurs naturally in broccoli suppressed the growth of prostate cancer cells and inhibited the production of prostate specific antigen. Investigators found that eating broccoli more than once a week can reduce the likelihood of developing stage III and IV prostate cancer by 40 percent. If the vegetable is cooked longer than five minutes, its anticancer abilities fade. Before cooking cut the florets into pieces and let them sit for about 5 minutes. This allows cancer preventing elements to form before cooking, because heat denatures the enzyme which causes the process to occur. To boost the healthful value of broccoli, add virgin olive oil, fresh
garlic and cayenne. Green Tea The powers of green tea are attributed to antioxidant compounds called catechins, which has been shown to destroy certain viruses and bacteria, boost immunity and fight prostate cancer. Research has shown that green tea polyphenols can significantly lower the levels of biomarkers for prostate cancer. Green tea catechins also may help men who have pre cancerous prostate lesions, which alert a high risk of developing prostate cancer. Studies show that men who drink at least 3 cups of green tea a day have a reduced risk of prostate cancer. Experts have found that compounds of green tea interfere with the activity of an enzyme having a role in initiating prostate cancer. These compounds also prompt prostate cancer cells to destroy. Catechins help to repair damaged DNA that can otherwise trigger cancer growth. Mushrooms Asian mushrooms contain

lentinan, a type of ß glucan that has demonstrated anticancer properties. Asian mushrooms also contain a potent antioxidant called ergothioneine. Its forte is exerting potent antioxidant properties to protect the cells throughout the body, including the prostate. One research recently found that ergothioneine provides protection to cells from damage associated with toxins and other substances. Pomegranates In particular, pomegranates are rich in antioxidants and a phytonutrient called ellagitannin that is especially helpful in promoting prostate health. Studies show that pomegranate extracts can slow the production of prostate cancer cells and prompt the cells to destroy themselves. In other research, ellagitannins have shown that they can interfere with the growth of new blood vesselsimportant f for nourishing prostate tumours. Although pomegranate itself can be a challenge to eat, pomegranate juice is readily available as a popular choice.
Pumpkin Seeds Pumpkin seeds offer some unique health benefits for the prostate, especially for those who have benign hypertrophy of prostate. The pumpkin seeds’ oil help prevent the hormones from triggering multiplication of prostate cells. This oil also contains carotenoids and omega fatty acids. Studies show that men who have high levels of carotenoids in the diet have a reduced risk of prostate enlargement. Another nutrient found in pumpkin seeds is zinc, which is also associated with prostate health. A recent study suggests that zinc protects against the development of prostate cancer. Salmon Omega fatty acids are an important nutrient for supporting prostate health and a nutritious way to get these fatty acids is with salmon. Studies have found that omega-3 fatty acids in fish slow development of prostate tumour and progression in men who already have the issue. Study results reported that eating salmon at least once per week might
reduce a risk of developing advanced prostate cancer even if it is genetically predisposed. One question about salmon is whether to buy farmed or wild fish. Research shows that wild salmon is a healthier choice. Tomatoes Tomatoes are a source of lycopene. It is a potent antioxidant that has proven itself in studies to have properties that enhance prostate health. Tomatoes’ antioxidant potency increases when they are processed. Thus tomato paste, soup, sauce or juice offers more antioxidant protection for the prostate than do fresh ones. The results of many studies show that processed tomato products really enhance prostate health. Researchers say that just a serving of tomato product every day can protect against the DNA damage that sets the stage for prostate cancer. Not only does it help find solutions for the existing problems which are sometimes difficult to identify, but that need to be solved, but it also helps the individual gain back that balance it provides. Work and the ability to believe that we are capable of performing our duties and think for ourselves make us realise just how gratifying it is to know we are only one decision away from being able to turn the page and start a new and promising chapter in our lives, the one and only which is to be written by us. And this is the reason why Ana states the main goal of her personal project is to help people learn how to be happy. The Sinuses are air-filled, mucosal lined cavities which develop in the facial and cranial bones of the skull, inflammation to these cavities is called Sinustis. They are prone to blockage and infection from a variety of causes including viruses and food allergies or intolerance. The sinus cavities are in direct communication with the nasal airways; therefore what affects one may affect the other. There are four groups of sinuses: A. Frontal - Paired, in frontal bone. B. Maxillary - Paired, in maxilla. Related to tooth-bearing area of maxilla. C. Ethmoid D. Sphenoid - paired in the sphenoid bone. The bones of the face and skull have small but definite movement. These movements are essential for good function and drainage of the sinuses. If there is restriction in these movements then sinuses can become blocked by the fluid they produce, and or dust particles, etc. Anyone who has had a sinus headache knows how this feels.The sinus
drainage also involves structures in the throat, the upper ribs and the upper part of the chest. Again freedom of movement here is vital for the integrity of the sinuses. Traumas to any or all of the above structures may cause impairment or lack of function to the sinus pumps and drainage mechanisms. Infections and food allergies are other causes of sinus problems, so during infection it is wise not to take any foods that may irritate or worsen the condition. Certain foods promote mucous so these should be avoided at these times. Osteopathic treatment with regards to blocked or inflamed sinuses is very gentle and

soothing. It involves insuring mobility of the structures involved in sinus drainage, and gentle movements to the bones surrounding the sinuses. In cases where there is no permanent damage to the sinus mechanism osteopathic treatment can be very successful. The patient will be given advice on foods to avoid, as well as foods that may help to minimise discomfort. Osteopathic treatments promote the bodies own ability to deal with infections and blockages, and therefore reduces the need for unnecessary medication. This in turn helps the person and the body to function better as a whole.

hat a terrific concept the 'Open Top Bus' is ! They offer a great way to get an overview of new surroundings. The facility to 'Hop on and Off' gives the opportunity to explore anywhere that you fancy along the route before rejoining the circular tour. Our most recent open topped bus tour was when we travelled from our home in the Algarve to Portugal’s second largest city, Porto. Our two day bus tickets, also helped us avoid walking up and down the very steep hills surrounding the old town ! Our three day visit and was concentrated mainly on the historical old town, on the banks of the Douro river. Included in our bus ticket was a 40 minute river cruise

and a tour of Cockburns port wine cellars. Great value at just 20 Euros! Porto is of course famous for its port wine and all of the major port producers are represented by their cellars (or caves) near to the banks of the river. Production of the fortified wine has taken place in this area for hundreds of years and although some of the processes have been updated for modern day, many of the tried and tested methods of yesteryear still remain. The production of port in the area started around the 2nd half of the 17th century when the grapes were transported by river for up to 60 miles from the vineyards of the Douro region. The conditions in the river varied in earlier times, from long stretches of calm water to raging rapids. Right up

to the start of the 20th century, the river transport was provided by 'barcos rabelos' - small flat bottomed boats with a long steering oar fixed to the stern. These iconic and unique vessels were developed to cope with the different conditions that the river had to offer. Several examples of these boats, with port barrels lashed to their decks, currently remain on display on the river. The old town of Porto, has rightly been given the status of World Heritage Site by UNESCO. It's a picture postcard scene with its dilapidated, apparently crumbling buildings and views of the port houses. Away from the river, the city has many other attractions to interest the visitor including the city market, Mercado do Bolhao. Located in the heart of the city, this noisy

and exuberant market is a sight not to be missed. It's found in a two-tier covered building and sells everything from fresh fruit to household goods. Many of the stalls are run by older ladies and in true Oporto spirit, warmly welcome visitors. Porto is famous for its most amazing cake shops, with the widest range of mouth watering confectionery imaginable. Served with superb coffee in the traditional cafes these offer a unique view of local colour. Porto is a city of many suprises. arch 1996 saw the beginnings of Tavira's Islamic museum, and much of the credit for the findings and subsequent development of the museum lies with archaeologists Professor Manuel Maia and Maria Maia. After a decade of painstaking work the project has cost more than two million euros which has been funded by the E.U, Tavira Town Hall and other national funds. The town hall bought the land and building which now houses the tourist office on the ground floor then brought in experts in archaeology and architecture who have carried out works on the remaining original Islamic wall that would have been part of the main fortress. The museum documents the

nce the place for the hierarchy of the town, Clube de Tavira dates back to 1876 and is the oldest association in Tavira. The new director, Filipe Beato very kindly showed us around and explained that he and the association have plans to renovate parts of the building and welcome many more new members. Once one large house, The Association bought the building many years ago. It currently has approx 100 members who pay a mere 5 euro a month membership or 48 euros for the year. Your membership will give you 50 per cent discount on the cost of hiring any of the function rooms or the large outside terrace for a party or any special occasion. The main “Noble room”, on the 1st floor has just had a major renovation completed, which has all been carried out by a team of the members in their free time. This impressive room now holds regular music concerts, the next event will be on the 7th December and will be a night of Jazz. You don’t need to be a member to enjoy their evenings or use the building but can simply come along and pay at the door. They have regular Fado and Jazz evenings and an incredible auditorium with large screen which can provide a perfect space for seminars etc. Filipe explained that they plan to show movies there, together with wine evenings for the younger local people as well as their Bridge and Reading Rooms. Filipe's goal is to build the Clube's membership and encourage everyone to make more use the facilities, members or not. It is a great space for everyone to enjoy. his month we were very kindly welcomed by Dr. Luis Villas-Boas and his team whilst visiting Refúgio Aboim Ascensão a private internationally recognised non profit Christian Charity organization working to better the lives of abused, abandoned and neglected children under the age of six. Since 1985, Refúgio's specialized model of care ‘Emergencia Infantil’ dedicated to infants and young children at risk has earned numerous

national and international awards including the prestigious - Diana Princess of Wales Award in 1998. It is also an honorary member of the council of the NSPCC (National Society for the Prevention of Cruelty to Children), in 1992 and remains a role model for infant care around the globe. Refúgio Aboim Ascensão was founded in 1933, in Faro, by Manuel de Sande Lemos, in recognition of his uncle Rodrigo’s will. It was Rodrigo Aboim Ascensão, who
founded The Protective Association of Early Childhood in Lisbon in 1901. It was initially established as a breast milk support centre for single mothers, then a medical service for newborns and premature infants. The founder’s primary goal “Support for Early Childhood” has been the institutions technical and methodical focus over the years, and since 1985 the Refúgio has undergone a number of changes with regard to its facilities, social framework, and clinical and teaching services

The Emergencia Infantil program, created by director Luis Villas-Boas on August 1st, 1985, was an effort to continue the child protection reconstruction work begun at the Refúgio, to benefit children at risk. Emergencia Infantil’s primary aim:is the rapid integration of a child to its natural family. As the first and primary temporary centre for child protection in Portugal it aims to reconnect children with their families whenever possible, if not, it facilitates alterative family arrangements such
as adoption, but only upon the competent court’s decision when it is not possible for children to return to their families. Over the years Emergencia Infantil’s unique and effective model of intervention has been recognized nationally and internationally for its ability to help children have - 'the right to be loved'. Refúgio Aboim Ascensão has participated and promoted seminars, meetings and conferences for both European and

for children temporarily living at the Refúgio. Based on agreements made with the 'Ministries of Social Security, Justice, Health, Education and the Municipality of Faro', the Refúgio is now a major centre for temporary emergency protection – the first to be created in Portugal for at risk children of both sexes, from newborns to six years of age. The Refúgio derives no income or profit from its programme and heavily relies on donations.
International participation, such as the International Children’s Forum in 1997, which included participation of 57 countries. It continues to voice the rights of abused and neglected children and with benefit of early intervention to help children who are at risk. The Refúgio is a very friendly welcoming place, hosting many children’s events, and visits from special guests and friends from the community. You are more than welcome to visit them at any time and see for yourself the amazing work and environment that they have created for the children, the latest arrival was a baby girl who was just a few days old. Providing professional care services on a 24 hour 365 day

a year schedule, therapists and technicians of varying specialities form part of a weekly schedule including evening, weekend and holiday rotations to ensure quality care on a continual basis. The team consists of; 3 Occupational Therapists, 2 Physiotherapists, 1 Speech Therapist, 1 Medical Doctor, 3 Psychologists, 9 Childhood Educators, 3 Social Workers. Upon entering the Refúgio each child receives an individual assessment by the professional therapy team and a program of care is designed for them, depending on their specific needs. Therapists work with children
in order to enhance and develop their sensor motor, cognitive interaction and communication skills. To achieve this development many different objectives and techniques are applied such as Neurodevelopment, Sensorial Integration, Hydrotherapy, Baby Massage, Postural Alignment and Activity Training, amongst many others. Psychotherapy The Refúgio’s psychotherapy program consists of 3 clinical psychologists who have the appropriate material for diagnosis and therapeutic interventions. The Objective Their main purpose is to provide children a safe, structured, happy

and healthy environment, while giving them tools to develop confidence and self esteem for the future. It has the capacity for 95 children, plus special emergency protection for an additional 5. Non profit making, they appreciate the many forms of assistance that they receive from local, national and international supporters, their work would not be possible without those contributions. They welcome many forms of volunteer work to enable them to provide the best possible care for the children. nother year has past and we are now at the end of the fifth year of the financial crisis. Over the past 12 months financial stability in the Euro zone has improved, as was to be expected. Economic activity has picked up in most European economies and we witnessed an improvement in business and consumer confidence. There are more signals that the European debt crisis is fading, just watch the steady decline in 10 year government bond yields in countries like Greece, Spain, Portugal and Italy. The price of gold (a safe haven in times of uncertainty) has fallen in price by almost 30 percent over the same period. The Algarve has always attracted buyers from all over the world, therefore it is important to watch how other economies are performing when analyzing trends in property prices. Portugal’s economy is expected to remain weak going into 2014. It is no secret that Portuguese banks are undercapitalized causing stress in the economy. Although some banks have made an effort to improve their capital ratios, they are still too low. A new stress test for European banks has been announced which is positive, but I would be wary if none of them fail the test. Signalling the stress in the lending system, the ECB is mulling a new round of LTRO. This time it comes with a condition: funding for lending. The previous rounds of LTRO (long term refinancing operation) was mainly used to prop-up government bond prices of countries under

siege by hedge funds going short. Portuguese banks bought local bonds – with a bit of ‘conviction’ from the government – at low prices. With 10 year government bonds yielding now less than 6% (was 9 percent 12 months ago) the banks are sitting on handsome profits which can be used to offset losses on their loan portfolio. If implemented properly, the new round of LTRO can lead to an improvement of credit conditions for both businesses as well as households. A similar scheme (FLS, funding for lending) in England was very successful as both the British economy and its housing market staged an unexpectedly strong turnaround. It was so successful that only after 16 months after the introduction the Bank of England had to fine tune the program at the end of last month to head off the risk of a bubble in housing prices. Let one thing be clear, the central banks of Europe/England/USA are very determined to get through this crisis which sooner or later also for Portugal will lead to higher economic activity as well as a recovery in property prices. Due to the bailout, the Portuguese government has limited room for manoeuvre when it comes to formulating new economic policies. However, on one front it has booked success. Programs like the Golden Visa and the NHR (NonHabitual Resident) have proved to be successful in attracting foreign buyers. The latter is especially interesting for pensioners who basically end up paying zero tax on income. Portugal’s recently introduced Golden Visa has not gone unnoticed in Spain too, which

has now a similar program in place to attract investors. There is a misperception in the market that foreclosed properties sold by banks offer better value for money than a resale. Contrary to what some websites make you believe, this is in most cases not true in Portugal, well at least not yet. Banks have been slow to market these properties due to balance sheet constraints, which simply means they do not have the enough capital for further write downs. However as the banks are aware of this they try to attract buyers with a lower interest rate versus their standard mortgage rate. Lastly, the improved trading environment for our sector which started last year continued in 2013. For next year we expect this to continue. If credit conditions for both businesses and households are to improve in 2014, there could be potential for upside surprises. Salt Cod Delicious
Portuguese Style A favourite during the Christmas period, have a go at this delicious dish, it's easier than you think! Serves 4 Ingredients: • 1 pound salt cod • 6 large firm ripe tomatoes, or substitute 4 cups chopped, drained canned plum tomatoes • 1/4 cup olive oil • 1 1/2 cups finely chopped onions, plus 1 small onion, peeled nd cut crosswise into 1/8"-thick slices • 1/4 cup finely chopped celery • 1 tablespoon finely chopped garlic • 1/4 cup finely chopped fresh parsley • 2 tablespoons finely cut fresh basil leaves, or substitute 1/2 teaspoon crumbled dried basil • 1 medium bay leaf • 1/2 teaspoon ground hot red pepper (cayenne) • 1 teaspoon salt Preparation method: Starting a day ahead, place the cod in a glass, enameled or stainlesssteel pan or bowl. Cover it with cold water and soak for at least 12 hours, changing the water 3 or 4 times. Drain the cod, rinse under cold running water, place it in a saucepan and add enough fresh water to cover the fish by 1 inch. Bring to a boil over high heat. (Taste the water. If it seems excessively salty, drain, cover the cod with fresh water, and bring to a boil again.) Reduce the heat to low and simmer partially covered for about 20 minutes, or until the fish flakes easily when prodded gently with a fork. Drain the cod thoroughly. Remove and discard any skin and bones and flake the fish into 1-inch pieces with a table fork. Meanwhile, drop the fresh tomatoes into a pan of boiling water and remove them after 15 seconds. Run cold water over them and peel them

with a small, sharp knife. Cut out the stems, then slice the tomatoes in half crosswise, and squeeze the halves gently to removed the seeds and juice. Chop the tomatoes coarsely. (Canned tomatoes need only be thoroughly drained and chopped.) In a heavy 10- to 12-inch skillet, warm the olive oil ver moderate heat until a light haze forms above it. Add the chopped onions, celery, and garlic, and, stirring frequently, cook for 5 minutes, or until the
onions are soft but not brown. Stir in the tomatoes, onion slices, parsley, basil, bay leaf, red pepper, sugar, and salt and bring to a simmer over moderate heat. Reduce the heat to low and simmer tightly covered for 30 minutes. Add the cod, mix well, and simmer until the fish is heated through. Taste for seasoning and serve at once from a heated bowl or deep platter. Portuguese salt cod is traditionally accompanied by small boiled potatoes.

Traditionally thought a very English plant, but with the right choice and care we all can enjoy the beauty of the rose.
Rose THE
H
ot, hazy and humid describes much of the year in this region, where roses commence their first peak of bloom by Mother's Day, then continue budding out and blooming through December, and while most of the rain comes during winter and early spring occasional thunderstorms can be seen in summer.. The soil may be acidic or sandy: amending with lime helps balance the pH, while compost provides nutrients and improves drainage. The best roses are heat tolerant and resist black spot: new roses often offer improved repeat blooming as well. Growing roses requires no gardening

skills or experience. Essentially, there are three easy steps: 1. Choose the right rose for your space 2. Plant your rose where it will get at least six hours of sun each day 3. Water regularly Voila - your roses are off to a healthy start. Here are more details to ensure a summer full of rose blooms. Types of roses Floribunda Make any landscape designs stand out with the most colorful of rose types. Developed during the last century, these bushy shrubs have the large, showy blossoms of the hybrid teas, but bloom more freely, setting clusters of three to fifteen blossoms rather than a single bloom
on a stem. Floribundas are versatile; an individual shrub will fit easily into almost any sunny border planting. However, they are perhaps most striking in mass plantings. Hybrid Tea One of the most popular rose types, these are tall, long-stemmed roses ideal for cutting--the roses you usually see at the florist. The flowers are usually borne singly, one to a stem, rather than in clusters. Blooms have a high-center point. In the garden they are often featured as single specimens or in a traditional rose cutting garden. Many varieties reveal a beautiful rose fragrance. Grandiflora A grandiflora is a cross between

a floribunda and a hybrid tea. Grandifloras are tall elegant plants which bloom repeatedly during the season, and generally feature classic hybrid tea flower clusters with stems which are slightly shorter than those of hybrid teas. This rose grows up to six feet tall. Shrub & Landscape These roses have changed the way many people view roses. Shrub roses, especially when compared with traditional varieties, are impressive for many reasons: their natural disease-resistance, their willingness to grow in a variety of climates with a minimum of attention from the gardener, their compact growth habit (very little pruning

required), not to mention the great beauty of their flowers, which are borne consistently over a very long season. Coming in all shapes and sizes, shrub and landscape roses work well in any landscape. Landscape roses grow close to the ground, like ground cover, and have a very spreading habit. Climber Climbing roses help dress up any garden. They produce long, arching canes with numerous flowers that can be trained to a trellis, fence, or other supporting structure. Grow them up and over an arching trellis to make a striking entryway; train them up a lattice to adorn a plain wall.
Miniature Perfection on this scale can't fail to captivate! Miniature roses are the smallest of rose plants, growing anywhere from six inches to two feet tall. This rose type is hardy, flowers continuously and is perfect for container rose gardening, make lovely borders, and solve the space problem for those with a small yard or balcony. Miniatures are grown on their own root. Tree Roses Tree roses are made up of a hardy root stock grafted to a long stem that is, in turn, grafted to a rose bush at the top of the stem. They are very elegant lining a walkway or as a feature amongst other plantings.

Another 1,300 Tax Inspectors
T
he Portuguese government is stepping up its fight against tax evasion again, doubling the number of tax inspectors and investing in new technology. It is important to ensure that all your tax planning is fully legitimate. The proposed state budget for 2014 does not include any increases to the income tax rates or fixed rates applied to investment income. However the government is looking to increase tax revenue through its crackdown on tax fraud and evasion. The tax office currently employs 1,700 tax inspectors, and this will be expanded to 3,000 by the end of this year. This follows on from the appointment of 1,000 new tax inspectors at the end of last year, all highly qualified university graduates. At the time Secretary of State of Tax Affairs, Paulo NĂşncio, said the appointments would significantly renew the fight against tax evasion and fraud. The programme started when 350 inspectors were hired at the beginning of 2012, but the authorities soon realised this was not enough. By the end of this year, Portugal will have around 750% more tax inspectors than it did in 2011. According to the National Plan of Customs and Tax Inspections in May, inspectors hand-pick through accounts of both private individuals and companies who they believe have not declared some or all of their income. They keep an eye out for evidence that people have bought assets or live a lifestyle that does not match their declared income. A special unit, the Tax Compliance Committee, also came into force this year to monitor high-income earners and self-employed individuals. Harsher penalties for tax fraud and evasion come into force next year. Individuals who commit a crime of tax fraud will face trial and the court will determine the outcome.

Last year, Portugal signed a double tax treaty with Switzerland which specifically stipulates access to bank accounts held by Portuguese taxpayers. On a more international scale, Portugal joined with 16 other EU Member States in May in signing a statement calling for the development of a new global standard for automatic exchange of information to tackle tax evasion.. 2014 budget. The state budget is being debated by parliament, but includes no plans to change general tax rates, income tax brackets, deductions or benefits. The extra taxes on personal income will be extended for another year, to cover 2014 income.

Money transfers; be prepared
F
ollowing on from my frequently asked questions last month here is another point to consider. When I speak to people they often say I have been meaning to talk to you for some time but haven’t got round to it! So when is the best time to talk? The simple answer is when you first think that you may need to arrange an international currency transfer. Do not leave it until you need to do it. You will then be able to consider all the options and solutions that are available. Speaking to a currency exchange broker is free and will not commit you to anything. Even setting up an account will not obligate you in any way. What you will have is the information you need to make an informed decision about your particular circumstances. As I have said before there is no one size fits all solution. Everyone has their own needs and your currency broker can discuss and explain how best they can help you. transfer monthly amounts and there are various ways this can be done. For example, transfers can be made at the prevailing market exchange rate, for either fixed or varying sums, or at an agreed rate for an agreed period. Perhaps a combination of the two to cater for regularly living expenses and occasional account top ups? Larger transfers can benefit from more options but early advice is key to ensuring you get the best deal for you. When buying a house you chose an estate agent and a lawyer early on in the process but consideration of moving funds is often overlooked until offers have been accepted and monies have to be paid. A fluctuating exchange rate can present problems that could have been avoided or minimized. Solutions are many and varied, depending on timescales, availability of funds and your approach to risk and/or certainty. So what does the remainder of 2013 hold? Once again the currency markets have been fairly volatile over the last month with the Sterling to Euro exchange rate ranging from
1.1650 to 1.20. Every aspect of economic activity is closely scrutinised by financial experts and investors in an attempt to gauge how recovery is progressing and this is reflected in the exchange rate. Stability is still some way off so accurately predicting future movements is difficult. Does UK PLC want the ÂŁ to become stronger? Exports would become more expensive which could damage economic recovery in the UK. Will the Bank of England and the government put the brakes on if the ÂŁ starts running away? All things considered, the market expectation is more of the same. Your rental property income
T
he Economy Minister Pires de Lima, announced recently that in 2014 there should be a new law created for local accommodation, including hostels, and private apartments that are being used for tourism purposes. According to the minister, the government “have nothing against new forms of rental accommodation, but these cannot compete on the basis of tax evasion”. The above declaration is in line with the fact that during 2013 the tax authorities made an unprecedented tax audit on all the tax returns with rental income. Several tax payers (or their fiscal representatives) have been obliged to show to the tax authorities their tax files, in order to show the tax department the expenses offset against the rental income. They’ve done it because failure to do this would result in the exclusion of all the expenses, and in some cases it was necessary to re-submit tax returns as certain expenses were no longer being accepted. Previous to 2013 and based on a tax department edict, tax-payers have been allowed to deduct expenses such as condominium, maintenance / refurbishments, home insurance, IMI (Council Tax), and utility bills
for the whole year. However after 2013, some of these expenses were no longer accepted. This means that you need to plan ahead, and it is a good idea to contact your accountant or fiscal representative now, in order to minimize the impact of these changes on your 2013 tax return, which will need to be delivered in 2014. If you have not appointed a fiscal representative yet, and decided to register as an EU resident instead, please note that the tax office allocated to your tax affairs is in Lisbon instead of the local tax office in the Algarve. If you plan ahead, you may still be in time to adopt a fully compliant strategy that can dramatically reduce tax assessment on short-term lets/ holiday rentals “Local Lodging”. By law, Non-Residents must report conventional rental income both in Portugal as well as in their home jurisdiction with double taxation being eliminated via international tax credits for tax paid in Portugal. Up to now, this extra rental income has often brought your total income into higher rate tax brackets, substantially reducing final benefits to owners. For those engaged in qualifying short-term tourist lets, you may be able to reduce your income tax assessment substantially.
By adopting a tax efficient strategy you may operate as a tourist business, with associated benefits, rather than on a rental basis. There are a number of mandatory one-off steps that need to be completed in order to operate as a business rather than a letting activity. On an ongoing basis, there are additional reporting requirements and administration, but we will take care of all of these needs for you. Under current legislation, only a small percentage of your Local Lodging income is taxable. This equates in 2013 to an effective tax rate of 5% on your gross income versus the standard 28% rate for rental income. Equally important, according to Double Taxation Agreements throughout the EU, there is no further requirement to pay additional tax on this income in your home jurisdiction, as it is solely taxable by treaty in Portugal. You are safeguarded against further assessment above and beyond what you pay in Portugal: only 5%. n the 15th of November, the first alteration to the law No. 54/2005 which establishes the holding of water resources was published.. If you own property in Portugal located 50 meters from the cliff top or 30 meters from a river you must prove in court that the land has been owned privately for at least 150 years or risk the property being integrated into state ownership. If you fall within the public domain boundaries, you will have to hire a lawyer to legalize your situation. Any person wishing to obtain recognition of their property of parcels of river-bed or shores of the

sea, or of any navigable or floatable waters can get this recognition, by bringing the corresponding proceeding before the ordinary courts until 1st July 2014, shall, for this purpose, prove documentary that such grounds were for legitimate title, subject to private or common property before 31st December 1864 or, in the case of precipitous cliffs, before 22nd March 1868. The amendment has just been published on the 22nd November, and you now have until the 1st July 2014 to state your case. It is advisable that you urgently find out if your property is at risk and contact your lawyer for more assistance.

he New Year cannot come soon enough for the Algarve’s only Premiera Liga team! Olhanense recorded a promising away draw against Nacional on Madeira but from then on the month was an unmitigated disaster with three consecutive defeats. Elimination from the Portugal Cup by SC Braga was followed by a 1-0 reversal at home to Académica and an emphatic 4-1 defeat at Braga. The Cup game against Braga was played at the Jose Arcanjo Stadium, Olhão and over two thousand fans turned up, in starch contrast to the 607 who ventured to the Algarve Stadium for the clash with Académica! In the game with Académica both teams were supporting the ‘League against Hunger’ (Liga Contra a Fome) Campaign. Local school children accompanied the players onto the pitch and released balloons to help raise awareness of food shortages and the need to support food banks throughout the country. The team are deep in the relegation mire and up coming games against Benfica (home) and FC Porto (away) will severely test Paulo Alves side.Four players Tibor Cica, Daniel Bessa, Pouye and Diego Gonçalves will leave when the January transfer window opens and more are

expected to join them. Whether Paulo Alves and the Italian consortium can bring in players of sufficient quality to change things round remains to be seen. A good sized crowd is expected at the Algarve Stadium, Faro on Sunday 15th December, kick-off 6.15pm, when Lisbon giants Benfica will be hoping to maintain their new found form and keep the pressure on top dogs FC Porto. YOUNG ENGLISH FAN REMEMBERS OLHANENSE The highlights of seven year-old Ted Balshaw’s holiday in Olhão in August were seeing Olhanense win against P.Ferrreira at the Algarve Stadium on the opening day of the season and then seeing the players train in Olhão before touring the stadium and visiting the trophy room. Ted’s father Roger, the family hail from Poulton le Fylde, Lancashire, takes up the story, “Ted, who loves his football and is an Everton fan, had a wonderful time at Olhanense thanks to the Expat Supporters Group. He could not stop
talking about it and proudly wears the club shirt. Imagine our surprise when visiting his school on Parents’ Evening recently to see his holiday project on Olhanense and Portugal taking pride of place on his classroom wall.” There is no doubt that Ted will continue to follow his adopted team and hopefully one day return to see his new heroes in action again. WHO IS THE SUPERSTAR WHO TOOK PORTUGAL TO BRAZIL? Cafes and bars throughout the Algarve were packed as Cristiano Ronaldo scored his most memorable hat-trick as Portugal beat Sweden 3-2 to qualify for the FIFA World Cup finals in Brazil next summer. Who is the man tipped to win the prestigious Ballon d’Or? Cristiano Ronaldo dos Santos Aveiro was born in Funchal on the island of Madeira on the 5th February 1985. He was the youngest child of Maria ,a cook, and José Dinis Aveiro, a municipal gardener. His second given name "Ronaldo" was chosen after the then American president Ronald Reagan, who was his father's favourite actor. The family was staunchly Catholic and lived in poverty. Ronaldo had no toys and shared a room with his brother and sisters. He began his career on the island before moving to Sporting

Lisbon where he became the only player ever to play for their under-16, under-17, under-18, B-team and the first team all in the same season. At the age of fifteen Ronaldo was diagnosed with a racing heart, a condition that might have forced him to give up football but an operation, in which a laser was used to cauterise the area of his heart that was causing the problem, proved successful. Whilst his goal-scoring prowess at Manchester United and Real Madrid received banner headlines worldwide, his charitable support is less well documented. Television footage of the 2004 Indian Ocean earthquake and tsunami showed an eight-yearold boy survivor named Martunis, his family perished in the disaster, wearing a No.7 Portugal football shirt. Ronaldo travelled to Aceh, Indonesia to meet the boy and raise funds for rehabilitation and reconstruction. He also made a sizeable donation for a new cancer unit at the Madeira hospital that saved his mother's life following her battle with cancer. In

support of the victims of the 2010 Madeira flood, Ronaldo instigated and played in a charity match between FC Porto and players from Madeiran based clubs Marítimo and Nacional. Last year Ronaldo and his agent, Jorge Mendes, funded a pioneering treatment for a nine-year-old boy when it seemed that there was no hope left for the child, who had been battling cancer since the age of two. Twelve months ago Ronaldo sold the golden boot he had won in 2011 for €1.5 million and gave the money to fund schools for children in Gaza. Ronaldo is the Save the Children's new Global Artist Ambassador, in which he hopes to help fight child hunger and obesity. Earlier this year Ronaldo also agreed to be the ambassador for The Mangrove Care Forum in Indonesia. The forum aims to raise awareness to the Indonesian and international community of the importance of conserving biodiversity and ecosystem of mangroves in the South Bay of Benoa, Bali. Chris Wright

welve months ago, old friends John Marshall, Jim Bateman and Tony Crawford came up with a novel way of raising money for the Poppy Appeal. They decided to let their hair grow for twelve months whilst getting friends and the public to sponsor them. It was at the Pedras Lawn Bowls Club based at the Pedras da Rainha Nature, Sport & Beach Resort in Cabanas de Tavira that they had their flowing locks shorn by local barber George from the Hair Studio, Conceição. A stiff brandy each and then George let fly with the shears! Earlier in the day under a cloudless sky and on an immaculate bowling green over fifty members of the club had taken part in the 2nd Annual Poppy Bowls Tournament that raised a further €325 for the Royal British Legion Appeal.

So much so, that when touring teams arrive the first thing they do is bend down to touch the grass to see if it is real! hese I count as the numbers 7-8-9 and wedge. I rarely play them "full out", preferring to play them as half or three-quarter shots. I strike the ball down and through, keeping the blade as square as I can at impact. (Should a more lofted shot be needed I then hold the face open, doing this before I grip the club). With these clubs the interesting thing about laying or holding the face open at impact is that it interferes very little with the direction of the shot,

but it alters, as may be expected, the elevation.This is because the extra backspin coming from the icreased angle of the loft of the face of the blade is directed to the right of the target, which should in theory cause the ball to go to the right. I take light divots, skidding the club through rather than thudding it into the ground. The stance I use for the shots with these clubs vary from square to slightly open, but the ball is always towards right foot. I hold the club
firmly, especially the wedge, as with this club a successful shot is a "push shot", which means that the wrists are made more firm at impact and the face is held down on to the ball. In the No7 shot I am playing (see picture) here the ball travelled about 100m and flew a proper No7 height. I'm not ashamed, as are many people, of being "outnumbered" with iron clubs.
