A tour of condos in the East Bay

From high-rise luxury tower, to lush, tree-lined streets, condo living in the East Bay takes all shapes and forms (and price tags)

The options for condo living vary widely throughout the East Bay. If you want someone else to cut the grass, plow the driveway and rake the leaves, you have all sorts of options, though there are two real “types” of condos. You can live in a renovated space, as the East Bay has a former hotel, former mill and loads of former mansions-turnedcondos. They typically come with character, old-world charm and historically prime locations along the region’s main thoroughfares. Or you can live in new spaces, which have been built in all corners of the East Bay for decades. Former farms, fields, manufacturing towers, restaurants and oil terminals have all been bulldozed, torn

down and rebuilt as gleaming new residences. Prices for a single unit can vary from $200,000 to $2 million, sometimes in the same complex. Though condo living is all about people living together and sharing the same space, it’s clear not all condos are created equally. First-floor, end unit, penthouse, water side and “garden side” all have very different meanings, with very different price tags. Here’s a snapshot of the East Bay condo scene, where homeowners typically go to relax. Note: The following list does not include all complexes in the region, as there are too many to mention. A close network of shaded streets wind between Main Street and Narragansett Bay in the south end of Warren, home to a large complex of one-story and two-story town-

North Farm, Bristol

One of the most popular condo complexes around, North Farm holds hundreds of units on a gentle, sloping landscape that rolls from Hope Street down to the East Bay Bike Path, with panoramic views of Narragansett Bay. Built over a long period through the 1970s and ’80s, North Farm has a variety of residence styles, with one-, two- or three-level homes, with one-,

two- or three-bedroom homes. Prices can vary widely, as units close to Hope Street (some neighboring the Audubon Environmental Education Center) can sell for $250,000 to $300,000, while units closer to the water with those breathtaking views can sell for more than $500,000. North Farm has its own yacht club, dock, pool and active social calendar.

Originally built in 1901 by John Brown Herreshoff, president of the Herreshoff Manufacturing Company, the hotel hosted the boatbuilding company’s exclu-

Mortgage market insights for 2018

f current trends hold, 2018 will see mortgage rates higher than they have been in the past 10 years. Also, the new federal Tax Plan that changes mortgage interest deductions will have homeowners reevaluating their current financing situations. And low housing inventory levels will continue to cause an influx of construction loans, additions and houses being renovated.

Rates are rising Despite common misconceptions, mortgage rates are largely determined by the bond market, not the Fed. When the Federal Reserve increases interest rates, they are controlling the rate in which banks borrow money from the federal government and the rate at which banks borrow money from other banks. These rate hikes affect most home equity line of credit products. Three rate hikes last year by the Fed meant consumers were starting to reevaluate their use of their home equity line of credits (HELOCs). Promotional fixed rates

on these HELOCs became much more desirable. Treasury yields are correlated directly to mortgage rates. Mortgage rates have hit a 14-month high, as the yield on 10-year Treasury Bonds has climbed. Inflation is also predicted to increase, which will Gina Campbell also impact bond yields HELM and further increase interest rates. This is prompting homeowners to refinance their adjustable rate mortgages, as well as incorporate variable-rate home equity loans or lines of credit into their mortgages. The homebuyers who are under contract to purchase a new home are locking in to their interest rates immediately. In a rising interest rate environment, consumers need to pay heed to any variable rate mortgages or equity lines they currently hold and consider refinancing.

Tax changes affect everyone Mortgage interest has long been one of the only tax write-offs that was unanimously available to all income brackets. When there was discussion about eliminating this deduction, the industry was alarmed. The final federal tax bill decreases the limit of mortgage interest eligible for deduction from $1 million to $750,000. It also eliminates the typical deduction on home equity interest of $100,000. The new tax code has also increased the standard deduction substantially, which makes the mortgage deduction less valuable. The new standard deduction for married couples filing jointly is $24,000. If a consumer has yearly mortgage interest of $12,000 and yearly real estate taxes of $9,000, this consumer would take the standard deduction and not itemize. This is concerning to anyone in the real estate industry, because there is potential for homeowners to bow out of the housing market, as well as less incentive for renters

to enter the housing market, depending on their tax bracket.

The real estate market We have started the year with a lack of inventory in homes for sale. Home prices were on average 6 percent higher from 2016 to 2017 in Rhode Island. Solid appreciation rates and lack of inventory are making it a seller’s market, and the average home is selling quicker. The “days on the market� statistic fell by 21 percent from 2016 to 2017. Sellers are once again experiencing multiple offers and bidding wars, especially in the starter home category. Lending policies have become less restrictive, and 100 percent financing options for select first-time homebuyers are opening a larger segment of potential buyers.
