2012 car sales fall to the lowest level in 27 years

he new car market has completed two consecutive years of contraction. In 2012 fewer than 100,000 new passenger vehicles were sold, a figure not seen since 1985. Figures released on Wednesday by the Automobile Association of Portugal (ACAP) have confirmed the disastrous end of year figure that has been building up steadilly over the year. The fear was that the total sales figure could drop below the benchmark 100,000 figure which would represent an appalling decline in Portugal’s once buoyant car market. The sales figure reached was the same as 1985 before Portugal joined the then European Economic Community (EEC) which liberalised the car sales market. The December 2012 year on year figure shows a 43.6% drop leading a 24 month period of uninterrupted sales decline. If 2011 was a bad year for the industry, which it was, 2012 brought further pain in a year of economic recession, reduced income of potential buyers, vastly

reduced availability of consumer credit, rising unemployment and a backdrop of nil consumer confidence. The decline in sales indeed is worse than predicted by ACAP in a year of increased rates of vehicle tax (ISV) and road tax (IUC). Portugal recorded the second largest 2012 decline, after Greece. Normal sales for a year in Portugal are in the region of 200,000 passenger vehicles, a norm since 1988 two years after Portugal enter the EEC. Restrictions on the importation of vehicles from member states and, in the 90s from other countries, were eased in 1988 and the number of cars sold rocketed. The finest fical minds in government has been taken by surprise as they predicted that the income in 2012 from vehicle tax would actually increase. The more sane figure in the 2013 budget is for a decline of 1.4% in revenues from this tax to €380.1 million. By November 2012 revenue had fallen to €331.7 million, a decrease of 43.4% compared to the same period in 2011.

Golf courses Working together to raise profile of courses in the East Algarve

J

oining forces with other golf course managers in the Eastern Algarve, Administrator of Quinta do Vale Golf Resort Angel Losada is now working on a brand that changes the idea of direct competition between the golf resorts and instead brings them together in order to encourage more visitors to the Lower Guadiana area. He added: “It can be called Sotavento or Guadiana but the most important thing is to create the brand which will identify us all over the world, just as happens with Quinta do Lago, Vale do Lobo or Vilamoura, which are our real competitors.” To support this effort, Losada is releasing to the market special packages that ensure golfers play at the various golf courses in the area. This way they can spend a week in the same area but playing on several different courses. He realises golfers enjoy to take on new challenges and diversifying the golf offer is likely to be a winning strategy.

Health Understanding

Constipation After the overindulgence of the festive season Duart Arrais from Fisioclube Fuseta gets to grips with a common, potentially embarrassing problem; constipation.

E

motional changes such as anxiety and stress can unfortunately impair our digestion. The intestine has about 100 million neurons (specialised cells that transmit information throughout the body) that are connected to the brain and produce serotonin, the chemical which regulates mood, appetite and sleep as well as being responsible for the feeling of well-being, happiness, learning and memory. What causes constipation? There may be several causes, possibly simultaneous that are responsible for constipation, including inadequate fluid and fibre intake, a lifestyle with no or irregular physical activity, environmental changes, stress, intestinal parasites, a lack of good pro biotic bacteria, colitis (inflammation of the colon), thyroid or liver problems. Constipation can be aggravated by pregnancy, travel or changes in diet and in some people it may be the result of repeatedly ignoring the desire to defecate solids from the body. Symptoms • Difficult or reduced passing of a stool • Abdomen swollen and sensitive • Loss of appetite • Flatulence • Malaise (a feeling of general discomfort) The Intestine The intestine is like our second brain and obviously extremely important to the human body being responsible for the absorption of nutrients, it

8

is however an organ extremely sensitive and easily plagued by the habits of modern life. To keep your intestine happy is essential for the healthy functioning of the entire body. What can irritate the intestines: • Food rich in sugars. • A lack of physical exercise. • Insufficient water and food intake. Treatment The treatment for this problem is to adopt healthier eating habits and eat foods high in fibre and magnesium, Eat cereal, brown rice, fruits and raw or lightly cooked vegetables, walnuts, prunes and figs. Just 1 to 2 tablespoons of ground flaxseed (rich in Omega 3 oils) per day with water will provide a measure that will provide 25 to 30 grams of fibre per day which is recommended for normal bowel function. Lots of water, preferably warm, during the day or hot cereals for breakfast can stimulate contractions of the small intestine. Herbal tea and lemon juice in warm water is also great for digestion. Chew slowly and eat several times a day. Avoid fried foods, dairy products, animal milk, processed foods, caffeine, alcohol and foods high in saturated fats. The fat slows the transport time of food through the intestines. Physical exercise, yoga or pilates, local massage and homeopathy are other supplements to improve intestinal transit. Visit us, we can help, make a meal plan for you and advise you with the best supplements including

pre and pro biotics that will restore the balance of good intestinal strength and health, improving the absorption of foods, avoiding germs from entering into the circulation so increasing the entire immune system and regulating hormone function.

Fad diets are not usually recommended, however this month Gareth Bullock relates his personal experience with the Dukan Diet.

Fab or Fad Diet? T

he new year is here and everyone tries a new years resolution, even just for a day or two! Whether yours is to give up smoking, eating chocolate for a month or drinking booze on a week day, good luck and stick at it. If yours is a diet, then despite all the bad press, I can highly recommend ‘The Dukan Diet’. Most of my family tried this last year and the results have been amazing and if you follow the stablization phase, then the weight stays off. Look into it and make you own mind up. To lose weight when there is an abundance of food around you is not natural, is difficult and often unsuccessful. The Dukan method proposes a healthy eating plan that returns to the foods which founded the human species, those eaten by primitive man, the hunter-gatherers, proteins and vegetables, 100 foods including 72 from the animal world and 28 from the plant world. These foods come with the magic words:

www.eastalgarvemag.com

"AS MUCH AS YOU LIKE". There are four phases to the diet. Dukan Diet Phase 1- The Attack Phase. A brief and headlong ATTACK phase with immediate results. During this phase, the diet is made up of 72 highprotein foods enabling quick weight loss. This is the most difficult part of the diet, but if you prepare a little in advance and are really motivated, then this is the part where you see rapid results that encourage you to continue. Dukan Diet Phase 2- The CRUISE Phase. This second phase is leading to the True Weight. During this phase, the diet alternates Pure Protein days and Proteins accompanied with 28 recommended Vegetables. Dukan Diet Phase 3- The CONSOLIDATION PHASE. In this third phase of 10 days per kg lost which prepares for the return to a balanced diet. This phase sees the gradual return of pleasurable foods

1

2 3

with two festive meals. The end is in sight! A definitive stabilization phase based on 3 simple, concrete, easy but non-negotiable measures. This phase is both the easiest and most essential in our slimming method because 95% of people who follow a diet put back on the weight they have lost. If you follow the plan to the letter, and your new weight becomes established and stable, the Dukan Diet eases you back to a life of normal, unrestrained free eating, with one caveat - you must agree to one protein only day every week for the rest of your life. By sticking to protein one day a week, you can lose 1.5lb to 2lb instantly and in so doing, correct any excess that may have occurred during the rest of the week,' says Dr Dukan. A short-term, protein-rich regime like this will purge the tissues of excess water, dull the appetite (if you eat only protein foods, your body produces

4

9

ketonic cells that are powerful natural appetite suppressants) while maintaining muscle tone and skin glow. Ounce for ounce, proteins are relatively low in calories (compared to fats and many carbohydrates) and their complex structure means they are hard work for the body to digest - you will burn up more calories processing proteins than any other food. Weight loss is inevitable and swift. There are millions of diets out there and only you can find the right one

for you, but team any diet with exercise and a healthy life regime and you are bound to see positive results. Doing the Dukan Diet I lost 8kilos and 4inches from my waist and am now just having a protein day one day per week to maintain it, but if I miss it, its not the end of the world...... Happy New Year everyone and have a very Happy and Healthy 2013. Gareth Bullock, slimmer and still practicing ‘The Bowen Technique’.

Television

Satellite expert Trevor from TrevorTronix explains the recent and future changes in how we receive UK satellite Television.

Satellite TV...

the changes explained

T

here has been a lot of discussion and speculation recently about reception of UK satellite television here in the Algarve, and its apparent uncertain future. Recent reports in the local press suggested we would all have blank TV screens by Christmas, happily of course this was not the case. But the truth of the matter is that there are changes happening - now and in the not-too-distant future, which will dramatically affect the signals available here and will change forever the way we receive them. Q. Why are they doing this? A. "They" are various entities, each of whom have different reasons, most of them cost-driven. Firstly the satellites themselves. Modern satellites are immensely complex things. They are sent up to orbit almost 36,000km in space, a very bumpy ride in itself - there they are expected to work continuously for up to 15 years, in a very harsh environment and with zero maintenance. Solar panels, batteries and thrusters all degenerate over time and thus the satellites need periodic

12

replacing. When a replacement is ordered, it is the only opportunity to have the new craft tailored to the needs of its future market. In our case, the 'market' is the British Isles. Whereas previous satellites were of a sort of generic "one size fits all" design, the latest ones (Astra 2 E and F) are being built to a very specific specification, enabling their signals to be focussed on the UK and Ireland with minimum overspill. This benefits the satellite owners (SES in this case) as it improves signal strength within the intended coverage area without wasting valuable power and resources on overspill. It also benefits the broadcasters (BBC, ITV etc. etc.). They are under pressure to keep their material within the UK. Partly due to copyright controls, but it also allows them to (1) buy third party material cheaper, and (2) to sell their own material for more. It's all about 'exclusivity'. For instance: Why would MEO (Portuguese cable & satellite operator) pay a small fortune to ITV for rights to broadcast, say, Downton Abbey if it could be argued that the programme is available for free on Astra 2? Repeat this likewise all over Europe and ITV

stand to lose a fortune. So in reality, we have been very fortunate over the past 15 years to be able to get UK television here. Astra 2F was commissioned in November 2012. Tests carried out have so far revealed that even a 4.0m satellite dish cannot pick up anything from this new bird's UK beam. Fortunately Astra 2F does not have the capacity to carry the BBC's output. So far it has only taken Channel 5 and a couple of ITV1 regions, which some of us may have noticed are no longer available. A few more channels may follow in the new year, but the real changes will be seen later in 2013 when Astra 2E launches. It has been fraught with delays so far, but it is expected to launch in the spring and become operational during summer 2013. Astra 2E is expected to have a similar, narrow footprint to 2F, but no-one will know for sure until it is up in orbit and transmitting. To be continued..... tune in next month for more on 2E and to see if and how we can still get our favourite programmes. Š TrevorTronix.com

Enjoy

worry free living Enjoy village life with complete peace of mind in the safety of thehidden gem of the East Algarve, Monte da Palhagueira.

T

his month we were delighted to be invited to visit Monte da Palhagueira and meet Clive Roberts who very kindly showed us around the beautifully retored former farmhouse and the impressive, traditional homes set in the lanscaped gardens. Clive explained, the idea of building a Village specifically for the over 55's together with a Nursing Home was conceived by Mrs. E.M. Cornelius Reid. With the help of her family she not only operates Monte da Palhagueria, but also 3 similar award winning developements in the UK, based in Hampshire and Wiltshire. Monte da Palhagueira Village and Nursing Home was opened on the 6th December 1991. Inspired by the ancient village of Alte, the village is spread over an amazing 22 acres and comprises 33 unique properties, a 22 bed Nursing home complete with calçada streets bound by traditional Portuguese stone walls. There is the Le Marquis prestigious Restaurant, open to the

14

public for parties and functions, and the village’s very own Anglican Church, with regular Sunday services, fund raising events, Blessings and Christenings. Various functions take place within the Village Hall, including a weekly get together, and a monthly luncheon in the restaurant, with a coffee morning every Friday where second hand books are also sold, all proceeds going to a local charity. The Village also boasts a Hairdressing salon, a Physiotherapy unit, 2 beautiful swimming pools, (one with wheelchair access) and a tennis court. The gardens provide relaxing walks, punctuated by numerous shaded resting areas where you can enjoy elevated views of the surrounding hillside or the tranquiity of the ornamental lake and pagoda. This idyllic setting is located only a 20 minute drive from Faro International Airport and a short distance from the market towns of Loulé and São Brás de Alportel. Offering a unique service, Monte

da Palhagueira provides the ideal solution for residents desiring the privacy of their own home, with the comfort that support is at hand. Residents maintain complete independence, family and friends are welcome to visit and enjoy the facilities, yet also have the reassurance that there is qualified medical assistance on hand, available 24 hours a day. Clive explained that when owners who partly live in the UK return to Portugal, arrangements are made for their property to have the heating on in winter, or cooled in the Summer, and a supply of necessary food basics to be ready for them, all part of the service. The 33 properties comprise 5 Apartments, 6 Town Houses and an assortment of 22 Bungalows and Villas, all with different architecture and sizes that vary from a one bedroom apartment of 80m² to a three bedroom villa with 274m². All properties have fitted kitchens, air conditioning to the lounge and

master bedroom. Seven of the properties have underfloor heating, and fireplaces are fitted to the majority of the properties, with some having either a garage or a carport. The Nursing Home, a former farmhouse, has been renovated to a very high standard and can now best be described as a large Country Mansion, with 22 rooms over 2 floors each having an ensuite bath, heating, air conditioning, satelite television and a private, relaxing summer terrace. In addition there are 2 dining rooms and a spacious meeting lounge. The Home is staffed by fully qualified English speaking nurses 24 hours per day and has the benefit of visiting doctors. A mini bus is available and currently takes some of the residents on a twice monthly trip to one of the local supermarkets. There is also a maintenance team on hand to assist with anything from changing a light

16

bulb to repainting the property as and when required. A quarterly accommodation fee is payable, for this the resident benefits from a twice weekly 2 hour maid service, with bedding changed and laundered on a weekly basis, external property maintenance, maintenance of any kitchen equipment and air conditioning units supplied by the company, building insurance, water supply, refuse collection, upkeep of the gardens and communal areas and the supply of street lighting. Designation: Atalaia Barracks. Location: Poet Street and Isidoro Pieres April 9th Street. in Lagos, the then Governor was instructed to move his base to Tavira. He took up residence in the Alto de Santa Ana (in the present GNR stables and Radio Gilão building) and extended the hermitage of Santa Ana for use as his chapel. The Governor´s base was maintained in Tavira until it moved to Faro in 1834. After 1780 when Tavira had become the military centre of the Algarve, it

clearly needed a hospital and the Old Military Hospital was begun in 1761. From 1787 it was a centre of surgical instruction by doctors sent by the royal edict. After serving also as a barracks, in 1953 this beautiful and serviceable building became a mess for officers and sergeants. The Atalaia Barracks, one of the oldest purpose built barracks in the country, was begun in 1795 as home

to the Faro Infantry Regiment which transferred to Tavira in 1780. Building work was interrupted by the French Invasions and the ensuing civil wars and later cholera outbreaks delayed its recommencement until 1856. Soldiers were meanwhile billeted with private citizens and after the closure of the religious houses in 1834, the Convento de Nossa Senhora da Graça (from 2007

a prestigious pousada) became a barrack. The ground which today contains the pousada´s swimming pool was used within the last 30 years as a military shooting range. It was not however until the beginning of the 20th century that the garrison moved into the new Atalaia barracks. The rapid increase in the size of the army during the African Wars (1961-74) saw major expansion

of the barracks, which was halted only after the Carnation Revolution. From 1996 the Atalaia barracks has been a holiday centre for military personnel. The main façade of the building is so similar to the central buildings of Vila Real de Santo António (constructed 1775-7), that it is believed that same architect, José Sande de Vasconcelos, might have been involved in the designs of both.

Up-to-date property and license news from expert Robert Bijker

I

f you are the owner of a property and have rented it out in 2012, it is time to start preparing your tax return in Portugal. On all income earned in Portugal, tax must be paid. Rental income is no different. If you are a resident, the rental income is added to your worldwide income and charged at a progressive rate. As a non-resident you pay a flat rate of 16.5% (was previously 15%) of rental income after deductible items. Some of the more important deductible items are IMI (council tax), building insurance (excluding content) and condominium fees. Portugal has established double taxation treaties with most countries in Europe and the tax you pay here translates into a tax credit when you file your annual income return in your home country. Regardless of paying your taxes, you also need to have a rental license (Licença de Alojamento Local). The original law dates back to 1997, but was never really enforced and nobody bothered. This has changed with the more recent amendments made in 2008 which at the same time simplified the requirements. There are many companies who offer assistance to obtain this license and the costs they charge for such services vary greatly. The price of the license itself varies too from council to council. The going rate varies between approx. Euro 1000 to 1100 which includes a package to comply with fire regulation, the license and VAT.

When you consider the ASAE (Autoridade de Segurança Alimentar e Económica) is more determined than ever to carry out inspections, it is a small price to pay to comply with the law and for peace of mind. Not only are fines heavy, but there is reason to assume more fines to be issued in 2012 than ever before. As with most cash strapped governments, Portugal needs to widen its tax net to reduce its

Gardening

Almonds A A plant of myths and legends

lmonds are members of the Rosaceae (rose) family, along with many other tree fruits such as peaches, apples, pears, plums, cherries, and apricots. Within the genus Prunus, almond is most closely related to the peach, and the two crops share the subgenus Amygdalus. Almond and related species are native to the Mediterranean climate region of the Middle East (Pakistan eastward to Syria and Turkey). The almond and its close relative, the peach, probably evolved from the same ancestral species in southcentral Asia. Almonds were domesticated at least by 3000 BC, and perhaps much earlier since wild almonds have been unearthed in Greek archeological sites dating to 8000 BC. The almond was spread along the shores of the Mediterranean in northern Africa and southern Europe by Egyptians,

32

Greeks, and Romans. It was brought to California in the 1700s by Spanish Padres who settled the Mission at Santa Barbara. Around the turn of the century, the industry started in California, due to development of superior cultivars in the late 1800s. Tariffs on almond imports were levied to protect the industry. From then until about 1960, the industry grew at a moderate pace, but acreage and production have increased severalfold since then, making California the clear world leader in almond production. In 2002, there were over 500,000 acres of almonds in California, making it the most widely planted tree crop in the state. Almonds are commonly mistake for a variety of nut, but the almond is actually the seed of a fruit of an almond tree, which is part of the same family of the peach tree. The fruit of the almond even looks like a peach, which eventually splits and releases the seed, the almond.

Following these guidelines will help you successfully grow an almond tree of your own. There are two types, bitter and sweet. Sweet almonds are cultivated as food; bitter almonds, which contain prussic acid, are grown mostly for their rootstocks on which sweet almonds are grafted. Almonds are raised for ornamental and nutritional reasons. Like other nuts, almonds are high in vitamin B and protein. One cup of shelled almonds contains 26 grams of protein, 77 grams of fat, 28 grams of carbohydrates, 332 milligrams of calcium, and small amounts of vitamins B, and B2, iron, and niacin. The first consideration you need to make is your climate region. Almond trees need warm summers and cool winters, so we can grow almonds happily here, but if your garden sees some frost, you probably won't be able to grow an almond tree outdoors. Similarly, if your region is

www.eastalgarvemag.com

hot all year round, you will probably not be successful and it's best to pick a different type of tree to grow. Almond trees are native to the Middle East, so any are around the same latitudinal region should grow fine. Having said this, almond trees can be grown with success indoors in these climates with proper planning and know how. Secondly, almond trees are not selfpollinating. If you want your tree to produce almonds, you have to have at least two trees of different varieties. Almond trees aren't especially tall, usually growing from 4 to 10 meters, so this isn't a major concern for growing outdoors, but this may rule out growing trees inside because two are required to produce almonds. Flowers bloom in the Autumn, and in December pollen grains appear, and by January the buds grow very rapidly. This is the reason almond trees cannot grow in regions that

www.eastalgarvemag.com

have snow or frost, but they still need a cool winter to activate growth of the buds and pollen. The best time to plant almond trees is January to February, because the colder temperature stops leaf buds from appearing and keeps the growth focus on the roots which is extremely important in the early stages of growth. Almonds need to be grown in areas that receive full sunlight. Once you've found a suitable spot, the tree should be planted in a hole deep enough so that the roots are not bent or crowded together. Young almonds trees often struggle with heavy winds because they grow rapidly when new, so it's strongly suggested that you brace the tree. Simply place a shaft of wood or pipe in the ground next to your tree and tie it to the brace. This gives the tree support against winds so it grows straight and sturdy. Once your almond tree is grown, it's

a good habit to prune your tree to maintain it. Pruning simply involves cutting off dead or dying branches at the base of the trunk. You can also thin out any parts of the tree that are beginning to look overcrowded. The best time to prune is in late winter before buds and new growth appears in the tree. Following these guidelines should keep your almond trees fertile and hearty for years to come. The almond requires a sandy, welldrained soil, neutral or tending slightly to the alkaline. Since good drainage is essential, plenty of humus should be present to hold moisture while permitting excess water to drain away. The hole where the tree is going should be just large enough to receive the roots without bending or crowding them. If a soil auger is used, it should be 24-inches in diameter and the sides of the hole should be broken down to eliminate

33

Gardening

the auger's glazing effect. Compost or manure should never be placed at the bottom of the hole. It can create problems for the tree. The roots of the tree run deep. It is advisable to break up the topsoil thoroughly and to as great a depth as possible before planting and then fertilize with plenty of organic matter. Many commercial growers plant cover crops which are then turned under for green manure, protecting the ground and enriching the soil. This practice should not be necessary on the small homestead where only a few trees are planted. Compost should be worked in late in the autumn. Place straw mulch under the tree but not close to the trunk. Almond trees begin to bear in three or four years and should be in full production in 12 years. Nuts should

34

be harvested when those in the centre of the tree are ripe. Nuts which fall to the ground before the regular harvest time should be cleaned up daily to prevent disease. After harvesting, shell and dry the nuts. The kernels should be spread for drying in a shady location until the meat is crisp. Kernels can be stored in airtight jars and kept in cool places. According to this delightful story, during the time when Al Garb still belonged to the Moors, there reigned a young Caliph in Silves called Ibn-Almundim, who fell in love and married Gilda, the daughter of a great lord from the North, who had been defeated in battle by the Moorish king. Their love was mutual, and the marriage was celebrated in

grand style. However, the beautiful princess grew sadder day by day, with the Caliph unable to make her smile. They consulted magicians and wise men from all over the world, but none could find a cure for her sadness‌ Until one day when an old Nordic man told the king that Gilda was longing for the white snow-covered fields of her homeland. Ibn-Almundim then ordered thousands of almond trees to be planted outside the windows of the palace, which, when they were in blossom, covered the land with white petals. The illusion took away her longing and she became joyful once more. And this is why, since that spring so long ago, the Algarve relives each year the magic of the almond blossom.

It is time not timing that reaps rewards

“I

By Bill Blevins, Financial Correspondent, Blevins Franks

s this a good time to invest?” This is one of the questions wealth advisers are frequently asked, and the answer is “yes” more often than not. To protect the value of your savings from inflation, it is generally better to be invested for the long-term rather than wait in the sidelines for a ‘right time’ to invest or trying to time the markets. Unpredictable events and investor sentiment can have an unexpected negative or positive impact on markets, and no-one can predict the future. To successfully time the markets you would need to accurately identify both the best time to buy and the best time to sell. Even very experienced investors cannot get this right. Time in the markets is the wiser strategy for most investors. Often a few very good days account for a large part of the total returns over a market cycle. The risk of market timing is missing out on the best performing days. There are many statistical examples to illustrate the cost of being out of the market.

36

Goldman Sachs calculates that a hypothetical investment in the S&P 500 index from 1992 to 2011 would have generated an average annual total return of 7.81%, if invested for the whole period. If you missed the 10 best days your average annual return would only be 4.14%. If you missed the 40 best days, you would have made an average annual loss of 2.31%. BlackRock have a similar illustration using the FTSE All-Share index. A hypothetical £100,000 investment would have grown to £598,478 over 20 years from 1st January 1991 to 15th August 2011. If you missed the five best days your return would be £186,738 less. If you missed the 25 best days your investment would only have grown to £172,955. Short-term declines should not detract from the long-term potential of stockmarket investing. A Blackrock chart traces the S&P 500 index from 31st December 1985 to 31st December 2010. It lists the key events affecting the market, including the 1987 stockmarket crash; both Gulf wars; September 11th, subprime crisis and collapse of some of Wall

Street’s biggest names in 2008. Even with these events, an investment in the S&P 500 index on 31st December 1985 would have grown to over 10 times its original value in 25 years. Emotions also cause people to effectively try and time the market. They sell in falling markets and lock in losses. They buy in rising markets, just as the market peaks. A study by Barclays Wealth surveyed 2,000 high net worth individual investors. It found that those who make decisions based on emotion rather than strategy lose on average up to 20% of their potential returns over a 10 year period. Portfolio performance is more significantly determined by asset allocation and diversification than market timing. A wealth management professional like Blevins Franks would review your investments and objectives and help you develop an effective tailor-made strategy going forward. Portugal went over the fiscal cliff, unlike the USA – why? Austerity under a different name! By Ambrose Evans-Pritchard

P

resident Anibal Cavaco Silva called for urgent action to halt the “recessionary spiral”, warning Europe’s leaders that the current course had become “socially unsustainable”. In a speech to the nation, he said Portugal would “honour its international obligations”, but in the same breath called for a tough line with the European Union-International Monetary Fund Troika over the pace of fiscal tightening under Portugal’s €78bn (£63bn) loan package. “We have arguments, and we should use them firmly,” he said. “Fiscal austerity is leading to declining output and lower tax revenue. We must stop this vicious circle,” he said, cautioning the Troika that there would be no way out of the crisis until policy was set in the interests of the “Portuguese people” as well as foreign creditors. “There are well-founded doubts over whether the distribution of sacrifice is just,” he said. Mr Cavaco Silva’s broadside against ministers from his own centre-right Social Democrat party leaves the government starkly isolated, and increasingly in danger of losing its authority. Popular anger is building over the over the Troika’s fiscal shock therapy, which will push up average income tax rates by 3.4 percentage points and bring in a plethora of surcharges and fees. It aims to cut the budget deficit to 4.5pc this year, largely through tax rises. Mr Passos Coelho is selling off state assets at breakneck speed to plug gaps, clinching a €3bn deal before Christmas with the French group Vinci for Portugal’s ANA airport network. It follows €3.3bn privatisation of energy assets, including a 21pc share of the power utility EDP and 40pc of the gas transporter REN. The Viana do Castelo docks and public television RTP are also on the block. Lisbon has postponed the sale of the national airline TAP after receiving just one offer for €340m. Editor’s response – don’t give away the family jewels as an easy way out – fight the true cause of the problem, those who have gambled on sovereign bonds and were wrong must be allowed to take the losses. Otherwise Moral Hazard will wreak havoc; gambling must have a downside!

Wind power

W

ind power in Portugal had its most productive day ever on 14th December 2012, churning out 85 Gigawatts per hour and accounting for 54 percent of the country’s electricity consumption that day, according to statistics released on Tuesday by

40

national grid operator REN. More specifically, at 2.45pm, the winds were blowing and the turbines turning to generate some 3,765 Megawatts (MW) and providing the national grid with 51 percent of the electricity being consumed at that time. This contrasts with the previous Portuguese renewable wind high of 81

GW per hour and 3,702 MW achieved in November 2011. On average terms, wind power produces some 20 percent of electricity energy consumption and favourable conditions can push that up to 30 percent while November’s wind drove that all the way up to 56 percent, a peak for the year.

peaks! This comes within the framework of a recession driven decrease in electricity consumption, which slid 2.9 percent over the first 11 months of this year while the year-on-year November figure showed a slowing in that rate of decrease, 0.9 percent. Furthermore, a year-long drought hit the hydro-electric production capacity

www.eastalgarvemag.com

December saw wind power cover half of all electricity production in Portugal

that despite the onset of a wet winter so far, still accounted for only 85 percent of its normal November output. In overall terms, in the first 11 months of this year, the Portuguese national grid was fed by coal (25 percent), natural gas (21 percent) and wind (20 percent) generated electricity. The

remainder was made up of hydroelectric (10 percent), biomass (5 percent) with solar power accounting for just one percent and with the remainder 16 percent of electricity consumption met by energy imports.

A time for giving

All the latest local sports news from Chris Wright.

lthough Olhanense received little Christmas cheer defeats by V.Guimarães & Benfica plus a home draw with Gil Vicente - there was a party atmosphere in Faro as the footballers of the region helped the areas of Lagoa and Silves ravaged by the tornado in mid-November. Eight thousand people packed the São Luís Stadium as Sporting Lisbon took on an Algarve Select XI and helped to raise €37,500 for the Appeal. The last time there was such a large crowd in the stadium was in 1995 when SC Farense competed in the UEFA Cup losing 1-0 to Lyon (France). Whilst Premier Liga outfit Olhanense provided the bulk of the Algarve squad, there were also players from Farense, Louletano, Lagos and Quarteirense. Argentinean José Luiz Fernández (Olhanense) opened the scoring for the Algarve after half-an-hour but second-half goals from André Martins, Labyad and Viola gave Sporting a 3-1 victory. The Sporting team included English born Eric Dier who has recently made a tremendous impact in the games he has played for the Lisbon first team. Olhão born Manuel Cajuda, who played and coached both Olhanense and Farense in the ‘70s & ‘80s, was on hand to organise the Algarve side. He said after the game, “I was shocked to hear of the devastation and immediately agreed to the request for my support. This

42

game had the love, affection and brotherhood that football should have. I hope, in some small part, that we have helped alleviated the suffering of the affected area." President of Sporting, Godinho Lopes, endorsed these remarks and said, “Sporting is a caring club and we have many followers in the Algarve. It is important that we support them in their hour of need.” OLHANENSE STRUGGLE Olhanense failed to capitalise on their superiority at V.Guimarães and lost 2-0. Abdi and Djaniny had early opportunities to open the scoring but it was the home side who took the lead midway through the first-half when Amido Baldé headed home. Five minutes before the break Olhanense were awarded a dubious penalty and justice was done when Douglas saved Rui Duarte’s penalty. Just as Olhanense seemed to be clawing their way back into the game V.Guimarães added a second. Marco Matias slipped the ball to André whose shot deflected off Fernando Alexandre and into the net.

Olhanense then threw caution to the wind in an attempt to keep the game alive, but a series of fine saves from Douglas in the Guimarães goal denied the Algarve a point they deserved. More was expected by the Olhanense fans as fellow relegation strugglers Gil Vicente arrived in town. But it was the visitors who drew first blood when they took the lead with their first attack after just three minutes through Yero. Manager Sergio Conceicao was sent to the stand for querying one of several strange decisions made by referee Rui Costa. The secondhalf saw Gil Vicente increase their lead when, the normally reliable, Rui Duarte lost the ball in midfield and Luis Carlos surged through the Olhanense defence to make it 2-0. The home side, at last, showed some steel and two minutes later pulled a goal back. Liban Abdi demonstrated his increasing confidence when he got behind the Gil Vicente back four and squared the ball back for Nuno Piloto to hammer home from twelve metres. Game on! It was now all Olhanense and with ten minutes left Evandro Brandao headed home Rui Duarte's right-wing cross. Despite several opportunities to win the game the home side could not find the net and will be disappointed to have lost yet another two home points. EAGLES SOAR INTO TOWN Benfica, winners of the League Cup for the last four seasons, started

their defence of the title against Olhanense at the Jose Arcanjo Stadium just prior to Christmas. The home side took the lead shortly after half-time when Benfica keeper Paulo Lopes failed to hold Jander's shot and Evandro Brandão was on hand to slot the ball home. Benfica upped the pressure and midway through the second-half Rodrigo levelled the score. With just minutes left on the clock Gaitán's cross enabled Lima to secure the winner for a very relieved 2-1 win for the Lisbon side. OLHANENSE STAR ON HIS WAY? Iban Abdi, was born in Somalia but his family fled the civil war and he spent most of his childhood in Oslo. Abdi moved to England when he was

fourteen and joined Sheffield United's youth academy. He was awarded a professional football contract after impressing with the academy. Abdi then joined the Blades' sister club, Ferencváros (Hungary) before joining Olhanense in the 2012 close season. He has been a revelation this season and top clubs have been watching him closely. It looks likely that he will be snapped up by either SC Braga or Benfica in the January transfer window. Two weeks ago Iban Abdi and his brother were staying at the same Lisbon hotel as Olhanense fans Emily & Neil Richardson. Emily takes up the story, “Iban Abdi was amazed to learn that we were passionate supporters and we had a great

evening with him and his brother. He is such an unassuming young man and deserves every success.” So imagine Emily’s surprise when after Olhanense’s game against Gil Vicente, Abdi went over to the crowd and presented her with his match shirt. Emily, along with Vicki Bawden, is incharge of the Olhanense Club Shop on match days and she will take great pride in wearing his shirt to welcome customers. SPORTING LISBON Olhanense's next home game is against Sporting on the weekend of the 12th/13th January. For further information contact: christopher.wright@hotmail.co.uk

Practice with a Purpose This month's tip from resident professional at Monte Rei Golf and Country Club, James Beesley.

Pro stats

A

re you fed up with trying to imitate the pros, buying the latest expensive equipment and seeing your handicap stay the same? Studies show between 60% and 65% of all golf shots occur inside 100 yards of the hole and are more important for scoring. The following drill will improve your feel around the greens, reduce the number of shots inside 100 yards of the hole and lower your scores. Lay two clubs on the ground one metre apart creating a landing area in direct line between you

44

and the pin. Try to land the ball into the area created towards the hole on the green, varying the landing area for different clubs. Take note of the balls trajectory and reaction when it hits the green as to how far it rolls. Before the shot try to imagine the flight of the ball, the distance it will travel when it lands on the green and with the use of practice swings try to feel the shot. This drill aids understanding of ball flight and spin with different clubs; it will improve your overall accuracy around the greens, leaving shorter putts and turning potential bogeys into pars.
